Timeline for Surrey and Delta of Shootings: Surrey March 9, 2015: At 9:27 p.m. Surrey RCMP were advised that a man had been dropped off at a local hospital suffering of gunshot injuries. Police attended the hospital and obtained the victim’s details but were unable to identify the origin of the man’s injuries. The 20 year old man was treated and released from hospital. March 10: At 6:42 p.m. four men were driving in a Cadillac CTS near 127 Street and 78 Avenue when they were shot at by the occupants of two vehicles, believed to be a black Acura TL and a Volkswagen Passat or Jetta. One of the males was shot in the neck and transported to the Surrey Memorial Hospital. None of the parties involved were co-operative with the police. March 10: At 11:09 p.m. multiple complainants reported a truck shooting at a black Acura near 128 Street and 76 Avenue. Both vehicles fled though casings were recovered at scene. There were no reports of anyone attending local area hospitals with gunshot wounds.
March 11: At 1:31 p.m. a man was driving in his black Acura near 132 Street and 80 Avenue when he was shot at multiple times by the occupant(s) of a white SUV. The male fled the scene in his vehicle and drove to an apartment complex located at on 102 ‘A’ Avenue. Members of the Surrey RCMP Drug Unit located the black Acura, which had sustained damage as a result of the shooting. Vehicle seized for forensic examination. The male was located uninjured nearby and refused to cooperate with the police. March 11: At 11:50 p.m. Surrey RCMP responded to a call regarding a man with a gunshot injury in the area of 193 Street and 80th Avenue. That 28year-old Langley man was transported to hospital to be treated for his injuries. It has not been determined where that shooting took place. This incident appears to be drug related and targeted. March 12: At 3:30 a.m. Surrey RCMP responded to a report of shots fired at a residence in the area of 94 Avenue and 126 Street. Everyone was
gone by the time police arrived. No injuries were reported. Police have recovered evidence related to shots being fired from the area. March 26: At 8:40 p.m. a man was stopped for a red light at Mall Access Road (12500 block) of 88th Avenue when a black SUV pulled alongside and shot into his vehicle. The man was struck in the left hip and the passenger was struck in the left wrist and thigh. Both drove to hospital for treatment and refused to cooperate with police. Delta, March 27: At 11:02 p.m. multiple witnesses reported a four-door sedan fired five to seven shots into a residence then fled. Shell casings located in the front yard. Occupants in the residence at the time were not struck. March 28: At 8:38 p.m. multiple 911 calls of shots fired in the 9400 block of 125th Street, two vehicles observed fleeing. Police located the victim vehicle near 93rd Avenue and 125th Street damaged by gunfire. A man was located at a local area hospital and treated for a gunshot wounds to his upper and lower

Delta, April 5: At 8:56 p.m. 911 caller reported five shots fired into a residence. One bullet passed through the residence and struck a neighbour’s vehicle to the north. A grey vehicle was seen leaving the scene. No shell casings were located. April 8: At 4:48 a.m. Surrey police responded to a complaint of shots fired in the 6800 block of 128th Street. A male was identified as a driver for a dial-a-dope drug dealer when he was followed away from a drug deal. The suspect vehicle began shooting at him from behind. The male drove to a local hospital and was treated for one gunshot wound to his back. The male was arrested on an outstanding warrant and provided very limited cooperation. April 10: At 5:05 a.m. Surrey police responded to a complaint of shots fired in the 11700 block of 96 Avenue. Shots were fired into a residence with people within the house. No one was injured and shell casings were found outside the residence. April 11: At 7:15 p.m. two males were driving in a vehicle when they were approached by a Nissan Altima in the area of 128 Street and 60 Avenue. None of the males were injured. Bullet casings were seized from the scene. The suspect vehicle has been seized by police. April 12: At 4:47 p.m. police were in the area of 130 Street and 70 Avenue for an unrelated investigation when shots were heard. Police located a male with an injury to his leg, his friend, and a vehicle with bullet holes. The male was taken to hospital. There has been no cooperation from these males. April 12: At 8:54 p.m. police responded to a report of shots fired in the area of 137 Street and 88 Avenue. Two males were observed walking down the street getting into a vehicle. Police responded and located a vehicle with bullet holes. April 13: At 1:57 a.m. a grey fourdoor sedan and a grey Dodge Ram truck were in the area of 77 Avenue and 146A Street when the occupants of the sedan fired four or five shots at the truck. The victim vehicle with bullet holes was located. April 13: At 10:30 p.m. police responded to a report of shots fired and a collision in the area of 148 Street and 69 Avenue. The driver of the vehicle that collided with a parked car took off from the area and was seen carrying a gun. The vehicle and bullet exhibits have been seized from the scene. No one is co-operating with police.

Indian Prime Minister Narendra Modi’s successful visit to Vancouver and Surrey Indian Prime Minister Narendra Modi concluded his historic visit to Canada in beautiful Vancouver on April 16th. Prime Minister Modi’s first stop was the Khalsa Diwan Society’s historic Ross Street Gurdwara, where he was joined by Prime Minister Harper, Minister Jason Kenney as well as other Parliamentarians and special guests. The two Prime Ministers paid respect to Canada’s Sikh Pioneers, who settled in Canada more than a century ago, and spoke about the achievements and contributions that people of Sikh faith have made to both Canada and India. Both Prime Ministers also toured the Khalsa Diwan Society’s Komagata Maru museum, which had been built with support from our government. The President of the Komagata Maru Heritage
Foundation, Harbhajan Singh Gill, expressed the views of the many community members gathered there when he said: “I feel proud to be a Canadian and to have a Prime Minister of India come over to the temple.” That sense of pride was shared by members of Surrey, B.C.’s Hindu community, which hosted Prime Ministers Modi and Harper and over four thousand community members at the beautiful Laxmi Narayan Mandir. The visit concluded with a state Dinner hosted by Prime Minister Stephen Harper in honour of Prime Minister Modi at the Pinnacle Vancouver Harbourfront. Speaking of Prime Minister Modi, Prime Minister Harper stated, “In India, Canadians see a country that can be a model for all peoples who aspire to better things. Delta: The Government of Canada is helping equip youth in Delta with the skills and experience they need to find jobs says the Honourable Kerry-Lynne D. Findlay, Minister of National Revenue and Member of Parliament for Delta–Richmond East. The Boys and Girls Kerry-Lynne Clubs of South Coast BC received over $367,000 through the Skills Link program for its project to help 36 youth in Delta gain the skills and experience they need to find jobs. “We are proud to work with local organizations like the Boys and Girls Clubs of South Coast BC to help young people, including right here in Delta, develop the skills they need to enter and succeed in the job market. Initiatives like Skills Link help connect youth with jobs while ensuring that Canada’s economy benefits from the skills and talents of young Canadians,” Minister Findlay. Project participants benefited from group workshops to learn or improve useful jobs skills such as problem solving
and teamwork. They gained work experience with local employers in areas such as child care, landscaping and marketing. Some participants also obtained specialized training, such as health and safety certification. This is part of the Government of Canada’s D. Findlay, overall strategy to equip all Canadians with the skills and training they need to connect with available jobs. Yesterday’s announcement is one example of what the Government is doing to help Canadians. Yuba City police officer accused in cocaine trafficking scheme BY CATHY LOCKE A Yuba City police officer was one of two people arrested Wednesday on federal charges related to a cocaine trafficking scheme. Harminder Phagura, 35, an officer with the Yuba City Police Department, and GursharanPhagura, 39, of Yuba City and Roseville, were arrested based on a criminal complaint, according to a news release from the U.S. Immigration and Customs Enforcement’s Homeland Security Investigations. The complaint accuses them of conspiring to possess a controlled substance with intent to distribute, and use of a communication facility in narcotics trafficking activity. The men, who are believed to be related, were taken into custody by special agents with Homeland Security Investigations. They made their initial appearance in federal court Wednesday afternoon before U.S. Magistrate Judge Carolyn K. Delaney. Following the hearing, Harminder Phagura was released on $100,000 bond, authorities said. GursharanPhagura remains in custody pending a detention hearing Thursday. The case is being prosecuted by the U.S. Attorney’s Office for the Eastern District of California. Shawna Pavey, operations support manager for the Yuba City Police Department, said Harminder Phagura has been placed on administrative leave. She said he joined the department as a reserve officer in 2010 and became a regular officer in 2012. He was assigned to patrol duty and also served as a hostage negotiator. Yuba City police put second officer on leave in drug case The arrests are the latest development in a long-term Homeland Security Investigations probe targeting suspected cocaine trafficking by GursharanPhagura, authorities said. According to information in the complaint affidavit unsealed Wednesday,
communications used by federal law enforcement agents and warning of the presence of other law enforcement officers. Federal authorities said the Yuba City Police Department fully cooperated with the investigation. Police Chief Robert Landon said in a prepared statement that it was “a sad day for the Yuba City Police Department, the citizens of Yuba City and all of law enforcement.”

special agents developed information during the course of the investigation implicating Officer Phagura in the scheme. The two men are accused in the federal complaint of being part of an interstate and international drug trafficking organization. According to the complaint, since October 2011, Homeland Security Investigations and other law enforcement agencies have investigated GursharanPhagura for transporting illicit narcotics. During the investigation, Homeland Security Investigations agents confronted GursharanPhagura with evidence of his involvement in smuggling operations. He admitted his involvement and agreed to “become a confidential informant for possible future consideration to reduce his criminal liability,” the complaint says. But, according to the complaint, information provided by GursharanPhagura proved unreliable and he was not used as a confidential informant after October 2012. The complaint alleges that Harminder Phagura was GursharanPhagura’s “law enforcement friend,” who aided the narcotics transactions by intercepting radio
Incidents like this, he said, erode the public’s trust and confidence. He pledged to continue to fully cooperate with Homeland Security Investigations and the U.S. attorney’s office. Investigators Wednesday executed search warrants at three locations tied to the defendants, including two residences in Yuba City and a home in Roseville. Federal officials said the investigation is ongoing.
Earth Day 2015: Building on climate success VICTORIA Since the introduction of our Climate Action Plan in 2008, British Columbia has been recognized as a world leader in the fight against climate change. That doesn't mean we should rest on our laurels - so we're taking the next steps forward, building on past and present success. Last week, Environment Minister Mary Polak and I announced Climate Action Plan 2.0. Mike Bernier, Parliamentary Secretary for Energy Literacy and the Environment, will chair the team. With his impressive climate credentials - during his time as mayor, Dawson Creek became a leader in clean energy and climate action - Mike is the right person for the job. The first step will be the formation of a new Climate Leadership Team, consisting of leaders from B.C. businesses, First Nations, academia, and the environmental sector. The Climate Leadership Team will provide advice and recommendations to government as we develop Climate Action Plan 2.0. Our climate actions led to tangible, long-term success in reducing B.C.'s greenhouse gas emissions. Last year, we announced that we had reached our first GHG emissions reduction target of 6% below 2007 levels by 2012. At the centre of our plan is North America's first and most comprehensive carbon tax. Thanks in large part to our carbon tax, our strong, diverse economy is growing, emissions are falling, and because the carbon tax is revenue neutral - we've cut taxes. We don't always appreciate the international recognition our climate leadership receives, but there's increasing global recognition not only that carbon pricing is necessary to reduce GHG emissions, but that B.C.'s broad-based, revenue-neutral carbon tax
is a successful model to follow. Just last week, I was invited to the World BankInternational Monetary Fund spring meetings in Washington, D.C. to speak about our carbon tax - the first time a Canadian premier has been invited to speak at the forum. Last December, Minister Polak represented B.C. at the United Nations climate change conference in Lima Peru, meeting people from all over the world who wanted to know more about our carbon tax. This year, Mike Bernier spoke at the Massachusetts Institute of Technology in Boston at the invitation of Massachusetts legislators, who are considering a carbon tax of their own. He also presented our carbon tax success story to Canada's premiers when he represented B.C. at last week's First Ministers' climate summit in Quebec City. Whether at the national or subnational level, B.C. continues to encourage governments to take action to combat climate change - to meet or beat our carbon tax. There are reasons to be encouraged. Recently, both Oregon and Washington have committed to carbon pricing through the Pacific Coast Collaborative, and have expressed keen interest in learning more about our Climate Action Plan and carbon tax as they prepare plans of their own. British Columbia remains committed to achieving our legislated GHG reduction targets of 33% below 2007 levels by 2020, and 80% below by 2050, and Climate Action Plan 2.0 will help us get there - and keep the eyes of the world squarely on B.C.

Guest Editorial Co-operation and resources will end Surrey gun violence By John Horgan, Leader of the BC New Democrats VICTORIA ─ I was heartbroken to learn Sunday morning that a young man had been shot and killed on the streets of Surrey.
Harry Bains has been a tireless advocate for his community against crime for many years. Over the past year he has championed the Surrey Accord. There are some strong policy ideas in the Accord that would go a long way towards tackling crime in the short term and addressing the root causes of crime. But what’s important about the Accord is not a policy, it’s a principle – cooperation. Police need residents and parents to speak up when they see something amiss. Parents need resources and guidance on how to

Hundreds attend Surrey forum on gun violence BY KIM BOLAN A former “gangster wannabe” now working with at-risk kids told a crowded public forum in Surrey Tuesday that parents should never be too ashamed to ask for help. Jesse Sahota said when he was just 12 or 13, he sought acceptance by acting like a “tough guy” and hanging around with the wrong people. But he turned his life around through the Surrey school district’s Wrap intervention program, he told more than 700 people at an anti-gang forum at Tamanawis secondary, the school from which he graduated in 2010. “Now I provide the same services that were provided to me in 2005,” he said to applause. Sahota joined Surrey residents, police officials and politicians at the forum, organized to discuss a rash of violence that has led to 22 shootings over the last six weeks. On Sunday, 22-year-old Arun Bains — the nephew of Surrey-Newton MLA Harry Bains — was shot to death in his car at 88A Avenue and 126th Street. Sahota said he wanted to speak frankly with the crowd, many of whom were South Asian. While parents are victims of their kids’ destructive behaviour, they can also be enablers, he said. “Every community has its issues and it’s time we acknowledged ours,” he said. One of the teens he worked with told Sahota that his dad once said: “If you are going to be doing criminal activity, you might as well be making me some money.” Sahota said another issue is that many families feel to embarrassed or ashamed to seek community resources to help their at-risk sons. Kidney failure is a very serious health condition, and one that can bring on subtle symptoms that often go undiagnosed. You can store your rice water in an air-tight container in the refrigerator for a few up to a week.
