Legion charged Process questioned, charges ‘nothing to do with veterans’ The Royal Canadian Legion in Arnprior is facing OPP charges for the first time in branch history. According to an OPP press release, Liquor Licence Act charges were laid last week following a police response to a 911 call back on the evening of July 30, 2011. The Legion and three members face charges of: • failing to ensure reasonable measures or efforts were in place to deter disorderly conduct in the vicinity of the premise contrary to Regulation 719 section 45.1 of the Liquor Licence Act; • failing to maintain control over a premise contrary to Regulation 719 section 45.2 of the Liquor Licence Act. Sgt. Gary Dougherty could not say how many people were involved in the parking lot disturbance that evening and into the early morning hours of July 31. But he did say an individual attending the stag and doe event was charged.

McNab-Braeside firefighters have been kept hopping of late with at least six fire calls in the past week. Fire chief Ken Walton said the quick thinking of property owners prevented a fire Tuesday afternoon from being much worse. The call came in Nov. 22 as a hay barn on fire on Hyland Road, said Walton. “It didn’t sound good,” said Walton. “Those calls usually last all night.” Firefighters arrived to discover that a tractor had caught fire while inside the barn and the owners were able to safely remove the vehicle from the hay-filled structure. The fire department arrived, checked for any possible fires in the barn and used their fan to clear the structure of smoke. Property owners had emptied several fire extinguishers to prevent the fire from spreading. “The situation could have been much worse. As it was there was about $4,000

damage to the tractor,” said Walton. Walton has issued a reminder about properly discarding woodstove ashes following a fire on Russett Drive around 1 p.m. Tuesday, Nov. 22. “It was a bit of a bush fire that got into some tires and created quite a bit of black smoke that was visible for quite a while,” said Walton. “It appears to have been caused by ashes from a woodstove that were put in a pile outside when they weren’t properly extinguished.” You can never be too careful, said Walton. “People have to be very careful. We’re at the time of year when people are starting their woodstoves and furnaces. Don’t put embers in plastic pails and don’t put them on wooden decks.” The fire department knows all too well what can happen because of carelessness. “Every year we have two or three fires because of improperly disposed of ashes or smokers materials,” said Walton. It was smoker’s materials that appear to be the cause of one of four calls

the M-B fire department was busy with over the weekend. “We had a busy weekend. On Friday the 18 of November at 5:54 in the morning, we responded to 1178 Kippen Rd. for a report of a house on fire,” said Walton. “It started outside and did have some extension to an exterior wall although quick work by the firefighters prevented any major damage,” said Walton. Damage is estimated at about $2,000. Other weekend fire calls fell under the township’s mutual aid agreements. Also on Friday, the department sent a tanker and firefighters to 488 Garden of Eden Rd. to assist Horton Township with a structure fire. On Saturday, Nov. 19, just after 1 p.m., M-B firefighters responded to a mutual aid call from Greater Madawaska, along with a township tanker, to a structure fire at 4367 Calabogie Rd. Also on Saturday, McNab-Braeside assisted Horton at a storage structure fire at 3194 Burnstown Rd.

Legion liquor charges ‘deter volunteers’ Continued from front He added that when 911 is called, in this case it was by Norcon Security which was working the event, the OPP “take action.” Dougherty said he isn’t concerned with the optics of a club that caters to war veterans being taken to court. “This has nothing to do with the veterans,” he said. “This was a private function; nothing to do with the day-to-day function of the Legion.” He added that a judge could dismiss the charges, order the Legion and certain members undergo “education,” or impose a fine. Following the court case, the Alcohol and Gaming Commission of Ontario may level further charges, which could see the Legion lose its liquor licence for a period of time. However, the commission usually lays charges for “administrative” infractions, he added. Dougherty said in the year he has been in Arnprior there have been no calls about the Legion and that little more than routine patrols and premise tours have taken place. Town Reeve Walter Stack, who resigned recently as branch vice-president and chairman of the bar, is among the members facing charges. He said he intended to pull back from the Legion to free up time for other commitments. Still, he is

not happy about being hauled into court. Just because his name appears on the licence – during the night in question he was at home – he is being punished by the process, he said. “The law is just ridiculous. It’s going to kill volunteerism,” he said. “I won’t be taking this quietly. I will plead not guilty. In no way am I going to take this.” Stack said he is a 63-year-old man who has never been charged with more than a traffic violation. He said he found out about the investigation when he called the OPP in October to ask for assistance in training servers. All Legion servers take the Smart Serve course; security guards at private functions are a requirement made by the Legion; and, again, the Legion hasn’t faced charges before, he said. Still, Dougherty said the OPP is left to pick up the pieces when things go wrong after public and private events. “If you can’t control your crowd, that’s not the business you should be in,” he said, pointing to two alcohol-related fatalities on Highway 417. The two other Legion members facing charges are not prominent, elected officials in town. The Chronicle-Guide has opted not to publish their names. Legion president Ray Cunningham could not be reached for comment on behalf of Branch 174. The case will be heard in Renfrew court in mid-December.

More than 100 acres of land for sale on both sides of Madawaska Boulevard could see a mixture of residential and commercial use, it was learned at a Town of Arnprior meeting on Nov. 21. Currently zoned general industrial, the Margaret Gillies-owned land includes 51 acres on the south side, 54 on the north, along with two vacant residences and a barn. The industrial designation is in place to attract businesses that may want to capitalize on nearby train tracks. Although wetlands would force any developer to create buffer zones, the lands are near existing industrial properties. Many developers have contacted town planner Robin Smith to ask about the possibility of changing the

zoning to allow for houses or perhaps businesses along the boulevard. She told the economic development planning advisory committee that plenty of industrial zones are available, but that, conversely, offering an oversupply of residential and commercial could pose a new set of problems. “If too much land is available, developers could be at a competitive disadvantage,” Smith said. “Too much supply is not a good thing.” Committee member Jeremy Hutchinson said Madawaska Boulevard is one of two major entry points into the town; the existing trees act as a quasi-gateway, which would be nice to keep; and that more industry would be less attractive than residential and commercial in that particular area. Chairman and Mayor David Reid agreed, adding he is open to any winwin proposals from developers.

He cautioned that the town could run out of residential land “a lot quicker than people understand.” Historically, there are between 80 and 100 units filled annually. But with the Highway 417 expansion, jobs shifting to Ottawa’s west end, and rapid development the Kanata area, units could go even faster in Arnprior. Reid is also anxious to see the results of the June 2012 master plan. Council will than consider possible options to annex from nearby municipalities for residential purposes. In the end, the committee agreed there is no compelling reason to change the zoning. Until an application is submitted, council doesn’t have to make a decision. Still, the town is ready to listen. “We are open to looking at changes to the zoning,” Reid said. “I’m not convinced industrial is the best use.”

No CAO: town budget process pushed back to 2012 DEREK DUNN derekcdunn@metroland.com

For the second year in a row the Town of Arnprior’s budget deliberations will be delayed until the new year. The town had made it policy to wrap up both the capital and operating budgets by the end of December, reasoning that pegging its bills to the calendar year made for clean calculations both internally and to outside partners. However, last year the deadline was extended to give the newly elected council time to learn its role and responsibility. This year it appears that, after dismissing chief administrative officer (CAO) Larry Donaldson on Oct. 20, the town doesn’t have enough experienced staff on hand to deal with effectively navigating council through the budget process. “We decided after a meeting with two senior staff,” explained Mayor David

Reid, who went on to say ongoing negotiations with unionized workers and other large files occupy management’s time. The budget is expected to be in place before February. Many municipalities time theirs for March, which is the end of policing and other organizations’ fiscal year. Meanwhile, Reid hopes to have a new CAO in place in the new year. He isn’t concerned that potential candidates might be wary of handing in a resume. Donaldson, who as a public servant is there to take direction from elected officials, was let go because council wanted to go in a different direction. In other words, the 10-year veteran left without cause. The town has not revealed details of his buyout package. Reid said sometimes a hockey team needs a new coach. “Larry was here for 10 years,” Reid said. “He did a lot of good things. He’s

been here quite a while. Sometimes you need to start fresh.” The new CAO will likely hire someone to deal with marketing, branding and other economic development issues.

Bob may not be your uncle, but he will be plowing your sidewalks for five more years. Arnprior council has awarded a fiveyear contract to Bob’s Place to provide winter sidewalk maintenance in the town. The local company, which has provided the service for the past 12 years, was the only one to bid on the contract, which had expired in the spring. The town’s civil engineering technician John Steckly said the company has always given “an exceptional level of service” when it comes to plowing, snow removal, sanding and salting. The company responds within an hour to requests for snow plowing service and

has plenty of equipment to do the job, he added. He noted that the $75-an-hour price is up only slightly from the $70 charged previously. “We feel it’s more than fair,” he said. Asked why there was only one bid, Steckly suggested the need for specialized equipment likely limited the number of bidders. Public works and engineering director Janet Collins explained that any company doing the work would need local staff so to be on the job within the hour required. Coun. Ted Strike noted that the $75 an hour is continuing throughout the five years of the contract, with no provision for an increase if the price of fuel rises. “It’s a pretty good deal,” he said. “It’s nice to see we have this type of local contractor around.”

Arnprior has a brand new photography club and the group is wasting no time getting involved in the community with an event coming up Sunday, Dec. 4 that will benefit the Arnprior and District Humane Society. An unofficial first meeting of the club was held recently with solid success, reports Glen Howard. He is co-organizing the club with Shannon Peters of Lilly Creek Photography and Art Studio in Arnprior. The club is so new, in fact, that is it yet to be named. The first official meeting is planned for Jan. 18 and part of that will be deciding on the perfect name. The club offers photographers at all levels the chance to share ideas, see each other’s work and will eventually include excursions to photograph various subjects. Members will meet monthly and will all shoot the same subject or theme and compare the results. “Photography is art,” says Howard, who started dabbling in photography in high school at Arnprior District High School. He hopes the membership will grow to include more members. Various styles of photography are already represented in the club’s members. Banding together will also help the photo buffs to access discounts and other group buying promotions. Community involvement is key and the

A proposed major residential subdivision on the southern edge of Arnprior may finally be on the verge of being developed. Town council agreed Nov. 14 to move ahead on the process to entertain an application for a subdivision of more than 250 housing units off White Lake Road on the south side of Highway 17. The Village Creek subdivision, proposed by Pegasus Development, had received draft approval several years ago for what was once a drive-in theatre and fields, but despite a couple of extensions, the application lapsed in late July. However, the company has resubmitted a plan of subdivision for the 41 acres (16.6 hectares) of land between Vanjumar and Campbell drives and White Lake Road and Russett Drive. The proposal once again calls for 119 single detached homes, 153 multiple attached dwelling units and an apartment building. The subdivision would also feature pedestrian walkways, stormwater management ponds, park land and an internal road system. It appears a convenience store or shopping plaza is no longer part of the plan. Council has asked the county to remove the ‘premature’ status from the draft plan and has scheduled a meeting on Monday, Dec. 12 at 6:30 p.m. in council chambers to present the draft plan and hear the

public’s thoughts on the proposed development. Town planner Robin Smith told council that all the previous conditions placed on the development would be put in place again. There are some drainage issues to be worked out, she noted The property is designated residential on the town’s official plan and is near other housing and some highway commercial development, she said. The site can be served by town water and sewer services. Reeve Walter Stack was assured that nearby residents in McNab-Braeside will be informed about the public meeting. There was some concern in the last goround regarding the proposal, so Arnprior should be “good neighbours” and let them know about the latest development, he said. Mayor David Reid expressed concern that the reduced 4.5-metre front yard setback allowances could make it difficult for some homeowners to fit vehicles in their driveways. “I hope they look at that,” he said, noting a garage should be a minimum 5.5 metres back from the roadway. He said he was originally concerned about the proposed number of reduced size lots, but seeing it’s about half and not all of them, he’s more comfortable with the proposal. “That should ensure there will be a mix ... a variety (of housing) in the subdivision,” he said. Building up physical assets and generating new revenue streams are on the ‘to-do’ list for members of the Arnprior Agricultural Society in 2012. The board held its annual general meeting Monday, providing members a chance to reflect on a highly successful fair, fall demolition derby and other events. The one ‘hiccup’? The beer gardens didn’t happen, though it didn’t seem to bother many on hand who enjoyed Platinum Blonde and other acts at the fair. Nor did it affect ticket sales to the Fall Brawl. Despite having fewer members, less experience, and having the president ill for a period of time, the members and other volunteers did a fine job, said treasurer Cathie Tennisco. “You guys did really well for picking up the pieces,” Tennisco said. “Overall it was an awesome success.” Attracting participants has long been a challenge for the Agricultural Society. Far fewer than the 15 members needed to make quorum were present at the meeting, for instance. They try to encourage high school students who need at least 40 hours of community work to graduate to help with the fair, but last year only convinced three.

The board sees that fairs in Carp and Richmond attract many volunteers, but are at a loss as to why more semi-retired and retired folks living in town don’t offer their talents toward handyman jobs and other much-needed projects. “It all starts from the top,” conceded president Jeff Desarmia, who said most members work days and contribute many evenings and weekends to planning the fair. He mused aloud about hiring a paid manager to attract sponsors and organize volunteers, much like nearby fair boards have done. He noted generous financial support from municipalities is also given to fairs, though that isn’t the case in Arnprior. “I wonder why that is?” Desarmia said. “Did you know we get more from McNabBraeside than we do from Arnprior?” He couldn’t venture to guess what the economic spinoffs are to area hotels, restaurants, gas stations and other local businesses. He also shrugged off a suggestion to plead the board’s return-on-investment case before council. “Why isn’t this town behind us,” Desarmia said. “Is it a personal agenda? With the pending sale of the curling club, money is not a pressing issue with the Arnprior Agricultural Society. The society is about to finalize the sale of its curling club building to the Arnprior Curling Club. The private organization won’t reveal the sale price, but Agricultural Society president Desarmia said it will be enough to allow for the settling of debts, the construction of permanent, cement bleachers, and the completion of electrical work for racetrack entertainment. (The latter will bring funds back from the province upon completion.) It is unclear if the town will forgive its share of taxes once the curling club takes over the 2.3-acre building and land. But the grandfather clause since 1969 of paying no tax granted to the fair board won’t extend to the new owner. The annual taxes will likely be in the five-figure range. Closing date for the sale is May 30. An application to sever the property to allow the sale to go ahead will be heard at a public session of the Arnprior Commit-

The agricultural society would be given an easement for its water service. Money from the sale will also go to a storage and exhibit hall building. B-List gets A for effort

Frontman for classic rockers The B-List, Dickie has just marked a new milestone in his music career – recording the band’s first album A New Understanding. Recorded with producer Bob Windsor in Kemptville, the album includes all original songs. The band is working to get a press kit together to promote the album, says Dickie, which is likely to be released early in the new year. B-List includes Ben Born on bass, lead guitarist Brian Mulligan and Bob Ridley on drums. It has always been important to Dickie to write and perform his own music. And he’s not only BList’s singer/songwriter, he plays guitar, harmonica and keyboard on various songs. “And sometimes all in one song,” says his mom Cathy, who travels faithfully to all of his shows. Brent credits his parents for ongoing support over the years. Support that includes providing a practice location in their Arnprior home for the band on a weekly basis. “In the basement,” says Cathy, with a laugh. “The garage would be too loud.” Brent’s love of music came from his father, David, who, while not a musician himself, exposed his son to the classics, including Brent’s favourite, the Beatles. “My life is just centred around music,” says Dickie, who grew up in Fitzroy Harbour.

The band’s sound is definitely classic rock influenced, says Brent, who along with the Beatles counts among his favourites the Who, Pink Floyd, Tom Petty and Supertramp. “The main point of our songs is love, peace and understanding,” says Brent. “That pretty much sums up the message in all of our songs.” Brent’s singing and songwriting began in Grade 9 and he has been honing his talents for the past six years. The hard work has apparently paid off with the B-List signed and working as the house band at the Royal Oak’s Ottawa locations for the past year, which means performances every second Saturday for the band. Brent also does solo performances every Thursday. He has done some recording with James Hrkach of Arnprior, but the experience of making A New Understanding was a unique challenge for Brent. “It’s a lot different than performing in front of a crowd, but I love it just as much,” he says. Is it the rock star life that Brent seeks? “It’s a lot of late nights but not much partying,” he says.

Keep focus on creating jobs

Filling the gap with a tourist centre at a proper location

T

he Ontario Speech from the Throne started off well enough Tuesday. It claimed to focus on jobs. Trouble is, it went in the wrong direction soon after. Debating over a budget usual starts out with everyone agreeing on less taxes and more services. Invariably they end up at more taxes on middleand working-class families, and fewer services for that same demographic. Rarely, until the Occupy movement came along, has the debate moved toward including tax hikes on corporations. Some continue to hold onto the notion that corporations are job creators, though virtually every study shows it is small- and medium-sized businesses that create the vast majority of jobs. Corporations ensure monopolies and oligarchies stifle freedom in the marketplace, hence suppress job creation. Others maintain excessive corporate tax cuts are needed to compete with other jurisdictions offering even lower corporate tax rates. But that ensures a race to the bottom, as we are seeing play itself out globally. No western power is winning that game. The corporations that haven’t gone to China and other low wage-paying countries remain here despite the tax rate: they enjoy the political stability and educated workforce social democracies foster. However, that hasn’t stopped Premier Dalton McGuinty with plunging ahead with record level corporate tax cuts. Never mind that prior to 2008, he rallied against the strategy. Forget that some of his cabinet ministers are against the practice. Not to mention the New Democratic Party is posing a reasonable question: If everyone is told to sacrifice in order to reduce government expenditures, why not increase government revenue by taxing corporations? McGuinty is going ahead with cuts to the corporate income tax rate that will result in, according to the Ontario Public Service Employees Union, a gutting of $2.4 billion from public revenues. It is money that won’t be available to health care, education, roads, sewers and other core services. It will mean $500 from each of the province’s 4.8 million Ontario households. Taking money away from infrastructure, slashing up to one-third from most governmental departments - which will surely kill decent-paying jobs - is not the direction to go. Not if you started out with a goal to create jobs. Again, the throne speech started out well enough. Keep the focus on creating jobs.

Hanging of the Greens this Sunday to show true side of Christmas To the Editor: It is a delight to know that some churches still have a way of making very old traditions come alive as the perfect antidote for a Christmas season that has become too commercial and sterile. On Sunday, Nov. 27 at 10 a.m., Grace-St.Andrew’s United Church will carry on an almost 20-year tradition by hosting its Advent Hanging of the Greens Service. Families and children will decorate the sanctuary with a beautiful arrangement of garland, poinsettias, wreaths, mistletoe and the nativity scene. We even arrange to have a boom truck hoist some ‘greens’ atop our steeple for the whole community to see. It also helps families to show their children the ‘true’ side of Christmas with all its symbols, ancient traditions and joyful carols. Everyone is welcome! As the new pastor at GraceSt. Andrew’s, this will be my

first Hanging of the Greens Service. I am excited to be a part of it because it sounds like the perfect way for folks in Arnprior to kick-start the Christmas season in a wholesome, time-honoured tradition. By lifting up the joy of Christ’s birth at the start of Advent, it is the perfect chance to get into the Christmas spirit before the shopping craziness and stresses take over. This service draws on significant Christian practices that go back centuries. It is an important reminder to Christians that the Christmas Season starts four weeks before the ‘big day’. We take the time to reflect and prepare, to consider the importance of this time each year, and to express our sense of blessing for being a part of the Arnprior community. Rev. In the Nov. 17 issue of the Chronicle-Guide, there is an article about the Chamber if Commerce proposing a downtown tourist information centre. An information centre idea is a great one and Arnprior needs such a centre but not in the downtown core of the community. When one looks at this proposal, there is one mega problem with it. It is the location. One only has to have travelled away from here to know that tourist information centres are found on highways, at airports, marinas, border points between provinces or states, etc. and to realize that it is at these places where travellers in today`s world really cross paths. It is at these places where communities, commercial enterprises, recreational attractions, food, lodging and other entities provide the information and assistance that travellers want to know about. Travellers do not want to be lured into places where they spend needless time looking for information. You must take the information directly to them and present it in a way that impresses them. If you don’t to it that way, they just ‘move on’. Arnprior actually has a few venues where the Chamber of Commerce and any other partners they might have ought to set up shop. One area amongst some others actually is not in Arnprior at all, but in Ottawa. Its location is ideal for a tourist information centre. It is the ‘park and ride’ lot adjacent to the Madawaska Golf Course. It sits on a paved space with a telephone. It is at a major intersection of Highway 417 and local Highway 29 and near the old Highway 17. The space is under-utilized and has parking space available. The space can sustain portable washroom facilities and a trailer to house such a tourist centre. This can be a reality with modest and affordable cost. To use such a space means, of course, partnering with the City of Ottawa, the Counties of Lanark and Renfrew, as well as the municipalities that are our neighbours, such as McNab-Braeside, Mississippi Mills and even the Pontiac region. It means having a vision that works for the entire area. It means Arnprior should be taking a leadership role and “walking the talk,” not just “talking the walk.” Is this affordable? Absolutely. Is it needed? Absolutely. In all following deliberations, all stake holders must keep one thing in mind: ”If you fail to plan; your plan will fail.” Remember it is all about location, location, location.

Five local homes opened their doors Saturday to help the Arnprior Curling Club purchase its own. The club’s Christmas in the Prior tour also featured tea and desserts at the club, plus demonstrations by Sweet and Sassy, Beth Lochart, Sew Inspired and Signature Flowers.

The Arnprior area homes opened to the public were those of Mel and Marion Bretzlaff, Judy and Doug Algier, Joan and John Wahay, Mavis and Glen Lesway and Randy and Lenna Whyte. Door prizes were presented at every home and a free raffle draw was held for a high-definition television. The beautiful homes were in full holiday splendor, with the Bretzlaff home featuring Christmas decorations

by the Pakenham General Store and the Algier home showcasing a beautiful tree provided by Sharon Stack of Simply Elegant. As the tour guide brochure explained: “This tour would not have been possible without the kindness and hospitality of our homeowners. Bring food, change to Saturday’s parade for the food bank Continued from front The ladies remind paradegoers to bring their non-perishable food items and loose change for the Arnprior and District Food Bank, an agency that is gearing up for its own busy time. There was a bit of a scramble when organizers learned that Arnprior Community Policing will not be manning the traffic barricades along the parade route. “I think they’ve been doing it for 25 years,” says Carron.

Volunteers have already come forward and more are welcomed, say Carron and Pierce. “We welcome anyone to give us a call,” says Carron. With direction and assistance from the town and others, the barricade situation is largely under control, says Carron. But now that some of the Legion’s regular volunteers will be busy with the barricades, the Legion needs patrollers to collect nonperishable food items and change for the food bank.

Organizers have been in touch with the high school and welcome any students and youth who might want to earn some of their required community service hours to come forward. Along with the new best lights award, prizes for best float will be awarded in a number of categories, including religion, service clubs, community, theme, commercial and best overall. A panel of judges from sponsors Ontario Power Generation and the local banks will decide who gets

top honours. The parade leaves Winner’s Circle at 6 p.m. and the route is as follows: Right on Daniel, left on Edey, right on John, right on Madawaska and right on Daniel. Santa Claus will meet with children back at the Legion on Daniel Street after the parade. The Arnprior Lionettes will be working with parade organizers to ensure there are plenty of bags of candy for parade youngsters. The Legion’s Valley Concert Band will be on hand at the Legion.

Ministry of Natural Resources staff laid 29 charges related to the Upper Ottawa Valley’s two-week deer hunt. That’s up a bit from the 2010 season. However, reports of trespassing and night hunting were way down this season, say Alan Sullivan, MNR’s enforcement manager for the Pembroke district, and MNR conservation officer Mark Lamont. MNR’s most frequent charge for this district, for the Nov. 7 to 19 hunt, was nine charges for possessing a loaded firearm in a vehicle. Hunters found guilty of that charge pay a $200 fine. Other charges may also follow from other investigations. The next most frequent incidents this deer season were five charges for hunting without a licence and another five charges for illegal hunting tag transfers. Hunters found guilty of those charges pay $300. As of Tuesday, other charges consisted of three for having a loaded firearm on a road right-of-way, two tagging violations, and two charges for possessing an uncased firearm during the period that runs from half an hour after sunset until a half hour before sunrise. There were also single charges for wearing no hunter orange, possessing a shotgun the day before the season began (during the archery season), and failing to operate a plugged shotgun. Hunters are permitted to have three of five shell slots occupied by ammunition, but the other two slots must be plugged. This is to prevent unnecessary wound-

ing of the animals, say MNR officials. “We were fairly busy,” said conservation officer Lamont of the staff that had two conservation officers cover the Clyde and Bruton townships within Algonquin Provincial Park and another four across the Pembroke District, which covers all of Renfrew County. In 1961, the Algonquin Park Extension Act added Clyde and Bruton townships to Algonquin Park, specifically on the condition that hunting and trapping be permitted to continue. Hunting is also permitted, from shortly after Thanksgiving until early in the New Year, in the east half of the park by the Algonquins of Ontario. As of Tuesday, there were no formal charges in the Pembroke district related to night hunting (often referred to as jack lighting), but about six complaints were under investigation. MNR officials also gave 19 warnings to hunters for wearing no, or insufficient, hunter orange clothing. In several cases, this was a matter of not wearing orange caps and/or wearing less-than-full orange vests or jackets. Deer hunting isn’t over for the year, though. The archery season runs until Dec. 31 in the large unit that includes such communities as Renfrew, Eganville and Arnprior (unit 59). The archery season runs only until Dec. 15 in unit 58, whose communities include Griffith and Palmer Rapids. Renfrew-area hunters also have a black powder season, from Dec. 5 to 11. Members of the public are asked to call complaints into MNR’s 24-hour hotline at 1-877-TIPS-MNR (1-877-847-7667).

Rink back in White Lake Largely because of a good response at a public meeting a week ago, White Lake will have a skating rink this winter. The rink building had been vandalized in recent years and volunteers were not coming forward to make the community rink work. However, when the recreation department recently called for volunteers to come to a meeting at the White Lake Fire Station, more than 20 answered the

call and even more called later to express an interest in helping. With such a response, recreation director Geoff Patterson recommended to council that a new steel door be installed at the park building, and that the electricity be restored. That will allow for lighting and flooding of the rink area. Council deferred approval until the first week in December to give staff time to get the actual costs. R0011195989

Arnprior District High School hosted a students versus teachers flag football game on Nov. 17. It was a chilly Thursday afternoon as students made their way over to the football field on a well-deserved half day to witness this compelling game of strength. Hot chocolate was a welcome beverage, as halfway through

the game it started snowing. Both teachers and students were decked out in colourful garb and wigs. In the end, students prevailed due to an “unfair advantage,” one teacher stated. Another tried say the score was 28-21, though the scoreboard read 35-21. All money raised goes to the food bank and the Grove Committee. In total $800 was raised with $400 going to each charity.

There is a strong Arnprior connection to a major campaign bringing artists and athletes together under an iconic Canadian banner. Children across the country will be given a sporting chance thanks to local artist Lynn Russett and Canadian Tire publicist Samantha Hudson, also with roots in Arnprior. The 2012 inaugural Jumpstart Calendar offers consumers a chance to give 100 per cent of the cost to underprivileged kids. The Canadian Tire program provides grants up to a maximum of $300 per qualifying child. Russett and other artists produced work on athletes – both professional and amateur – performing in their sport. The large, 20-inch by 12-inch calendars are available at CT stores across Canada, including Arnprior’s. Russett is pleased to participate, not for the exposure it gives to her work, but for the help it provides to kids. “I have a nephew and nieces who are involved in sports and I understand how expensive it can be for working parents to fund these extra curricu-

lar activities for their children,” she said. “Imagine a single parent struggling to buy the gear, etc. needed for sports. Disadvantaged children could excel in sports, but who don’t have the opportunity to even try out due to the expense. The Jumpstart program gives them the chance to excel in something that they wouldn’t otherwise have.”

non-profit or charitable organization co-ordinating the sport or recreational activity on behalf of the qualifying child. Since each child’s financial needs are unique, Canadian Tire Jumpstart’s contribution can be made for equipment, registration or transportation costs. All approvals are the sole discretion of the local Canadian Tire Jumpstart chapter and designated Canadian Tire Jumpstart personnel. Hudson, who grew up in Arnprior, said there are just 2,900 calendars available, but that the artwork is good enough to cut out, frame and hang on walls well after the year ends. “They really are gorgeous. You can hang them around the house,” Hudson said. “This inaugural marketing and fundraising calendar is sure to garner excitement and interest from your readers as it is an opportunity for local residents to help give Canadian kids across the country a sporting chance. The theme for the calendar is Art Meets Athletes and the proceeds raised from calendar sales will be donated directly to Canadian Tire Jumpstart.”

Festive Ride roadblocks begin Friday The OPP will be out several times daily beginning this Friday, Nov. 25 looking for drinking drivers. The RIDE programs at this time of year are dubbed ‘Festive RIDE’ in an effort to make the festive season a safe one on the roads. Motorists can expect to be stopped at the random spot checks while police ensure drivers are sober and obeying the law. Festive RIDE checks will continue through the holiday season until Jan. 1. FLAT RAPIDS THEFT Renfrew OPP report that several items were stolen from a property on Flat Rapids Road in McNab-Braeside. The theft was noticed Nov. 14. The stolen property had been

Hockey player acquitted of sexual assault charges Arnprior hockey star Kyle Just was acquitted of all criminal charges in the U.S. on Nov. 10. Just, 21, along with Mercyhurst College teammate Jordan Tibbett, also 21, were charged with several sexual assault related offenses following an incident in November 2010. The two were accused of luring a 19-year-old woman to their apartment and serving her alcohol. The legal age of alcohol consumption in the U.S., including the City of Erie, Pennsylvania, where Just played college hockey, is 21. According to the Erie TimesNews, the woman testified on Nov. 7 that she told the men to stop touching her, but that she was told to be quiet. The men maintained the sexual contact was consensual. Defence lawyers argued the woman could have left on numerous occasions but chose not to; nor did she call for help. It is unclear if Just and Tibbett will return to the team, although they are hoping to play again. Just’s name wasn’t on the team’s roster as of Nov. 23. There were plenty of winners at the 26th annual ‘It Shouldn’t Hurt to be a Child’ hockey tournament in Arnprior on the weekend. But the main winners were children. Tournament organizer Dave McCormick reports that almost $13,000 was raised in support of Victims of Violence, the Canadian Centre for Missing Children and the ‘It shouldn’t hurt to be a child program’. Mulvihill bags third largest doe An Arnprior hunter is one of the winners of the Mill Valley Trading’s buck-and-doe contest. Clancy Mulvihill of Arnprior shot the third largest doe (151 pounds). Contest entries reached a record 566, surpassing the former record that was in the 490s. The number of weigh-ins remained steady, at 100, as hunters reported a good number of sightings for doe and fawn, but fewer bucks. The largest doe, shot by Matt Hazen of Douglas, weighed 157 pounds. The largest buck, weighing 219 pounds, was shot by Chris Mittag of Silver Lake. The oldest hunter was James Dixon, 81, of Perth. The youngest was Brienna Brydges, 12, from the Calabogie area. MNR officials say youth participation is on the rise, with more hunters’ children and grandchildren attending the hunt camps than a few years ago. The contest raised $1,006 for Matthew Holmes, an eight-yearold who is undergoing treatment for leukemia.

These are happy times for Mallorie Lascelle. This autumn has seen the Arnprior native marry and settle into a job at the Admaston-Bromley Public Library in Douglas. On Oct. 19, she traded wedding cake for welcome cake as the community hosted a meetand-greet gathering at the small rural library. This is the first library job for the 27-year-old, who was top of her class when she graduated in 2006 from the two-year library information technician program at Algonquin College in Ottawa. Lascelle, nee Legree, did much of her college field placement in Arnprior and Renfrew. “I love it,” Lascelle says of her new post. With St. Michael’s Catholic School right next door, there is much student activity at the library, but people of all ages

Lascelle started her new duties at the end of September and looks forward to working at the small rural library. One thing she would like to see introduced is a toddler story time, and a special children’s reading program one Saturday a month. She is also very interested in helping to promote other library services, from e-books to special material through a partner program with the Canadian National Institute for the Blind. The oldest of seven children, Lascelle said that, being a first child, she was read to a lot. Today she reaps the rewards of her early exposure to reading. When she learned there was a college program that would allow her to follow her love of reading, she jumped at the opportunity. And excelled. As for her personal reading preference, she is one of a large army of dedicated Stephen King fans and has an impressive collection of his books.

As retailers scramble this holiday season to re-stock their shelves with holiday gifts, Canadian Blood Services is asking eligible Canadians to take one hour of their busy schedule to ensure shelves are replenished with the gifts that will make a difference to hospital patients this season. Between Nov. 21 and January 2, Canadian Blood Services is asking Canadians to give the ‘perfect gift’ this holiday season – give blood. Over 101,000 life-saving “gifts” are needed this holiday season for hospital patients from coast to coast. In Eastern Ontario, 8,856 gifts are needed to help local hospital patients. To this end Canadian Blood Services is holding several blood donor clinics in the region in the next month, including ones in Arnprior Wednesday, Dec. 14 and in Almonte this Friday, Nov. 25. The Arnprior clinic, sponsored by the Arnprior Rotary Club, will run from 2 to 8 p.m. at the Nick Smith Centre. The Almonte clinic will be held at the Almonte Civitan Club from 2 to 7:30 p.m. Canadian Blood Services points

out that the average Canadian will send out 50 holiday cards this season to friends and family. “If that many people gave blood, one car accident victim could be saved.” Many treatments and procedures require blood products from several donors. That’s why Canadian Blood Services is rallying communities across the country this holiday season to come together – Rally Together to Save Lives – as a way to show that collectively, blood donations can make a positive impact on someone’s life. Making a blood donation before or after the holidays helps ensure an adequate supply for those in need. Please bring a friend or family member and donate either just before or after the holiday season. It is with heavy hearts and much sadness that we announce the passing of our sister Nancy Louise Cleary (nee Couvieau). On Tuesday, November 15, 2011 Nancy passed away peacefully with her family by her side, escorted by many angels to be with her Lord at the young age of 55 years. Nancy will be remembered forever and always by the love of her life Rodger, her girls Aaron (Marc), Lisa (Peter), and Kerri-Anne, her Dad John Couvieau Sr., her brothers Johnny (Carilyn) and Jeff (Maxine), her sisters Theresa (Andy), Carly (the late Kenny), and Leah (Roger). Predeceased by her Mom, Lea in 2006. Nancy will be sorely missed by her brother-in-law John Cleary and family. She was the most respected daughterin-law to the late Dave and Esther Cleary. Our Nancy was an awesome Aunt to many. She was a devoted and dedicated pal to her childhood friend of 44 years, Brenda McLean – their bond was golden. Susan and Trevor Porteous also shared a forever friendship that was stitched with threads of gold and wrapped in love and laughter. Nancy soldiered through her disease with courage and the hope of fulfilling a dream. That dream came true on October 8, 2011 when she along with her husband Rodger walked their daughter Lisa, down the aisle. She shone brighter than the sun itself. Nancy’s signature was her infectious smile and arms always ready to embrace you with a great big hug. WINTER CONTROL QUESTIONS & ANSWERS What is “winter control”? Winter control includes planning and scheduling of processes related to the maintenance of roads during winter conditions, as well as, undertaking the actual process which includes, snow plowing, snow removal, sanding and salting, sidewalks and clearing of hydrants.

Which streets and sidewalks get plowed first and why? Streets designated as “priority” are cleared first then crews take care of the remainder of the streets. Priority roads carry the higher volumes of traffic and are most easily identified as arterial (main) roads or collector (secondary) roads. These are the roads people use to get in and out of town, to business areas, medical facilities and schools. After priority roads, the route is established to plow, sand or salt in the most timely and effective manner.

Why spread salt on the roads before plowing? The Town spreads rock salt on streets with minimal snow cover prior to plowing. The salt is spread down the centre of the road in a fairly narrow band. The snow assists the salt through a chemical reaction, to become a brine (i.e. liquid). The liquid (rock salt & snow) helps prevent snow and ice from bonding to the road surface, improving traction. The salt remains on the driving portion of the roadway. When the plows come by, mid-stream or end of the storm, the snow is easily plowed and does not stick to the road surface. This process is not as advanced as spraying (anti-icing) of magnesium chloride on streets in advance of a snow storm to improve road safety. Magnesium chloride liquid is applied at various concentrations depending on temperature and anticipated volumes of snow.

Why are there piles of snow along the edge of the road? Snow is plowed to the edge of the road by the sander truck as well as the sidewalk plow. This creates a pile or windrow along the edge (curbline) of the road for future snow removal (snow blower &/or loader). This is only undertaken on streets where we have snow removal operations. Generally in the evening or overnight, the blower will travel the roadside, blowing the snow into trucks to be transported to the snow dump.

Why does the plow go by once, and after I clean my sidewalks and driveway, the plow comes by again? The sander trucks are efficient to clear a single lane and get traffic moving, then on a priority basis, snow equipment will come back to your street and plow the rest of the street to the curbs or back of sidewalks. This not only clears sidewalks in areas where we do not undertake ‘sidewalk clearing / snow removal’, but also ensures adequate storage for future snowfalls. A sander truck with a plow and wing spans only 16’. If plows are angled, this distance is reduced. This typically requires a sander truck to travel a roadway 4 times (2 times each direction).

Why can’t the trucks plow all the snow to the other side of the street where there are no sidewalks or driveway? Snowplows are designed to plow snow to the right hand side. In order to plow all the snow to one side, the equipment would have to drive on the wrong side of the road creating an unsafe traffic situation and this would take more time which means the streets not serviced yet would have to wait longer.

There is always a vehicle parked on the street and the plow makes a mess trying to get around it.

Can’t you have it towed away? During the day, unless the street is posted as “No Parking” or has specific parking restrictions, it is legal to park on the road. However, by-law 6000-11 states that no person shall park a vehicle on any roadway during the months of December, January, February and March (December 1 to March 31) whether attended or unattended between the hours of 2:00 am and 7:00 am. One of the main obstacles for equipment operators is parked vehicles. Once snow starts, removing your vehicles from the street until the roads are cleared will allow the operators to remove the snow more efficiently.

I live on a corner lot. Why does the plow put so much snow in my driveway? Residents living on corner lots or the first on the right of an intersection usually get more snow deposited in their driveways. When the snowplow turns right it sweeps a much larger area of the road than when it is traveling in a straight line, as well, the snow also does not discharge from the plow truck. Turning right effectively makes the plow push most of the snow ahead instead of moving it from the centre of the road to the side. The first property and driveway encountered after the plow straightens out usually gets more snow than others in the immediate area.

Hopefully a friend, neighbour or a relative will be able to assist you. A young person in the neighbourhood could be hired for a small fee or a local community group or church may have a volunteer who will lend a helping hand. There are also a number of private snow clearing contractors who provide this service. Check the Yellow Pages for listings.

The snow bank at the street corner is too high and I cannot see oncoming traffic. What can be done? Every attempt is made to keep snow banks at corners to a minimum and is done between snowfall events. Special concerns should be directed to the Public Works Department at 613-623-4231.

I have to get out of my driveway for work / an appointment / etc. and the street has not been plowed. What should I do? During periods of heavy snowfalls, there may be delays. It is always best to plan ahead. If you know it is going to snow, leave yourself and extra hour or so when travelling in winter conditions. Don’t drive unless absolutely necessary, and please, be patient. If you must drive, please ensure your vehicle is equipped with appropriate tires and maintained properly for winter conditions (i.e. tires, fuel, windshield wiper blades and washer fluid, anti-freeze, blankets, etc.).

Why is there more snow on my side of the street or I get more snow dumped in my driveway than my neighbour?

What about the fire hydrant in front of my house?

There are several factors that affect why one area has more volume than another, including: • Sun / shade • Direction home faces (south, north, east, or west) • Number and distance between driveways • Adjacent to a corner or curve • Prevailing winds / drifting • Vehicles / obstacles in roadway • Neighbour pushes their snow onto the street • Side of driveway that residents pile their snow • Centre cross-over of plow

Residents are urged to ensure that fire hydrants, as well as fire escapes, are clear of obstructions and snow accumulation.

Why can’t the Town remove snow from my driveway entrance? There would be a significant investment in equipment and increase in the winter control budget to remove snow from over 3,500 entrances in Arnprior. The present service is the most economical to the taxpayer. When shoveling your driveway, we suggest that you pile the snow on the left side of the driveway (facing the property), NOT on the roadway. This will give you a better line of vision of oncoming traffic, and when our plows go by we will not drag your shoveled piles back into your driveway entrance.

Why can’t the Town remove the snow from the sidewalk in front of my property? As with driveway snow clearing, when you consider the length of sidewalks in the Town, it is just too costly and time consuming to use additional people and equipment to perform this service for all areas. Although you are not required to clear the sidewalk in front of your home, it does help to reduce the amount of snow volume in your driveway when the plow passes by. Also, you are providing a clear and safer access for residents using the sidewalk.

May I place the snow from my driveway onto the traveled portion of the street? NO. Placing snow on the traveled portion of the roadway is not permitted under the Town’s By-law. This regulation helps to ensure that potentially dangerous situations for motorists are avoided.

I have trouble shoveling my sidewalk and/or driveway. What can I do?

Obstructed fire hydrants can cause a delay in fire fighting and rescue operations. The Town clears snow that is obstructing access to fire hydrants as soon as feasible, however due to limited equipment and operators, this may not always be completed as quickly as we would like.

Why aren’t the trucks always out plowing when snowing? As with any job, employees are restricted under legislation, to work a maximum number of hours. Winter control schedules take into account weather conditions, air and roadway temperature, weather station data, available staff and equipment. The Town has contracted drivers and/or equipment to assist in winter control, as required.

Why does water pond around the catchbasins? Snow, ice and debris from roads and sidewalks can block catch basins (water drains). When this occurs, the possibility exists that melting snow will have nowhere to drain and create flood like conditions. The severity of potential flooding is determined by the snow volumes, how quickly the snow melts and how much rain is associated with that melt. Maintaining open drains (covers exposed) is key to reducing potential flood conditions. Do not pile snow on top of drains, and clear leaves and debris from around the cover in the fall and spring.

How can I help the Town do a good job? • Move all vehicles from the roadway during winter storm events. • Refrain from placing snow on the roadway when shoveling or plowing driveways, entrances and sidewalks. • Shovel the sidewalk in front of your home or business. • Remove snow from around fire hydrants. • Keep drainage catch basins clear of snow, ice and debris. • Be a good neighbour and help those who may not be able to shovel their driveways or walkways. • Be patient. In heavy snowfalls it takes longer to get all our streets cleared.
