Punjab demands apology from Canada over Komagata Maru tragedy Punjab Assembly unanimously passed resolution on Wednesday seeking an apology from Canadian government for not allowing a ship 'Komagata Maru', with Indians onboard, to enter Vancouver port and forcing it to return to India, where Britishers shot 19 innocent people from Punjab and imprisoned many others in 1914. In the resolution passed on the concluding day of the Budget session said: “The Indian government should seek an apology from Canadian government in Canadian Parliament for the atrocities committed by them on Indian people as they have apologised to Chinese and Japanese people for inhuman behaviour meted out to them." Introducing the resolution, Punjab Parliamentary Affairs minister Madan Mohan Mittal said: "Canadian government did not allow a ship with Indians on board, seeking freedom of the country to enter Vancouver port and forced it to return to India. When ship reached Bajbaj port of Calcutta on September 29, 1914, British Government shot down 19 freedom fighters and put many behind prison cells." The House unanimously demands that Indian government should ask Canadian government that Canadian Parliament should apologise for that "inhuman" Act, he said. Asking the Parliament to also pass such a resolution, senior Congress MLA

SAD MLA Gurpartap Singh Wadala supporting the resolution said a memorial should be constructed in the memory of Komagata Maru martyrs. He said Canadian Parliament should emulate the example of Canadian State British Columbia, which had apologised for this tragedy. — PTI

Co-pilot suspected of deliberately crashing Germanwings jet BY TIM HEPHER AND JEAN-FRANCOIS ROSNOBLET (Reuters)-A young German co-pilot barricaded himself alone in the cockpit of Germanwings flight 9525 and apparently set it on course to crash into an Alpine mountain, killing all 150 people on board including himself, French prosecutors said on Thursday. They offered no motive for why Andreas Lubitz, 27, would take the controls of the Airbus A320, lock the captain out of the cockpit and deliberately set it veering down from cruising altitude at 3,000 feet per minute. German police searched his home for evidence that might offer some explanation for what was behind Tuesday's crash in the French Alps. The scenario stunned the aviation world. Within hours of the prosecutors' announcement, several airlines responded by immediately changing their

rules to require a second crew member to be in the cockpit at all times. That is already compulsory in the United States but not in Europe. Canada said it would now require it of all its airlines. EasyJet, Norwegian Air Shuttle and Air Berlin were among other carriers that swiftly announced such policies. Among those that didn't was Germanwings parent company Lufthansa, whose CEO said he thought it was unnecessary. But the airline came under swift pressure on social media to make such a change and later said it would discuss it with others in the industry. French and German officials said there was no indication Lubitz was a terrorist but offered no rival theories to explain his actions. Acquaintances described him as an affable young man who had given no sign of harmful intent. Lubitz acted "for a reason we cannot

fathom right now but which looks like intent to destroy this aircraft", Marseille prosecutor Brice Robin said. Setting the plane's controls for rapid descent was an act that "could only have been voluntary", Robin said. “He had... no reason to stop the pilot-in-command from coming back into the cockpit. He had no reason to refuse to answer to the air controller who was alerting him on the loss of altitude." The captain, who had stepped out of the cockpit, probably to use the toilet, could be heard on flight recordings trying to force his way back in. "You can hear banging to try to smash the door down," Robin said. Most of the passengers would not have been aware of their fate until the very end, he said: "Only toward the end do you hear screams," he said. "And bear in mind that death would have been instantaneous...the aircraft was literally smashed to bits."

The trio, including a man who had been facing a murder charge in a gangland slaying, “pose a risk of significant harm to the safety of the community and anyone who may associate with them,” Sgt. Casey Vinet said in a release. He named Jimi Sandhu, who recently had a murder charged against him stayed, as well as Sandeep Sidhu and Gavin Grewal, and released photographs of the three men. He said all three “are involved in an ongoing conflict and a criminal lifestyle that includes violence, drugs, and

weapons.” “We believe it is in the public’s best interest that the identities of these men are known so people associating with or in close physical proximity to them understand their safety could be in danger,” Vinet said. “Efforts to curtail growing tensions between these individuals are being made but we are very concerned that violence could occur in public settings.” Sandhu, 25, had been charged in the fatal stabbing of Red Scorpion gang leader Matthew Campbell. But the charge was dropped last month and Sandhu was released from pre-trial custody. Police also warned about Sandeep Singh Sidhu, 27, and Gavinder Singh Grewal, 25. Vinet said all three men have had “extensive police contact.”

Sandhu has two convictions for assault with weapon and possession of an unauthorized prohibited or restricted weapon. He is prohibited from possessing firearms. Sidhu has three convictions for aggravated assault and is currently charged with two counts of aggravated assault and possession of a weapon for a dangerous purpose. He is prohibited from possessing firearms. Grewal has a criminal conviction for extortion and possession of a controlled substance for the purpose of trafficking. He is prohibited from possessing firearms. Anyone with information about the activities of the men is asked to call Abbotsford police at 604-859-5225.

FBI to track hate crimes against Sikhs, Hindus The US has included hate crimes against Hindus, Sikhs and Arab Americans in the tracking list of the FBI, meeting the long-pending demand of the minority communities who have been repeatedly targeted post 9/11. The updated Hate Crimes Training Manual by the Department of Justice is the first new release since the FBI agreed to begin tracking hate crimes against Hindu Americans, Sikh Americans and Arab Americans in 2013. The manual came amid increasing incidents of anti-Hindu hate crimes across the country, including several incidents of attacks and vandalism against Hindu temples. The decision has been welcomed by top American lawmakers and minority community organisations who had been demanding this for the past several years. — PTI

PM Harper to welcome Indian Prime Minister Narendra Modi to Canada Ottawa-Prime Minister Stephen Harper today announced that Narendra Modi, Prime Minister of India, will visit Canada from April 14 to 16, 2015, making stops in Toronto, Ottawa and Vancouver. This will be Prime Minister Modi’s bilateral visit to Canada – his first since taking office – will provide an opportunity for the leaders to reaffirm the close relationship between Canada and India and to discuss ways to further broaden its scope. “Canada and India enjoy a close friendship based on shared values of democracy, pluralism and a mutual interest in expanding trade. India’s growing economy presents enormous opportunities for Canada and I look forward to meeting with Prime Minister Modi to further strengthen bilateral relations and expand our trade and investment ties with a view to benefitting citizens of both countries,” said Prime Minister Stephen Harper. The plans are under way to Prime Minster Modi to visit Khalsa Diwan Society Sikh Temple in Vancouver and Surrey’s Laxmi Narayan Mandir. Government taking control of professional standards for teachers in B.C. The B.C. government is planing to introduce new education standards which can take some of the control away from the teachers’ union, and giving itself new powers to force school districts into shared service agreements. Bill 11, the Education Statutes Amendment Act (2015) will help school districts reduce overhead costs, establish a modern framework for teacher professional development and put a stronger focus on accountability for student outcomes, Education Minister Peter Fassbender announced today. “British Columbians expect our K-12 system to be run efficiently, that teachers and students have the supports they need, and that everyone is focussed on what matters most - student learning. That’s what these amendments are all about.” said Peter Fassbender, Minister of Education “British Columbia has one of the best education systems in the world, but we can’t just sit back. We need to pursue new, innovative approaches that promise better results for students. Proposed amendments to the School Act, the Independent School Act and the Teachers Act are focussed on four objectives: Building a framework for continuing professional development; Facilitating delivery of shared services among school districts; Improving the accountability framework for student learning; and

Aligning the provisions on the disclosure of student data with the Freedom of Information and Protection of Privacy Act. It is common practice in many professions to set standards for ongoing professional development. Currently, there are no detailed requirements for certified teachers to maintain currency of practice. The proposed amendments to the Teachers Act will provide the minister with the authority to establish a more robust framework. Working with the profession, the goal is to enhance public confidence that certified teachers have access to, and are regularly participating in, high-quality professional development aimed at improving student achievement. Boards of education have been tasked with finding administrative savings and efficiencies, similar to what has occurred in the health and postsecondary sectors. Amendments to the

School Act will provide boards with clear authority to enter into shared service or alternative service delivery agreements with other boards or public sector entities. To maximize the opportunities and benefits, the changes also provide the Minister with the authority to require boards to participate in specific service delivery arrangements. School districts are currently required to produce a series of annual reports to ensure they are accountable for local student achievement. In recent years it has become clear the K-12 system would benefit from more meaningful and flexible approaches. Amendments to the School Act will remove inflexible language and processes and replace them with more targeted, co-constructed approaches to enhance the system-wide focus on student learning. The use and analysis of high-quality data is essential to improving K-12 programs and operations and monitoring the impact of new curriculum and other learning innovations. Amendments will align the School Act with more current provisions and safeguards found in the Freedom of Information and Protection of Privacy Act. This will allow the ministry to disclose and use student data to improve the K-12 system while protecting personal privacy consistent with standards across the B.C. public sector, including health and social services.

Two men arrested in separate sexual assault incidents Metro Vancouver-Two men have been arrested by Metro Vancouver Transit Police for separate incidents of sexual assault on Transit. Incident #1 On March 2, 2015, at 8:00 am, a passenger witnessed the sexual assault of another passenger on bus route 33 travelling from the 29th Avenue SkyTrain Station to UBC. The witness advised the bus operator, who called Transit Police, but the suspect got off the bus shortly afterwards in the 2100 block of Westbrook Mall. The victim and witness were both interviewed, with the witness advising that the

same suspect had sexually assaulted her in the same manner (groping of leg and thigh) 3 to 4 weeks earlier on the same bus route, but she had felt too frightened to report it at the time. Investigations were initiated into both incidents. On March 17, 2015, the witness to the March 2nd event advised police that she was on the Route 33 bus and the suspect was also on board. Police attended the 2200 block West 16th Avenue and removed the suspect from the bus, placing him under arrest. The suspect was later released on a Promise to Appear in Vancouver

Provincial Court on April 29, 2015 and on an Undertaking Given to a Peace Officer with conditions not to be found on any Coast Mountain Bus, any SeaBus or any SkyTrain or Canada Line train. He is a 57 year old Vancouver man, not previously known to police. The victim of the March 2nd event is an ESL student from Japan who is returning home shortly. She has no plans to return to Vancouver which has caused Crown Counsel to decide that charges relating to her incident cannot be approved. The earlier event in which the witness from March 2nd was actually the victim, is

being processed with a charge of Sexual Assault pending. Incident #2 On March 20, 2015, shortly after 8:00 am, a woman on the SkyTrain at the Marine Drive Station felt her buttocks being cupped from behind. She turned and yelled at the suspect to get away from her and get off the train, which he did. The victim continued on to Yaletown Station where she reported the incident to Transit Police. An alert Transit Police dispatcher recognized the suspect description as being that of a man who is a repeat sexual offender on the transit system and advised the

Vancouver police investigate Yaletown stabbing

Vancouver Police are investigating a Yaletown stabbing that sent one man to hospital with serious injuries. Shortly before 9 p.m., police were called to the KiBo Restaurant and Lounge located at 1261 Hamilton Street for a report of a stabbing. When officers arrived, they found a 35-year-old man who was suffering from serious injuries. He was taken to hospital, where he remains in stable condition. Police are looking for one man who fled the restaurant. Detectives from the Vancouver Police Major Crime Section have been called to the scene and the investigation is ongoing.

VPD issue 1500 tickets to distracted drivers Vancouver Police officers have written 1500 distracted driving tickets since the launch of the Provincial Distracted Driving campaign on March 1st. While most drivers are leaving their phones alone, some are still making the choice to use one while behind the wheel. “This high number is disappointing,” says Acting Inspector Ken Eng of the VPD Traffic Section. “We have seen first-hand the consequences of distracted driving. Leave your phone alone and pay attention to the road. No call or text is worth that kind of risk.” During the campaign, officers have stepped up enforcement on distracted driving. An average of 88 people are killed every year in B.C. because of distracted driving, which makes it the second leading cause of car crash fatalities in the province.

Transit Police need help to identify deadman at Scott Road SkyTrain The Metro Vancouver Transit Police are asking for the public’s help in identifying a man, deceased as the result of an incident yesterday, Saturday, March 21, 2015, at the Scott Road SkyTrain Station in Surrey. The man is described as possibly South Asian, approximately 30 to 40 years of age, slender build, short brown hair, wearing a blue/gray jacket, blue jeans and black/silver Nike running shoes and with a unique tattoo on his upper back. He was last seen alive at 7:24 am, March 21, 2015, on the platform of the station. Transit Police and the BC Coroner’s Service are investigating. Guest Editorial A booster shot for vaccines The entirely preventable outbreak of measles that originated at Disneyland in December has now infected 173 people in 17 U.S. states, according to the most recent statistics. Add to that 136 (at last count) in Quebec’s Lanaudière region after a single family that opposes vaccination on religious grounds brought it home from their Magic Kingdom vacation and spread it to their community. Now an infected child who went to school might have brought the disease to a wider population. The proliferation of measles, mumps, rubella and other infections once considered eradicated has reignited debate about the rights of those who refuse to inoculate their children for a variety of personal reasons versus those of society as a whole. The lowering of herd immunity, because vaccination rates are no longer high enough to protect young babies and the immuno-suppressed, has sparked urgent discussion among policy-makers about how to address the problem. A study recently released by the C.D. Howe Institute found Alberta and Newfoundland and Labrador rely on nurses to approach and educate families of newborns about vaccines, as well as administer the shots. Both keep registries of those who accept and refuse vaccination, but Newfoundland and Labrador has a greater over-all vaccination rate, likely due to rigorous followup among a smaller population. Ontario requires children to have up-to-date immunizations to attend school, but parents can opt out if they complete paperwork to obtain an exemption. This also provides a snapshot of immunization rates, although belatedly. If we’ve learned anything from the last three months of measles spreading, it’s that good data are valuable and rare. Not only does this information, if properly tracked, give health authorities the ability to reach fence-sitters who may not be immunizing their children out of forgetfulness or inertia, but it also

Facebook makes it easier to embed its videos anywhere on web Social networking site Facebook will now allow videos on its platform to be embedded across the web. According to The Verge, users can now copy an embed code, place it in a menu at the bottom of the video and it will show up in a new and functional player. Facebook had been chasing advertisers and publishers lately and adding support for embeds, which would spread videos outside its own platform. The move is a critical step taken by the social media platform towards building a video presence.

The company is also set to introduce support for 360-degree videos within its native video player. These videos will allow viewers to look around the world in all directions while the video is playing. The news came after YouTube launched support for 360-degree videos very recently. Although video hosting features offered by Facebook have never really posed a competition to YouTube yet, speculations are rife that with a little work, they may put up a tough contest for Google’s video-sharing website. New documentary reveals Adolf Hitler was meth addict A new documentary has indicated that Adolf Hitler consumed a cocktail of different drugs including tranquillisers, morphine and crystal meth during the Second World War. The hard-hitting documentary analysed Hitler’s declassified documents and suggested that behind closed doors the German politician was a nervous wreck, News.com.au reported. Professor Sir Richard Evans from Cambridge University said that Hitler’s personal physician, Dr Theodore Morell showed no genuine interest in politics and was not a suitable person to be in the entourage of Hitler because he was simply not ideological.

According to the documentary, when Morell started treating Hitler for stress, he used a method derived from the ancient world in which he applied leeches to the leader’s temples and with the leeches failing to show any long term success, he started medicating Hitler with the same drugs used by vets to put animals to sleep. The documentary narrator asserted that Hitler, like many of the Germans used an early form of crystal meth called Pervitin. The documentary will replay on 7th April 2015 at 1:00PM on National Geographic Channel. (ANI)

Understanding Youth and Gangs The issue of youth violence, drugs and gangs is always very troublesome for every community. Unfortunately, the South Asian community has borne a brunt of it. Since early 1990s, our community has lost close to 200 young people, mostly in their early or late twenties to this curse. To its credit, our community, along with the South Asian media-both electronic and print, including Apna Roots and IndoCanadian Times, have been doing a commendable job in creating more awareness about this issue. The formation of the Sikh Societies of Lower Mainland in 2002, which later expanded and transformed into the South Asian Community Coalition Against Youth Violence (SACCAYV) in 2007, was a major development. A lot has been accomplished since then. However, a lot more still needs to be done to keep our youth and communities safe. The recent developments in Surrey involving a number of young people are very worrisome. Numerous targeted shootings over a few days resulting in injury to some youth are very troubling. How did these young people reach that point is puzzling. Rather than getting into the blame game, as a community, we need to re -examine our values and priorities. As a community, we need to shift our focus away from materialistic outlook towards a spiritual and balanced lifestyle. We need to attach more importance to bonding with our children and youth and be good role models for them. Certainly, money and materialism have their own significance and place in

our lives. However, to pursue them at any cost, especially at the cost of one’s family may not be the best choice. Moving from control to connection goes a long way in gaining our youth’s trust. For a long time it was believed that a child’s brain is fully hardwired by age 6. However, the latest research in this regard indicates that this process of neurological development continues all the way till the youth’s mid-twenties. Some of the skills that the youth lack and that are still developing have a major impact on his/her everyday life and their decision making process. Incidentally, these are the skills most needed when these young people have to make major decisions on a daily basis. These include reading social cues, predictive judgement, insight, impulse control and empathy. As adults in their lives we need to be extra patient in understanding and guiding them. As parents and caregivers, we must keep in mind that as children grow older, their affinity towards peers gets stronger and attachment towards their parents and extended family gets weaker. They long to belong. If that sense of belonging and inclusion/recognition is not available at home they will seek it somewhere else. This is when they start drifting towards negative peers. From there, it may lead them to drugs and gangs etc. Thus, the onus to keep our youth on the right track and help them become proud and productive citizens is a joint and shared responsibility of the family and the community. Moody's affirms B.C.'s AAA rating -improves outlook to "stable," says Premier Clark VICTORIA - Moody's Investors Service has reaffirmed British Columbia's AAA credit rating and upgraded the Province's outlook to stable, with the agency saying it reflects the strong fiscal position of the province, Premier Christy Clark announced today. "British Columbia is a leader in controlling spending, attracting investment, and diversifying markets for our goods. Moody's upgrading B.C.'s credit rating outlook to AAA stable - the highest possible - is further validation of the hard work British Columbians have done to build a growing, diverse economy," said Premier Christy Clark. The agency highlights B.C.'s forecast of continued balanced budgets and says stabilizing the Province's debt burden is achievable. Moody's said, "The stable outlook on the Province of British Columbia's ratings reflects our opinion that the province has presented a credible plan of consistent balanced budgets with little risk that the debt burden will exceed current forecasts."

"British Columbians can be justifiably proud that, as a result of hard work and discipline, international agencies continue to assign their very highest marks and recognize our province's credit worthiness and good fiscal management," Finance Minister Michael de Jong said. The agency explains the AAA rating demonstrates B.C.'s high debt affordability, strong fiscal management and fiscal flexibility. British Columbia's proven track record of fiscal prudence and meeting

fiscal targets over the past 10 years, and the province's large and diverse economy are praised by Moody's as contributing to B.C.'s credit strength. Moody's applied a negative outlook to B.C.'s rating in December 2012, recognizing a softening economic outlook and weaker commodity prices, and increasing debt burden. Moody's reaffirmed B.C.'s AAA credit rating in May 2014. Triple-A is the highestpossible rating from Moody's. Currently, B.C., Alberta and Saskatchewan are the only provinces rated triple-A with Moody's. Since November 2004, the Province has received seven credit rating upgrades. British Columbia continues to maintain the highest credit rating possible with Moody's, Standard and Poor's and Fitch. Standard & Poor's most recently affirmed its AAA rating in May 2014 following Budget 2014. The Dominion Bond Rating Service affirmed B.C.'s AA (high) credit rating in April 2014 and Fitch affirmed the Province's AAA rating in April 2014.

FBI puts Indian cyber-fugitive on most wanted list

OTTAWA – The government should invest more resources into keeping our communities safe, says local MP for Surrey. The Conservative government continues to cut programs that monitor dangerous individuals once they are released from prison, says MP for Surrey North, Jasbir Sandhu. “Programs such as Canada’s Circles of Support and Accountability have a proven record of keeping high-risk sex offenders from re-offending by supervising these individuals when they are released back into our communities. Yet, the Conservatives continue to cut funding from programs like this one that help reduce crime” said Mr. Sandhu. “As a father I am concerned the Conservatives are playing politics when it comes to crime. This government should have a zero-tolerance attitude towards child-exploitation and should be making sure it is using all resources available to protect our children and to keep our communities safe” said Mr. Sandhu.

New bill would help protect animals in distress

IANS WASHINGTON: Declaring Shivraj Singh Dabi, an Indian national, a cyberfugitive, the FBI has put him on its most wanted list with posters in English, Punjabi and Hindi seeking information about him. Wanted by the FBI notice put out by the Federal Bureau of Investigation accuses Dabi, 42, of "Unlawful Flight to Avoid Confinement - Computer Crimes" and says he may have fled to India. Dabi, it says goes by aliases of "Shivra Dabi, Shivrha Dabi, Shivrha S. Dabi, Shivrha Singh Dabi." According to FBI he is 5 feet 6 inches tall, weighs 140 to 160 pounds and has black hair and brown eyes. In 2007, FBI says "Dabi fled from Sacramento County, California, after he was found guilty of charges related to accessing the computers of his previous employer and deleting and purposely damaging the computer data on those computers, a felony."

VICTORIA – The proposed Distressed Animals Act would help prevent animals from suffering or dying in vehicles without adequate ventilation, says New Democratic spokesperson on local government Selina Robinson. “After a number of incidents of animals dying while left alone in hot vehicles, it is time to act,” said Robinson, noting the tragic 2014 case of the six dogs who died after being left in the back of pickup truck covered by a canopy for 40 minutes. Robinson introduced the bill in the legislature on Thursday and was later joined by advocates from the BC SPCA in support of the proposed changes. “In 2013 the BC SPCA received 850 calls regarding animals left in hot cars and in 2014 they received well over 1,000 calls,” said Robinson.

BY KRISTINE OWRAM, WestJet Airlines Ltd. has found itself entangled in yet another scam, this one involving deeply discounted airline tickets that were purchased with stolen credit cards. The airline said Monday that it has uncovered a fraud scheme involving a cheap airfare offer for registrants of an upcoming conference in the United States. WestJet said its fraud investigators uncovered the scam, which advertised return flights for up to 50% lower than fares available through WestJet’s website, while doing routine checks of its credit-card transactions. It’s estimated that up to 100 people accepted the offer and paid for the airfare only to discover that their ticket was invalid because it had been purchased with a stolen credit card. “It also shows that the old adage is more appropriate today than ever before: if it seems too good to be true, it probably is. It’s important to do your homework before purchasing your flights.” Alexis Gunderson, WestJet’s team lead for fraud investigation, said in a statement. This isn’t the first time WestJet’s name has been used by fraudsters. A long-running phone scam where targets are told they’ve won something from WestJet has reappeared in recent weeks with an offer of “999 WestJet dollars.”

Gifting tax shelter schemes provide little or no benefit to the charities involved or to their intended beneficiaries. While the thought of slapping a strip loin steak, baby back ribs, or salmon fillet on the grill still makes any meat lover salivate, the following cooking techniques will take your meats flavour to another level: Turn your gas grill into a smoker: Combining the cooking power of a Broil King gas grill and the right tools allows you to add the smoky flavour of hickory, mesquite, and whiskey to your meat without purchasing a smoker. When you smoke a cut of meat, give it plenty of time so it can absorb the flavour. Soak the wood chips in water for at least half an hour and then drain them. There are several different types of Broil King wood chips available. Use a stainless steel or cast iron smoker box placed under the cooking grids so the chips will smolder and smoke.
