BC strikes agreement with China to stop illegal fentanyl trafficking VICTORIA (NEWS 1130) – The provincial government has announced the RCMP is working with the Chinese Ministry of Public Safety to help restrict the illegal trafficking of the powerful opioid here in BC. The move follows the premier’s visit to Ottawa last week when she urged the federal government to help the province. The feds said they acknowledged there was a problem but stopped just short of declaring a nationwide public health emergency — something that was declared in BC months ago. “This is a critical step that aligns with B.C.’s advocacy in our fight against the overdose crisis, and we welcome this swift action. Provincial and local enforcement will remain critical, but this is a step forward. We look forward to the same level of commitment from the federal government on a national

strategy to ban pill presses and precursors,� the province said in a statement. “We understand discussions to formalize joint investigations between the RCMP and China will begin next week during the ongoing Canada-China Working Group meeting between the

two agencies. We believe that by collaborating with our international and federal partners, enforcement will ultimately be stronger across all our provincial and international borders.� Initially the province said it had reached the deal, but the Mounties say

they did. The RCMP claims it reached the deal after Commissioner Bob Paulson and the vice-minister of China’s public security ministry met this week and agreed to boost enforcement efforts to disrupt the flow of the drug and other opioids. This past spring, BC became the first province in the country to declare a public health emergency following a dramatic spike in overdose deaths related to the use of drugs such as fentanyl. Opioids include prescription painkillers such as oxycodone and morphine as well as illegal street drugs like heroin. The BC Coroners Service says between January and the end of October, 622 people died of an overdose, compared to 397 for the same period of 2015. October had 63 deaths, six more than September and just slightly higher than the 61 monthly average.

B.C. government announces 68 affordable housing projects across the province

-By BC Local News The B.C. government has committed to creating close to 2,900 new affordable rental units, set to roll out in the next two years across the province. The units are apart of 68 housing projects, financed through a $516-million housing fund that was announced by Premier Christy Clark in

September to provide more housing for low-income, seniors, special needs individuals, aboriginals, woman and children. “It gives us the ability to make significant investments, put British Columbians first, and take immediate action to increase the rental supply in communities throughout B.C.," Clark said. Housing critic questions long-term plan Despite Tuesday's announcement meaning potential relief for those struggling to find affordable housing, New Democrat Official Opposition spokesperson David Eby questions whether the Liberal's have a long-term plan in mind when it comes to a housing strategy. He described the projects as a "positive step, following years of neglect," and noted the date of the announcement as the next provincial election lingers. "It’s unfortunate that this is an election year promise" he said. "There's no long-range plan that extends beyond this election."

Abbotsford school stops charity giving due to religious concerns Dr. Thomas A. Swift Elementary will no longer participate in a program that sends gift boxes to kids in need around the world, due to the religious practices of the organizing charity. Operation Christmas Child (OCC) is an annual drive staged by Samaritan's Purse, an evangelical Christian organization. Participants in OCC pack shoeboxes with toys, school supplies, hygiene products and other items, which are shipped to kids in a dozen different countries. Swift students have participated in the program in past years but participation was pulled this year after the school's principal "became aware religious materials were being added to the shoeboxes," according to a district spokesperson. "This was decided in consideration of the district's administrative procedures and the B.C. School Act, which requires that public schools be operated as secular institutions," Kayla Stuckart said in an email. But there is no religious material added into the shoeboxes themselves, according to the Samaritan's Purse spokesperson Frank King. The shoeboxes are distributed to children who attend events put on by the organization, and Christian books and pamphlets are offered to, but not forced on, the kids afterwards, King said. In Muslim-majority west African countries, where many of the shoeboxes are handed out, the events are explicitly advertised as Christian and still attract strong turnouts, King said. Noah Lochbaum, a 12-year-old whose younger sister attends Swift Elementary, sent a letter to the district (which he shared with The News) expressing disappointment in the decision. "So basically you are saying we should help people as long as there is no mention of religion," he wrote. "Why can't we just do the right thing and look at the big picture: human beings caring about and helping other human beings?" ICBC won't insure luxury cars, Stone says after forecast of steep rate hikes ICBC insurance premiums.

By - BC Local News Luxury supercars worth more than $150,000 will soon have to get private insurance and their owners will pay twice their current premiums to ICBC in the meantime.

Forecasted increases to ICBC's basic rates were also disclosed today in response to a B.C. Utilities Commission request for more information before approving a 4.9 per cent basic rate increase this year.

Transportation Minister Todd Stone made the announcement Wednesday at the same time the public auto insurer released a forecast indicating basic auto insurance premiums might have to climb as much as 42 per cent over five years because of skyrocketing claims costs. According to Stone, the move will ensure that "the broader rate payer is not subsidizing high-end cars.” Luxury cars like Ferraris and

Mayor John Tory to support road tolls Mayor John Tory is poised to throw his support behind imposing tolls on the Gardiner Expressway and the Don Valley Parkway, the Toronto Sun has learned. Tory will announce he’s ready to target drivers on the city’s highways when he unveils possible “revenue tools” — new taxes and fees — during a speech to the Toronto Board of Trade on Thursday. A source told the Toronto Sun the mayor is “dedicated to building transit and infrastructure.” While the city has been reviewing many possible ways of generating cash — including a hotel tax and the sell off of assets — road tolls are likely the most controversial. Right-wing councillors, who traditionally support Tory, will be the most likely to oppose the measure. Those on the left are most likely to welcome the move. The city has $30 billion worth of projects, including Tory’s SmartTrack surface rail project and other transit lines, that it has no money to pay for. Surrey man charged with four offences following Coquitlam shooting

COQUITLAM, B.C.–Multiple firearms charges have been laid against a 28-yearold man following a drive-by shooting in Coquitlam, B.C. RCMP say Jonathan Fall is a suspect in a targeted shooting on Oct. 10, when shots were fired into an unoccupied vehicle. Police say whoever fired the shots escaped in a vehicle, which was located a short time later in Surrey, where a driver and passenger were arrested. Fall was taken into custody on Nov. 18 and charged with four offences, including careless use of a firearm. He is scheduled to appear in provincial court next Monday. Five women in running to appear on next bank note OTTAWA -Two activists, a poet, an engineer and an athlete are on the short list of five women whose image could appear on the next new series of Canadian bank notes due out in 2018. The Bank of Canada released the list ahead of an announcement on Dec. 8 when the winner will be chosen. The short list includes Viola Desmond, who fought racial discrimination in Nova Scotia, Pauline Johnson, a poet who was the daughter of a Mohawk chief and an English woman, and Elsie MacGill, the first woman in Canada to receive a bachelor's degree in electrical engineering and a master's degree in aeronautical engineering. Also on the list is track and field athlete Bobbie Rosenfeld, who won a silver and gold medal at the 1928 Olympics and went on to become a sports columnist, and Idola SaintJean, a feminist and pioneer in the fight for suffrage in Quebec.

RCMP won't be charged in 2015 arrest -By Surrey North Delta Leader Three Surrey RCMP officers will not be charged in relation to an arrest last year that caused a man to break his leg. On Feb.. 28, 2015, Surrey Mounties responded to a 911 call from a landlord whose tenant was "trashing" the downstairs suite, according to a release by the B.C. Criminal Justice Branch. "The scene when they arrived was described as chaotic," according to a summary of a decision by the justice branch. "The suspect, a large adult male, was screaming and swearing,

yelling at the officers that he wanted to be left alone. He appeared to be under the influence of some form of intoxicant." Police found the room he occupied was in a shambles, with broken glass strewn about the floor. After a short time the suspect agreed to leave. However, once he reached the awaiting ambulance, he had a change of heart. "He began pushing and shoving at the officers to the point where he needed to be taken to the ground so that the officers could restrain his feet," the decision states. He suffered injuries to his nose and broke his right femoral head (top of the leg bone).

The suspect launched a complaint and charges of assault causing bodily harm were considered against the officers. Officials with the justice branch found that the officers were acting within their normal duties, but had to determine whether reasonable force was used under the circumstances, or whether it was excessive. "The use of physical restraint and force to gain compliance with police directions falls within the range of reasonable force options available to police who are faced with an arrestee who is attempting to resist a lawful arrest."

Massey Tunnel unsafe for crash responders: report •By Jeff Nagel - BC Local News The constraints of the George Massey Tunnel don't reliably allow for rapid or safe emergency response to crashes, according to a report by Delta first responders. The findings are being brandished by Transportation Minister Todd Stone as further evidence of the benefits of the proposed new toll bridge to replace the tunnel. "The report details just how difficult and dangerous it is to provide an emergency response in the confines of the tunnel," Stone said. "It notes instances of where first responders have had to walk in to help people, or carry in jaws-of-life and other equipment as their vehicles couldn't get close." Access is limited both by chronic congestion and the lack of a shoulder lane so fire trucks or ambulances can bypass other traffic, according to the report. "This can cause significant delays in the provision of critical care," the Delta report said, citing cases where crews couldn't get close enough except on foot, or where they had to wait for traffic to clear the counterflow lane. There are an average of 300 crashes

Nine arrested in overnight shooting outside South Surrey hotel • By Peace Arch News South Surrey- Nine people – five men and four teenage boys – have been arrested in connection with shots fired outside of a South Surrey hotel this morning. Overeating may increase risk of liver disease

Washington D.C [USA], (ANI): Obesity is associated with liver disease, finds a study published in Cell Metabolism journal. A team led by Mitchell Lazar, MD, PhD, director of the Institute for Diabetes, Obesity, and Metabolism in the Perelman School of Medicine at the University of Pennsylvania, revealed a surprising relationship between two molecules - one that works to store fat and another that promotes fat burning for energy. The team found that the molecules complement each other to maintain a healthy level of fat in the liver. When both molecules are removed from the liver, there is a swift buildup of toxic fats that causes an aggressive and lethal form of nonalcoholic steatohepatitis (NASH) in mice. The findings are an important discovery that could inform animal models for studying obesity and new drugs that reverse or prevent liver damage stemming from overeating. When fat enters the body after a meal, it's absorbed by the liver and either put away for safe storage in the form of triglycerides or it's

immediately metabolized for energy. The decision to burn or store fat depends on a number of factors, but the study found that the enzyme histone deacetylase 3 (HDAC3) and another protein SREBP are two critical regulators of this decision. Earlier studies from the Lazar lab and others showed that disruption of either regulator causes problems in the liver: When HDAC3 is deleted experimentally from this system, fat piles up in the liver, but toxic fat is sequestered as triglycerides and

therefore is relatively better-tolerated. Alternately, take SREBP away, and toxic fats get burned up and converted to energy. Take both away, and "the results are catastrophic," Lazar said. The mice had a dramatic inability to store triglycerides or burn excess fat safely in the liver. "Based on what we first knew about these two molecules, we were expecting a tug of war that would fall somewhere in between if we took them both away, either too little fat or

too much in the liver," Lazar said. "Instead, it led to an accumulation of toxic fat and a complete energy drain on the mice that caused inflammation, liver damage, and ultimately death." The two molecules are back-up systems for each other, rather than a balance, as the team previously thought. "It's really two molecular pillars holding up a central 'building' to prevent liver toxicity," he added. "This work shows that on a normal fat diet these two molecules hold down the fort in the mice." Taking away HDAC3 and SREBP in animal models could mirror the breakdown in the liver for investigators to study obesity and related liver diseases. "It's more of a physiological discovery than explaining a disease; however, there are practical and conceptual implications here," Lazar said. "These findings could serve as a model, in a short and acute way, of toxicity of fat in the liver that we can use to look for drugs that target these molecules to reverse or stop the damage," he added.(ANI)

Washington D.C. [USA], (ANI): A recent study has found that keeping a regular walking regime can help combat fatal heart diseases. The study, titled "Walking for Heart Health: A Study of Adult Women in Rural New York" was published in Creative Nursing journal. The researchers at Binghamton University, State University of New York suggested that moderately intensive walking improves cardiovascular risk factors in the short term. "We know walking is an excellent form of exercise, but research has been mixed on how successful a walking program can be in changing biological markers such as cholesterol, weight, blood pressure," said Pamela Stewart Fahs, associate dean, professor, and Dr. G. Clifford and Florence B. Decker. Fahs guided Elisabeth Marigliano, PhD student, as they conducted a study on a group of 70 women. The subjects were tested as part of their volunteer participation in a community walking program.

Clinton’s lead over Trump is 1.7M votes and growing with millions of ballots left to count WASHINGTON POST Donald Trump will be only the fourth president in American history to take office having lost the popular vote (what in almost every other democracy they refer to as “the vote”) — and Hillary Clinton’s lead is large and growing. As of the most recent count, Clinton has received 1.7 million more votes than Trump. In fact, she received

more votes than any presidential candidate in history not named Barack Obama. And it’s not over yet. On Friday, the California Secretary of State’s office reported that the state still has 2.8 million ballots left to count, mostly because mail-in ballots take time to arrive and there are significant numbers of provisional ballots to examine as well. Clinton won California by an almost 2-1 margin, and if the remaining ballots reflect the same split, her final

popular vote lead over Trump could reach 2.5 million. That’s five times as large as the margin by which Al Gore beat George W. Bush in the popular vote in 2000. Legally speaking, that fact is irrelevant. But the fact that a couple million more Americans chose Clinton to be their president is highly relevant to Trump’s legitimacy. Unless there’s some kind of dramatic shift in the next two months, Trump will take office as the most disliked, least trusted president in modern history. How will that affect the way he conducts himself in office?

What sort of effort will he make to unite the country? And is his image among the public really that bad? Trump’s favourability has ticked up since the election, but is still significantly below other presidents. The Politico/Morning consult poll shows him at 46 per cent, while Gallup shows him at 42 per cent. At this time in previous transitions, the president-elect’s favourability was significantly higher: Bill Clinton was at 58 per cent in 1992, George W. Bush was at 59 per cent in 2000, and Barack Obama was at 68 per cent in 2008. The idea that a new president could take office with a majority of Americans disliking him was unheard of before now. A new Pew Research Center poll shows 53 per cent of Americans saying Trump’s election makes them “uneasy.” Pew also asked respondents to give the candidates a letter grade for how they conducted themselves during the campaign. Forty-three per cent gave Hillary Clinton an “A” or a “B,” consistent with what other losing candidates have gotten since they started asking the question in 1988. Only 30 per cent gave Trump an “A” or a “B,” the worst ever. The previous low mark for a winner was George H.W. Bush’s 49 per cent in 1988. In 2008, 75 per cent gave high marks to Obama. In a separate Gallup poll, by 4944 per cent, more Americans say Trump will divide the country than unite it. This too is much worse than what Americans predicted for previous presidents. In normal circumstances, a minority president might take it as a strong suggestion to tread carefully — not just to “reach out” to the other party by appointing one or two of its members to his Cabinet or by inviting its congressional leadership over for dinner, but to govern with an awareness that most Americans still need to be convinced that his presidency will be something other than a disaster. That means moving carefully, making efforts to assure the people who voted against you that they won’t be victimized by your presidency, and not undertaking sweeping, disruptive changes that the public isn’t behind. That’s not something any president is going to be inclined to do, since they all would like to believe that a win by any margin, even a negative one, constitutes a “mandate” for them to follow up on everything they proposed doing during the campaign, whether those individual proposals were popular or not. And you’d have to work hard to find someone less inclined to trim his sails than Donald Trump.

It all started off in the year 2008 when the cine goers (esp. youth) got treated to a cult and raw musical journey in the form of the Abhishek Kapoor directed film ROCK ON!! And after 8 long years, the makers have come up with the film's sequel titled ROCK ON 2. Will ROCK ON 2 prove to be a musical hit at the Box-Office, or will it lose its strings, let's analyze. ROCK ON 2 starts off with the voice over narration of 'KD' aka Killer Drummer aka Kedar Zaveri (Purab Kohli). The story then mirrors upon the distances covered by Magik band's members from the prequel till today. Aditya Shroff aka Adi (Farhan Akhtar) gets settled in Shillong to lead an isolated life as 'repentance' over a certain mistake. It is here that he finds peace by running his selfinitiated 'Farmers' Co-operative' and a school for the poor children. Even though 'Farmers' Cooperative' works selflessly towards the benefits of the farmers, it just does not go well with the local governing officer of that area. On the other hand, Joseph Mascarenhas aka Joe (Arjun Rampal) becomes a successful entrepreneur as well as a judge in one of the TV reality shows. One day, on the eve of Adi's birthday, the entire 'Magik' team springs up a surprise by paying him a visit in the North East to celebrate his birthday. Despite the happy mood, there looms an atmosphere of tension, anger, repentance and anxiety amidst everyone.

‘Rock On 2’ Movie Review:

One fine day, 'Magik' sees the inclusion of a struggling musician Uday (Shashank Arora) along with Jiah Sharma (Shraddha Kapoor) as its new members. On the eve of the performance, Jiah chickens out on the stage itself and is unable to perform because of her father's resistance to western music. On the other hand, Adi's adopted village in Shillong gets gutted down due to a forest fire. And the money given by the Central

government for the welfare aid of the affected farmers gets gulped down by a corrupt government officer in Shillong. This is when Adi and his rock band plan to organize a rock concert in Shillong in order to highlight the plight of the helpless villagers. What is the reason for 'Magik's members never-ending guilt, do Adi and his band members become successful in their uphill task of organising a rock show amidst rock solid resistance from their area's officer, does Jiah's father accept her modern singing and what secret is Adi hiding from Jiah, is what forms the rest of the story. When ROCK ON 2's promos were released, it only rekindled many memories associated with its predecessor ROCK ON!! In reality, ROCK ON 2 sings an extremely different tune (in the literal sense). First things first. With absolutely no head or tail to the script (Pubali Chaudhuri, Abhishek Kapoor), the film lands up being a confused mishmash of too many things. Also, because of the lack of a strong and convincing storyline, the film simply flows all over the place without any 'direction'. None of the film's characters are well etched or defined, and hence they fail to build any emotional bond with the viewers. As a result of this, the viewers do not feel sympathetic or empathic towards any of the characters. As the film drags endlessly, one just cannot help feeling indifferent to the happenings on screen. In an attempt to incorporate multiple issues in the film's story, the film's writers land up meaninglessly infusing story angles like the social situation of the North East India, the divide between Indian and classical music, relationship struggles between father-daughter,

husband-wife and even a stalker and his target. The film's dialogues are very average with no outstanding one-liners. After having dabbled in advertising, Shujaat Saudagar makes his Bollywood debut as a director with ROCK ON 2. Without mincing any words, one has to admit that he has failed to present a credible story. He had no story idea to take his characters go on a journey. Most lead characters seem to have moved on in life and are forcefully brought in together to make a sequel. Shujaat Saudagar definitely has a long way to go as far as storytelling in feature films is concerned. As for the film's performances, the film solely focuses on Farhan Akhtar. He tries his best to hold this mess together, but, after a point, he too seems to give up. His character is so delusional that he probably needs therapy rather than a guitar! Mind you, we are not joking when we say that. ROCK ON 2 focuses only on Farhan Akhtar's character, who is eternally confused and that too... for no credible reason! His character in the film gets so depressing and illogical, that even his on-screen wife (Prachi Desai) refuses to take it any longer. Arjun Rampal, on the other hand, is completely wasted and looks totally disinterested in the film. It's a real pity because Arjun Rampal had won a National award for the prequel (ROCK ON!!) of this same film. Purab Kohli tries to bring in some genuine emotion, but, because he barely gets any space, his attempts go wasted. On the other hand, there's Shraddha Kapoor, who looks endlessly lost in the film. She never gets a grip on her poorly written character Jiah, who is just wandering around in the film. All of these only add to the mess called ROCK ON 2. Other actors like Shashank Arora, Prachi Desai, Shahana Goswami and Kumud Mishra also barely manage to exist in this confused script. For a film like ROCK ON 2, one expects a mind-blowing music album (Shankar-Ehsaan-Loy) with chartbuster tracks. Sadly, there's not a single track that stays back with you. The pace of the film is so slow, that even its music doesn't help. The film's background music is average. While the film's cinematography (Marc Koninckx) is average, editing (Anand Subaya) could've been tighter. On the whole, ROCK ON 2 has no story, no good music and no entertainment value. With its slow paced narrative, limited buzz and the demonetisation move by the Indian Government, the film will be a disaster at the Box-Office. -By Santa Banta News Network

It's even more important during the holiday season to accommodate guests and gifts. But sometimes expert help is necessary to decide what to toss and what's worth keeping. Tara Fingold, a Toronto-based interior designer, has been helping clients get the most out of their homes for over 20 years. Here are her top five recommendations for getting rid of clutter when downsizing in order to maximize your space and streamline your life:

1. Repositioning pieces: furniture in a room according to its function makes sense, but sometimes it's best to get creative and reposition traditional pieces in untraditional ways. A living room chest of drawers could serve as a nightstand and provide you with additional storage in the bedroom.

4. Built-ins: One of the best space-saving measures is to install floor to ceiling built-ins. It may be a big investment, but it'll provide you with lots of storage and increase the value of your home. Be sure to customize the unit according to your individual needs. 2. Books: If all your treasured books are taking up too much space, use a few favourites as dĂŠcor. Place large hardcover books on a coffee table and add a decorative item on top of the stack for a true designer look. Opt for a

cleaner aesthetic by removing the jackets from used books and line shelves both vertically and horizontally, leaving room for decorative elements like vases and candles between stacks. Save tons of space by storing books that don't fit in digital format on a Kobo eReader.

5. Purging: Only keep what you use on a regular basis and what you can store. Although we tend to collect pieces over time, it's best to only keep what you need. Real estate is very costly, so be mindful to maximize every square foot.

How to care for your pet in winter (NC) The harsh winter can affect our pets the same ways it affects us, so it's important to consider the well-being of our furry family members throughout the season. Sure, bundling Milo up in a doggy parka might make for an adorable Instagram post, but there's a lot more you can do to maintain your pet's health this winter. Here are some tips: Help him counter the elements. Your pet's fur is his best defense against the cold dry air. Keeping his coat healthy will go a long way in protecting him from winter's bite. Fortunately, some of the same methods you use to keep your skin and hair healthy can help your pet too. Both

omega-3 and omega-6 fatty acids help nourish the skin and coat. If your pet is scratching more than usual or his fur is visibly dry and dull, he may not be getting enough fatty acids from his diet and a supplement formulated for pets may be a good idea. The salt and other chemicals commonly used to treat roads and sidewalks during the snowy months can also cause the skin on your pet's paws to become dry and itchy and even begin to crack. A daily dose of omega-3 will go help with this as well. You may also want to consider biotin, a natural health product for pets that can help strengthen keratin in skin

and fur. Part of the B-complex vitamins essential for many body systems, biotin

has been shown to be particularly good at supporting healthy and luxurious fur. Reevaluate his diet. It's always important for dogs to get daily exercise so unless there's extreme weather, don't let a little bit of cold stop you from going for a walk. Remember that just like humans, dogs bodies burn more calories and require more energy to keep warm during winter so consider increasing your pup's food intake a bit. Some processed pet foods can contain allergens that can contribute to skin problems and obesity. Instead try exploring whole food options at your local natural health store to find pet foods made with quality ingredients. While there, inquire about a quality multivitamin that can help your pet get some of the nutrients that may be missing from his diet. Although these supplements may sound familiar, keep in mind that your daily dose is optimized for humans so look for products specifically formulated for pets.
