Ga. Supreme Court rules on part of DUI law

By JULIA GROCHOWSKI julia@appenmediagroup.com GEORGIA — Local police departments are bracing for changes brought on by a recent Georgia Supreme Court decision.

On Feb. 18, the court released a unanimous opinion that the refusal of a breath test for blood alcohol levels cannot be used against the driver in a trial. Doing so violates a person’s right against self-incrimination in the Georgia Constitution, the court said in the opinion.

“We acknowledge that the state has a considerable interest in prosecuting DUI offenses (and thereby deterring others), and that our decision today may make that task more difficult,” the opinion said. “[But], the right to be free from compelled self-incrimination does not wax or wane based on the severity of a defendant’s alleged crimes…

“This court cannot change the Georgia Constitution, even if we believe there may be good policy reasons for doing so;

Woman reports gunfire after car passes near home MILTON, Ga. — A Milton resident reported that a gun was discharged near her home just before midnight on Feb. 13.

The woman told police she was in bed when she was alerted by a motion sensor alarm on her home. She said she witnessed a car pass by her home at a slow speed and then heard four or five gunshots.

The woman went outside and told police she saw a burgundy car driving away from her home but she could provide no further description of the vehicle. A Milton officer canvassed the area but did not find any evidence a gun had been fired.

The court decision stems from the prosecution of Andrea Elliot after a Clark County police officer stopped her for traffic violations and DUI. She refused a breathalyzer test and was jailed, after which her attorney filed to repress her refusal and was denied. Elliot then appealed to the Georgia Supreme Court.

Both the Alpharetta and Roswell police departments have said they are considering changes to their DUI arrest procedures.

“In light of the new ruling, we’re continuing to aggressively enforce our DUI laws to keep our roadways safe, and read the Georgia Implied Consent notice in its entirety,” said Alpharetta Sergeant Howard Miller. “The only change we’re making is that when we suspect a person of driving while intoxicated, we’re only going to request they take a state administered blood test.”

As a gift, the man gave his son and daughter a real estate book containing 10 pre-filled but unsigned checks. The man said the checks were incentive for his kids to read the book and write a two-page summary of each section.

The father told police he believed his son forged his signature on 10 checks and cashed them. Police failed to locate where the checks were deposited because the deposit stamp on the printed copies was illegible, according to the report.

Officers told the man there was not enough probable cause to charge his son but said the case would be turned over to a detective for further investigation.

Family loses thousands in social media scam MILTON, Ga. — A Milton family fell victim to a scheme in which scammers posed as employees of the social media company Facebook.

A woman reported to police Feb. 12 that her son had sent a nude photo of himself to what he believed were females in a Google chat room.

Last September, the son received a text with one of the photos that threatened to post the picture on his mother’s Facebook account unless he paid a fee.

The son called a number he believed was Facebook security and was referred to an “anti-harassment team.” The son was asked for a payment of $800 to have the photos removed, which the parents paid. The parents also paid $2,600 for supposed additional software to protect their computers. Scammers then billed the family $4,099 to remove the photos from the “black web.” The family was later told by Facebook representatives that they do not have an anti-harassment department and do not request money to have items removed. The father has taken steps to put a stop-payment on a check recently sent for $3,300.

Milton moves to bolster funding for all-inclusive playground

By JOE PARKER joe@appenmediagroup.com MILTON, Ga. — The Milton City Council took a major step to boost funding for the Children’s Charities all-inclusive playground it plans to build in one of its parks by naming the facility Victory Junction.

The council unanimously passed the resolution at its Feb. 20 meeting.

The move comes as the first step in qualifying for a possible donation from the Richard Petty Foundation.

The organization has suggested it will provide financial support if the playground bears the Victory Junction name.

The council’s resolution does not complete the deal. Milton chose to be proactive and adopt the motion to show its commitment to the name if a donation is received.

Children’s Charities co-founder Lauren Holmes said now that the declaration has been made, talks with the foundation will continue.

“What we need to do now is wait, but we should know soon if we are going be receiving the money and how much,”

The all-inclusive playground will be named Victory Junction.

Holmes told the council at a previous work session the donation, if received, could be $300,000 to $500,000. Chil-

dren’s Charities set a goal of $500,000 to fund the playground and expects to have raised around half that goal by the end of this year.

The name Victory Junction is taken from an 84-acre park opened by the Richard Petty Foundation in North Carolina. The park was opened in honor of Adam Petty who was killed in a racing incident in 2000.

While the playground could take its name from the foundation, the city will still manage the site.

Holmes said talks between the two organizations began when a Children’s Charities board member spoke to an agent for NASCAR drivers who knows the Petty family.

Children’s Charities was founded by Holmes and Amanda White who teamed up to raise funds to purchase an emergency transport unit at the Children’s Healthcare of Atlanta care center in Forsyth County.

In 2014, the volunteer group earned nonprofit status and began funding the playground and other initiatives, such as establishing an equine summer camp for children with autism and raised nearly $50,000 for an eye-tracking device that can detect autism in children as young as 2 months.

Fulton County approves spending for community programs

By CARSON COOK carson@appenmediagroup.com FULTON COUNTY, Ga. — Fulton County Commissioners committed $6 million to community service programs, divided by 82 nonprofits, at their Feb. 20 meeting.

Funding community service programs is the county’s primary avenue for providing social service programs.

Its plan targets five areas: children and youth services, disabilities, economic stability and poverty, homelessness and senior services.

Two Roswell-based charities were among the top recipients. North Fulton Community Charities, a nonprofit dedicated to fighting poverty in the north suburbs, and Home Stretch, which helps homeless families find housing, both accepted $100,000.

The other groups to receive $100,000 were Los Ninos Primero, an education program for at-risk Latino preschoolers; Metro Atlanta Recovery Residences, a residential addiction treatment program; Nicholas House, an Atlanta home for domestic abuse survivors; Quest Community Development, homelessness

Other North Fulton recipients included Senior Services North Fulton, which received $90,000 for senior transportation and the Drake House, which received $97,000 to combat homelessness.

North Fulton Commissioners Lee Morris and Liz Hausmann both supported the community service funding but questioned the process for allocating funds.

“We increased the allotment this year, and we still have some agencies that do very, very good work in the community

that may have missed it by one point,” Hausmann said.

The current framework was approved in November 2016. Nonprofits apply in September and October and are scored on several factors, such as need and past performance, by two randomly assigned jurors.

In another decision, the commission also approved agreements with the Johns Creek Arts Center for $300,000 and with the Chattahoochee Nature Center in Roswell for $700,000 — $200,000 for recurring education programs and $500,000 for capital projects.

City presents guiding document for developing parks, recreation

By JOE PARKER joe@appenmediagroup.com MILTON, Ga. — Milton has seen a bevy of updates and changes to its parks and recreation programs in the last year.

Now it is set to formally adopt a master plan that will guide the department over the next decade.

The city released its drafted plan last week which outlines Milton’s current park spaces and recreational programs and which drew on public input and national studies to identify the city’s future needs.

Though the city has purchased over 200 acres of land with Greenspace Bond funds, the study, conducted by Barge Design Solutions, emphasizes Milton’s need to offer more active parks.

“There is a clear need for additional acreage for active recreation space in the city based on stakeholder input, analysis of existing facilities and programs and the proposed levels of service standard,” the plan states.

Barge’s study also found that local sports program providers in Milton have a “severe lack” of field space.

The plan calls for the addition of 117 acres of park space through 2027, with 40 to 60 acres dedicated to active uses such as sports fields. Birmingham Park, currently undeveloped except for trails, was identified as the only suitable current park to add such facilities.

However, the plan does not recommend developing a portion of the park for active uses. While the study claims this would be a viable option, it goes on to say that development at Birmingham Park is “not the current wish of the community.”

According to the study, 38 percent of residents were in favor of a mix of active and passive uses at the park.

If the city decides to develop a portion of the park, the study suggests two lighted multi-purpose fields and two lighted baseball/softball fields be devel-

oped along with parking and restrooms.

Any additional fields could serve to grow Milton’s youth sports programming after its parks agreement with Alpharetta was not renewed last year. Milton residents must now pay an out-of-city fee to participate in Alpharetta recreation programs.

The study also addressed the city’s lack of developed parks. Milton has just 1.4 acres of developed parkland per 1,000 residents, which the study claims is “significantly” below local, state and national standards. The plan suggests 12.5 acres per 1,000 residents.

Milton can achieve this number by developing 271 acres of its current parklands and by acquiring and developing an additional 117 acres, the study says.

However, under terms of the Greenspace Bond, bond funds cannot be used to purchase any land that will be converted into an active park.

In addition to active spaces, residents and Barge Solutions identified the need for an indoor recreational facility.

“The city has no indoor space that can be used for true recreation programming,” the study states.

Residents surveyed placed swimming, adult fitness programs and a multi-generational recreation center as a high priority.

However, the plan says it is unlikely the city could build a facility by 2027, although it could conduct a feasibility study.

While some programming and facilities are lacking in Milton, residents surveyed are pleased with the city’s current parks.

Of households surveyed, 91 percent rated the condition of the city’s parks as good or excellent and 92 percent said the quality of the Milton’s recreational programming is either good or excellent.

The drafted parks and recreation master plan is set to go before the City Council for discussion at its March 11 work session. After input is gathered, the plan will be adjusted if needed and then go before the City Council for formal adoption.

Hot button safety issues: 2019 Hyundai Santa Fe review Hyundai has packed the 2019 Santa Fe to the brim with safety features. But unlike many other manufacturers, the Korean automaker is not doing away with safety components that often get overlooked or outright thrown out in today’s touchscreen, voice-controlled and driver attention-monitoring world — knobs and buttons.

It’s not only safer, it can add years to the life of those like me who become frustrated by having to navigate endless menus only to switch radio stations when something awful begins to play. The Eagles, for instance.

Along with the Santa Fe’s analog safety features is a

large collection of digital measures to prevent the SUV from going desperado and riding (or climbing) fences.

The 2019 Santa Fe comes standard with forward collision assistance, driver attention warning, blind spot warning, lane keep assist and rear cross-traffic warning.

Also standard is safe exit assist, which keeps the doors locked if Hyundai’s SmartSense detects an oncoming car set to pass by the Santa Fe while it’s parked.

Hyundai’s European division chose a realistic but still very strange way to describe the new feature.

“Imagine the scenario: you are driving home with children in the rear seats and, as is often the case, one of them becomes increasingly desperate to use the toilet,” the release states. “No matter how fast you drive, sometimes the nearest facilities can be out of range before the need to go becomes too urgent.”

The release goes on to say children often don’t fully understand the consequences of their actions, so thanks to safe exit assist, they will not be able to open the door as another car passes when “You pull over to a roadside spot where your child can relieve themselves.”

When you and your child aren’t frantically searching for a place to find “relief,” you can take comfort in the Hyundai’s spacious interior.

The 2019 version has grown slightly from earlier models and now features a slightly longer wheelbase. That stretch adds to the sizeable 35.9-cubic feet of cargo space with the second row erected and massive 107.2-cubic feet with the rear seats folded flat. Hyundai has dropped the “sport” designation for the two-row, which will now be known as just Santa Fe, with a three-row version dubbed the Santa Fe XL. The Santa Fe’s quiet and supple ride supplements significant head and legroom for front and rear passengers.

The Hyundai does suffer from a bit of body roll, but not enough to take away from its ability to smooth out significant bumps and jostles on the road.

The Santa Fe comes with either a 2.4-liter naturally aspirated 4-cylinder or a 2-liter turbo-four. Buyers also have the option of rear or all-wheel drive. Left Lane tested the Ultimate 2.0T which comes standard with the turbo-four offering 235 horsepower to send to all four wheels.

Response is sluggish on throttle tip-in, but with 260 torques and a spooling turbo, the Santa Fe has some get-up-and-go, but it still falls short of inspiring. However, the engine responds well at speed and is now coupled with an eight-speed automatic which presents smooth and sensible gear changes. The Santa Fe is far from athletic, but is well-suited for everyday driving.

The Ultimate trim adds creature comforts and amenities in the form of wireless device charging, heated front seats, LED lighting, 19-inch alloy wheels (standard comes with 17-inch), surround view monitor, heated steering wheel and a trailering package to name a few.

Even in top trim, the Santa Fe still comes with a heavy dose of hard plastics and will not worry any luxury manufacturers, though it is still well-equipped.

The standard 2.4-liter with frontwheel drive starts at $25,750 with the Ultimate 2.0T, with all-wheel drive coming in just shy of $39,000.

Overall, the Santa Fe offers comfort both in space and ride quality, comes as standard with loads of safety features and tech, and has enough performance to not give too many headaches on the daily commute. And of course, it has lots of wonderful knobs and buttons. Knobs and buttons I would use to change the channel if the Eagles’ “Peaceful Easy Feeling” came on the radio, though that is a pretty good description of the emotion the Santa Fe evokes.

(And if you are reeling from the fact anyone could suggest The Eagles aren’t God’s gift to rock and roll, just remember, as they said in 1994 — “Get Over It.”)

Georgia launches crisis app for mental health

By JULIA GROCHOWSKI julia@appenmediagroup.com GEORGIA — The state of Georgia is now making it easier for teenagers and young adults to access resources of mental and behavioral health help.

On Feb. 14, the Department of Behavioral Health and Developmental Disabilities launched its Georgia Crisis and Access Line app. The app, now available in the Apple and Android app stores, allows people to text or call during a crisis and connect with licensed professionals. The help is available at all hours throughout the entire year.

Gov. Brian Kemp said the app was created after state officials met with teachers, administrators and providers to discuss the kinds of problems their students face. Time and time again, they cited mental and behavioral health concerns, he said.

“These students and school systems face everything from substance abuse and teen suicide to broken families and psychological challenges,” Kemp said.

“By providing an instant service to a child or young adult in need, I believe this app can and will save lives. Behavioral and mental health issues are prevalent and growing in our classrooms, and

I’m excited to work with DBHDD and the legislature to continue to tackle these very important issues.”

The app is unique in that it provides texting options. Most teenagers and young adults are much more likely to text instead of call, so the app will expand resources to those in need, said Judy Fitzgerald, commissioner of the Georgia Department of Behavioral Health and Developmental Disabilities.

“We need these kids to know that it’s not bad to text somebody if you need help,” Kemp said. “It’s OK to do that. If you see something, say something, text something, so we know. We’ve got people who can help.”

Before the app’s launch, the Georgia Crisis and Access Line received over 1,000 calls a day from people in crisis or people calling on behalf of a loved one for help. That number is expected to

expand with the new texting capabilities, Fitzgerald said.

“Now, with these additional investments in our schools and in our communities, we can amplify the conversation about mental health and substance abuse,” Fitzgerald said. “It reminds us that not only is it ok to talk about these issues, but in fact, it’s necessary…

“Of all the ways that Georgia is leading, we are so proud that our state chooses to lead and now innovate to address behavioral health needs of youth and families... These are the things that save lives in Georgia.”

Fulton Schools accelerates bus conversion plan $1.9M award will help fund fleet of propanepowered buses

A $1.9 million federal grant will fast-forward Fulton County Schools plan to replace diesel-powered buses with propane-powered school buses well ahead of schedule.

In 2017, the district set a goal to replace 300 of its nearly 760 large buses to propane power; saving thousands of dollars in maintenance and significantly reducing emissions.

“With this EPA grant and additional incentives, we’ll eclipse our five-year goal of 300 propane buses for our fleet when we open school next August,” said Sam Ham, executive director of the district’s Transportation Department.

The grant from the U.S. Environmental Protection Agency will help the school system replace 85 additional dieselpowered buses with propane-powered school buses. Proceeds from the Special

Purpose Local Option Sales Tax will cover the rest of the fleet.

EPA officials praised Fulton County Schools’ ongoing efforts toward energy efficiency.

“The Fulton County School System has shown its commitment to reducing the impact of diesel emissions with the early retirement of older dirtier school buses,” said EPA Acting Region 4 Administrator Mary Walker. “Combined with the clean school bus idle reduction policy, the school system has demonstrated a strong commitment to children’s health and the environment.”

In pursuing the grant, Fulton Schools received support from Roswell Transportation Director Steve Acenbrak; East Point Mayor Deana Ingraham and Johns Creek City Manager Warren Hutmacher.

During a presentation to the Fulton County School Board two years ago, Ham said both the environment and taxpayers are the big winners in the move from diesel to propane. Propane-powered buses will save $3,500 in fuel annually per bus. The engines are also easier to maintain than diesel engines, saving even more on parts and labor.

“If you look at the numbers through the next five years of replacing 70 buses each year, you are looking at $5.5 million going back to the classroom over that period,” Ham noted.

The new buses cost about $6,000 to $8,000 more than diesel powered buses.

South Fulton students disciplined for drug-laced edibles 28 children sent to hospital after Valentine’s Day incident

Why “edibles” pose a new danger to kids

By CANDY WAYLOCK candy@appenmediagroup.com Five Sandtown Middle School students face punishment over a Valentine’s Day incident that sent 28 students to the hospital after marijuana-laced food items were distributed at the school.

Because of privacy laws, no information about the students was provided.

Fulton School System officials said the investigation continues and other students may face charges for violating the district’s drug-free policy. It has not been determined if the students will face criminal charges by outside law enforcement authorities.

All five students have been charged with consumption, possession and/or the distribution of illegal substances.

Punishment falls under “Tier IV: Serious Acts of Misconduct” of the district’s Student Code of Conduct, which carries the highest level of consequences.

“These acts may be grounds for expulsion and automatically result in a mandatory 10-day suspension with [possible] long-term suspension, expulsion and/or assignment to an alternative education program,” said Cliff Jones, chief academic officer for Fulton County Schools.

Last week, the Georgia Bureau of Investigation confirmed THC (a chemical compound of cannabis/marijuana) was found in initial tests of food items collected at Sandtown Middle School on Feb. 14.

The incident report from the Fulton Schools Police Department described the items as “heart shaped lollipops and Rice Krispie treats.”

Jones noted not all 28 children transported to area hospitals on Feb. 14 may have ingested the tainted items.

Any student reporting to the school clinic that day complaining of illness was transported to the hospital as a precaution.

“It is possible that not all students who were transported ingested illegal substances,” said Jones, noting only four of the 28 students were kept overnight for observation.

The incident report from the Fulton School Police said some students were complaining of “disorientation, hallucinating, red watery eyes….and crying” around noon on Feb. 14.

As a result of the incident, the Fulton County School System is preparing a district-wide campaign on the issue of drug safety and dangers of accepting food items from unknown sources.

The marijuana plant is comprised of over 100 chemicals, known as cannabinoids, but the two main chemicals are THC (Tetrahydrocannabinol) and CBD (Cannabidiol).

THC is the element that produces the “high” and is the main ingredient in recreational marijuana. CBD does not produce the “high” and is used in medical marijuana.

A fatal overdose is unlikely, however over-exposure can cause extreme confusion, anxiety, paranoia, panic, fast heart rate, delusions or hallucinations, increased blood pressure and severe nausea or vomiting.

Addiction to marijuana occurs in about one of every eight frequent users.

Recreational use of marijuana is now legal in 10 states and the District of Columbia. A total of 33 states allow the use of medical marijuana.

In Georgia, medicinal marijuana is legal for those with certain medical ailments. The current law does not allow medical marijuana to be grown or transported in the state.

The trend toward decriminalizing marijuana has led to a booming industry of cannabisinfused edibles – many of which mimic kid-friendly items like gummy bears, lollipops and chocolate bars.

Statistics show a sharp uptick in the number of emergency room visits for children mistaking “weed candy” for real candy, with serious consequences.

According to officials with the Children’s Hospital of Colorado, where marijuana has been legal in the state for five years, marijuana ingested as an edible can have a stronger and prolonged effect in children because of their body size.

The primary concern is dosage. One pack of cannabis-infused gummy treats can contain 100 milligrams of THC — potentially 20 times the recommended dose for the casual adult marijuana user.

Laws restrict advertising that would appeal to children, such as using cartoon characters, but the onus still relies on parental supervision.

Jackson Healthcare opens Alpharetta campus to nonprofits

Jackson Healthcare recently dedicated a section of its Alpharetta campus at 2655 Northwinds Parkway solely for nonprofits to rent and use. Once complete, the area, known as LoveLifts Village, will contain a full 2-story building with approximately 15-16 office suites and 60 single office cubes.

“The vision behind LoveLifts Village is to create an environment that fosters a sense of community for area nonprofit organizations in search of flexible, affordable office and co-working space in a professional work setting,” said Shane Jackson, president of Jackson Healthcare. “In this environment, they can continue to advance their missions of serving others in a space that enables them to collaborate, share ideas and best practices, and grow in community with other like-minded organizations.”

Leases for LoveLifes Village last for a minimum of six months and include reception, parking, cleaning, security and internet services. Anyone interested in applying must be a registered 501(c)(3) organization.

“We want LoveLifts Village to be a thriving hub for nonprofits in North Fulton,” said Jackson Healthcare vice president of Community Impact Keith Jennings. “We believe that by bringing these organizations together under one roof, it can foster collaboration, best-practice, and idea-sharing and innovation. The more successful nonprofits can become, the greater the impact they will have on communities locally and around the world.”

LoveLifts Village is Jackson Healthcare’s latest addition to its LoveLifts initiative to help the community through volunteerism, business mobilization, supportive partnerships and corporate giving. Cutaneous Squamous Cell Carcinoma Q&A

By Dr. Brent Taylor Premier Dermatology and Mohs Surgery of Atlanta As a Mohs surgeon, my primary job is treating the three most common skin cancers – basal cell carcinoma, squamous cell carciDr. Taylor noma, and melanoma.

Squamous cell carcinoma (SCC) is the skin cancer that often causes the most confusion, partially because it shares the name “squamous cell” with other squamous cell cancers that do not arise from the skin. Recently, patients have asked questions about cutaneous (skinderived) SCC, and their questions and answers are worth repeating given how common this cancer is and how many readers are likely either affected by it or have a loved one with cutaneous SCC. Q: Is squamous cell of the skin the same as squamous cell of the lung?

A: No, SCC of the skin and SCC of the lung are not directly related. The reason that they share the word “squamous” is because in both locations, these epithelial cells look similar under the microscope. Cells in these locations overlap one another similar to how scales of a fish or shingles on a roof overlap, and “squama” is latin for scale. SCC of the skin and lung differ markedly in terms of what causes cancer (for example, ultraviolet damage vs smoking), how they are treated, and prognosis.

Q: Why, then are cells growing in such a similar fashion in the skin and the lungs?

A: In both locations, squamous cells come in contact with air, and the overlapping design of squamous cells allows them to decrease evaporative water loss and protect underlying tissue from damage caused by outside air or irritants. In the case of the lungs, the “outside” air happens to be inside our bodies while we breath, but the same principle applies.

Squamous cells offer protection and a more limited exchange of “outside” influences with deeper body tissues.

Q: Is squamous cell of the skin as serious as squamous cell of the lung?

A: In general, no. Because SCC of the skin arises on the skin, we usually notice it when it is not advanced, and patients and dermatologists can typically catch SCC of the skin very early. Approximately 1 million SCCs of the skin are diagnosed each year, and only about

15,000 deaths occur. In contrast, about 25-30% of lung cancers in the US are squamous cell carcinoma. According to cancer.org, there will be about 225,000 new cases of lung cancer in 2019 and about 140,000 deaths.

Mohs surgery for squamous cell carcinoma of the skin offers a higher than 99% cure rate for small squamous cell carcinomas. Often, the squamous cell carcinomas of the skin that result in death are either long-neglected and allowed to grow or occur in an immunocompromised patient such as a transplant patient who may have an SCC grow so quickly that it is able to spread before it is eliminated.

Q: Are there other treatments besides Mohs surgery for squamous cell of the skin?

A: Yes, for a shallow SCC called “squamous cell carcinoma in situ”, patient may often choose between Mohs surgery, a wide excision and even topical creams.

Invasive squamous cell carcinoma is often best treated with either surgery or radiation. If an SCC has already spread, a multidisciplinary approach including chemotherapy and/or radiation may be necessary and will require the assistance of an oncologist.

An IRS incentive to save for retirement (NAPS) — Tips for claiming the Saver’s Credit: 1. Check your eligibility Depending on your filing status and income level, you may qualify for a nonrefundable credit of up to $1,000 (or $2,000 if filing jointly) on your federal income taxes for that year when you contribute to a 401(k), 403(b), 457(b) or similar retirement plan, or IRA. To be eligible, the maximum Adjusted Gross Income (AGI) for single filers is $31,500 in 2018 and $32,000 in 2019.

For the head of a household, the AGI maximum is $47,250 in 2018 and $48,000 in 2019. For those who are married and file a joint return, the AGI maximum is $63,000 in 2018 and $64,000 in 2019.

You must be 18 years or older by February 1 and cannot be a full-time student or be claimed as a dependent on another person’s tax return.

2. Save for retirement Save for retirement in your employer’s retirement plan, if offered, or in an IRA. In general, for every dollar you contribute to a qualified retirement plan or IRA (up to the lesser of the limits permitted by an employer-sponsored plan or the IRS),

you defer that amount from your current overall taxable income on your federal tax returns—and you may also qualify for the Saver’s Credit. After-tax contributions, such as those made to a Roth IRA or Roth 401(k), are also eligible for the credit. You have until April 15, 2019 to make a contribution to an IRA for tax year 2018.

3. File your tax return and claim the credit When you prepare your federal tax returns, you can claim your Saver’s Credit by subtracting this tax credit from your federal income taxes owed.

Workers who are eligible to claim the Saver’s Credit are also eligible to take advantage of the IRS Free File program for taxpayers with an AGI of $66,000 or less. Twelve commercial software companies make their tax preparation software available through the Free File program at www.irs.gov/FreeFile.

Fulton official outlines future of county mental health services

FULTON COUNTY, Ga. — Fulton County Chief Operating Officer Anna Roach says Fulton County is striving to be a leader in mental and behavioral health services.

Speaking at the Roswell Rotary Club at Roswell Area Park Feb. 21, Roach laid out recent and upcoming changes that she said will help the county make greater strides.

The topic strikes close to home for Roswell Rotary. The club lost a member a few years ago because of mental health issues, said past President Bob Hagan.

“It’s so great to hear that Fulton County is doing something,” Hagan said.

“It’s the only county that’s doing something. I applaud our commissioners because it is a very, very serious situation.”

Mental and behavioral health issues don’t exist in a vacuum, Roach said.

They impact several aspects of people’s lives and Fulton County services.

“We feel the impact and burden on other services that we provide,” Roach said. “Our jail population and our criminal justice services, for example.”

She said that it becomes a vicious cycle — people with mental illness can become homeless, commit crimes because of their mental illness and get put in the criminal justice system. And when they’re let out, the cycle repeats.

“If we don’t get real serious about addressing mental health in Fulton County, we will feel those pressures and additional costs in other areas of the county,” Roach said. “The more we invest in mental health in Fulton County, the less pressure we will see on other services.”

The good news, Roach added, is that the Fulton County Board of Commissioners over the past few years has demonstrated an unwavering commitment to behavioral health.

That commitment has resulted in a 2016 reform for the service model the county offers in order to tackle vulnerabilities. In less than one year after implementing the new model, Fulton County doubled the amount of people served from 1,500 to 3,000 without any increase in funds, Roach said.

The county has several plans in the works for future additions and upgrades to its mental and behavioral health services. County leaders are currently looking at possible properties in the Roswell area for a comprehensive health facility in North Fulton.

With this facility, the county hopes to consolidate primary and mental health care under one roof and expand services for a growing population, Roach said.

The facility could help address such issues unique to the area.

The county is also working to increase advocacy and awareness about mental health at a state level.

Seven local wrestlers capture state championships

By JOE PARKER joe@appenmediagroup.com MACON, Ga. — Dozens of wrestlers from North Fulton and Forsyth County schools competed in the GHSA traditional wrestling state championships Feb. 13-16 and seven won state titles in their respective weight classes.

Two local wrestlers, Blessed Trinity’s Vincent Baker and Cambridge’s Gavin Kane, won their third state titles.

Baker won the Class 4A 182-lb. title by a technical fall to complete a 41-0 record in GHSA competition. Kane completed a 46-0 run and won the Class 6A 160-lb. championship by fall.

Mount Pisgah’s David Bertrand was the top qualifier and earned the 160-lb. state title in Class A with a 2-1 decision.

Milton sophomore Ben Williams earned a 13-1 major decision to capture

Fellow Forsyth County wrestler Mark Metz of Pinecrest Academy secured the state Class-A 106-lb. championship.

In addition to seven state champions, 32 North Fulton and Forsyth County

competitors earned top-six finishes to place on the podium.

In Class A competition, Mount Pisgah placed three wrestlers on the podium.

Josh Noble placed third in the 106-lb. class, Catherine Grace Bertrand was fourth in the 113-lb. bracket and Noah Swift placed fifth in 182-lb. competition.

Saint Francis’ Troy Beasley and Andrew Whitesides stood on the podium in their respective classes. Whitesides finished sixth in the 195-lb. class and Beasley captured fifth by fall in the 285lb. class.

Joe Metz of Pinecrest Academy placed fourth in the 145-lb. bracket.

Blessed Trinity placed fourth in Class 4A in team scores, led by Baker’s state title and six total podium placements.

Gunner and Jackson Filipowicz each placed as state runner up. Gunner lost a 13-8 decision in the finals match of the 132-lb. class and Jackson earned second in the 220-lb. class, dropping an 8-2 decision in the finals.

Patrick Riordan placed fourth in the 126-lb. bracket, Alex Poma was fourth in the 160-lb. class and Kevin Daniels won the 120-lb. fifth-place match by fall.

In Class 6A competition, Chattahoochee, Cambridge and Centennial had wrestlers earn podium placements.

Cambridge’s Kyle Romano placed

second in the 132-lb. bracket, falling short of the state title by a 12-4 major decision. Also representing Cambridge, Connor McHugh placed fifth in the 182lb. class and Evan Kurtz (170-lb.) was sixth.

Thomas Isaiah earned fifth in the 152 lb. class and Leroy Macon lost a 1-0 decision to Cambridge’s McHugh to place sixth in the 182-lb. bracket.

Chattahoochee was led by a thirdplace finish by Daniel Gladwell in the 182-lb. bracket. Fellow Cougar Stephens Marcus placed fourth in the 170-lb. class.

In Class 7A competition, Forsyth Central placed five wrestlers on the podium.

Steven Messer claimed fifth in the 113-lb. class with a 12-0 major decision, Abraham Perez was fourth in the 120-lb. bracket, and Mikel Stowers and Keaton Placed fifth in the 132- and 195lb. classes. Central’s Ashlee Rice placed sixth in the girls 106-lb. bracket.

Cottage School to host second annual Speaker Series March 3 ROSWELL, Ga. — The Cottage School will hold its second annual Speaker Series at 4 p.m. March 3 in the school’s gymnasium. This year’s speakers are brothers Kyle and Brent Pease who became just the second push-assisted team to complete the IRONMAN World Championship last October.

Kyle was born with cerebral palsy and the brothers have since started the Kyle Pease Foundation which has backed over 100 athletes with cerebral palsy or other disabilities across 60 events and has raised more than $1.5 million in aid.

The Cottage School’s Speaker Series is intended for students of all ages and abilities with topics that encourage inclusion, determination and perseverance. The event is free but an RSVP is required.

The woman contacted the dealership and was told a woman with the same first and last name, as well as the same first middle initial, had purchased the car. She told police the dealership told her they issued the loan in her name by mistake. Police said the car’s VIN number was registered to a North Carolina woman with the same name and a similar birthdate.

Woman arrested for forging checks MILTON, Ga. — A woman wanted for allegedly using four forged checks at the Milton Target was recently arrested

in North Carolina. Target officials said the woman and an accomplice had passed $40,000 in forged checks throughout the Southeast.

A Target employee said the woman used four forged checks at the Milton location in 2018 totaling nearly $400. The woman’s accomplice is believed to have used two fraudulent checks on Dec. 30.

Company billed $1,600 for packages ALPHARETTA, Ga. — Police are investigating a Feb. 11 incident in which Ascenda BioSciences was billed $1,600 for several illegitimate overnight packages.

The company usually receives about 10 packages a night that contain medical samples for testing, an employee said. But that night, the company received four times the usual amount.The suspicious packages were all too small to contain medical samples, an employee said. Each one was pre-labeled and cost the company $50. Police said most of the packages contained brochures for local attractions.
