Ga. Supreme Court rules on part of DUI law

By JULIA GROCHOWSKI julia@appenmediagroup.com GEORGIA — Local police departments are bracing for changes brought on by a recent Georgia Supreme Court decision.

On Feb. 18, the court released a unanimous opinion that the refusal of a breath test for blood alcohol levels cannot be used against the driver in a trial. Doing so violates a person’s right against self-incrimination in the Georgia Constitution, the court said in the opinion.

“We acknowledge that the state has a considerable interest in prosecuting DUI offenses (and thereby deterring others), and that our decision today may make that task more difficult,” the opinion said. “[But], the right to be free from compelled self-incrimination does not wax or wane based on the severity of a defendant’s alleged crimes…

“This court cannot change the Georgia Constitution, even if we believe there may be good policy reasons for doing so;

Police use security footage to probe series of break-ins JOHNS CREEK, Ga. — The Preswick neighborhood watch alerted police to a Feb. 14 incident in which an unidentified man broke into cars and stole firearms.

Police spoke to one homeowner who said someone had rummaged through his two unlocked vehicles overnight between Feb. 13 and 14. He said two rifles were stolen from his garage, along with trash bags and towels.

One rifle was an older black .22, possibly a Marlin, and the other was an upper receiver of a SKS rifle.

Another neighbor presented police with footage from a home security camera that showed a suspect carrying a rifle.

The suspect disappeared from the camera’s view and reappeared about a minute later without the item. He then

The court decision stems from the prosecution of Andrea Elliot after a Clark County police officer stopped her for traffic violations and DUI. She refused a breathalyzer test and was jailed, after which her attorney filed to repress her refusal and was denied. Elliot then appealed to the Georgia Supreme Court.

Both the Alpharetta and Roswell police departments have said they are considering changes to their DUI arrest procedures.

“In light of the new ruling, we’re continuing to aggressively enforce our DUI laws to keep our roadways safe, and read the Georgia Implied Consent notice in its entirety,” said Alpharetta Sergeant Howard Miller. “The only change we’re making is that when we suspect a person of driving while intoxicated, we’re only going to request they take a state administered blood test.”

Thief removes jewelry in residential break-in JOHNS CREEK, Ga. — A burglar pilfered a Talisman Drive home late Feb. 17, taking jewelry.

The homeowners told police they left the home around 8 p.m. and returned at 11:30 p.m. They called police when they noticed the back glass door to the kitchen was broken.

All bedrooms appeared to have been ransacked, according to police reports.

The victims told police several items of jewelry were missing, but they could not provide an exact list at that time.

Police arrest two men suspected of shoplifting JOHNS CREEK, Ga. — Johns Creek Police arrested two men Feb. 19 in connection with a shoplifting incident at Target on State Bridge Road.

A Target security employee said he saw the suspects taking jewelry and hiding the merchandise in their pants pockets. The two men left the building with the merchandise and were then confronted by a police officer and the employee.

The merchandise totaled $38. Target provided police with surveillance footage of the crime.

The suspects, both 17 years old, were booked at the Alpharetta Jail.

Fulton County approves spending for community programs

By CARSON COOK carson@appenmediagroup.com FULTON COUNTY, Ga. — Fulton County Commissioners committed $6 million to community service programs, divided by 82 nonprofits, at their Feb. 20 meeting.

Funding community service programs is the county’s primary avenue for providing social service programs.

Its plan targets five areas: children and youth services, disabilities, economic stability and poverty, homelessness and senior services.

Two Roswell-based charities were among the top recipients. North Fulton Community Charities, a nonprofit dedicated to fighting poverty in the north suburbs, and Home Stretch, which helps homeless families find housing, both accepted $100,000.

The other groups to receive $100,000 were Los Ninos Primero, an education program for at-risk Latino preschoolers; Metro Atlanta Recovery Residences, a residential addiction treatment program;

Other North Fulton recipients included Senior Services North Fulton,

which received $90,000 for senior transportation and the Drake House, which received $97,000 to combat homelessness.

North Fulton Commissioners Lee Morris and Liz Hausmann both supported the community service funding but questioned the process for allocating funds.

“We increased the allotment this year, and we still have some agencies that do very, very good work in the community that may have missed it by one point,” Hausmann said.

The current framework was approved in November 2016. Nonprofits apply in September and October and are scored on several factors, such as need and past performance, by two randomly assigned jurors.

In another decision, the commission also approved agreements with the Johns Creek Arts Center for $300,000 and with the Chattahoochee Nature Center in Roswell for $700,000 — $200,000 for recurring education programs and $500,000 for capital projects.

Georgia launches crisis app for mental health

By JULIA GROCHOWSKI julia@appenmediagroup.com GEORGIA — The state of Georgia is now making it easier for teenagers and young adults to access resources of mental and behavioral health help.

On Feb. 14, the Department of Behavioral Health and Developmental Disabilities launched its Georgia Crisis and Access Line app. The app, now available in the Apple and Android app stores, allows people to text or call during a crisis and connect with licensed professionals. The help is available at all hours throughout the entire year.

Gov. Brian Kemp said the app was created after state officials met with teachers,

administrators and providers to discuss the kinds of problems their students face.

Time and time again, they cited mental and behavioral health concerns, he said.

“These students and school systems face everything from substance abuse and teen suicide to broken families and psychological challenges,” Kemp said.

“By providing an instant service to a child or young adult in need, I believe this app can and will save lives. Behavioral and mental health issues are prevalent and growing in our classrooms, and I’m excited to work with DBHDD and the legislature to continue to tackle these very important issues.”

and young adults are much more likely to text instead of call, so the app will expand resources to those in need, said Judy Fitzgerald, commissioner of the Georgia Department of Behavioral Health and Developmental Disabilities.

“We need these kids to know that it’s not bad to text somebody if you need help,” Kemp said. “It’s OK to do that. If you see something, say something, text something, so we know. We’ve got people who can help.”

Before the app’s launch, the Georgia Crisis and Access Line received over 1,000 calls a day from people in crisis or people calling on behalf of a loved one for help. That number is expected to expand with the new texting capabilities, Fitzgerald said.

“Now, with these additional investments in our schools and in our communities, we can amplify the conversation about mental health and substance abuse,” Fitzgerald said. “It reminds us that not only is it ok to talk about these issues, but in fact, it’s necessary…

“Of all the ways that Georgia is leading, we are so proud that our state chooses to lead and now innovate to address behavioral health needs of youth and families... These are the things that save lives in Georgia.”

Marijuana-laced ‘edibles’ confirmed at South Fulton school 28 children sent to hospital after Valentine’s Day incident

Why “edibles” pose a new danger to kids

By CANDY WAYLOCK candy@appenmediagroup.com The investigation into who brought marijuana-laced food items into a Fulton County middle school on Valentine’s Day continues as investigators narrow down the list of those involved.

The Georgia Bureau of Investigation is analyzing “edible items” collected at Sandtown Middle School after 28 students fell ill on Feb. 14 at the South Fulton school.

Only four students required overnight stays at the hospital, with the remaining students released that same day.

“The GBI test lab has provided confirmation that THC (a chemical compound of cannabis/marijuana) was found in one of the samples from Sandtown Middle School,” said Shannon Flounnory, executive director of the school district’s Division of Safety & Security.

He noted the GBI crime lab will continue to test all 46 items collected from the school. All results will be made public.

“This is an ongoing investigation, but FCS wanted to provide this information to the parents and community as soon as it was available and confirm what we know at this point,” Flounnory said.

The incident report from the Fulton Schools Police Department described the suspect items as “heart shaped lollipops and Rice Krispies Treats.” School officials did not confirm if the items appeared home-made or purchased elsewhere.

During a press conference on Feb. 21, Flounnory said not all 28 children transported to area hospitals on Feb. 14 may have ingested the tainted items. He noted any child reporting to the school clinic that day complaining of illness was transported to the hospital “out of an abundance of caution.”

An explanation of THC An incident report from the Fulton School Police said some students were complaining of “disorientation, hallucinating, red watery eyes….and crying” around noon on Feb. 14.

When questioned about a five-day lapse between the day of the incident and the involvement of the GBI, Flournoy said the district was “methodically” collecting evidence. He also said the event occurred before a four-day school break which contributed to the delayed time frame.

Fulton Schools will be handling the discipline side of the situation with students involved, while the GBI will take the lead on any criminal aspects of the situation.

Chief Academic Officer Clifford Jones said students suspected to be involved in either bringing the items into the school or in possession of the edibles are providing statements. This information will be used in the investigation and in possible discipline measures.

Flounnory said the district is also looking into the possibility of adult involvement in the incident.

The marijuana plant is comprised of over 100 chemicals, known as cannabinoids, but the two main chemicals are THC (Tetrahydrocannabinol) and CBD (Cannabidiol).

THC is the element that produces the “high” and is the main ingredient in recreational marijuana. CBD does not produce the “high” and is used in medical marijuana.

A fatal overdose is unlikely, however over-exposure can cause extreme confusion, anxiety, paranoia, panic, fast heart rate, delusions or hallucinations, increased blood pressure and severe nausea or vomiting.

Addiction to marijuana occurs in about one of every eight frequent users.

Recreational use of marijuana is now legal in 10 states and the District of Columbia. A total of 33 states allow the use of medical marijuana.

In Georgia, medicinal marijuana is legal for those with certain medical ailments. The current law does not allow medical marijuana to be grown or transported in the state.

The trend toward decriminalizing marijuana has led to a booming industry of cannabisinfused edibles – many of which mimic kid-friendly items like gummy bears, lollipops and chocolate bars.

Statistics show a sharp uptick in the number of emergency room visits for children mistaking “weed candy” for real candy, with serious consequences.

According to officials with the Children’s Hospital of Colorado, where marijuana has been legal in the state for five years, marijuana ingested as an edible can have a stronger and prolonged effect in children because of their body size.

The primary concern is dosage. One pack of cannabisinfused gummy treats can contain 100 milligrams of THC — potentially 20 times the recommended dose for the casual marijuana user.

Laws restrict advertising that would appeal to children, such as using cartoon characters, but the onus still relies on parental supervision.

Fulton Schools accelerates bus conversion plan $1.9M award will help fund fleet of propanepowered buses

By CANDY WAYLOCK candy@appenmediagroup.om A $1.9 million federal grant will fast-forward Fulton County Schools plan to replace diesel-powered buses with propane-powered school buses well ahead of schedule.

In 2017, the district set a goal to replace 300 of its nearly 760 large buses to propane power; saving thousands of dollars in maintenance and significantly reducing emissions.

“With this EPA grant and additional incentives, we’ll eclipse our five-year goal of 300 propane buses for our fleet when we open school next August,” said Sam Ham, executive director of the district’s Transportation Department.

The grant from the U.S. Environmental Protection Agency will help the school system replace 85 additional dieselpowered buses with propane-powered school buses. Proceeds from the Special Purpose Local Option Sales Tax will cover the rest of the fleet.

EPA officials praised Fulton County Schools’ ongoing efforts toward energy efficiency.

“The Fulton County School System has shown its commitment to reducing the impact of diesel emissions with the early retirement of older dirtier school buses,” said EPA Acting Region 4 Administrator Mary Walker. “Combined with the clean school bus idle reduction policy, the school system has demonstrated a strong commitment to children’s health and the environment.”

In pursuing the grant, Fulton Schools received support from Roswell Transportation Director Steve Acenbrak; East Point Mayor Deana Ingraham and Johns Creek City Manager Warren Hutmacher.

During a presentation to the Fulton County School Board two years ago, Ham said both the environment and taxpayers are the big winners in the move from diesel to propane.

Propane-powered buses will save $3,500 in fuel annually per bus. The engines are also easier to maintain than diesel engines, saving even more on parts and labor.

“If you look at the numbers through the next five years of replacing 70 buses each year, you are looking at $5.5 million going back to the classroom over that period,” Ham noted.

The new buses cost about $6,000 to $8,000 more than diesel powered buses.

Chinese community celebrates lunar new year

By CARSON COOK carson@appenmediagroup.com JOHNS CREEK, Ga. — Nearly 200 Chinese-Americans gathered at the Johns Creek Event Center Feb. 16 to celebrate the Chinese New Year and Lantern Festival.

Chinese New Year is the beginning of the traditional Chinese calendar, which is based on lunar cycles. Though the New Year was Feb. 5, celebrations can go on for weeks. The entire season is known as the Spring Festival.

The Lantern Festival, Jan. 19 this year, traditionally marks the end of the celebrations. In China, the festival is celebrated by creating lanterns, writing riddles and eating rice balls.

Falling on the Saturday before the Lantern Festival, the Johns Creek Chinese community organized an event abounding in Spring Festival traditions, including plenty of food, live performances and raffle prizes.

“In China they celebrate with food, performances and giving gifts to wish good luck for the new year,” said Roy Zou, one of the event’s organizers. “It’s a time for the family and the community to come together.”

These expatriates come from all across the large and diverse country of China, and so the Johns Creek event showcased many customs from different regions of China. The waist drum dance, for example, originated in northwest China more than 1,000 years ago.

The décor and the attire of many attendees was red, which symbolize joy and good fortune in Chinese culture.

The event was organized by the Atlanta Shaanxi-Ren Society. State Rep. Angelika Kausche was among the attendees.

This year, 2019, is the year of the pig in the Chinese Zodiac. The last year of the pig was 2007, and there will not be another until 2031.

Because in China pigs are symbols of wealth, some believe the year of the pig will bring prosperity and good fortune.

Fulton official outlines future of county mental health services

FULTON COUNTY, Ga. — Fulton County Chief Operating Officer Anna Roach says Fulton County is striving to be a leader in mental and behavioral health services.

Speaking at the Roswell Rotary Club at Roswell Area Park Feb. 21, Roach laid out recent and upcoming changes that she said will help the county make greater strides.

The topic strikes close to home for Roswell Rotary. The club lost a member a few years ago because of mental health issues, said past President Bob Hagan.

“It’s so great to hear that Fulton County is doing something,” Hagan said. “It’s the only county that’s doing something. I applaud our commissioners because it is a very, very serious situation.”

Mental and behavioral health issues don’t exist in a vacuum, Roach said.

They impact several aspects of people’s lives and Fulton County services.

“We feel the impact and burden on other services that we provide,” Roach said. “Our jail population and our crimi-

nal justice services, for example.”

She said that it becomes a vicious cycle — people with mental illness can become homeless, commit crimes because of their mental illness and get put in the criminal justice system. And when they’re let out, the cycle repeats.

“If we don’t get real serious about addressing mental health in Fulton County, we will feel those pressures and additional costs in other areas of the county,” Roach said. “The more we invest in mental health in Fulton County, the less pressure we will see on other services.”

The good news, Roach added, is that the Fulton County Board of Commissioners over the past few years has demonstrated an unwavering commitment to behavioral health.

That commitment has resulted in a 2016 reform for the service model the county offers in order to tackle vulnerabilities. In less than one year after implementing the new model, Fulton County doubled the amount of people served from 1,500 to 3,000 without any increase in funds, Roach said.

Fulton County services Fulton County provides several avenues for mental health and addiction treatment services for all age groups, regardless of their ability to pay.

Walk-in services are available for residents who do not have insurance and are offered on a sliding scale fee basis that considers income and family size. Anyone interested is asked to bring a government-issued identification and mail as proof of residence; a wage statement from the Georgia Department of Labor or the two most recent pay stubs; a current list of medications with dosage and frequency; and a legal guardian if the person is under 18 years old/. Adult behavioral health services are contracted with River Edge Behavioral Health, while child and adolescent services is contracted with Chris 180.

Johns Creek High School to stage ‘Guys and Dolls’

By CARSON COOK carson@appenmediagroup.com JOHNS CREEK, Ga. — Johns Creek High School is rocking the boat with its adaptation of the classic musical “Guys and Dolls.”

Performances will be March 14 through 16 at 7 p.m., with an additional 1 p.m. show Sunday. Tickets are available at jchstheatre.com.

Set in 1940s New York, the show follows a group of gamblers and their romantic escapades. It features iconic songs like “Luck Be a Lady” and “Sit Down, You’re Rockin’ the Boat.”

“It’s got humor,” said student assistant director Emily Williams. “It’s got fantastic singing and dancing, and you really get sucked into the story and the characters.”

“Guys and Dolls” debuted on Broadway in 1950 and received the Tony Award for best musical the following year. Since then, the show has become one of the most commonly produced musicals by high schools and community theatre groups.

“It’s been around a really long time,”

director Debbie Prost said. “We wanted to do the show because we had great students for it and we love the music, but we did some things to try and mix it up.”

With new musical arrangements, original choreography and fresh sets, audiences will be surprised even if they have seen the show before, Prost said.

“Because it has this history, [the most challenging thing was] to take that on and put a spin on it, while trying to keep the original flair,” musical director Shannan O’Dowd said.

O’Dowd and Prost said, however, the challenge was exciting because they were confident the students had the talent to pull it off.

The cast of 55 students includes 18 guys, a high number for a high school production. Students make up the 22-person crew and a 27-piece orchestra.

For the students, one challenge was getting into the mindset of the setting.

“Obviously, we’re all in high school so we’ve never been to the ’40s,” Williams said. “We really need to make sure we get the jazz of the ’40s right because we will have older audience members and we really want to take them there.”

The cast even worked with an accent coach to learn the intonations of a New York gangster, according to Ethan Poisson.

Poisson plays one of the show’s leads Nicely-Nicely Johnson, a goofy, comic relief kind of character, he said.

“He’s really fun to play because I can

almost be myself,” he said. “It’s a really fun show to watch. [The audience is] definitely going to have a lot of laughs.”

The show speaks to all audiences, O’Dowd said.

“Even though it’s an older show, because we’re bringing a modern flair, it will appeal to old and young,” O’Dowd said.

Legal expert speaks at local LGBTQ forum

By CARSON COOK carson@appenmediagroup.com JOHNS CREEK, Ga. — Taylor Brown, a civil rights attorney, spoke about legal issues facing transgender people at a Feb. 19 event organized by PFLAG Johns Creek.

PFLAG, or Parent, Families and Friends of Lesbians and Gays, is an organization for LGBTQ people and their families. Its mission is to support, advocate and educate.

To fulfill the education component of that mission, PFLAG Johns BROWN Creek periodically hosts speakers, like Brown, to talk about challenges facing the LGBTQ community.

Brown is a staff attorney with the southern office of Lambda Legal, the oldest legal organization dedicated to the civil rights of lesbians, gay men, bisexuals, transgender people and people living with HIV. Brown, who is transgender herself, has litigated several cases concerning transgender rights, such as Fletcher v.

State of Alaska, a federal lawsuit that challenged Alaska’s exclusion of transition-related surgical care in its state employee health plan.

Brown is currently working on Adams v. The School Board of St. Johns County, a case concerning bathroom access for a transgender boy in Florida.

“The ultimate goal is to make sure the civil rights we’re fighting for are improving people’s lives,” she said.

Brown outlined three arenas of legal battles concerning transgender rights: identification documents, such as driver’s licenses and birth certificates; healthcare and schools, such as what sports team a transgender child can join or what bathrooms they can use.

For PFLAG, Brown went through each of these topics and explained the current state of legislation and litigation in Georgia and across the country. The event had about two dozen attendees, mostly parents of transgender children seeking advice on how to protect their kids and teens.

Brown explained transgender rights are usually defended on the basis of the Equal Protection Clause in the 14th Amendment to the Constitution or through the Civil Rights Act, which prohibits discrimination on the basis of sex.

“Arguably, any anti-discrimination act that protects against sex discrimina-

tion should protect transgender people,” Brown said. “Because, as we see in the law, if you’re discriminating against someone on the basis that they’re not conforming to your idea of what sex or gender is, that’s sex discrimination.”

Brown’s office covers Georgia, Alabama, Mississippi, Tennessee, Florida, South Carolina and her home state of North Carolina. Working in a region not known for its LGBTQ friendliness can be challenging, she said.

“I love the South,” she said. “I’m from the South. I fundamentally believe you shouldn’t have to move to have civil rights and to be able to be who you are.

You shouldn’t have to leave your friends and your family and where you’ve grown up.”

Despite the challenges, Brown said she is optimistic about the future of LGBTQ rights.

“Things are getting better,” she said.

“The world and the law are getting better and it’s increasingly easy to live your authentic life.”

PFLAG Johns Creek is the only chapter in North Fulton and serves families all around north Atlanta.

The group holds support meetings for tweens, teens and adults the third Tuesday of every month at Johns Creek United Methodist Church, 11180 Medlock Bridge Road.

Don’t take it personally Writing a story about Chinese New Year this week gave me an opportunity to revisit my Chinese zodiac.

I was born during the year of the rat.

Rats like me are believed to be clever, energetic and stubborn (which I think sounds like me). They’re also supposedly traditional, cowardly and poor communicators (which doesn’t).

In addition to being born in the year of the rat, I’m an Aquarius, an INFJ and a Ravenclaw.

My enneagram is seven, and if I were a tea I would be Earl Grey. Buzzfeed figured that out just by asking me to pick a dream vacation destination and my favorite Hollywood Chris. (It’s Evans).

I know, logically, these types of personality types are, at best, a disreputed, barely researched branch of psychology and at worst, completely made up.

They trick you into thinking “OMG!

That is so me!” with a combination of descriptions so generic they could apply to anyone — one test told me my greatest desire was to have my need fulfilled — and contradictory statements.

Rats were described as ambitious, but content with a peaceful life; stingy, but occasionally reckless spenders.

This trick works because no one is stingy or wasteful, ambitious or idle, 100 percent of the time. We can all like to think of ourselves as someone who is smart about money, but we can also easily remember a time we blew a lot of money on something we didn’t really need.

And though I always recognize these tricks at play, the next time my friend sends me a link that reads “Decorate a bedroom and we’ll tell you which ‘Friends’ character you are,” I won’t be able to resist the need to confirm that I’m a Monica.

Though I’d never plan my life by them, I think personality quizzes and horoscopes are fun, especially when you share them with your friends and family.

And what kind of Aquaius-rat-INFJMonica would I be if I didn’t have fun once in a while?

I don’t like cold weather because my feet get cold, and I hate having cold feet. Maybe that’s why God created puppies, especially soft and fuzzy ones like Ellie the Miniature Schnauzer. Soft and fuzzy puppies are excellent foot warmers.

There’s another thing you should know about Mini Schnauzers. They do not particularly like water, especially when it’s of the cold and wind-driven kind.

“We don’t like water much at all,” Ellie said, looking at me with those brown puppy eyes, “unless it’s served chilled in our water dishes. We definitely don’t like it when it blows on our

delicate puppy ears. So I’m okay with sitting here for as long as you want, or at least till the mail truck comes down the street and I have to get up and bark for a while.”

Ellie and I have conversations like that all the time. This looked like it was going to be an interesting one, too, and I’m sure that’s how it would have gone had it not been interrupted by the ringing of Wife of Mine’s cell phone.

“Hello?” she said, answering. She listened intently for a moment. Then she turned to me and held out the phone in my direction.

“It’s for you,” she said. “It’s your mom.”

I took the phone and said “hello” myself, but rather than the usual pleasantries I got a question instead: “You’re gonna do what???”

Uh oh, I thought.

“Hi there!” I said to my mom.

Again came the question: “You’re not really going to do that, are you?” The words were delivered in that unique tone that only a mom who thinks one of her kids is contemplating

Orwell would love today’s marketers I get confused when I see certain words assembled into newly coined terms that mean almost the opposite of what they once meant.

In some cases these little nostrums are efforts to blunt pat Fox the pain of paying for Editor pat@appenmediagroup.com a product. Sometimes, they’re just someone’s attempt to be clever. In both cases, they’re just silly.

Let me give you some examples: Payment coupon — Back in the day, a “coupon” was a good thing, a piece of paper entitling you to a price reduction.

Coupons were desired — revered even.

People clipped them out of the Sunday paper. Children had their own scissors, sat with mom around the kitchen table, rescuing the family from ruin, ensuring solvency, driving bargains.

Now, the term “coupon” has become associated with pain, pain over the realization that I owe someone money.

Do you know what companies used to call these little slips of paper at the bottom of a bill?

Nothing.

Marketers have always taken liberties with the truth, often promising something more than they can honestly deliver.

They didn’t have a word. And everybody was happy. They kept their mouth shut, tore the stupid thing off and mailed it back with a check, then forgot about it.

Salad kit — This one really threw me when I first saw it on supermarket shelves, again back in the late 1990s.

Most people above the age of 20 associate the term “kit” exclusively with a model airplane or car one assembles from parts. It was a fun word when I was a kid.

But it wasn’t just toys.

I helped my dad assemble a tube amplifier kit when I was 8. I didn’t know what I was doing, because he hooked it up to a microphone, ran wire and speakers

into our upstairs bedrooms and used it to wake us up for school every morning.

There he’d sit, down in the kitchen, sipping coffee and howling on the microphone. Sometimes, he’d sing, accidentally stumbling on the ultimate cure for childhood narcosis.

Convenience fee — C’mon.

How does one chart the degree of insult in this term? I’d put it at a 10 on the Richter scale of effrontery.

I couldn’t come up with a better way to say: “Thanks for your loyalty, now here’s a little something extra on your bill for inconveniencing us.”

I pay my cell phone bill each month by driving to a retailer conveniently located down the street. I can either fork over the cash to a teller or use my debit card in an ATM-like machine in the corner. Either way, it’s a burden to them because they charge me $3 extra as a “convenience fee.”

Inactivity fee — A friend showed me his February bill for his home equity line of credit. It included a $50 inactivity fee.

He called the bank and, after several minutes, spoke with a “team member” who explained the charge comes when the customer goes a year without charging something against the loan. Each month, my friend pays the interest, plus

a little on the principal and forgets about it.

As he explained it to me, he took the loan to make home improvements. Since then, he’s been committed to paying the loan back — not adding to it.

After the “team member” explained the fee, here’s how the conversation concluded: Team member: “Is there anything else I can help you with today?

My friend: “No, I guess not, unless you can erase that inactivity fee.”

Team member: “Let me see what I can do.”

Guess what. The bank removed the fee with a stern warning that it would pop up again if the credit line wasn’t used within 12 months.

Small victory.

Emory opens new women’s clinic

By CARSON COOK carson@appenmediagroup.com JOHNS CREEK, Ga. — Emory has expanded its ability to serve women in Johns Creek with the opening of a new clinic on Findley Road.

The new Emory Women’s Center provides general gynecology and obstetrics services. The office is staffed with board-certified OB-GYNs and certified nurse midwives.

“We are very committed to making sure we’re providing high quality, comprehensive women’s healthcare everywhere Emory has a presence,” said Dr. Penny Castellano, interim chair of the Department of Gynecology & Obstetrics at Emory University.

Located at 12000 Findley Road, the clinic is short distance from Emory Johns Creek Hospital and complements the specialty gynecologic services currently offered at the hospital.

“We delivered 371 babies the year that we opened,” Hospital CEO Marilyn Margolis said. “In 2018, we delivered 1,187, and now I’m sure it will be growing.”

Margolis said the clinic has been in the works for two years. It took so long to realize the project because they were determined to have the best team of doctors, nurses and midwives, she said.

“Because the hospital has been here for 10 years, we’re honored to bring our services here for 24-hour support,” Dr. John Horton said. “Our job is bringing increased safety as well as ever-present quality.”

Jackson Healthcare recently dedicated a section of its Alpharetta campus at 2655 Northwinds Parkway solely for nonprofits to rent and use. Once complete, the area, known as LoveLifts Village, will contain a full 2-story building with approximately 15-16 office suites and 60 single office cubes.

“The vision behind LoveLifts Village is to create an environment that fosters a sense of community for area nonprofit organizations in search of flexible, affordable office and co-working space in a professional work setting,” said Shane Jackson, president of Jackson Healthcare. “In this environment, they can continue to advance their missions of serving others in a space that enables them to collaborate, share ideas and best practices, and grow in community with other like-minded organizations.”

Leases for LoveLifes Village last for a minimum of six months and include reception, parking, cleaning, security and internet services. Anyone interested in applying must be a registered 501(c)(3) organization.

“We want LoveLifts Village to be a thriving hub for nonprofits in North Fulton,” said Jackson Healthcare vice president of Community Impact Keith Jennings. “We believe that by bringing these organizations together under one roof, it can foster collaboration, best-practice, and idea-sharing and innovation. The more successful nonprofits can become, the greater the impact they will have on communities locally and around the world.”

Convention bureau hosts wedding expo JOHNS CREEK, Ga. — It’s no secret that planning a wedding can be an overwhelming process. But the Johns Creek Convention and Visitors Bureau wants to make it easier.

The CVB will hold its 2nd annual Wedding Expo Sunday, March 3 from 1 to 4 p.m. Held at St Ives Country Club, the free event will showcase local wedding venues and event services.

“The CVB Board couldn’t be more excited about the success of the wedding expo,” Board Chair Lynda Lee Smith said. “Exhibit space is sold out in the second year. Johns Creek has a great

The county has several plans in the works for future additions and upgrades to its mental and behavioral health services.

County leaders are currently looking at possible properties in the Roswell area for a comprehensive health facility in North Fulton.

With this facility, the county hopes to consolidate primary and mental health care under one roof and expand services for a growing population, Roach said.

North Fulton is growing at a much faster rate than anywhere else in the county and is facing emerging issues like the

The facility could help address such issues unique to the area.

The county is also working to in crease advocacy and awareness about mental health at a state level.

“Behavioral health is one of those things that have been hush-hush at the dinner table for a very long time,” Roach said. “Thankfully, in the last several years, we’ve seen more conversations open up about individuals with mental health and substance abuse issues across the nation.

And we’re thankful for that.”

Fulton County, as part of its commitment to behavioral health, will participate in a Drug Takeback day on Saturday, April 27 so people can safely dispose of any unwanted or expired medications.

Cutaneous Squamous Cell Carcinoma Q&A

By Dr. Brent Taylor Premier Dermatology and Mohs Surgery of Atlanta As a Mohs surgeon, my primary job is treating the three most common skin cancers – basal cell carcinoma, squamous cell carciDr. Taylor noma, and melanoma.

Squamous cell carcinoma (SCC) is the skin cancer that often causes the most confusion, partially because it shares the name “squamous cell” with other squamous cell cancers that do not arise from the skin. Recently, patients have asked questions about cutaneous (skinderived) SCC, and their questions and answers are worth repeating given how common this cancer is and how many readers are likely either affected by it or have a loved one with cutaneous SCC. Q: Is squamous cell of the skin the same as squamous cell of the lung?

A: No, SCC of the skin and SCC of the lung are not directly related. The reason that they share the word “squamous” is because in both locations, these epithelial cells look similar under the microscope. Cells in these locations overlap one another similar to how scales of a fish or shingles on a roof overlap, and “squama” is latin for scale. SCC of the skin and lung differ markedly in terms of what causes cancer (for example, ultraviolet damage vs smoking), how they are treated, and prognosis.

Q: Why, then are cells growing in such a similar fashion in the skin and the lungs?

A: In both locations, squamous cells come in contact with air, and the overlapping design of squamous cells allows them to decrease evaporative water loss and protect underlying tissue from damage caused by outside air or irritants. In the case of the lungs, the “outside” air happens to be inside our bodies while we breath, but the same principle applies.

Squamous cells offer protection and a more limited exchange of “outside” influences with deeper body tissues.

Q: Is squamous cell of the skin as serious as squamous cell of the lung?

A: In general, no. Because SCC of the skin arises on the skin, we usually notice it when it is not advanced, and patients and dermatologists can typically catch SCC of the skin very early. Approximately 1 million SCCs of the skin are diagnosed each year, and only about

15,000 deaths occur. In contrast, about 25-30% of lung cancers in the US are squamous cell carcinoma. According to cancer.org, there will be about 225,000 new cases of lung cancer in 2019 and about 140,000 deaths.

Mohs surgery for squamous cell carcinoma of the skin offers a higher than 99% cure rate for small squamous cell carcinomas. Often, the squamous cell carcinomas of the skin that result in death are either long-neglected and allowed to grow or occur in an immunocompromised patient such as a transplant patient who may have an SCC grow so quickly that it is able to spread before it is eliminated.

Q: Are there other treatments besides Mohs surgery for squamous cell of the skin?

A: Yes, for a shallow SCC called “squamous cell carcinoma in situ”, patient may often choose between Mohs surgery, a wide excision and even topical creams.

Invasive squamous cell carcinoma is often best treated with either surgery or radiation. If an SCC has already spread, a multidisciplinary approach including chemotherapy and/or radiation may be necessary and will require the assistance of an oncologist.

Alpharetta blasts legislators for ‘selling out’ to telecom companies State officials counter that city’s ordinance was out of compliance

By PATRICK FOX pat@appenmediagroup.com ALPHARETTA, Ga. — Alpharetta officials blasted state legislators Feb. 18 for supporting a bill that would give telecom companies greater latitude in deploying fifth-generation wireless equipment in public right of way.

The pending legislation comes months after the city spent weeks and thousands of dollars in legal fees to draft an ordinance that would provide some protections against the industry’s installation of new 5G equipment. The new, fifth-generation technology rolling out across the country is expected to be 10 to 100 times faster than the current LTE network and will allow for the connection density to support billions of devices. “[The legislation] basically shreds everything we did to protect our residents — and the right of way that they own,” a fuming Mayor Jim Gilvin said. “I’m still baffled how the state has the gall to tell us what we should be doing with right

of way that our residents pay for and maintain.”

As part of its effort to promote economic development in rural areas of the state, the 2019 Legislature is considering a number of bills that would smooth deployment of 5G wireless technology.

Part of that legislation, specifically House Bill 184, provides the telecom industry with freer rein over where they can add the new equipment. That bill passed the House Feb. 14 by a vote of 170 to 1 and awaits action by the Senate.

Last fall, in an effort to protect itself in anticipation of the legislation, Alpharetta assigned a special attorney to study new federal guidelines on 5G deployment and to work with industry leaders to draw up new standards for placing equipment in the city’s public right of way.

Those standards, adopted by the City Council Nov. 12, allowed access to previously off-limits territory for the 5G deployment — street light or street light poles, for example. But the city was careful to prohibit adding equipment to pedestrian lights or any decorative poles.

It also drew limits on the dimensions for boxes and the length of antennas.

The city’s attorney on the issue, Scott Hastey said the House bill “pretty much”

overrides everything the city adopted to protect itself.

“I’m very frustrated by this,” Gilvin said. “We asked our state representatives to represent our constituents’ best interests.”

The mayor added that rural areas should be given the opportunity to advance economic development through the 5G rollout. But, he said, cities like Alpharetta that have taken the initiative to craft their own guidelines to accommodate the industry should be exempted from the legislation.

Councilman Ben Burnett said he saw this coming.

“I know how the special interest lobby works,” he said. “I know how people down there get elected. Unless you’re running for elected office and you need the support of your locally elected official…the only time you see them is if they’re running for Congress or on the back of a milk carton.”

Councilman Donald Mitchell was less diplomatic.

“I’m looking at one of our state representatives (whom he did not name), last year alone, he received $700 from the Realtor PAC, $1,000 from the contractor PAC, the affordable housing PAC, $500, the building PAC, $500,” Mitchell said.

“This is no longer a state legislature that cares about the citizens of our state more than they care for the lobbying groups.”

Contacted following the meeting, Speaker of the House Pro Tem Jan Jones (R-Milton) said it was new federal guidelines that went into effect Jan. 14 that overrode Alpharetta’s ordinance.

The legislation passed in the House, she said, strikes a balance between residents’ needs for next generation wireless broadband and cities’ desire to determine placement of equipment.

“Both matter greatly to me,” she said in a statement. “The overwhelming majority of Georgia cities support the bill because it allows local governments much more authority than recently enacted federal rules.”

Since January 14, Jones said, the city has been out of compliance with the new federal rules.

“The legislation I voted for provides safeguards that are not addressed in the FCC order,” she said.

Video captures break-in at Wallgreens store JOHNS CREEK, Ga. — Police are investing a Feb. 15 incident in which an unidentified man stole cigarettes from the Old Alabama Walgreens.

A security officer monitoring the alarm and surveillance video called 911 at 3:12 a.m. when he saw a black man enter the store. He wore a black hooded windbreaker with orange stripes on the shoulders, grey sweatpants, orange or red Nike sneakers, clear gloves and gray fabric wrapped around his face.

He carried a small pry bar in one hand and a black trash bag in the other.

When they arrived on the scene police found the front door appeared to have been pried open.

Security footage showed the man jump over the front counter and take cigarettes and other items. The manager told police she will provide a detailed list of items missing.

Drills reported stolen from Home Depot JOHNS CREEK, Ga. — Johns Creek Police are investigating a Feb. 11 incident in which drill sets were stolen from Home Depot on State Bridge Road.

The store manager said as he was leaving for the night he heard a commotion and saw an unidentified black man, about 5’9” wearing a yellow hoodie, running into the parking lot carrying several DeWalt drill sets, valued at $100.

The manager said he heard the man on his cell phone say “Where are you bro?” and then saw a light blue SUV or minivan pull up. The suspect got in and the car pulled onto Medlock Bridge at high speed ignoring stop signs, the manager said.

He saw the car traveling eastward on State Bridge Road toward Duluth.

Woman loses $3,000 to police impersonator JOHNS CREEK, Ga. — A Johns Creek woman called police Feb. 15 after she realized she had lost $3,000 in a phone scam.

She said that day around 3 p.m. she received a call from someone claiming to be Officer Hicks from the Gwinnett County Sheriff Department.

“Hicks” told her she had an outstanding warrant and would need to pay a fine or be arrested.

While still on the phone with the caller, the woman went to Ingles Grocery Store and purchased $1,500 in gift cards and a $1,500 redirect card. She read the card numbers over the phone.

When he demanded more money, she said she had no more and he broke off the call.

Customer falls victim to online PayPal scam JOHNS CREEK, Ga. — A man contacted Johns Creek police Feb. 11 to report a scam by someone claiming to be a PayPal employee.

The victim said that day he had attempted to log in to his Pay Pal account. After several unsuccessful attempts, he called what he believed to be a customer service number he found through Google.

The person on the other end of the line told the victim his account had been hacked and directed him to purchase a $100 Google Play gift card to free his account.

The victim purchased the gift card from the Kroger on Old Alabama and gave the suspect the serial number.

The suspect then asked for another $500, but the victim realized he was being scammed, hung up and called police.

Seven local wrestlers capture state championships

Two local wrestlers, Blessed Trinity’s Vincent Baker and Cambridge’s Gavin Kane, won their third state titles.

Baker won the Class 4A 182-lb. title by a technical fall to complete a 41-0 record in GHSA competition. Kane completed a 46-0 run and won the Class 6A 160-lb. championship by fall.

Someday, I remember saying, I’ll have to try that scuba thing myself.

Now, about five decades later, “someday” had arrived.

“Are you really going to do that?” my mom’s voice asked yet again over the phone.

Yep, I probably am.

“No ‘probably,’ Dad!” my daughter said. “It’s a definite go. In fact, I’ve made us an appointment to go over to the scuba place on Saturday for your orientation!”

Yes, when that one makes up her mind … So we went. I got fitted for my mask and fins, and I upgraded to the snorkel that’s said to keep the water where it belongs. I scheduled my class dates, too.

This particular adventure will unfold over the next few months. I’ll keep you posted and let you know how it goes.
