"There is a culture change in the ministry," Yakabuski said, to an applause. "We recognize how difficult it is to get things done today. We will be looking at that in a much more flexible way then we have in the past."

OPG's Shaun Hinds was soundly booed after defending the control measures at dams and reservoirs. He was told too few workers with too little experience remain along the Ottawa, most having been moved to Cornwall. Hinds talked about efficient use

of tax dollars, his years of experience and the structures in place.

"Staff performance was commendable," Hinds said.

"The dedication of the folks was commendable, and I'll stand by that."

Prior to the question and answer period, presentations talked about recordhigh snowpack, rain, and melting in early spring.

Holding back water at any one dam wouldn't prevent runoff from banks up and down river, according to OPG. Little could be done for what they call "a natural river in many ways."

To blame Mother Nature isn't good enough for some who have dealt with flooding twice over three years. A woman from Rhoddy's Bay summed up what appeared to be the view of many: "Nothing has changed since 2017. Whatever you are doing is not working. Something else needs to be done."

Rumours and rumblings about how OPG and governments have performed during the flooding have grown in recent weeks.

Many have complained about a lack of communication and why greater actions were not taken.

Mistrust reached a level that only an independent investigation could exonerate or blame those in control.

Many of the 200 people at an Arnprior meeting on Sunday believe human- or systemic-error factored into spring flooding along the Ottawa River.

John Carmichael of Rhoddy's Bay, one of the worst hit communities during the record-breaking flooding, received a large applause when he called for an independent thirdparty investigation into how authorities performed; especially Ontario Power Generation.

"I don't think too many people in in this room trust OPG," he said, looking at a stage of one dozen government officials (none from the federal level) and industry experts. "That's the only point we can feel confident: We've got to get some answers from someone who knows these systems."

John Yakabuski had hoped to announce the investigator's name during the meeting at St. John Chrysostom parish hall.

But approval needs more time. Meanwhile, he conceded that communication could have been more effective. Twelve warnings were issued, but they didn't tell people to start sandbagging immediately.

RESPECT TRAIL OR FACE FINES: MAYOR Community leaders in Arnprior have levelled a warning against reckless fourwheelers on Algonquin Trail.

Start using common sense and respect for others. Authorities may well start issuing fines.

"We've got a couple of nobs that are going to ruin it for everybody else," County Coun. Dan Lynch said at a recent townhall meeting. "We need to straighten them up."

Mayor Walter Stack initiated the discussion, saying he followed one ATV driver to his home on Edmund Street. The middle-aged man was driving way too fast, kicking up dust and creating too much noise. He suspects some users are underage, have no license or insurance.

Others walk or cycle the trail, though Stack made no mention of injuries or close calls. The speed limit is 20 km per hour.

"I told him there's no excuse for it," Stack said, himself a four-wheel owner.

"They are going to lose the privilege."

It took several years of various governments to coordinate the conversion of the former railway to a trail system, along with several millions of dollars. Now dirt bikes are doing doughnuts, Stack added, and graffiti is appearing.

"Just show some respect," Stack said.

BEAUMAN'S CLOSED UNTIL FURTHER NOTICE Residents in Arnprior and surrounding areas may not have their recycling picked up this week. Beaumen Waste Management Systems Ltd. closed its doors the evening of June 23, creating challenges for local municipalities that count on the business for recycling collection.

Beaumen's, located in Renfrew, also services Horton, Admaston/Bromley, McNab/Braeside and Whitewater Region.

Development and works director Mike Asselin said they were contacted over the weekend by the business, citing driver shortages with rising costs of insurance and wages, coupled with dropping market prices in plastic, paper and cardboard as the reason for the closure.

Beaumen CEO Andrew Shouldice said the closure is only temporary. The company is in talks with GDF Environment and will give an update as soon as possible.

Shouldice said they will hopefully reopen "within a day or two."

In the meantime, the Town of Renfrew is looking into alternatives and solutions to this sudden change and will update residents as soon as possible.

ADHS BAND WINS FIRST-EVER NATIONAL GOLD SHERRY HAAIMA sherr y.haaima@ metroland.com It's been a banner year for the Arnprior District High School music program.

The ADHS concert band has become the first in history to earn a gold medal at Musicfest Nationals, held this year in Ottawa.

ADHS bands have been going to these invitational events since the early 1990s.

"No ADHS concert band has ever gotten a gold at nationals, it's been that unattainable goal," said music program direc-

tor Frank Pecora.

"This is especially exciting for our graduating members whose final performance as band members of ADHS was at the National Arts Cenre," said Pecora.

"Having poured so much time and dedication into their past four years this was a wonderful culmination."

The school's choir, Red Velvet, had an impressive showing as well, achieving silver standing, which equals the group's best showing ever.

Cailin Walsh-Estabrooks, a Grade 12 student

who belongs to the choir and concert band, earned a silver with the group at nationals when she was in Grade 9.

"I made it my goal to get a gold at nationals by the end of high school and it's pretty rewarding to accomplish that goal," she said.

Key to the band and choir's success this year was dedication.

"We had a group of dedicated students who all wanted the same thing," said Walsh-Estabrooks.

Grade 11 student Casey Asselin is also in band and Red Velvet.

She was surprised to learn of the elusive gold medal win.

"It was really awesome it was a big shock," said Asselin.

Her involvement with music has been a blessing.

"I feel like my life would be a lot different if I didn't join music. We've kind of established a family," she said. And of the music room - "I spend a lot of time in here."

"It's been great, it's given me a lot of opportunities and opened me up to ideas in music," said Gonzalez.

He credits both groups for working very hard to achieve their goals this season.

The Old Bastards Vintage Motorcycle Club (OBVMC) hosted its Motorcycle Show n' Shine at Hydro Park, beside the Quality Inn. Sunday's event offered free admission for spectators, and it was $5 to enter a bike. Proceeds will support local charities.

Summer is finally here, marking the end of school for millions of young people in Canada and the peak season for camping, cycling, paddling, rock climbing and many other sports and adventurous activities. While these activities are fun, it is important to prevent the possibility of injury for kids and adults alike, by keeping head safety tips top of mind.

Concussions - an injury to the brain that affects the way a person feels, behaves and remembers - represent more than one in five Ontario student injuries treated by a doctor or nurse. Symptoms from a concussion can impact daily life for weeks, months or even years. Despite how common the occurrence is, one in two Canadians have little or no knowledge about what a concussion is, and only 15 per cent of individuals can correctly identify the best treatments for it, according to the Government of Canada.

Recognizing the signs of head injuries and taking precautions to prevent them is essential to enjoying outdoor adventures. That's why Scouts Canada and Hydro One, leaders in safety and prevention, have teamed up to inspire others to work safe, live safe and play safe. Through their new Head Safe program launching this fall, young people and their families will have access to tips on how to be Head Safe this summer to equip them with the knowledge to prevent, identify and respond appropriately to head injuries.

The best way to prevent a head injury is to protect the head. Always wear a properly fitted helmet that is appropriate for the activity.

Following a blow to the head or neck, or any other jarring impact, watch for concussion symptoms like a headache or pressure in the head; sensitivity to noise, light, motion or odours; drowsiness; nausea; dizziness; blurred vision; neck pain; feeling emotional, irritable, nervous or anxious; inability to concentrate; and difficulty remembering facts or events from earlier in the day.

If a concussion is suspected, stop activity and treat any swelling with ice, seeking medical advice immediately. A person with a suspected concussion shouldn't be left alone and an ambulance should be called if they lose consciousness.

The time it takes to recover from a head injury will vary. Returning to activities, sports or work can be a slow process and should be done with a doctor's progressive plan.

LETTERS & COMMENTARY ARE THERE HEROES IN YOUR HOME? Members of the Arnprior fire department want to remind everyone to check their smoke and carbon monoxide alarms.

As part of the annual Home Fire and Life Safety Program, members of the department will be performing home inspections in randomly selected areas of the community.

The focus is to ensure residents of the community are protected from the hazards of a fire, smoke and/or carbon monoxide emergency.

Firefighters will be dressed in Arnprior fire department uniforms and carrying proper identification.

While firefighters are always viewed as being heroes for battling the dangers of a fire, it is the actions of working smoke and carbon monoxide alarms that warn residents of the hazards at its earliest point of detection.

monoxide in your home, combined with a home escape plan, people are able to get outside before the conditions in the home reach a hazardous level.

Smoke and carbon monoxide alarms are the real heroes that should be present on every level of your home and checked regularly to ensure they are always on duty to protect you and your loved ones.

In homes today, conditions of a fire can grow eight times faster than they did 50 years ago. This means you may have less than 60 seconds to escape a fire in your home.

Recent statistics show that in one out of three fatal home fire cases there were no working smoke alarms present in the home.

In Ontario, over 65 per cent of all carbon monoxide deaths and injuries occur in homes.

Many Ontario households have, on average, four to six fuel-burning appliances that produce carbon monoxide.

It is important to ensure

proper installation, and always follow the manufacturer's instruction for their use. Only working smoke alarms give you the early warning you need to safely escape a fire. Smoke alarms can increase your chances of surviving a fire in your home by up to 50 per cent.

Carbon monoxide is a colourless, odourless gas and therefore known as "the silent killer." A carbon monoxide alarm has the ability to detect the presence of the gas at levels well below the hazardous amounts.

Install smoke alarms on every level of your home, and smoke and carbon monoxide alarms outside all sleeping areas.

For best protection, install smoke alarms in every bedroom and have them interconnected to all other alarms in the home.

Test smoke alarms monthly, and change any batteries at least once per year. Develop and practise a home fire-escape plan.

IMPAIRED CHARGES CONTINUE • On June 15, an officer was conducting traffic enforcement in the Town of Renfrew. As a result of a traffic stop Tricia Fridgen, 42, of Admaston/ Bromley Township has been charged with impaired driving and operating a motor vehicle with over 80mg of alcohol. THEFT • On June 10, 2019 officers responded at a business in the Town of Renfrew for a theft call. As a result of an investigation Angele Belisle, 34 years old of, Renfrew has been charged with theft under $5000. The accused was released on an appearance notice and will appear in Renfrew court on July 17.

CYCLISTS FOLLOW ROUTE OF VOYAGEUR PADDLERS DEREK DUNN derek.dunn@ metroland.com A new cycling tourism experience follows a path the voyageurs and, for thousands of years, indigenous peoples paddled for trade on waterways from Ottawa to Sudbury.

A group promoting

Voyageur Cycling Route held workshops along the Lanark and Renfrew counties portions of the 645 km trail. At a quick stop in Arnprior, they used the path that runs parallel with William Street West before heading off to a session in Braeside on June 6.

With raillines taken up and a switch in ownership,

the trail was smoothed, gravelled and readied for inspection by members of Discovery Routes Trails Organization and Ottawa Valley Cycling and Active Transporation Alliance.

The process to identify, endorse and implement the eastern expansion of the Voyageur Cycling Route is now underway.

FARRELL, Stephen Kent It is with great sadness that we announce the sudden passing of Stephen Kent Farrell on Wednesday, June 19, 2019 at the age of 53.

Devoted son of Irene and the late Kent Farrell. Loving Brother of Gail Farrell and Scott (Amanda) Farrell.

Best known as a very kind and fun loving uncle Steve to Autumn, Olivia and Ethan Farrell. Steve worked in Hi-Tech for many years starting at Digital Equipment in the early 1990’s.

Later in life he found a home working at King’s Independent in Richmond. Steve’s early sports interests included hockey, curling and fishing.

Steve was also an avid genealogist and golfer, had a love for music and playing the guitar. He thoroughly enjoyed life living on Lake Mississippi and spending summer holidays at Lakevale beach. He had a very warm heart and will be greatly missed by many. Condolences in lieu of flowers may be made to the Heart and Stroke Foundation.

Marlene Schaly was at the public school on June 3 to help the Grade 5 french class make sea creatures from clay.

"It gives them a taste for it and lets them know there is no wrong way or right way," Schaly said.

"And it shows them that it's not about being born with it or inspired. It's about building skills."

Teacher Elaine Melvin hopes some students decide to take the summer art camp at Burnstown Art Workshops. It takes place weekly at Tree House Art Studio and Gallery beginning July 8.

"They are all into it, and doing something different," Melvin said.

"Hopefully some of them will think about doing the
