Last stop Town committee shies away from backing commuter rail option DEREK DUNN derek.dunn@metroland.com

A town committee will recommend council not pursue a commuter rail option out of Arnprior. However, making arrangements with OC Transpo or another bus operation to deliver commuters into the city remains a possibility. The economic development and planning advisory committee chairman, Mayor David Reid, met with City of Ottawa officials and a group pressing for a train.

He said it could cost $250 to $300 million to upgrade rail lines. The group, Mobility Ottawa-Outaouais Systems (MOOSE), is counting on the federal government for the funding. Reid figures the majority Conservative government might offer 75 per cent; it’s unlikely the city or any other group can make up the difference. He suspects the city isn’t interested. “I’ve always liked the idea of commuter rail,” Reid said. See ‘BUS’ Page 3

Mayors set out ground rules for service deal talks SHERRY HAAIMA Sherry.haaima@metroland.com

Following a meeting between McNab-Braeside Mayor Mary Campbell and Arnprior Mayor David Reid, review teams will be set up to hammer out details of the recreation, library and water/sewer agreements between the two muncipalities. While the township had previously sent a letter to the town stating it would only negotiate council-to-council at an open meeting and requesting information on users, Campbell

now says the review teams will meet for a one-time negotiation and bring information “It’ll be a one-time review of the three agreements,” said Campbell. After that first meeting, discussions will take place in an open forum, she said. “This council wants it to become public information as soon as possible,” said Campbell. She indicated the issue is not as controversial as has sometimes been suggested. “Historically this has been painted as a contentious issue before we’ve even gotten into

Yakabuski named Opposition Whip JOHN CARTER john.carter@metroland.com

Renfrew-Nipissing-Pembroke MPP John Yakabuski has been named The Progressive Conservatives’ Opposition Whip Ontario in the new Legislature. Simcoe-Grey MPP Jim Wilson takes over Yakabuski’s old role as House Leader. Party Leader Tim Hudak announced Wednesday that Yakabuski, Wilson and Oshawa-Whitby MPP Christine Elliott, named Deputy Leader, will have key roles in his “bigger, stronger and experienced Ontario PC Caucus.” The party is committed to keeping “Dalton McGuinty on a short leash to rein in government spending and ensure he cannot sneak in a new tax hike,” Hudak said. Yakabuski’s job is to ensure an energized and motivated Ontario PC Caucus maintains a strong presence in the Legislature, Hudak added. Yakabuski was first elected to the Ontario Legislature in 2003. He was re-elected Oct. 6 with 70.8 per cent support, more than any other MPP in the province. He most recently served as Opposition House Leader and Critic for Energy.

it,” she said. Campbell said Reid relayed to her that the public meeting of two full councils McNabBraeside requested was too “unwieldy” at this stage in negotiations. Campbell says she believes, after meeting with Reid, that many of council’s concerns are being addressed. She said Reid has spoken with town recreation director Glenn Arthur and there are plans to gather the information Campbell and council had previously requested about users and which

programs residents are accessing. The information will be handy for Arnprior, too. “He needs it as much in Arnprior as we do in McNab-Braeside,” said Campbell. “We’re on the same page there.” Coun. Aldene Styles, recreation director Geoff Patterson and a member of the recreation committee will sit on the township’s team. Roads superintendent Brian Box will be a third member at the table for the water/sewer agreement meeting. Campbell says council is

Town may drop portion of pathway DEREK DUNN derek.dunn@metroland.com

Pathways west of a potential new town hall location could be let go by the Town of Arnprior, members of a committee learned at a Monday morning meeting. The CN trail from the Madawaska River through the Russell Street area behind the Legion should be kept, town planner Robin Williams told the economic development and planning advisory committee. The roads are narrow with few sidewalks. The pathway is wide and

well maintained, she said. Where it crosses Daniel Street and heads toward the fire hall is also functional and useful, especially if council opts to build a new town hall in the area. However, the pathway begins to “lose itself ” west of Hugh Street, she said, and may find itself on the chopping block. Committee chair Mayor David Reid said the tracks along William Street could provide a link with the trail leading to Braeside at Division Street. The issue will be brought up to full council during a future meeting.

Council has previously indicated a similar agreement with Arnprior would be ideal. She also explained she learned from Reid that the library agreement is governed by the library board, at arm’s length from the town. Reid refused comment until after he informs council of the development during the Oct. 24 meeting.

Warden offers update on uprooted rail line Warden Bob Sweet has updated Renfrew County’s operations committee on an Oct. 3 meeting between Canadian Pacific officials and representatives of Lanark, Papineau-Cameron and Renfrew counties. The focus of discussions was on the future of the railway bed that is being abandoned in Renfrew County. That line runs from Mattawa to Smiths Falls. Forty kilometres of track have been collected in the Renfrew area during this autumn’s salvage operation, with the remainder scheduled for salvage in the next year and a half or so, Sweet told the committee at a meeting in Renfrew last Friday. That time line may be extended to

two years, if CP’s budgetary pressures change, suggested Sweet. Sweet also stressed the railway is not yet in the abandoned, but rather the discontinued, phase, therefore the corridor is still part of Canadian Pacific’s operations. He also noted several current or potential stakeholders of the corridor will want a say in what happens to the corridor once it is abandoned. At the moment, though, Sweet said it makes sense for the group of representatives from Lanark, Papineau-Cameron and Renfrew counties to focus on gaining control of the railway bed. As Sweet acknowledged, without being specific, “There are still situations along the line and they’ll have to be dealt with (at a later date).” Meanwhile, meetings with Canadian Pacific are taking place so Renfrew

County can obtain control of the railway bed, said Sweet. The current focus of meetings with CP is on developing a memorandum of understanding. It’s better to have two parties, rather than 40, around the discussion table at this time, said Sweet. Whatever happens to the railway corridor, the warden emphasized Renfrew County’s previous commitment that any corridor purchase will not affect the county tax levy. At the moment, little if any policing is being done on the discontinued railway bed. But Sweet said a toll-free OPP line in North Bay can be called if area residents see suspicious or reportable activity. That number is 1-800-766-7912. The next meeting of local officials and Canadian Pacific is set for Nov. 29.

Bus option for town may include OC Transpo Continued from front “But I don’t think the group has the capital to pull it off,” said Reid. Although MOOSE isn’t asking municipalities along the planned route to contribute operational money, it never-

theless asked them to cough up $25,000 each for a business study. Reid will caution town councillors that once a few dollars are invested, the town would contribute more in a bid to prevent losing the initial contribution.

Metroland acquires PP Continued from front Performance Printing is a commercial printer with operations in Smiths Falls, as well as a newspaper publisher and flyer distributor in several Eastern Ontario communities including Kingston, Belleville, Brockville, Smiths Falls and Ottawa. “The acquisition will allow Metroland, publisher of more than 100 newspapers primarily in the Greater Toronto Area, to extend its community newspaper and flyer distribution services to new communities in Eastern Ontario,” said David Holland, president and chief executive officer of Torstar Corporation. “The acquisition will also support Metroland’s extension of its growing suite of digital offerings.”

The train would require 200-400 passengers per trip. It would be inflexible, meaning only one departure and arrival per day. And the drop-off location along Carling would mean many passengers would be forced to take a bus or, in some cases, walk. “I personally don’t think we should be pursuing rail at this point. If they come back with a business case, then we can reconsider,” Reid told committee members Gib Mullen and Doug Smith at Monday morning’s meeting. BUS OPTION A bus system serving Arnprior would prove more flexible by offering a variety of departure and arrival times, thereby ap-

pealing to more customers, Reid explained. The town could create its own system (with a local route possible in the distant future.) Or a third party could get involved. Or OC Transpo could cooperate with either at no extra costs. Or, finally, OC Transpo could offer the service itself. “The goal of OC Transpo is to get cars off the road,” Reid said. He added that partnering with the Township of McNab-Braeside would mean the combined populations could apply for gas tax grants. The town could advertise on the side of buses heading into the city, Reid said. Still, he warned that the town is at the ‘what if ’ stage, and not actively pursuing the idea.

McNab-Braeside

HOLIDAY Township chooses Braeside post office site GIFT PACKAGE IDEAS SHERRY HAAIMA

Sherry.haaima@metroland.com

Following are notes from the Oct. 18 meeting of McNab-Braeside council The ground floor of the Braeside fire station is the location council has designated as a postal outlet for the village. It was a motion that was defeated and brought back to the table, with councillors wary of upsetting the fire department, which will have to relocate some of its training and other materials. Council needed to have the designation in place in order to not disrupt applicants to the postmaster’s position, which requires a secured location. Council committed to doing everything it can to maintain the service in the village when the post office closed earlier this year. The successful applicant will be responsible for providing rent to the township. The decision does not necessarily mean the fire station will be the post

office, as the applicant may decide on an alternative location, said Mayor Mary Campbell. Coun. Aldene Styles, who originally voted against the location, but then brought the motion back to the table, said council is in a Catch 22 with the issue. “We’re in a no-win situation, as far as who we’re going to upset and who we’re not,” said Styles. “We’re kind of damned if we do, damned if we don’t.” Campbell said that after lengthy review a better alternative has not arisen. “I have not heard a better idea than the ground floor of fire station three. The greater good, in my opinion, is served,” said Campbell. “We’re not going to let our firefighters down, as painful as this change is going to be,” said Campbell. Maintaining the rural postal service is vital to maintaining the township’s rural lifestyle, said Campbell. Fire chief Ken Walton was in attendance at the council meeting and said a fire committee meeting will take place likely in the next week. The

department’s strategic plan is close to being ready for council’s perusal, said Walton. The document includes a variety of options, including proposed plans for the township’s newly acquired building on Russett Drive.

Open houses geared at helping the McNab-Braeside Fire Department shore up its ranks were well-attended, says Chief Ken Walton. Potential applicants showed up Oct. 13 at each of the three stations – Braeside, White Lake and Glasgow – to learn more about the job and the volunteer department. The open houses were a first for the department, says Walton, and likely something that will be repeated. The department is looking for about 12 new firefighters. SECOND IN PROVINCE McNab-Braeside Township roads employee Keith McMillan continued his truck roadeo success at the recent provincial competition in Durham, picking up second-place honours. McMillan earned the right to compete with his firstplace win at the county competition in September. Mayor Mary Campbell offered congratulations on behalf of council.

The Braeside fire hall welcomed about a dozen home school kids as part of Fire Prevention Week activities. Fire department spokeswoman Karen Barsoski explained that students at McNab Public School get to learn about smoke and carbon monoxide detectors, escape routes and more. But 20 families in the region belong to Ottawa Valley Home Schoolers. “We wanted to look outside the box a little, too,” Barsoski said. “This is the first year we’ve done this for home-schoolers.” Fire chief Ken Walton is father of two home school children. He said some par-

ents prefer the one-on-one attention home schooling affords. Although the criticism is that kids don’t get the opportunity to socialize as much as kids in a public or private system do, the counter is that kids do field trips that incorporate learning, such as doing math work involving firefighting. Walton said familiarizing kids with firefighters and their equipment means they would be less likely to hide from rescuers during an emergency. “We try to show them to be less intimidated by the trucks and gear we have to wear,” Walton said. “We have big masks on, but we don’t want them hiding from us.” National Fire Prevention Week was from Oct. 9 to 15.

The section of road being renamed is depicted on the key map attached. Persons interested in making representations on this matter are requested to notify the Clerk, in writing, at the address noted below by noon on Monday, November 7th, 2011.

FALL HYDRANT FLUSH PROGRAM

The Public Works Department is conducting a scheduled Fall Hydrant Flush. This program is designated to clean the distribution system by flushing standing red water from the system. The work is planned for the weeks of October 24 to November 10, 2011 and will be completed in the shortest period of time possible. This procedure is quite routine but it may result in some temporary inconveniences such as poor water pressure or “red” water. Do not be alarmed. HERE ARE THE FACTS: 1.If coloured water is detected, please open your COLD water taps to clear the system. 2.The coloured water is not hazardous to health. 3.This situation is temporary and should not last any longer than two hours at most. Breast cancer dinner fosters fond memories SHERRY HAAIMA sherry.haaima@metroland.com

The hall was filled with people and the table was laden with food, but this year’s fundraising dinner for the Arnprior and District Breast Cancer Support Group was bittersweet for the event’s organizers. Norm Watt, husband of the group’s co-founder Elta Watt, and himself a big supporter of the group and the event, passed away in April of 2011. Four members of the support group have also died in the past year, says Elta, so this year’s dinner brought back many memories of those who will be missed so much. “So many people were telling me how much they miss Norm,” said Elta. “He is here in spir- Diners raved about this year’s buffet dinner, says organizer Elta Watt. it.” Though the line-up at the 14th annual event snaked out the door at times and the food was constantly being replenished, attendance was a little bit down this year from last, says Elta. Close to 650 diners enjoyed the roast beef and turkey buffet dinner with all the fixings. Survey shows OPP funding accurate

Scoreboard fundraiser

O

ur immediate reaction after reading the recently released OPP Community Satisfaction Survey 2010, conducted for the first time by a private firm, was that we don’t need to spend tax dollars on more officers. Despite OPP insisting otherwise. For many years, word on the street and among two different groups of Arnprior councillors, was the same: the level and quality of service is excellent. The research company R.A. Malatest & Associates conducted the telephone survey between Oct. 21 and Dec. 6, 2010. The 384 completed surveys represented a margin of error of +/- 5 per cent, 19 times out of 20, making it a scientific survey. An interesting finding – from half who identify themselves as living in ‘town’ and the rest in villages or countryside – is that 99 per cent felt very safe or safe in their community. Of those, 62 per cent felt very safe. Impressive indeed, considering the crisis in confidence nearby Ottawa residents seem to be experiencing with their city police force. When asked if they felt OPP were somewhat involved or very involved in their community, 86.6 per cent said yes. Even better, 88.5 per cent said they were satisfied or very satisfied with the OPP’s visibility. And 93.2 per cent had the same reaction to OPP’s visibility on the highways. Do we need more officers at the local detachment? It would seem, if you ask the people OPP serve, the answer would be no. As a quick comparison, some people in Arnprior have noted how often they spot OPP cars on town roads. But ask people in Stittsville, with a much larger population, how often they see an Ottawa Police Service cruiser, and they would be likely to say rarely. That’s because just one cruiser patrols the entire Stittsville area at any given time. Other interesting results show that 41 per cent say drug or substance abuse is a bigger problem than property crime (31.6 per cent), nuisance activities (28.7 per cent), alcohol abuse (31.9 per cent) and illegal drug grow operations or labs (20.4 per cent). But perhaps the most telling result is the one that shows 92.8 per cent of respondents were satisfied or very satisfied with the OPP’s ability to work with communities to “solve local problems.” Unfortunately, of that, only 31.6 per cent were ‘very satisfied’. We wonder how many respondents were thinking of the delayed contract talks as a “local problem” when they opted to drop the ‘very’ part.

Grove wetland crucial for wildlife survival To the editor: This refers to the article ‘Approved: Council backs zoning change …’, Oct. 13, ChronicleGuide. I am quoted as stating: “The Grove is the heart of Arnprior.” I believe I also stated the property under discussion represents the “heart of Gillies Grove.” It is this property, particularly the brook and wetland, that is the habitat for Redshouldered Hawks, which have nested in the Grove and area for years. Its main diet is frogs and reptiles. Interestingly, I have witnessed a Red-shouldered carrying a snake, possibly an Eastern Ribbonsnake (which is on the endangered list) from this property.

The Red-shouldered Hawk has recently come off the endangered list due to habitats like the Grove and attached brook and wetland. A second point I tried to impress on council was the importance of this wetland/ brook as a filter for run-off waters into the Madawaska/ Ottawa rivers. Will this development negatively impact fish and fish habitat downstream and diminish the quality of water downstream? Ministry of Housing’s Provincial Policy Statement 2005 and the Town’s official plan are designed to protect species at risk and wetlands/water quality. Russ Corbett Arnprior

To the editor: For many years two of our sons have played football for the Arnprior Redmen. We have spent many hours at Oattes field and have loved every minute of it. Win or lose. Last year the whole town followed the team’s accomplishments as they captured the Renfrew/Lanark championship, the Seaway Championship and the Provincial Championship for the first time in Redmen history. Many fans came out to watch the boys play at both in- and out-of-town games. The electronic/digital scoreboard was actually my husband’s idea and the more we talked about it the more interested I became. We immediately approached the coaches and the high school and everyone was on board with it. Next, I met with the football players, brought them up to speed with our ideas and explained to them that this is their scoreboard and without their help with fundraising it wouldn’t be possible. Our first fundraiser was a garage sale. We raised $1,000. Many of the player volunteered at the sale that day and all items sold were donated by parents, coaches, friends and family members. Our next big fundraiser will be a door-to-door ‘blitz’. The teams will be divided into groups and assigned a section of Arnprior, White Lake, Braeside and Pine Grove. They’ll go door-to-door wearing their game jerseys, introduce themselves, explain what they are raising money for and kindly ask for donations. This will be on Oct. 29. On Nov. 5, the football players as well as a few of the cheerleaders will participate in a bowl-a-thon at the Arnprior Bowling Centre. Each player was given a sponsor sheet and asked to collect as many sponsors as they could for this event. At every home game a donation table is set up. Spectators may make a donation or purchase a Redmen football sticker that can be put in a car window. Fifty per cent of all sticker sales goes towards the scoreboard. A group of parents are sharing a list of local businesses to approach and hopefully gather corporate donations. On Thanksgiving weekend a good friend who is also a good welder spent an entire day at the field fixing any of the bleachers that requires fixing. His time and efforts were at no cost to us. He was happy to help out. Rona and Home Hardware have generously donated all the lumber for seats that need to be replaced as well as paint, rollers, etc. Now if we can get Mother Nature to co-operate, the football teams will spend an afternoon painting the five set of bleachers black, red and white. That about sums up what we planned so far, I’m sure we’ll have to get back out there in the spring. As for why I have taken this on. These kids work so hard at practice five nights a week for many, many weeks and give 110 per cent at each and every game. We want to give something back to them. We want the Redmen football teams to be able to look at that scoreboard and say, “I helped get that” and be proud of what they’ve done. They deserve it; they’ve earned it. Dawn Andrews Arnprior

Organizers report the Oct. 15 Arnprior and District Humane Society’s Fill ’Em Up Supply Drive was very successful. Humane society filled with gratitude

Thank You

To the editor: Thank you everyone. The Arnprior & District Humane Society’s ‘Fill ’Em Up Supply Drive’, held Saturday, Oct. 15 in front of Pet Valu in Arnprior was a great success. We very much appreciate all the supplies that were dropped off to fill up our cupboards. These supplies will keep abandoned pets fed, the shelter clean and enable us to continue to provide temporary shelter for all of them. The cash donations will help us to continue to provide veterinary care and pay the bills. Thanks as well to our volunteers - Ester, Bob, Gail, Chris and Jennifer - for braving the cool, blustery weather. Our local newspapers, MyFM radio and Pet Valu Arnprior, of course, for use of their super location to hold our event and continued support.

Thank you for the confidence you have shown in me. I look forward to continuing to work for you.

Everyone loves a good mystery. And everyone loves a solver of mysteries, a sleuth with extraordinary powers of observation and analysis. Sherlock Holmes, Columbo and Poirot captured the imagination of millions of us. Of course, few of us are capable of achieving the scripted feats of those legendary gumshoes. Yet, with a little logic we can solve many of the myriad mysteries Nature throws our way. I regularly receive emails or calls from readers who have come across something puzzling. I love the challenge of putting together the clues given to me and coming up with an answer. Some puzzles are easy to solve. For example, this summer I was asked about a strange sound. Now, sounds can be a bit more difficult to resolve because they, unlike colours and forms, are often difficult to describe and on the receiving end, even more

Michael Runtz Nature’s Way challenging to interpret. The sound described to me, however, was most familiar to me. It came from an old pine tree and was a sort of creaking sound, relatively short in duration and repeated quite regularly. It was not unlike the noise made by an old rocking chair. My conclusion corroborated the suspicions of the mystery’s reporter – it was a baby Pine Sawyer beetle. Sawyers are large black beetles that sport extraordinarily long antennae. The equally large larvae

chew wood with their powerful mandibles, especially the wood of recently dead pines, and the rasping of those mouthparts creates the loud and very peculiar sound. The most recent puzzle involved a bird found near Kinburn. Here are the clues I was given: 1. headless. 2. black breast feathers that were (3.) flecked with white feathers. 4. the size of robin or hairy woodpecker. 5. wing feathers were shades of dark brown rather than black. A number of possibilities were eliminated by the bird’s size. Sparrows and crows are smaller and larger, respectively. Many blackbirds are the size described (quite well described, I must say), but the odd mixture of black and brown without any other colour (such as red shoulders of a Redwinged Blackbird) rules out most of them. The pale spots on the breast eliminated Rusty Blackbird.

16 Edward St. S., Suite 111 P.O. Box 213 Arnprior, ON K7S 3H2 Phone: 613-623-6817 Fax: 613-623-6826 Email: info@gacc.ca

I was left with but one possibility. The only blackbird-sized bird that sports pale breast spots in the fall and winter is the European Starling, and in that plumage they show a lot of brown in the wings. A description of the head would have been helpful but, of course, that body part was missing. However, there are no other spotted black birds with brown wings in our area, so I am confident that my conclusion was the right one. An interesting feature of starling plumage is that pale feather parts wear faster than dark ones. By spring those spots will have worn off, revealing the resplendent iridescent bases that shine purple and green. The headless bird was an easy case to solve out, but the real mystery lies in the who-done-it. Anyone have Sherlock’s number? The Nature Number is 613387-2503; email is mruntz@ start.ca.

Country Style to open at Stinson’s this year A 20-seat restaurant and full-sized convenience store under construction DEREK DUNN derek.dunn@metroland.com

Stinson’s general manager John Armstrong and operations manager Anita Young share a laugh in front of the new Country Style restaurant, lowered by crane moments beforehand, at the White Lake Road and Campbell Drive location. Along with a new convenience store, the restaurant is slated to open Dec. 1.

A crane lowered a prefabricated restaurant onto a lot south of Highway 417 last week. Country Style, a chain that serves bistro-inspired sandwiches, doughnuts, drinks and more, should open its 20-seat restaurant by Dec. 1 as part of a W.O. Stinson’s makeover at the corner of White Lake Road and Campbell Drive. The Tim Hortons competitor will also have a drive-thru; though general manager John Armstrong is confident Country Style is a slice above. “We think so,” he said, watching the cranes lower his new buildings. “The restaurant will have a full breakfast and lunch menu, a variety of custom sandwiches. So it’s not a doughnut or coffee

shop.” There won’t be a big jump on the job count, he said. But some of the 18 employees could see work bump up from part-time to fulltime. A Canadian company, Country Style is located a lot of universities, gas stations and other non-traditional locations. NEW CONVENIENCE STORE The gas bar will increase to a full convenience store, and the five pumps plus a diesel will convert to six pumps offering both unleaded and diesel. They will continue to face the same direction. Stinson’s has other operations on site, including a heat and oil heat operation, commercial lube for fleets,

heating equipment sales and servicing, along with propane and fueling terminals. Over 30 people work there in all. While admitting the look was growing tired, Armstrong said timing the upgrade and expansion with the completion of the clover leaf expansion to Highway 417 means life is pretty exciting on that side of town. Putting the exclamation mark on it all is that the Arnprior Stinson’s is the first to test market a new slogan: “For the road.” “We are launching this name here,” Armstrong said. “So far it’s been a great reaction.”

Silye’s memories include 1971 Grey Cup

This is the first in a three-part series on Ottawa Valley residents who played in the Canadian Football League, and their impressions of the CFL today.

STEVE NEWMAN steve.newman@metroland.com

Jim Silye is officially retired, but seldom short of things to do. A close second-place finisher in the 2010 Arnprior mayoral election, he served on the town’s economic development and planning committee and is vice-chair on the Canada Science and Technology Museums Corporation’s board of trustees. He recently sat in the stands at Renfrew’s Ma-Te-Way Activity Centre watching his son, David, at a pre-season hockey camp. You can tell he’s proud of his son, but he’s also proud of his accomplishments in a career that has been steeped in politics, business and sport. Born in Austria in 1946 of Hungarian parents, he and his family successfully sought refugee status in 1951 because of Stalin’s repressive times following the Second World War. They migrated to Canada where Arnprior became home. Silye, who could speak Hungarian and German, learned at a young age that one had to work hard to earn a buck. His father and mother never owned a car, but in 1962, Jim Sr. purchased a car for his 16-yearold son on the condition he would drive them where they needed to go on weekends. This meant seeing more of North America, with trips to such places as New York City, Ottawa, Montreal and Bridgeport, Conn. “I want to go to America,” Silye’s dad, Jim Sr., often told his son, meaning it didn’t matter if the country was the United States or Canada. He also wanted his son to have more than he had. “He had a simple rule. Go to school. You’re not digging ditches like me,” Silye says, copying his dad’s way of talking. “You get an education and you be smart.” Smart enough to be wise with the dollar, too, says Silye. “Oh, I’m still a cheapskate. Nickles were in my pocket like manhole covers. When I’m generous, I’m generous, but I negotiate everything,” he says. As a youngster, he helped deliver milk for Mr. Belton to Arnprior residents’ doorsteps, collected empty soft-drink bottles, and cut lawns to put money in his own pocket. Crediting his dad, Silye says, “He taught me how to work.” Which is perhaps why Silye remains tight with the dollar,

star Leon McQuay fumbled near the 10-yard line, and the Stampeders kept their 14-11 lead intact. As close as he came to being one of the goats of the game, Silye says he has long remembered the positive reaction from his teammates when he did fumble. “That’s what I liked about that team,” recalls Silye. “The guys, not one of them, said a dirty word, just slaps on the back. That’s a true team.” He’ll also never forget his last season, which ended the day after a devastating Labour Day weekend loss to Edmonton despite leading the game 33-0. It wasn’t a good day for Silye, who was playing defensive back. Silye took the release philosophically, telling himself that he was already “making more money downtown.” Shortly afterwards he was offered a job with the Edmonton Eskimos, but he refused, and moved full-time into the business world. “It (football) was an absolutely great experience,” he recalls. “And football helped my career. Football helped me to be in the right place at the right time.” But he had no pretensions of greatness. “I was a good average Canadian player who filled a spot on a team that needed filling,” says Silye, who set the CFL record for 123 punt returns in a season. He says football and other sports experiences also help him relate to what his son (David) is trying to accomplish in such sports as hockey. “I’m comparing (his and my experiences) all the time. I couldn’t even skate when I was 12 years old,” says Silye.

CFL in the

VALLEY

I was a good average Canadian player who filled a spot on a team that needed filling. – Jim Silye even though he started experiencing business success while living out West and playing for the Calgary Stampeders of the Canadian Football League. “I was in the business world when playing football,” said Silye, now 65. By the time he retired from the game in 1975, he had already invested money and ideas in businesses that involved oil and gas exploration, printing and publishing, food and beverages, and condominium development. The main business was Western Seismic Exchange Ltd., which he’d already co-founded in 1970, the year after joining the Stampeders. Only twice in his career did he fumble a punt return, but for the longest time he thought one of those fumbles might come back to haunt the Stamps in the 1971 Grey Cup. He earned a reputation as a sure-handed punt returner, but he knew how to play both ways. After graduating from Arnprior District High School, he aspired to play quarterback for the University of Ottawa Gee Gees. That’s didn’t work out, but in 1965 he averaged more than 11 yards a carry while being named an Ontario university all-star running back and defensive back. “I ran like a chicken-shit because I didn’t want to get hit. I just churned out the yards.” Running scared, he returned punts for touchdowns in high school, college and pro ball. FOND FOOTBALL MEMORY Among his fondest football memories is still his TD punt return in the first half of possibly the coldest CFL game ever played, on Nov. 22, 1970. It was Mother Nature at her meanest, with Calgary and Saskatchewan playing for the third time in nine days, in the days when the Western Conference final was a best-of-three affair. In the third-and-deciding game, Silye’s long, first-half re-

BUSINESS AND POLITICS Jim Silye, a punt returner and defensive back, played with the Calgary Stampeders from 1969 to 1975. He wears No. 33 in this photo, but his regular number with the Stamps was 28. turn helped keep the Stampeders in the mix. That day, wind gusts over 70 kilometres per hour created a wind chill of -35 Celsius. Then Silye’s teammate, Larry Robinson, booted a last-second, 32-yard field goal into the wind and whipping snow to clinch a berth in the Grey Cup. The field goal was thought to be so unlikely that the Saskatchewan linemen simply stood up and watched. Calgary lost the Grey Cup 2310 to the Montreal Alouettes, but returned in 1971 to defeat the Toronto Argonauts for the Stampeders’ second Grey Cup ever. That Grey Cup win also came despite one of Silye’s only two fumbles during his Stampeders career. Remembering back to his first

training camp with the Stampeders, prior to their 1969 season, he didn’t know what his chances were of making the team after going in the third round of the CFL draft. In his first training camp with the Stampeders, Silye says his “sure hands” helped him make the squad. Ironically, though, one of his two punt return fumbles in six seasons nearly cost him his only Grey Cup. Silye saw an opening down the sidelines before the ball reached him, so he tried to make the catch on the run. “I got excited,” he recalls of that day in the rain. “But the ball hit my shoulder pads and bounced out.” But the last fumble was the best … and the worst. Argonaut

Sports led to Calgary business interests and eventually to the political arena “because I was a frustrated businessman paying high taxes and watching (Brian) Mulroney spending more than he was bringing in.” He represented the Reform Party in 1993 and ended up on Parliament Hill, though not as the Official Opposition. The Conservatives were turfed from office and the Liberals won their first of three straight majorities. Reform had a strong election, winning 52 seats to the Bloc’s 54. Silye served as party whip in 1994 and 1995, but did not run, as promised, in 1997. He did return to politics in 2000, as a Progressive Conservative candidate in Calgary, but lost. See ‘JIM SILYE’, Page 17

Continued from Page 16 In 1997 Silye retired from business, choosing instead to enter the world of corporate financing, as he became involved with various companies. In 2009, he fired himself from his final job, as CEO of Eagle Rock Exploration. That precipitated a move back to home roots in Arnprior, with his son. He leaves two daughters and their five children in Calgary, where he still visits. With the move come positives and negatives. He doesn’t miss Calgary’s traffic and the long distances to go fishing. He does miss the multi-sports facility Glenco Club and friends and family. But he says there’s lots to enjoy in Arnprior, including locals who remember both his mom and his dad (Irene and Jim Sr.). “I do appreciate the fact of how many people remembered my mom and dad, as I got reacquinted with a lot of people in Arnprior.” That includes running for office. He entered the 2010 Arnprior race for mayor, and finished Jim Silye of Arnprior relaxes with his son at the Ma-Te-Way Activity Centre in second about 200 votes behind David Reid. Redmen edge St. Joe’s in basketball

The ADHS Redmen junior girls basketball team won a hard-fought 30-27 contest over St. Joseph’s Oct. 13 to improve its record to 5-1. A well-rounded St. Joe’s squad kept the game close. The Redmen girls continue to develop well as individuals and as a team.

The top scorer in the game was Emma Shoveller with 26 points. The Redmen look forward to their tournament this weekend in North Bay. After winning their last game 29-19 over ESJL, the Senior girls Redmen are tied for first with RCI

tees of economic development and planning, and the committee of adjustment, he says the town has to do things differently to bring more businesses to town. CFL PERSPECTIVE The Arnprior resident also takes time out to watch Canadian football. He’s a big fan of the Stamps, and such players as Joffrey Reynolds, whom he calls a star in substance and style. He can block and catch, and he’s not a hotdog doing flips and bragging, like too many CFL stars these days, says Silye, who was president of the Stampeders in the late 1980s. Silye still loves the game, and says he also looks forward to the CFL’s return to Ottawa, the elimination of obvious offside calls by wide receivers, the return of the Winnipeg Blue Bombers to the Western Conference, and the addition of a 10th league team in Moncton or Quebec City. “We have enough players, we have enough talent, and either of those two cities will support the game,” he insists.

at 5-0. The undefeated teams clash next Tuesday, Oct. 25 at 4 p.m. at ADHS. SENIOR BOYS VOLLEYBALL In senior boys volleyball action, ADHS won its second straight

game by defeating ESJL 3-0. All players played well in the 25-13, 25-12, 25-19 wins. They continue to develop as a team and as individuals. ADHS, which has a record of 3-4, defeated Bishop Smith 3-1 earlier.

The Arnprior Redmen Junior and Senior Redmen continue to roll with lopsided victories on home turf. The Juniors ran their record top 3-0-1 with a convincing 47-19 win over Perth in Renfrew-Lanark football action Tuesday. The boys came away with a solid team win. The offensive line provided some big blocks from Travis Parker, Cameron MacIntyre, and Ryan Kyte, while quarterbacks Riley Dunn and Brody Flegal did a good job organizing the offence. For the defence, Steve Williams, Carson Payeur and Sebastien Willmen provided some big hits while Chris Vanderdyt ran an interception back for a touchdown. Tommy Cheverier made a key play to jump on a short kick to allow the Redmen to keep possession of the ball. Nathan Toman also had a very strong game with five touchdowns.

The Junior Redmen received a scare in Carleton Place Oct. 13, but eked out a 30-29 win over the 1-3 CPHS. Nathan Toman and Riley Dunn made some important runs for the Redmen, while Austin Martin made a key catch late in the game. Carter Wilson broke a few tackles on a kick return to help set up a field goal from Keenan Laughlan. Dakota Cavanagh and Tommy Chevrier also had strong games for the Redmen. The Redmen are looking forward to Friday’s double-header at home, with the juniors hosting St. John’s of Perth at 1 p.m. and the seniors ‘welcoming’ Fellowes of Pembroke at 3 p.m. on the ADHS field. The Senior Redmen improved their record to 4-0 with a 48-0 thrashing last Thursday of Mackenzie Mustangs of Deep River. It was a great game by all players on the team. Both ADHS teams have clinched spots in the playoffs, which begin Nov. 1.

The Arnprior District High School senior girls rugby team steamrolled into the playoffs with two more lopsided victories to finish the regular season at 6-0. The team outscored their opposition 412-0 in the six games. The Redmen girls defeated Opeongo 75-0 Tuesday and drubbed Madawaska Valley by the same score Oct. 13. Against the Barry’s Bay team, ADHS overwhelmed the opposition with strong direct running and aggressive de-

fence. The victory clinched first overall in the regular season. All players had significant minutes and contributed. Ten different players scored tries. Laura Graham and Lisa Roesler filled in the injured Sandra Hudson on kicking duty, converting 10 of the 11 tries. The convincing victory has prompted Madawaska Valley to forfeit the semi-final game scheduled for today in Arnprior. The Redmen will host the playoff title game next Thursday, Oct. 27 at the Dochart pitch. They will face the winner of the Bishop Smith-Fellowes semi-final match Friday.

Packers forward Joe Kyte (23) sneaks the puck through the pads of Gatineau goalie MarcAndré Charron (33) Sunday in the Packers’ 5-3 loss to the Metro division leaders.

Packers squeak by Stittsville, lose close game to Gatineau The Arnprior Packers split a pair of home games on the weekend to remain in second place in the Eastern Ontario Junior B hockey Valley Division. The Packers edged Stittsville Royals 4-3 last Friday as Teddy Suckow’s first goal of the season with 2:27 left was the winner. Taylor Collins and Casey Doner set up the power-play goal.

Time ran out on Stittsville, which had stubbornly come back three times to tie the game after Packer goals. Joe Kyte tallied Arnprior’s first two goals. Shane Smith, with his fifth of the season, had given Arnprior a 3-2 lead early in the third period. Suckow and Ryan Eady had two assists each for the Packers. Matt Kadolph, Neil Penner and Cody Waite scored for the Royals. See ‘PACKERS’ Page 24

AND TAKE NOTICE that any person or agency may appeal to the Ontario Municipal Board in respect of the By-law by filing with the Clerk of the Corporation of the Town of Arnprior not later than the 9th day of November, 2011, a notice of appeal setting out the reasons for the appeal and accompanied by the prescribed fee required by the Ontario Municipal Board. Arnprior outshot Stittsville 40-24, with Taylor Lush picking up the win in goal. On Sunday, the Metro-leading Gatineau Mustangs broke a 3-3 time at 5:11 of the third period and held on to defeat the Packers 5-3. After falling behind 2-0 in the first period, Arnprior outshot Gatineau 13-7 in the second, thanks in part to five straight Gatineau penalties, and scored two goals, by Kyte and Parker Davies, to pull within one. Smith, on helpers from Matt Crozier and Kyle Daniels, tied the game at 3:14 of the third, but two minutes later Dominik Robinson scored what turned out to be the winner. Lush stopped 29 of 34 shots in the Packer net. Arnprior’s Ben Wade and Gatineau’s Vincent Clement-Gratton were tossed in the third for a melee. Earlier in the game, Arnprior’s Jake Primeau was given a game misconduct for boarding and Mustangs Frederic Moisan was ejected for a hit from behind. Taylor Collins (7-7-14) and Braedon Moffatt (3-11-14) continue to lead the club in points. The Packers travel to Shawville this Friday to play the revived Pontiacs who have won three of four after losing nine straight.

The return of goalie Alex Clarke is being credited for their improved play. The Packers next home game is this Sunday, Oct. 23 when Valley Division third-place Almonte Thunder visit the Nick Smith Centre for a 7:30 p.m. tilt.

Wi t n e s s e s from 11 congregations of Jehovah’s Witnesses within Ottawa and the Valley attended a oneday Bible education seminar at their convention complex in Aylmer Oct. 8. The seminar’s theme was ‘Let God’s Will Take Place’ based on Matthew 6:9,10. “The purpose of the seminar was to help delegates appreciate the need to keep doing the will of our Creator,” said s p o ke s p e r s o n Gordon Piche. Talks and demonstrations were presented from the Bible to show delegates how Bible study is the key to discerning God’s will and how to apply it. Piche observed that in today’s world “people are confronted with a myriad of problems, but few seek to know the will of our Creator. Developing a close personal relationship with our Creator gives one a positive hope for the future,” he added, The program reinforced the need for all to become serious Bible students. The conference’s guest speaker was from the Canada branch of Jehovah’s Witnesses. The theme of his principal address was ‘Encourage one another, for this is the will of God’.

Summer school booster program thrives in 30th year Renfrew County District Board’s free Summer Booster program held last July celebrated its 30th anniversary by “graduating” 120 Renfrew County Grade 1 and 2 students from around the county. Summer Booster program principal Tracey Stevens recently released statistics, including the number of graduates from the program, in a presentation to school board trustees. Young students who struggle with literacy and or numeracy are welcomed to join the weekday morning program. The program was hosted by eight schools last summer including A. J. Charbonneau

Public School in Arnprior. Teachers designed the literacy and numeracy program to incorporate engaging, motivational and purposeful activities while being adaptable enough to meet the needs of individual students. “It’s fun,” said Stevens, who is also the Eganville District Public School viceprincipal. “Those kids are dying to come back the next day. (The teachers) are so creative. Once again we are delighted with the success.” Students reading levels were tracked using Nelson Education’s PM Benchmark reading assessment resource.

“Absolutely, we saw gains in all areas,” she said. “But some things, like confidence, aren’t measurable.” Stevens says some students have all the tools to improve their literacy, but sometimes just need something to “click” to put it all together.

Teachers will recommend the program to parents of Grade 1 and 2 students who educators think will benefit from the two-week program. Stevens said many parents of the Grade 2 graduates were delighted with their children’s improvement in literacy and numeracy.

TASTE TRUCKS FOR AUSTIN Sara Welsh of Arnprior enjoys her son Austin’s fascination for toys at the Cobden Taste of the Valley Saturday. The finale in this year’s Taste of the Valley series attracted 104 vendors and about 6,500 people. The locations for next year’s Tastes of the Valley will be announced in November. Arnprior hosted an event last year, but not in 2011.

A Week Dedicated to Hometown Business

Canada’s vibrant economic development can be attributed in great part to the energy of entrepreneurs and the businesses that they start up. Their ability to quickly innovate to keep abreast of market changes and create employment has made small businesses one of the driving forces of our economy. In light of these contributions, the theme of this year’s Small Business Week® is: “Power Up Your Business. Invest. INNOVATE. Grow”. The focus will be on this energy that drives all entrepreneurs who have moved from dreaming to reality by creating their own business. This week will also recognize personal efforts as well as the importance of financing and consultation in bringing innovative ideas to life. This annual event began rather modestly in British Columbia, but quickly picked up steam over the years. Today it is a wonderful opportunity to celebrate entrepreneurial spirit across the country. In 1981, Small Business Week® was officially launched nationwide by BDC and with the support of the Canadian Chamber of Commerce, this national business week continues to pay tribute to small and medium size businesses and the significant contributions they make to the nation’s labour market. “You’re the power behind the Canadian economy!” is the message. Behind every great success is an original idea. Canadian entrepreneurs are experts when it comes to finding the energy and momentum needed to turn these ideas into a profitable reality. Intrigued? Perhaps there’s a budding entrepreneur inside you who’s just waiting to make his or her mark on the Canadian economy.

Great prizes again at Rock for CHEO The third annual Rock For CHEO is set for Saturday, Oct. 29 with plenty of great prizes. The Children’s Hospital of Eastern Ontario fundraiser is held at 295 Albert St., the St John Chrysostom Catholic Church Parish Hall. It has generated over $10,000 for CHEO over two years. Giving to CHEO runs in organizer Sonia Mullins-Forget’s family. “Growing up my dad raised money with a group of friends losing weight,” she said. “The people who did not reach their goal had to pay up. In the end my father donated money to both the Children’s Hospital of Eastern Ontario and the Ottawa Heart Institute.” Mullins-Forget was a patient as a child for services such as speech pathology, migraines, allergies and other health issues. Why raise money for CHEO? The service they provide to the community, she said. Without it, the nearest place specializing in children’s health is the Children’s Hospital in Toronto. “Family friends have also relied heavily on CHEO whether it has been autism, cancer, a hole in a newborn’s heart or other issues related to their children,” she said. “I myself do not have children, so we want to ensure this great resource that is there for families.” CELEBRITY APPEARANCE Max Keeping has been special guest over the past two years and is returning again this year. The live band for the second year in the row is Roadhouse. Donated items include: • Two round-trip tickets to Niagara Falls from Ottawa, courtesy of VIA Rail; • WestJet Airlines have donated two round-trip tickets anywhere they fly in North America (with some restrictions); • The Ottawa Senators have donated two tickets to their home game against the New York Rangers on Nov. 8. Robotics club planning scary fundraisers KATE BURMAN ADHS co-op student

I remember the days leading up to Halloween when I wanted to wear my costume and could not wait to show it off. There is an upcoming event where you can have loads of fun and wear your costume? ADHS’s Robotics Club C4 is organizing a couple of fundraisers to get them through several upcoming competitions. They are currently working on a fundraiser called ‘Lil Ghouls Gathering’, which is taking place at the Macnamara Trail. The Gathering is happening on Oct. 29 and will include fun activities such as Halloween-themed face-

painting, pumpkin-carving, a peanut-free bake sale and a haunted walk for little ones (four and up) from 1-5 p.m. and a scarier walk for teens from 7-10 p.m. Tickets are priced fair style, 1$ per ticket and then a certain number of tickets to participate in an activity. Everyone is welcome to wear their costumes. Come prepared rain or shine. The Macnamara Trail can be found at the end of McNab Street across from the baseball diamond. The Second fundraiser C4 is planning is called Humans vs. Zombies, which is a game that usually takes place in colleges and universities. Basically, it’s like a giant game of tag, but instead of Red vs. Blue it’s Zombies vs.

Humans. On Oct. 25 to 31, if you see a bunch of kids starting to run like mad men, do not be alarmed. This shall be deemed normal during the week. Several rules apply to ward off said ‘Zombies’. First, you can use socks to counter-attack and second, classrooms and school functions are safe zones. To participate in this rousing game, that will definitely keep you on your toes, you can purchase tickets for $10 all this week in front of the cafeteria. C4 is also looking for new members. Anyone is welcome to join. Photo by Kate Burman Speak with Mr. (Peter) Cudmore, the science teacher, for The Arnprior District High School Robotics Club is holding ‘Lil Ghouls Gathermore information about the ing’ and Humans vs. Zombies fundraisers next week so it can afford to attend competitions with gizmos such as the one iabove that it made. club.

Sportsmanship key at riding school fun day CINDI GARDNER McNab Riding School

I would love to take this opportunity to express how proud I am of all my students. Each has worked very hard at not only strengthening their riding and horsemanship skills, but also other valuable skills such as responsibility, communication, good posture, increased self-awareness and confidence. Our fun show Oct. 15 was a display of sportsmanship at its best. Older students helping younger students is a wonderful example of the school’s atmosphere.

A special thank you for all donations of prizes and to volunteers who helped make the day a great success. McNab Riding School stays open during the winter on a weather permitting basis, and gets back into full swing again in early spring. It’s a great place to start out, and we offer packages including memberships geared to different riding levels. To inquire please email info@mcnabridingschool.com or drop us a line at 613-622-1027.
