The Arnprior affordable housing apartment proposal that fell through two years ago could soon be put upright again. A 19-unit complex at the corner of McGonigal and Hugh streets, meant to ease the senior affordable housing crunch, has a number of minor bureaucratic hurdles to get over – but developer Peter Anas of ARS Realty Investments expects it will proceed. “We’re fairly confident of getting it back on track,” Anas said. “I won’t be overly optimistic until everything is settled.” The plan is to build the housing on a half-acre property at 106 McGonigal St. Renfrew County council officially gave its approval at Wednesday’s meeting by unanimous vote to support a social services committee recommendation to give ARS $2.2 million of a $2.8-million affordable housing grant.The approval is conditional on normal contract expectations and due diligence being observed in the process. The proposed development in front of the Grove Nursing Home is on its way to the Ontario Municipal Board (OMB). At the Nov. 28 meeting, council learned that in reaction to its vote recently to change the property’s zoning from residential one (R1) to residential three (R3) - along

with “mitigation measures” to protect the Gillies Grove – eight residents have filed two appeals to the OMB. The zoning change will allow developers Don and Doug Johnston of Vydon Investments to go from single detached units such as bungalows to an apartment and semi-detached units.

Community Policing ends partnership with legion

For the first time in at least 26 years, Arnprior Community Policing did not provide traffic and crowd control at the Legion Santa Claus Parade. Community Policing sent a letter of apology to legion branch 174 this week, explaining that Arnprior OPP warned the organization could be liable if an accident occurs while its volunteers are directing traffic.

OPP provides both traffic and crowd control at the parade held each November. Normally, Community Policing mans barricades at downtown intersections. About 20 legion volunteers took over the 1.5-hour job this year. Legion executive member Doug Smith said members are not happy with Community Policing, especially since a monthly bingo at the Legion brings in about $1,500 a year for it. Smith wouldn’t say if the legion is contemplating giving the funds to an-

other charity. “There are a number of members, myself included, that are extremely disappointed. Because it’s a community event,” he said. Not only is he upset that Community Policing is not participating in an event that bind the community together, but he wonders if Community Policing and the OPP are punishing the town because of internal animosities. Repeated attempts to reach Community Policing spokesperson Brian Illingworth were unsuccessful.

Reeve delighted affordable housing project finally on track Continued from front Arnprior council is ready to create a bylaw that will change the building’s status from multi-residential to simply residential, saving Anas $15,000 a year in taxes, a move needed to lower rents to ‘affordable’ status. And, finally, both the provincial and federal governments have to give their blessings. Shovels could hit the ground in late spring, with upwards of 35 tenants set to move in a year later. “I think it’s going to be a winwin for everyone in town,” Anas said of the $2.2-million project. “Certainly we’ll be

using all local tradesmen, suppliers and contractors where possible.” Reeve Walter Stack has long been a champion of this project. He was deeply disconcerted in 2009 when the province opted to send money to another area and the funding for the County was swallowed up in the second phase of an Eganville seniors housing project. Renfrew County was informed in October that its latest allocation from the Ontario Ministry of Municipal Affairs and Housing for affordable housing is $2.8 million. The remaining $600,000 will be spent on ren-

ovations to existing affordable housing in the county, said county social services director Dave Anderson. “There’s going to be 19 affordable housing units built for seniors in Arnprior,” said a pleased Stack after the meeting. “It’s been nearly a three-year effort.” There is a definite need for the housing in the Arnprior area, said Stack, indicating that the waiting list is slightly over 100. “It’s going to be located in Arnprior … but what’s important it’s going to serve an area’s that’s somewhat bigger.” Stack said there are many low income seniors in the

area wanting into a private building. They want housing affordable and suited to their needs, free of intimidating younger people. “This building is not going to completely satisfy the need,” said Stack. “It is a really good thing.” He said more people living downtown will fulfill the town’s provincially mandated ‘infill’ requirements. Economic spinoffs will benefit area businesses. And it will boost the vibrancy of the core, he added. Anas will be obliged to keep rents 20 per cent below market value for at least 20 years.

OMB to hear from two appellants Continued from front The mitigation measures force the developers to create a 10-metre wide buffer area next to the ecologically sensitive oldgrowth forest. One appeal is by Russ Corbett, on behalf of Blaine Lenser, Janet McGrath, Kevin Douglas, John McGrath, and Larry and Lynn Marshall. It is based on the town’s official plan requirement to protect the environment and natural heritage areas. “Development of any sort, particularly development permitted under R3 zoning, will forever destroy this habitat, which is vital to the Gillies Grove and Murdock forests,” reads the appeal. “Negative impacts on this wetland/brook and the adjacent woodlands … are major, threatening many animals, birds and plants, some of which are on the endangered species list.” The other appeal is by Tom Marshall. He argues the town should have had a bylaw in place to prevent the developer from clear-cutting the property. Now that it is done, much of the force behind protecting forested land is gone. Both appellants cite more arguments against the development, including some related to a natural waterway. Mayor David Reid reiterated his support for the zoning change, adding that environmental concerns will be dealt with later in the approval process. “The R3 has no more impact than R1,” he said. The developers have given $5,000 to the town to pay for both parties’ costs. The appellants must pay for their side. The hearing is expected to last three

days. All have agreed to mediation, which could save time and money. Other items dealt with at the Nov. 28 council meeting include: • It will cost the town at least $18,000 to hire a new chief executive officer (CAO). Most of the money will pay for advertisements, though some will go toward a “dinner interview” with all councillors. The town isn’t using a headhunter, which cost the County of Renfrew $75,000 recently when it was looking for a new CAO. • The municipal alcohol policy was updated to deny alcohol at the Stan Tourangeau Fire/Police Building; to close public buildings to alcohol at 1 p.m., even though others stay open until 2 p.m. (New Year’s Eve will close down at 2 p.m.); alcohol will not be allowed in the Nick Smith centre hallway or washrooms where the general public could be. • The town will pay $20,250 over the next three years for winter maintenance of Madawaska Boulevard and Elgin Street, and Daniel Street to White Lake Road; a three-day snowstorm would cost the town about $33,000. • Council supports the County of Huron’s efforts to prevent the fire marshal’s office from interfering in shed or barn parties. It also support’s the same county’s bid to get private woodlot owners government money after disaster occurrences. • Reeve Walter Stack offered “thanks” to the 30-35 supporters who called after it was revealed he and two others, along with Legion Branch 174, will appear in court in mid-December on liquor control charges.

The Arnprior Villa Retirement Residence hosted a free Wellness Clinic for residents and the general public on Nov. 29. Volunteers from Renfrew County Paramedics, including Josh Wilson, checked vitals, blood pressure, blood sugar levels, pulse rate and more. Eleanor Price said the procedure was convenient, and was even offered hot and cold beverages and snacks afterward. The clinic is held on the last Tuesday of each month. Last time it was held, a person was found to have a low pulse rate and was immediately rushed to hospital. Committee spares ball diamond

Replacing one of the McLean Park ball diamonds with a tennis court or rugby field, as was talked about a few months back, is no longer on the table. The recreation advisory committee asked town staff to study the idea of replacing a baseball field with a soccer or rugby field. Recreation director Glenn Arthur penned a report saying the field would only be used by school boards. Soccer is played at nearby Dochert Park in McNab-Braeside. “The (McLean Park) field would be a fair distance from the schools and getting the students there could be a problem,” Arthur wrote, adding that a school board has enough empty space for a practice field. He also said discussions and agreements would have to be done with the school boards before any action could take place. However, the committee is still considering replacing the horseshoe pits at McLean Park with a tennis court or courts and clubhouse. The cost has yet to be calculated. Committee chairman Coun. Mark Willmer said the tennis courts next to Arnprior District High School are in poor condition, but that offering to help rebuild them would mean many more talks and agreements. “Probably a new site is a better option,”

Willmer said, adding that razing the existing courts to create a rugby pitch is “getting too far ahead” in the process. “Rugby is not on our radar,” he said. The tennis court option at McLean Park will go to full council for deliberation during the upcoming budget talks. Council has the power to accept or reject advisory committee recommendations.

“It’s not just the use of it itself. It’s having it in the community,” he said, adding that hockey and the pool generate revenue, but that the latter tends to attract more users from the Town of Renfrew and area where no indoor swimming pool exists. RELAMPING PARK

SWIMMERS AND HOCKEY PLAYERS Willmer rejects the idea that hockey fees are subsidizing pool use. He said both are costly services: rinks are expensive to run in summer, and pools are expensive in winter. “It isn’t an either-or,” he said. “It’s not just about money. Both have other benefits.” Continuing to contribute tax dollars to both is a way for the municipality to maintain quality of life for residents, improve health, attract newcomers to town and generate economic spinoffs through tournaments and other regional or national events. Recreation, library, museum and other services often struggle for tax dollars during budget time. Some politicians run on a “core services” mantra to fund roads, snowplowing and the like when campaigning. But Willmer said advocating for a wide variety of activities – not everyone plays hockey, he insists – benefits the community in many ways.

The committee was notified that Robert Simpson Park could be relamped by Communities in Bloom Committee. A concept plan is in place that could see lights in the park in early 2012.

Priority roads resurfacing list due out this week A much-anticipated priority roads resurfacing report is due to be made public late this week. The recreation advisory committee chair, Coun. Ted Strike, plans to advocate for repaving roads and fixing sidewalks during January’s budget deliberations, two items he campaigned on during last year’s October election. “It’s something that has to be done. You can’t just let them go for years and years without doing anything,” Strike said. The priority list doesn’t include roads suspected of needing a “total rebuild,” he cautioned. For instance, Tierney Street has a 1980s waterline and stormwater sewer. But the sanitary sewer dates back to the 1920s. Because it needs underground

infrastructure work, it will benefit from a complete resurfacing. (It is unknown if overhead wires will be buried at the same time.) There is talk of the same working needing to be done on Landrigan Street, too. John and Elgin streets might be redone in the near future, but the committee is waiting on the early 2012 release of a water and sewer master plan report before making any decisions. The priority roads list is based solely on how bad a given roadway is in appearance and stability. Roads due for total rebuild in less than 10 years are not being considered. The advisory committee has endorsed up to three years’ worth of roadways for council to consider. However, council is free to accept or reject the committee’s recommendation at budget time.

Thieves vandalize Baptist church Thieves broke into First Baptist Church in Arnprior Nov. 7 and stole two laptops. Arnprior OPP report that officers who were dispatched to the break-in at 279 Alicia St. determined the culprits gained entry into the church by breaking a window. He will appear in court Jan. 25. On Nov. 19, while conducting routine patrol, Constables Rusaw and Pasta observed a suspicious vehicle in the Twin Maples Motel parking lot area. As a result of a police investigation, a 24 yearold Kinburn man has been charged with impaired care or control of a vehicle and exceeding 80 mg blood alcohol.

dog on Ottawa Street in Arnprior Nov. 9. Arnprior OPP report that at about 12:45 p.m. the teenager was passed on the sidewalk with a female walking two dogs. One of the dogs jumped up on the youth and bit his left arm causing minor injury. The teen returned to school without communicating with the dog owner. When he returned home from school he told his mother about the incident. The boy and his mother attended Arnprior hospital where the youth received a tetanus shot. Police are requesting that the dog owner take the proper precautions when walking her dog so that this does not happen again. The calls were one of 84 the Arnprior OPP detachment officers responded to from Nov. 7 to 21.

Fill-A-Cruiser food drive to be held Dec. 11 Arnprior OPP in conjunction with the Arnprior Food Bank and Community Policing Committee will hold a food drive Sunday, Dec. 11 at the Arnprior Mall. From noon to 4 p.m., the group is hoping to fill an entire cruiser, front and back, as well as a truck with nonperishable items. With Christmas coming, this is the time of year many local families are

in need of extra assistance from the community to get through the holiday season. OFF-ROAD INCIDENT A driver lost control and his vehicle careened off Highway 17 ending up well into the bush between Scheel and Campbell drives west of Arnprior Monday about 8:30 a.m. The occupants of the car were shaken up but not seriously hurt, report police. While this crash occurred before the weather worsened later in the week, OPP are cautioning drivers to drive according to conditions, especially when there is black ice, freezing rain or low visibility because of heavy rain or snowfalls.

The ubiquity of solar panels has Arnprior fire Chief John Okum mulling over the idea of increased training for the town’s volunteer crew. With the provincial government over the past few years pushing for groundmount and rooftop solar panels to feed electricity into the grid, communities across Ontario are starting to see more and more of the flat arrays. Even Admaston -romley council at a

meeting this month warned of the dangers to firefighters. Okum has done a cursory study of the technology. He said firefighters are at risk of cutting through live cables in roofs and elsewhere during an emergency. Even when panels are shut down, or during evenings, it is possible electricity continues to flow, he said. “The panels are always sending some sort of energy,” he said. “It’s always a concern when there are risks out there we are unaware of.” However, Okum is unaware of how

many solar panels exist in town, let alone where they exist. (The agricultural society intends to install a major solar panel system on its property behind Nick Smith Centre. The town rejected a similar idea a couple of years back for some of its publicly-owned buildings.) He said town council could pass a bylaw requiring owners to contact the municipality and/ or the fire department. “There should be a training program we could look at in the

The mystery of the books in the creek has been solved. Ottawa Police report that sometime between Nov. 4 and 7 40 boxes of about 600 to 1,000 books were dumped into a creek off Thomas Elliot Road just east of Arnprior. While out examining the book pile, a Marshall’s Bay Community Association member was approached by a man who identified himself as J.P. and claimed responsibility. He explained he had been cleaning out his warehouse at an unidentified site and asked two of his male workers to dispose of the unwanted books. Apparently, the warehouse owner was shocked to see how his workers acted on his request to dispose of the books - especially since they weren’t given any direction on how to do it. The member provided police with the men’s description and the licence plate number of a vehicle. Meanwhile, a barn off Thomas Elliot Road was vandalized sometime between Oct. 31 and Nov. 7. The Marshall’s Bay Community Association reported four windows were smashed in with rocks, but no access was made into the barn.

The Ontario Provincial Police is reminding snowmobile operators that when the snow comes early in the season there are many hazards. There is not a solid base of snow on the ground yet, which means, rocks, culverts and other debris are not covered, but they may be hidden by fresh snow making it difficult to see them. Lakes and rivers are not frozen, but may have a thin layer of ice and fresh snow on top. A snowmobile requires a minimum of five inches of new clear ice to safely support it. Treat snowmobiles with respect and use common sense. • Always wear an approved helmet. • Never mix alcohol and snowmobiles. • If you are operating a snowmobile with over the legal limit of alcohol in your body, you will face the same penalties as if you were driving your car. • Read your owners manual and know your machine.

Liability affects future events

Family appreciates help during fire

F

reedom is having the choice to do the wrong thing. If we always did what is in our best interests we wouldn’t be free. We’d be elated automatons. It is human to make poor decisions. Even human to do what we know is bad for us. And we are definitely human when one considers the alcohol-related tragedies on area roads. We are all too human. Which brings us to the word of the week in Arnprior: liability. Liability was the key term in our Nov. 24 front page story ‘Legion charged’. We understand many readers were upset with us printing Reeve Walter Stack’s name as among those facing charges. But an elected official is held to a higher standard; his or her prominence in the community is both a burden and benefit. That aside, the legion and three members who volunteer there are facing liquor licence charges laid by the OPP. To our knowledge, it is the first time any legion in the province has faced OPP liquor licence charges. It stems from a stag and doe held last summer. The event got a little rowdy when it spilled out onto the parking lot. No doubt alcohol played a factor. People were exercising their freedom to be stupid. Police are not to blame for holding the legion responsible. Police are forced to attend horrific scenes, families ruined, lives destroyed. If they are eager to prevent having to attend another one - who can blame them? So they charge the legion with what will likely amount to a small penalty. Call it tough love. Call it a slap in the face. They wanted to get the message across: even when drunks fall out of your building intent on causing trouble outside, you, the property owner, will be held liable if they do any harm. From this perspective, the legion is lucky they aren’t being held responsible for a death. Problem is, dragging upstanding community members, people who have volunteered countless hours to helping our veterans and many others, goes a long way to humiliating them in front of the whole town. Then there is the story in this week’s paper about Community Policing no longer helping out the Santa Parade because of liability. The fear of liability is changing our day-to-day lives. Does the law evolve from within, through precedence, or can public opinion shape it? With liability it appears the public has no influence. Liability could end alcohol-related events such as stag-and-does, charity fundraisers, and more. We’ll be free to stay safely at home, it seems.

Start a new Christmas tradition by buying locally To the Editor: As the holidays approach, the giant Asian factories are kicking into high gear to provide Canadians with monstrous piles of cheaply produced goods - merchandise that has been produced at the expense of Canadian labor. There is no longer an excuse that, at gift-giving time, nothing can be found that is produced by Canadians hands. Yes there is! It’s time to think outside the box, people. Some of Nature’s phenomena are easy to predict: deciduous trees drop their leaves before winter snows arrive and carpets of colourful flowers liven summer meadows. Other phenomena are much more difficult to forecast due to their irregular nature. The arrival of non-resident owls is one of those. Every decade or so Great Gray Owls undergo a mass movement from the boreal forest to our region. In the winter of 2004/2005, these magnificent birds were present in incredible numbers; on one of my Carleton University Ornithology outings, we encountered 23 in a mere three hours. Snowy Owls also irregularly appear in our area. It has been quite a few years since our last “big” winter for Snowies and I am going to boldly predict that this will be one of them. Snowy Owls are the largest and most

northern of our owls, nesting from north of the treeline to the edge of the polar seas. Although this species has not nested in Ontario, it has so near Churchill, Manitoba. Lemmings are the main food, with as many as 1,600 consumed in one year! Snowy Owls appear in our area only when lemmings are low in number. This appears to be one of those years, as a number of Snowy Owls have been recently reported in southern Ontario. Just last weekend, I was delighted to see at one time four Snowy Owls sitting on High Bluff Island, which resides in Lake Ontario off Owen Point in Presqu’ile Provincial Park. Two of the owls were very white, a third

had some brown markings on its breast, and the fourth had such a dark belly and white face that at first I thought I was looking at a Rough-legged Hawk. That darkness made that bird a juvenile female, while the second darkest was possibly an adult female or young male. Adult males are usually pure white while adult females bear some brown markings on the breast and back. Young birds bear more dark markings, with young females being the darkest of all. Thus, an owl’s age is roughly revealed by its plumage. Snowy Owls are usually seen sitting atop trees or fence posts. They also perch on the ground, but if there is snow, they blend in extremely well, making it dif-

ficult to see them. Although the white feathers offer camouflage, they more importantly provide warmth, which is essential as the owls frequent open, winddominated habitats. Snowy Owls have yellow eyes, which are very small for the size of the birds. That is because they are primarily dayhunters, with less need for the oversized eyes found in purely nocturnal owls such as Boreals. With snow not yet covering the fields, it is an excellent time to look for Snowy Owls. If you spot a one locally, be sure to let me know as the Pakenham-Arnprior Boxing Day Bird Count is fast approaching. And 92% feel that sex selective abortions should be illegal. Clearly the majority of Canadian citizens want some limits placed on abortion. So why are we still the only country in the western world with no restrictions on abortion? There is a conspiracy of silence at large on this issue, not only in government but in many aspects of society. Why are we so afraid to use the ‘A’ word? There is a wide-spread ban on discussing it, a kind of moral dictatorship that prohibits even a mention of the word at any level of policy making. One hundred and ninety-three countries in the world favour some kind of regulation. Canada belongs to an exclusive club along with North Korea, China and Holland having no limits on abortion from conception to the moment of birth. As long as our government leaders refuse to openly discuss this issue and come

To the Editor: Most of us who follow politics are aware that Prime Minister Stephen Harper, when approached with the question of addressing abortion in Canada, states emphatically that he will not open the debate on this issue. Polling can be a pretty good indicator of what Canadians want in terms of any issue. As recently as this past September the results of a National Omnibus poll by Environics strongly indicate that the majority of Canadians support some form of legal protection for the unborn. This is not the first poll that has been conducted to learn where people stand on this issue nor will it be the last. Sixty-eight per cent of Canadians want some form of legal abortion in the first three months of gestation, but 58% feel abortion should be illegal in the second three months and 77% feel abortion should be illegal in the last three months.

Bob Sweet, who unveiled the county’s commemorative book of Expo 150 during a recent session of county council, looks to another busy year in 2012. The past Expo 150 chairman and Renfrew County warden is unapposed for another term as county warden.

Bob Sweet will be front and centre in Renfrew county politics for another year. The 68-year-old County councillor will serve an unprecedented fifth term as warden, for the year 2011-12. The Petawawa mayor was the popular warden in 2004, 2005 and 2006, then returned as a regular member of county council until he won a fourth term as warden in late 2010. Sweet, who has been involved in municipal politics since 1988, says there is plenty of Renfrew County business to tend to. “There’s still a lot of work to do, particularly around the CP rail issue. I want to be able to head that (potential

acquisition) up and get that moving forward,” said Sweet, just minutes after council approved the naming of Sweet and fellow county councillors Raye-Anne Briscoe and Don Rathwell to Renfrew County’s CP rail corridor advisory committee. “I want to be able to work with Lanark County and Papineau-Cameron (to develop this project).” To which he added: “We have an opportunity to turn a sow’s ear into a silk purse.” Sweet says he’d like to have a role in other economic development projects to enhance the economic well-being of the county. County councillors were supportive of Sweet’s decision to seek another term as warden.

“If someone’s doing a good job, you don’t try to replace them,” said Peter Emon, who plans to nominate Sweet. “I think he’s the obvious choice,” said Jennifer Murphy of Bonnechere Valley. “I’m very pleased and privileged to hear that (he’ll run again),” said Raye-Anne Briscoe of Admaston-Bromley.” If predictions of recessionlike times come true in the near future, added Briscoe, “We couldn’t have a better leader to guide us through turbulent times.” Five wardens have served two terms for the county – David Stewart, Barry Moran, Bill Schweig, Janice Visneskie and Don Rathwell – and all since 1998. Sweet is the only Renfrew County warden to have served three or more terms.

Pilot projects aims to slow speeders Local farmer elected OFA vice-president along River Road in Sand Point area Authorities have upped the ante with drivers speeding through a hamlet upriver from Braeside. The County of Renfrew recently introduced a Community Safety Zone in the area of Sand Point Road on River Road in McNab-Braeside. Over the last three years, the County of Renfrew has introduced various measures to deal with speeding in Sand Point. Some have included the reduction of the posted speed limit from 60 km/h to 50. Despite these measures, residents still reported speeding in the area. As a result, the county introduced a new pilot project of a Community Safety Zone. According to county manager of operations Steve Boland, the pilot is a one-year project to determine if there has been a reduction of speeding vehicles. “Unfortunately, most motorists continue to speed through the area, and speed studies indicated that approximately 75

per cent of motorists were travelling in excess of 20 km/h over the posted speed limits,” Boland said. “Therefore, we have followed Section 214 of the Highway Traffic Act and designated a Community Safety Zone. What this does is essentially increase the penalties imposed for infractions.” Aspects of the Community Safety Zone pilot project include: • For the first time, a County of Renfrew road will have a “50 km/h” symbol painted on the roadway to alert motorists of the upcoming Community Safety Zone; • Special signage is installed alerting motorists to the new Community Safety Zone; • Motorists speeding through this area can expect to see traffic fines increased. As River Road is a county road, McNabBraeside council asked the County to take action after Sand Point resident Mike Cleary raised the speeding concerns during the summer.

A long-time activist with the Arnprior area Ontario Federation of Agriculture (OFA) has been elected a vice-president of the organization. Debra Pretty-Straathof was elected at the OFA convention in Toronto Nov. 20-22 in her second try at the post. A regional director of the OFA for the past 12 years representing parts of both Renfrew and Lanark counties, PrettyStraathof is a dairy farmer in the Arnprior area. She has served on the OFA’S four-member executive committee. She holds a diploma in public relations, is a dairy educator, and has been active in initiatives such as the Renfrew County Rural Ramble and the Farm to City program. The annual meeting for the 37,000strong OFA featured the election of Alymer vegetable producer and long-time board member Mark Wales as new OFA president. More than 250 delegates representing agricultural commodities and Ontario farmers attended the convention to discuss farm issues and the sustainability

of Ontario agriculture. Joining Pretty-Straathof as a vicepresident is grain farmer Don McCabe of Inwood. Keith Currie of Collingwood will remain as the fourth executive member and Joe Dickenson of Brigden, was re-elected to the director-at-large position. “This next year provides a terrific opportunity for OFA to continue the momentum of delivering results on issues that matter to our members,” said Wales. “I expect open for business and regulatory reforms to headline the issues we’ll continue to champion in the coming year on behalf of our members.” Sustainability and its importance to farming and food was the theme of the 2011 convention. Newly-elected Agriculture, Food and Rural Affairs Minister Ted McMeekin welcomed delegates to the meeting. A silent auction was held, raising more than $8,000 in funds for the Agri-Skills Abroad program, providing assistance to farmers in Africa, Central and South America.

Antrim Contracting site was bubbling with activity at a new excavation site on the morning of Nov. 23 when Dave Martin was signed-up for the Ontario Youth Apprenticeship Program (OYAP). Antrim Contracting owner Clint Duff operates a full service company in Arnprior and surrounding area. Work entails excavating new sites for local developers from city services to demolition. Duff and Wade Curly Deno were quite pleased to have Martin, an Arnprior District High School student, on board, as he demonstrates a good work ethic and is always punctual. Attention high school musicians! The Arnprior Parks and Recreation youth program is hosting a Battle of the Bands. On Dec, 9, come out to the small gym at Arnprior District High School and battle it out against other bands for a chance to win some awesome prizes. Prizes for the top three bands include appearances in Youth Concerts in the Park ‘12, as well as a Canada day. The winner will also record a demo CD from Drift Studios. There is a band fee of $20 and a door entry fee of $5. Come out and support your favourite local bands. This Battle of the Bands is for youth in high school only. As of right now, unfortunately, we do not have enough bands registered to run this event. If you are interested in participating in battle of the bands you must register at the Nick Smith Centre by this Friday, Dec. 2. If there are not enough bands registered by the due date, Battle of the Bands will be cancelled. This training enables youth to understand and develop leadership styles and

It encourages engagement in the humanitarian field as leaders by discussing and learning about values-based leadership through Red Cross-based experimental activities. This training is a great resume builder, skill developer, and way to earn 40 hours. This program costs $5 or free with a Grade 9 Community Access Pass. Registrations are due at The Nick Smith Centre by this Friday Dec. 2. Want to learn a fun, new activity for the winter season? Come join us in learning to Snowshoe and Nordic Pole. These fun activities help you keep active in the winter, and are a great way to spend time with your family. This program is for all ages so everyone is more than welcome to attend. On Dec. 12 there will be a lesson at the Ma-TeWay Centre in Renfrew from 4-5 p.m. for a fee of $5 per person. We will also be at the Nick Smith Centre on Dec. 12 from 6-7 p.m. for a fee of $5 or free with a Community Access Pass. Follow up this program by borrowing snowshoes and poles for free from the Nick Smith Centre throughout the winter. Registrations for this program are due at the Nick Smith Centre by Monday, Dec. 5. Another one of our Boyzone programs is coming up. Boyzone dodgeball is Monday, Dec. 5 from 6-7 p.m. at rhe Nick Smith Centre. This means boys-only at dodgeball that night. Burnstown open house to help two causes The spirit of Christmas is alive and well - specifically at 1718 Burnstown Rd. (formerly Beyond the Bulrushes) on Dec. 9-10. What was once an anticipated annual event unfortunately died when the shop closed, but Nancy and Ted Young, the same owners who now use this historic building as their home, have decided to open their doors to the public once again making it the sixth Christmas open house. The open house is being held in conjunction with a special Christmas event held by the other Burnstown shops and galleries throughout the whole Dec. 9 to 11 weekend. As in past open houses, donations are gratefully accepted on behalf of the Salvation Army and a new charitable Foundation, Hearts for Change. As part of the fundraising efforts, there will also be festively packaged baked goods for sale, and fresh evergreen decorations. Most people are familiar with the Salvation Army, but probably very few, if any, have heard of Hearts for Change. The Hearts for Change Foundation (which only recently became an official charity) was started by a young Kingston, Ontario couple, who happen to be the niece and nephew of

the owners of the Burnstown home. These young humanitarians have made a financial commitment to an ever-growing orphanage (Hosanna) in Kenya for no other reason than it needed to be done. It is becoming increasingly difficult to meet the monetary requirements (despite their tireless fundraising efforts, help from a handful of sponsors and digging very deep into their own pockets every single month). Thirty dollars per month will cover the complete needs of one child, and all the money goes directly to the children (tax receipts are available). This Foundation is not about making money for the founders or creating a tax shelter. It is very simply people with very big hearts trying to make a difference. The open house runs Friday, Dec. 9 from 6 to 9 p.m. and Saturday Dec. 10 from 12 noon to 5 p.m. The Youngs are looking forward to hosting the event, as it will allow them to get re-acquainted with former patrons and hopefully raise some money and awareness.

Toastmasters deliver marathon speech contest

Salvation Army Majors Rocky and Janice Bishop were at the Arnprior Shopping Mall on the first day of the annual Salvation Army kettle campaign, Nov. 24. Donations will help buy presents and turkey dinners will go toward area families in need, they explained. However, more volunteers are needed to man the kettle from now until days before Christmas. Arnprior Toastmasters gave its members a challenge on Nov. 23. At a speech marathon, seven members stepped up to the plate to deliver five- to seven-minute speeches. Each speaker also received six written evaluations, which included a manual evaluation. The spirit of giving is alive and well in Arnprior. Arnprior Legion Branch 174 officials are thrilled with the success of the Nov. 26 Santa Claus parade, which not only drew great crowds but also included a food drive for the Arnprior food bank. Organizers of the annual event are thrilled with the unprecedented success of the food drive, which netted 35 boxes of food and $1,177.45 for the organization. “I’m amazed. I’d like to say thank you Arnprior,” said Theresa Carron, who acted as parade marshall along with Heather Pierce. “Thank you Arnprior, what a wonderful community.” Organizers express their thanks to all who helped the parade come together, from volunteers, to business, to particpants and parade goers. through the village starting at 1 p.m. this Saturday, Dec. 3. The parade begins and ends at the Stewart Community Centre,

A goat on the lam THIS WEEK’S FEATURE An OPP officer recently happened upon a traffic situation east of Arnprior that caused him some concern. A goat and a lamb were walking down the middle of the roadway between OPP and OPS jurisdictions and were becoming a danger to themselves and others. Because the goat and the lamb were flirting with the fine jurisdictional lines of Lanark County and Ottawa. the officer felt it was prudent to engage the OPS officers in this rural round-up. Meanwhile, police are warning motorists to keep a sharp eye out for deer and take their time driving rural highways and byways. In the first couple of weeks of November, 24 deer-vehicle collisions were reported in the rural area between Arnprior and Kanata.

Heritage Radio is giving three local charities an early Christmas gift following the Holly Jolly Radiothon Saturday. The radiothon raised $12,000 to be shared equally by the Bonnechere Manor Foundation, the Child Poverty Action Network of Renfrew County and Renfrew County United Way. The parking lot of the Burnstown Road studio was filled with cars and the station was abuzz with activity for the event, where residents were invited to come out and watch the show and visit with the elves and Santa and Mrs. Claus. Organizers are expressing their thanks to all those involved in making the event such a tremendous success. Among the featured talent were Ray Chapeskie, Johnny Kashub and Sylvester Dombroskie, who started off the show. Renfrew’s own Rob Dillon and friends followed with many wonderful songs. Classic Country Review was up next, followed by the Rogers, with Dan Paul, Rick and Bailey Rogers. Dan Paul was inducted into the Ottawa Valley Country Hall of Fame this year, report event organizers. Cruise-N-Country closed the event. Red-peat: Redmen win second straight provincial title ADHS football team powers way to impressive 36-23 win Saturday to cap off undefeated season JOHN CARTER john.carter@metroland.com

The Arnprior Senior boys football completed an undefeated season with a 36-23 win Saturday in the National Capital Bowl. The Redmen defeated Adam Scott Lions from Peterborough at the Beckwith field to capture their second straight provincial AA high school football title. It was a gratifying win for veteran head coach Al Luimes, who, along with his talented coach staff, put in a great deal of hard work to create a championship team. Luimes quoted B.C. Lions coach Wally Buono as saying that all title games have points scored and assignments made and missed, but in the end it is usually ‘great plays’ that decide a contest. (Buono’s Lions won the Grey Cup by an almost identical score to Saturday’s Capital Bowl, with a 34-23 win Sunday.) “He was dead on,” said Luimes. “The big plays were the difference (in the ADHS-Adam Scott game). Champions make championship plays.” Perhaps the biggest play was by last year’s offensive hero, Mitch Bott. Bott, playing defense this year, made a key interception late in the game with Adam Scott driving down the field and only six points behind. Bott intercepted a pass with less than four minutes left and took it close to 75 yards down to the opponent’s 15-yard line. The Redmen capitalized with quarterback Nathan Andrews hitting Jaeger Prot over the top of a blitzing Adam Scott defense for a touchdown and a 13-point lead. Andrews, the brother of last year’s star running back Jesse Andrews, played a steady, smart game, Luimes said, noting the first-year quarterback “hasn’t thrown an interception all year.” After the insurance touchdown, Arnprior was then able to play more conservatively, giving the Peterborough squad short gains as they ran out the clock. The teams traded late scores but the after the interception and the resulting touchdown, the result was never in doubt. Luimes explained that Bott moved from offense to defense this year, as he like to stock the middle linebackers with fiveyear players. “They tend to be more confi-

With his great range and jumping ability (thanks in part to his skateboarding skills), it enabled him to snag the winning touchdown last year, and “we knew we would eventually come up with an interception (this year),” said Luimes. The coach also praised tailback Ryan Kargus for his strong game in chewing up yardage on the ground. “He’s really grown into his role … we really have depended on him,” he said. Adam Scott, which has been in the final five straight years, were no pushover. It took a late touchdown by Bott last year to give the Redmen a 28-23 win many called an upset. This year, the teams were expected to play a close match. Arnprior struck first when Brandon Furlotte made a “sensational catch” to set up a touchdown by Andrews, who took it in on a keeper. Adam Scott responded by marching down the field to tie the game. However, any momentum they had when the Redmen succeeded in some razzle-dazzle on the kickoff. Sean Dey drew the defense to him as he turned up the centre of the field. He then pitched it back to the speedy Andrew MacAulay who scampered up the

sidelines for a touchdown to put ADHS back in the lead. “It definitely deflated them after they had worked so hard for a touchdown,” noted Luimes. However, they didn’t quit, he added, noting Adam Scott played as expected, strong up the middle both offensively and defensively. “There were no real surprises (from them),” he added. “Their front line was very strong … and they had a strong running game.” However, Andrew Lesk played a key role in limiting their running game, the coach said. In the second quarter, Prot scored his first of two touchdowns on a 10-yard run when Lucas Lalonde sprung him “with a great block,” said Luimes. Adam Scott closed the margin scoring on a long bomb before the half. The game stayed 21-15 for some time, before Bott’s game-changing interception. Luimes explained that having more than 40 players coming out for the team gave the Redmen the luxury of separate offensive and defensive teams. That has given ADHS an advantage in the fourth quarter against teams whose stars are playing both ways, he noted. “They’re often spent,” he said. It also gives the coaches more sideline time with the two teams, so they can advise them to adapt better to trends in the

game, he added. Having four assistant coaches is also great for the team, said Luimes, who has been coaching football for 27 years (all but four in Arnprior). “I can remember run practices by myself … it’s hard to teach that way.” The addition to the team of defensive co-ordinator Steve Staye (who played for Luimes years ago), offensive co-ordinator Trevor Rosien and receiver coach Nathan Mask made it much easier to be a head coach, he said. As well, the team’s “CAO,” Dave Herrick helped immensely with the administration of the team, he added. Luimes said the team’s player captains have also contributed greatly, ensuring strong turnouts at practice. This year the captains were Bott, Lesk, Furlotte, Andrews and Kris Blimkie. Luimes said the team has a solid core of returning players plus some talent coming up from the junior team, which won the Renfrew-Lanark championship. However, there will be some holes to fill, particularly at middle linebacker. But a three-peat is not out of the question, he agreed. “We expect to make a solid run for it (championship) again.” He said the extra playing and practice time that the team enjoyed because of its long playoff run certainly helps the players develop their skills and knowledge of the game. Luimes said the team appreciated all the fan support this year, which extended to the title game at Beckwith, near Carleton Place. “It was a great crowd,” he said. It could be the last hurrah for Luimes, who will retire from teaching in January. If he’s still around the area, he will likely continue to coach as a volunteer, although he has some other irons in the fire. “It’s been a great run,” he said. “It’s been special to see the team getting better and better.” While the coaches play an important role, it eventually “comes down to the kids,” he said. “Football can teach you important life lessons and it certainly has happened that way here.” ADHS principal Neil Farmer said the victory continues a “great year” for the school’s athletes. They have also excelled in rugby, basketball, track and other sports, he noted.


Packers move into first with two lopsided wins The Arnprior Packers took over first place in the Eastern Ontario Junior B league Valley division on the weekend with two convincing victories. The Packers leapfrogged over Perth for first last Friday with a 9-1 shellacking

of the Blue Wings. Arnprior followed up with a 9-3 win over Almonte Thunder Saturday. Both games were on the road. The Packers received balanced scoring and once again excellent goaltending from Matt Couvrette in the wins.

Continued from front Players and teams will rotate through the ice surfaces, with each team playing at as many different arenas as possible. “Why the Ottawa Valley?” said host chairman George Brown. “It’s got a strong hold on broomball in Canada. We have a history; there are many junior, senior, and ladies’ national champions here.” Currently, the Gamblers broomball team, composed of players primarily from Almonte and Pakenham, are the Canadian juvenile broomball champions after taking home the gold medal in Manitoba this spring. “I’ve been here for 12 years,” said Marc Desparois, VP of Operations for the International Federation of Broomball Associations. “And this will be the best tournament.” Desparois said that the goal is to increase the number of countries represented at the championship, as 16 countries playing under standardized rules is the minimum to be an Olympic sport. “With 16, we can do the Olympics,” he said. “So in 10, 15 years, maybe we’ll be seeing it.” Brown said the goal is to have 64 teams participating in the four divisions - women’s, men’s, co-ed and masters, and expects to see between nine and 12 countries participate. The municipalities were all represented at the conference, and echoed the same excitement throughout. Mississippi Mills mayor John Levi reflected on his own days playing broomball in Pakenham - “we had to have a half a dozen balls because when they froze, they broke.” He also noted the financially positive side of hosting the games, as while most teams will stay at hotels in Kanata, Valley arenas, restaurants and venues will be booked throughout the week. “It’s a big economic stimulus to an area and we’re happy to share it with the Valley,” he said. Brown said they expect the tournament to bring in about $5 million to the area over the course of the tournament. Organizers said they were very happy to have Arnprior’s representative, Glen Arthur, on board. Arthur served as the chair of the Telus Cup in 2008 when it was hosted at the Nick Smith Centre. Arnprior has also played host to the national women’s hockey championships in the past. “This is a wonderful opportunity to showcase Ottawa Valley hospitality,” said Carleton Place Mayor Wendy LeBlanc.

Kevin Dodds is unveiling a few new wrinkles when he holds a Christmas open house at his John Street gallery in Arnprior on the weekend of Dec. 10-11. It is the first Christmas open house Dodds has held in several years. He will be exhibiting some of his new oil paintings and prints as well as

signing cards and Lang calendars featuring his work at the show, which runs 10 a.m. to 6 p.m. both Saturday and Sunday. The open house will also include the release of new puzzles, antique ornaments and a demonstration of hand-painting of Christmas egg ornaments by artist Daisey Mae Lennox. There will homemade goodies and refreshments. A portion of proceeds

from sales will be donated to breast cancer research. The Dodds family, like many others, has been directly affected by the disease. Dodds will be at the Pakenham General Store this weekend (Dec. 3-4) with a large amount of originals prints, calendars, puzzles and Christmas cards. He will also be at a Christmas craft sale at Lansdowne Park in Ottawa Dec. 8-9 and 12-18.

John XXIII honoured for math achievement John XXIII Separate School was recognized as being among the best elementary schools in Ontario at the Fraser Institute’s annual Awards for Excellence in Education in Toronto last Thursday. The school was named a School of Distinction for the fifth year in a row, this year in the category Excellence in Mathematics. “At John XXIII, teams of dedicated teachers, administrators and support staff have found effective ways to inspire learning and academic excellence in their students,” said Peter Cow-

ley, Fraser Institute director of school performance studies. “Their commitment to excellence cannot be overstated.” The Awards for Excellence are based on an analysis of student results data from the Education Quality and Accountability Office (EQAO) assessment. Out of 2,733 elementary schools whose test results were analyzed only the top 30 performers in each category were invited to participate in the awards. The annual awards honour school teams (teachers, principals, support staff, and volun-

teers) in three categories of academic achievement. The Garfield Weston Award for Improvement in Academics recognizes elementary school teams that have experienced the fastest, most consistent improvement in their students’ academic performance over the past five years. The Garfield Weston Award for Excellence in Language Arts recognizes elementary school teams whose students have excelled in reading and writing over the last five school years as reflected in their results on the Grade 3 and Grade 6 province-wide tests.

The Imperial Oil Foundation Award for Excellence in Mathematics honours elementary school teams whose students have excelled in mathematics over the last five school years as reflected in their results on the Grade 3 and Grade 6 provincewide tests. More than 300 educators from 53 different schools attended the reception and awards dinner. They are among the 5,222 educators representing 1,017 schools from across the country that have been honoured at the awards, presented by the Fraser Institute since 2005. PARKS, Robert Douglas “Doug” October 26, 1952 – November 26, 2011 With deep sadness and while surrounded by his family at the Arnprior District Memorial Hospital following a short but courageous battle with cancer. He leaves us all with many great memories of his past. Doug is survived by his loving wife of 38 years, Leona (nee Pariseau) Parks. Also survived by his two sons: Shannon Parks (and his wife Nicole) of Iroquois Falls, Ontario and Gregory Parks of Arnprior. Doug was the son of the late David and Carmel (nee Strong) Parks formerly of Maberly, Ontario. Dear brother of Margaret (Lavern) Morrow of Kingston, Debbie (Steve) McCann of Seeley`s Bay, Beth Parks, Dwaine Parks, Nancy Parks, Kenny (Sandy) Parks, Bradley Parks and Angela (Darren) Gibson all of Maberly. Predeceased by his older brother, Bruce Parks. Dearly loved by his granddaughters Grace and Victoria Parks and Jordyn Box who will miss their grandfather’s tickles and kisses. He will also be missed by his many nieces and nephews and above all his cat, Felix. The Parks family would like to thank Dr. Schriver and Dr. Greenough for their excellent care over the years. Special thanks to the nurses in the Palliative Care Unit for all their friendliness, support, caring and smiles while taking care of our father and husband. April 17, 1919 – November 23, 2011 `Une Vraie Acadienne`` Peacefully, with family, in Arnprior Memorial Hospital on Wednesday morning, November 23rd, 2011 Marie Corinne MacFarlane of Pakenham in her 93rd year. Beloved wife of 58 years of the late Ian MacFarlane. Dear mother of Pat Thomas (the late Joseph), Peter (Karen), Bonnie and Andrea Grieve (Robert). Proud daughter of the late Henri Gallant and the late Alphonsine Arsenault. Grandmother of Shelley, Ian, Kerri and the late Geoffrey. Great grandmother of Brett and Kyla. Dear sister of Rita Englehart and Antoinette Bergeron, and the late Patricia, Leo, and Paul Gallant. Special sister-in-law of Alva Gallant and cherished friend of Blanche Drapeau. During the war years, Corinne proudly served with the Women`s Royal Canadian Naval Service. She was a member of the St. Peter Celestine`s Ladies Auxiliary and donated many hours of her time performing charitable works for that group. Corinne was a key member of the St. Peter Celestine Centennial Committee and contributed extensively to the commemorative book which was published about the parish. She was one of the founding members of the Pakenham Public library. As a former member of the Pakenham Women`s Institute and curator of the local Tweedsmuir history, Corinne was considered by many as Pakenham`s local historian. In recognition of her contribution to volunteer service, Corinne was awarded the Commemorative Medal for the 125th anniversary of Confederation. Corinne was extremely proud of her Acadian heritage and ensured that her family was fully aware of their proud lineage. Many thanks to the people of Pakenham for their support, and for naming `MacFarlane Street` in Corinne`s honour. Special thanks to Dr. Donna Vilis, Dr. John Kiskis and the nursing staff of ADMH for their extra personal care and compassion. Many thanks to Father Robert Ryan for his spiritual support and attention. Family and friends were invited to a Funeral Mass in St. Peter Celestine Church, Pakenham on Monday morning, November 28th at 11 o’clock. Cremation followed with interment at St. Peter Celestine Parish Cemetery, Indian Hill Road, Pakenham at a later date.
