Derek Dunn/Metroland Red and White Day at Arnprior District High School was “following tradition" full of youthful excitement, lungs pushed to the max, with plenty of joy in the streets of the downtown on Friday, Sept. 28. The day capped off five days of Spirit Week activities. For more, see pages 26 and 27.

DOWNTOWN STREETS TURN RED AND WHITE

DEREK DUNN derek.dunn@metroland.com The streets in downtown Arnprior were taken over by students

showing their school spirit on Sept. 28. The annual Red and White parade - filled with loud, youthful excitement - wound its way through

the core, much to the delight of pedestrians and confused drivers. The tradition continued with kids heading back to the school to take in some Rapids football. And

the teams did not disappoint. The junior Rapids beat Almonte 27-9; the seniors thumped Fellowes High in Pembroke 71-0. Ouch - now that is how you cap off Spirit Week.

ARNPRIOR OFFERS 211 SERVICE TO PHONE USERS DEREK DUNN derek.dunn@metroland.com Arnprior has teamed up with 211, a telephone helpline that allows residents to navigate the complex network of human services quickly and easily. At the Sept. 24 council meeting, chief administrative officer Michael Wildman and Fire Chief Jeff Crawford explained the new communication tool. During non-emergency periods, people new to town and others can dial 211 (similar to the City of Ottawa's 311 system) to find information on topics such as community programs, housing, mental health, and employment and training. The services are free and con-

fidential. Helpline staff will explain services and government benefits and show how to apply. It is also available at www.211ontario.ca.

"It's a great resource."

David Reid

"It's a great resource," Mayor David Reid said. "Having worked on the child poverty committee, I can say there are so many resources out there. Sometimes you need help knowing where to go." During emergencies similar to the 2016 townwide drinking water advisory, 211 staff will connect callers to critical re-

sources; ensure callers have the most up-to-date information as provided by the municipality; assist with monitoring social media; make regular updates; keep other organizations in the community connected; and more. It is meant to alleviate the burden of non-emergency calls to 911 and allow emergency responders and staff to focus. The 211 system lists over 60,000 community and government programs and services. It is also free to the municipality, other than the town is expected to help promote the service. Begun by the United Way in the U.S., the nonprofit that receives donations from the public continues to fund 211.

REEVE WANTS CAO OFF HIRING COMMITTEE MICHAEL WILDMAN CREATES PROCESS TO HELP SELECT HIS OWN REPLACEMENT DEREK DUNN derek.dunn@metroland.com It is true at the moment that Arnprior's chief administrative officer (CAO) will be on the committee to select his replacement. But after Oct. 22, Michael Wildman could find himself on the sidelines. That is because Reeve Walter Stack, who is running to become the next mayor, has a few issues with the proposed process Wildman laid out for council at a recent meeting. Specifically, the fact that the CAO could be interviewing one or more of his underlings. Should they want to cite possible improvements to current practices established by Wildman, the exchange could get awkward to the stage that it gives outside applicants an advantage.

"I am really against incumbents being part of that process," Stack said. "How can we have an open and candid atmosphere with people who are free to criticize the current CAO's decisions. And to quiz them on successes or failure." Stack said other CAOs haven't wanted to be involved in selecting their replacement. And Wildman was selected without his predecessor present. He added that former CAOs from the region can be brought into the committee, if need be. "I think it's the safest and most honest process we can take," Stack said. "This is the only hire in the corporation that council can be part of the process and decisionmaking. I think council needs to sit down and have a discussion about it." Last June, Wildman announced his intention to retire. He expects a new CAO in place by April 2019. He suspects that CAO's from various municipalities will

be coming and going around the time of the municipal election. Often the top bureaucrat is closely linked to the existing administration, the mayor in particular, and when another one takes over they want to create their own stamp using new people. Stack has a problem with the lengthy timeline too. "We did a county (government) recruitment process in a five-week period," he said. "This is the third time, and we did it without the CAO." Wildman suggested the next CAO be paid between $140,000 and $160,000 per year, plus standard benefits. Stack said that is not far off the salary of a 900-worker municipality. However, council voted in favour of the recommended salary range and many other aspects of the recruitment process Wildman proposed. They agreed that the next council can make changes, including to the members of the hiring committee.

Arnprior council will discuss the consumption, retail sale, and manufacturing of marijuana at an upcoming meeting. Both the federal and provincial governments are leaning toward restricting consumption to within private homes. That would mean no smoking on sidewalks or public spaces such as Robert Simpson Park. Although marijuana purchasing will become legal on Oct. 17 with consumers granted access to the online Ontario Cannabis Store, the PC government will consult on private retail sales over the winter, with bricks-and-mortar doors expected to open by April 19, 2019. Town CAO Michael Wildman said at the Oct. 9 meeting, council will look at a bylaw that would ban consumption and plant growing lounges (similar to vaping lounges) and pubs. The province may impose a ban on lounges anyway, he added. Apartment dwellers will be allowed to smoke marijuana in their residence. However, it may come to pass that landlords can add prohibition as a condition of the lease. People will be allowed to smoke in their homes. "We will not regulate what goes on inside a private residence," Wildman said. "I doubt the province will either." On the retail sales side, Wildman said the municipality has heard that the former Play It Again store at the corner of Daniel and Elgin streets could be undergoing renovations to become a marijuana retail outlet. It has been granted a building permit, which only ensures the safety of the structure. Were it to open as a marijuana store, that would be against the law.

"That would be illegal. It isn't licensed," Wildman said. "And the OPP is aware." Council is expected to approve a bylaw to allow for retail sales. Wildman said a good location would be at Winner's Circle. LCBO is transitioning to the parking lot that looks across at The Prior Sports Bar & Restaurant. As for production or a manufacturing plant, he said the proposed bylaw will restrict companies from setting up within 100 meters of homes. The odour and security are issues for at least one community that has welcomed marijuana producers. Wildman said an appropriate location could be found near the Arnprior Airport, or possibly in the Sullivan Business Park. When Tweed was looking for a location to open a marijuana production plant, it considered Arnprior before settling with Smiths Falls. Wildman said the owners were interested in the former Playtex plant in the "avenues neighbourhood" near McLean Park. Town officials said odour could be an issue in that location, but that others could work. "They wanted an existing building and were concerned about the planning process slowing them down," Wildman said. "We are absolutely not opposed to (marijuana plants opening). It's good for jobs. Our bylaw will allow that to happen." When Tweed was considering Arnprior, he added, the owners didn't know if it would be a greenhouse style that would reduce odour. In the end, odour disrupting area homeowners was a concern to the municipality. And the town couldn't have better prepared for Tweed's arrival by having bylaws in place several years ago. "It was all new at that time," Wildman said. "We couldn't have predicted anything."

ARNPRIOR IMPROVES FIRE HYDRANTS THROUGHOUT TOWN DEREK DUNN derek.dunn@metroland.com Flow rates from many fire hydrants in Arnprior have risen significantly over the last few years. Council learned at the Sept. 24 meeting from opera-

tions manager John Steckley that $3 million spent in upsizing water mains - especially at Havey and Daniel streets has had a "significant" impact on flows from the town's 280 hydrants. "This is another good news story," Steckley said.

During the presentation, a chart showed flow rate levels - blue for the highest, then green, orange, and red at the lowest. The same colours appear in reflectors on each hydrant. In 2012, when the town had 266 hydrants, there were 54 blue. This year there is 183;

a 65 per cent increase. Green went from 113 to 71. Orange went from 90 to 23. Red dropped from nine to three. Reeve Walter Stack said it is about a 30 per cent improvement on the top two categories. He predicts greater growth over the next five

SHERRY HAAIMA sherr y.haaima @metroland.com A week following tornadoes that destroyed homes and caused widespread damage in areas including Calabogie, Kinburn, Ottawa and in Quebec, the Ontario Minister of Municipal Affairs and Housing has activated the province's Disaster Recovery Assistance program. Affected residents can now apply for assistance, said Renfrew-Nipissing-Pembroke MPP John Yakabuski, who toured Calabogie Thursday, Sept. 27. Greater Madawaska Fire Chief Darryl Wagner was among the officials joining Yakabuski, along with Mayor Glenda McKay, Coun. Brian Hunt and Katrina Grantis of Emergency Management Ontario. Wagner has praised the efforts of the township's fire department, as well as roads staff. Between 25-30 houses were damaged, he said. There is no official damage estimate yet, but he said he expected the number to be between $2 million and $5 million. "Normalcy is somewhat returning," he said. Hydro had been restored to all affected areas by 6 p.m. Monday, Sept. 24.

The Township of Greater Madawaska has indicated it will host a community meeting to answer the public's questions, instructing residents to watch its Facebook page for details. Following his tour, Yakabuski did note that to qualify for the disaster assistance, property owners are first required to go through their insurance companies. The funding covers costs over and above what is covered and insurance, he said. "We toured the area of Partridge Drive and Stones Lake and some of the damage on the main drag of the village," said Yakabuski. And while there was still plenty of evidence of the storm, much has already been done by way of cleanup. "It's a testament to the resiliency of the people. They weren't sitting around and waiting," he said. "I'm always impressed with the toughness and resiliency of these communities. They roll up their sleeves and keep going on." Yakabuski had a chance to speak with several affected homeowners, some who are awaiting structural assessments of their houses. He too lauded officials, power and communications workers, and the people of the area for their extensive hard work. "The help from neighbours

Because of the large number of downed trees that many residents have on their property, the township has waived the need to buy a burning permit until Oct. 9. Those burning brush are asked to adhere to the bylaw that forbids daytime fires. They can be started two hours before sunset and must be extinguished two hours after sunrise. The Township of McNab/ Braeside has taken similar measures. "In light of the storm on Friday, we'd like to remind our residents that brush and lawn debris can always be taken to the landfill at no charge during operating hours," says

the website. "Due to the lengthy power outage over the weekend spoiled food can also be taken to the landfill and the fee will be waived at this time. At the Horton all-candidates meeting Sept. 24, mayoralty candidate Dave Bennett asked in his wrap-up speech for a half a minute of silence to show support for the tornado victims "just down the road" who lost their homes. "It easily could have been us," he said. He urged people in the packed hall to use the silence to contemplate "what they need and how we can help them." Horton council candidate Ian Moodie urged the audience to keep the victims "in your thoughts and prayers." -With files from John Carter

PUT THE PHONE DOWN: DISTRACTED DRIVING FINES AND PENALTIES TO SKYROCKET JAN. 1 If you have yet to kick the habit of sneaking peeks at your cellphone while driving, now might be a good time to start. Ontario's new distracted driving laws are taking effect on Jan. 1, 2019, and they mean business. The first offence will mean a three-day suspension and a $1,000 fine (the current set fine is $490); the second offence will mean a seven-day suspension and a $2,000 fine; and three or more offences lead to a 30-day suspension, a $3,000 fine and six demerit points. You also have to pay an administrative fee of almost $200 each time you have your license returned. Also, keep in mind that distracted driving is no longer limited to texting and making phone calls. The Government of Ontario has posted a list of activities that count as distracted driving. Included on the list is everything from eating to simply holding an electronic device to entering information into a GPS. Drivers are also not permitted to use hand-held devices while stopped at a traffic light. The exception is if the driver is using the device to call the police, fire department or emergency medical services personnel. Officials emphasize that collisions also occur when vehicles are not in motion. Often, drivers are not paying attention to the light cycle and frequently miss advance turn signals or green lights. Drivers who are focused on a cellphone or other device are also not paying attention to the actions of other road users, including pedestrians and cyclists. What is allowed? Display screens that are built into the vehicle and used for safety reasons are permitted, as are GPS screens mounted onto the dashboard (assuming you enter the information before you start driving), cellphones with an earpiece, headset or Bluetooth device using voice-activated dialing (but only to activate or deactivate a "hands-free" function, and only if the device is mounted or secured) and portable media players (but you must activate your playlist before driving). If you must use your cellphone in the car, it is recommended that you pull off the roadway in such a way that you are not impeding traffic, or find a place to park lawfully; however, remember that it is dangerous to stop on the shoulder of a 400-series highway, and drivers are prohibited from doing so for a reason other than an emergency. If the situation is not an emergency, drivers are advised to exit the freeway at an interchange or pull into the nearest service centre. Not only does distracted driving jeopardize the safety of the driver and everyone else on the road, but imagine how silly you would feel being slapped with a licence suspension and a fine worth thousands of dollars because you couldn't resist checking a new text? Time to put the phone down. It's not worth it. For more information, visit http:// www.mto.gov.on.ca/english/safety/distracted-drivingfaq.shtml.

BIRDS, BEAVERS AMONG THE CREATURES ON THE GO THIS FALL, WRITES MICHAEL RUNTZ MICHAEL RUNTZ Column

With the arrival of autumn come predictable events. One is that tree leaves start changing colour, with red maples leading the way. That species is

unusual in producing two different colours of fall foliage. Those colours are linked to the types of flowers the trees produce in spring. Red Maples bearing only male flowers have leaves that turn red. The leaves of red maples bearing female flowers turn bright yellow. Many of the most colourful birds that call this area home are currently winging their way to points farther south. Before they left, many males, including those of scarlet tanagers and bobolinks, exchanged their colourful plumage for the sombre tones that adorn the opposite sex. The majority of songbirds are

now migrating south, many flying up to 500 kilometres each night when conditions are favourable. Especially early in the morning a cacophony fills the air as flocks of Canada Geese announce their arrival from the north. Many land in fields from which corn has been harvested, digging among the stubble for spillage. Geese are not the only animals to be exhibiting an interest in food. Even though winter is still months away, beavers are currently creating larders. These industrious rodents leave the water usually at night to fell trees on land. Small-diameter trees are

cut up into short pieces and dragged to the water over well-used trails appropriately called "drag trails." Beavers remove the branches from larger felled trees before sectioning their trunks. Harvested material is towed across the water to the beaver's lodge. Here, it is placed next to the lodge in a large pile. Less palatable food such as branches from conifers and other trees offering low nutrition, as well as branches that already had their bark eaten are placed on top of the pile. These provide ballast to hold the choice material under water. When a beaver arrives with branches

both materials in a "double carry." To me, this feat is puzzling. How can an animal with huge hind feet waddle up the side of a stick-strewn lodge - head titled up with mouth full of sticks and front arms pressing mud against its chest - and not trip? Beavers really are remarkable animals! The Nature email is mruntz@start.ca. Michael Runtz is a longtime columnist who teaches Natural History and Ornithology at Carleton University. of trembling aspen and other preferred trees, it dives and places them at the bottom of the pile. When winter seals off the pond's surface with ice, the prized foods below the ice remain accessible. In addition to harvesting food for winter's consumption, beavers are busily getting their lodges ready for the season of cold. They are now adding additional sticks as well as copious amounts of mud to the outer surface of their home. The two materials are carried in different ways. Mud, which is dredged up from the bottom of the pond, is held against the chest by the beaver's front paws and arms. Sticks are carried in the mouth. It is rare to see a beaver climbing atop its lodge without bringing

MUNICIPAL ELECTION

MCNAB/BRAESIDE INCUMBENTS LOOK BACK AT TERM SHERRY HAAIMA sherr y.haaima@ metroland.com All but one of McNab/ Braeside's incumbent council members want to return to the table. Mayor Tom Peckett is seeking re-election on Oct. 22. Deputy Mayor Brian Armsden has been acclaimed, while Mark MacKenzie is not seeking another term. Lou Laventure is challenging the mayor for the position. "I am extremely proud of what we have accomplished during the last term of council and look forward to doing more for our community," said Peckett, who is completing his first term as mayor. He previously served as councillor for the Town of Arnprior.

Serving people has been a lifelong reality for the former police officer. "I was a police officer for 10 years, was sales and operations manager for a company that served customers throughout eastern Ontario for 20 years and served from the Ottawa Valley to Vancouver Island for three years helping people with loss control for insurance purposes," he said. "Then I spent 10 years as a business owner with Sears and since I've retired I've taken up politics as a way to keep on serving." A list of accomplishments includes: the reinstatement of recreation agreements with Arnprior and Renfrew; success in stopping a permanent asphalt plant and increasing the buffer zone; increased

"I feel what we've accomplished is that we moved the township forward," said Peckett. "We started to give

back to the residents and invest in the residents to improve their life and also to make the township a more attractive location for new families to move into and live and work." Coun. Heather Lang, a writer, editor and public relations professional, is completing her first term. She reflected on a challenging but successful four years.

"One major accomplishment was renewing the recreation and library agreements with the Town of Arnprior and the Town of Renfrew," said Lang. "And there's a plan that will hopefully continue if I'm re-elected." She's proud of how far the township has come. "We knew buildings and roads were in a sorry state but personally I didn't real-

ize the challenges were as huge as they were," said Lang. "We faced buildings that actually were not safe and secure for public use. We had to tackle that head on." She also touted the management plan for various departments, which set the municipality up for the future. See MAYOR, page 12

All Town of Arnprior council incumbents are looking to return to the table following the Oct. 22 municipal election. Mayor David Reid is not seeking re-election and Coun. Dan Lynch has been acclaimed to the newly named Renfrew County Councillor representative position. From left are Reeve Walter Stack, who is seeking the mayor's chair and councillors Tom Burnette, Frank Dugal, Lynn Grinstead and Ted Strike.

SHERRY HAAIMA sherr y.haaima@metroland.com Following the Oct. 22 municipal election, there will be at least one new face at the Arnprior council table with all but one incumbent looking to return, albeit a couple to different positions. Mayor David Reid is not running again and current Reeve Walter Stack is seeking the mayoral seat. Gabriel Flowers is also running for the position. Dan Lynch, who is currently a councillor, has been acclaimed to the county councillor (formerly reeve) position. Most incumbents pointed to downtown revitalization, instituting plans such as pay-as-yougo, the capital asset, fire master and others, and bolstering of recreation and other programs as highlights of the past four years. Stack said highlights for him include projects at both the town and county levels. "Certainly downtown has

Got plans for the weekend?

been a great improvement, not just above ground but also below," he said, noting some of the infrastructure was 100 years old. He is proud to have, for the last eight years, been a member of the committee responsible for buying the former CP rail line to facilitate the trail. "It's not just the fact of building it for greater economic development and tourism," said Stack. "The biggest thing was the legacy gift that trail was going to be for generations." He also noted the "grabbing and fighting and scrambling for funds" to help with Arnprior's two affordable housing units for seniors. He said council has been successful in attracting great, professional staff, which has helped further the town. "It's tough to do this job without them," he said. His message to constituents?

"Please vote," said Stack. "Absolutely vote. Every one of us has a responsibility to do that. Take a real interest in your community and make your position clear by your vote." Council candidate Tom Burnette said it has been a pleasure working with council the past four years. "I was fire chief in town for 35 years so I sat on the other side of the table," he said. "When I got into council I realized it's a big business - it's not just one department you have to think of, it's all of them." Upgrades at the water filtration and sewer plants are among the successes he counts. "We're ahead of the game there and running at probably half capacity," he said. "There's plenty of room for growth." Town staff has been phenomenal, he said. "Working with staff has been

really, really good," he said. "I find the whole team within the town is working for the betterment of all the residents, the seniors, the kids - everyone." He'd like voters to keep in mind that he is a lifelong resident who knows the town well. Issues that have been brought to him have been paid attention. "I'm there for the public and look forward to representing them again for another term if elected," said Burnette. Frank Dugal is seeking a second term as councillor. "I think from a budget perspective we managed to accomplish a lot and stay within the plan," he said. "We've improved on roads, which was a message that was clear in the past." Improving the community for

seniors has been a focus, as well. "We're making Arnprior a more age-friendly place," he said. "And we've grown, in terms of housing. As a council, we're hoping to continue helping to move that forward." He wants voters to remember this as they head to the polls: "Experience counts, I can't say it any better than that. We're going to have a lot of change. We'll definitely have a new mayor, we're going to have a new CAO, and at least one new member of council. It's important to know the history, what plans have been put in place to go into the future." Lynn Grinstead wants to be reelected to add to the "great strides" that have been taken in See OTERS, page 12

MUNICIPAL ELECTION

MAYOR, TWO COUNCILLLORS SEEKING RE-ELECTION Continued from page 10

She said she's not sure all residents realize how significant the issues were that council faced. "Yes, taxes have increased but all of us have to invest in the community and investing in the community means offering accessible, safe buildings that both staff and residents can use. When you have infrastructure that can't meet those important considerations you have to roll up your sleeves and do the hard work," said Lang. Coun. Scott Brum is proud of what has been accomplished in the past four years, noting council was elected in the middle of "what I call a major storm with the quarry." Being able to have the setback changed from 150 to 300 metres from homes was among what he considers a highlight of the past four years. Another major accomplishment, says Brum, was

working with Energy East. "Their lovely computer decided to put a pumping station on top of a rock in our lovely Madawaska River. That didn't sit well with me," he said. When council learned an alternate location for the possible station was in a gravel pit, he figured that made much more sense, because any problems could be more easily dealt with. "We were able to co-ordinate a meeting with both the owner and Energy East and had the project moved forward, it would have moved from the Madawaska to the gravel pit," said Brum. He was also pleased with having brought forward a motion to support the county's call to stop local ambulances from heading out of town to cover shortages in the City of Ottawa. "I felt I had to get involved," he said. "We had a resident who had to call paramedics for her husband, who was having a heart attack. They had to

wait 24 minutes - that was not OK with me." The ambulance had to come from Eganville because an Arnprior unit was in Ottawa and a Renfrewstationed vehicle was busy on another call. Not long after the township and county motions were put forward Ottawa officials announced plans to purchase new ambulances and hire new paramedics, he said. "I don't' think it's a perfect scenario yet but we've been watching and it's getting better," said Brum. His message to voters is to be informed as they head to the polls. "Just look what has been accomplished," he said. "And I do believe everybody has an opinion and should voice that opinion." Oliver Jacob, Robert Campbell and Shawn Regier are also seeking council seats. Their profiles have already appeared in the paper and can be found at www.insideottawavalley.com.

the past four years. "Pay as you go is a financial model I'm really ecstatic about," she said. "We will be debt-free within the next 15 years, which will free up over $2 million in debt servicing that can go to road rehab and future capital projects." Steady work on roads and waterfront rehabilitation has been done without raising taxes drastically, she noted. She touted the various plans council has put in place. ?"We're already ahead of the game in so many aspects," she said. The members at the table have worked well together. "We've accomplished great things, I believe," said Grinstead. "This current council has been so cohesive and like-minded." She wants voters to know there's work yet to be done.?"We've set the stones in place and that's why I really want to be a part of the

low that and don't take on any longer term debt we'll be debt-free in 15 years." He noted work on water line improvements as among the major feats of the past term. As voters head to the polls, he wants them to keep in mind council's numerous past accomplishments, work that he'd like to continue. "We're really moving forward," he said. Newcomers seeking council positions include: Andrew Fogorasi, Danny Martin, Lisa McGee, Glenn Miller, Chris Toner, Geoffrey White and Marc Bissonnette. Their stories have appeared in previous editions and can be found at insideottawavalley.com.

next four years, so I can be a part of making those things come to life," she said. Ted Strike, seeking to keep his council seat, noted how the upgrades downtown removed 35 barrier accesses to stores, and that there are now grants in place for business owners to help remove barriers. A focus on infrastructure has paid off. "We've been working very diligently trying to get roads up to a level of sustainability," he said. "We have a 20-year master plan now that sets aside money each year for capital works." He's proud of what council has accomplished. "The pay as you go financing program is excellent," said Strike. A Renfrew man is in police custody after an arrest warrant was obtained following an assault investigation where the suspect fled the scene, OPP report. Officers investigated an assault on Tuesday, Sept. 25 at approximately 1:30 a.m. at a residence on Horton School Road in Horton Township. The suspect allegedly assaulted a man and then threatened him while brandishing an edged weapon, then fled on foot prior to police arrival. A police canine track was unsuccessful in locating the suspect and a warrant was obtained. On Saturday, Sept. 29 the suspect was located and arrested. Stephan Thompson, 23, of Renfrew is charged with assault with a weapon, uttering threats and three counts of breach of probation. He was remanded into custody for a bail hearing on Monday, Oct. 1. OPP Const. Pat O'Connor led the investigation.

In total, the Renfrew detachment of the OPP investigated 287 calls for service from Monday, Sept. 24 to Sunday, Sept. 30. Here's a rundown of other police news: SEATBELT ENFORCEMENT CONTINUES Strict enforcement of seatbelt laws continues with the Fall Seatbelt Campaign. The campaign runs from Sept. 26 to Oct. 5. As of Monday morning, Renfrew and Arnprior OPP members have issued 26 tickets for seatbelt violations, while in all of the OPP East Region 337 tickets were issued. Drivers and passengers are encouraged to always buckle up.TheftsOPP officers investigated three thefts of gas during the past week. One case was accidental and there was no intent to steal, one case was deliberate where the suspects concealed their faces and licence plate from employees and security cameras and

there was no licence plate obtained in the final case for officers to investigate. Police are investigating a theft after a victim reported someone stole tools from the back of a pickup truck in Calabogie between 5:30 a.m. and 6 p.m. on Thursday, Sept. 27. A tonneau cover was damaged to access the tools. Stolen property includes two 20 litre gas cans, a Greenlee hole saw kit, a Milwaukee SDS hammer drill kit, other tools and work boots. The truck was parked at the park and ride on Calabogie Road near the Country View Mini Mart and gas station. STORY OF JOAN OF ARC ETCHED IN HER MEMORY, MARY COOK RECALLS MARY COOK Column

Mother was never at a loss when it came time to get the family together for a bit of fun. So we celebrated every holiday, even if we didn't have the remotest connection to it. That included Lincoln's birthday, St. John The Baptiste Day, the Twelfth of July. At this time of year, Mother was able to work around the sad story of Joan of Arc through the simple act of the burning of the fall leaves. Of course, it was called "The Burning of the Leaves Day," but I knew there would be a heavy emphasis on the Joan of Arc story, which

caused me no end of grief. I hated the story I knew was coming with the burning of the leaves, but once we got that out of the way, we got down to the serious business of watching the mountain of leaves go up in smoke. It took us a period of several days, and sometimes most of a week for what we called "The Burning at the Stake Night." I called it The Burning of the Stake Night, which I thought was more humane, as I pictured the young French saint being tied to a stake and going up in flames. But we had to listen to the story before we actually lit the pile of leaves, which Emerson said took all the fun out of the evening. To get ready, we raked mountains of leaves into a huge mound in the centre of the front yard. This always took place on a Saturday, and we had to have the pile well away from the barns and the old log house, or the whole place could go up in flames. Father also insist-

ed we burn a small pile at a time, so that the flames wouldn't get out of hand. Once we got the Joan of Arc story out of the way, we would settle down to enjoy the spectacle before us. We each would have a long slim piece of green wood for what I considered the most fun of the entire evening. Mother would have placed a tin plate of sliced pieces of back bacon, on the seat of a kitchen chair, and these we threaded onto the stick, and with the bacon fat sizzling into the fire, we'd watch the pieces cook into a golden brown ... crisp and delicious morsels to pop into our mouths when they were cool enough to eat. Over the evening we would go through a plate full of bacon pieces. It would take at least two hours to work through the mound of leaves, and then Mother would take her harmonica out of her apron pocket, and we'd all sing the songs we knew so well.

VISIT INSIDEOTTAWAVALLEY.COM TO READ CURRENT AND PAST INVESTIGATIONS

Long after the last ember had died down, we would stay on the logs we had used as benches and watch Father take a pail and fill it from the watering trough and douse what was left of the burning leaves. For days our clothes would smell of burning leaves. We wouldn't be wearing our school clothes, so we didn't carry the odour off the farm. But I loved the smell of the bonfire, and I could never pass the back door where our clothes hung on a nail, without pressing my nose into the folds of whatever I had worn the night we had burned the leaves. Father didn't think much of the effort we went to. In his day, he would tell us, the leaves were left

where they had fallen. The snow would cover them over the winter, and grass would grow right on top of them. But he went along with yet another idea of Mother's that she brought to the farm at Northcote. My sister Audrey said to him, it was the line of least resistance. ARNPRIOR FIRE DEPARTMENT REMINDS YOU TO LOOK. LISTEN. LEARN Home fires today can burn faster than ever. Occupants may have as little as one to two minutes to escape safely from the time the smoke alarm sounds. Knowing how to use that time wisely takes planning and practice.

The Arnprior Fire Department (AFD) is teaming up with the National Fire Protection Association (NFPA) to promote this year's Fire Prevention Week campaign: Look. Listen. Learn. Be aware. Fire can happen anywhere. The

campaign works to educate the public about basic but essential ways to quickly and safely escape a home fire. Fire Prevention Week is Oct. 7-13. Data from Statistics Canada saw that the num-

make choices in fire situations that jeopardize their safety or even cost them their lives," said AFD Captain Cory Nicholas. "We need to do a better job of teaching people about the potentially life-saving difference escape planning and practice can make and motivating them to action." This year's campaign highlights three steps people can take to help quickly and safely escape a fire:

* Look for places fire could start * Listen for the sound of the smoke alarm * Learn two ways out of every room While NFPA and AFD are focusing on home fires, these messages apply to virtually any location. Join firefighters at the annual Open House on Saturday, Oct. 13 from 10 a.m. to 2 p.m. at 67A Meehan Street.

As Fire Prevention Week, October 7-13, approaches,The Arnprior Fire Department encourages residents to “Look. Listen. Learn. Be aware. Fire can happen anywhere.” October 2018 – Home fires today can burn faster than ever. Occupants may have as little as one to two minutes to escape safely from the time the smoke alarm sounds. Knowing how to use that time wisely takes planning and practice. The Arnprior Fire Department is teaming up with the National Fire Protection Association (NFPA) – the official sponsor of Fire Prevention Week for more than 90 years – to promote this year’s Fire Prevention Week campaign: Look. Listen. Learn. Be aware. Fire can happen anywhere. The campaign works to educate the public about basic but essential ways to quickly and safely escape a home fire. Fire Prevention Week is October 7-13, 2018. Data from Statistics Canada saw that the number of structure fires declined by 26 percent between 2005 and 2014 However, residential fires consistently accounted for roughly six of every 10 structural fires during that period. According to Stats Can, cooking equipment and smokers’ material caused approximately six of every 10 residential fires. “These numbers show that while we’ve made significant progress in teaching people how to prevent fires from happening, there’s still much more work to do in terms of educating the public about how to protect themselves in the event of one,” said Lorraine Carli, NFPA’s Vice President of Outreach and Advocacy “This is particularly critical given the increased speed at which today’s home fires grow and spread.” Carli notes that home is the place people are at greatest risk for fire, but home is the place people feel safest. That over-confidence contributes to complacency toward home-escape planning and practice. “Working in the fire service for many years, we know that people often make choices in fire situations that jeopardize their safety or even cost them their lives,” said Captain Cory Nicholas of the Arnprior Fire Department “We need to do a better job of teaching people about the potentially life-saving difference escape planning and practice can make and motivating them to action.” This year’s “Look Listen Learn” campaign highlights three steps people can take to help quickly and safely escape a fire: • Look for places fire could start • Listen for the sound of the smoke alarm • Learn two ways out of every room While NFPA and the Arnprior Fire Department are focusing on home fires, these messages apply to virtually any location. “Situational awareness is a skill people need to use wherever they go,” said Captain Nicholas “No matter where you are, look for available exits. If the alarm system sounds, take it seriously and exit the building immediately.”

To the wonderful staff of Caressant Care, Cobden who cared for Van over the last 3 Ω years and treated him like family; your kindness and consideration meant so much to family and friends. To the amazing staff at Island View Retirement Suites in Arnprior who helped make the setting for the tribute to Van feel so special. A big thank you! To Dawn AckroydJohnston, Peter Stanton and Kathryn Wolfe, your participation in the service was heartwarming. You all depicted Van perfectly. Finally, thanks to Andre Pilon and the staff of the Pilon Family Funeral Home. The kind and gentle manner with which Andre guided us made a difficult time much easier. Beth & Family

Obst, Richard “Dick”

October 5th 2012 In loving memory of a wonderful Husband and Best Friend I watched you suffer, I saw you die, But all I could do was sit close by. You went away, we had to part, God eased your pain but broke my heart. They say there is a reason, They say that time will heal, But neither time or reason, Will change the way I feel. For no one knows the heartache, That lies behind our smiles No one knows how many times I have broken down and cried. I want to tell you something So there won’t be any doubt . You are so wonderful to think of But so hard to be without. Till we meet again, Love always, Gail

HERE’S HOW IT WORKS: Sudoku puzzles are formatted as a 9x9 grid, broken down into nine 3x3 boxes. To solve a sudoku, the numbers 1 through 9 must fill each row, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numbers will appear by using the numeric clues already provided in the boxes. The more numbers you name, the easier it gets to solve the puzzle!

COMMUNITY

STUDENTS TAKE OVER STREETS DURING SPIRIT DAY DEREK DUNN derek.dunn@metroland.com The streets in downtown Arnprior were taken over by students showing their school spirit on Sept. 28. The annual Red and White parade - filled with loud, youthful excitement - wound its way through the core, much to the delight of pedestrians and confused drivers. The tradition continued with kids heading back to the school to take in some Rapids football. And the teams did not disappoint. The junior Rapids beat Almonte 27-9; the seniors thumped Fellowes High in Pembroke 71-0. Ouch - now that is how you cap off Spirit Week.
