Favourable year ahead for nation’s leading building and construction industry

MasterBuilders’latest industry forecast providesadeep dive intothecurrent economicconditionsof thebuilding and construction industry and an activity projection overthenext fiveyears.

Buildingand constructionis one of the largest sectors of theAustralian economy, withthe value of building workdone equivalent to over 10 percent GDP.

Ourindustry packs itsbiggest punch when it comes to the provisionof full-time employment andsupport for small business. Latest statisticsreveal that there are1.3million peopleemployedin the building andconstructionindustry and about 85per cent of thesejobs were full timein nature – a far higherproportion than in therest of the economy.

Themost up to datedatafromthe Australian Bureauof Statisticsindicates that at the end of June 2023 there was nearly450,000 constructionbusinesses in operation acrossAustralia. Thisis more thanany other sector of theeconomy.

Themost striking feature of ourindustry construction businessesis their size, with the overwhelmingmajority, some 98 percent having less than20 employees andconsideredsmall businesses. Further, wellover one half of construction

businessestypicallyoperateas sole traders or partnerships.

Despite an economically volatile20222023, thebuilding andconstructionindustry has demonstrated itsresilience withoverall total constructionactivity across Australia expandingmodestly, bringingthe value of the market to$226.4bn.

Asthe industrymovesthroughthe worst of the supplychainbottlenecks, 2023/24 is likely to bequitea favourableyearthanks to the work in transport andsocial infrastructure.

Housing hasbeen at theforefront of public debate this year. From socialand communityhousingrentalproperties to owner occupiers, thereisa common constraint –supply.

The pressuresinthemarket areclear to see, with rentscurrently risingat their fastest pace in almost 15 years.

From thepoint of viewof boostingnew home building activitythefollowingfederal governmentsprograms aremost significant:

● The National HousingAccord, which aims to support the creationof 1.2millionwelllocatedhomesover a five-yearperiod;

● The HousingAustralia FuturesFund, willsupport newhomebuilding tothe tuneof least $500mannually;

● National Cabinet inAugust 2023saw thelaunchof a new homebonus schemeand theannouncement of the National Planning ReformBlueprint. Whilediscussionshave centredaround supplychallengesit is important not tolose sight of demandovertheforecast periodas acrucial factorindrivingnewhomebuilding activityhigher.

Demand for new homesis drivenbyseveral important elements, includinginward migration, interest rates andhomes prices. The forecast envisagesit is projectedto increase at theendof 2024-2025; let’s hope the forecast provestobecorrect.

MBA NSW welcomes state government budget focus on housing and infrastructure

Aswego to print theMinnsGovernment handeddown itsfirst budget.

Housing is rightlyfront and centre of this budget ashousing affordabilityhas long beena majorissue in NSW. TheMinns Government outlinedsignificant long-term reform in NSW tobegin thetaskof confronting the housing crisis. The government’s2023-24 Budget delivers a significant $2.2bninvestment topay for morehousing, criticalinfrastructure and betterplanningfor housing.

Thisbudget comes in thefaceof a slowdown in economicgrowthcombined withpopulation growthwhich is expected to impact thehousing market in terms of both priceandconstructionactivityand business investment. In light of this, theNSW Government provides $24mtohelp establish an NSW Building Commission to support high qualityhousing and protect home buyersfrom substandard buildings.

MasterBuildersNSW has long supported the work of the officeof theNSW Building Commissioneranditseffortstocrack down on poorbuilding practices. It is in the clear interestsof the publicand theindustry to havethe best buildingstandards in our state.

Vocational Educationand Training(VET)is the future of the construction industry. Master BuilderswelcomestheVET review announcedby the government inthis budget. The announcement of 1000 extra apprentices across the NSW government area by 2026 at acost of $93.5mreflects this importance. Master Buildersalso welcomestheannouncement of a vocationaltrainingassistancescheme travelandaccommodation allowancefor apprentices andnewentrant trainees who arerequiredtotravel more than a 120km roundtriptoattend dayorblock release training.

The budget’s focus ontransport and roads is also muchneeded. Investing$72.3mto delivernewandimproved transport infrastructureand anadditional$1.0bn in Sydney Metro Cityand theSouthwest to get projectsbackontrackafter delays is great news.

The budget has confirmedthat the government willdelivertheSydneyMetroWestern SydneyAirport line, withsixnew stationstoservice the future Western SydneyInternational Airport, with $7.9bn overfouryears. Thisisinadditionto $200m reservedtoexpedite the planningforthe procurement, constructionand deliveryof ParramattaLight Rail Stage2and$300m toupgrade trainstation carparksandmake stationsmoreaccessible.

The $2.4bnoverfouryearsforwestern Sydneyroadsand the toll relief ontheM5 East and M8arealsowelcomenews. The NSW Government hashanded downa budget which looksto the future of housing and infrastructure in NSW, and isgood newsfor theNSW buildingandconstruction industry.

How Sydney’s crane kings helped build the nation

Since1920,the‘MenfromMarrs’firmhavelivedbythemotto daretobedifferent,butcantheypulloffaremarkablefourth generation?

Sydney’s Marrfamily hasat least one thingin common with Australian business royalty, thebillionairePratt family.

Each Eastertheybothholidayat the luxurious Sheraton MirageResort on theGold Coast. Gordon Marrrecallswatching thelate Pratt family patriarchRichardPratt holding up the barthereintheyearsbeforehepassed away in 2009.

“We used to sit downandhaveachat with him. Hewastherewithhis$200glasses of cognac,” Gordonjokes, addingthat he also saw Anthony Pratt’ssonRichardat the Sheraton overEasterthis year.

Like the Pratt family’sVisypaperand packaging operationisinmanufacturing, the Marr family’s MarrContractingcrane business isalsoa third-generationfamily-run Australian-ownedcompanythat has built its successin ahands-onpart of theeconomy.

Since1920, Marrcraneshaveworked on manyimportant projectsthat haveshaped Sydney, andthe nation, fromtheir crane yard at Sefton, inwesternSydney.

Knownas theMen from Marrs, they set up a crown inMartin Placefor theQueen’s Coronation inthe 1950s, assisted in the cleanupof theGranvilletrain disasterin the 1970s, were involved inthe constructionof Sydney Opera Housein the1960s and, most recently, CrownSydney.

Over thepast 15years theyhavediversified intotheresource sectorandin2008, entered theirfirst overseasmarket, Qatar. They now haveprojectsin Europe, theMiddle East and theUK.

InNovember 2019, Marrembarked on its most ambitious project todate: the construction of the1915 Canakkale Bridge in Turkey, near Gallipoli, now the world’s longest spansuspension bridge.

“We’vegot ourbest years aheadof us. In terms of thegrowththat is out there, it is just fantastic,”says managingdirectorSimon Marr. Hisbrother, Gordon, is Marr’s technical director.

“Really our growth is probably limited by how muchriskwe want to takeand what sort of capital isavailabletous to expandthe business. But I think the opportunities for us far outweighour current capacity. “Traditionally, we’vealwaysbeen pretty conservativearoundbringing anyone elseinto the business. I thinkthe opportunities that are out thereforusat themoment probablylend themselves to exploringthose options.” While hedeclined to comment on financials, the group’slast annual report lodgedwith ASIC showedMarr Contracting made $64.7m inrevenues for the yearto June30, 2022. It reported a loss of $5.4mversus a small profit ayear earlier, largelybecause of

increasedfinancecostsdueto higher interest rates. In 2015, theinternationalbusiness contributed5 percent of revenues. Next financialyearit willbe25percent, and growing.

“For theseparticularmachines wehave, which are the largest tower cranesin the world, we startedpushingtheproduct internationally andit reallyjust took off,” Simonsays.

One of thethingsthat most excites the family about the industryishow developments in technology, andparticularly artificial intelligence (AI), allowcompanieslike Marr to gather real-time liftingdata.

“We arenowabletosee howefficiently cranes are being usedandhow they are interacting with theoverallproject schedule. It’s themissinglinkindrivingproductivity, project schedulingandsafetyeven further for clients,” he says.

In1926, GordonRobert Marrwasjust 16 years old when hebuilt hisfirst crane, a fourtonnecapacity “backender”affectionately known asNo. 1.

In1970, hisson GordonErnest Marr took over and nowhisgrandsons, Simonand Gordon John, arerunningthebusiness.

Gordon Johnwasinstrumentalinthe development of manyof thefirm’sfleet of generalconstructionandheavylift luffing cranes.

“I couldn’t wait toget out of schooland get into this. MywholelifeallI wantedtodo on the weekendswastogointoworkwith dad,” he says.

Simon, whojoinedthefirmin1988, took over asmanagingdirectorin2000.

Their father hadstartedinthefamily business in his late teens and starteddriving cranes for Marr in his 20s, beforeworkinghisway up to generalmanagerandthenmanaging director.

Inthe 1970s hebuilt uponTheMen From Marr’s culture of doingthingsdifferently, instilledbyhisfather, that hasbecome the cornerstone of thebusiness.

“Thelessonsdadtaught usinconstantly strivingtoinnovate, thinkdifferently and do things better everytimeareverymuch ingrainedinourculture,”Simonsays.

“His motto is, ‘You’vegot tohavesomething that othershaven’t got.’That’sdefinitely what we’re knownfor inourbusiness, both in Australia andinternationally, inthe way we approach aproject andthewaywe develop a crane solution.”

Simonsayshisfather’sothergreat teachings were evenmoresimple. Onewasto simply “get out of bedeveryday, gotowork and work hard”.

“Successwill followyouif youdothat. The otherthinghe hasalwaystaught us is honesty. Behonest andbetruetoyourself. There are many waystomeasuresuccess but it isnot about howmuchmoneyisin your bank account. It is howyouholdyourself, treat your staff and treat yourclients.”

But perhaps most importantly, hesays his father’s greatest gift hasbeenleaving he and his brotheralone.

“He is like, ‘You boysarerunningit, it is your turn. The successesorthefailures that come out of it, that’syourmaking. It isnot about what has happened. It isabout what happens going forward’,” Simonsays.

Their father officiallyretiredin2000 but still takes anactive interest inthebusiness in the same way their grandfather, Gordon Robert, didupon his retirement decadesearlier, until he passedawayin1998.

“Dad’srelationshipwithhisfatherwas very similar to the relationshipwehavewith Dad. We talktoourfathermost days. He’s a soundingboard forideas. Hewillgive us thoughts.

Our grandfather was just a larger than life figure in our life across all our family and also across the industry.

“But he certainly doesn’t say, ‘You must do this’,”Simon says.

“I sawthat inhim withhisdad. It’sa great thing tobeableto haveamentor likethat who can reset your thought patternsor give you a different idea of howtoapproacha situation or aninvestment orwhatever you’redoing, and let youstill go off and make theultimate decision.

“Ourgrandfatherwas just a largerthan life figureinour lifeacross allour family and also acrossthe industry. Whenwefirst came into Marr, we were Dad’ssons but wewere moresoourgrandfather’s grandchildren.”

Contractingis therelationship between Simon, who is aged53, andGordon, 57. Theformercalls the latterby thenickname “Boof”. Gordonjokesthat therewereso many Gordonsin thebusiness, “so everybody needed to haveanickname”. Theyare good mates and understand their respective positionsandstrengths in the business.

“Wesay to each other, ‘That’swhat you do andthat’s what I do.’We just make it work. I don’t care about titles, although I understand people needthem. I respect what he does here, but I don’t look at himas themanaging director of thecompany.

“I just lookat himastheguy I’ve worked with all mylife. Weget on, mixthings upandoff we go,” Gordon saysof hisbrother.

Simonsays technicallyhisbrothernow has no peer inthecountrywhenit comesto his knowledgeof cranes.

While they aredeeplyconsciousof carrying the Marr name, theydon’t seeit as a burden. They bothhad to learnthebusiness from the ground up. Therewerenofreerides or rights of passage.

“Somepeople usedtothrowthings at you saying, ‘Youare theboss’sson’orwhatever. I would just reply ‘, Yeah, I amandI’m lucky to be that.’

“I didn’t ever seeit asaburden, I thought it was a fantasticopportunity. Noone could ever saywedidn’t takefulladvantageof it and give it a red hot go,”Simonsays. “We’ve proven that bywherewehavetakenthebusiness. It’s averydifferent businessnow.”

GordonErnest Marrcelebratedhis 80th birthday on aluxurycharteredsailing yacht on SydneyHarbour in2021with24 members of his family.

But theunsung heroonthevoyage that day was his wifeMargaret.

“She’s beenthereforusallthe way,” her eldest son Gordonsays. “She’s put up with someof usmorethanothersandshe’s just been agreat person.”

Simon describes hisnow83-year-old mother as a “tough asnailscountry girl”. But sadly, she wasdiagnosedwith earlyonset dementia two yearsago.

“She’s actually seemstobegoing down pretty quick. She’s stillgoodbut nowsheis a bit forgetful,” he sayssoftly, theemotion clear in his voice.

“She’s beensuchatoughwoman. In any family thereare alwaysturbulent times and this businesshasbeenindifferent positions, especiallywhen weweregrowingup. She was the absoluterock. Shewasthe one that kept thefamily together. To watchher go throughthisnowisveryhard.”

A fewyears ago thefamilyengaged in what Gordoncolloquially callsasuccession planning“death talk” during one of the their Gold Coast Easter sojourns. It resulted in their fathertransferring shares in thecompany to hischildren.

Completelycoincidentally, Simon and Gordon’swivesfell pregnant at the same time twodecades ago, so twoof theirchildren both turn 24later this year. “Mywifewas terrified that wewere goingtohaveason before him. Weended up having adaughter and he had a sonandtheywereborn10 days apart,” Simon jokes.

In2018 Gordon’seldest son, appropriately namedGordonAndrew, began asapprentice riggerat Marr, making him the first fourth generationemployee.

Hisfather wasoverseasworking when he cheekily contactedhisuncle to ask for a job.

“Hewasat schooldoing theHSCand that afternoonhe rang me,”Simonrecalls with a widesmile. “He said‘I’mjust onthe bus on the waytothe office. I finished mylast exam today and I waswonderingif I could come and start workingwith you tomorrow?”

Gordon’syounger son Daniel also joined Marrsthis year.

Simon has two daughters who are not in the business. His onlyson, who finished the HSC last year, isdoingagapyearinthe UK.

“I’mnot precious about what theydo. I think themost important thingfor them is to be happy. If they decidetheywant to come and workwith us, and if there’sa spot for them, then we’llbring them in,” Simon says.

“But therulesthat apply foranyone whoworks hereapply whether theyare family or not.”

TheCovid-19 pandemic wasa reset periodfor Marrs, where Simon, Gordonand theirfather thought plenty about the idealstructure for the business.

If aremarkabletransition tothe fourth generationoccurs inthe comingyears, it will simplybeabonus.

For now, honouringthe amazing Marr family legacywillbe about deliveringresults.

“Weare about togo through an incredible phase of growth. Weare focused on winning anddelivering workat themoment and growing the business,” Simon says.

“We’vespent alot of money investing in business development and pushing into new markets. Now it’s actually time to start delivering on that.”

“My role throughout myapprenticeship is to carry out taskssuchasanalysingplans, formwork, framing, installingskirting and architraves, and installingwindows and doors, while being able toindependentlyapply what I have learnedfromotherjobstothe current job.

“WithKela BuildingGroup, I havebeen able to build arange of interestingprojects such as a rock-climbing wallandanoutdoor barbecue area. Top tips to prevent career-ending injuries

Thereare few careers as physically demanding as those inthe building and construction industry. A careeras a professional footy playerperhaps? And we know much is made of thedevastating impact of seriousinjuryon promisingyoung sports stars. It isthe samewiththose who work in a trade. When your ability to do your job is tied fundamentallytobeingphysicallyfit and able, it’s important totakemeasures to avoidinjury. In arecent report by SafeWorkAustralia* the occupations withthe highest work-related injury incidence (percentageof workerswho experienceda work-relatedinjuryor illness in the past 12 months) were:

● Community andpersonalservice workers 7per cent

● Machinery operatorsanddrivers 6.5 per cent

● Labourers 5.7per cent

● Techniciansand trades5.3 per cent.

Fromthat report, themost common workrelated injury or illness amongworkers wasa: sprain/strain(28.7 per cent), followed by a chronicjoint ormuscle condition (20.4 per cent)and cut/openwound(12.6 per cent).

Lifting, pushing, pulling, orbending was the most commoncauseof work-related injury or illness (24.1per cent), followedbyfall on the samelevel(includingslip orfall)(17.5 per cent)andhitting orbeinghit orcut by an object or vehicle(15.8 percent). Themain contributor tolost timeat workismanual handling injuries – handinjuries, then arm/ shoulder, leg, ankle, andthen back injuries. At Master Builders, wetake safety seriously. It iswhy safety training is part of our apprenticeship program, as well as why weoffer a rangeof safetycourses for anyone workinginourindustry. ● Keep your worksitecleanandfreeof sliptrip-fallhazards –place electricalcables on cable towers orcable hooks.

● What about you andthe workers–are theydrugand alcohol-free?

● Just like sport, stretch before commencing yourshift. Research showsstretching will helpavoidsprains, strain, andmuscle damage.

● Know yourlimit whenliftingorany manual handlingtask– if the taskcannot be easily completed, use a two-personlift or a lifting device.

● Researchshowstaking shortcuts and rushing (underthepump) contributes to workplaceincidents. Plan yourwork and tasks, and slow downwherehigh-risk tasksare involved.

● Follow the manufacturer’s instructions and usehand toolsthe correct way. Don’t remove guards and docheck each tool before use. Reduce exposuretovibration fromthe use of vibrating powertools.

● Take regularbreakswhen doingrepetitive movements.

● Hydrate but don’t overhydrate. Your urine should be a light yellow–clear urine indicates flushingof essential electrolytes and minerals fromyour body causing fatigue and focusissues. Didyou know a sliceof whitebread contains 60 per cent water?Soyour waterintakeis also from food.

● Protect yourback whenlifting and moving objectsbyasking someonetohelp you, or usinga mechanicallifting device.

● Avoid overexertionwhenlayingbricks, barrow work, orwhen working in hot and coldweather.

Employersor businesses, oranyonewho falls under the definitionof a“person conducting a business orundertaking” (a PCBU), has legal obligationsunder work healthand safety laws to provide asafe workplace. And remember, not allaccidents happen in theworkplace. Many weekend warriors take part in sports suchas footy, soccer, basketball or skateboarding. While participating insportsisgreat for your health andwellbeing, it’simportant that you take care on thefieldorcourt. Makesure you tell the boss if you have acquiredan injury on the

Renovate or detonate? Signs are positive for a boom in the renovation market

Despitetheeconomicchallenges Australiansare facing, thehome renovations market inNSW couldbe set to boom. Conditionsarenowmore favourable forhomeownerstoinvest in the renovationprojectstheyhavebeen dreaming about. A largeproportionof thishousing stock is 30 or moreyearsoldandripefor renovation. Andas rising interest ratescontinue, will home buyersbe morelikelytoinvest in these older properties?

There is no questionthat theinterest rate hikes have impactedthenew-home building sector. Asof March2023, there were only 2599 new homebuildingapprovals in NSW, down 32.4percent fromJanuary2022 (Master BuildersAustralia, Building and ConstructionNSW, March2023). Together with everydaycost-of-livingconstraints, home buyers arethinkingtwiceabout the cost of building anewhouse.

The questionis: dorisinginterest rates affect the homerenovationsmarket?The answer is clear. Asof MarchthisyearinNSW, $326.6m is being spent onhomerenovations, which is up 9.6 per cent fromJanuary2022(Master BuildersAustralia, BuildingandConstruction NSW, March2023). Withtherenovation market growing, nowistheperfect time to rethink yourbusinessstrategy.

We recommend checkingwithsuppliers of materialsforavailabilityandcost before committing to kitchenandbathroom designs.

DesignandBuildingPractitionersAct andRegulation:Newinsurance requirementsfromJuly1,2024

On and from July 1, 2024a registeredbuilding practitioner undertheDesign and Building Practitioners Act 2020 (theAct) will need tobe adequately insured to perform building work.

Registered building practitioners will needtoensure that they are adequately insuredfor anywork referred to in acompliance declarationgivenon andfromJuly 1, 2024. Thiswill include any workdone beforethat date relating to that declaration.

Section24(1) of theAct states:

(1) A registered building practitioner must not –

a) Provide a building compliance declaration to do related building work, or

b) Hold out that thepractitioneris adequately insured with respect tothe provisionof the declarationordoing the work, unless the practitioner is adequately insured with respect tothe declaration and work.

Clause 75of theDesign andBuilding Practitioners

Regulation 2021 states:

(1) For the purposesof section 24(2)(a) of theAct, a registered building practitioner must be indemnified underan insurancepolicy, whether a professional indemnity policy or otherwise, that complieswiththis clause.

(2) An insurance policymust, inthereasonable opinion of the registeredbuilding practitioner concerned, provide for anadequate level of indemnity for the liabilitythat could beincurred by the practitioner duringthepractitioner’s work.

(3) Indetermining whethera policyprovides for an adequatelevelof indemnity, the practitioner must consider the following matters:

a) thenatureand risksassociated withthe work typicallycarried out bythe practitioner,

b) thevolume of theworktypically carried out by the practitioner,

c) thelength of timethat thepractitionerhas been registered,

d) areasonable estimateof claims that couldbe brought against thepractitioner based onparagraphs (a)–(c),

e) thefinancial capacity of thepractitioner,

f) any limits, exceptions, exclusions, terms, orconditionsof thepolicy

Tackling skills shortages by empowering women to thrive in the building & construction industry

Construction is oneof thelargest sectorsin Australia. Ourindustry packsitsbiggest punchwhenit comes tothe provisionof full-timeemployment and support forsmall businesses.

AustralianConstructionIndustry Snapshot

Constructionis thefifthlargest industry in the Australian economy. Thevalueof the Australian constructionindustryas of December2022 was$246.3bn. The Australian constructionindustryemploys 1.29 million people, across437,000 businesses.

Less than 2percent of allconstruction businessesemploy20+ people; 98.7 per cent are small businesses; and58percent are sole traders. Therewereapproximately 124,440apprenticesintrainingonJune 30, 2022.

NSWConstructionIndustrySnapshot

NSW isthe most significant economic contributor to theAustralian construction industry–of whichthe valueof the NSW construction industry is$71.04bn.

TheNSW constructionsector comprises 148,926 businesses (of which99per cent are smalland 53per cent aresoletraders) and employs 3939,386people.

Less than 4.1per cent of NSW construction businesses employ 20+ people, and there were approximately 37,319 apprentices in trainingon June 30, 2022.

It isestimatedthat roughly477,000 new workerswillneed to enter theindustry by the end of 2026.

AcuteStaffingShortages

Whilethis issue is global, someindustries are moreadverselyaffectedthan others, of which

construction is one. Acuteshortages include:

● Electricians

● Carpenters and joiners

● Plumbers

● Painters

● Plasterers

● Bricklayers

TheChronicShortageofWomeninThe ConstructionIndustry

Historicallythe constructionindustry has been male-dominated, with less than 2.7 per cent of womenaccounting for alltrade roles across the country– and only 2.5 percent of trade roles acrossNSW.

Currently, womencomprise 14.5per cent of the Australianconstruction industry workforce and16.3per cent of theworkforce in the NSW construction industry.

With the construction industry evolving and changingrapidly, womenin construction face dailychallenges. Womenarealso underrepresented inleadershipand managerial roles acrossalllevelsof anorganisation. This under-representationis particularly evident in roles describedas“non-traditional”, that is, operational, technicalandtradesroles.

Oneof the significant challenges that the industry faces is theneedfor more skilled workers; 45 per cent of Australianemployers need helpfilling criticalpositions. Employers havethe most difficultyfinding skilled tradespeople, which hasremained at the top of thelocal skills shortagelist since 2006.

With little movement inthefigure in the past fiveyears, Australia ranksfourth in the world intalent shortages, well above the global average.

This gapcanbe reduced by including the above-targeted cohortsinthe workforce. Getting morewomenworking in construction is a massive opportunity for general contractors and largerconstruction organisations.

TheConstructionIndustryNeedsMore WomeninAllRanksandRoles

So, let’sget seriousabout this discussion. Theconstructionindustry requires women leaders withdiverse skill sets, perspectives, andexperiencesat all levels. Critical skill sets includepersuasive communication, key leadership insights and strategies, andthe abilityto lead and growtheir teamstowards highperformance.

The2015KPMG WomenLeadership Study of morethan 3000 women foundthat early development of leadershipskills boosted women’s confidenceandcompetence. 80 per cent of respondentsinthestudy believe that themost critical time tosupport a woman’s career development is in her20s.

According to Dr Cynthia Wang andAssistant Professor Riza Sunindijofrom the School of Built Environment at the UNSW Faculty of Arts, Design & Architecture, researchhas shownthat diversityhasa positive effect on productivity, innovation, and employee satisfaction, which directlyuplifts customer satisfaction, leading to increased revenues. Improvinggenderdiversity inthe construction industry alsoimproves themental wellbeing of construction employees. In short, enhancing genderdiversity addresses two critical issues inthe industry: itsskillshortage and poor worker mental health.

Thepoorrepresentation of women in the construction industry hasremained unchangedfor decades. Research in this area has revealed fundamental reasons for this longstanding issue –most existing efforts focusonthe policiesof construction companiesand ignoreearly career preparationandcontinuous career development support forwomen. Also, continuousmentorship and upskill training willmaintainwomen’s competitiveness and support them to obtain leadership positions, and lead toa successful career inthe industry, theresearchers said. >

Morewomeninconstructionmakes goodbusinesssense

A growing bodyof research indicates a strong correlationbetweengenderequityand organisationalsuccess. However, it also points topersistent obstacleshindering the development andadvancement of women in leadership.

Accordingtoa recent Harvardstudy, various indicators support theideathat gender equity in the workplaceiswithinsight asmore women than mengraduatewithbachelor degrees, andfewerwomenleavethe workforce to raisefamiliesinmoresignificant numbers than men.

Inother industries, womenareincreasingly playinga more visibleroleinleadership up the line, and doing it wellwhentrainedand upskilled. But thereisstillalarge, unequal gap between the numberof menandwomen in leadershiproles inallindustries. And it is significantlyevident inanindustrylike construction.

Simply put, womeninbusinessmake good sense, and someof thestudieshave been increasingly poignant inhelpingus understandwherewomendrivetheir careers and why.

Whatdissuadeswomenfromentering theconstructionindustry?

The statisticsarechilling.

The construction industryhasthemost significant genderpaygapamongall Australian industries, standingat 30.6 per cent in 2021.

Seventy-fivepercent of womeninthe construction industryinAustraliareport having experiencedgender-based adversity withintheircareers.

And43percent of womeninAustralia’s construction industryfeeltheydonot have the same opportunitiesandcareeradvancements astheirmale counterparts.

Let’s considerthesepointsforamoment. How can the industry, sodetermined to attract and retain women, paythem, onaverage, 30.6 percent lessthantheirmale counterpartsinourmodern-dayworld? How does that evenbegintocompute?

Why do half of thewomeninourranks experience gender-basedadversity if we, as construction companiesinAustralia, stand for equality?How doesthat happen?

Andlastly, how dohalf of allwomen in the industry feel theydonot havethesame opportunities to furthertheircareers as their male counterparts?

Surelythese threepointsfindtheanswer to the question of havingtoofewwomen in a vast industry.

If employing morewomeninconstruction is an opportunityfor generalcontractors and larger construction organisations, whyisthere not a strategic, focusedeffort todoso, without many women feelingsthat it isatick-a-box exercise?

The new paradigmneededisachange in the attitudes of constructioncompanyexecutives toappreciatethefullvaluethat women bring

totheirbusinesses, and to pursue every opportunity to bothrecruit anddevelop them –withaserious development strategy and a relentless approach togrowingthem at all levelswithina strategicplan.

Theconstructionindustryurgently needsanewparadigm

Theconstructionindustryhas predominantly been perceivedas aman’s world, with few womendippingtheir toes intothesector. Furthermore, traditionallyfamilieshave not encouraged theirdaughters toenter the maledominated industry.

Forexample, theNationalHouse Building Council Foundationconducted a poll of more than1000 parents, whichfound42 per cent would not encouragetheirteenagers to consider construction as a future career plan. However, as the need forqualityhousing continuestogrow(as anexample), the lack of freshbloodenteringtheindustryis both frustrating andconcerning.

Sowhere does this leaveusas an industry, wherewe realisethe importance of growing morewomen in ourranks?

We know somefactorsthat explainwhy the retention rateof women working in construction is so low. What will we, as an organisationand industry, doabout it? There is little (or no)work-life flexibility. What can weintroduce to overcomethis?

Arethere flexible hoursfor women who are carersand mothers?Our home and work relationshipsare important in our modern-day world. Howcan wecreate a workplace that accommodatesthedemandsof our people?

Doall organisationscater for women’s needs on worksites? Dowehavebathroom facilities for womenonsite? Havewe catered adequately fortheir needs?

As statedearlier, research points to these keyareas–early career preparation, continuous career development, and support for women need to beaddressed. Additionally, theopportunity for women in construction to be grownby astrong and supportive mentorisalsonot a focus. It is not onlyabout empowering women. It is also about organisations valuing women’s skillsand approaches totheir business. It is about ensuring they provide equal opportunitiesacross thebreadthof their business, growinganddeveloping women strategically intheir rolesandhelping them thrive at work. Somewill becomeexecutives who need a strong sense of leadership and a firmunderstanding of leading others. It is also about beingsensitive to their needs. Theconstructionindustry is tough, no doubt. If weare to attract morewomen, we need to ensure they havethe necessaryfacilities onsite, designworking hourstohelpthem haveathriving career and home life, and provide theflexibility theyneedto do this. Research points to continuedmentorship and skillsdevelopment that willhelp women remain competitive, relevant and supported in their quest forleadershippositions.

Top 50 Builders Luncheon

On Friday, July 28, MasterBuilders Associationof NSW presentedthe Top 50Builders Luncheon at Royal Randwickwithspecialguests Anoulack Chanthivong MP, MinisterforBetter Regulationand FairTrading, Industry and Trade, Innovation, Science and Technology, Building andCorrections; andDavid Chandler OAM, NSW buildingcommissioner. Also in attendance was StephenKamperMP, Minister for SmallBusiness, Lands and Property, MulticulturalismandSport.

Addressing 250peopleat thesold-out event, Mr Chanthivong said theNSW Design and Building PractitionersAct andtheResidential Apartment BuildingsAct ledthe nation in resettingrules fordevelopers.

He saidnew legislationand powers for the buildingregulatorwereunprecedented, and the industry was stepping uptodrive “permanentlyembedded”change. Industryled solutionslike the Independent Construction IndustryRatingTool (iCIRT) were makingimpressiveheadwayin changing the game forever.

FromJuly 3 this year, the NSW Design and Building PractitionersAct and the Residential Apartment BuildingsAct applyto class 3 and 9cbuildings. Initially, these lawsonly applied toclass2buildings.

Theminister commentedthat the NSW government islookingto applythe legislation toclass1buildings(residential houses) in the nearfuture.

The government wantsto buildonthe work Mr Chandlerhasdone inweeding out dodgy developers and builders. Thosewho fail in theirroleto performtheir duties are being madeaccountable.

MrChanthivong sent avery clear message to theindustry: thereis noroomfor substandard construction.

“If you’vespent the last decade flying under theradar, your time isrunningout,” he said. Inhispresentation, Mr Chandler said developers and builders who had “phoenixed –gonebankrupt or fledthe industry to avoid debtsandresponsibilities but then risen from theashes to tradeunder a newname – would

never achievean iCIRT rating. And if they pop up, the regulator awaits”. Lenders who support theserisky playersare put on notice that they willreceive noleniency if they become entangled with theirdefective projects.

In addition, the commissioner said he has started a waron thestateof amenities on construction worksites. Thecommissioner’s interest inthe state of worksite amenities is clear: hebelievesthere isa strong connection betweenbad amenitiesandothersite conditions, such assafetyand waste. Thecommissionerbelievesthat the condition of abuilding siteand itsamenities reflects the levelof care takenin the construction process. Further, it discourageswomen from wanting to workon sites, let alone consider a career in the constructionindustry. Thecommissioner said the government was lookingtoexpand hispowers to enable him to clean-up townhouses andstand-alone housing. TheNSW government hasconfirmed it is consideringthe expansionof powers into other classes of buildings.

Navigating Employee Performance: Striking a Balance Between Management Action and Bullying

Businesses needtobemindfulwhen managingan employee’spoor performance ormisconduct at work.

A worker may feelbulliedwhenanemployer takes performanceordisciplinaryaction. If thisfeedback or disciplinaryaction is provided in an appropriatewaywiththeintention of improving workperformance, thelaw does not define it asbullying.

Ontheotherhand, management action which is deemedtohavebeenunreasonable or unreasonablydelivered, unwarranted, an abuse of power, orintendedtohumiliate, demeanorthreatenanemployeeis properly described asbullying. Bullyingclaims are often accepted asclaimsduetothe way the management actionwasundertaken.

The key areasforbusinessesandtheir managerstoconsiderareisit fair, transparent and consistent withthecompany’s policies and procedures.

What‘reasonable’means,asdefinedby

theFairWorkCommission

The law accepts that managersand employersmay needtoact if aworker is not doing theirjobwell.

Theycantake “reasonable management action”to:

● helptheemployee improve their work

● addresspoorperformance or behaviour

It is“reasonablemanagement action” for an employer to:

● start performancemanagement processes (such asaperformance improvement plan)

● takedisciplinary action formisconduct

● tellaworker about workperformance that is not satisfactory

● tellaworker theirbehaviour at work is not appropriate

● aska worker to perform reasonable duties aspart of their job

● takeactiontomaintain reasonable workplace standards.

● If theyare not reasonable, andthey are repeated, theseactions could still be bullying.

Anemployee maycomplainif theybelieve theiremployer’sactioniseithernot reasonable or not carried out inareasonable

way. It is alwaysrecommended that the employeefirst talk to the HR team or a senior manager. Theycan give the employeeadvice on what isreasonable and what options are availabletoaddress the concerns raised. It is important to notethat unreasonableness must arise fromthe actualactionitself and not from an employee’sperception.

For a business, ensure youhave documented polices and proceduresfor performance management, disciplinary action and a code of conduct policy for employees. Ensure management is trainedandthere isan understandingof what workplace bullying is. Preventionof bullying and unreasonable actionis less costly forall involved.

We maynot havemany earthquakes in Australia, but designing buildings andstructuresthat canwithstand seismicactions isnot achoice: it is a regulatoryrequirement.

Builders’ gear innovation –the Sockfort solution

Asabuilder, Glen Burke hasalways been ona mission toimproveboththe quality andefficiency of his work. Armedwithambitionandalmost two decades of industry experience, he’sspent enough time onwork siteswithtradies tounderstand theirworking conditionsandneeds.

A dedicated familymanraisingayoung family in northernNSW, Glenknowsthat time and comfort are preciouscommodities, especially when your day-to-dayjobisfullof challenges. One of thethingsGlenwasveryfamiliar with, after long dayson-site, was hisfeet being uncomfortable. Wearingheavycotton socks with gaiters that cut off the circulation at the ankles wasno fun. Glen resolved to come up with asolutionand, soonafter, hediscovered bamboosocksand knewhewas onto something. Coolerandmoredurable than anythinghe’dwornbefore, hewondered how he could bridge thegapbetweenhis new favouritesocks andhisgaiters.

“Asa carpenter, you have to weargaiters to keepsawdust andstonesout of your socks and bootsoryou’ll becoveredin muck. Even withgaiters, there’sagapandI’veoften taken mysocksout of the dryer tofold them and had sawdust fall out all overthe floor. Also, all the gaitersavailableare madewith athin tight band that cuts off my circulation and leaves marks around myankles.”

Unsatisfied withthe products onthe market Glen knew hehad tothink outside the box and usehisexperience and creativityas an innovative builder. A couple of prototypes later ledto achance encounter with an experiencedseamstress, whounderstood exactlywhat he wastryingtoachieve.

Oncehewas satisfied withtheprototype, he

ordered 50 samplepairsandsent them out to hisindustrymates for feedback. The response wasunanimously positive.

BEAUTY AND SIMPLICITY
