A workshop demonstrating how to resuscitate people who have overdosed took place at an Arnprior business. After news broke that five people overdosed in Arnprior in recent weeks, ChrisTina Studio's Tina Carr felt strongly that action is needed. An opioid epidemic - often in the form of fentanyl and the much more powerful carfentanil - has swept across Canada, killing almost 3,300 in the first nine months of 2018 alone. Police warn that a sand-grain sized bit of carfentanil in marijuana can kill. "As a parent and a business owner I had to do something for the town," Carr said, days before the May 16 workshop. "People don't realize what an overdose looks like or what to do. Knowledge is power, and the information is free and people need to know." A dozen people from all age groups attended. They learned the signs of an overdose, including unconsciousness and pink See NALOXONE, page 2

According to Allie Lalonde, a peer support worker from a supervised injection site in downtown Ottawa, an overdose can come on quickly. She often sees much heavier users. "I've seen people go from pink to blue in a few seconds," she told the group. The first thing to do is shout at the person, pinch and rub their sternum. Arousing them from

Call 911 or, better, have someone else do it. Check for a pulse. Make sure there are no pipes or needles nearby. Open your Naloxone kit. Keep shouting their name, shake their shoulders. Get the rubber gloves on and unfold the plastic mouthguard used for mouth-tomouth. The 911 operator will likely ask a series of questions, then say call back if anything changes; an ambulance should arrive in about seven minutes, in Lalonde's experience. The kit contains naloxone sold under the brand name Narcan - that is administered by way of nasal spray or needle. The nasal contains 4 milligrams, the needle .4. Start with the nasal. You are just some person that ruined their high. Just explain what happened." The needle version has many more steps. An app called Narcan Now guides people through the entire process. Lalonde and 23-year nurse Jacques Perron walked people through the needle process using oranges as a substitute for flesh. They also recommended keeping a couple of kits nearby. If someone overdoses at a party, it is possible another will too. People often use together. Perron said too often people will mock anyone who keeps Naloxone. He prefers to turn the question around. "The epidemic is happening, and you don't want it to be your brother or sister," Lalonde said. "My cousin is 16 going on 17. He's going to experiment, and I want someone nearby who is trained." Naloxone kits are available at area drug stores free of charge. Carr is planning for another workshop. Details are not yet available.

STORY BEHIND THE STORY

Arnprior residents were shocked to learn of numerous overdoses in town. We got to work on digging through the numbers, speaking to experts, in preparation for a future analysis story. Meanwhile, we share insights from a workshop on how to revive someone suspected of experiencing an overdose.

ARNPRIOR FAIR LANDS IN NEW LOCATION DEREK DUNN derek.dunn@ metroland.com This summer's Arnprior Fair will be held just west of Highway 417. "We've landed," board president Brad Runtz said after months of searching for a location. "Stress levels have subsided for today." After selling the 10 Gavin St. location last year (which was purchased decades ago from Tom Havey), the board has looked into several locations within its catchment to hold the fair, including three municipal properties in the township of McNab/Braeside. When those were deemed inappropriate, the board found what it considers the next best option. Van Dusen Drive, on

Arnprior Airport property, is where the Aug. 8-11 fair will take place. The board is renting the property from the airport commission, which is closely tied to the Town of Arnprior. Financial details will not be made public until at least after a written agreement is in place. Runtz envisions the short-term to extend at least into the midterm. "I see this as a five- to 10year relationship. And see how it goes," he said. "It would be nice to build a relationship." The land isn't for sale. And the board's plans for large buildings to host agricultural conferences yearround are now on hold. If land is purchased, those plans will be revisited. It is also too late for a de-

Runtz said. "We were hit with several years in a row of bad weather; that puts a damper on you financially.

And when you are a notfor-profit, you don't have a lot of money rolling in." However, the midway

will match last year's record of 15 rides. The Ferris wheel is back, too. One price admission will be back, though the board is considering options for seniors. They won't look at moving the date to September when many other fairs are held. August has worked for many years, and they don't want to compete for midway providers and other partners. While it is getting late to book a headline act for the summer tour season, last year's Prism was secured in June. Runtz is confident that a solid act within the board's budget will be found. Access to the Van Dusen site will be from White Lake Road. A green gate past two houses - but still far from the road's end near Madawaska River - is the exact location. The fair won't be reached by going to the airport. The airport wants to be kept completely separate. Signs and parking for 200 will also be present.

ARNPRIOR NURSING HOME REDEVELOPMENT APPEAL DENIED The Local Planning Appeal Tribunal (LPAT) dismissed the appeal to the Town of Arnprior's zoning bylaw amendment, which allows two Arnprior Regional Health (ARH) properties to become one lot in order to redevelop the Grove Nursing Home. "This is formal recognition that the zoning bylaw amendment was the right thing to do," said Arnprior Mayor Walter Stack in a May 15 press release. "The Town Council will continue to work with Arnprior Regional Health to see the successful completion of this project that will provide our community with additional capacity for long-term care closer to home." The LPAT determined there was no basis for appeal to the zoning bylaw amendment that now gives ARH approval to proceed with its next steps to extend and enlarge the existing nursing home facility. "The LPAT ruling removes a significant barrier to beginning the redevelopment of the Grove," said Eric Hanna, president and CEO, ARH. "We still have further approvals ahead of

us but remain on schedule to break ground in fall 2019." With the LPAT decision made, ARH's architects have begun to revise site plans to reflect modest revisions made since the original plans. Once completed, the site plans will be submitted to the Town of Arnprior for approval. The Grove Nursing Home redevelopment will create a larger facility that will provide additional long-term care beds and seniors' programming for the Arnprior community. Arnprior resident Russ Corbett, who launched the appeal, has concerns about the environmental effects of the development. The area is surrounded by marshlands and Gillies Grove, an old growth forest that absorbs more carbon than most. Among Corbett's concerns are that: too much paving could overwhelm storm sewers during heavy raining and cause flooding to nearby homes; paving will affect the nearby marshlands that provide water to the grove; and he says ARH will need to cut down acres of trees.

"It's amazing in this day and age of United Nations and students around the world petitioning their governments about global warming and here Arnprior has gotten the green light to cut down acres of canopied old growth forest," he said. "It's a bit of a shocker when you think of the flooding going on locally, including in the Grove." He also said the appeal dismissal seems to ignore his concerns around the capacity of the existing storm water and sewer infrastructure. "They've done nothing to address global warming, flash flooding, impact on rivers downstream and they've done nothing to address concerns about the inadequacy of the current infrastructure," said Corbett. Now that the appeal has been dismissed, Corbett expects the Ministry of the Environment to review the proposal. "The Ministry of the Environment is aware of the proposed development and are only involved when LPAT has a ruling on the application for expansion," he said.

OPP SET TO CELEBRATE YOUTH

rio again this year for Operation Freeze 2019. OPP officers will be on the lookout in their communities; and when they "catch" a youth participating in an act of kindness the youth will receive a 'thank you' in the form of a free "ticket" coupon for a 'cool' Froster drink. A youth may receive a "Positive Ticket" from an officer for a number of positive behaviours: • doing a good deed • participating in community activities; • demonstrating community pride e.g. picking up trash;

• deterring crime or observing school crossing rules; or • as an "icebreaker" to establish a rapport with kids in their patrol area. Renfrew OPP and Mac's Convenience celebrated the spring launch on May 14at the Circle K store located in Renfrew. "Mac's is excited to once again partner with the OPP on this important initiative that encourages kids across Ontario to make positive decisions within their communities," said Sean Sportun manager, loss prevention and security for Mac's in Central Canada.

Youth demonstrating positive actions, positive behaviour and showing acts of kindness toward others may earn themselves some well-deserved acknowledgment this summer. The Ontario Provincial Police (OPP) is proud to be continuing its partnership with Mac's Convenience Stores across Onta-

FIVE IMPROVEMENTS TO ARNPRIOR PUBLIC LIBRARY

WHAT'S GOING ON HERE? PAYPHONES

Why do payphones still exist - Arnprior has five - when the vast majority of people have cell- or home phones? Governments provide no subsidies to help reduce the digital divide. So the answer isn't in equity. At 50 cents a call, it is difficult to image profit is the motive. Maintenance alone would cut into some of that. Nathan Gibson from Bell Canada said Arnprior's payphones don't have a significant amount of usage. He offered the following by way of explanation.

JUST THE FACTS: • Payphone usage has declined significantly for many years due to the fast growth of wireless services. Bell continues to make payphones as affordable and accessible as possible, operating more than 30,000 in Atlantic Canada, Quebec, Ontario and Manitoba (other providers such as Telus and Sasktel in western Canada also operate payphones).

Derek Dunn/Torstar • The vast majority of Bell payphones are located in larger urban centres and at high-traffic places like airports, shopping centres and hospitals, but they continue to operate them in smaller communities as well. • Bell pays all administration, labour and maintenance costs and will remove payphones that get the least usage. It provides advance notice to the community (they inform the location owner, post a notice on the payphone itself and in some cases publish a notice in local media).

WHO WE ARE LETTERS & COMMENTARY ACCESSIBILITY IMPORTANT To the editor: I live in Arnprior and I have seen chip wagons and ice cream stands with no handicap ramps - these people, they build fancy steps but never a ramp. They say that they will come down and take your order, which is well and good, but there is something called interdependence living. I am in a wheelchair and I would like to drive up to the window to place my own order. What would it cost to put a ramp in when they are building the steps?

GEORGE PERRY, ARNPRIOR

EDUCATION REQUIRES MORE, NOT LESS FUNDING To the editor: Following is an open letter to Ontario Minister of Education Lisa M. Thompson: We are writing you on behalf of the Beachburg Public School Advisory Council to express our concern regarding the changes to public education be-

ing proposed by your government. You have spoken often about the need for a Parents' Bill of Rights in Ontario's public education system, but we also believe that we, the parents and politicians, have collective responsibilities to our public education system. As a school council, our purpose is: "through the active participation of parents, to improve pupil achievement and to enhance the accountability of the education system to parents. O. Reg. 612/00, s. 2 (1)," according to Education Act Ontario Regulation 612/00. Your government ran on the platform "For the People." However, by targeting public education to balance the budget, you have shown us that young people are not included in the "people" for whom your government claims to be working. The proposed cuts and changes pose particularly alarming challenges to our small school in rural Ontario, as outlined in a recent letter penned by the Renfrew County District School Board.

High-quality, fully funded and equitable public education is what we demand because it is what our kids deserve. Specifically, we want: • A fully funded public education system that includes low class caps, excellent needs support, no mandatory e-learning, and well-maintained buildings • Funding that provides equitable enrichment opportunities across the system and reduces the burden on school-based fundraising • An inclusive curriculum reflective of modern society and respect for the diversity of our students and educators The systems we need require more, not less, funding. We will press your government on these issues as part of our responsibility to hold the education system accountable. We will join voices with neighbouring schools to build strong support for the excellent education all students in Ontario need.

A GOOD AND BAD YEAR FOR BIRDS AT POINT PELEE MICHAEL RUNTZ RECOUNTS A RECENT EXPEDITION MICHAEL RUNTZ Column

Michael Runtz photo This stunning Swallow-tailed Kite, a hawk from Florida with a four-foot wingspan, recently flew over the author's head at Point Pelee National Park. countered after crossing Lake Erie, thousands of birds descend on the point during those conditions. I arrived at Pelee May 10. The previous day was one of those rare times when the trees were filled with songbirds. Through the day I met friends who gave the same report: "It was the best day I've seen in decades!" I missed the spectacle by a mere day but many of the birds were still present. Sadly for the birds, the cold, wet weather made insects impossible to find in the trees, which still hadn't leafed out due to the cooling effect of Lake Erie. They were forced to forage next to the ground, struggling to replenish spent body fat and fend off the cold. Many species normally shy and retiring were foraging quite literally underfoot. Pelee lies on two major migration routes: the Atlantic and Mississippi flyways. During the migration push, southern birds often get caught up in the movement and wander well north of their normal range. These strays light up the eyes of serious birders and are a major reason they go to Pelee. On Friday morning a swallow-tailed kite from Florida realized its mistake and after mak-

ing a flight around the park, headed back due south. This spectacular hawk, which looks like a giant swallow, flew directly over my head before it drifted due south over Lake Erie. My eyes lit up! I saw more than 30 species of warblers during my four-day visit to Pelee. Other birds that, like the kite, overshot their destination included yellow-throated and Kentucky warblers. While I revelled in seeing such a wonderful variety of birds, some quite rare, others quite beautiful, I was also saddened by the poor condition that many appeared to be in. For what might be good for birders and photographers in Pelee is not necessarily good for the birds. CELEBRATE OUR RIVERS THIS SUMMER Over the last seven years, the Bonnechere River Watershed Project (BRWP) and the Ottawa River Institute (ORI) have partnered with businesses, other organizations and municipalities to provide over 1400 paddler trips on local waterways to residents and visitors through the Celebrate Our Rivers paddle series. The 2019 series has already begun and there are 16 more opportunities to dip your paddle and explore the beauty of our local rivers over the next few months. The paddles require advance registration to help with logistics, and generally the fee, collected at the paddle, is $10 per adult. The BRWP is also characterizing water quality on

the paddles using the Water Rangers Guardians test kit so there's an opportunity to learn about how to partner on a citizen science program for Renfrew County. Of the 16 paddles still to come, the next is slated for May 26 at 9:30 a.m. with a roundtrip on the beautiful Lower Barron River from the put-in at 1366 Rantz Road boat launch. The first of the June paddles takes place on June 1 at 9:30 a.m. as a round trip on the Bonnechere River from the Eganville Beach/Arena. For this paddle, seats are available in a six-person explorer canoe (there is no charge for a seat, but pre-registration is required) and there is also an option of reserving a box

lunch of local food made by Griffith Farm for $10. Enjoy your lunch while listening to some local music too! The second of the June paddles takes place June 9 at 9:30 a.m., for the annual Bonnechere River Renfrew to Ottawa River paddle with a lunch stop and clean-up at the First Chute. Meet at 385 Arthur St in Renfrew, bring a shoreline lunch and enjoy the beautiful Bonnechere. Our first paddle this season on the Ottawa River, Canada's newest heritage river, is the Arnprior to Mississippi evening round trip from McLean Park on June 23 at 5 p.m. For dates and times of remaining events, as well as registration info, visit thbonnechereriver.ca/ brwp-events .

Every spring hundreds of thousands of birds pass through Point Pelee National Park during their migration north, a remarkable journey that often begins in South America. This tiny park, the southernmost point of mainland Canada, attracts an equally impressive number of birders from around the world. Digital photography has had a visible effect on the park; cameras now compete with binoculars as the most popular form of accessory. I've been visiting this world-famous park for fifty years. While Pelee has always been famous for birds, the number of people visiting it has risen exponentially, while sadly the number of birds arriving each spring has spiralled downwards. Like many birders, I enjoy going to Pelee not only to see birds but also to reunite with friends from distant regions. The social aspect is particularly enjoyable during days when birds are hard to find. And there are such days. Most songbirds migrate at night, travelling between 300 and 500 kilometres before landing to refuel. When winds are favourable and rain or heavy cloud is absent, many birds continue flying north without stopping at Pelee. However, if birds meet inclement weather during the night, they put down on the nearest bit of land. Because Pelee is the first mainland en-

DOG HOUSE GRILL IN ARNPRIOR MAKES A DELICIOUS BURGER JONATHAN MULVIHILL jmulvihill@metroland.com I wouldn't call myself a slow eater by any means. Whenever I partake in a meal I tend to rush through things, not taking enough time to process how I truly felt about what I was eating. Having said that, the hamburger from Dog House Grill in Arnprior is one item that is worth the wait to finish. The fine folks at Dog House Grill held a free barbeque in the No Frills parking lot on May 11 to celebrate all the haulers who shop at that store. For those unfamiliar with the term, a hauler, as described by the grocery chain, is defined as "someone who gets a lot, for a lot

less.” Being born and raised in Renfrew, I've never had the chance to try, let alone cherish, any of the local eateries in Arnprior. When I arrived at the stand, I had the choice of either a hot dog or hamburger. I went with the latter due to preference (I still enjoy hot dogs, but who knows what kinds of meat are in the wieners). The bun was nothing special - just your average run-of-the-mill variety one can buy at the store. Still, a satisfactory combination of the size of the bun and its soft shape made its ordinariness a non-issue. The real treat was in the patty itself. It had an appealing scent, nice texture and was just the right size.

Overall it was a fantastic piece of meat. The burger looked ordinary but appetizing; however, I was about to discover that its unremarkable appearance was hiding a drool-worthy taste. From the first bite, I knew this would be an interesting experience. The meat was delicious, the bun was doughy enough to give a nice amount of softness to the texture, and together they made for an excellent burger. I opted to eat it without any condiments, a first for me. I embraced this journey with an open mind and I came out with no regrets. While there can be better looking burgers out

PHOTOS OF ORIGINAL CPR STATIONS FROM SMITHS FALLS TO MATTAWA SOUGHT FOR OVRT PROJECT ASHLEY KULP akulp@metroland.com If you have photos of any of the original stations along the Canadian Pacific Railway (CPR) route from Smiths Falls to Mattawa, two Lanark County councillors would like to hear from you. Last month, Montague Reeve Bill Dobson and Tay Valley Deputy Reeve Barrie Crampton, embarked on a project to capture a piece of the railbed's history, now partially owned by Lanark County and known as the Ottawa Valley Recreational Trail (OVRT). The initiative involves recreating those 45 stations, on a quarter scale, to serve as shelters for users of the OVRT. Dobson and Crampton expanded on the idea during the Lanark County economic development committee meeting March 27. They also presented earlier to the Lanark County Municipal Trails Corporation. "Part of this idea is to allow people to get out of the inclement weather and have a place to go to," explained Dobson, " ... and at the same time, it's dual purpose and also promotes the history of the area." However, in order to kick the project into gear, Dobson and Crampton are looking for old photographs to work from. "The stations aren't there. There's no history anymore," Dobson commented. "We want to be able to recreate the history

and original design of the buildings." Crampton said they have been able to collect several photographs, but need to fill in some gaps. "We're hoping people can look in their shoeboxes or photo albums at home," he noted, adding that some stations may not be stations at all, but simply a shelter or platform along the route. "Those pictures would also be helpful." "Some stations were just a bench and a table to put luggage on," Dobson added. The following is a list of former stations and their CPR designation numbers: . Smiths Falls (0999/ 2666) . Welsh Station (3614) . Franktown (3616/2831) . Beckwith (3618) . Carleton Place (3620/ 2835) . Almonte (3623/2837) . Snedden Station (3625/ 2338) . Pakenham (3627/2839) . He also hopes partner owners of the OVRT, Renfrew County and the Township of PapineauCameron, might consider continuing the project in their communities. "This idea is just getting off the ground in Lanark County right now," he said. Anyone with photos or information on any of these stations, should contact Bill Dobson at lanarkbill@gmail.com.

HERE’S HOW IT WORKS: Sudoku puzzles are formatted as a 9x9 grid, broken down into nine 3x3 boxes. To solve a sudoku, the numbers 1 through 9 must fill each row, column and box. Each number can appear only once in each row, column and box. You can figure out the order in which the numbers will appear by using the numeric clues already provided in the boxes. The more numbers you name, the easier it gets to solve the puzzle!

EMERSON WAS A PUSHOVER WHEN SICKNESS HIT MOTHER HAD THE PERFECT CURE FOR BOIL, MARY COOK RECALLS MARY COOK Column

My brother Emerson, I thought was afraid of nothing. He was just about the biggest boy at the Northcote School too, which made him a force to be reckoned with. But in spite of his size, he was a real coward when it came to sickness. Well, the day he discovered a little pimple on the back of his neck that itched, he was convinced

he was full of some mysterious poison put there by some germ that had never been heard of in Renfrew County! Mother said it was a simple pimple, and he was to stop putting sugar on just about everything that went into his mouth. She said she wouldn't be surprised if the pimple was gone by morning. Emerson was just as sure it would develop into something that would need surgery. The next morning, he turned his back to Mother who was busy stirring porridge, because he said he was sure it had grown overnight to the size of big potato. Mother said it was nothing, but to make him feel better, she covered it with a piece of gauze, and sent him off to school with the rest of us. That night he said it was

growing like a weed, and he thought it was time to call in old Doctor Murphy from Renfrew. Mother took another look at it and declared it had grown all right ... and was now a boil. Emerson said he was sure it was his last night in our old log house, and asked Audrey if she would sing "The Old Rugged Cross" at his funeral. Mother knew exactly what to do with it, having heard from Mrs. Beam what to do if a boil ever developed on any one of us. She took a small bottle out of the back of the cupboard, and held it empty over the boiling kettle. It filled with steam and as quick as a flash, she took her hand off the bottle opening, and slammed the steam-filled vial over Emerson's boil! It all happened

YOUR

DREAM HOME AWAITS!

so fast, Emerson never knew what hit him. Emerson started to scream like a banshee. Mother told him to sit on the stool so she could get a good look at it. Of course, all of us wanted to see too, and we crowded around Emerson who was still screaming at the top of his lungs. Mother finally gave him a cuff on the ear and grabbed his hand that he was trying to feel the spot where the boil used to be. "Don't touch it," she said. For once, Emerson did what he was told!

The next morning Emerson said he was too weak to go to school, and I was surprised that Mother said he could stay home for the day. Well, when we got home that night, there he was, still in his pyjamas, sitting at the kitchen table, drawing in his art pads. He said he was too weak to do chores, too. That night, from the back bedroom, I heard him tell Everett that it would be a frosty day in May before he would ever again own up to having a boil anywhere on his body. He said

the cure was far worse than the disease! Everett agreed. Interested in an electronic version of Mary's books? Go to https:// www.smashwords.com and type MaryRCook for ebook purchase details, or if you would like a hard copy, please contact Mary at wick2@sympatico.ca.

Now easier for hip and knee surgical patients to get physiotherapy closer to home Before Susie Tamas had hip replacement surgery, she struggled to walk a block, wheel her 98-year-old mother in her wheelchair, or safely lift her two-year-old grandson, Blake. In January 2019 at the Queensway Carleton Hospital, Susie, who is 73 years old, had surgery on her left hip that was bone-on-bone and caused her pain for more than two years. Following her operation, she was back home in Arnprior where she received her outpatient physiotherapy. “If I had to drive to physio, it wouldn’t have been possible,” explained Susie. “Why would I not want physio at ARH?” She was one of the 40 patients in the past fiscal year who received their physiotherapy at Arnprior Regional Health (ARH) thanks to the new Bundle Care Program for total hip and knee replacements. This Ottawa regional program is led by the larger surgical centres: Queensway Carleton Hospital and Hopital Montfort, and works in partnership with community hospitals, like ARH, to deliver postoperative physiotherapy to hip and knee patients closer to home. “In this model, there is a greater continuity of care for the patients – easing the transition back to the community,” said Vicki Hallas, Manager of Ambulatory Care & Diagnostic Services, ARH. ARH has a long history of outpatient physiotherapy for hip and knee surgical patients, but the Bundle Care Program provides an additional source of funding for the Physiotherapy Department.

In addition to the Bundle Care Program patients, the ARH outpatient physiotherapist, Linda Mantha, cares for another 225 patients each year who are not part of this funding model. Each hip and knee patient receives one-on-one therapy, focusing on goals like gaining range of motion, rebuilding strength and working towards improving their functional abilities. Linda also recommends specific exercises for each patient to do at home between appointments that optimizes their recovery process. Susie saw Linda for physiotherapy at ARH and continues to do her discharge exercises. She has also joined an aqua fit class at the Nick Smith Centre that specializes in joint issues. “Everyone I talked to said do your physio exercise,” said Susie, who is now pain free. “Linda assessed where I was at and challenged me without making it impossible.” Susie is now back to the active life she enjoyed before her hip pain. She has no problem walking up a flight or more of stairs, pushing her mother’s wheelchair so they can enjoy a walk together, or fully engaging with her young grandson (which she says was the main motivation behind getting the surgery).

“It’s fabulous being able to chase Blake in the park,” said Susie, who has five grandchildren. “Now I’m in the sandpit, sitting on the ground playing trucks – I wouldn’t have been able to before the surgery.” The Bundle Care Program is now expanding to include bilateral hip and knee replacements (two hips or two knees done at the same time) and total shoulder replacement. The Program will also include additional partner hospitals in the Ottawa area. In celebration of Physiotherapy Month, a special thank you to our Arnprior Regional Health physiotherapy team who improves our patients’ day-to-day quality of life.
