Federal government approves liquefied natural gas project on B.C. coast with 190 conditions hWest liquefied natural gas project in British Columbia with 190 legally binding conditions. Environment Minister Catherine McKenna said the approval decision was taken following extensive studies on the project's environmental impact, science and after consultations with First Nations. Flanked by Natural Resources Minister Jim Carr, B.C. Premier Christy Clark and Fisheries Minister Dominic LeBlanc, McKenna said the investment was worth $11 billion and would be one of Canada's largest resource development projects. "I am confident with the 190 legally binding, and scientifically determined

Health care monopoly does not serve public well BY THE CANADIAN PRESS The question of ranking those services that we all need and want is complex and very dependent on individual circumstances. It is unquestionably true that the denial of medical care to a sick person is a serious matter. Paradoxically, it is not a big deal if one is healthy. I went for the first 25 years of my life without medical care and didn’t suffer one bit. Contrast that with the outcome that would have occurred if I had gone without any education for my first 25 years. My friend’s father, Fidel Castro, told me that he believed education was by far the most important privilege that society can deliver to its citizens (health care being second). But there are other vital services such as housing, shelter, security, and public transportation. The latter is often underestimated, although its importance here in Metro Vancouver and its close relationship to affordable housing is gaining recognition. As a 10-year old schoolboy in post-war Liverpool, my daily bus ride to school was a key to

gaining my education. The buses were reliable, cheap, operated by a driver and conductor, and never completely full. Coincidentally, I sometimes shared those rides with other schoolmates, including future Beatles Paul McCartney and George Harrison. So what has this to do with medical care? The fact is that health care alone, among the services mentioned, has been granted monopoly status by government
when it comes to so-called necessary physician and hospital services. I challenge anyone to name a single monopoly that serves consumers well. I would like to describe a theoretical scenario that uses the less emotional area of public transportation as an example. Perhaps the analogy might help explain why I believe Canada’s health system would benefit from shedding its monopolistic status. In using the example of people lining up for a bus, it is true that they will suffer from being frustrated, and possibly cold and wet, not to mention being late for school or work. Let’s remember, to put health care in such a context, that the Supreme Court of Canada has previously ruled that Canadians are suffering and dying as they languish on waiting lists. Imagine a government monopoly public transportation system that is tax funded through general revenue. There are no charges for tickets and the buses are always 100% full. The buses run every 2 hours and line ups at bus stops exceed 100 people and extend for three blocks.

the quality of freshwater fish and fish habitat, marine fish and mammals, migratory birds, human health, concerns over cultural heritage sites and long-term environmental monitoring. The liquefied natural gas project on B.C.'s coast has been championed by Clark as the largest private-sector development in the country's history. It has also rankled environmentalists and some First Nations who are concerned about greenhouse gas emissions and the potential impact on local fisheries and habitat. McKenna said the decision was based not only on science but also on consultations with First Nations from the area that advised the government on fishing and other environmental concerns. "Indigenous Peoples were meaningfully consulted, and where appropriate, impacts on their rights and interests were accommodated," McKenna said. "Consultations were extensive and project conditions will address concerns that were raised." McKenna said that Indigenous groups near the site of the project will work with the federal government on environmental monitoring, which the minister said was consistent with the government's reconciliation agenda. Greenhouse gas emissions The project, backed by Malaysianowned energy giant Petronas, would move natural gas from B.C.'s northeast via a TransCanada pipeline to a terminal on Lelu Island near Prince Rupert for export to Asia. The Canadian Environmental Assessment Agency (CEAA) released a draft report in February that said the project would result in roughly 6.5 to 8.7 megatonnes of GHG pollution each year, a marked increase in emissions both at the provincial (8.5 per cent) and national (0.75 per cent) level. The agency has said the project "would be one of the largest greenhouse gas emitters in Canada." Since that draft report, the agency has revised its estimate down closer to the 5.0 megatonne level, or about the equivalent of one million new cars on Canadian roads each year. The decision comes as the global natural gas market continues to be weighed down by a glut from new projects in the U.S. and Australia, pushing prices to new lows. Petronas initially said it would proceed with the project if the federal government gave its approval, but now the company says it will conduct a "total review" of the project before making a final investment decision. In a statement, Adnan Zainal Abidin, president of Pacific NorthWest LNG, welcomed the announcement, saying it was a significant milestone, but he stopped short of saying what would happen next. "Moving forward, Pacific NorthWest LNG and our shareholders will conduct a total project review over the coming months prior to announcing next steps for the project," he said.

Mylan Hicks Shooting: Calgary Police Charge 19-Year-Old With Murder -The Huffington Post Alberta-

CALGARY — Police have charged a 19-year-old Calgary man with seconddegree murder following the shooting death of a Calgary Stampeders player.
He signed with the Stampeders in May and was on Calgary's practice roster. He hadn't played a game this season with the Stampeders, who are currently first in the West Division and on a 12-game unbeaten streak.
Police say Mylan Hicks, who was 23, was shot outside a nightclub following an altercation early Sunday morning. Nelson Tony Lugela is charged with second-degree murder. He is scheduled to appear in court Friday morning. Police say three suspects were initially taken into custody, but two have been released without charges. The team has said several players were at the Marquee Beer Market and Stage after their win Saturday against the Winnipeg Blue Bombers.
He was born in Detroit and played for Michigan State, where he recorded a career-high 19 tackles and four pass break-ups in nine games in his senior year in 2014.
Police say at about 2:30 a.m. Sunday, officers responded to reports of a shooting at the club, where they found a man in his 20s who'd been wounded. He was taken to hospital in lifethreatening condition and later died.
Hicks signed with the NFL's San Francisco 49ers as an undrafted free agent in May 2015 before being released at the end of training camp.

Judicial review of Montreal bylaw targeting pit bulls to be heard Monday A judicial review of Montreal's new animal control bylaw has been pushed back until Monday, the same day the new rules are scheduled to go into effect. The SPCA argued in court Thursday that the review should be heard as soon as possible, with the aim of having the sections targeting "pit bull-type dogs" suspended and ultimately declared illegal. Superior Court Justice Claude Champagne said he will hear the case Monday morning, adding that he didn't find there would be irreparable damage in waiting four days, as SPCA lawyers had argued. One criteria for a suspension is the urgency of the matter — and SPCA lawyers say that's the case because the bylaw puts dogs lives at risk. The new regulations, which will ban new ownership of pit bulls and pit-bull type dogs, was passed by city council on Tuesday. Animal rights advocates have criticized the bylaw, pointing out that many cities that have implemented similar legislation have since repealed the laws. A spokesperson for the City of Montreal said the municipality has a "well-recognized" right to pass animal control regulations, especially where it concerns the safety of Montrealers. -CBC News

Quebec Sikh workers must wear safety helmets when required -By The Canadian Press MONTREAL—A Quebec judge has ruled turban-wearing Sikh truck drivers must wear hard hats in the workplace when safety standards require them. Three Sikh men who drove container trucks at the Port of Montreal had argued they had a right to wear a turban instead of a helmet based on Quebec and Canadian charter rights protecting freedom of religion. In a ruling released Wednesday, Quebec Superior Court Justice Andre Prevost recognized that the requirement to wear helmets violated the men's charter rights but ruled that safety should trump religion in this case. He ruled the port’s rules were justified because they protect workers against head injuries.
“The risks are not lower because the claimants are Sikh and wear turbans,” he wrote in his decision. “The safety obligations of the defendants are not less stringent, either, towards the claimants than towards other workers.” In a case dating back to 2006, the men had argued they were victims of religious discrimination after they were no longer allowed to enter the port’s
terminals without protective headgear. The safety measures were put in place in 2005. Originally an accommodation was put in place allowing the drivers to stay in their trucks while containers were loaded, but that was eventually deemed not commercially viable because it increased the loading time. A lawyer representing the three men said he was disappointed by the decision but was encouraged that the judge recognized his client’s charter rights had been violated. Julius Grey said he would meet with his clients next week to decide whether to appeal the decision. “I personally believe it’s a case that can be very easily and effectively appealed, so I hope that’s what they’ll do,” he said.
GTA karate instructor charged with sex assault A 57-year-old Toronto karate instructor has been charged after police say a nine-year-old girl was sexually assaulted during a martial arts lesson. Peel Regional Police Special Victims Unit responded to a report that a girl was being sexually assaulted by her karate teacher. Police launched an investigation and said the girl had been sexually assaulted on numerous occasions while she was alone with her instructor. Satnam Rayat was arrested Saturday and charged with sexual
assault, sexual interference and invitation to sexual touching. He was held for a bail hearing and made a court appearance Sunday. Police said Rayat was the owner and operator of “Rayat Karate” in the Bovaird Drive and Williams Parkway area of Brampton. Report finds Pattullo Bridge "vulnerable" during a quake or windstorm

VANCOUVER (NEWS 1130)When the big one hits or Metro Vancouver is blasted by a storm, a key connector between New West and Surrey could be a very dangerous place A new report for TransLink is calling the Pattullo Bridge potentially “vulnerable” during earthquakes or powerful winds. New Westminster City Councillor Chuck Puchmayer has been briefed on the report and is blaming the Clark government. “The province seems to be quite keen on fast-tracking the replacement of the Massey Tunnel and we were all aware the Pattullo Bridge was in poor condition. It seems the province has the ear of some major shippers that want a deeper Fraser River and be able to bring larger freighters up the river. But they don’t seem to be as concerned that this very old bridge is
considered as part of a feasibility study which Puchmayer argues could have been done before major repairs were completed on the bridge this summer. “I would have liked to have seen a more in-depth report that actually took in to account some of the issues being identified right now,” he adds. Construction of a four lane replacement was supposed to begin in 2019 but finding the money to pay for it remains an issue. OTTAWA (NEWS 1130) – Opposition MP’s are raising concerns after reports say a Canadian suspect in a terror investigation was able to get so close to Prime Minister Justin Trudeau, he took a selfie with him. It looks like any other selfie members of the public take with Trudeau, but according to a report from The Star and La Presse the other person in this photo, who isn’t named, is a Canadian who is under investigation over the kidnapping of two American journalists in Syria three years ago. That incident is linked to a group affiliated with al Qaeda. While MP’s are not questioning the security detail around the prime minister, Conservative MP James Bezan says this does raise serious concerns around the surveillance of terror suspects in our country. “There’s no way that they should’ve ever been allowed at an event where the prime minister was at.” The picture was taken late last year as Trudeau met with the public on a Montreal street. The prime minister’s office is not commenting, directing questions to the RCMP. The mounties say they will not comment on an ongoing investigation. The accusations against the man have not been tested in court and the reports say since returning to Canada the man, who is not named, has reformed and denounced his former extremist views.

Post-debate poll: Hillary Clinton takes round one (CNN) Hillary Clinton was deemed the winner of Monday night's debate by 62% of voters who tuned in to watch, while just 27% said they thought Donald Trump had the better night, according to a CNN/ORC Poll of voters who watched the debate. That drubbing is similar to Mitt Romney's dominant performance over President Barack Obama in the first 2012 presidential debate. Voters who watched said Clinton expressed her views more clearly than Trump and had a better understanding of the issues by a margin of more than 2-to-1. Clinton also was seen as having done a better job addressing concerns voters might have about her potential presidency
by a 57% to 35% margin, and as the stronger leader by a 56% to 39% margin. The gap was smaller on which candidate appeared more sincere and authentic, though still broke in Clinton's favor, with 53% saying she was more sincere vs. 40% who felt
Trump did better on that score. Trump topped Clinton 56% to 33% as the debater who spent more time attacking their opponent. Although the survey suggested debate watchers were more apt to describe themselves as Democrats than the overall pool of voters, even independents who watched deemed Clinton the winner, 54% vs. 33% who thought Trump did the best job in the debate. And the survey suggests Clinton outperformed the expectations of those who watched. While pre-debate interviews indicated these watchers expected Clinton to win by a 26-point margin, that grew to 35 points in the post-debate survey.
About half in the poll say the debate did not have an effect on their voting plans, 47% said it didn't make a difference, but those who say they were moved by it tilted in Clinton's direction, 34% said the debate made them more apt to vote for Clinton, 18% more likely to back Trump. On the issues, voters who watched broadly say Clinton would do a better job handling foreign policy, 62% to 35%, and most think she would be the better candidate to handle terrorism, 54% to 43% who prefer Trump. But on the economy, the split is much closer, with 51% saying they favor Clinton's approach vs. 47% who prefer Trump.
Washington mall shooting: 20-yearold suspect arrested
Washington D.C., (ANI): Following an overnight manhunt, authorities have arrested a 20-yearold suspect a day after the shooting that left five people dead at the Cascade mall north of Seattle in Burlington, Washington. According to CNN, Washington state authorities say that it’s too early to rule out terrorism in the mall shooting because their investigation is still in the preliminary stages. The suspect in the Washington state mall shooting Friday night did not try to run when confronted by police Saturday, he just froze and complied, authorities said and his motive is still unknown. Arcan Cetin is the lone suspect arrested in the shooting that killed four women and a man at the grisly incident. For much of Saturday, authorities searched the mall for evidence and a blurry surveillance photo of a rifletoting man inside the mall offered a major lead that authorities relied on in the hunt for the shooter. "The city of Burlington has probably changed forever. This is a senseless act. It was the world knocking on our doorstep, and it came to our little community here," Mayor Steve Sexton said. The grainy security camera footage showed the suspect initially appearing to enter the mall unarmed and -- about 10 minutes later -walking into Macy's carrying a rifle. The suspect "fired multiple times, struck four females ranging in age from a teenager to seniors," said Mount Vernon police Lt. Chris Cammock, commander of the Skagit County Multi-Agency Response Team.

Review: What if we get the chance to rectify all the big mistakes of our life? Debutant director Nitya Mehra's "Baar Baar Dekho" is unlike any romantic yarn -- I hesitate from giving it that loosely-used term the 'rom-com'. It is the ultimate what-if saga, narrated with a tender care and subdued splendour that makes every moment between the lead pair precious and gladdening. Watching the film, we are just happy to see Jai and Diya together. It could be because they are played by two of the best-looking stars in our cinema. Sidharth Malhotra and Katrina Kaif look so made-for-each-other that it seems absurd to even suggest that they can be separated by destiny or design -- or in this case by designed destiny. Katrina has actually sunk her ego into her character. You can see her feeling the hurt and the happiness with equal sincerity. Bravo! Sidharth Malhotra, so far seen giving performances where his matineeidol looks obfuscate his other purported virtues, comes into his own with a character who is clueless about the stunning time travel that fate/destiny/karma/kundli puts him through. Just imagine: you fail to show up for your wife's painting exhibition and she falls in love with her arts dealer. Or you may not cuddle your little daughter when she asks you to do so, and this may cause indelible damage to your domesticity. Exceptionally, "Baar Baar Dekho" trusts silences to the talking. There are long passages without background
music to over-punctuate the drama of disintegration that the couple plays out. The emotions the couple exchange seem relevant and real, as the dialogues (by Anvita Dutt) rip off pages from contemporary marriages all over the world without creating a cut-and-paste haste in the conversations. There is plenty of the rare quality of gravitas tucked away in the mischievous love tale, none more mischievous than the pundit (played with able astuteness by Rajit Kapur) who is supposed to solemnise Jai and Diya's wedding. Jai thinks the pundit is responsible for his rushed futuristic time travel. But is he? Is this ability to stare your mistakes in
13 their eyes a quirk of fate? Or is it something else? "Baar Baar Dekho" doesn't seek or give us substantiated answers on cosmic mysteries. Why Man does what he does, who is responsible for our actions -sometimes horribly wrong -- we don't know. Neither does the film. Director Nitya Mehra glides with a silent giggle and a sigh across a beautifully painted skyline of wistful thinking. The actors have given their heart and soul to the main parts. And some of the supporting cast -- not all, I am afraid -- is also exceptional. But the real hero of the film is Ravi K Chandran's camerawork. The magician that he is, Chandran imbues every frame with warmth charm and beauty. Sequences recreating Cambridge University (where a Ramanujan-like professor mentors Jai) reminded me of that very fine Ramanujan biopic "The Man Who Knew Infinity". The futuristic styling is apt without getting outlandish. Come to think of it - there is nothing over-the-top in this quietly accomplished film except the "Kala chashma" song and dance. Why on earth was it used to promote the film? That zingy cheesy aura of that song is so not the film. "Baar Baar Dekho" is about getting a chance of changing the mistakes in life without making them. But really, I can't think of one thing I'd like to see changed in this film. Except maybe Sarika's prosthetics when she plays dead. Someone overdid the mother's wrinkles. -By Santa Banta News Network

'Pink' -Powerful performances in a powerful message-based film Movie Review: "Pink" is a contemporary youthcentric film with a strong socially relevant message about the choices young women of today make and about respecting those. Narrated in a linear manner, the simplistically presented film, essentially a courtroom drama, is powerful, owing to its missive, dialogues and performances. Three young working women, Minal (Tapasee Pannu), Falak (Kirti Kulhari) and Andrea (Andrea Tairang) are flatmates in Delhi and good friends. An untoward incident one night at a resort in Surajkund, involving some boys, among whom is Rajveer (Angad Bedi), who comes from a politically wellconnected family, proves to be life changing for the trio. What follows is an intriguing courtroom drama where ace lawyer Deepak Sehgall represents them in a bid to get them justice. Replete with contemporary instances and issues, centring around women and their safety, the film, through its potent dialogues, takes a dig at society and its stereotypical norms and prejudices towards women, as in "The
Rule Book of the Girls' Safety Manual", enumerated by lawyer Deepak Sehgall. Director Aniruddha Roy Chowdhury extracts natural performances from all his actors, and makes a meaningful film devoid of any unnecessary commercial trappings, never once deviating from the core theme. Amitabh Bachchan as Deepak Sehgall, the aged defence lawyer, shines as always, in a restrained, but powerful performance. His histrionics come primarily in the form of his wellmodulated baritone, conveying his emotions and of course, from the wellwritten lines. Taapasee Pannu, as the protagonist Minal Arora plays the brave, present-day Delhi girl with convivial ease. She delivers a power-packed performance, naturally, slipping into her character bringing out the contrast as a strong yet vulnerable girl. Her anxiety, frustrations and angst, against society and the system and its hypocrisy, are all palpable. Kirti Kulhari as Falak Ali is equally a powerhouse as a performer. Piyush Mishra as Prashant, the prosecution lawyer, is brilliant, as he succeeds in the audience despising him for his scathing remarks against women and the societal norms they must conform to. Angad Bedi as Rajveer, the spoilt rich son of a politician, makes the most of his limited screen time. He is intense, becomes the character he is essaying and delivers a credible performance. The rest of the cast too, comprising the kind-hearted landlord, the lady police officer, the three friends of Rajveer, support the main actors with their strong performances. The strength of the film, apart from
its great performances, are its taut screenplay and dialogues. Flavoured with a language that the youth of today will relate to, the dialogues are hard-hitting and strike a chord immediately, as they are packed with relevant messages. Humour comes in the form of the satirical dialogues and lightens the tenor of the otherwise intense film. With moderate production values, Cinematographer Abhik Mukhopadhay's lens captures the drama in a realistic manner. The only song in the film, "Kaari kaari raina", is used effectively to encapsulate the mood and messages in the film. The latest Statistic Canada data shows nearly two million of us are working remotely at least once a week, and that number is growing as we learn more about the benefits of telecommuting. There is often the misconception that working from home is not as serious or demanding as in-person labour, but Dr. Lori LaCivita, director of Walden University's industrial and organizational psychology graduate program, says this is a mistake. “It's actually a lot harder to work remotely — it takes more effort to be effective in this environment.
