Officers charge man for meth possession MILTON, Ga. — Milton Police ar rested an Alpharetta man on Sept.

26 for intent to distribute methamphetamines.

Around midnight, an officer spotted a man with a flat tire and approached the driver. Due to the suspect’s history of felony drug arrests, the officer requested to search the man’s vehicle and the sus-

pect complied.

Officers located two scales, suspected marijuana, several syringes, an open knife, a bag and a small baggie of methamphetamine in the car. Methamphetamine was also found in the man’s pocket.

The suspect said only the smaller bag of methamphetamine was his. He

Police warn man against sending threatening texts MILTON, Ga. — A Milton woman reported to police that she had received harassing text messages from a man who blamed her for his unemployment.

The woman, an employee at a pain management center, had notified authorities that a subcontractor who draws blood for lab work, had been prescribed narcotics but sold them instead. The subcontractor was subsequently fired.

The victim contacted police after she received text messages from the man calling her derogatory names and threatening to “slap the taste out of her mouth,” according to the police report.

A Milton officer instructed the woman to send a message to the subcontractor telling him to cease communications. The man responded with a text stating, “LOL I bet. See you soon.”

The officer then called the man and identified himself.

The man hung up the phone. The officer sent a message from the woman’s phone warning the man he would be arrested if he continued to harass the victim.

MILTON, Ga. — Milton Police arrested an Acworth man for failure to make payments on his car, which was reported stolen by a rental car company.

A license plate reader alerted an officer that car was reported stolen and he conducted a traffic stop. The driver said he had been paying a weekly fee for the vehicle since December.

The suspect said he was in the process of getting a new job and had been unable to make a payment the prior month, but he advised the rental car company he would pay once he obtained work.

The officer contacted the rental car company and was informed no payments had been made on the car for two months. The company said the suspect was told the car would be reported stolen if payments were not received.

The suspect admitted to not making a payment the prior month and he had not attempted to update the rental company on his financial situation or his address.

The suspect was arrested for felony theft by conversion.

Police seek suspect in hit-and-run incident MILTON, Ga. — Police are searching for a driver who allegedly struck another vehicle along Cogburn Road, then fled the scene.

The sedan driver continued along Cogburn Road before coming to a stop to check the damage. He then returned to the car and fled the scene.

Two witnesses confirmed the truck driver’s account. Officers were unable to locate the car, but the truck driver said he has a dash cam and could access the footage from home.

Woman’s info stolen, used to purchase phone ALPHARETTA, Ga. — Alpharetta police are looking for a suspect who stole an Alpharetta woman’s personal information and used it to buy a cell phone in Dallas.

The woman contacted police Sept.

17, one day after she received a notification from Credit Karma about a suspicious Verizon Wireless purchase.

When she called the cell phone company, employees told her that someone had used her personal information, including her Social Security number, to successfully open an account in Dallas and purchase a phone.

The employee told her she would need to file a police report before they could begin investigating the incident.

Milton adopts 2019 budget

MILTON, Ga. — Milton formally adopted its fiscal 2019 budget at the Sept. 24 City Council meeting and amended its current budget to reflect higher revenues than anticipated in 2018. Milton’s fiscal year runs from Oct. 1 through Sept. 30.

The approved budget calls for an increase in spending to coincide with an expected spike in tax revenues. The city anticipates higher property tax revenues despite rolling back its millage rate for 2019, the first rate decrease since the city’s incorporation.

Around 85 percent of Milton is zoned residential and property taxes account for

over half (52 percent) of the city’s income.

Local option sales tax funds, another significant revenue generator, are also expected to grow.

The 2019 general fund budget increased 3.8 percent from last year and calls for $29.2 million in spending.

Maintenance & Operation expenses are also to increase by nearly $1.2 million.

Just over half of the M&O expenditures are new initiatives, including staff positions as the city continues to grow.

Milton has budgeted for specialists in public relations, parks and recreation, revenue, records and for the city’s court.

Positions for two part-time civilian public safety officers to direct traffic at

problem areas during the morning and evening rush hour were also budgeted.

Milton budgeted a 3 percent market increase for its current staff for 2019.

Other new initiatives include updates to in-car cameras on police vehicles and 30 body cameras for officers, updates to radio equipment for the police and public works departments and an electronic voting system for the City Council chambers.

Nearly $29,000 has been budgeted for a potential agreement with Birmingham United Methodist Church to lease its ballfield. Funds have also been set aside for the planting wildflowers at the Providence Road roundabout.

The city has allocated nearly $1.2

million for capital projects, including IT infrastructure improvements, finance software replacement, a Fire Department battalion vehicle and pedestrian improvements in downtown Crabapple.

This budget marks the first since Milton chose to fund its operations using revenues generated from the prior year instead of anticipating revenues for the upcoming year.

City Manager Steve Krokoff said while the budget shows an increase in expenses, $4.5 million has been allocated to transfer to the city’s 2018 fund balance to make up for the city not collecting a year’s worth of property taxes while it switched to its current budgeting system.

Around 80 residents attended a Community Zoning Information Meeting at City Hall last week to view a proposed subdivision between the Brookshade and Vickery Crest neighborhoods. proposal, dubbed Hopewell Road Estates, calls for 73 homes with two residential areas separated by a lake. The homes would have between 1,600-1,800 square feet of heated floor space.

Residents from Vickery Crest and Brookshade voiced strong opposition to the proposal, citing concerns of traffic, a drop in home values, the density of the proposed development and mismatched lot sizes between the neighboring subdivisions.

Fifty-four of the proposed homes would be accessible only through the Vickery Crest subdivision along Donegal Lane, a contentious issue for nearby homeowners.

The remaining homes would be accessed from Hopewell Road.

Thirteen properties would abut homes in the Brookshade subdivision.

Nine homes could border Vickery Crest tracts on the southern portion of the development.

Many residents at the meeting complained that the proposed lots did not match up with existing properties.

They then balked when Zoning Manager Robyn MacDonald said there was no buffer requirement between the resi-

dential lots of the proposed subdivision and existing properties in Vickery Crest and Brookshade.

The applicant is pursuing a connection to sanitary sewer from the Hopewell pump station.

Public Works Director Carter Lucas said the site is not currently on the city’s sewer map.

To add a sewer connection, the Milton City Council would be required to update its intergovernmental agreement with Fulton County to provide service.

Joshua Scoggins, the applicant’s attorney, said the Su family is seeking medium density rezoning because of the surrounding properties. Scoggins said the current AG-1 zoning is a “doughnuthole” which is surrounded by medium density residential properties.

The application calls for two variances, a reduction of the improvement setback from 20 to 10.4 feet and to reduce a stream setback from 25 to 0 feet. A 50-foot stream buffer would remain in place.

The proposal went before the Design Review Board on Oct. 2. The site is slated to go before the Planning Commission on Oct. 24 and the City Council on Nov. 19.

Matilda’s moves to Milton, first concert planned

By JOE PARKER joe@appenmediagroup.com MILTON, Ga. — Popular music venue Matilda’s Under the Pines has landed in its new home in the Birmingham Crossroads district of Milton and the first concert is planned for this week. The “hen house,” which serves as the stage for artists, was moved to the old Buice’s store property on Sept. 22 after weeks of delays.

Curtis Mills, land owner of the Matilda’s location, said the waiting process to finally move the hen house was a test in patience. However, he and owners Mary Jane and Mark Potter are thrilled the transition is complete.

“It looks like it belongs,” Mills said.

“We are tickled pink and really happy.”

With the initial hurdle overcome, the rush is on to prepare the location for its first concert this Thursday.

“Now that we’re finally moved, we’re scrambling to get everything in place, but that should be doable with a little luck,” he said.

The first concert can also serve as an acid test for the highly contentious decision to relocate Matilda’s to Milton.

Some nearby residents balked at the idea of bringing a music venue to the quiet, rural area while others heralded the move as important for the Milton community and Birmingham Crossroads area. Deliberations went well past midnight before the City Council approved the relocation and its multiple variances.

Mills is continuing to ensure that he will address any issues presented by the relocation.

“I don’t see any concerns as far as meeting the decibel level,” he said.

“Even so, if it’s too loud for some of the neighbors it’s still a problem. If there is a problem I’m going to fix it or we will

close it down.”

The city covered its bases by requiring a review of the site’s impacts on the local community six months after approval. But with the delays the first concert season, which ends Oct. 31, was drastically reduced.

“What I wanted with the six month review was validation that [Matilda’s] was working acceptably without undue problems of traffic, noise, parking, et cetera,” Mills said. “In order to do that comfortably and have enough data, I thought we’d have most of July through October and if we had any issues we could adjust. Now we just have a few shows.”

Mills said he has been in contact

with Mayor Joe Lockwood and Zoning Manager Robyn MacDonald regarding the approaching review. The current plan is to still conduct the six month review in December, but another evaluation could be added next year given the limited amount of concerts this season, Mills said.

The first concert will feature folk and blues artist Maria Muldauer, best known for her 1973 song, “Midnight at the Oasis.” The relocation was approved with the caveat that concerts can only be held on Friday or Saturday nights, but Mills said the Thursday concert used one of the two allowable special use permits granted to Matilda’s each concert season.

Mills hopes that the inaugural show in Milton will demonstrate Matilda’s value to the area.

“I think it is going to be a real asset to the community and the Birmingham Crossroads in general,” he said.

While Milton will serve as the new home for Matilda’s, the venue will retain its presence in Alpharetta. On Sept. 24, the Alpharetta City Council approved a rezoning that will allow Matilda’s to set up at 531 S. Main, the current site of The Porch, an interior furnishings store just south of its former location.

City updates alarm system ordinance

By JOE PARKER joe@appenmediagroup.com MILTON, Ga. — Milton has amended its ordinance governing home and business alarms in an effort to curb false alerts they say siphon valuable public safety resources.

The updated regulations, passed at the Sept. 24 City Council meeting, set up a penalty fee structure for excessive false alarms.

The update requires homes or businesses with alarms to register the system with the city and renew the permit each year.

Users will be required to notify the city of any changes in ownership or approved users. The requirement can assist officers in contacting the correct person during an alarm, Police Chief Rich Austin said.

A proposal to create a permit renewal fee, first introduced in June, was eliminated.

The ordinance stipulates that three false alarms in a permit year is considered excessive and a $50 civil penalty will be levied to the permit holder.

Ensuring alarm equipment is working properly is one way a home or business owner can reduce false alarms, Austin said.

“A lot of what we find on false alarms is equipment failure,” Austin previously told the council. “The ordinance would create a bit more of a sense of urgency to get those repairs completed and check with the alarm companies to make sure alarms are working properly.”

Alpharetta’s oldest building gets new life amid downtown development

By PATRICK FOX pat@appenmediagroup.com ALPHARETTA, Ga. — With dozens of new office buildings and retail shops coming online in downtown Alpharetta, it’s getting hard to keep up.

But in the wake of all the new development sparked by the $85 million City Center project, Alpharetta officials are celebrating their efforts to guide the growth with an eye toward the past.

They point out that the City Center development itself has restored the Jones House, built in 1914, and converted it into a restaurant. Many of the other shops and buildings that occupy the retail area copy old-style architecture from the city’s younger days, and some duplicate long-gone buildings that once occupied the same space.

Even the orbiting developments — the shops, the offices and the homes — have been required to account for historic structures on the properties they have developed or are in the process of developing. Most have been required to restore the old buildings as a condition of rezoning.

“It’s always a good thing when we can have a developer pay to restore a historic building,” City Councilman Donald Mitchell said after a recent zoning hearing.

One of the city’s greatest coups came this year when Park City Partners announced plans to restore what is believed to be the city’s oldest building as part of its development plans along Roswell Street. The developer is constructing a three-story building, consisting of about 8,000 square feet of ground level retail/restaurant and 22,000 square feet of office nearby.

In exchange for zoning concessions, Park City will restore and protect the historic Skelton-Teasley House at 61 Roswell Street. The use of the old home will be limited to retail, restaurant or office. The exterior of the structure will be restored prior to final certificate of occupancy.

In addition, landscaping will be designed to complement the time period of the structure. An easement will be recorded providing for use of the SkeltonTeasley House yard as amenity space.

No fencing will be permitted.

Mitchell said the city’s efforts to preserve historic property is unique.

The Skelton-Teasley House was built in 1856 for Dr. Oliver Skelton, a local physician and the city’s first postmaster.

His daughter and son-in-law John Teasley inherited the home. John Teasley was a major land speculator who was thought to be the wealthiest man in the city at that time. The Teasley family were founding members of the Clear Springs Missionary Baptist Church, managed the Dodd Hotel and worked at the Philips-Land Sawmill.

Most recently, the property has been home to an art gallery and accounting office.

Alpharetta’s slate of historic buildings includes some 60 homes and commercial structures. Mitchell said the drive to adopt an ordinance protecting these buildings began about five years ago when Community Development Director Kathi Cook worked with him to draft a proposal that was eventually incorporated into the city code.

Other recent historic renovations that came about because of the ordinance include the Lewis-Manning House on Cumming Street and the nearby Manning property – both restored and incorporated into new developments.

The city also requires developers who incorporate a historic structure within their project to employ similar architecture in the surrounding buildings.

“I think it’s one of the most important things we as a city have done as far as keeping our character,” Mitchell said. “You can have historic preservation and economic development go hand in hand.”

Apartments out, condos in for Dunwoody development Pushing down Land has become scarce in Atlanta and thus, expensive.

You can’t buy 800 acres and build 900 single-family homes anymore. But you can buy 19 and put up 900 condos.

The 14-story tower development would sit just north of I-285 and just east of Perimeter Mall in the Perimeter Center area. And if built, I can give you eye-witness reports of the construction – it would be in what is now the parking lot for our offices here at Assurance Financial, right outside the window of my sixth-story office.

The project previously included 1,200 apartments, but Dunwoody residents, like residents from a lot of communities around Atlanta, have shown no appetite for that. It is difficult to say exactly why, but apartment development is meeting more and more resistance.

Roswell’s Downtown Development Authority bought a high-profile property in its downtown district a couple years ago (the old Southern Skillet shopping center for you locals). It had appeared they had chosen a developer for the site and a project. But the developer, it seems, was unwilling to come off of a higher-than desired density of apartments.

So the DDA just released a statement severing ties between the project and the developer, and is now back at the drawing board.

Rent rates went up 4.4 percent over the last year in the Metro Atlanta area, the fifth-highest increase of any major city in the nation. to disrepair and become a catalyst for more crime. Because of the transient nature of apartment dwellers, school officials have a hard time preparing for attendance in schools with high-apartment ratios.

And residents who feign heightened awareness of such issues will say they prefer residents who own their properties because they will take more interest in the community.

As a mortgage banker, I probably should pile on in adding that it’s hard to do a mortgage for a renter. But I’m not sure there are many sympathetic ears for that argument except for other mortgage bankers and real estate agents.

It’s a tough racket to be a renter in Atlanta right now. If you are renting, you either don’t have the financial wardrobe to qualify for a mortgage (which with all of the products I’m now seeing available, that’s getting harder to believe), or you just need a place to set up for a bit before you decide where you want to live long-term. So you rent. And rent-rates, along with home-values, have been driven up over the last five years because an average of 75,000 people a year have moved to the metro area, and builders and developers cannot keep up.

Rent rates went up 4.4 percent over the last year in the Metro Atlanta area, the fifth-highest increase of any major city in the nation. They’ve gone up so fast that I’ve had three renters in the last month come to me looking for a mortgage so they could lower their monthly payments.

With all of the people moving here, and all of the first-time homebuyers coming onto the market, and builders’ inability to find large parcels of land to build single-family homes or condos, apartments seem like an easy fix. It’s just hard to find a home for them.

Grubb originally proposed a plan with 1,200 apartment units on their 19acre parcel in Dunwoody.

But they found stiff resistance, read the writing on the wall, and have come back with the new plan showing 900 high-rise condominiums. That’s a huge influx of new residents. Dunwoody’s total population is only about 49,000 people.

This would be at a minimum a 2 percent increase. In a town that size, and with voter-turnout and voter-apathy being what it is, this one development could help swing the next election for mayor and City Council.

The project would also include 12,000 square feet of retail, 500,000 square feet of office space and 3 acres of parkland.

Sturgeon is a 2014 graduate of the Mass Communications Department at the university where she focused on convergence journalism and minored in sociology.

Thriving Under 30 is an annual recognition program sponsored by the University of West Georgia Alumni Association.

The program recognizes young alumni who are under the age of 30 who have made a significant impact in their career industry while exhibiting dedication to the school and representing the university well.

“It is an incredible honor to be named a member of the 2018 class of Thriving Under Thirty at University of West Georgia,” Sturgeon said. “When I decided to ‘Go West’ eight years ago, I never imagined the places it would take me. She had multiple internships while a student, including in the communications department at Fulton County Schools and as an editorial intern with Appen Media. Post-graduation, she landed a job at Appen Media where she worked her way up from reporter to editor in just two years.

5 Tips for Selling a Home in Atlanta For the past several years, Atlanta has been at or near the top of many “best-of” lists, including fastest growing cities. This year, Atlanta was ranked as the third fastest-growing metropolitan area in the country, mushrooming Rawlings in population by 90,000 people between 2016 and 2017. The reasons are many: excellent job markets, mild climate, a burgeoning film industry, a convenient travel hub and affordable home prices compared to other metros our size.

While there is no shortage of interested buyers, sellers must be diligent in presenting their homes in the best possible light to ensure the buyer makes an offer on their home rather than the (slightly) nicer-looking one down the street. If you’re thinking to cash in on the vibrant housing market, here are five important tips you need to follow for selling your home in Atlanta.

Spruce it up.

Before listing your home, consider investing in improvements and updates.

If your home is more than a few years old, focus on updates to the kitchen, bathrooms and outdoor spaces as buyers tend to be most attracted to these features (plus, they tend to boost selling prices). First impressions take place online, not at the curb. By the time you have a showing, those prospective buyers have already pored over hundreds if not thousands of photos online. Posting poorlytaken, unfavorably-lit photos can cause your home to be overlooked by many great buyers. Unless you take pictures yourself at a professional level, it’s worth investing in a professional photographer to showcase your home in the best light.

Stage your home.

These days, staging your home properly can shave months off your listing time and boost your sales price by double-digit percentage points. Failing to stage or staging improperly can have the opposite effect. If you’re still living in your home, make sure you declutter, remove excessive personal touches and store a few furniture pieces, if necessary, to make sure buyers have a clear, welcoming pathway through your home.

Spriggs said some returning favorites include Rustic Stuff of the South, offering handmade art and home goods, and Scribbler Experiment, who will bring decor and other goods that kids can decorate with fabric markers.

New vendors include MollyBlue Leather, which offers a variety of handmade leather products, Creative Journey Studios, a new Crabapple Market shop, that will feature unique jewelry. Watercolor artist Mary Booth Cabot also joins this year’s lineup.

Attendees can tune into SEC football

once their shopping spree is over. Gas South and Magnolia Golf have partnered to set up a large display that will show games throughout the event.

Local artists from the Milton’s Got Talent competition and bluegrass band Mars Hill Porch Pickers will provide live music.

Activities for kids will be set up, including a bounce house, a bungee trampoline, a mechanical bull and interactive games.

Feeding the hungry crowds this year are Milton’s Cuisine, Cans Taqueria, Mugs on Milton, Cue, Purpose Snackery, Squeezie’s Lemonade and Around the Block Cheesesteaks.

Attendees are encouraged to park at Crabapple First Baptist Church, Crabapple Crossing Elementary School, Northwestern Middle School and Milton High School. Shuttles will be provided from Crabapple First Baptist. Vendors and those in attendance should not park at Crabapple Market or in any neighborhood.

A detour will begin this Friday at 6 p.m. to divert traffic around Crabapple Road between Birmingham Highway and Itaska Walk. The route will direct traffic along Heritage Walk to Birmingham Highway. The detour will be in effect until 10 p.m. on Saturday.

National voter registration deadline set for Oct. 9

By JULIA GROCHOWSKI julia@appenmediagroup.com NORTH FULTON, Ga. — The deadline to register for the Nov. 6 general and special midterm elections is fast approaching. Those who plan to vote must register by Tuesday, Oct. 9.

Anyone unsure about their voter status or who wants to change their information should visit the Secretary of State website, mvp.sos.ga.gov.

Eligible voters can register online at registertovote.sos.ga.gov, by mail or in person at the Georgia Department of Driver Services.

To use Georgia’s online voter registration system, residents must have a valid Georgia driver’s license or identification card issued by the Georgia Department of Driver’s Services with signature on file.

For those without a valid driver’s license or identification card, the link allows residents to print a paper registration to mail or deliver to the Voter Registration and Elections Office.

The ballots will contain several federal, state and local elections.

Milton to honor longtime City Arborist MILTON, Ga. — Milton will celebrate City Arborist Mark Law on Oct. 11 at City Hall for his dedication to the city ahead of his retirement. The nearby community and Fulton County colleagues are invited to attend a public celebration honoring Law and his contributions to the city from 1-4 p.m.

Over the last year, Law has been valiantly battling cancer while continuing his work with the city, and he is set to officially retire in November.

Law’s efforts enabled Milton to receive its first-ever Tree City USA designation in 2009, and his leadership helped ensure that Milton retained the designation every year since.

Law and Principal Planner Michele McIntosh-Ross partnered to design and install Milton’s first gateway signs in 2014.

Most recently, Law served in a critical role as the city sought to strengthen its tree canopy preservation ordinance.

Finding ways to preserve and showcase the elements that make Milton special has been a passion of Law’s since he first

joined the city in 2006. Milton High School to feature two one-act plays MILTON, Ga. — Milton Theatre Company will produce “1940’s Radio Hour” and “Einstein’s Dreams” as two of their three One Act Play competition pieces this fall.

Both shows will first run for two nights Oct. 11 and 12, back to back, at Milton Theatre. The troupe will then travel to compete in the Georgia Thespian Conference.

“1940’s Radio Hour,” directed by Michael Vine, is a musical one-act show.

In the show, Fabled WOV, a New York radio station, takes to the air at the beginning of World War II to record a live broadcast of The Mutual Manhattan Variety Cavalcade from the Hotel Astor’s Algonquin Room on Dec. 21, 1942.

Harassed producer, Clifton Feddington, copes with a difficult lead singer, Johnny Cantone, as well as a delivery boy who wants a chance in front of the mic. Based on Alan Lightman’s best-selling novel, “Einstein’s Dreams,” directed by David Hopkins, is set in Switzerland in 1905.

Centennial prevails over Alpharetta in another series thriller

By JOE PARKER joe@appenmediagroup.com ALPHARETTA, Ga. — The Alpharetta and Centennial rivalry series served another exciting battle Friday night with the Knights winning a tight contest to improve to 3-0 in Region 7-AAAAAA play.

This contest was the fourth straight meeting between the teams decided by one score, Friday’s contest could have been decided earlier.

Centennial led 7-3 with under five seconds remaining in the second quarter when Alpharetta’s Bryce Trout lined up for a 39-yard field goal. The Knights blocked the kick, but as the ball was scooped by a Centennial player, an official blew a whistle, calling the play dead.

As the Centennial band entered the field and players made their way to the locker rooms, officials called the players back out. Due to the errant whistle, and with no penalties on the play of the legal kick, officials called the kick to be replayed.

Trout converted his second attempt, sending the Knights’ stands and sidelines into an angered frenzy.

However, the Knights came out on top with stout defensive play, a touchdown pass from Max Brosmer to Freddy Fairley early in the fourth quarter and a stop on the final play of the game.

“I couldn’t be prouder of my kids and my assistant coaches,” head coach Michael Perry said. “[The blocked kick whistle] was the most horrendous call I’ve seen in my life, but we said at half-

time that’s like life. So how are you going to respond?”

The Knights’ defense answered the call by holding the Raiders off the scoreboard in the second half despite 210 yards passing from quarterback Will Gerdes and 124 rushing yards from Kevin Watkins.

“The defensive effort was tremendous, and I’m especially proud of how our secondary played because Alpharetta has some great receivers.”

Alpharetta also helped Centennial’s cause with dropped passes and costly penalties in Knights’ territory.

The Raiders defense also had a strong showing, but the Knights found pay dirt by chipping away and with an 80-yard touchdown from Brosmer to Richard Shaw in the second quarter.

Brosmer was 17-25 passing for 245 yards.

Shaw, Drake Mason and Freddy Fairley each had four crucial receptions in the absence of standout Julian Nixon who is out for the season with an injury.

“Everybody counted us out when Julian Nixon got hurt,” Perry said. “Freddie and Drake, my two outside receivers, they played outstanding tonight.”

Alpharetta set up a thrilling finish by driving to Centennial’s 19-yard line with five seconds remaining. However, Kevon Angry interception Gerdes on a desperation pass to the end zone to ice the game.
