B.C. parents to get $40 per day to defray child care costs if teachers' strike goes into September VICTORIA ( ROB SHAW) B.C. parents will get $40 per day to help pay for child care and other costs if a teacher strike continues into the start of the school year in September, says Finance Minister Mike de Jong. De Jong said the money, to be provided for every child younger than 13 years old, is a "contingency" plan if a dispute between the B.C. Teachers Federation and the provincial government stretches through the start of the school year. The government will use the money that is being saved daily by not paying teachers in
September, estimated at around $12 million per day, said de Jong. The millions already saved in unpaid teacher salaries due to the strike in June remains on the table for negotiations, said de Jong. He said both sides have five weeks remaining to strike a deal, but repeated a pledge that the government will not legislate teachers back to work in September and that teachers must lower their demands into an affordability zone that is similar to settlements already signed by half of the province's unionized public service.

Canada’s public health agency issues advisory on Ebola, says no need for travel ban US issues highest-level travel warning for 3 West African countries because of Ebola outbreak
Americans not to travel to countries hit by the outbreak, which has killed more than 700 people this year. The Centers for Disease Control and Prevention says the risk of the deadly disease coming to the United States remains small. The last time the federal agency issued such a travel warning was in 2003 because of a SARS outbreak in Asia.
BY MIKE STOBBE, NEW YORK, N.Y. - U.S. health officials on Thursday warned Americans not to travel to the three West African countries hit by an outbreak of Ebola. The travel advisory applies to nonessential travel to Guinea, Liberia and Sierra Leone, where the deadly disease has killed more than 700 people this year. "The bottom line is Ebola is worsening in West Africa," said Dr. Tom Frieden, director of the Centers for Disease Control and Prevention, who announced the travel warning. He called Ebola "a tragic, dreadful and merciless virus." The purpose of the travel warning
is to not only protect U.S. travellers, but limit their use of overburdened clinics and hospitals for injuries or other illnesses, he said. For more than a month, CDC has advised travellers to simply take precautions when in the outbreak region. Thursday's alert is the highestlevel. The World Health Organization, however, has not issued a similar travel warning for the West Africa region. The last time the CDC issued a high-level warning was in 2003 because of a SARS outbreak in Asia. The current outbreak is the largest since the disease first emerged in Africa nearly 40 years ago. The virus is contagious and is spread by direct contact with blood or bodily fluids from a sick person. Ebola can't be spread like flu through casual contact or breathing in the same air.

OTTAWA — Canada’s public health agency has issued a travel health notice about the Ebola outbreak in three African countries. But it is not following the United States in warning citizens not to travel to Liberia, Guinea and Sierra Leone — at least not yet. The notice from the Public Health Agency of Canada notes that dozens of cases of Ebola virus infection have been reported in those countries. And it adds that Nigeria’s ministry of health has reported its first death due to the virus. But it adds that the World Health Organization does not recommend that any travel or trade restrictions be applied to the African countries in relation to the outbreak. BC’s Integrated Anti-Gang Police honors community leader Balwant Sanghera Well-known community activist BalwantSanghera has been recognized for his work as the chair of South Asian Community Coalition Against Youth Violence (SACCAYV). During a police committee meeting on gang-prevention (June 09), the Combined Forces Special Enforcement Unit of BC (CFSEU-BC) acknowledged Sanghera’s efforts towards youth violence prevention with a Challenge Coin, often presented in policing circles for significant contributions. Formed in 2002, SACCAYV is a community-based organization which aims to prevent and reduce youth gang violence in the South Asian community. Sanghera was instrumental in bringing together various community and Sikh Temple leaders to form the Sikh Societies of the Lower Mainland which evolved into the SACCAYV, and included broad participation from the South Asian community, academic institutions, community organizations, Vancouver Police and RCMP. "The work that Mr. Sanghera has done to improve public safety and prevent gang violence not only in the

Sanghera is a recipient of the Order of British Columbia as well as Queen Elizabeth’s Diamond and Golden Jubilee Medals. The SACCAYV aims to coordinate and support all efforts directed at the prevention of youth drug use and youth gang violence. The SACCAYV’s primary goals are to build on community capacity by bringing together all youth gang violence services under one umbrella; act as a collective in addressing the issue of youth gang violence; and speak as one voice to policy makers and law enforcement.

NANAIMO - Trades students will have access to more training seats, thanks to government’s $6.8-million investment in critical trades seats for public post-secondary institutions throughout B.C. This funding was announced today at Vancouver Island University, as part of B.C.’s Skills for Jobs Blueprint to increase training spaces and reduce wait times in trades critical to the Liquefied Natural Gas (LNG) sector and other industries. “We promised to increase access to critical trades training seats for indemand jobs and we are delivering on our commitment to ensure we have a skilled workforce. Throughout British Columbia, we are re-engineering education and training to turn learners into earners,” Advanced Education Minister Amrik Virk. The $6.8 million in funding will create 1,424 foundation and apprenticeship seats at 14 public postsecondary institutions in British Columbia as of September 2014. The new seats are expected to reduce the top 12 LNG-related trades occupations waitlists by 37% overall. This means that student wait times will be reduced by an average of more than eight months. For example, wait times for the electrical program at Vancouver Island University and Northern Lights College will be reduced by 12 months. Government initially announced $6.6 million for critical trades seats as part of B.C.’s Skills for Jobs Blueprint on April 29, 2014. Funding allocations are based on the most-recent labour market data, on consultations with institutions, the Industry Training Authority and the Province's Labour Market Priorities Board, as well as institutions' current waitlists and capacity to add training seats. “We want British Columbians to be first in line to take advantage of the one million new job openings expected in our province by 2022. These additional trades training seats at VIU, North Island and Camosun colleges will mean greater career opportunities for Vancouver Island students and workers,”ParksvilleQualicum MLA Michelle Stilwell. A million job openings are expected in B.C. by 2022, with about 43% requiring college education or apprenticeship training. B.C.’s Skills for Jobs Blueprint lays out a comprehensive action plan to re-engineer education and training so British Columbia students and workers have the skills to be first-inline for jobs in a growing economy. Hepner and Rasode voted for closed Police Committee meetings for years Surrey, BC – In spite of electoral rhetoric calling for open meetings of the City of Surrey’s Police Committee (formerly known as the Public Safety Committee), the voting records of both Mayoral candidate Linda Hepner and Councillor Barinder Rasode tell a far different story says Surrey Mayoral candidate Doug McCallum. Since November 24, 2008, which was the first committee meeting held after the 2008 civic election, there has not been one dissenting vote recorded against any motion (complete list below) to close the respective meeting off to the public. B.C. Liberals turn their backs on chaos in schools VICTORIA – The B.C. Liberals have no interest in getting kids back into classrooms and bringing stability back to our schools by September, say the New Democrats. “With five weeks left to end the disruption in the lives of B.C. families, the B.C. Liberals are preparing for failure by announcing a rebate for parents instead of focusing on getting kids back in classrooms,” said New Democrat education spokesperson Rob Fleming. "The Liberal government’s focus should be entirely on getting our schools running again and improving learning for
our kids, and every penny saved from the school shutdown should stay in our public education system to make that happen,” said Fleming. Fleming added that the government could potentially spend millions just to set up and administer the rebate program. “Parents just want to see their kids back in school. They have already had their lives, and the lives of their kids, turned upside down by this dispute. Now, the B.C. Liberals are showing them that they have given up entirely on getting kids back in their classrooms by Sept. 2.”

Future cars may be powered by waste CO2!
Scientists have synthesized a new catalyst that can convert waste carbon dioxide into fuel and other energy-rich products, which is a big step toward industrialization. Scientists from the University of Illinois at Chicago have developed a unique two-step catalytic process that uses molybdenum disulfide and an ionic liquid to “reduce,” or transfer electrons, to carbon dioxide in a chemical reaction, which improves efficiency and lowers cost by replacing expensive metals like gold or silver in the reduction reaction.

Opinion Editorial Canada’s two economies Statistics show where change is needed Over the last decade it has become routine to note that two economies exist in Canada, the West — especially Alberta and Saskatchewan, and the rest. While Ontario, Quebec, and points east — save Newfoundland and Labrador — have generally languished, British Columbia, Alberta and Saskatchewan have generally powered ahead. Statistics Canada offered up a recent spate of statistics that once again confirms this long-running trend. In one recent release, in comparison of cities across Canada, Calgary was found to have the highest median total family income in the country. In 2012, the median family income in Calgary was $98,300, followed by Ottawa at $98,100 and Edmonton at $96,030. Regina at $92,100 and Saskatoon at $87,410 also do pretty well on this measurement. The national average was $74,540 and plenty of cities are below even that national average. The median family income in Vancouver was $71,140; in Toronto the figure was $71,210. With the exception of the government town of Ottawa, where private sector
Alberta tops Canada with highest average household debt CALGARY - Alberta has by far the highest average household debt in the country, nearly $50,000 more than the Canadian average, says a new report by BMO. The bank’s Annual Debt Report, a survey conducted by Pollara, said average debt in the province has climbed to $124,838 from $89,026 last year. Nationally, average household debt has risen from $72,045 last year to $76,140 in 2014. Sal Guatieri, senior economist with BMO Capital Markets, said the booming economy of Alberta, particularly Calgary, has made the province an outlier compared to other regions. “Part of the reason household debt in Alberta is so much higher than in other provinces may be due to rapidly rising house prices, which have caused
home buyers to take on larger mortgages,” he said. The report said 53 per cent of Albertans hold a mortgage debt, also the highest in Canada, and that increased from 44 per cent last year. Also, 50 per cent of Albertans have a credit card balance, down from 61 per cent last year. And 17 per cent had student loans, up from 14 per cent in 2013.
tax dollars from the rest of the country are sent to perish in a large government bureaucracy, the continuing trend where median family incomes are highest reinforce what is also obvious from interprovincial migration numbers, retail sales, employment growth, and forecasts for economic growth for the next few years: Alberta and Saskatchewan have helped power the country ahead while central

Alberta almost forever and Saskatchewan more recently have been investment and business-friendly. That includes the energy industry but has hardly been limited to just that sector. Regardless, oil and gas does not burble up from the ground unassisted; at the very least, governments have to not oppose economic development. Such hard work in the past has paid off and benefits not just Alberta and Saskatchewan. Ontario’s suffering manufacturing sector would be even more hard-pressed were it not for the orders coming

from the oilsands. And as the Conference Board of Canada reports, the expected benefit of $325 billion more in oilsands investments over the next two decades will benefit Alberta — but next in line is Ontario, “followed by British Columbia and Quebec.” The fact that Alberta and Saskatchewan have done well recently is also worth noting for this other reason: What governments say and do matters. British Columbia has plenty of natural resources as does Quebec. Both those provinces, could, if they overcame predictable opposition to economic development, as well as worked through some unique problems on land claims in British Columbia, show up better in future statistics. It is not triumphalism to want the rest of the country to succeed. Courtesy: Editorial from The Calgary Herald

Blatant lying loses family its citizenship — but earns them a $63K bill from Canadian government ADRIAN HUMPHREYS Ottawa: has stripped a Lebanese family of their Canadian citizenships — and handed them a $63,000 bill — after they were caught blatantly lying about living in Canada, part of a government crackdown on bogus citizens that could extend to thousands of cases. The family — a father, mother and their two daughters — signed citizenship forms claiming they lived in Canada for almost all of the previous four years when they really lived in the United Arab Emirates, a fact even posted online in the daughters’ public résumés on LinkedIn. The bold nature of the fabrications
brought rebuke from both the government and the Federal Court of Canada: not only have their citizenships been revoked, but they have been ordered to pay all of the government’s $63,442 in legal bills. Te l e v i s i o n s most awaited show 'Bigg Boss 8' speculations about who would host the show came to an end when Salman Khan confirmed that he will continue hosting the show. But it doesn't end here! There was news that the show would hit the screen earlier this year and there was also a buzz about the celebrities guests who would be seen in the glass walled house this year. According to the latest grapevine that two inmates of the house have been confirmed who would definitely be seen in the house. Any guesses?? Yes! Zeenat Aman, a veteran actor and the good looking VJ turned actor Purab Kohli. Bigg Boss house is full of miffs, drama and controversies, it would be
interesting to see Zeenat who has had a very turbid past on the show. She had secretly married her first husband Sanjay Khan who had later p h y s i c a l l y assaulted her in public at a party, Sanjay Khan had got so violent that Zeenat lost her vision. Her second marriage with Mazhar Khan also didn't turn out fruitful as Mazhar used to beat her up frequently which led to a divorce eventually. Zeenat had two sons Azaan and Zahaan from her second marriage. Unlike Zeenat, Purab doesn't have such a controversial past but his cute innocent looks will definitely make him popular amongst female cocontestants and viewers. Santa Banta

Police arrest three 856 gangsters, seize close to $400,000 worth of illegal drugs BY Kim Bolan, Vancouver Sun They take their gang name from the prefix of Aldergrove phone numbers. But now the 856 gang has expanded well beyond its Langley origins to traffic drugs in other parts of Canada, Sgt. Lindsey Houghton said Wednesday. Houghton, of the Combined Forces Special Enforcement Unit, announced the arrest of three high-ranking gang members and the seizure of about $400,000 worth of cocaine, methamphetamine heroin and other drugs from a Langley residence. The gang members, aged 23, 25, and 47, were all questioned and released pending charges being laid. Houghton showed off the drug haul at a Surrey news conference. a "This seizure represents significant quantity of drugs that will now not make it onto the streets and into the hands of some of the most vulnerable people in our communities," Houghton said. "By taking quick
enforcement action against a group known for their violence across British Columbia and beyond, we have made a serious impact on their ability to further victimize people and make our communities safer." He said CFSEU got a tip in early July about possible trafficking out of a Langley residence. CFSEU officers arrested a suspect outside of an apartment building in the 4600-block of 236 St in Langley on July 22, he said. "A search of the man resulted in officers seizing significant quantities of
both cocaine and methamphetamine," Houghton said. "While officers were on scene, two other suspects in the investigation arrived in a vehicle. One of the men was arrested and the other fled on foot, before being caught several hours later." CFSEU and Langley RCMP executed a search warrant inside the building the next day, finding "large quantities of drugs and drug-related items, including a 20-tonne press used for re-pressing kilogram bricks of cocaine after it is cut," Houghton said. Houghton said the 856 gang is a violent criminal group that started in the mid-2000s in Langley and now has members and associates living and operating in the Lower Mainland and as far away as Fort St John, the Yukon, the Northwest Territories, Alberta and Ontario. "They have been in existence for close to a decade and have been featured in local and other media for their involvement in assaults, drugs, weapon-related, property-related, and other types of crimes," he said.
exercises to try.
Exercise during non-peak hours Waiting around for a treadmill or working into someone’s set on the weight machines can add time to your workout. Skip the peak hours at your gym and exercise early in the morning or late at night to ensure that you have your choice of equipment. Choose total-body exercises Make the most of your workout by selecting exercises that work multiple muscle groups at once (also known as compound exercises). For example, try alternating dumbbell lunges with an overhead shoulder press, so you work both your lower and upper body at the same time. Put in your headphones Do you listen to music when you exercise? Wearing headphones can signal to others that you don’t want to be disturbed, which prevents unsolicited chitchat that can slow down your workout. Plus, the music may give you a mental boost so you can power through your sweat session. Take a class Having a set start and end time for your workout will help make your sweat session more efficient, especially when the instructor makes the most of your time in class. Think about it: organized instruction, all the equipment you need right at your fingertips, and someone watching the clock. How’s that for efficiency? Stretch in the locker room Instead of taking time to stretch right after you finish exercising, take it to the locker room. Do some quickie calf, hamstring, and quad stretches while you’re undressing for the shower or primping afterward. You can always stretch more at home if your muscles are still tight later in the day. Keep your gear organized Untangling headphones or searching for your heart-rate monitor can sap up valuable time, so keep your gear organized. A gym bag with lots of pockets and compartments will give your things a “home,” so they’re easy to find when you need them. Just make sure to put them back where you found them! —Tina Haupert

Harley Pasternak: Losing Weight Quickly Can Actually be Healthy Harley Pasternak is a celebrity trainer and nutrition expert who has worked with stars from Halle Berry and Lady Gaga to Robert Pattinson and Robert Downey Jr. He’s also a New York Times best-selling author, with titles including The Body Reset Diet and The 5Factor Diet. Tweet him @harleypasternak. Can you lose 11 pounds in 4 days? Yes. Is it a good idea? No way. Recently, a study published in the Scandinavian Journal of Medicine & Science in Sports reported on a group of 15 healthy, but overweight, men who subjected themselves to an extreme weight-loss regimen. For 4 days, they consumed only 360 daily calories in either a high protein drink or a sugary drink. The guys started the day with a 45-minute upper body cardio workout, followed by an 8-hour outdoor group walk. Each hour they could take a 10minute break and consume an unlimited amount of a low-cal sports drink. The results? Each participant lost about 11 pounds, half of it body fat and half muscle mass, regardless of whether he’d had the protein drink or the sugary drink. Aside from a few achy joints and blistered feet, none felt any ill effects. Nor did they experience extreme hunger. Better yet, a month later, the men had shed on average another 2 pounds of
Harley Pasternak
fat. A year later, they were still down 5 pounds, mostly in body fat. Am I recommending you try this program yourself? Not in a million years! But it does suggest that just because you lose weight quickly doesn’t mean you can’t keep it off. It all depends on whether or not you change your habits. In this case, the guys made those changes stick. This is hardly the first study to find that the more pounds lost quickly, the more likely that weight loss can be maintained. In other studies, being physically active, eating breakfast, eating on schedule and making lifestyle changes, along with a number of psychological motivators, were also crucial to success. In a more recent study, women were put on programs designed to achieve fast, moderate, or slow weight loss.
The groups predictably lost the most, the middle amount, and least weight, respectively. And at 6 and 18 months later, the women who lost weight quickly were almost 5 times as likely to have lost 10 percent of their original weight and and keep it off than women in the slow group. What’s my read on these results? Successful long-term weight loss is all about permanently replacing unproductive habits with positive habits. How about the ASAP factor? I see my clients regularly lose 5 pounds in 5 days. And no, it’s not anywhere near as grueling as walking for 8 hours and drinking meals with a straw! Instead, I ask them to simply follow my moderate diet plan, engage in a few minutes of vigorous resistance exercise, walk at least 10,000 daily steps, get enough sleep and disconnect from their electronic devices for 1 hour a day. With the motivation fueled by their initial success and by adopting these habits as their daily routine, they go on to achieve their weight loss goals. Like the men in the study, my clients ate less and moved more. They changed their lifestyle, but without any blisters or achy joints!
Hypercolour ice-cream: Lick to change its shade
A new kind of hypercolour ice-cream has been invented, which changes hue from pale blue to deep purple to pink when it’s licked. A team led by Spanish physicist, engineer and ice cream enthusiast Manuel Linares created Xamaleon, a means of treating ice-cream so that it changes colour when it’s eaten, CNet reported. Linares said that he was inspired by British food inventor Charlie Francis’ glow-in-the-
dark ice cream to create an ice cream that changed colour. He revealed that the pale blue fruit salad-flavoured icecream has been sprayed with a fully edible spray, called the elixir of love, which changes colour due to several factors, like, temperature, oxidation and the acidity of the tongue. The hypercolour ice-cream would only be available in Linares’ IceXperience ice-cream shops in the towns of Calella de Mar and Blanes in Spain. (ANI)

This week you should read Aquarius and Leo because they can easily apply to you also. Some of the extra money should be coming to you by the end of this week (Mar.2121- April April 19) 19) (Mar. and the first part of next week. This is also a very social time for you with invitations to parties or just a night out for dinner or a good show. It appears that you will be out and about around the town where the action happens.
This can be a very busy month for you with many planets in your sign. Changes should be taking place in your work place. Many (July 23-Aug 22) things that are going on in your life is fated (July 23-Aug 22) and if you try to fight against what is going romance. You hav Someone else yo on, it will all be forced upon you. So you had just better sit back, relax and go with the flow. It does no good to get uptight about it. Worrying about it just makes it worse.
If you feel you are due for a promotion or a new and better paying position, you should have it by the end of December this year. At that time your life changes completely and you should be going in an entirely different and new direction. This week and next, you (Nov22 22--Dec. Dec 21) (Nov. 21 should also read Leo and the sign Aquarius, they apply to you as well. You all have some of the similar aspects to your sign.
There is a planet that is a good aspect to your sign that anything you do for the rest of the month or the month of August turns out in your favor so do important things. However, your imagination is running away with you as you worry about things that may never will happen. The extra (Apr. 20- may 20) money you are spending now will get replaced next month. Stop worrying and enjoy your summer time.
There may be accidents going on around you and you are probably still feeling a nervous strain over a situation you were not expecting. You need to be aware that at this point you can be very impatient and also (Aug. 23 impulsive. Be a bit slow in your reaction as Sept. 22) you need to stop and think before taking any quick actions. In that way, you will avoid becoming involved in any sort of accidents.
Almost everything going on around you this month has been fated for you. Whatever changes are in your work or life are meant to be. Some changes you make on your own and others seem to be forced upon you by (Dec 22.22.- Jan. Jan. 19) 19) (Dec fate. If you do not accept fate or get stubborn t and refuse to make the change they will be made for you as you have no say. You best relax and go with the flow. Let it happen.
This is not the time to make changes because you will not be satisfied with the outcome. Wait for September when you can be both successful and content. Right now, you can find unusual and imaginative ways to earn some extra money and to do (May 21-June 21) your project . You can also be very good at (May 21-June 21) talking your way out of any trouble that may come along in your life. The trouble always is solved.
This week you should also read Aquarius because you have the same aspects going into your sign. You also should have extra money coming to you by the end of this week and the start of next week. Invitations (Sept. 23 -Oct. 23) should also be coming in as your social life (Sept. 23 -Oct. 23) gets better starting this week. You will find yourself getting out and about more than usual. Being out or about is a good action.
Have you ever tried writing a short story or a magazine article? Try it, as you are better than you think. It could be a good way to get yourself published. A “how to” article will always sell. Employ your great imagination (Jan. 20 -Feb. 19) and go for it. Even a children’s book is a good (Jan. 20 -Feb. starting place. Get a friend to help you out and go partners if need be. It appears the right time for you to become an author. ______________ You are still accident prone so be sure you stop and think over your move before you do take any type of action that is stupid or irreversible. You are probably feeling (Feb. 20 -Mar. 20) nervous about a situation in which you are (Feb 20 Mar 20 involved but as the week goes on this feeling seems to slowly go away or fade out. Large expenses may cause you a bit of a problem this week but those funds are quickly

You are looking for a unique and different opportunity during this period to change your life. If by any chance you are looking for a business, you want it to be the only ( June 22-July 22) one of it’s kind in the area that you choose. So far, there are problems in finding the right place. You may have to wait until at least December when the planet causing all searching in vain moves onward into a new sign.
Dear SOS
You may be a bit bored or unhappy with your life right now but all that is about to change very suddenly within the next few weeks. Just relax and be patient. However be alert when this aspect happens and be prepared to “go with the flow”. Do not (Oct. 24 - Nov. 21) allow your imagination to get out of hand (Oct 24 Nov 21) (as it usually does) and show some control with your emotions. Only you can control the power.
