Sameer Kara and two other Toronto police officers charged with sexual assault By: Katherine DeClerq Staff Reporter, Marco Chown Oved of Toronto Star Three Toronto police officers from 51 Division have been charged with gang sexual assault in an alleged attack on a woman last month. Constables Leslie Nyznik, 38, Joshua Cabero, 28, and Sameer Kara, 31, were arrested and charged with sexual assault and gang sexual assault in connection with an incident on Jan. 17, police said in a statement released Thursday. The officers were off duty at the time of the alleged assault and have been on the force for six or fewer years. All three appeared in court Thursday, where they were each released on $15,000 bail. Toronto Police Services spokesperson Mark Pugash said the officers have been suspended with pay. The Police Services Act requires all suspensions to be with pay
unless an officer is sentenced to jail time. “At the conclusion of the criminal process, there will be a Police Services Act investigation and the maximum penalty … is dismissal,” he said. Nyznik was present at a 2010 incident that a judge later called an “unlawful extrajudicial punishment that will shock the public.” In that case, Judge Ford Clements found that Nyznik’s then-partner, Const. Christian Dobbs, had used his elbow to
repeatedly strike Toronto cook Raymond Costain, who was lying on the ground and handcuffed. The incident was captured on the patrol car’s dashboard camera. No police officers ever were charged. “There was a contrived effort to justify the use of force,” Clements said in a 2013 ruling in reference to police testimony that included Nyznik’s. Clements called the police officers’ testimony “indifferent to the truth.” Chief Bill Blair used a clip from the dash cam in a video message sent out to the entire police force that year, reprimanding officers for bad behaviour. “If you want to be an idiot, you don’t get to be an idiot wearing our uniform,” Blair told this force. “I am quite prepared (to hold people accountable for their actions.”

CBC News Investigation involves 148 allegations of misconduct under Police Act, including 'corrupt practice' A constable with the Abbotsford Police Department in B.C. is facing criminal charges and 16 other officers are under investigation for allegations related to the integrity of statements used in a number of criminal cases to obtain search warrants. Christopher Nicholson has been charged with six counts of attempting to obstruct justice, three counts of breach of trust, and one count of unsafe storage of a firearm, according to the B.C. Criminal Justice Branch. He has been ordered suspended without pay. Nicholson is scheduled to go to trial in May 2016 on on criminal charges including three counts of breach of trust and six counts of attempting to obstruct justice. The Office of the Police Complaints Commission, which announced the investigation Wednesday, said when Nicholson was arrested in May 2013 he was also charged with one count of conspiracy to traffic in a controlled substance. But Neil Mackenzie, a spokesman for B.C.'s Criminal Justice Branch, said the Crown entered a stay of proceedings on that charge. Once a stay is entered, the Crown, should it choose to do so, has up to a year to reactivate the charge. Even though Nicholson was arrested and charged nearly two years ago, the OPCC said disclosure of the
larger investigation was delayed until now, in order to complete a number of "sensitive investigative steps." Abbotsford police chief responds to allegations. At the time Nicholson was first arrested in 2013, Abbotsford police Chief Bob Rich told reporters the allegations involved an officer supplying information to a drug dealer so the dealer could avoid being arrested. On Wednesday, Rich said the investigation started thanks to other police officers who came forward with information. "In the fall of 2012, two of our members came forward and said they thought we had a problem with one of our members and their integrity showed that day, and we immediately took their concerns seriously and ended up asking Vancouver [Police Department] to take on an investigation into the conduct of Const. Nicholson," Rich said. The chief pointed out that the investigation into the other 16 officers is for alleged misconduct under the Police Act, not the Criminal Code. Rich also made a point of standing up for the other police officers currently under investigation, pointing out that Nicholson is the only police
officer who has been charged criminally. "We have a large number of members under investigation under the Police Act. I need you to understand that if I did not have confidence in the integrity of these members, I would have suspended them. I have not done that," he said. They are, in my view, great cops. They continue to serve this community even while under investigation, and I am proud of how they have conducted themselves during difficult times." Rich also said that the officers in question have been taken off drug investigations and moved to other duties, and that the Abbotsford police have changed the way they handle informants following a Vancouver police audit. Some court cases on hold The OPCC said the Vancouver Police Department investigation uncovered further allegations of misconduct against 16 other members of the Abbotsford Police Department, which has 217 officers. It also determined many of the allegations against officers deal with the information provided to judicial officials in order to obtain search warrants.
New Delhi: Asserting that Prime Minister Narendra Modi has given instructions to ensure sufficient medical supplies and necessary treatment to patients affected by the H1N1 virus, Cabinet Secretary Ajit Seth on Thursday said there is no need to panic as there is sufficient stock of medicines for supply. “There has been an increase in the cases on swine flu in the past few weeks and there have been a few deaths as well. However, the government is trying its best to tackle it. The whole situation has been reviewed. The Prime Minister has given instructions to ensure that medicines are available and that patients get the necessary treatment,” said Seth. “I had a review with the heads of all the states majorly affected by swine flu. There is no need to panic as we have a sufficient stock of medicines for supply. But people need to go for a check-up as soon as they witness any symptoms of swine flu as most of the deaths that have been reported were due to late inspection of the disease,” he added. He stressed that the states should ensure that the outbreak monitoring cells and necessary help-lines function round-the-clock. The Chief Secretaries and Medical Heads of the states of Rajasthan, Gujarat, Maharashtra, Madhya Pradesh, Telangana, Andhra Pradesh, Haryana and Delhi informed the Cabinet Secretary through video conferencing about the availability of drugs, testing kits, diagnostic labs, Personal Protective Equipment (PPE), masks etc. in their states. 10 B.C. budget facts and how they affect British Columbians By Rob Shaw, 10 things to note in Tuesday's provincial budget: - Single parents on income or disability assistance will be able to keep all child support payments paid by exspouses starting Sept. 1, as the government abandons its clawback policy. Spousal support payments remain subject to a clawback. - Thin surpluses for the next three years, starting at $284 million in 2015/16 and growing to $376 million in 2016/17 and $399 million in the 2017/18 - The surplus for the current 2014/15 fiscal year, ending March 31, has grown from $444 million to $879 million. - The government will take in an estimated $46.4 billion in revenue in 2015/16, and spend $45.8 billion on programs and services. - The economy is projected to grow a "modest" 2.3 per cent next year. - The government will spend $11 billion on new capital projects over the next three years, bumping total provincial debt up to $65.9 billion next year, and up to $70.4 billion by 2017/18.
- Medical Service Plan premiums increase four per cent - The cost of health care continues to rise, with government adding $491 million to core health services next year, or $3 billion over three years. At a projected $19 billion next year, health care will eat up 41.6 per cent of the government's entire operating revenue. - The government is offering up
$149 million extra for the K-12 education system next year, but it comes with a demand that school boards cut $29 million in administration costs. - The government is also offering $5 million to the BC SPCA to help upgrade animal shelters, as well as new modest tax breaks on child sports equipment and volunteer teachers.
Calgary police seeking an Indo-Canadian man involved in Northeast Rec Centre fight Calgary:City police arrested two men and are looking for a third following an altercation Wednesday night at a northeast recreation centre in which a handgun may have been involved. Officers were called to the Village Square Leisure Centre in the 2600 block of 56 Street N.E. at around 8:30 p.m. to respond to a fight, said Det. Sean Spence. “One male was seen possibly with a handgun,” Spence said, adding a gun was located in a vehicle associated with the incident. Two men were taken into custody,
but a third escaped on foot, he said. Police describe him as East Indian, in his late teens or early 20s, and wearing a black jacket, dark jeans and a grey cap. Investigators are unsure how or why the altercation started.

This bill would help encourage voting by allowing for the registration of British Columbians at the age of 16, dramatically increasing the number of registered voters who are eligible to vote when they’re 18,” said Fleming, spokesperson for education. Legislative Standing Committee Reform Act “This bill would expand the power of the legislative standing committees without having an overbearing government whimsically dictate what is important or not,” said Homan. “It would also expand the number of committees to include critical industries like forestry, agriculture, and arts and culture.” Fixed Fall Election Amendment Act “Elections in B.C. are currently held in May, not giving enough time to scrutinize pre-election budgets that are traditionally tabled in late February. This bill would move the fixed election date to the beginning of October, to allow for more auditing and scrutiny of the state of the province's finances prior to an election,” said Holman. Holman said New Democrats have more legislation to introduce this spring that would improve other areas of government, and have committed to letting British Columbians decide if they want to move to a system of proportional representation in provincial elections.

Guest Editorial Liberals deliver prudent budget Finance Minister Mike de Jong tabled a no-nonsense $46 billion budget this week that reinforces the Christy Clark government’s image as a disciplined spender disinclined either to dispense goodies or hike taxes. The government, which could be alone this year among provinces delivering a balanced budget, is seeing benefits from having lately put a special emphasis on belt tightening in health care and education, two areas that account for more than two thirds of all spending. De Jong referred to health spending as “a monster”. “Growth is steady, relentless, but in B.C. accruing at a rate much lower than other jurisdictions.” Not to give too much credit to the Liberals, it should be remembered B.C. is alone in Canada in levying Medical Services Plan premiums, essentially a tax covering 13 per cent of health-care costs. Still, the province is to be commended for its fiscal discipline. It is projecting balanced budgets for its next three budgets, and will use its nearly $900-million surplus for the 201415 fiscal year to pay down debt. Even with such discipline, provincial taxpayer-supported debt is expected to grow to $70.4 billion by 2017-18. Accordingly, the government is not prepared to offer much in the way of tax relief to British Columbians. It will, appropriately, be halting a practice of clawing back child support payments from needy single parents and modestly boosting income assistance. Additionally, it fulfilled its promise to curtail a surtax that temporarily had been imposed on those with incomes of $150,000-plus. B.C. also is extending a flow-through tax credit on investment in mine exploration, in a bid to encourage a sector that has been experiencing a serious downturn. Why some kids are born autistic Washington: A new study has claimed that autism genes activate during fetal brain development. Scientists at the University of California, San Diego School of Medicine have found that mutations that cause autism in children are connected to a pathway that regulates brain development. “The surprising thing we immediately observed while studying a set of well-known autism mutations called copy number variants or CNVs, was that different CNVs seemed to be turned on in different developmental period”, said Lead researcher Lilia Iakoucheva, PhD. Specifically, the scientists noted that one CNV located in a region of the genome known as 16p11.2, contained genes active during the late mid-fetal
period. Ultimately, they identified a network of genes that showed a similar pattern of activation including KCTD13 within 16p11.2 and CUL3, a gene from a different chromosome that is also mutated in children with autism. Iakoucheva said that they realized that the proteins encoded by the genes, form a complex that regulates the levels of a third protein, RhoA. Rho proteins play critical roles in neuronal migration and brain morphogenesis at early stages of brain development. Interestingly, the RhoA pathway has recently been implicated in a rare form of autism called Timothy syndrome, which is caused by the mutation in a completely different gene. Stars similar to the sun explode too at death Washington: Scientists have discovered that stars, which are similar to the sum, explode too when they die. The birth of planetary nebulae, resulting from the death of low and intermediate mass stars, is usually thought of as a slow process, in contrast with the intense supernovae that massive stars produce. But a recent study led by researchers at the Institute of Astrophysics of Andalusia (IAACSIC) has revealed the fact that explosive phenomena also intervene in the formation of planetary nebulae. Google doodle marks Alessandro Volta`s 270th birthday
New Delhi: Google has dedicated it's doodle to Alessandro Volta's 270th birthday. Born in 1745 in the town of Como, the Italian physicist was known for the invention of an early form of battery in 1799. He had become a professor of physics in 1774 at Como's Royal School before going on to work on the development of the "electrophorus", a device that produced static electricity.

IS burns to death 45 people in west Iraq London: The Islamic State (IS) has reportedly burnt to death 45 people in the western Iraqi town of Al Baghdadi, the local police chief said. According to the BBC, it is unclear who these people were and why were they killed but Colonel Qasim al-Obeidi said that he believed that some of them were members of the security forces. The terror group has now seized control of much of the town, near Ain alAsad air base, last week. Obeidi said that a locality that houses the families of security personnel and local officials was also under attack.

115-year-old woman credits ‘raw eggs, no men’ for longevity Washington: Three raw eggs per day and no men is the secret to longevity, claims 115 year-old woman named Emma Morano. The Italian woman, who’s believed to be the oldest living European and the 5th oldest person in the world, said that she has been single for the last 77 years ever since her first marriage ended in 1938, and it was what had made her live to this age, Fox News reported. According to the reports Morano has been following a doctor’s long-ago advice to consume 3 raw eggs a day (since reduced to two), which makes for a tally of around 100,000 eggs over her long life. In a 2013 interview Morano had detailed her diet where she said she has biscuits with milk or water for breakfast, then came the eggs, followed by pasta and minced meat, and just a glass of milk for dinner. When we came to Canada there were hardly any Indians around but now good or bad, whichever way one might want to look at, there are more Indo Canadians specially in Surrey and Abbotsford than any other community. Now don’t get me wrong I have nothing against our community but it’s when they bring their old ways with them that’s what disturbs me. I took my grandchildren to see Vaisakhi in Surrey and I found people to be very pushy and without good manners. We lined up to get food from the food stalls; me and my grandchildren were pushed aside a number of times as people grabbed things from left and right of us. I found I had to actually take my kids out of the line to keep them safe. I was simply disgusted. That’s not all. We saw so many people

Our area is made up of over 80 percent Indians. We have two small boys. When we go out and come back sometimes we find strange things sitting in front of our door. I tried making a complaint to the police but didn’t get much response. I was talking to some friends and they say to move away from that area. The problem is that we don’t have enough money to move to somewhere else. After talking to people, I now find out these kind of things are quite common here in Surrey. People have told me about how they have seen Toona being done near schools and on four way crossings. I just don’t understand why people are still not satisfied by being in this country that they have to do whatever they can to harm others. 6 steps to good eye health (NC) It's easy to take our eyesight for granted in the hustle and bustle of everyday life. But maintaining good vision is no guarantee. With a few quick tips we can protect our vision by making smart decisions every day, as follows: 1. Put space between you and the movie. Sit at a distance equivalent to at least five times the width of your TV screen. 2. Include eye healthy foods in your meal. Foods containing vitamin C (papayas, red bell peppers, kiwi, strawberries, oranges) or antioxidants such as lutein and beta-carotene (carrots, sweet potatoes, squash, spinach, kale, broccoli) can help reduce the risk of developing age-related macular degeneration (AMD). 3. Get regular…with your eye exams. There is no better way to protect your vision than an eye exam, as many eye diseases have no easily detectable symptoms. The Canadian Association of Optometrists recommends that children have their first eye exam between ages six and nine months, and annually after that. Adults should have eye exams every two years, or at the direction of their optometrist.

optimal level it is important to maintain a healthy fluid balance at all times. According to senior pharmacist Colleen Brady, “It can often be confusing selecting the right product to replace fluids and the electrolytes lost through sweat during physical activity. It is critical to select a hydration product that doesn't interfere with performance or hinder weight loss goals.” So just how much sugar are we consuming in sports drinks? Brady explains: “The typical sports drink contains between 6 to 8% sugar, so
for an active Canadian exercising 3 times a week, drinking a 600 ml sports drink per session is equivalent to around 18 pieces of chocolate, or up to 570 calories. If you wouldn't eat it, why drink it?” Instead, look for oral rehydration solutions. When compared to standard sports drinks, oral rehydration solutions like Hydralyte, contain approximately one quarter of the sugar and four times the electrolytes. In other words, sugar-free sports drinks will not provide effective rehydration, Brady points out. “The optimum sugar in a rehydration formula (2%) is critical for rapid rehydration, as this accelerates the absorption of both fluid and electrolytes. Hydralyte, in particular, complies with the World Health Organization (WHO) guidelines and contains the correct balance of sugar (2%) and electrolytes for both rapid and effective rehydration.

Disappointed Aamir blasts 'AIB Roast' and KJo Aamir Khan has derided 'AIB Knockout - Roast' as being 'too violent' and shared his dislike for the show with both Karan Johar and Arjun Kapoor The controversy surrounding the 'AIB Knockout - Roast of Arjun Kapoor and Ranveer Singh' refuses to die down. Bollywood along with the rest of India is divided on its reaction to the comedy show with some supporting the event and others condemning it for its 'flithy' language. Bollywood superstar Aamir Khan has also jumped onto the bandwagon of select stars deriding the show. While making it clear that he hadn't watched the 'AIB Roast'. Aamir, speaking at a press interaction, said, "First off, I want to clarify that I haven't watched the show, I have only seen a couple of clips of the roast till now. I heard more about what the show was when Karan (Johar) and Arjun (Kapoor) told me about what transpired there along with a few dialogues. On hearing what they had to share, I must say that I was deeply affected and disappointed with it." Stating that while he was against freedom of speech being curtailed, he noted, "I am completely for freedom of
speech, I have no issues with that. But we have to understand that we all have a certain responsibility." He elaborated, "When I heard what was said, I felt that it was a very violent event, as violence is not just physical but also verbal and emotional. So when you insult someone and show it to the world, it is like showing everyone see how
violent I can be, this is something that I don't like." He though added while he didn't like the show, many youngsters would have enjoyed it and that just a matter of opinion. He said, "I am sure that there are a lot of young people who have liked the show and I believe that all of us have different opinions and we are allowed to have it. As for my views, I felt that the show was violent." He said he had shared his dislike for the show with both Karan Johar and Arjun Kapoor. "And both Karan and Arjun being my friends, I told them that I didn't like it." He also scolded Karan for being a part of the show. Aamir said, "I actually scolded Karan for participating in the show. He is a friend and so I told that to him. Making comments which can be considered as racist by someone should be avoided. ` Talking about his idea of what is funny and what isn't, the Bollywood actor said, "Besides trying to impress people by using abusive language is pointless. I am no longer a 14-year-old who will hear abusive language and laugh. If you really want me to laugh then do so without hurting anyone. That is what I will enjoy."

Diamond necklace stolen from Bollywood star Sonam Kapoor's home Actress Sonam Kapoor registered a complaint with the Juhu police on February 5 after she found a diamond necklace missing from her bungalow. The Juhu police have registered a theft case against unknown persons and have begun investigations. According to Juhu police officials, Sonam and her mother Sunita approached them on February 5 to lodge a complaint of theft under Section 380 of the Indian Penal Code. In her complaint, Sonam has said that on February 4 she had attended a party in Bandra when she was wearing the necklace and other jewellery, and returned late in the night. She then kept the necklace in a drawer in her room at 2 am, but later the same day she found it missing. According to the actress, she had been given six boxes of jewellery from a renowned jeweller for an endorsement and she wore this jewellery costing crores overall to the party. The next day when the jeweller's representative came to collect it, she found the diamond necklace missing. Police said that the necklace was approximately worth Rs 5 lakh. The Juhu police have begun the investigations by questioning the domestic help at the actress' house located on the 7th road of Vile Parle Scheme at Juhu. They have found that none of the help had left on the night of February 4. `We are investigating from all angles. We are also looking into whether Sonam dropped the necklace in the party she had attended,` said an officer from the Juhu police station. The police will also check the CCTV footage of the party that Sonam had attended to find whether she was wearing the necklace when she left the venue. Despite repeated attempts to contact her, Sonam was not available for comment.
