CRTC orders Radio India to cease operations by midnight Radio Punjab Ltd. and Sher-E-Punjab Radio also ordered to cease operations in Canada The Canadian Radio-television and Telecommunications Commission (CRTC) on Thursday ordered Radio India to not carry on a broadcasting undertaking in Canada, in whole or in part, without a licence. Radio India must also stop having its programming broadcast from an overthe-air transmitter located in the United States whose signal reaches into Canada. The CRTC called Radio India to appear at a public hearing on October 15, 2014. Among other things, the CRTC found that Radio India produces programming for broadcast on the radio at its studios in Surrey, British Columbia. The company has an agreement with Way Broadcasting Operating LLC, the licensee of KVRI 1600 AM, located in Blaine, Washington, to transmit the programming over the air from a transmitter that reaches into Canada. In addition, the majority of Radio India’s revenue comes from Canadian advertisers. Under the terms of the CRTC’s mandatory order, Radio India must cease having its programming broadcast over the air on KVRI 1600 AM by 11:59:59 p.m. Pacific Standard Time on November 13, 2014. It is also prohibited from carrying on a broadcasting undertaking at Surrey or anywhere else in Canada, except in compliance with the Broadcasting Act. B.C. seniors lose $1.3 billion or more to scammers, mostly relatives or friends BY DON CAYO A startling number of B.C. seniors have lost a total of at least $1.3 billion in assets — and, by some estimates, several times that — to thefts and financial frauds perpetrated most often by family, friends or caregivers. This is the stark conclusion of a report on an extensive survey, done for Vancity Credit Union, that found not only widespread abuse of seniors, but also a widespread failure to recognize it for what it is. “When presented with a list of scenarios, 41 per cent of seniors in the Lower Mainland and Victoria regions have experienced at least one situation that can be classified as financial abuse,” the report said. “However, only 6.4 per cent of respondents self-reported being victimized by financial abuse, indicating that many seniors do not understand all the ways in which they might be victims.” The report identified three main types of financial abuse — monetary abuse (pressuring seniors for money, often an early bequest), property abuse
(conniving to get control of or to steal a senior’s assets), and legal abuse (manipulating seniors to sign documents to the benefit of someone other than the senior). The study cites earlier data indicating that as many as one senior in 12 is a victim of financial abuse, but concludes from its own research that the number is probably much higher. And it notes that with the growing population of seniors in B.C. — the number will reach one of every four citizens by 2030
— the problem has the potential to become much worse. Demographics — the higher percentage of immigrants in B.C., especially Metro Vancouver, than in most parts of the country — also heightens the risk. Older immigrants may be more vulnerable thanks to language or cultural barriers, isolation, immigration status or life experience. They may not know their rights, or trust the authorities who could enforce them. They may not know what community supports are available, and they are more likely to be dependent on the family members who are abusing them. If there is good news in the report, it is that there appears to be relatively low incidences of high-value property or legal abuse, as well as scams perpetrated by strangers. The most common abuses, reported by 19 per cent and 18 per cent respectively, are loans taken without a senior’s permission or not repaid, and

pressure to loan a friend or family member money. Next, in descending order, are: • Offering to do a job for a fixed fee, then not completing it or demanding more money (12 per cent); • Taking things from a senior’s home to keep or to sell (11 per cent); • Pressuring a senior to buy a gift for or make a payment for a family member or friend (nine per cent); • Forging a senior’s signature (eight per cent); • Misusing a senior’s credit card, bank card or bank account (seven per cent); • Fake prize scams (three per cent); • Pressure to remortgage a home (two per cent) or to sell it (one per cent) to free up money for someone else; • Pressure to change insurance beneficiaries (two per cent) or wills (one per cent). As for solutions, the main one the report puts forward is better financial literacy for seniors so they know when they are at risk of financial abuse. The relative paucity of successful scams by outsiders indicates that, at some levels, this is already working; the much higher incidence of family frauds indicates that the education job is by no means complete. So the report calls both for more research into the scope and nature of the problem, and for better targeted and more coordinated responses from governments, financial institutions and community groups. Documents obtained by the Herald suggest Sherman exceeded the $15,000 limit for donations three times in the past four years and donated double the limit this year through corporations he controls, but Sherman says the rules are “fuzzy” and if he broke any, it wasn’t done deliberately. The donations were brought to the attention of Alberta’s chief electoral officer Glen Resler on Thursday by researcher Tony Clark, a former NDP staff member with an interest in provincial politics. Clark said disclosure statements posted on the Elections Alberta website this year show Sherman made $15,000 donations to his party through the Rajnish Sherman Professional Corp. and Empress Group Ltd. Corporate registry documents show Sherman is the lone shareholder of both corporations. Under the provincial legislation, two corporations controlled by one person count as a single entity for election donation purposes. However, if a donation was made on or after Sept. 29 during the 2014 byelection campaign, it would not exceed the limit because the limit doubles during election campaign periods. Sherman said Friday he doesn’t believe he has violated the Alberta Election Financing and Contributions Disclosure Act. “I, as an individual, haven’t
exceeded anything and neither have any of the corporations,” he said. “These are separate donations from separate entities. As far as I am aware, under the law I can do that.” Sherman, who still works shifts as an emergency room doctor, said the professional corporation was established for his medical practice and the Empress Group is his investment holding company. Many had babies so young they were still nursing at their mothers’ breasts. The deaths of 12 women after they underwent sterilization procedures this week have raised serious ethical questions about India’s drive to curb a booming population by paying women who get sterilized. The deaths also exposed the dangerous lack of oversight in India’s $74 billion health care industry. “We really are not paying enough attention to the quality of care in the public health system,” said Jay Satia, an adviser to the Public Health Foundation of India. The surgeon who performed the operations at the government-run “health camp” in Chhattisgarh state plowed through more than 80 surgeries in six hours – a clear breach of government protocol, which prohibits surgeons from performing more than 30 sterilizations in a day, a top medical official said Wednesday. A spokeswoman for the federal health ministry said she was not aware of sterilization targets for states. India’s government had said it stopped setting targets for sterilizing women in the 1990s. But doctors and human rights workers have alleged for years that targets exist – which would lead to

Workplace rules apply to MPs too Even a workplace that drips with symbolism and democratic
gravitas needs to make sure there is a system in place to deal with complaints of harassment and other bad behaviour between coworkers. Allegations of “personal misconduct” recently that prompted Liberal leader Justin Trudeau to suspend two party MPs — and rapid-fire criticism of Trudeau’s actions — brought into sharp focus that such a system is absent on Parliament Hill. That must change. Canadians in all kinds of work environments have intensified discussions in recent weeks about the treatment of women and, to a lesser degree men, in the workplace. What is becoming clear is the work world of 2014 is not nearly as egalitarian or harassment-free as many of us would have

The Elephant In The Room by Aaron Wudrick, Federal Director Federal Finance Minister Joe Oliver had some welcome news during the release of the fall fiscal update: Canada’s federal deficit is projected to finally be eliminated next year. With a surplus now expected for 2015-16 and an election under a year away, the political battle lines have started to be drawn. The government is promising tax breaks, mainly in the form of income splitting for families, as well as direct payments to families with children. The NDP is countering with an expensive new national childcare program, modeled after the failing Quebec system. It is normal and healthy in politics for there to be a difference of opinion about which direction the government should go. Contrasting policies gives Canadians clearer choices about how to
cast a ballot come Election Day. Oddly enough though, there’s one big issue – massive in fact – that doesn’t seem to be a big part of the discussion. It’s our federal debt. Several media outlets have reported that nine months ago, the Conservative majority chose not to act on a report from the Standing Committee on the Status of Women that urged Parliament to act on issues of sexual harassment in the workplace. That report should be pulled off the shelf and re-examined by all parties. Provincial legislatures should follow suit to ensure there is a process for allegations of misconduct that arise in those halls.

This is an opportunity to pluck positive change from an ugly situation. All parties in Ottawa need to put aside partisanship and create a process for hearing and evaluating complaints of harassment or misconduct. That could mean creating a position for a new and independent office of Parliament. It could mean adding to the responsibilities of an existing parliamentary officer. Other parliaments may have built a process into their day-to-day business. The speaker and an all-party committee of MPs should investigate what works. Ideally, MPs will create a system for dealing with complaints they never need to trigger. But in today’s climate, it seems all too certain that it will be put to use.

Punjab government draws flak for cancelling NRI sammelan

The Elephant In The Room Continued from page 06 That’s an increase of $154 billion since 2008, when the government made the unfortunate decision to plunge us into deficit in the name of fighting the recession. Canada’s debt is more than double the amount of all the money the federal government spends in a single year. Six years later, the light is at the end of the tunnel, and we’re close to being able to say we are no longer adding any new charges to the national credit card. Great news – except that doesn’t change the fact we’ve still got an eye-watering balance of $613 billion to pay off, which is racking up interest by the minute. Thankfully, interest rates are low for the moment, but even now it costs more than $28 billion a year to
service our debt. That’s $28 billion that could have been spent on other things important to Canadians – or put back in their pockets. It is a strange irony that the same politicians, who often talk about the need to invest in government programs, or to protect the environment, justify their policies as benefitting “future generations,” and yet they have little to say about our public debt load. They speak about fighting unfairness and injustice – but not when it comes to the unfairness and injustice of future generations being stuck with the bills being run up by those of us consuming today. The government, to their credit, has made some positive statements about reducing the federal debt; by

Draped in uttariyas (stoles) gifted by Banerjee, the Bachchan clan comprising Amitabh, his wife and veteran actress Jaya, son and actor Abhishek and actress-daughter-in-law Aishwarya, seated on the dais, set the evening on fire with their oomph, charisma and reiteration of their links to Bengal. Strains of light classical music by percussionist Bickram Ghosh, classical music vocalist Rashid Khan and singer Usha Uthup set the tune for the magical evening as Big B and SRK hugged each other briefly. Indian filmmakers Amol Palekar and Shoojit Sircar graced the occasion with a host of Bengali film actors. Looking suave in black tuxedos, Big
B and SRK were assisted by the thali girl, actress Raima Sen in a bright red sari, as they lit the ceremonial lamp with Banerjee. Thunderous applause went up as Aishwarya and Jaya followed suit. A regular fixture in big events of the state government, Shah Rukh, also the state's brand ambassador, was greeted with loud cheers as he urged international delegates to try the variety of sweets from Bengal. Attired in gold and black, Aishwarya, the former beauty queen launched the official brochure while veteran actress Tanuja and Jaya released a music CD of Bengali music. "I think I should change my name to 'Dhhonyobad' (thank you in Bengali)," said Irrfan, triggerring delirious roars from the spectators when he uttered a few words in Bengali. SRK, who had at last year's opening gala promised to talk in Bengali, did so spiritedly and with full gusto. Present for the fourth opening ceremony, the superstar remarked the event gets "bigger, better, flamboyant and more vibrant" each year. After SRK's stress on the role of Indian cinema in uniting people in a technology-driven world, Big B's thought-provoking speech on the changing role of women in society, mirrored in cinema, perfectly rounded off the evening. Banerjee on her part expressed her desire to transform the regional film industry into a world-class facility and bring Hollywood, Bollywood and world cinema to Kolkata.
