Planning permission rules to be eased

People looking to extend their homes and businesses will have planning restrictions eased as the Government looks for ways to help boost the economy. Property owners will be allowed, for a limited time, to build much larger extensions than previously allowed without applying for planning permission, under changes announced by the Prime Minister and Deputy Prime Minister. It is hoped that the new Permitted Development Rights, which should make it easier for homeowners and businesses to build conservatories and loft extensions without weeks of bureaucracy, will help kick-start economic activity in the UK. Under the new rules, full planning permission will only be required for extensions of beyond six metres from the rear wall of any home for terraced houses and eight metres for detached properties. © Press Association 2012

New ‘green building’ courses launched The first apprentices studying sustainable building will start their studies this month.Nine UK colleges are offering a new Higher Level Apprenticeship in Sustainable Built Environment, which provides work-based learning to university degree level. Eligible candidates are A-level graduates with 80 or more UCAS points, Level 3 Advanced Apprentices, BTEC holders and people already working in the construction industry.

Guildford venue wins design award An entertainment venue in Guildford has scooped an illustrious modern design award in a regional competition.

Jay Gregson, an engineer for air conditioning specialist Carrier, was first to sign up for the course at Leeds College of Building. He will study towards an NVQ Level 5 in Construction Management (Sustainability) and a Higher National Diploma in Construction & the Built Environment. He said: “This new HLA qualification offers the best of both worlds because I’ll still earn a wage, the course is paid for by my employer and it effectively offers three qualifications rolled into one, so it will give me lots of career options.” © Press Association 2012

Opening in early 2012, and situated only minutes from the city’s banking and financial district, the hotel brings a new level of sophistication in a modern, cosmopolitan city. In order to design the five star deluxe hotel in Hyderabad, HBA worked with the Hyatt brand to create a contemporary environment that offers the discerning traveler an atmosphere of understated elegance and luxury, coupled with gracious service and the welcoming warmth of a personal residence. HBA took inspiration from their surroundings for the overall design. During the initial design stages, HBA designers spent time getting acquainted with the environment visiting local museums, viewing historical architecture and studying local culture and fashion. The result translates into Indian colors, patterns and fabrics that can be seen throughout the hotel. Indian motifs are found in the carpets which feature traditional henna patterns but are massively oversized in scale to look contemporary and not traditional. Silk accents and vibrant colors influenced by Indian saris also permeate throughout the hotel’s design. According to HBA Senior Associate Greg Bates, “The most distinguishable design feature in the seven story hotel is the open atrium. We were able to create a space that is both tiered and staggered allowing an enormous amount of light to break through. The space feels intimate because of the atrium’s cocooning affect.”

T

he Aviation Display Hall extension is a major new museum facility for the Museum of Transport and Technology (MOTAT)’s collection of historic aircraft. Developed from a masterplan DOVR SUHSDUHG E\ 6WXGLR 3DFL¿F MOTAT was designed to extend the H[LVWLQJ EXLOGLQJ RQ WKH IRUPHU ODQG¿OO site. At over 3000m2 the extension will enable MOTAT to house all of WKHLU DYLDWLRQ H[KLELWV VRPH RI ZKLFK are the only remaining examples in WKH ZRUOG LQ D SURWHFWHG HQYLURQPHQW IRU WKH ¿UVW WLPH Its design has been resolved as a timber interpretation of the hangar IRUP 8QXVXDOO\ IRU LWV VL]H WKH building structure is almost entirely fabricated from LVL [Laminated Veneer Lumber]. At 42 metres LQWHUQDO ZLGWK LW UHSXWHGO\ KDV WKH largest clear span of any LVL timber structure in New Zealand. The building houses inwardlyfocussed ‘black box’ exhibition spaces whilst the exterior provides visual expression and interest from the street frontage. Stricter CE marking is almost here - this is what you, the specifier, must know. At the moment, CE marking of construction products is voluntary - but in a few months time this will change. From next July, it will be a criminal offence to place a construction product on the market without a CE mark if it is covered by a harmonised standard. This includes all external doorsets and industrial doors (except for fire resisting doors). The Door & Hardware Federation, as the leading trade body representing manufacturers and suppliers of industrial doors, timber and metal doorsets and garage doors, has made a commitment that its members will be supplying products complete with CE marks from next July. DHF members are best placed in the market place to supply CE marked products. This is because, with DHF backing, they have complied with the necessary procedures in order to apply the CE mark. These procedures include testing their products in accordance with BS EN 13241-1:2003+A1:2011 or BS EN 143511:2006+A1:2010 as appropriate; implementing a factory production control system as required by the standard; and issuing a Declaration of Performance in order to apply the CE mark.

Acquiring the necessary understanding of the the legal obligations surrounding CE marking can be a time consuming process for the architect or specifier. However, by ensuring every CE marked doorset or industrial door or shutter is supplied by a DHF member, the specifier has peace of mind regarding compliance. There are other benefits, too, in choosing a DHF member company. In particular, the specifier is assured that every DHF member company abides by the DHF’s stringent Quality Assured standards of capability, customer service and quality. These are further backed up by DHF members’ adherence to a Code of Conduct governing members’ standards of workmanship, quality assurance, training, safety and business integrity. CE marked doorsets and industrial doors come complete with straightforward and unambiguous documentation. This enables the specifier to determine the performance requirements for an intended application, so ensuring he chooses the right product for the purpose. It gives the specifier vital assurance on quality control. The doorset supplier has complete control over the quality and compatibility of all

individual components and materials comprising the completed doorset. This ensures the product delivers dependable and consistent performance standards. It also gives the guarantee that the doorset supplier alone is responsible and accountable for the performance of the entire doorset. So whether the specifier is choosing industrial doors, shutters, or doorsets, the message is clear: to ensure legal compliance and consistent quality, specify these products only from DHF member companies. The Automatic Door Suppliers Association The Assurance of Safety and Quality Automatic doors are now a normal feature of many building types, from supermarkets to airports and from hotels to hospitals. Although they come in a variety of types, including sliding, swing, folding and revolving, what they all have in common is the need to conform to the highest standards of safety. This is where the ADSA – the Automatic Door Suppliers Association – plays a vital role. The Automatic Door Suppliers Association represents the common aims of suppliers and installers of door technology products and systems within the automatic door industry. ADSA members operate in retail and commercial premises, the public sector, banks and financial institutions, hotel and leisure facilities, hospitals, schools and airports. ADSA member companies supply over 90% of the UK market. They can advise on every aspect of automatic doors, from the initial selection and specification through to installation in order to ensure that clients end up with the right type of door for their particular requirements. “The basic questions users should ask are – will the installation comply with British Standard 7036:1996 covering safety of powered doors for pedestrian use and the guidelines laid down by ADSA which cover both the provision and fitting of safety devices? Are these devices being offered as standard equipment? Is the supplier able to offer the required after-sales support, including a long-term maintenance agreement? This invited competition design for Gonville and Caius College, Cambridge, is for a new boathouse incorporating student accommodation to replace the existing boathouse. The overall concept for the new layout is derived from studies of traditional boathouse models and, while the design has been developed in vernacular language, it has been interpreted in a contemporary manner. The proposal is in a conservation area, amidst residential development as well as other boathouses. The aim has been to knit the proposal to the existing fabric of the area and to respect the heights, scale and material of surrounding buildings while still promoting a unique identity for the boathouse, individual to the college. A challenging brief with a double ambition meant that the 2010 redevelopment of the Wellington International Airport Passenger Terminal required a unique and innovative design. The first task was to meet a set of complex technical specifications that included functionality, planning efficiency, economy in building materials and optimisation of the available pocket building site, heavily constrained by aircraft choreography. In conjunction with external apron works, the project involved the expansion of interior floor area, new retailing, linkages from the recently reconfigured passenger processing area, and an increase to eight aerobridge-capable gates from the original six. The project encompassed 3500m2, of which 2017m2 was additional floor area, including the new terminal building. Crucially, the brief also demanded the creation of a memorable visitor experience through a unique, edgy aesthetic that

embodied a strong sense of place. Connected strategically to the surrounding structures via a glass link that allowed the existing airport buildings to remain fully operational during construction, the new terminal building is a standalone structure. Its oscillating outline was derived from the indentations of aeroplane docks into the triangular site. The organic irregularity of this outline dovetailed with the concept of the building as a crusty, enigmatic rock – a gesture to the land’s geological past, recalling the craggy, sea-battered Wellington coast. A radical departure from airports worldwide, preoccupied with imagery of lightness and flight, the Rock terminal instead evokes the anchoring qualities of the land that rises to meet planes as they touch down and the coast that recedes away as they depart. Its copper finish provides unparalleled durability in a corrosive environment of sea air and aircraft fuel gases.

I

n late 2007, the Sunday independant ran an article in which incoming students detailed their reasons for choosing their respective universities, focusing particularly on the character and facilities of the campuses. Interviewed students summarised the UCD campus as ‘cold, too homogeneous and lacking in colour’. This terse but insightful article became emblematic of the

architects’ journey towards the development of the new UCD Student Centre. FKP Architects - Fitzgerald Kavanagh and Partners, commenced design in early 2008, conducting research of our own into UCD students’ perceptions of and aspirations for their campus. Students were invited to add an empirical rigour

to the inherently speculative design brief; their interviews recorded and published online to open the discussion yet more widely. The UCD student body has been for the very inception of this project, the decisive design generator.


This body of research became known as ‘A day in the Life’ because it revealed the fascinating diurnal cycle of use, reinterpretation and reuse unique to UCD’s shared spaces: how the same room hosts a very diverse range of uses during the course of a single day. As our design work progressively synthesised this new understanding of life on campus, a functional, sensual and conscientious architecture with individuality and personality emerged as our ultimate goal. UCD originally conceived this project as a modest 7,000 square metre extension to the existing student centre, which was built in 2001, and called an EU- wide architecture competition to appoint a design team. FKP Architects winning entry revisited the original master plan for USB, penned in 1964 by Andrzej Wejchert. His concept would place the new Student Centre project at the centre of a complete sports precinct, surrounded on three sides by WSH`PUN ÄLSKZ HUK VU [OL L_HJ[ ZP[L VM H ÄM[` TL[YL Z^PTTPUN WVVS After this discovery, the design team pursued a programme which was much more than the leisure facility described in the competition brief, additionally adopting the vision of sporting excellence in the original master plan. For the design scheme which FKP presented in August 2008, all our research had coalesced into a building which is the new epicentre of social, creative and sporting activity in UCD. Standing on a granite-paved plaza at the intersection of existing sporting, academic and leisure facilities at the westernmost boundary of UCD Sport and Student Centres to create a combined 22,000 square metre destination for everyone in UCD. Construction began in earnest in November 2009, after a conclusive cycle of design development led by students, teaching staff, administrative staff and local residents.

;OL ÄUHS :[\KLU[ *LU[YL HZ UV^ built, reinvigorates the urbanism inherent – but oft ignored – in Wejchert’s original vision. The disparate collection of functions it hosts – swimming pool, debating chamber, gym, seminar room, café among others – function as a city PU TPJYVJVZT \UPÄLK \UKLY H bird-wing glulam structure which soars outwards to embrace its newly-interconnected neighbours. Each function is expressed as a self-contained volume with its own unique spatial and material character. The resulting voids and spaces in-between make the building a navigable, corridor-less public playground. The exterior is composed primarily of monochromatic volumes with discreet shots of colour in reference to the materiality and colour of the wider campus. Inside, however, colour comes to the fore. The interior is a commensurately vibrant, playful and fun backdrop to student life, expressed through apposition of strong colours and haptically rich materials. The architecture is founded on precepts of legibility, commutativity and universal access. The Student *LU[YL JHU IL KLÄULK HZ [OL ‘sensitive container’ described by Zumthor (1999, p 13), enriched I` [OL PUÄUP[L ]HYPL[` VM O\THU activity which will take place within. The manifestation of this vision is most perceptible in the absence of corridors in the new building, which have been replaced by interconnected volumes and Gallery Walk, the largest indoor public space on the UCD campus. A sense of order is maintained through a complex set of visual rhymes, where colours are used at different scales in symmetry

across a single space. Visual interconnectedness means that the most conspicuous volumes, (namely the yellow radio pod, red Ä[ULZZ Z[\KPV HUK NYLLU JOHUNPUN rooms) can be used to easily orient oneself from anywhere in the Student Centre. Subtle KPZ[PUJ[PVUZ PU ÄUPZO HUK [L_[\YL are a recurring theme in marking the transition from one place to the next. This intuitive architectural legibility subconsciously fosters understanding and a welcome sense of ownership. After nightfall, and the general closure of the Student Centre, the architecture re-emerges anew as a festival of colour across the public squares. Floodlighting dematerialises the glass and steel mesh façade to bring the large coloured volumes to prominence as a fun, charged backdrop to the nightlife of the campus: evening training sessions, students leaving the Clubhouse Bar, media teams working late and other activities yet to occur. As UCD itself grows ever more KP]LYZL HUK KP]LYZPÄLK ZV [VV T\Z[ its facilities. Conceived as UCD YLÅLJ[Z VU `LHYZ H[ )LSÄLSK HUK plans for its future there, the Student Centre embodies this paradigm shift in the institution’s history: Fitzgerld Kavanagh Partners’ building is the legacy of a period of very high achievement, and the means by which UCD can continue to lead the pack far into the future.

Revolutionary new composite canopy for Melbourne building.

Production no longer an obstacle to design. Proving again that production no longer places limits on imagination and design, mouldCAM has partnered with Australian architectural firm Ashton Raggatt McDougall to produce a revolutionary ‘brain-shaped’ canopy for the Royal Melbourne Institute of Technology. Due for installation in early 2010, the unique canopy is part of the University’s $600million capital works program. Its design is based on the geometric Penrose tiles found in adjoining Storey Hall. Two geometric shapes, 54 and 72 degree rhombuses. “With the canopy and the new facade we wanted to create a soft Penrose tile, a kind of primordial Penrose”, according to Adjunct Professor Howard Raggatt. This cutting edge architecture, well outside the norm of conventional design, required cutting edge production techniques. Continuing a partnership that has already produced an undulating building facade and a 65 square metre ‘cloud-like’ awning, Ashton Raggatt McDougall once again turned to mouldCAM . To produce the intriguing shape, they supplied detailed 3D architectural CAD designs from which intricate patterns were cut, and a series of composite moulds created. “The surfaces are shaped using CAD/ CAM moulds, cast in fibreglass and then painted high gloss. The new rooftop pavilion should look like a green brain”, said Raggatt. The rooftop ‘brain’ will be installed by mouldCAM.

Chapel Development

An architect based in Penzance, in the far west of Cornwall, Lesley Price has been work- ing on the Chapel Development for 2 years, effectively creating a small hamlet of 5 differ- ent houses at the entrance to Marazion. Marazion is famous for the castle which rises from the sea in Mounts Bay - St Michael’s Mount, and is a tourist ‘hot spot’. The site is just over the road from the beach, and the pub! It faces south so lots of sunshine. Ebenezer Chapel and its outbuildings had been used variously as a boat builder’s yard, as offices and garages, and latterly as a Builder’s Yard and Workshops, having been decom- missioned around 1956 we believe. There are still local people who remember worship- ping and playing the organ in the Chapel, has a plaque referring to it as a Wesleyan Free Church of 1862. An ex Conservation Officer usually working on historic structures, Lesley was offered the site as a development project for herself, and this makes a happy change for her from working for other people to a deadline and to their requirements. The whole development has been shortlisted for the Cornwall Sustainable Buildings Award as it incorporates as many eco features as possible, including high levels of insulation, air source heat pumps for heating and hot water, and whole house heat recovery ventilation systems. All the houses are extremely economical to run. All the houses have outside space or gardens, and a parking space each in the communal driveway, which is accessed via an electric gate. Everyone has a sea view, or at least a sea glimpse! The traditional iron railings all along the front have been hand forged and set in granite kerbs, as per the original ones, which were removed to assist the war effort.


Three cottages have now been completed and sold on (all to people overlooking the site - no advertising necessary!) and the final two houses are now being complete. One has been sold to a couple who discovered it while on holiday. The final house at the back of the chapel has 3 bedrooms and two bathrooms downstairs, with a vast open living space on the first floor, to make the most of the arched windows. There is a large open loft space from which views can be made into the living area below. This is an ideal studio area. There is also an additional 2 room annexe, which was the vestry (or robing room) and Sunday School of the old Chapel. This house has the largest outside space too, and an open fireplace. Lesley has been using it as her Architect’s of- fice. She has decided to offer this house - Bright Chapel - for sale, as she has her eyes on a Grade II* listed stately home to work on next. This would mean 22 new dwellings, so a change of pace will be required! Lesley A Price Marazion 9.7.12 The finish of the Chapel houses is very crisp and well crafted. As Lesley says, “It makes such a difference if you’re not having to work to a deadline. We can go over and over items, working on them until we are satisfied, however long it takes and however much it costs. We really want to get it right.” Of course this can only be achieved with the help of dedicated and skilled craftsmen. It was a small team now, headed by her son, and every- one knows what’s expected and that their efforts are appreciated. Lesley admits she can’t praise them enough. Lesley’s knowledge of traditional and ‘correct’ materials has been useful throughout, and the use of timber sash windows and lime renders sees it all blend well in to the neighbourhood. Never before has she had to deal with such a comprehensively thorough set of requirements - new drains, new power sources, contaminated land, road closures, even the removal of a lamp post. She admits that it has been a steep learning curve, but one which will leave her well prepared for any future projects!
