PARKS & RECREATION MAINTENANCE DIVISION INTRODUCTION The Maintenance Division provides Landscape Maintenance of City Parks, several City facilities, and street medians. The maintenance goals consist of making turf areas clean & green, daily inspecting playground equipment, annual overseeding, among others. Day-to-day work includes inspecting medians to removing debris, mowing all turf areas, trimming hedges and shrubbery, weed eating, weed abatement, irrigating pop up sprinklers, removing graffiti, among other miscellaneous tasks. Additionally, the the Department services nine City facilities. Moreover, the Department maintains 138 medians that vary in size and are located throughout the 10.2 square miles of the City.

Currently, the Maintenance Division has twenty two employees who are categorized into crews that focus on parks, facilities, mowing, and golf course. Adequate levels of staffing and resources are necessary in order to accomplish Departmental goals.

STAFFING & BUDGET The chart below shows the Operation & Maintenance (O&M) budget along with personell budget over the past five years.
PERSONELL AND O&M BUDGET FY 14/15 - FY 17/18
Personell took a slight decline from FY 16/17 to FY 17/18 while O& M increased over the past year. With decrease staffing levels the Department is forced to assess the level of service that it can provide and strategically schedule employees based on high priority areas.
Resources are utilized to service major parks, neighborhood parks, pocket parks, city facilities, and medians that are listed below. Note that the following does not include all of the sites that the Maintenance Division service. Many other locations are frequently handled on an as needed basis.

With the current level of staffing, (22 maintenance employees), the Department must strategically prioritize efforts by carefully considering the 1) “level of service,” that the Department can provide 2) standards of the Department, and 3) efficiency levels of the Maintenance team.
LEVEL OF SERVICE & MAINTENANCE STANDARDS The quality of maintenance depends heavily upon the frequency of service. For example, a park that is serviced once a day may look different than a park that is serviced once a month. We call the frequency, “The level of service.” Some cities have assigned levels of service. San Clemente (CA) assigned 5 levels. • Level F minimal care for low visitation, remote parks. Turf is mowed infrequently; low-grading grasses migh not be mowed at all. Litter control occurs once per week or less. • Level D, Turf is cut once every 10 working days and restrooms are serviced at least five times per week. There are no floral plantings in the landscaping. This level is sometimes assigned broadly to cope with budget cuts. • Level C, Turf is mowed weekly and restrooms and trash cans are serviced daily. Maintenance • level B Includes the mowing of sports fields twice a wekk, two restroom cleanings per day, and two trash collections daily during the summer months. • Level A Is the highest level of service, more often associated with resorts or country clubs and rarely applied to city grounds unless private funds are donated for a special event.

CONCLUSION
This report considered park responsibilities, level of service, departmental standards, and efficiency. This report is an effort to provide background as a platform to move forward. The City will move forward as a team with each stakeholder uniquely contributing to cleaning the City of Compton. Overall, this report is a tool to foster discussion around the amount of staff needed, the types of resources necessary, and efficiency rates required to provide the City of Compton with high quality service. The report also discussed the various types of terrain that the maintenance division services such as City facilities and medians. ROSECRANS MEDIAN

CREATE DROUGHT TOLERANT FACILITIES
One recommendation is to revisit the design of City facilities to create a standardized theme that considers current staffing levels. Utilizing designs that provide beautify urban green spaces with greenery that does not require as much maintenance. Consider the median to the left that includes mulch, succulant plants, and a brick design that can be designed to facilitate a unified brand for the City of Compton. Overall, the Maintenance Division is currently comprised of twenty two to employees. With recent budget cuts throughout the U.S., some City’s have considered limitting the amount of floral plantings in the landscaping. With the City of Compton’s decrease in staffing budget but slight increase in O& M, the City may implement similar strategies.
