TORONTO - Legislation aimed at curbing "barbaric" cultural practices from occurring in Canada would be introduced on Wednesday, Citizenship Minister Chris Alexander has announced. Although he refused to provide details, Alexander said the legislation would also take aim at "honour-based" violence against girls and women. "We intend sending a very clear message to anyone coming to Canada that such practices are unacceptable," Alexander said. "We will be standing up for women and girls who have come to Canada for a better life." The legislation, entitled the "Zero Tolerance for Barbaric Cultural Practices Act," follows cases in which Afghan men in Canada were accused of killing female relatives. The minister said provisions in the bill will do away with the ability of perpetrators to argue provocation or cultural differences as a mitigating factor. "Honour-based killings are nothing more than murders," Alexander said. "We will be working through this bill to make sure that such killings are considered the murders that we know them to be. Marie Henein is the lawyer Jian Ghomeshi needs, say justice system observers By Alyshah Hasham In just a few days for top criminal lawyer Marie Henein, Jian Ghomeshi has gone from punchline to client. “As criminal lawyers we represent people who have committed heinous acts. Acts of violence.Acts of depravity.Acts of cruelty. Or as Jian Ghomeshi likes to call it, foreplay,” Henein said at a gala on Oct. 29 to big laughs from the crowd of about 450 lawyers, including judges of both the provincial and superior court where his case might be heard if charges are laid. But her latest client — under investigation by police for serious allegations of physical and sexual assault — is unlikely to mind given her reputation for winning. Henein is the lawyer Ghomeshi needs, observers of the criminal justice system say. Ruthless, smart, hardworking, an exceptional strategist and known for eviscerating cross-examinations, she is a

go-to criminal lawyer in high-profile cases — and is high on the list of barristers whom lawyers themselves would call, if they got into trouble. In 2010, she got all charges dropped against Michael Bryant, including criminal negligence causing death, after bike courier Darcy Allan Sheppard died. In his book, the former attorney-general of Ontario heaped praise on the “finest barrister I ever met.” She “seemed to channel Hannibal Lecter,” Bryant wrote in his 2012 book, 28 Seconds. “So able was she to find a person’s deepest frailties and exploit them.” Other former clients include junior hockey coach David Frost, acquitted of sexually exploiting his players in 2008, and Gerald Regan, the former premier of Nova Scotia, acquitted of a string of historic sexual assaults. Perhaps unexpectedly, another former client and ardent fan, is Jane Doe — the well-known activist and head of a

coalition of groups focused on violence against women. Henein represented the Feminist Coalition pro bono in the Bedford case at the Supreme Court, which led to the high court striking down prostitution laws. “She is a brilliant feminist and did outstanding work for our coalition,” Doe said Wednesday. And despite emotions running high in light of the shocking allegations by nine women against the fired CBC radio host “I do feel strongly that everyone is entitled to the fullest and best representation — and she’s the one.” Henein will defend Ghomeshi alongside former Crown attorney Scott Hutchison and Danielle Robitaille, both partners at Henein Hutchison LLP. Henein was previously a partner at famed criminal lawyer Eddie Greenspan’s firm and served a term as co-chair of the Masters of Law program at her alma mater Osgoode Hall, and 14 years as an adjunct professor at the school.

Statement by the Prime Minister of Canada on the anniversary of the birth of Guru Nanak Dev Ji

Stabbing at Surrey secondary school

Surrey: A student was stabbed multiple times at secondary school in Newton, on Thursday afternoon. Surrey RCMP is investigating a stabbing that occurred shortly after 2:00pm on Thursday at Princess Margaret Secondary school located in the 12800 block of 72nd Avenue. A male student has been transported to local area hospital with multiple stab wounds to his back. The extent of his injuries is unknown. The

male suspect fled the school on foot. Officers have identified the suspect as a student and are actively searching for him. The knife used in the commission of the offence has been retrieved by police. At this early stage of this investigation, the relationship between the victim and the suspect is unknown. Surrey RCMP General Investigation Unit is currently on scene with the assistance of our Youth Section.

Controversial former MP Gurmant Grewal won't be allowed to seek B.C. nomination in 2015 By Peter O’Neil, Vancouver Sun

OTTAWA — Controversial former Conservative MP Gurmant Grewal, who has repeatedly praised Prime Minister Stephen Harper’s government during a lengthy comeback attempt, has been told he won’t be allowed to seek a B.C. nomination for the 2015 election, The Vancouver Sun has learned. Grewal said he was on track to win the nomination Saturday over former Liberal MLA Dave Hayer and several other candidates in the new CloverdaleLangley City riding. But he said he received a letter from party brass in Ottawa telling him he can’t contest the nomination – but wasn’t told why. He said he remains a loyal Conservative and a Harper supporter, but said he’s troubled by the way it was handled. “My disappointment is with the process,” Grewal told The Vancouver Sun Thursday. “I believe democracy should be open, transparent and accountable, and in this situation those three things are missing.” Surrey businessman Paul Brar has also been told to withdraw his nomination. Grewal announced in early 2013 he was attempting a comeback, which if successful would have re-united him in Parliament with his wife Nina, the MP for Fleetwood-Port Kells. Grewal, who was once called the “Iron Man” of the House of Commons by Harper, was first elected as a Reform MP in Surrey in 1997. He was at the centre of a national political storm in 2005 when he released tapes suggesting that he was in negotiations to move to the minority Liberal government, along with his wife. Grewal maintained that he was a "whistleblower" simply trying to prove the Liberals were corrupt by offering him

But his Liberal adversaries alleged Grewal approached the government seeking patronage plums in exchange for his and his wife's votes, but was never promised anything specific. Grewal stepped down as an MP shortly before the 2006 election, saying he didn't want the controversy to be a distraction during the campaign. The House of Commons ethics commissioner issued a report in 2006 that didn't take sides on the competing stories. But the report did say that secretly taping Liberals, including thencabinet minister Ujjal Dosanjh, was

"extremely inappropriate" and violated the spirit of the MPs' Code of Conduct. The RCMP investigated that incident, as well as an airport incident in which Grewal tried to convince someone to take a package to Ottawa, but dropped both investigations after finding no wrongdoing. Grewal said in an interview last year that the investigations were part of a Liberal smear campaign dating back to his first term as a Reform MP. He said the Liberals realized how effective he was in wooing immigrant voters and tried during that period to lure him to switch parties, dangling a cabinet post. In 2000, according to Grewal, the Liberals sent then-prime minister Jean Chretien to his Surrey Central riding three times during the campaign. But Grewal won by more than 10,000 votes. "They wanted to buy me. They tried to defeat me. And then they tried to destroy me," Grewal, 55, said in the 2013 interview. "That controversy hurt me deeply. I was cleared (by) every single investigation," he said. "I have not done anything wrong. If I did, I would have been charged. I blew the whistle on government corruption and that is not a bad thing." Grewal said he taped his conversations because the Liberals had publicly challenged the Tories to prove patronage favours were being offered. "My methods may have been wrong…or for some people controversial, but I didn't have a choice," he said of his decision to secretly tape the Liberals during negotiations.

Guest Editorial Remembrance Day binds Canadian public together Remembrance Day has become one of the Canada's cultural touchstones. One of very few. On the morning of November 11th, veterans will have paraded along streets in thousands of towns and cities across the nation. The ceremonies will be strikingly similar - wreaths laid at cenotaphs, the haunting bugle strains of the Last Post will drift across crowds of onlookers. At 11 a.m. each of those parks and public spaces will fall silent in honour of the men and women who died for our country. Millions of Canadians at work, at home, at school will also respect the moment of silence. It should be a pleasant day, for November, in most of the country. But weather won't be a big factor. Wars don't stop for sun or rain or snow. Neither do peace, or remembrance.

A Wake-Up Call for the Community Dear Editor, This is a municipal election year and it’s time we raise issues that affect our community. There are several issues that impact the overall community including: • Truck Parking • Seniors Housing • Transportation • Bilingual Teachers for Children • Social Services • Crime Reduction At times, it seems that certain individuals are only concerned with about their own personal gains, when they should really start focusing on the good of the collective community. We have to start working together in unity so we can raise our voice to the political parties that are running for office. We all know that politicians make many promises, but it’s our responsibility to hold them accountable to make sure

they meet the demands of the people. It seems that many candidates are running who don’t necessarily qualify for the position and the work that needs to be done. As the community, we have to pay attention to those who are capable of getting the job done. I encourage everyone to keep an eye on the second generation individuals who are bilingual, articulate and have the best interest of the overall community at heart. These can be the potential leaders in the future. I encourage everyone to vote in the upcoming municipal elections, on November 15 to hold the voted party accountable to their promises.

Trudeau suspends two Liberal MPs from caucus

Far more questions than answers This week, I joined with Parliamentary colleagues and friends to solemnly mark the 30th anniversary of the 1984 anti-Sikh massacres that took place in New Delhi and in other cities across India. These orchestrated massacres, committed following the assassination of Indira Gandhi, were an atrocity that resulted in the loss of thousands of innocent lives, and for which justice has not been served. Even after nine commissions of inquiry, there are far more questions than answers, and those responsible for these brutal massacres have still not been brought to justice. As I said in Parliament this week, we must continue to call on the Indian government to pursue the truth, pursue justice for those who carry the scars of 1984, and pursue accountability for all people of India. It is imperative that the burning questions surrounding 1984 be

answered. Truth and reconciliation have strengthened Canada; they can be of great benefit to India too. We must remain steadfast in our commitment to openness, justice, human rights, and fairness – both at home and abroad. We can and will walk forward, together.

Parliament Hill was rocked Wednesday by accusations that two Liberal MPs are responsible for “serious personal misconduct” in how they dealt with two female New Democrat MPs. Liberal leader Justin Trudeau suspended Liberals Massimo Pacetti and Scott Andrews from the party over the allegations. Sanctioned MD Sastri Maharajh, allowed to treat only men By: Katrina Clarke of Toronto Star A Mississauga family doctor whose case raised questions about gender-based practice restrictions and helped launch a review of health legislation has moved to a new clinic, the Star has learned. In 2013, the College of Physicians and Surgeons of Ontario found Dr. Sastri Maharajhguilty of professional misconduct after he admitted to either resting his cheek or placing his mouth on the breast of as many as 13 female patients. The college suspended his licence for eight months and restricted his practice to male patients only. Maharajh is one of 21 Ontario doctors who have gender-based practice restrictions, according to a Star investigation. Twenty are male doctors restricted from treating female patients. One is male doctor restricted from seeing male patients. Back in September, Maharajh was

working at Mississauga’s MD Walk-in clinic. On Wednesday, staff at the clinic said they hadn’t seen Maharajh for weeks. “We came in one day about two months ago and all his stuff was gone,” said a receptionist who would not give her full name. “All his plaques, all his signs, everything.” A lab technician at the clinic, who also would not give

Critics have been calling on the college and police to take a stronger stance when it comes to investigating doctors suspected of criminal acts. The college has discretion to alert police, but does not have to by law. Police are able to investigate possible criminal acts without a complaint, but they often will not without a victim coming forward. A female patient, whose identity is protected by a publication ban, lodged a complaint against Maharajh in July 2011 after the doctor cupped her nipple with his mouth during a breast examination, according to a written decision of the College’s discipline committee. Maharajh later disclosed to the college similar incidents happened with 10 to 12 other women; however, no other complaints were filed with the college. Ontario Health Minister Dr. Eric Hoskins has ordered a review of legislation that gives medical regulatory bodies the discretionary power after the Star reported two health practitioners, including Maharaj, admitted to sexually abusing patients. The regulatory colleges involved did not inform police. On Tuesday, Progressive Conservative MPP Laurie Scott said the college should be required to report instances of sexual harassment or assault by doctors to police. Scott wasn’t alone.

Honda to invest $857 million in Alliston

By: Dana Flavelle Honda of Canada announced Thursday that it will invest $857 million over three years to upgrade its three manufacturing plants in Alliston. The investment is related to the company’s new role as the global lead plant for the next generation Honda Civic, the automaker said in a statement. “This marks the first time a Honda plant outside Japan has been designated as a ‘global lead plant’, which reflects the knowledge and experience of our Canadian associates,” Jerry Chenkin, President and CEO of Honda Canada Inc., said. The Ontario government is contributing 10 per cent — about $85 million — of the total investment, the automaker also said. “Through this investment in Ontario, Honda is tapping into our biggest strength — our highly skilled workforce,” Ontario Premier Kathleen Wynne said in a statement. Honda’s Alliston plants employ just over 4,000 people. Any new investment in an Ontario auto plant would be welcome news for the provincial economy, which has been losing out to lower cost, faster growing markets, such as Mexico and the Southern U.S. The money will also be used to upgrade technologies and processes at all three of its Alliston plants, including two assembly plants and one engine plant, the company said.
