very supportive," Jayden said as the class took a break a few days before the dance.

A dark coloured Ford Escape SUV and white Ford Ranger pickup truck were both in a cornfield ditch at the intersection of Galetta Side and Upper Dwyer Hill roads at about 10 a.m. on Tuesday, Nov. 6. Ottawa Police
Service Const. Amy Gagnon said one person died. "I can confirm that a male succumbed to injuries and another person was taken to hospital with non-life threatening injuries," Gagnon said. No names or places of
residence are being released at this time. Investigators are on route to the intersection, which will be closed until mid to late afternoon. Metroland Media will update as more information becomes available.

Tax and Utility Bills Due November 30th The Town of Arnprior has distributed the September/October utility (water/wastewater) bills by mail to those who are not yet signed up for electronic billing. With the rotating postal strike, bill delivery may be delayed, however, the November 30, 2018 due date remains in affect for both utility and tax bills. Payments can be made by cash, cheque or debit at Town Hall. Payments are also accepted at local banks, tele-banking and online banking. The Arnprior Community Choir participated for the first time, singing Amazing Grace and other songs as dignitaries walked up to the cenotaph to present wreaths. Among them was Cheryl Gallant, member of parliament for Renfrew-Nipissing-Pembroke, at the ceremony for the first
time in at least a few years. Rev. Leo Hughes offered a prayer and spoke a few words. "They shall be with us in our hearts and our minds. Their sacrifices not forgot-
ten, but cherished," Hughes said. "Each of us in our own way remembers our solemn obligation: lest we forget." He honoured the 117,000 fallen, then talked of the

AMBULANCE LANDS IN ARNPRIOR FIELD An Ottawa Paramedic Service ambulance careened off the road in Arnprior and crashed into a field of recently felled trees. Madawaska Boulevard near Decosta Street was "very slippery" on Saturday morning, after 6 a.m., according to Arnprior fire chief Jeff Crawford. His crew worked to stabilize the vehicle to prevent further movement, and ensured no flammable fluids leaked onto the hot exhaust, averting a fire. They also disconnected the battery
to power down the un-deployed airbags and "generally made the vehicle safe for the two ambulance staff" who were trapped inside, he said. There was no patient on board. Firefighters were then able to force open the jammed rear door of the ambulance to free the two ambulance staff. They walked out unassisted and were not badly injured, Crawford added. "Minutes can seem like an eternity when you are trapped inside a burning building where the hot toxic smoke can

COUNTY LOBBIES FORMER TRANSPORTATION MINISTER ON HIGHWAY EXPANSION JOHN CARTER john.car ter@metroland.com Renfrew County officials are hopeful optimism that the expansion of Highway 17 into four lanes would be resuming soon will not be dashed now local MPP John Yakabuski has been switched out of the minister of transportation job after four months. A county delegation met with Yakabuski on Oct. 12 to discuss the expansion of the highway west of Scheel Drive. Renfrew reeve Peter Emon said Yakabuski was optimistic that after a ministry review of projects he would be able to disclose a date when the next stage will begin, either when tenders would be announced or awarded. However, in a cabinet shuffle Nov. 5, Yakabuski switched portfolios with Elgin-Middlesex-London
MPP Jeff Yurek. Yakabuski is now minister of natural resources and forestry and Yurek takes over as minister of transportation. The move has also stalled efforts to pick a date (Nov. 30 was the original suggestion) for the official opening of Renfrew's downtown reconstruction project. Also in the county delegation meeting with Yakabuski were warden Jennifer Murphy, chief administrative officer Paul Moreau, and director of public works and engineering Steven Boland. The four county officials stressed the importance of the highway extension in providing safe travel to residents and visitors, as well as its role as a key transportation link to large employers in the county. It was a chance to ensure the project stays on the "front

Other changes see Dufferin-Caledon MPP Sylvia Jones become minister of community safety and correctional services, Vaughan-Woodbridge MPP Michael Tibollo appointed minister of tourism, culture and sport, and BruceGrey-Owen Sound MPP Bill Walker named minister of government and consumer services.

ADDED COSTS TO TAX NEW COUNCILS It didn’t take long for the euphoria of the local municipal election night(s) victories to be dashed with a dose of cold, hard reality. One week after five of the seven incumbents found they would be returning to Renfrew council (six if you count acclaimed Reeve Peter Emon), they were being told about new financial challenges at a special council meeting. In Arnprior, 10 days after five of the seven incumbents were returned, they learned that one of the town’s major industries will be closing, costing the area 160 well-paid jobs. The impending loss of the Sandvik plant is another blow to council’s efforts to bulk up the town’s industrial base. Council is already being criticized (rather unfairly) about not doing enough to persuade the Tweed weed company to locate cannabis operations in Arnprior rather than Smiths Falls. The new council will be tested to fill the empty Sandvik building by the time it closes by the end of 2019 and help find jobs for those who are losing their employment. If they don’t, then there could be a significant tax shortfall to make up in future municipal budgets. Over in Renfrew, council faces the doubling of the cost of operating the town landfill and an unexpected expense to fix a major water line break. The annual landfill bill will likely rise by around $200,000 (a two per cent tax levy increase) in 2019 and could continue to climb as the dump nears capacity. Council has responded by having the town take over operation of the landfill from Beaumen as of Jan. 1, but while that could help increase the facility’s lifespan, it’s not likely to stave off the rising operating costs. At the same meeting, council awarded a contract to repair the water main that broke in June causing water pressure woes in parts of town. The total cost of that project is about $360,000, which will most certainly impact next year’s water bills. Faced with these increases, council decided to defer until next year the demolition of the old sewer plant when finding out it will cost close to $400,000 instead of $150,000 as expected. Adding to the challenge is a new uncertainty related to provincial funding. The Progressive Conservative government is using the financial skulduggery of the previous Liberal regime as an excuse to be miserly when it comes to grants and other handouts to municipalities. The demise of the cap and trade program has already eliminated expected funds for several municipal "green" projects, such as the Algonquin Trail. So when your municipal council schedules its public 2019 budget meetings (Arnprior’s first one is Dec. 12), ratepayers should take special notice. The sessions are usually poorly attended with only a few special interest groups showing up to provide input. But with the new councils facing stiff financial challenges, they could do with some ratepayer guidance, encouragement and common sense as they try to determine spending priorities. Spouting off your ideas on social media after the budgets are approved is too late. If you can’t make the meetings, you can always share your views with a councillor or two (during the campaign, they all seemed to espouse better communication with constituents). If you have some worthwhile ideas on how councils can deal with these new financial pressures, speak up. Our new councils could do with all the grassroots help they can get.

WHO WE ARE LETTERS & COMMENTARY SEE CNL DOCUMENTARY NOV. 18 TO THE EDITOR:
Canadian Nuclear Laboratories (CNL), Canada's premier nuclear science and technology organization, is pleased to announce that it will present the premiere screenings of a new documentary entitled "Of Great Service: The Story of National Research Universal." Produced by SandBay Entertainment, an award-winning Canadian production company, the documentary celebrates and memorializes the contributions of the NRU reactor, through the stories and memories of those who worked within it. Filmed at CNL's Chalk River Laboratories campus, the film examines the history of the NRU and its role as one of Canada's most important scientific and research facilities. "We are thrilled to screen this documentary for residents in the Ottawa Valley, home to the NRU reactor and the people who helped build and operate this marvel in engineering," commented Mark Lesinski, CNL President and CEO. "NRU
has served as a cornerstone of the Canadian nuclear industry for over 60 years, enabling groundbreaking research that has improved the quality of life for people around the world. It is our hope that this film will help to educate and inform people about the amazing work carried out in this facility, right here in the Ottawa Valley." Renfrew's screening will take place on Sunday, Nov. 18 at 4 p.m. at the O'Brien Theatre. Admission is free and CNL will cover the popcorn. One of the largest research reactors in the world, NRU was a landmark achievement in Canadian nuclear science and technology when it went into service on Nov. 3, 1957 on the banks of the Ottawa River in Chalk River, Ont. For over 60 years, the reactor served Canadians as a supplier of industrial and medical radioisotopes used for the diagnosis and treatment of lifethreatening diseases, as a major Canadian facility for neutron physics research, and to provide engineering research and development support for Canada's fleet of
nuclear power reactors. NRU was also the workplace of Canadian physicist Dr. Bertram Brockhouse, who won the Nobel Prize in Physics in 1994. Using a technique known as 'neutron scattering' to explore materials, Dr. Brockhouse invented a new, highly sophisticated neutron instrument known as a triple axis spectrometer, which is now standard equipment at every neutron laboratory throughout the world. For its many achievements, NRU was recognized as a nuclear historic landmark by the American Nuclear Society in 1986. Looking to the future, the NRU continues to add value to the global nuclear research community. Analyses of materials samples from the reactor and its components, as well as investigations of materials irradiated during the final year of operation, will continue for many years, complementing the unique capabilities of CNL's recently launched Centre for Reactor Sustainability. ADHS SENIORS CAPTURE BASKETBALL TITLE FOR FOURTH CONSECUTIVE YEAR The Arnprior District High School senior girls basketball team defended their championship for the fourth year in a row by defeating RCI 75-14 in convincing fashion. Every year beginning in early November, church halls in every Ottawa Valley town fling open their doors to Christmas bazaars. The sugar cookies and meat pies, the ornaments and handmade mittens, Styrofoam cup coffee and casual conversation. It happens every year - and the tradition continued on Saturday in Braeside. Supplying handmade the mittens, scarves and hats and, curiously, bath bombs at the Our Lady of Perpetual Help event was

"People like to pick the colours and styles themselves." Whalen, who grew up between Arnprior and Braeside, has always loved arts and crafts. But when she learned how to knit from a YouTube channel five years ago, she was hooked. "I absolutely love it," she said, adding that it is more a hobby than business. May 15, 1939 - October 20, 2018 Born in Val Dor Quebec. Formerly of Arnprior Ontario, he died in Calgary Alberta at the age of 79. John was the son of Mary and John Sutherland McKay Sr., both deceased. He was brother to Saundra Glynn late Paul, Sheilagh Poole late Phil, Peter & Pat McKay, Jana & James Croskery all of Arnprior and George and Heather McKay of Surrey B.C. He will be missed by his siblings and many nieces and nephews. John worked in the family business Dochart Brick and Tile Co. Ltd. for many years. His most memorable time in Arnprior was the years he was involved with the Drum Corps. Then John went West to realize a dream. Burial of the cremated remains will be at St. Stephen’s Cemetery at Old Chelsea Quebec where his parents are buried. This will take place in the spring.

Ron is predeceased by his parents Howard and Elva (née Graham), and by his brother Myron. He worked as a stationary engineer for Ontario Hydro for over 30 years. Ron loved the thrill of going fast, whether it was boating, ski-dooing or flying. He also enjoyed camping, hunting and learning about history, and he was an amazing cook. Ron will be remembered for his unique humor, which he developed while growing up in the Ottawa Valley. He will be missed by all those who knew and loved him. Ron’s family would like to extend a special thank you to the staff at Afton Park Place and St. Joseph’s Hospice for the care and compassion shown to Ron during his illness. Cremation has taken place. Older readers may remember vibrant flocks of evening grosbeaks visiting bird feeders from the 1970s to the 1990s. These large-billed, yellow-and-black finches appeared in huge flocks whose arrival was announced by strident but pleasant chirps. Upon arrival they would immediately begin devouring sunflower seeds, their ability to consume vast quantities in short order giving rise to the rather unflattering moniker: "Greedies." In recent winters fewer evening grosbeaks have been visiting local birdfeeders. While their absence has undoubtedly saved feeder owners money, their brilliant colours and cheerful calls were sadly missed. However, this fall there have been numerous sightings not only locally but also through much of southeastern Ontario. Evening grosbeaks are boreal forest birds whose

presence locally is made known primarily in winter. But historically, grosbeaks were not here; originally they were found in the Rocky Mountains and farther west. Then, in the mid-1800s, a large-scale movement (an irruption) occurred in eastern Canada. The influx continued and by the early 1900s, winter sightings were commonplace. Charles Macnamara recorded 31 on his 1915 Arnprior Christmas Bird Count and 60 the following year. Interestingly, Edna Ross didn't consistently record evening grosbeaks on her Pakenham Count (which started in 1925) until the 1940s. After 1970, the year the Pakenham count's name changed to the Pakenham-Arnprior Christmas Bird Count, grosbeaks began to be recorded in larger numbers. Certainly, an increase in participants and birdfeeders was partly behind this phenomenon, but the birds themselves were definitely more common. In 1971, 730 grosbeaks were recorded on the Christmas Bird Count; in 1978 that number rose to 1,269. And in 1987, the 2,047 tallied remains the record. But during the 1990s, the numbers began to drop. In 2000, only two individuals were recorded on the Count. None were observed in 2014, and only one recorded on the 2015 and 2017 counts. So why the dramatic fall? Two factors seem to be involved. First, the planting of Manitoba Maples (aka Box Elders) across the prairies and in eastern Canada reportedly played a role in the species' arrival in the east. The seeds of Manitoba Maples remain on the trees all winter, providing a rich source of food for grosbeaks. But many of those trees are now dead and gone. Second and more important, in the 1970s and early 1980s outbreaks of spruce budworm caterpillars in the eastern boreal forest provided abundant food for nesting evening grosbeaks. Since then, due to natural cycles and chemical controls, the caterpillars' populations crashed. The latter factor may be the critical one behind the roller-coaster population cycles. Spruce budworm caterpillars occur in astonishing numbers (outbreaks) roughly every 30 to 35 years. When those caterpillars are abundant, grosbeak numbers rise accordingly. When the caterpillars become scarce, grosbeak numbers fall. It's been exactly 30 years since the record number of evening grosbeaks was recorded on the PakenhamArnprior Christmas Bird Count. Indications are that spruce budworms populations are once again on the rise. Could the current sightings be a sign that their populations are following suit? Like thunder, we could hear heavy footsteps on the wood platform outside the door of the Northcote School. We heard boots being pounded against the door frame, shaking off the freshly fallen snow, and without a rap, the door swung wide and in walked a total stranger dressed like a member of Parliament. He nodded at Miss Crosby who had stood up so quickly, her chair tumbled to the floor behind her, and I could see a look of panic come over her face as she shifted papers on
an already spic-and-span desk. Here was the newly appointed inspector, a figure to be reckoned with for sure! We didn't have to be told to stand; that was automatic whenever anyone came through the door of the school. We could tell from the look on Miss Crosby's face this gentleman had tremendous power in his hands. He was there to see that the Northcote School was run properly, and according to the standards set out by the board, the pupils were being taught in the basics and beyond, and we were respectful and obedient. I said a silent prayer that my brother Emerson and Cecil would be on their best behaviour.
He pounded up to Miss Crosby's desk, nodded at us standing like stone pillars, and in a voice that could be heard in Arnprior, Ont., ordered us to take our seats. As we always did when seated in front of a visitor, our hands were clasped in front of us on our desks, and our feet planted firmly on the floor. Miss Crosby's eyes darted over us to make sure we were all doing what was expected of us. Then, the new inspector came down from the front of the classroom and went right to Joyce's desk and asked her to open her drawer. I could see Miss Crosby breathe a sigh of relief that Joyce had been picked, because she was just about the neatest person in the whole Northcote School. He asked her to take out a couple of her scribblers which he flipped through and handed them back to her. Then, he walked over to
the window where the Senior Fourths sat and stopped in front of Iva's desk and asked her the same thing as he had asked Joyce. Again, he flipped through the scribblers and handed them back to her. All this time, Miss Crosby was standing rigid in front of her desk. The man walked over to her and asked to see the book which recorded our attendance very day. He spent many minutes leafing through it. We of course were scarcely breathing, and my need to go to the privy was now causing me great concern. I looked over at Cecil. I prayed he wouldn't do anything foolish. But he was moving his ears up and down, a feat he was able to do with ease and which drove Miss Crosby to distraction. He was a sly one all right and was smart enough to wiggle his ears when the inspector or

She righted her chair, fell into it, and said we could all go out to recess even though we had scarcely done a whit of school work. She looked like she had done a hard day's work. We had often heard how the inspector was to be feared by the teacher. For the life of me, I couldn't think of one thing he could find wrong

POTABLE WATER STORAGE
The Municipality of Mississippi Mills (the Municipality) is undertaking a planning process to assess alternative potable water storage solutions for the Almonte Ward, building upon recommendations from the related Water and Wastewater Infrastructure Master Plan (Almonte Ward) completed in 2012, and updated in 2018. While the Almonte Ward’s potable water supply system has been operating in accordance with all applicable legislation and is generally achieving all required water quality standards, it is anticipated that the Municipality will not meet the potable water storage requirements as recommended by the Ministry of the Environment, Conservation and Parks in the short-term based on the anticipated growth in the Almonte Ward. The Municipality is therefore in need of a solution that will address water storage constraints over the next 20 years and beyond.

The Corporation of the Municipality of Mississippi Mills has initiated a Municipal Class Environmental Assessment for the renewal of the Levi Bridge (Structure P-003) on 10th Concession Road, Pakenham, approximately 1.7km North of County Road 20. The existing single span steel girder bridge (with a concrete deck and steel railings), constructed circa 1950, is nearing the end of it useful lifespan and the Municipality is commencing the planning process for its rehabilitation / replacement in the near future. The project is being initiated as a Schedule ‘B’ undertaking in accordance with the Municipal Class Environmental Assessment Manual, which applies to municipal infrastructure projects including roads, bridges, water and wastewater project. The study will include a review of structure rehabilitation and replacement alternatives and associated potential impacts on economic, environmental, natural, social and cultural environments. Public and agency consultation is an important component of the Environmental Assessment process. Public and agency input are invited for incorporation into the planning and design of the project. A Public Information Centre (PIC) in planned for Wednesday, November 28th, 2018 from 6:00pm to 8:00pm at the Pakenham Library located at 128 MacFarlane Street, Pakenham, Ontario. The purpose of the PIC will be to provide additional project information, answer questions regarding the project, identify the nature of the work and solicit feedback and comments. Subject to the comments received and the receipt of the necessary approvals, the Corporation of the Municipality of Mississippi Mills would then proceed with the detailed design phase of the project followed by construction. The Municipality and HP Engineering are interested in hearing any comment that you may have about this project. Comments and information regarding this project are being collected to assist the Project Team in meeting the requirements of the Environmental Assessment Act. These comments will be maintained on file for use during the study in accordance with the Freedom of Information and Protection of Privacy Act.
