Changes and improvements at Arnprior’s landfill site should be council’s main focus as the town puts its waste management and recycling strategy in place. Guy Laporte of AECOM presented the town’s integrated waste management plan and waste recycling strategy to council July 25, outlining the plan, its objectives and recommendations. The most important of a number of recommendations include the purchase of a weigh scale for use at the landfill, a recycling transfer station at the site and improved access at the facility. The key driver of the study, funded by Waste Diversion Ontario, the funding source for the blue box program, was to create an environmentally sound strategy that is feasible and easy to implement, cost effective and affordable and compliant with regulations. In addition, explained Laporte, the plan should address current needs but also future considerations.

Arnprior could have AMO support in OPP negotiations Continued from front The last Arnprior council hired a consultant to work out how much a municipal force would cost and what service level would be needed. The report found the current level, 14 officers, was fine; it would cost about the same. But municipal police departments pose their own challenges. The role of a police chief, for instance, is necessarily a political role. Hence there is little appetite at town hall to make the switch. PARTIES UNINTERESTED The provincial parties don’t have much interest in the local or province-wide issue of rising policing costs, despite an election looming on Oct. 6. The Liberal party was asked for a comment and a possible solution. It has yet to offer either. Renfrew-Nipissing-Pembroke MPP John Yakabuski said the issue was for the OPP and municipalities they serve to work out. “It’s an operational thing, not a political thing,” he said. “I’m not part of the negotiations, so I’m not going to comment.” Yakabuski added that the town has asked for his help, and that if the Association of Municipalities of Ontario (AMO) takes a position on it, his party “will react” to it. Arnprior belongs to AMO, a powerful non-profit organization representing almost all of Ontario’s 444 municipal

governments. According to the website, “AMO supports strong and effective municipal government in Ontario and promotes the value of municipal government as a vital and essential component of Ontario and Canada’s political system.” When contacted the first time by the Chronicle-Guide, AMO had little to say on the issue as it applies to Arnprior or as a general topic of policing costs causing budgetary constraints across Ontario. However, spokesman Brian Lambie said there has been “some movement” on the issue in recent weeks. He said if enough people start talking about the rising cost of policing and other emergency work, it could come up at the policy-driven annual conference Aug. 21 to 24. “It’s a topical issue, and we are seeing a pattern emerge,” he said. He added that the provincial government is obliged to consult with AMO on budget items that affect municipalities. Monika Turner, director of policy at AMO, said later that if any changes are to be made they must keep both safety and affordability in mind. She had no solutions to offer, but did say the OPP’s apparent inability to negotiate with municipalities and contract arbitrators’ unwillingness to accept municipalities “ability to pay” as a factor are likely to be discussed at the conference. She pointed out that there is a wage freeze among provincial public sector employees, but the same government

policy isn’t applied to police and firefighters. Asked if it is because taxpayers have accepted that emergency workers deserve high wages in light of the services they provide, Turner said: That’s why we phrase it ‘safe and able to pay’.” She expects that following the August conference the issue could be “number one” for AMO. “It’s a major election issue for AMO,” Turner said. Continued from front “It’s important to put a flexible system in place,” said Laporte. “We need to be prepared.” One of the key goals is to divert as much waste as possible from the landfill site. It is expected a municipality like Arnprior would produce 2,900 tonnes of waste – with about 65 per cent made up of waste, 22 per cent recyclables and other diversion accounting for 13 per cent of the total. While recycling is weighed, amounting to about 645 tonnes per year, without a scale, it’s impossible to know how much waste is actually coming in. Without a scale and the related data, it is also difficult to say how much waste comes from residents versus commercial users. The charge for dumping at the landfill site is $45 per tonne, a figure that could and likely should be higher. “That’s a very low number,” said Laporte, making note some municipalities charge more than $100 per tonne. The provincial objective for waste diversion is 60 per cent, said Laporte and the goal for Arnprior is 50. “It’s been shown over and over again, for municipalities to achieve 60 per cent, you need to implement some separate organics operations or what is known as a green bin program,” he said. A green bin program is not being recommended for Arnprior at this time, said Laporte, noting they are “very expensive and still in their infancy.” “It’s our feeling that a small municipality like Arnprior – we would hold off on the green bin program until the technology and facilities have been established to make it feasible,” said Laporte. Since there is a considerable amount of industrial, commercial and institutional waste coming into the local landfill site, the study suggests these generators might be able to make up the 10 per cent difference in the municipal goal and the suggested 60 per cent. Generally, once an industry finds a source of recycling, the system is in place and all of that material is re-used. A realistic goal for blue box recycling is 25 per cent, said Laporte, with the town sitting at 22 per cent, the average for similar municipalities. Three per cent improvement

One option AECOM is choosing not to recommend, but Laporte said has proven effective to increase recycling is the use of clear plastic bags for pick-up. This initiative must have a two-pronged approach with operators willing to enforce the rules and reject garbage bags with recycling items. Reduced levels of service is another way to increase recycling, said Laporte. He made note the town had recently returned to weekly pickup for the summer months after a bi-weekly service in the winter and spring. “If you make it harder for them to get rid of garbage and easier to get rid of recycling, that’s something that’ll get them to recycle more.” The change back to weekly service does not promote recycling, he said. “That would be considered detrimental to good recycling,” said Laporte. Ditto the town’s annual free landfill site vouchers for residents. “I’m sure it’s a popular service, but the concern is they’re green for abuse,” said Laporte of the vouchers. Making it harder to dispose of waste and easier to recycle is key to success. “Recycling should always be as easy as waste disposal,” said Laporte. Good compaction is important

What Arnprior’s new animal bylaw means for pet owners On July 11 Arnprior council passed a new Animal Control Bylaw that included several important changes for animal owners. Some take effect now, while others don’t occur until January 2012. If you own a dog or a cat, how will these changes affect you? Changes in effect now – nNumber of Animals Per Household: • Similar to the previous bylaw, only two dogs and two cats could be owned in one household for a total of four pets.

Section 10 of the new bylaw confirms this limitation, but a new grandfathering clause allows one additional dog and one additional cat per household provided the animal was owned before July 11 and the animal is registered. • The bylaw is very clear that a dog or cat that qualifies under the grandfathering clause cannot be replaced in the future. Coming this fall/winter – New Ticket Process: • Fines (tickets) will be pursuant to

Part I of the Provincial Offenses Act. If someone fails to contest this ticket and/ or does not pay the ticket, the outstanding amount plus interest will be registered against your driver’s license renewal or when a vehicle permit is required. Coming in January 2012 – Registration Fees: • Cats are to be registered annually and subject to the same licensing fees as dogs. However, a free registration period for January and February will be provided.

• The standard fees take effect March 1 ($15 if neutered or spayed and $25 if not); and late payment fees apply after March 31 ($30 if neutered/spayed and $50 if not). • The free registration period will be reviewed in fall 2012 for effectiveness. Pest waste management an ongoing problem Everywhere you turn there is an unsightly reminder that a pet owner has failed to scoop. Our beautiful town is dotted with pet waste. Downtown, uptown, both side of the tracks, poop, motion, bowl movement, b.m,, excrement, feces, crap, sh… (Oops can’t say that) has no boundaries and is soiling our landscape. It really is a simple problem with a simple solution. Pet poops, pet owner scoops it up in a plastic bag for disposal. After the walk, dispose of the poop in the toilet, flush and place the empty plastic bag in the garbage or you can dispose of the entire package poop and bag in the garbage. So simple, yet there is enough of it lying around to prove that many of you are not scooping and doing your part to keep this beautiful town clean. Scanning the Internet, Vancouver, Guelph even Florida adopts this simple approach to disposal of pet waste. One great solution, which by the way was available at local pet stores, was a personal pet waste composter. It consisted of a small barrel that was placed in a hole in the ground. The waste was dropped in, chemicals were placed inside to break down the waste and a

and such feces shall be flushed in wastewater collection systems, whenever possible. Firefighters were put to work on July 20 during the noon hour at a shed fire, started by a lawnmower, between Waba and Pakenham. Two sheds caught on fire at the property, which suffered $30,000 in damages. The hot weather conditions made it more of a challenge for the fire department, but it was under control quickly by a Mississippi Mills fire crew who prevented it from spreading any further. Mississippi Mills currently has a burn ban in effect because of the dry conditions that have been caused from the hot weather.

Police activity overnight Saturday, July 23 and early Sunday morning in and around the Albert Street cemetery had neighbours buzzing, but Arnprior OPP say there is no cause for concern. OPP received a report of a female in distress overnight Saturday and responded to the scene. A 20-year-old female reported she had been accosted by an unknown male and was missing

some items. The OPP forensic unit was called in to process the scene and the female was taken to Arnprior District Memorial Hospital as a precaution. OPP indicate the items were retrieved and while the case is still under investigation, there is no evidence to suggest a robbery occurred. “We have no concern for the safety of our residents,” said Sgt. Gary Dougherty.

OPP have charged a case worker with Family and Children Services of Renfrew County with impaired driving. The 32-year-old woman was allegedly on the job with two children in her care when she was stopped about 4 p.m. on Friday, July 15. Renfrew OPP followed the vehicle into Arnprior after receiv-

ing a traffic complaint. The vehicle was eventually stopped on Elgin Street in Arnprior. The driver was taken to the Arnprior OPP detachment, where she was given a breathalyzer test. The charge was then laid. Family and Children Services of Renfrew County is not commenting on the matter, citing privacy concerns.

Two young Mississippi Mills residents were injured early Sunday morning when an all-terrain-vehicle went off Clayton Road Lanark County OPP were called to Almonte Hospital about 3:30 a.m. to investigate. In a press release, the OPP said the driver was a 19-year-old woman and her passenger a 21-year-old man. Neither was wearing a helmet when she lost control of the ATV and they were ejected into a ditch. Witnesses took the pair to the Almonte Hospital, where the male was treated for serious injuries and then

released over the weekend, said Const. Sean Trahan of the Lanark County OPP. The female suffered serious injuries and was transferred to the Ottawa Civic Hospital. On Tuesday at press time, Trahan said the woman was still in the hospital and that police were continuing to investigate. SAFETY STRESSED Meanwhile, the Renfrew OPP has issued an appeal for ATV drivers to be more careful. ATVs can bring great enjoyment to outdoor activities, but as with any powerful motor vehicle they come with some risk of injury to the driver,

says the OPP news release. “Drivers need to treat all motorized vehicles with respect and always use the appropriate safety equipment to reduce the chance of injury. Check that all equipment, including brakes, lights, engine, and tires are in good condition and functioning properly. “Familiarize yourself with local regulations and bylaws regarding ATV usage. If your children want to ride, consider an ATV safety course, and if you haven’t ridden before or could just use a refresher, do the same. Don’t let your children use adult-sized ATVs. “Always wear an appropriate helmet and encourage your friends to do the same. Alcohol and ATV use don’t mix, always drive sober.”

It was a birthday to remember for one Arnprior resident and it wasn’t Thursday’s record-breaking heat that made it so memorable. Ola Armstrong celebrated her 75th birthday last Thursday, July 21 and although she couldn’t be here, Armstrong’s sister Wendy Reid wanted to make sure the day was extra special. Because Armstrong is a horse lover, Wendy arranged to have a miniature horse and carriage take the birthday girl for a spin around her Melville Street neighbourhood. “This is wonderful,” said Armstrong. “I was completely surprised.” She expressed her thanks to her sister and family for arranging the ride and Wayne Byrne and Barry Beach for bringing the horses to town, especially in the sweltering heat. Miniature horse Magic toured Armstrong and driver, in a mini-carriage, along several streets near her home. Armstrong’s brothers, Herb Knox and Keith Knox, as well as members of the Arnprior and District Breast Cancer Support Group, were on hand to say happy birthday and wave and take photos as she passed by. Layton has more than fighting chance

M-B council’s teamwork, hard work impressive

H

e has been to the mountain, and he has seen the promised land. This must certainly be a frustrating, and scary, time for federal New Democratic Party leader Jack Layton. No one would have blamed him for riding an emotional high earlier this year, after he scored the best-ever showing for the NDP with 103 seats, and becoming the Official Opposition for the first time. He also seemed genuinely rejuvenated by the birth of his grand-daughter, and knew that, like most cancer patients in remission, that while his cancer could return, he had likely turned a corner in his recovery. He had even probably dared to dream – once the furniture was moved into Stornoway – what no other NDP leader had dared to dream: moving down the road to 24 Sussex Drive. Now, that is all on pause. He certainly hopes, fingers crossed, that when he walks back in the door to his office on Sept. 19, that things will, almost, be exactly as they were on the morning of July 25. A disease like this changes people. But we know that this will not stop Jack. Layton is a fighter, and given his track record of taking on topics ranging from Toronto hosting the Olympics to AIDS to homelessness, bringing up issues like poverty and violence against women during the election race when it was not on anyone else’s radar, leads us to believe that Layton will likely get the better of cancer. It is great to see people of all political stripes coming out and wishing him the best in what will be the fight of his life. “Anyone who has been around Jack knows he has a fighting spirit and the will and determination to beat this,” said Toronto Mayor Rob Ford, in the National Post. Layton himself too, when it comes to cancer, has shown himself to be a class act. When the last election was called, Layton crossed the floor and hugged Conservative MP Chuck Strahl, who himself had fought cancer. We wish Layton and his family all the very best and hope to see that famous moustache on the Hill in the fall for Question Period. If you don’t think he can beat it, then you don’t know Jack.

So what do you think? About our roads in Arnprior: The budget has been approved, the tenders have been awarded and there’s not an asphalt truck in sight. How come? About the Community Improvement Plan (CIP): Council needs to approve this plan, which falls under the Provincial Planning Act, so that on a go-foward basis projects within the defined improvement project areas can be approved by council without requiring provincial approval each time. Also, within this CIP, the town may offer financial incentives to property owners within the Community Improvement Area. OK council, the sooner the better. About fishing in Arnprior: I swear that there ain’t no fish (poor English) except for catfish and small bass. I’ve done the Head Pond, the Ottawa, the mouth of the Madawaska and nary a pike, pickeral or muskie. Where are they, can anyone tell me? About the CFL: My prediction is the Calgary Stampeders will upset the Montreal Alouettes in the 2011 Grey Cup. We (Stampeder fans) need to avenge the 1970

Grey Cup loss. OK, so I’m old and have a long memory. About praising the Lord: What is it with pro athletes who give thanks to the Lord when they win as if He was on their side? Do these same athletes blame or curse the Lord when they lose? About the CBC: The federal government has asked the CBC to find between 5 to 10 per cent savings in the coming year out of a $1,250,000,000 budget. Why not simply cut, not ask, but cut the $500 to $600 million a year they spend on competing with CTV for the American programs. A government agency is competing with the private sector (wrong) and besides Canadian broadcasting should be exactly that - Canadian content - we do have the talent. About our new town council: Off to good start with many positive changes in the development approval process and also kudos for approving a return to weekly garbage pick-up vs. bi-weekly. Congrats to Walter Stack for reminding council what people were saying at the door during the last election and then through a persuasive dissertation at council convincing a majority of councillors to vote it in!

I had occasion to attend a McNab-Braeside Council meeting last week, not something I’ve done very often this year. Most of us have little difficulty complaining when things aren’t right, having a voice when we want something changed, making our opinions known. But how many of us are vocal when things are going smoothly, vocal in showing appreciation to those responsible for getting it right? I was impressed at that meeting by two things in particular: how hard people were working and by the obvious teamwork that existed. In case you haven’t seen your elected Municipal Council and staff in action, you should do so. Some Councillors in particular are on a number of committees, in addition to their duties at the regular council and planning meetings. Council members get paid so little that much of this important work would really qualify as volunteer. I was impressed by the amount of work that got done in the two-hour meeting I attended. And for most of us this isn’t the most exciting work, but work that must nevertheless be done for our township to run smoothly. Without doubt we have a gem for a mayor; her leadership qualities are selfevident, but her ability to encourage all the best from her new team was obvious. I was impressed by the positive attitude, the enjoyment of their jobs and their sincerity in their accomplishments. It was obvious to me that this team wants to make McNab-Braeside the very best rural community to call home in all of Ontario. Norma Moore Braeside

The company takes over Aug. 3. Lowest bidder Renfrew County Recycling Centre, formerly Beauman, received the town’s recycling contract. The term of five years consists of a first-year base tender price of $167,265,80 with no revenue sharing. Those fabulous flying Flat Flies MICHAEL RUNTZ Nature’s Way

One of the most intriguing aspects of Nature is that She finds opportunity around every corner. For example, when it comes to animals as a source of food, every part – from flesh and muscle to bone and skin - is eaten. Even blood is food for someone. While not the most popular animals in the world, parasites are some of the most fascinating. Many inhabit the internal recesses of organisms, such as the Deer Brainworm that harmlessly resides in the sinuses of a deer’s head for part of its life

size (near that of a small House Fly). But unless you are lucky, you will never see one. Flat Flies (also called Louse Flies) live on many of our local birds. The adults suck blood, usually with little effect on their aerial taxis. However, these little flies can spread the famous West Nile virus from bird to bird, so their presence is not always without consequence. Recently a Rose-breasted Grosbeak flew into one of our windows. I immediately placed the unfortunate bird into a plastic bag to see if it had any passengers. As soon as their host starts to cool, Flat Flies abandon ship

and fly off to find another. Within a minute, three large and one small fly emerged from the bird’s feathers. I later looked at the flies with a hand lens. What marvellous creatures they were. Their mouth is a short sharp beak for penetrating skin. The body is flat like a stealth fighter for crawling between feathers. And the feet! At the end of the long legs, which can be stretched out for a better grip, were large black claws. But these were not just hooks. They looked more like little rakes, well designed for gripping onto their taxis during their high-speed rides. Flat Flies

have a most unusual life history. While most flies lay eggs that hatch into grubs, Flat Flies retain eggs internally and the larvae remain inside their mother, feeding on “milk glands” until they near maturation. The female then “gives birth” to fully formed larvae that immediately pupate on the bird. The adult that emerges begins feeding on its host’s blood. When Flat Flies change hosts, they often carry small mites with them. So birds carry not only fly hitchhikers but also their hitchhikers too! Some of the striking employees of the Sandvik steel manufacturing plant in Arnprior travelled to Toronto Tuesday to take their case directly to the company’s Canadian head office. The workers were joined in the afternoon rally at Sandvik’s Missassauga’s headquarters by other members and officials of the Canadian Autoworkers Union (CAW). Sandvik workers argue they were forced out on strike by company demands to eliminate a costof-living adjustment and other changes to working conditions. “This is the first dispute in over 30 years of bargaining with this employer and it is utterly unnecessary,” said CAW president Ken Lewenza. “Sandvik is a wealthy company … is now demanding that their workers accept less than what they already have.” The company has responded by saying that while it hopes for an early resolution to the dispute, meeting the union’s requests is financially impossible. It would raise the company’s labour costs by a minimum of 6 per cent a year for three years in a row, which isn’t sustained in light of the state of manufacturing in Canada, says a company statement. The CAW is calling on Sandvik to get back to the bargaining table and drop demands for cutbacks. CAW Local 2228 represents 157 Sandvik workers at the Arnprior operation.

The Canadian Taxpayers’ Association, a rightwing quasi-think tank dedicated to less government spending in general and more effective spending in particular, hasn’t studied the rising costs of emergency services. Although naturally allied with the pro lawand-order agenda, Ontario director Gregory Thomas suggested OPP hold a town hall meeting in Arnprior to explain its position. “Taxpayers are pretty smart,” Thomas said. “If (OPP) wants extra bodies, taxpayers should be invited out hear their case.” He said a vote on whether or not to increase the OPP budget is another option. There is no indication that OPP and the town are meeting any time soon.

The pass can be used for any family member to participate in either public or family swimming and public skating with the child. We urge parents to come as a family to take full advantage of the program. The family involvement passes will not be handed out with the child when they get their Grade 5 or Grade 9 Community Access Pass. Families must contact the Nick Smith Centre to receive it. As this is a pilot project, where data will be getting collected for research, those participants who are interested in using a pass will be asked to go to a focus group meeting scheduled for the end of September. A 45-minute meeting will help us determine statistics and information that will come in useful for future funding opportunities to help create more programs and opportunities for youth both in Arnprior and in Canada. This pass will be available for use beginning Oct 1 and run to Dec. 31 as per the guidelines of the pilot project. We want to get people out and involved now though, so we are offering an extra incentive for those who sign up for the family pass before September. All early registrants will be entered into a draw for a chance to win a $100 local gift card. What a better way to start the summer than by giving out information about next year’s programming. And what a better way to start the school year than by extending our Grade 5 and Grade 9 pass to families. That’s right! We had our Grade 5 and Grade 9 passes through the grant from the Ministry of Health Promotion and Sport and the Arnprior Optimist Club this past year, but because we started the program a couple years ago as a pilot project through Canada Gets Active, we have been given the opportunity to be one in four communities across Canada to become part of the pilot project of this year, to include a Family Involvement Pass. Wow, the festival is just a little over a month away, about a week before school starts: one of the last times to have a great weekend with a lot of fun involved. What have they got that we would like? Let’s see, here’s the Saturday, Aug. 27 program: a) We could take the whole family out to breakfast at the Arnprior Legion. b) Dad, how about a fishing tournament sponsored by the Ottawa Valley Muskie Club. Remember last time I caught a fish, you lost your minnow. c) What’s this movies from 9 a.m. to 6 p.m. at the O’Brien Theatre. Great shows from the ‘20s to present. Only $2 for each show or stay in all day long for $2. Grandma and grandpa, do you remember the ‘20s? d) Holy cow, the OPP Golden Helmets will be in town from 10 until 11 a.m. with their big white shiny motorcycles to show us how great they can ride them. Sixteen bikes with flashing lights and sirens going, can’t miss this. e) Did you just say that Crash the clown will be on the street from 11 a.m. until 1 p.m.? Does he still make all them great balloon animals, etc. Must bring some money with me for his donation jar. Maybe he will be back to the park on Sunday. f) Must not forget (remember them from last year) the Junk Yard Symphony will be back for two shows downtown at 11 a.m. and again at 4 p.m. They are fun.

g) There is Karaoke at the Giant Tiger parking lot from noon until 1:30 p.m. Mom, you know how you always say you and I should sing together. Well? h) Hey look, Jake Differ, a great children’s entertainer, will be on the stage from 2 until 3 p.m. Did you know a few years ago Jake was nominated for a Juno award. He has to be good. He also has numerous Canadian Children’s awards. I also see that the Arnprior Remote Flying Club will have a simulator for all the family to try out their flying skills. As well, a display of remote controlled cars and trucks will be running around the town. I even heard they are having a big trailer set up with a NASCAR style race track built into it. For $3 anyone may try out their driving skills at racing. Flashing lights, noise, music and all. Whoopee! They also have lots of yummy food vendors (there goes the old diet). They will set up at various locations downtown. How do we get around to see all this well the Giant Tiger train will take us there, of course. Did you also notice mom and dad with the exception of the vendors almost all of the events are free. Isn’t that great (if you are interested in helping out the festival, donation centres will be avail-

able). We just can’t miss this weekend. Please note, this is only what is happening on Saturday downtown. There may be other events not listed yet and there may be some changes in times and locations. See the following week for the Sunday events in your local newspaper. Hot and stormy weather can lead to high winds that produce undertows, responsible for drowning deaths every summer. On July 17, 51-year-old Michael Walsh, of Arnprior, drowned after falling into the fast moving water of the Mississippi River in Pakenham. There are strategies that can be used to help prepare people in the case they do find themselves caught in an undercurrent, said Perry Smith, training and program director for the Lifesaving Society. Undercurrents are much more likely to happen in windy weather, Smith said. “Anytime it’s windy, you have to be worried.” There are two different circumstances and strategies for swimmers and boaters when faced with an undercurrent. The first is at a beach, as the top of waves coming into the shore move at a different speed than the bottom of the waves. The waves get slowed down by loose surfaces, such as sand, and can be increased by onshore waves. Another factor is steepness – the steeper the beach, the stronger undertow that can be created. “The bottom starts to slow the wave down, so the top of the wave moves faster, creating a back flow,” Smith said. “So when the wave hits someone, the water goes back towards the bottom. You

can lose your footing and it can start to pull you out.” He said the number one thing to remember is not to panic and hold the breath in. Often, the undercurrent at a beach will not travel long distances, though the bigger the wave, the bigger the undertow. “That gives you an opportunity to turn your feet down and try and put them down,” Smith said. Point feet towards the sand bottom, which may be loose, but he advises to remain calm in the turbulent water. The second type of undertow occurs in a river, caused by what is called hydraulic currents, developed from an uneven bottom with rocks and objects. “If you’ve ever been on the Ottawa River, there are lots of these hydraulics, it’s exaggerated,” Smith said. “Any time there is a rock or the bottom comes close to the surface, there are a lot of turbulence changes in pressure – which can force you down.” He advised to stay away from rockier areas all together, opting for spots that have less turbulence. If someone does get caught in the water, they should turn their body in the direction of the water flow, angled as much as possible towards the side of the river. With the feet floating in front, keep the head partially out of the water so vision isn’t impaired. See ‘SCULLING’ Page 17

Arnprior council has passed a bylaw increasing the number of citizen members on the town’s 150th anniversary ad hoc committee to five. Chronicle-Guide managing editor Jason Marshall has been added to the committee.

A story in last week’s Arnprior Chronicle-Guide mistakenly stated that Michael Walsh’s children were with him when he drowned in Pakenham July 17. There were not. He was with his girlfriend Sylvia Tomala. The Chronicle-Guide apologizes for the error.

Stolen puppy returned by thief The puppy came back, the very next day. The Renfrew OPP reports it is no longer investigating the theft of a four-monthold puppy taken from a yard on Centennial Lake Road July 20. Shortly after 1 p.m. that day a grey SUV

stopped and a man got out, whistled at the puppy, scooped it up in front of its owner and fled. On July 21 around 11 a.m., the man returned the puppy. The victim is happy to have her dog back and does not wish to pursue charges, police say.

Early Saturday morning, Bill Craig and Paula Jamieson backed their boat into the Ottawa River at the Arnprior boat launch. It was another day on the water for Bill as he pursues Renfrew County’s own river monster – the muskie. A women’s muskie tournament was planned that day for a growing number of women interested in this elusive fish. By derby’s end, only one fish had been caught and turnout for the free event was small. But Bill remains optimistic about the fledgling event and has high hopes for its future. The next major event for the Ottawa Valley Muskie Club is the Aug. 27 Arnprior White Pine Festival tournament where he expects a good crowd.

Bill has dedicated almost 40 years to muskie fishing and he’s certain a worldrecord muskie lurks deep in the Ottawa River. “The big thing about muskies is that they’re such a hard fish to learn their habitat and their movements. They’re constantly on the move. They follow the forage fish from June right through to December,” he says. He has guided many others in their own personal quest for these prized predators of the deep. “At one time it was a man’s main game, to catch a muskie. I’ve had fighter pilots, firefighters, hockey players, you name it. They get in the boat, they get a muskie and when they get the picture they’re like a little kid. They’re so excited because they’ve accomplished something,” Bill says. He even knows an orthopedic surgeon

who places catching a muskie as one of the top things on his bucket list. Now women are catching on, and Paula tells of a girlfriend who wanted to go muskie fishing when she turned 50, so off they went. “She actually got a muskie on, it started dragging the boat up the river and I said, oh-oh, I’m not sure if we should be fishing muskie. And the two of us had to hold the rod while she reeled it in,” she recalls with a laugh. Unlike some oldtimers who jealously guard their fishing secrets, Bill loves to share information. He has even helped to design a special muskie bait. “For years I couldn’t figure out why we were losing so many fish – we had to upgrade the hooks,” he says, holding up a string of dyed bucktail, shiny Colorado blades and number 10 hooks. “They’re the number-one spinner bait

right now in the world,” he says. “The record fish is out here and we want it. This will do it. This will be the difference between success and failure,” he says with a confidence reserved only for fishermen. Most anglers feel a special attachment to the tools of their trade, and women are no different. Paula tells of one girlfriend who prizes her tackle the way other women treasure jewels. Bill recalls when he “first fell in love with muskies” and it traces back to a cottage next to his uncle’s. “They used to catch a few, cut the heads off and nailed them to the tree and they were all dry. “And when I saw them, I was stunned. Back then, they looked like monsters but now I know they were like 25-, 30-pound fish.”

Summer golf at the Madawaska Golf Club Men’s day on July 7 saw Rod McDonald and Rick Munro win the team game, followed by Blake Pierce and Bob Blaker in second. Barry Craig and Doug Parkin rounded out the team winners. Adam Babineau and Travis Fraser were A flight winners, followed by John Carty and Chris Lalaonde in B flight. Doug Murray and Peter Danielowitsch were the C flight winners, followed by Rick Munro and Harvey Whyte in D flight. Adam Babineau and Dan Kennedy were long drivers for the evening. Travis Fraser and Dan Kennedy won the closest-to-the-pin competition. The Men’s Four Person Best Ball July 10 was won by the team of Brian Bonnar, Matt Basler, Liam Ball and Harold (Hacksaw) Neumann with a record score of 47. In second place was the team of Dean DiMonte, John Carty, Barry Craig and Matt Oliver with a 52. A McNab-Braeside resident is running for the presidency of the Green Party of Canada. Mark MacKenzie, who has run three times for the party on both the federal and provincial levels, including once in Renfrew-Nipissing-Pembroke, is seeking the post. Under the party’s new constitution approved last year, the president is being elected directly by party members instead of being chosen by elected federal council members. In asking for support

from party members, MacKenzie says he is a “firm believer that the Green Party of Canada is at the leading edge of the solutions that are needed to stabilize our economic, social and ecological future.” However, the party is misunderstood, he says, charging it is at least in part because other parties and their “friendly connections in the media” have done their best “to minimize our impact.” MacKenzie maintains as president and head of the party’s federal council, which governs the inner workings of the party, he could help the Greens overcome those misunderstandings.

Police are warning home sellers to beware after a credit card was stolen during an open house in West Carleton. Before allowing potential home buyers into your house, remember to safeguard small valuables items that can easily be lifted by those acting in bad faith, warns Ottawa Police. They are currently investigating a fraud incident in which a couple lifted a credit card out of a wallet during their walk through of an open house and racked up over $600 in charges at a local grocery store a short time later. The credit card was discovered missing when the homeowner happened upon her wallet stashed underneath a bathroom sink. Before the credit card could be cancelled, the female visitor, who was known to police, filled her car up with fuel and stocked up on groceries. Although theft during open houses is not a common occurrence, it is something that does happen and unfortunately, it’s often the small items with the most sentimental value that find their way into a thief ’s hands, note police.

Failure to do so can result in fines from $400 to $2,000 and three demerit points for a first offence. “Officers report that often it is older drivers who are ignorant of this law since it was enacted in

BRINGING SPAIN TO GALILEE Fr. Jack Lau and David and Marie Morgan lead close to 20 people taking part in the start of the Galilee Centre’s virtual Camino walk Monday morning. The walkers circled through the scenic forest at Galilee in a simulation to the 1,000-year-old Camino pilgrimage in France and Spain. Galilee’s Camino walk started July 25, on the Feast of St. James, but it’s not too late to join, as the pilgrimage continues to Thanksgiving Day, Oct. 10. The pilgrimage began Monday with a morning mass, followed by an outside blessing of the feet, walking stick and rucksacks/backpacks. After the participants recited the ‘Prayer of the Pilgram’, they set off on the walk of reflection. There was also a blessing and walk that evening. Gogo to the Peaks blues & ribfest Music and ribs will be the combination when Calabogie Peaks hosts a new festival on the Aug 12-14 weekend. The resort is holidng the inaugural Class Axe Guitars Calabogie Peaks Blues & Ribfest, in partnership with 101.9 DAWG FM. West Coast blues guitarist David Gogo is one of several musical entertainers booked for the weekend. “Calabogie Peaks Resort is very excited to host, with DAWG FM, the first large scale music event ever at the mountain,” said Liz Murphy, an owner-manager of Calabogie Peaks Resort. A portion of proceeds from the event will go to local and national charities including the Cystic Fibrosis Foundation, and Blues in Schools. The festival will feature a beer garden by the main stage, a vendor’s area, a kids’ zone with face painting and rides, the 101.9 DAWG FM Blues Cruiser, live blues music and Canadian and U.S. ribbers vying to be proclaimed the best ribs in town. Festival-goers can take advantage of the resort’s onsite accommodation or lower mountain camping for the weekend.
