Markets expected to stabilise in 2014 The year 2013 was an eventful year for the Indian Real Estate sector with the introduction of Real Estate Regulatory Bill and Land Acquisition Bill in the parliament. The year was mired by existing challenges such as subdued sales, piles of unsold inventory and builders facing the liquidity crunch. It is very difficult to forecast anything in India as the real estate market is not subject to a fixed pattern. A great degree of political uncertainty, liquidity issues, high interest rates and cautious sentiments are expected to be the cause of worry in 2014 too. The only positive energy in this sluggish sector springs from the fact that the sales, though slow, are not stagnant. India’s real estate market has been faltering for quite some time as the economy remains under stress. Realty prices have been surging in an unprecedented manner unlike income levels which are not rising. The price increase is mostly speculative and can be attributed to the predominantly capital-driven nature of the sector. As we move into 2014, it is important to gauge the mood of home buyers in terms of their desire, aspirations and fears from the upcoming year. Makaan. com, conducted a research, ‘Property Forecast 2014’. The research was conducted in November 2013 among 2058 home buyers across Mumbai, Delhi NCR, Bangalore, Chennai, Hyderabad, Pune, Kolkata, Ahmedabad, Chandigarh, Indore and more. The main highlights of the research revealed property market in 2014 will be driven by end users: Speculators and Investors have been riding the property market since a long time; however, they will make way for end users in 2014. Majority of home buyers want to purchase a property in 2014 for self use as they are currently staying on rent. An almost equal number of home buyers want to buy property to meet the growing family requirements and for long term investment. The analysis shows that the year 2014 may experience a positive shift from the earlier years and will bring in the much required stability in the property market. As the property transactions have fallen over the past 12 months, speculators and investors are finding it difficult to exit the market. Residential property prices will either stabilise or will appreciate marginally in 2014. This issue of Horizons is dedicated to the growing role of Visakhapatnam as a real estate destination in the backdrop of the changing political scenario of Andhra Pradesh. The cover story ‘Brand Vizag all set to take off’ dwells on the growth drivers that have catalysed the development of the city as a global business destination. There is a beautiful piece on an ‘Escapade to Rajasthan’, giving a vivid description of the great fun and pleasant change that APREDA members had during the trip under our section on Special Report. National Rental housing plan by 2016
T
he country's first government approved rental housing plan, under which 7627 houses would be constructed across 19 cities, will be ready by 2016. Targeted at economically weaker section households, the rent of each house will vary between ` 1,000 to ` 2,000. "The projects were sanctioned during the last six months. Once ready, they will go a long way in addressing the acute housing shortage in the low income category," said housing and urban
poverty alleviation secretary AK Misra. The ministry has sanctioned 25 rental housing projects worth ` 450 crore in nine states under Rajiv Awas Yojana, the Centre's flagship programme to provide affordable housing for slum dwellers. Under the plan, households with an annual income of upto ` 2,00,000 would be eligible to apply. The funding would be shared jointly by the Centre and the state.

Housing shortage in urban areas: NHB
T
he housing shortage in the urban areas has touched 18.78 million units, where 95% of the shortage is in the economically weaker section and low income group, a report by the National Housing Bank (NHB) said. The Report on Trend and Progress of Housing in India - 2013 said the housing trend during the year witnessed supply side constraints including lack of availability of land and finance at reasonable rates.
It added that demand drivers include the growing middle class and urbanisation. It noted that outstanding housing loans of banks as on March 2013 was R4.62 lakh crore, while gross non-performing assets in housing loans have remained below 5% in the past three years. At an NHB event recently, MoS for finance Namo Narain Meena releasing the report said, "Investments in housing are known
to trigger growth impulses across the entire economy, which have significant impact on income, employment and GDP." Housing shortage coupled with urban poverty are constraints to inclusive growth and need attention, the minister said. Urban growth across the world is projected to double from 3.3 billion in 2007 to 6.4 billion in 2050, he said, adding that much of this will take place in developing countries.

Focus on affordable and mid-end segment in 2014
W
hile some cash-strapped property developers are still going slow on land acquisition deals, a few of them are firmly back in the ring. Despite the slowdown in flat sales, inadequate fund supply and stringent land acquisition rules, these property developers are striking big-ticket land deals like never before. Bangalorebased Brigade Enterprises recently bought 2.25 acres of land at Hebbal (Bangalore) from Hindustan Coca-Cola Beverages for around Rs 69 crore. Tata Housing, a subsidiary of Tata Sons, entered into an agreement with Alstom T&D India to buy its manufacturing unit spread across 20 acres in Bangalore for Rs 120 crore. Meanwhile, Mumbai-based Lodha Developers went a step ahead and entered the UK market with the acquisition of Macdonald House

at Grosvenor Square in Mayfair, London. With the introduction of the new land policy which has become effective from January 1, 2014, the government will not acquire land from developers and they will have to pay much higher compensation to landowners and project-affected people. The strategy of land buyers is expected to be the same as in 2013 with some changes expected post-elections based on the confidence of investors and funds. Year 2014 is expected to witness a large number of small-sized deals with investors preferring to lock in lesser amounts in each project. "The focus of many developers is seen to be shifting towards affordable and mid-end residential segment rather than the high-end segment," said Sanjay Dutt, executive managing director – South Asia, Cushman & Wakefield.The

trend of developers converting their land banks into plots and opting to sell plotted developments rather than built residences may also pick up. Areas demarcated as manufacturing zones, industrial corridors or those witnessing major infrastructural improvement in terms of national highways and airports will also witness some activity. Junctions where ring roads meet important roads in cities like Bangalore, Chennai, Kottur in Hyderabad, NH8 and Dwarka expressway in NCR, besides Delhi-Mumbai Industrial Corridor, Chennai-Bengaluru Corridor, Chennai western corridor, PuneShirwal area, near Chakan, are some areas that may see a spurt of activity over the year. Even Tier II cities that fall on these corridors have potential for activity along with cities like Nagpur, Nashik and Bhubaneshwar.

National IIT profs re-think building techniques
H
ow about living in a house where you don’t need to switch on lights during daytime or you don’t need a plumbing or a wiring job done ever? These are some features of the futuristic houses being designed by some of the finest brains of the country in an endeavour to bring down the cost of construction by 20-40 per cent. Some 20 IIT professors, in collaboration with the Ministry of Housing, are working on a pilot project that will not only bring down the cost, but also reduce the time required to build a house. The Government has given the IITs the mandate to develop a model with flat size in the range of 21-27 square metres (approximately 210-270 sq ft). B. K. Chakravarthy, Head, Industrial Design Centre at IIT-Bombay, said the main idea behind the project is to create an integrated solution for energy
efficient and eco-friendly houses and high-quality mass production of building materials that can bring down the cost
of construction by 10-20 per cent in the urban areas and by 40-50 per cent in the rural market.

Govt's hurried FDI measures cutting no ice
M
onths before the Lok Sabha elections, the government seems to be trying to make up for lost time, at least in decisions on foreign direct investment (FDI). It is soon going to throw open sectors like the railways for foreign participation — something controversial until a couple of years ago. Also, foreign players might soon be allowed to sell to consumers anything from locks to laptops online. But, the question that looms is: Who are these players and are they really interested? A discussion paper on allowing FDI in e-commerce was floated by the commerce & industry ministry recently. Besides, the Department
of Industrial Policy and Promotion (DIPP), the nodal agency for FDI, is keen to push foreign investment in low-cost housing. But where are the takers? A top official involved in formulation of the FDI policy told the government was trying "to do its best" in bringing reforms by allowing more FDI in some crucial sectors but was finding it hard to find investors. According to experts, the government has taken a flurry of measures to relax the country's FDI norms, but investors have shied away from putting in money due to the fear of a rollback of decisions later. "Investor sentiment is hurt. It is
deeply harmed by the fact that there is no stability, certainty and predictability in policy decisions today. As an economy, we have hit the rock bottom. Investors have gone into a wait-and-watch mode so far as FDI is concerned. They are now waiting for the new government to come in. The fear of a rollback is always there," says Punit Shah, co-head (tax), KPMG. According to the 12th Five-Year Plan, the country will require $1 trillion to upgrade its ailing infrastructure, such as the highways, ports, railways and airports, which will be crucial for the growth of the economy.

Cement consumption may go up by 8-9%

ement consumption in the country is expected to rise by 8-9 per cent over the next year, taking estimated cement consumption in 2013-14 fiscal to about 280-285 million tonnes (mt), from around 260 million tons in 201213 fiscal, the Cement Manufacturers Association said recently. "The slowdown in the economy, including dried up

investments in infrastructure, has adversely impacted the cement industry and its capacity utilisation. Aggressive efforts need to be undertaken to catalyse the industry," Puranmalka Whole-time Director, UltraTech Cement, who has been elected as its new President for 2013-14, said.

National Appoint regulator to implement forest policy: apex court
T
he Supreme Court recently directed the Centre to appoint a national regulator to oversee the implementation of forest policy, rejecting the contention that there was no need for such a body. A threejudge Bench headed by Justice A. K. Patnaik also ordered the Centre to file an affidavit on compliance of its order by March 31. “We direct the Union of India to appoint a regulator with its offices in as many States as possible,”
the Bench, also comprising justices S.S. Nijjar and F.M.I. Kalifulla, said while rejecting the plea of the Ministry of
Environment and Forests (MoEF) that there was no need to appoint a regulator to oversee the implementation of forest policy. The Bench made it clear that the clearances under the Forest Act would be granted by the MoEF but the regulator will see the implementation of the Forest Policy of 1998. Further, it said that the Environment Impact Assessment (EIA) notification of 2006 would now be dealt with directly by the national regulator for every project.

Flat owners not ‘owners’ of common facilities
T
he Supreme Court has ruled in a landmark judgment that a colonizer must provide schools, hospitals, community centres, and other community buildings in group-housing complexes, and that the land over which these facilities are raised belong to the colonizer. The Supreme Court ruled that a colonizer has "undivided interest" in
common areas and facilities including schools inside a housing complex. The judgment says, "...the ownership right over the land earmarked for schools, hospitals, community centres and other community buildings referred to in Section 3(3)(a)(iv) of the Development Act of Haryana vests on the colonizer." The judgment will have a far-reaching
implication in the development of townships. The judgment says, "The colonizer has to provide those facilities in discharge of its legal obligations under the Development Act and the Act itself has recognised its or his legal ownership over the area set apart for those facilities under Section 3(3)(a)(iv) of the Act."

Mumbai property owners get tax relief
P
roperty owners in Mumbai have received interim relief from a new capital value-based property tax regime that may increase taxes by up to 300%, with the Bombay High Court intervening in the matter. The high court has allowed property owners in Mumbai and its suburbs to pay taxes as per old rates along with a 25% differential between the old and proposed system until a final decision is made. Several entities including the Property Owners' Association had in October moved the court against the imposition of the new property tax regime with retrospective effect from April 2010. The proposed tax calculation system is based on the capital

value of the property, factoring the ready reckoner value on the basis of age, price, location and type of property. The earlier

system was based on a ratable value that represents annual rent the property is or can be leased out for.

National Highway projects hit the PPP roadblock
I
ndia has had the largest road implementation programme in the public-private partnership (PPP) mode globally. But of all the projects undertaken till date, only 32 per cent of the awarded ones, accounting for 21 per cent of the total target length and 16 per cent of the total cost, are fully complete. The data
excludes partially completed projects. That said, 35 projects to develop 5,245 km of road are yet to get the appointed date. In effect, construction work is yet to start on 14 per cent of the projects and 24 per cent of the road length involved, according to data by National Highways Authority of India (NHAI).
The PPP experience in the road sector of India has witnessed many roadblocks. There were overoptimistic bids that further got messy with the Government’s own unpreparedness in meeting its obligations — acquiring land on time. These delays have added to the costs and for over a year now, several Government agencies have been trying to renegotiate the stressed projects, further pushing up the public costs of PPP projects. In 201213, as GDP growth slowed and funding costs increased, there was a 17 per cent drop in total investments on roads against last year, driven by a 23 per cent drop in private sector spending. With indications that 2013-14 could face a similar situation, isn’t it reason enough for the Government to move away from PPPs and start spending money on building highways?

Infrastructure reforms to accelerate project execution
T
he country's infrastructure sector, grappled with several challenges such as policy delays and financing issues, expects the situation to improve after a couple of quarters as some reforms initiated by the Government would yield results by then. Diversified companies such as GVK, Lanco and GMR, which have a portfolio of gas-based projects, have been adversely affected by poor gas supply from the KG Basingas
producing fields, off the Andhra coast. Three broad challenges infra companies face have been identified — policy delays and clearances, financing issues such as high interest rates and poor liquidity, and fuel concerns for power projects. The next the financial year (2014-15) is expected to be better as some of the reforms initiated by the Government get implemented. It is also expected that
the liquidity situation would improve. All these would attract overseas investors back to projects in India. The year 2014 is expected to see a series of stake sale deals in the road, airport and power sector assets. Several companies are close to inking deals. These include the NCC-Gayatri power plant in Andhra Pradesh, and GVK's airport and Lanco Infra's power stake sale plans.

VAT applicable on under-construction industry
I
n case of a property that is under construction, Value Added Tax (VAT) is leviable. The issue has been subject to judicial review in various courts. The Supreme Court has reaffirmed this in a recent case. According to the Supreme Court, VAT will apply to a property that is under construction. It will be applicable on a building contract. In the case, a developer developed the property of a landowner. A certain percentage of the

developed property was provided to the owner and the developer had the rights to the rest of the property. The developer then executed sale agreements with buyers, who were to get possession of the fully-built flats along with an undivided interest in the land. The court held that such a sale agreement will attract VAT as a tax on transfer of property in the goods involved in the works contract.

State Land to lift Vishakhapatnam port revenues
T
he new land use policy, approved by the Union cabinet recently will pave the way for India's 12 major ports to optimise land use in about 2.65 lakh acres. Industry experts say while this is a step forward for port authorities to monetise their land, ports will seek more clarity on the policy. Under the new policy, the major ports can allot the land owned or managed by the port trusts through licences or leases and the valuation of the land will be done based on the market value set by TAMP, that is, the Tariff Authority for Major Ports. Kahlon says while a proposal for non-operational activities on land is desired at the Kolkata port, the policy approval will lead to higher revenues at the Vishakhapatnam port. “The Vishakhapatnam port will see an uptick in revenue as the port would be able
to lease out land on a long-term basis for storing and processing commodities like iron, coal and fertilisers. But the leasing of land will take some time as it needs more planning on the part of ports.” With the new policy, land can be leased up to 30 years by a port with the approval of its board of trustees. Leasing above 30 years, and for a maximum of up to 99 years, will need the shipping ministry's approval. According to the new guidelines, ports can lease out land through a tender to develop storage facilities and cargo-related activities. Agencies essential for the functioning of the port, like customs, health, electricity and government schools and colleges, would get a discount on rents of up to 75% from the port trusts.

Six out of 14 infra projects from AP under CCI consideration
A
mid the government's intent to fasttrack infrastructure development, 14 projects worth over 33,000 crore in various areas are expected to be considered by the Cabinet Committee on Investment shortly. The projects are in the sectors of industry, petroleum and natural gas, power, road transport and highways, shipping, textiles and railways. Out of the 14 projects, six are for Andhra Pradesh, four for Maharashtra, three for Karnataka and one for Jharkhand, sources said. These projects, pending clearances on
various counts including environment, are being put up before the CCI amidst the government’s intent to push infrastructure development to shed the perception of policy paralysis. Prime Minister Manmohan Singh made it clear during his press conference on Friday that the government would push reforms in its remaining period while acknowledging that infrastructure bottlenecks and delays in projects clearances had influenced and contributed to the economic slowdown. In the power sector, projects worth 8,214 crore are on the agenda of CCI's consideration. These are a 1,320
MW Bhavanapadu Thermal Power Project and a 300 MW Kaizen Power project proposed to be set up in Andhra Pradesh. Three projects worth 7,400 in the industry sector have also been lined up for consideration —a Pulp and Paper Project by ITC in Andhra Pradesh and a paper project of the Andhra Pradesh Paper Mills Limited, which involves foreign direct investment. With regard to the petroleum and natural gas sector, two projects worth 5,898 crore are under consideration — an LNG project and Resitement of Marketing Terminals project in Andhra Pradesh.

Coastal Andhra, Mahabubnagar to have solar cities
A
ndhra Pradesh will have two solar cities – one each in Telangana and coastal Andhra regions. They will be developed as part of the national plan unveiled by the Union Ministry of Renewable Energy. The Ministry has identified Vijayawada in coastal Andhra and Mahabubnagar in Telangana regions to be developed as solar cities. The MNRE has so far given in principle approval for 54 locations in the country to develop solar cities. In 2011, it announced a national plan to develop 60 solar cities. The master plan for Vijayawada city has been prepared with an estimated cost of Rs 256.50

crore for various projects on solar grid connected and off grid applications, waste to energy, bio-methanisation, solar water heating systems etc. In

State VUDA row house auctions in February
T
he Visakhapatnam Urban Development Authority (VUDA) is conducting an open auction on February 15 and 16 for disposal of row housing bungalows constructed at Rushikonda. Applications will be received online till February 10, according to ViceChairman N. Yuvaraj. Applications for allotment of row houses for staff quarters and guest houses will also be accepted from the public, public sector undertakings, IT companies, MNCs and other interested parties. Public or private companies can apply for bulk allotment for the purpose of staff quarters and
allotment will be done in accordance with the auction norms. Similarly,
allotment will be confirmed on receipt of single application for a particular unit.

Investment inflows in AP fall during Sept 2012-2013
T
he outstanding investments attracted by the real estate sector across top 20 states of India dipped 6 percent between September 2012 and 2013 from over Rs 15.39 lakh crore to Rs 14.51 lakh crore, according to industry body Assocham. The real estate sector suffered turbulence in 2013 due to economic slowdown both globally and domestically, liquidity crunch, unstable currency, high input costs, labour shortage, high interest rates and growing inflation, according to industry body’s analysis –‘Real Estate Sector: Outlook for 2014’. Outstanding investments include all projects under various stages of announcement or
implementation. Jharkhand, Haryana, Madhya Pradesh and Andhra Pradesh have seen decline in investment inflows in the realty sector during the same time. On the other hand, Bihar, Jammu and Kashmir, Assam, Orissa and Uttar Pradesh have seen a surge in investments attracted by realty sector, the report said. Of the total investments, Maharashtra accounted for 20 percent investments, Gujarat 13 percent, Haryana 11.2 percent, Karnataka 11.1 percent, Uttar Pradesh 9.8 percent and AP 9.6 percent as of September 2013. The report said there has been a lull in the real estate sector in AP since September 2011,
when the sector attracted investments of over Rs 1.47 lakh crore. In AP, about 72 percent of total outstanding investments in the realty sector were under implementation as of September 2013 while nationally over 68 percent of total investments were under implementation. To perk up the real estate sector, Assocham suggested a single window clearance system to clear projects instead of seeking approvals from regulators and multiple authorities to save time and costs. It also suggested industry status and that the limit of interest deduction on housing loan should be increased to Rs 5 lakh from Rs 1.5 lakh.

Hyderabad Properties near metro stations can be turned commercial soon
L
and owners having properties within 300 metres of the proposed Hyderabad metro rail stations would soon be able to utilise their properties as per the new guidelines on Transit Oriented Development (TOD) prepared by the HMDA. Under the new rules, owners can use their property for developing malls, office spaces, hotels, restaurants, service apartments, hospitals, health clubs, high street retail

business, entertainment zones or hostels, apart from residential purpose. Officials said 19 locations have been identified for such development – Miyapur, Kukatpally, Balanagar, Moosapet, Bharatnagar, Ameerpet, Punjagutta, Erramanzil, Khairatabad, Nampally, Nagole/Uppal, Tarnaka, Mettuguda, Parade Grounds, Rasoolpura, Hitec City, Raidurg, LB Nagar and Moosarambagh.

Hyderabad High Court ruling on Vacant Land Tax
T
he High Court has ruled that the Greater Hyderabad Municipal Corporation has no right to levy tax on vacant lands other than the land appurtenant to buildings. A bench comprising Justice G. Rohini and Justice Challa Kodanda Ram declared that levying of tax on vacant lands other than the land appurtenant to the buildings as
provided under Section 212 (2) of the Hyderabad Municipal Corporation Act was illegal. K. Rajiv, a resident of Jubilee Hills, moved the court challenging the notice for a tax of Rs 2,44,753 on the vacant land. He told the court that he had applied to the GHMC to construct a house and the permit was given in 2008, and construction completed in 2010. He
said GHMC had demanded vacant land tax for 2006-10. Rajiv said there was no provision for vacant land tax in the Act. The HC directed the GHMC to calculate property tax in the manner explained in the judgement in the Himayatnagar Ratepayers Association vs the Hyderabad Municipal Corporation Commissioner case.

Special Authority for ITIR

o make Information Technology Investment Region (ITIR) a reality, a special authority, 'Hyderabad ITIR Development Authority', will be set up soon. The authority is likely to be under the AP Industrial Infrastructure Corporation (APIIC) as the latter would act as nodal agency for the ITIR. The special authority, covering about 202 square (sq) kilometres (kms) in Hyderabad and Rangareddy districts, would be constituted by the municipal administration and urban development (MA&UD) department under the AP Urban Development Act, 1975, on the lines of the Petroleum, Chemicals and Petrochemicals Investment Region (PCPIR) in Gujarat. A detailed master plan (as an annexe to the existing master plan) would also be prepared by the APIIC by integrating the ITIR with the Hyderabad Metropolitan Development Authority (HMDA) master plan. The MA&UD department would soon notify the delineated area. The
information technology, electronics and communication (ITE&C) department has asked the GHMC and HMDA to conduct feasibility studies for extending existing MMTS connectivity from FalaknumaUmdanagar-Airport route to ITIR and also connectivity to Outer Ring Road (ORR) from radial roads.
The new authority will issue building permissions, take care of land use, provide and maintain basic amenities like roads, water, sewage and also collect property tax in ITIR on the lines of Industrial Area Local Authorities (IALA). The IT, ITeS firms and IT campuses planning to set up shop in ITIR would be exempted from zoning regulations, where they could convert their allotted land for other purposes (residential, commercial, institutional or public-semipublic, industrial, conservation and agricultural use zone). The firms need not pay any land conversion charges to the authority. The firms that come up in the ITIR could also hold huge extent of land since there was no necessity to file any declaration or obtain permission of Urban Land (Ceiling and Regulation) Act, 1976, as the Repeal Act 1999 was adopted by the state. However to claim exemptions, the firms should be notified by the IT&C department.

Merger of 36 villages with GHMC cancelled

he bifurcation of the state might have gravely upset many within a divided Andhra Pradesh (AP), but it's local real estate industry surely has reasons to cheer. The five out of the seven urban development authorities (UDA) of AP namely- Hyderabad Metropolitan Development Authority (HMDA), Visakhapatnam Urban Devlopment Authority (VUDA), Vijyawada-GunturTenali-Mangalagiri Urban Development Authority (VGTMUDA), Kakatiya Urban Development Authority (KUDA) and Tirupati Urban Development Authority (TUDA) are expected to see a surge in business according to market analysts. Quli Qutub Shah Urban Development Authority (QQSUDA) and Sri Satya Sai Urban Development Authority (SSUDA) being the other two out of the seven UDAs of AP, where not much is happening as of now. While the surge may vary across the UDAs based on various factors, HMDA being the part of joint capital of Telangana and rest of Andhra Pradesh state will see significant growth and KUDA being in close proximity to the capital region will have a relative positive impact. In the rest of AP VUDA and VGTMUDA are emerging as the two realty hot spots with also some significant positive impact on TUDA.

Although people are now willing to go beyond the hills, but the city is expected to grow 35 kms towards south upto Aganampudi and 40 kms towards northwest upto Vizianagaram as per the ongoing development works of the government.”

The area also includes 1218 villages with a projected population growth of 61 Lakhs by 2021. The region endowed with rich mineral, water and forest resources is under tremendous change due to rapid industrialisation and development. As per the VUDA Master Plan for 2021 a series of ongoing as well as proposed developments including SEZ, Pharma city, industrial development clusters, tourism projects are expected to accelerate the pace of growth in the region. Abundant availability of government land gives wide scope for infrastructure development here. Drivers of growth Visakhapatnam provides good connectivity: Barring Hyderabad, it is the only city with good infrastructure comprising of two ports- Vishakahapatnam Port and Gangavaram Port, international airport,
rail connectivity to major cities and is centrally located between Kolkata, Chennai and Hyderabad. The city with a natural land locked harbour on the east coast and situated along national highway 5 provides good connectivity. The government has been widening and improving road linkages in areas such as Beach Road, NH-5, Rushikonda, Duvvada and Kapuluppada. Also, there are plans to construct a rapid transport system for buses in the next seven years. Vizag is growing at a considerable rate, affecting surrounding urban centres especially, Vizianagaram and Gajuwaka. Skilled work force and the socio-cultural edge: Vizag has easy availability of cheap, skilled, hard working labour locally as well as from adjoining regions; a large cosmopolitan English speaking work force backed by well developed infrastructure along with low cost real estate values makes it an attractive and affordable market. Balanced mix of all communities devoid of communal feelings is another advantage towards promoting stable growth. This burgeoning megapolis is a peaceful city owing to its cosmopolitan
nature and by virtue of its location stands as the socio-cultural hub of the Andhra and Rayalaseema areas. Resurgence of IT & ITES: Vizag IT/ ITeS revenues soared 20% to Rs 1,445 crore in 2012-13 as against Rs 1,200 crore in 2011-12. The employment generated by the city’s IT/ITeS industry too increased to 16,988 jobs from 16,000 jobs, contributing Rs 1,500 crore to IT exports in the last fiscal year. The government is coming up with an IT incubation centre in Vizag to be completed in the next two to three months. AP government has proposed an ITIR spread over 12,000 acres as per Centre’s norms. It will attract an investment of Rs.50,000 to Rs.60,000 crore. IT SEZs at several places including Rushikonda, Madhurwara, Nakkapalli and, Kesarapalli have come up. The Society for Applied Microwave Electronic Engineering and Research (SAMEER), under the purview of the Ministry of Communications and Information Technology, government of India has decided to set up its campus in Vizag with an initial investment of Rs 80 crore. Education, Research and development: Vizag is considered a centre for education in Andhra Pradesh and there are a number of primary and high schools and colleges in the city. In addition to state-run schools there are a host of private institutions, missionary schools and colleges. The Indian Maritime University, National Institute of Oceanography, Andhra University imparting courses in arts, commerce, science and technology, engineering, IT, business management, law and pharmacy has helped to turn the place into an educational hub. Plans are afoot to set up an IIM and an Indian Institute of Information Technology. Integral Institute of Advanced Management (IIAM), Andhra Medical College, GITAM University, more than 50 engineering colleges, Damodaram Sanjivayya National Law University are among the prominent educational institutions located here. National Scientific technological laboratory, India's nuclear submarine projects are some of the research development facilities present here. Emergence of health care and pharma industry: Vizag has a fairly developed health care infrastructure. Multispecialty tertiary care facilities such as Care, Apollo, Manipal Hospitals are present. Tata Cancer and Advance Research Centre is coming up at Aganampudi in Vizag. Four big hospital groups including Apollo and CARE are coming up in the Health City project at Adarshnagar here spread over an area
of 100 acres. Aimed at showcasing Vizag as a hub for medical tourism for NRIs and others from the Middle East and South East Asia, the Health City with world-class facilities is expected to attract massive investment. The city is also the fastest emerging pharmaceutical hub of AP. In Jawaharlal Nehru Pharma City (JNPC) at Parawada major pharma companies like Lupin, Biocon, Hetero Drugs, Arked Chemical and Andhra Sugars have together invested around Rs 500 crore in land here. As a part of a JV between APIIC and Ramky group the pharma city has been developed on 1,400 acres. At present, 36 units are in operations here besides another 26 are under construction employing around 5000 people. Global hospitality and tourist destination: The City of Destiny has emerged as a global hospitality and tourist destination on the east coast of India. She said The government is keen on taking up Arogyadham, Science and Entertainment City, ropeway at Yendada, theme park, wonders of the world and international convention centre to put the city in world tourism map with an investment of around Rs.850 crore. VUDA had already identified 30 acres of land in Kapuluppada for the Science City and sent proposals for its approvals from the concerned authorities. Visakha-Bheemili Beach RoadTourist Corridor: VUDA has taken up the widening of existing road between Visakha and Bheemili into a four-lane corridor. This project not only provides state of art transport facilities between the two major tourist port locations, but also imparts global recognition to tourism at Visakhapatnam. The 26 km road all along the beach from Visakhapatnam to Bheemili has landscaped avenues, view points on beachfront at selected places on either side. Swarnandhra Sagara Theeram, Kailasagiri, Tenneti Park, Kaartheekavanam, Thotlakonda, Bavikonda and Bheemunipatnam are the must-see locations on this Beach Road Tourist Corridor. Emergence of a retail hub: The Port City is fast emerging as a hotspot for retailers in South India thanks to the rising per capita incomes, a study by retail IT solutions provider Ginesys has found. Ginesys chief executive officer Prashant Lohia says, "The rise in discretionary/per capita income has given a boost to retail consumption in tier-II cities and towns like Vizag. These places have witnessed rapid improvements in infrastructure and logistics, enabling retailers to set up their outlets to cater to the growing demand." Vizag Metro Rail: The Centre has given an in-principle nod for the preparation of a detail project report (DPR) for the proposed Rs 4,000 crore Vizag metro rail project, Greater Visakhapatnam Municipal Corporation (GVMC) commissioner MV Satyanarayana said recently. The civic body would soon forward a report on the 'terms of reference' to the Centre for the finalisation of a consultancy agency to prepare the DPR for the project. The civic chief expressed the hope that the project would kick off in 2014. Projected growth: For the purpose of an integrated development of the region, growth centers, growth points and service villages are identified. The ever-growing need for housing is a critical issue. The total housing requirement in VMR for the additional population for horizon year 2021 is 2.94 lakhs. Eight new towns proposed would accommodate approximately 1.25 lakh new housing units.Visakhapatnam is witnessing an unprecedented growth due to all the above factors. It has been welcoming the quick appreciation of land rates from more than last five years. The growing NRI investments in luxury villas, apartments and farmhouses in the green environs of the city are also adding further to the growing real estate prices here. Even the commercial space sector is advancing with the setting up of large number of IT/ITES companies, malls, shopping complexes in the city. Escapade to Rajasthan
R Chalapathi Rao brings you the indelible memories of the trip that brought a pleasant change in the lives of APREDA members from their routine business chores.

thirty member strong group of APREDA members set on a sojourn of Rajasthan on 14th Dec, 2013. We were charged up with great enthusiasm when we gathered at our city’s Rajeev Gandhi International airport in the early hours of the morning and took a flight to Ahemedabad. Enthusiasm to explore some beautiful places together with fellow members sounded a fascinating experience. Each one with such diverse ideas, personality, thought process and yet at the same time enterprising in their own way promised to present an enriching experience. After reaching Ahemedabad we took a chartered bus to Mount Abu.

En route at 4pm we stopped over at Abu road.
Their after a wholesome lunch we visited the Solar plant erected by India One, which caters to the power requirement of Shantivan in close proximity. Shantivan is one of the facilities of Brahma Kumaris that has come up in the recent years, 6 kms away from Abu road on the way to Mount Abu to impart spiritual education and training. The main attraction here is its awe-inspiring massive Diamond Jubilee Hall. This simple yet elegant structure has the distinction of having the capacity to accommodate about twenty thousand people at a time. Here we heard an hour long discourse. It was seen to be believed the spectacle of the huge kitchen and dining halls there with modern gadgets and equipments with capacity to prepare food for thirty five thousand people, three times a day. On that day we were told 19,000 people had breakfast, 18,000 had lunch and 21,000 had dinner. The visit to the Godly Wood Studio in the campus kept members captivated previewing one of the programmes. The world famous Dilwara temples with rich and intricate marble carvings left us awestruck, pondering over the workmanship of the artistes. These marble carvings are over a thousand years old. You would be compelled to wonder that when modern sculpting gadgets were unavailable at that time how they managed to create such masterpieces.

After lunch we proceeded to Udaipur by our chartered bus. By the time we reached Udaipur it was late in the evening and we retired in our hotel rooms. With the ochre and purple ridges of the wooded Aravalli Hills stretching away in every direction, Udaipur has a romance of unmatched setting. Fantastical palaces, temples, havelis and countless narrow, crooked, colourful streets add the human counterpoint to the city’s natural charms. Surmounted by balconies, towers and cupolas towering over the Pichola lake, the imposing City Palace is Rajasthan’s largest palace. The main part of the palace is open as the City Palace Museum, with rooms extravagantly decorated with

mirrors, tiles and paintings and housing a large, varied collection of artefacts. It gives a good sense of Mewar history and the aristocratic lifestyle of its rulers. Next day i.e day three at Udaipur members visited City Palace Museum and Jagdish temple near the palace.We witnessed Rajasthani puppet show and folk dance performances at Bharatiya Lok Kala Mandal a cultural institution engaged in promotion of folk art and culture of Rajasthan. Members also enjoyed shopping Rajasthani handicrafts and artefacts at Saheli Bazar and Babu bazaar. On the fourth day early in the morning we resumed for Ajmer and Pushkar. During the course of our bus journey an interesting discussion on spirituality kept us engaged for almost two hours. Interesting presentations from Dr GB K Rao, G Hari Babu and other members shortened the waiting time to reach the next destination. On reaching Pushkar situated 11 kms. to the NorthWest of Ajmer we witnessed the holy Brahma Kund (lake) and had darshan at the temple of Lord Brahma. Sacred to Brahma, Pushkar boasts of its temple dedicated to him, which is the only one of its kind in the world. As per Hindu legend, a dip in the waters of Pushkar and worship at his temple ensure salvation. Soon we reached Ajmer and paid our homage to sufi saint, Moinuddin Chishti at his shrine-Ajmer Sharif. The shrine has the grave (Maqbara) of the revered saint.

During the course of the bus journey the members did not allow the excitement of the trip to die down inspite of a long and tiring day by keeping themselves entertained in a long session of Antakshari. On the fifth day we visited the Ranthambore fort, which stands majestically, atop a hill overlooking the entire national park. The view of the surrounding keeps getting better and better as you go up but the view from the fort itself can only be described as breathtaking. The fort was constructed

in 944 AD by Tatu Meenas and is located at the height of 700 ft above the surrounded plain. The fort is huge and spreads across vast geographical area of around 7 km in circumference. The fort offers many interesting architectural and historical sites worth viewing. We also visited three Hindu temples dedicated to Ganesh, Shiva and Ramlalaji constructed in 12th and 13th centuries from red Karauli stone inside the fort. And then went for the jungle safari at Ranthambore National Park. The serene view of the flora and fauna, innumerable species of birds, some local to the habitat while others migratory in nature, our encounter with the spotted dear, Sambar and peacocks elated our spirits and enlivened our hearts. After our night halt at Ranthambore on that day, next day in the morning we proceeded to Jaipur. On the way the breathtaking view of vast expanses of yellow, the spectacular view of the mustard fields in full bloom was the grand finale to our trip. On the way there was a discussion on health with presentations from Dr GBK Rao, Hari Babu, Shankar Rao and myself. In the evening on reaching Jaipur we boarded our flight back to Hyderabad. And as none can hold the moments of time in their hands. Our trip too came to an end. The fun of exploring so many new places in the company of our fellow APREDA members for a change enhanced the joy of this escapade multiple times. ast is an integral part of the present times and we cannot forget the past because of its close connection with the present. On today's date last year i.e. on 12th Feb, 2014, Late Shri Bhawar Lal Jain, whom we endearingly called Bhawar Bhai left us for his heavenly abode. Time passes by leaving its feathers. And in no time one year passed by since he left us forever. In this last one year we missed his presence in everything we did, be it the last APREDA elections, AGM or the run up to the fourth APREDA property show and during the course of the show.

his year Indian Institute of Architects (IIA) conducted its National Convention (NATCON) at Chennai hosted by IIA Tamil Nadu Chapter recently. As per the traditional practice of conferring award upon an IIA Member in India annually, this year ‘IIA out standing member award 2013’for contributing towards upliftment of architectural profession and the Institute as a whole in the country was given to Ar.Narasimham V.V.L the present Chairman of IIA A.P.Chapter by Dr. K. Rosaiah, Governor of Tamil Nadu. This is the First Time that any Architect from Andhra Pradesh state was given this award since its inception.

Symposium on Service Tax
comprehensive symposium titled ‘A to Z of Service Tax’ was organised by APREDA recently at Taj Deccan, Hyderabad. The workshop was open to all members of APREDA and their accounting staff. It was conducted in two sessions. The guest faculty for session I were Natarajan and P Dwarakanath of Swamy Associates, Chennai and the faculty for session II was V S Sudhir of Hiregange & Associates. Session I included the Constitutional validity of declared services and the applicability of service tax to real estate builders and developers. Session II covered joint charge and reverse charge, demand, interest and penalties and the audit aspects. The sessions were concluded with an open house for 30 minutes. Over all it was a very information and educative symposium.

Transfer Duty : Transfer Duty is applicable for all documents involving transfer of property at a uniform rate of 1.5%, except in the case of Gift deeds in favour of relatives and Govt Local bodies and UDA's, in respect of Panchayats in the state where the rate has been reduced to 0.5%. The collection charges in respect of Panchayats only are deductable @ 5%. NOTE: 1. Any document, not susceptible to valuation, attracts a fee of Rs.1,000/- 2. Any document, susceptible to valuation and not covered in categories (1) to (3) of Table of Fees, is leviable with a fee of Rs.500/- 3. As per C&IG’s Memo.No.S1/11217/2010, dt.26-072013, a document to be charged under Article 49 should be in favour of a person or persons having pre-existing right in the property and a transfer of self-acquired property

without consideration shall be treated as a gift and charged under Article 29. 4. As defined under Section 56(2) of I.T. Act, 1961, the following persons are relatives and gifts executed in their favour are chargeable to duty at 1% on M.V. : (i) Spouse of the individual; (ii) Brother or sister of the individual; (iii) Brother or sister of the spouse of the individual; (iv) Brother or sister of either of the parents of the individual; (v) Any lineal ascendant or descendant of the individual; (vi) Any lineal ascendant or descendant of the spouse of the individual; (vii) Spouse of the person referred to in clauses (ii) to (vi). 5. As per item Nos.108 and 123 of Notification No.13, dt.17-12-1938, gifts in favour of local bodies including municipalities and corporations and Government are exempt from stamp duty.
