Cougar alert White Lake woman spots ‘cougar’ just east of Arnprior JOHN CARTER john.carter@metroland.com Are there cougars in Eastern Ontario? A White Lake woman believes so after seeing what she thinks was the elusive animal just east of Arnprior. The Ministry of Natural Resources (MNR) isn’t ruling out the possibility, but says despite about a dozen calls a year from this area, officials haven’t been able to verify there are cougars about. Margaret Cairns was driving to her nursing job in Ottawa May 17 when she saw the animal. She had turned onto Highway 17 from White Lake Road, crossed the bridge and was in the vicinity of the Carleton Place turnoff about 6:30 a.m. when she saw a

sudden movement in a field off to the right of the highway. Traffic was bumper-to-bumper, so Cairns got a good look at the large beige-brownish animal, which she says “appeared to look right at me.” “It was huge with a big head and a big tail,” she said. “It certainly wasn’t a coyote or a (domestic) cat. It was much bigger and much different.” Cairns said it appeared the animal was hunting in the field. She said she thought it might be either a wild cougar or one that had escaped from a zoo. Fewer deer and some fresh turkey kills in the White Lake area had made her wonder if a new predator had moved into the area, she said. See COUGARS, Page 3

Walk with your mayor

Cougars avoid cameras Continued from front Pembroke MNR information officer Doug Skeggs said he isn’t surprised, as his office has received cougar reports from the Arnprior area before, although not about this animal. “What we’ve been unable to do is verify any of them,” he said. Despite the sightings, the MNR has not received photographs or been able to find physical evidence the cougars actually existed. The MNR set up a night camera operation near Pembroke last fall to check into a reported cougar sighting, only to determine it was a neighbour’s large cat, he said. In all, about 40 infrared, digital motion and heat-detecting flash cameras were set up on trails near Pembroke and Kemptville deemed to be possible cougar habitat, but no cougars have surfaced to have their photographs taken. Skeggs said that despite regular cougar reports coming in from across Ontario, including 10 to 12 a year in Renfrew County, the oldest confirmed cougar sighting goes back 100 years. He said the Eastern cougar was once native to the area, but if any cougars are found in the region now, they would be most likely escaped or released animals, he said. The MNR does encourage people to report sightings, he said. “We do take reports seri-

ously, especially if there is fresh physical evidence to scrutinize.” If the area hasn’t been trampled over by humans, wildlife officials will look for such things as tracks, fur samples and scat, he added. “Give us a call if you think you see a cougar. But most often, you’ll find it’s not a cougar.” A cougar’s most distinguishing characteristic is its long tail, he noted. Skeggs said he has never heard any reports of a cougar attacking a person in Eastern Ontario. It’s also unlikely changes in deer and turkey populations are being caused by cougars, he added. The Valley deer population, which slipped after two tough winters, will likely rebound this year, he said. Other recent cougar sightings have been reported in Gatineau Park, Carlsbad Springs, Peterborough and Charleston Lake While the MNR is non-commital about the existence of cougars, the Ontario Puma Foundation suggests there about 550 of the animals in Ontario. The puma and the eastern cougar foundations stress that most encounters with cougars are not dangerous and urge people to resist calling 911 if one is sighted. The groups have advice on how to co-exist with cougars on the website http;//easterncougar.org.

The Arnprior Breast Cancer Support Group is inviting the public to show up in force Saturday, June 5 for the Walk With My Mayor event. The group spreads awareness and hope with the annual event, that runs from 10 a.m. to noon at Robert Simpson Park. Walkers will be led by Arnprior Mayor Terry Gibeau and McNab-Braeside Mayor Mary Campbell and possibly other council members. There are a few new twists this year, the most dramatic being the addition of the Arnprior Toastmasters town crier competition. It will be held at noon,

coinciding with the walk’s windup barbecue, sale of mementos and presenting of door prizes and awards. The support group has challenged all local schools to participate and are hoping for a “robust” response, as five of the six school have accepted. The walk committee has three high school representatives, Dylan Runtz and newcomers Kayla Laughlan and Erica Campbell. Among the teams taking part in the walk will be Watt’s Warriors, Clouthier’s Contingent, The Lucky Pennys, Armstrong’s Army and Marching with Monique. The Toronto-Dominion Bank crew will be back attempting to defend its status as top business team.

EDITORIAL

Town doing fine job readying voters The resentment was audible in Arnprior Coun. Tom Peckett’s voice when his side lost the telephone and Internet voting debate. Mayor Terry Gibeau seemed eager to have the last word, although it didn’t wipe away the smiles on the yes side. Regardless of how strongly members of the divided council felt about the issue, they have obviously moved on now it has been decided constituents in Arnprior (and McNab-Braeside) will have a new voting system to learn. The Town of Arnprior’s approach to readying voters is to be commended. Voting will begin on Tuesday, Oct. 18, at 10 a.m. and will conclude on election day, Monday, Oct. 25, at 8 p.m., according to media release from Town Hall. Voting Information Centres will operate on specified days at the Stanley Tourangeau Fire/Police Services Centre on Meehan Street or electors can come to the Town Hall to vote by telephone or Internet during the entire voting period. Intelivote Systems Incorporated will install the system. A demonstration of the voting procedure through their system can be found at www.intelivote.com. For people interested in the new procedures that will be implemented for telephone and Internet voting, they are welcome to visit the clerk’s department at any time, reads the media release, located at the Town Hall, 105 Elgin St. W., second floor. More details will be provided to residents by way of newsletter, newspaper and the town’s website.

To the editor:

A grass fire May 21 about 5:30 p.m. on the edge of the Gillies Grove has sparked concerns by Arnprior mayoralty candidate Doug Smith. He submitted four photographs, including the one above, to show the extent of the blaze. Fortunately, local firefighters quickly extinguished the fire or the headlines the next day might have been ‘Gillies Grove lost in fire’, he said. Smith contends it would be easier to protect the Grove from fire if the town connects the fire hydrant to its water system. “We must protect this local landmark to the best of our ability and a working fire hydrant in the heart of the Grove would be a bold step in the right direction,” he added. “Let’s not permit any potential fire from erasing, in one day, what took generations to protect.”

At first glance, my cell phone was gone and my wallet seemed to be only missing $40 – no credit cards. Phew! These things can be easily replaced. Lesson learned – lock my car. trip to Paris, you name it – gone. They were stored in a red case with a pink flower on the front. I would love my memories back. My family is heartbroken. I live at 44 Tierney Street (K7S 2S1). If there is any way possible the memory cards have not been deleted, please, please drop them in our mailbox, or mail them to our home address. This would make the world of difference to us – to me. My children are growing so quickly – the pictures of them when they were babies were my treasures. Thank you.

Pet ownership carries responsibilities that should not be visited on the population at large. The pet owners in our neighborhood take this responsibility seriously by cleaning up the messes and observing the leash law with no problem.

To suggest a dog park be created, let alone prime waterfront is quite selfish. Parks in this town have been sorely neglected regarding human enjoyment. Most have no seating or other amenities for people to get out for fresh air and human contact. When the wants of

the people have been realized, then and only then can the whimsy of a dog park be discussed. To Mr. Smith (letter, in last the Arnprior Chronicle-Guide of May 27): How far did you really go to find “thousands of dogs?” Christopher Kelly, Arnprior

The Board of the Arnprior & District Memorial Hospital Corporation read your recent editorial about a proposed private medical clinic (“A good problem to have” - May 20) with interest. The editorial raised a number of valid points regarding the delivery of health care services in Arnprior. We welcome this opportunity to expand on some of them. The ADMH Corporation owns and operates the Primary Health Care Centre (PHCC) which is attached to the hospital. The facility was constructed in 1977 and was further expanded in 1990 when the second floor was built to accommodate the additional needs of health care providers in our community. The purpose of the PHCC is to provide a physical space for the majority of our community family physicians. With its close proximity to the hospital, the PHCC provides them with easy access to their patients in hospital. The physicians enjoy the services of a private laboratory on the main floor and access to the hospital’s Diagnostic Imaging department. PHCC is operated on a costrecovery basis with no additional revenue for the hospital. Physicians run their own practices and commonly share office space, computer systems and support staff, providing good value for their practices. In addition to family physicians, space is also available to a number of other health care providers including dentists, public health, community care access centre, family and children’s services, and a private physiotherapy clinic. Currently, there is space available for additional physicians in this well-established health care centre and the board is actively recruiting through a variety of means. These include a recruitment committee made up of local physicians and community and hospital members; ongoing work with HealthForceOntario, the province’s strategy to address health human resources needs; and links with local universities to attract new graduates to the rural health care setting. The ADMH Board is proud of its collaborative partnership with local physicians and its efforts to ensure excellent care close to home – including the successful model of the Primary Health Care Centre. A Renfrew man has been charged with murder after a woman was discovered dead in an apartment in the town early Monday morning. Dugald Barr Jamieson, 47, of Renfrew is charged with first-degree murder and breach of probation. Renfrew OPP report Carol Ann Brunet, 54, of Renfrew was found dead in her Hall Avenue apartment. Jamieson was in police custody Monday, when the post-mortem was completed at the Ottawa General Hospital. The cause of death is not being released, pending additional results of the ongoing investigation. “I knew her just to say hi,” said Julie Gravele, who has lived in the same Renfrew apartment building, at 236 Hall Ave., since 2007. Several officers were on the scene Monday, including lead investigator Det.-

Const. Wendy Burchell of the Renfrew OPP detachment. Other investigating officers include a former Renfrew OPP officer, Det-Sgt. Rob Hagerman. The entire investigation is taking place under the direction of Det.-Inspector Guy Faucher of the OPP Criminal Investigation Branch in Orillia. Police were on the scene about 1 a.m. Monday. The OPP Criminal Investigation Branch, Renfrew County Crime Unit, Eastern Region Crime Unit and Eastern Regional Technical Identification Services Unit are helping with the investigation. Dave Anderson, the County of Renfrew’s director of social services, says the 89-unit apartment building is geared to income. To his knowledge, this is the first homicide to occur within any of the Renfrew County Housing Corporation’s rental units. “We’re quite saddened and concerned,” said Anderson. “The safety of our residents is always of primary concern.”

County fires off letter to premier after housing deal collapses DEREK DUNN derek.dunn@metroland.com Miscommunication between the County of Renfrew and the provincial government has resulted in a sternly worded letter to Premier Dalton McGuinty. The county, along with Arnprior Reeve Walter Stack, who represents the town at county council, was surprised to learn a housing deal they took to be secure has unravelled. They have learned that not only has a deal to build new affordable housing units in Arnprior been dwindled down from the original 38 units to just 19, but that in fact the entire deal has been scrapped by the Liberal government. “We were certainly ticked. Arnprior has the largest percentage of seniors in the county,” Stack said. “We are trying to push it as hard as we can. We’ll keep fighting.” Instead, it appears the entire

county is getting just 12 units, an amount county representatives deem “very disappoint(ing).” Through conversations with the province, county representatives and the Arnprior company proposing the local project, ARS Realty Investments, the proponents were under the impression the idea would become a reality, even if not at the scale they wanted. However, a letter from the province informed stakeholders no funding is on the way. The letter from Warden Donald Rathwell sent to McGunity reads, in part: “Both the propent and County of Renfrew were indeed surprised to learn that without consultation the units were allocated elsewhere in the province of Ontario. We are questioning the business practice of allocating affordable housing units one day and then reallocating them the next without consultation or consideration.”

The letter cites a study showing a need for seniors housing in Arnprior. But Rathwell doesn’t mince words, either. “Although we support the position of regional fairness, I think you would agree with me that acceptable and ethical business practices dictate that you do not offer 19 units to a developer one day and then, without consultation, allocate them to someone else the next day.” There is no timeline on when McGuinty will respond to the request for 19 units.

Noise complaint processes to be reviewed McNab-Braeside council has agreed its noise bylaw and the complaint process should be reviewed. Resident Sean Moore informed council at the end of its meeting Tuesday that he had called in a noise complaint regarding the temporary asphalt plant at the Braeside Quarry three weeks ago, but had yet to receive a call-back. He asked what happens to complaints made during offhours (weekends and late evenings), as they usually are.

Mayor Mary Campbell said the township has received several noise calls since the plant began operation May 15. The response and follow-up processes should be reviewed, she said. Deputy Mayor Elmer Raycroft asked for a report to see if the calls had been received by the bylaw enforcement officer and if so why the callers had not been contacted. Coun. Andy Dunlop said council should consider strengthening the noise bylaw if it is receiving a large number of complaints.

STEVE NEWMAN Steve.newman@metroland.com Senior planner Charles Cheesman is the new acting director for the County of Renfrew’s department of development and property. He assumed the position June 1, following Jim Hutton’s recent promotion as chief administrative officer.

Hutton has succeeded the retired Norm Lemke, who worked for the County of Renfrew for 29 years. Cheesman, the county’s manager of planning, has worked with the county since 1988. At the recommendation of the CAO, the county will initiate a recruitment process for a full-time director of development and property.

May 10 to 16 was Nursing Week across Ontario and the Arnprior and District Memorial Hospital recognized the hard work of local nurses with a dinner at the Staye House in Arnprior. On hand for the celebration are, from left: ADMH CEO Eric Hanna; Irmajean Banjok, director of international affairs and best practice guidelines for the Registered Nurses Association of Ontario; Leah Levesque, ADMH director of patient/resident services; and Tim Sonnenburg, ADMH director of finance and support services. Photo by Sherry Haaima

Great nursing team, strong sense of community at ADMH Arnprior and District Memorial Hospital and the Grove made a great impression on Irmajean Bajnok, director of international affairs and best practice guidelines for the Registered Nurses Association of Ontario. “I’ve been very impressed, what with the construction,” she said. “It’s a great team. There’s a strong sense of community.” Banjok spent the day in Arnprior May 13 during Nursing Week, touring the hospital and nursing home and wrapping up the visit at a dinner at the Staye House with ADMH and the Grove nurses. Banjok says she talked to staff about best practice methods and various topics, including wound care and working with patients who have dementia and respiratory problems. RNAO is also focusing on creating healthy work environments for nurses, says Banjok, and workplace health

and safety and well being for the staff. “If the staff are staying healthy they’re going to do that much better for the patients,” she says. Nurses are not just care providers, she explains, but are the front line of people who deal with patients and health-related issues. Arnprior has been selected as a RNAO Best Practice Spotlight Organization, explained Banjok. “This means we will work with them for three years to implement the guidelines,” she said. The partnership between RNAO and the spotlight organizations includes: demonstration of creative strategies for successfully implementing nursing best practice guidelines; evaluation of the implementation and outcome measures through ongoing audits and/or formal research studies; and a sharing of the lessons learned and results of the implementation. Both parties will commit financial and expert resources to the initiative.

Walk in the park June 13 to help Humane Society shelter JOHN CARTER john.carter@metroland.com June’s a wonderful time for a walk in the park. The Arnprior & District Humane Society is inviting the public to join them in the ‘Walk in the Park’ Walk-a-thon Sunday, June 13. The annual event is an important fundraiser for the organization, said humane society president Ester Headrick. “To run the shelter, we need to fundraise. Fortunately, the people of Arnprior and West Carleton have been awesome,” she said. “But we have to keep paying the bills at the shelter … and we can’t do it without the public’s support.” Registration begins at 11 a.m. and the walk at noon, said Headrick, noting par-

ticipants can walk with or without their pets. The Spirit of ’69 will again entertain, the West Carleton Dog Agility Group will put on a demonstration and there will be a barbecue. Headrick noted the walk was moved to the shelter two years ago after being held at the mall. “It’s an awesome place to hold it,” she said. “It’s so beautiful down there.” The course is “a little shorter’ this year, she said, noting there will be four checkpoints with water available for dogs. Pledge forms are available at the Pet Valu stores in Renfrew and Arnprior and off the website at www.arnpriorhumanesociety.ca. Headrick said she thinks one of the reason the walk is well supported is that Arnprior runs a no-kill shelter.

Re n f r e w - N i p i s s i n g Pembroke MP Cheryl Gallant is accusing the provincial government of hindering community efforts to attract doctors and other health care professionals to Renfrew County. In a news release May 25, she said the decision by the province in April to de-list communities such as Pembroke, Renfrew, Arnprior, Bonnechere Valley and Barry’s Bay from the Underserviced Area Program (UAP) is making local recruitment even more difficult.

“What is frustrating for me as a federal MP is the lack of results from the province to resolve the local doctor shortage when our federal government has transferred billions of dollars to fix the system,” Gallant charged. “The province of Ontario is not respecting the principles of the Canada Health Act. Perhaps the time has come for the federal government to put conditions on where the province spends federal health care dollars.” The continuing shortage of medical professionals is causing more pressure on pharmacists,

who are being called upon increasingly to fill the health care service gap in rural, small town Ontario, said Gallant. “Fewer pharmacists able to earn a living in our community, and provide some of the services that used to be provided by a family doctor, will result in a further deterioration of health care in our area,” she maintained. That is particularly evident in Renfrew County where there is an acute shortage of doctors, she said, adding, “I remain deeply concerned about the level of health care in our community.”

Health cards more convenient to get The fact Arnprior and area residents can now access health card and driver and vehicle services under one roof has been applauded by Renfrew-NipissingPembroke MPP John Yakabuski. “I’m very happy that the Government of Ontario finally listened and utilized the infrastructure we have in place at the Ministry of Transportation drivers licence issuing offices to process health card applications and renewals,” said Yakabuski. “Issuing health cards out of driver licensing offices is an issue I have (raised)

numerous times over the past seven years in Legislature and with numerous ministers of health and long-term care, transportation and government services.” Effective May 25, health card services were made available at the Service Ontario centre at 100 Madawaska Plaza in Arnprior. The change also affects centres in Killaloe, Eganville and Deep River. “Finally my constituents have access to the service they deserve,” said Yakabuski. “No more travelling distances, in some instances 100 kilometres or more to renew a health card.”

Cutting the ribbon to officially open a new wellness centre at Arnprior District Memorial Hospital, from left, are Irmajean Bajnok of the Registered Nurses’ Association of Ontario, ADMH director of patient/resident services Leah Levesque and occupational health/infection centre co-ordinator Angie MacKinnon. Photo by John Carter and enjoy the view, she said. Formerly the office of the director of patient services, “it’s the nicest room in the hospital,” she said. MacKinnon pointed out art works on the wall. The artists are employees and if someone buys a painting 15 per cent will go the ADMH Partners in Car-

torium. Local vendors, including Everyday Style, Silpata Jewellery, Beauty by Jeunique, Jockey Clothing and more, will be selling their products and donating a portion of their funds back to the auditorium Campaign. There will be a barbecue from 11 a.m. to 1 p.m. Friday and 10 a.m. to 2 p.m. Saturday. The Women’s Auxiliary will be holding its annual white elephant, bake and craft sale Friday from

ing campaign. She said Grove employees can also use the wellness centre and may develop one of their own eventually. If it proves feasible, the centre may also be opened to patients and visitors, she said. “Anything that promotes wellness is good for us here at the hospital.”

9:30 a.m. to 3:30 p.m. and children’s activities will be available all day Saturday. Of the $350,000 the Bonnechere Manor Foundation has committed to raising towards the auditorium project, about $75,000 remains. Officials anticipate with the open house, continued fundraising and in-kind construction donations, the remaining funds will be raised by the end of this summer.

It’s a room of tranquility in a busy hospital. A new wellness centre at Arnprior District Memorial Hospital gives its caregivers a place to go to relax, exercise and find out ways they can better care for themselves. Irmajean Bajnok, the director of international affairs for the Registered Nurses’ Association of Ontario, joined local officials in opening the centre on the second floor of the hospital May 13. It’s important that hospitals participate in healthy initiatives for their workers, she said. “If employees are not healthy, they won’t be able to give good care.” The centre initiative goes hand-in-hand with health work environment guidelines, Bajnok said. It an opportunity for hospital staff to work together and show leadership in promoting a healthy workplace, she added. ADMH occupational health co-ordinator Angie MacKinnon explained that setting up the wellness centre is part of the hospital’s best practices strategy. “This fits in well with that initiative. It’s a quiet place where people can go for a stress release,” she explained. She said the wellness centre offers a variety of resources for staff, including exercise equipment and yoga mats. Staff can drop in to exercise, read up on health-care topics or just relax

Keep a close eye on your furry friends this season for signs of summer stress Common sense dictates if it’s too hot for you to go out then it’s too hot for your pet. The following are just some of the things we should be aware of as temperatures heat up over the next few months. 1) Never leave a pet alone in a car on a warm or sunny day. Even with the windows partially rolled down or parked in the shade, a car can quickly heat up to swelter-

Pet Talk

ing temperatures that can cause your pet to overheat and die. 2) Fleas and ticks are more active in hot humid weather and summer is also prime time for heartworms. Talk to your vet about the best options available. 3) Beware of cocoa mulch! Although its chocolaty goodness may be appetizing to some animals (especially dogs), it can be deadly if ingested.

IAN STUPP Many pesticides and fertilizers can also prove hazardous to pets. 4) Aim for shorter dog walks midday when tem-

peratures peak and longer walks in the morning and evening when it’s cooler. Hot sidewalks can burn the pads on a dog’s paws, so stick to the grass when possible. 5) Don’t let your bunnies bake. Pet rabbits should always be kept in a cool spot indoors because they are sensitive to high temperatures. Keeping a rabbit indoors will also provide protection from potential predators. 6) Always avoid chaining or tethering your pet outdoors unattended. Long-term chaining during the hot summer months can result in an

abundance of insect bites, dehydration and heat stroke. 7) If you pet must be kept outside, make sure that there is plenty of shade and a fresh bowl of water. 8) Dogs can get sunburned too, especially if they have pink skin, light or very short coat. If you’re planning a trip to the beach, slather on the sun block (just be sure to choose a brand with natural ingredients paying special attention to your pup’s sensitive nose and ears. 9) Your pet is likely to get attacked by mosqui-

toes when they are most active, which is between dusk and dawn when the air is calm. That is when the females are most likely to bite. Call your veterinarian immediately if your pet becomes lethargic, vomits and or has diarrhea, stops eating or playing as usual. These may be signs of heat stroke. PRIOR CHEST NUTS HIT THE WATER

The brand new Prior Chest Nuts dragon boat team celebrated the christening of their new boat last week with a parade down Madawaska Boulevard as the boat was transported to White Lake Marina, where it will be housed and the ladies will practice. The team, spearheaded by Arnprior’s Lorna Watkins, is made up of breast cancer survivors. The boat was purchased with a $28,000 Trillium grant. The ladies will practice at the marina Monday and Wednesday evenings. The team is hoping to be race ready in not too long. Above, team members gather with the 41-foot craft before the parade. Susan Burns-McIntyre, left, and Susan Mills, right, hold the flag. At left is the colourful dragon head of the boat.

FREE Drinking Water Lead Testing for Arnprior Residents

Timing wrong for Greater Madawaska, council decides JOHN CARTER john.carter@metroland.com Greater Madawaska council admitted the idea of sharing a recreation director with McNab-Braeside is intriguing, but decided the timing is wrong to approve it this year. Council unanimously defeated taking $10,500 from recreation reserves to go in with its neighbour in hiring a full-time director. “I agree with the concept, but I don’t think we can afford it this year,” said Reeve Peter Emon. He suggested council inform McNabBraeside that it would reconsider the offer again next year during budget deliberations. More talks are needed regarding the director’s job description to ensure it is “more inclusive for our needs,” he added. Coun. Don Mercer noted council has already had to look for ways to cover unexpected expenses, including boosting the township’s doctor recruitment allotment by $18,000, $3,700 for maintenance of Cherry Point Park and $3,500 in improvements to the Calabogie ball diamonds. “A lot of spending is being added ... we’ve go to stop,” he said. Mercer also argued council should give

the new recreation committee a chance to show what it can do first. “Don’t cut the legs out from under them,” he said. Coun. Karin Lehnhardt agreed the committee and new township staff should be given more time to assess recreation needs in the township. She said budgeting $21,000 a year for an employee who would only be working part-time in the township “doesn’t appear to be money well-spent.” Coun. Tom Ryan was adamantly opposed to the idea, maintaining recreation should be run by volunteers, as it’s done in the Dacre area. Coun. John Pratt was the strongest supporter of the idea, calling it a “step forward.” A recreation director could introduce new ideas and provide needed youth and sports programs in the township, he said. “Our recreation people need help. DACA is very lucky (to have such a strong core of volunteers).” He suggested the issue be revisited by next year’s council. The proposal would have the recreation director working three days a week in McNab-Braeside and two days a week in Greater Madawaska. The annual cost would be $52,460, with Greater Madawaska paying 40 per cent.

Sampling will commence on June 15, 2010 and is scheduled to continue until October 15, 2010. If you suspect that your home or business has lead piping or lead solder joints (i.e., buildings older than 1989) and wish to have your drinking water tested for lead, please contact: Heather Gough Environmental Eng. Tech. Town of Arnprior Phone: 613-623-4231 ext.222 e-mail: hgough@arnprior.ca

Mike Trumble Waterworks Supervisor Town of Arnprior Phone: 613-623-4231 ext. 246 e-mail: mtrumble@arnprior.ca

The sampling program will be ongoing, and sampling sites will be prioritized in accordance with the likelihood of lead services. There is no cost to the home or business owner for sampling and the results will be kept confidential. Residents that have already participated in previous sampling rounds may participate again! What to expect? 1. Town waterworks staff will enter your home or business and locate the primary drinking water tap. 2. Staff will allow the tap to run for 5 minutes to clear any standing water from the pipes, immediately following NO water should be used for 30 minutes, until the waterworks staff return to collect the water samples. 3. Staff will return to collect the water samples. The samples are submitted for lead analysis to an approved external laboratory. 4. The results are generally provided to the home or business owner within 10 business days following the sampling date.

Receive up to a

It’s impossible to save too much money, but this is pretty close.

The results are NOT made available to the general public. If I have my water tested and it contains lead, what should I do? The most effective method to ensure lead is not leaching into your drinking water is to remove the lead piping, or the lead solder joints. As the home or business owner, you are responsible and own the drinking water pipes on your side of the curb-stop (i.e., shut-off valve). To mitigate, run water in the morning for approximately 5 minutes to remove the standing water in the pipes. Flushing toilets and having showers in the morning, prior to consuming the drinking water will help to remove standing water that may contain lead.

Regulations under the Safe Drinking Water Act require that the Town of Arnprior conduct lead sampling of the drinking water at 40 residential and 4 non-residential locations connected to the Town of Arnprior’s drinking water distribution system.

What are the Town’s responsibilities? The Town is responsible for conducting the Community Lead Sampling Program. This program assists the Town in finding existing lead service lines. If the Town encounters a lead service line during water distribution maintenance, repair or renewal projects they are promptly removed/replaced from the main to the curbstop (i.e., shut-off valve), and the home or business owner connected to the service line is notified that their pipes may also be of lead construction.

mind of McNab-Braeside Coun. Andy Dunlop Tuesday when he expressed concern about seeing bonfires behind at least three homes when he drove down Burnstown Road recently. It was a dry, windy day and if the fires had spread to nearby pine forests it could have been a major problem, he said. “This has been going on for years … yet nobody has ever been fined under the (no-burning) bylaw that I know of,” he added. Mayor Mary Campbell said the township usually sends out the fire chief to talk to offenders, then the bylaw enforcement officer if the offense is repeated. Council agreed it would review the burning ban bylaw and the process to enforce it at its next meeting June 15.

A haze covered the area Monday as winds blew smoke from forest fires in Quebec over Eastern Ontario and as far south as Boston. The Ontario Ministry of Environment issued the year’s first smog advisory for Renfrew County, Ottawa and other Eastern Ontario regions. Asthma-sufferers and others with breathing problems were urged to stay indoors. Fortunately, shifting winds and rains Monday night caused relief from the smoke and the smog advisory was lifted about 8:30 a.m. Tuesday.

June is Seniors' Month, an opportunity for all Ontarians to recognize and value the contributions made by seniors every day in communities across the province. Seniors’ Month is an annual celebratory tradition in which the contributions of seniors are acknowledged and honoured throughout the province. Ontario’s population aged 65 and over is projected

to more than double from 1.8 million, or 13.7 per cent of the population in 2009 to 4.1 million, or 23.2 per cent, in 2036. The growth in seniors’ share of the population will accelerate after 2011 as baby boomers begin to turn age 65. Seniors’ Month events include award ceremonies, recognition events, socials and seniors’ information fairs.

Today's seniors stay in shape Many industrialized countries are experiencing an important increase in the ageing of their populations. Canada is no exception to this rule. The population group aged 65 and older currently represents 13% of the population, a figure which has never been equalled. For comparison’s sake this same age group represented 10% of the population in 1981. While becoming an increasing part of today’s society, seniors present a very different profile from previous generations. Firstly, they are more physically active and in better shape. The majority of seniors describe their health as being excellent, very good or good. They claim to be very careful about their diet as well as their physical condition. Walking has become a very popular activity for seniors to stay in shape and many persevere by participating in group activities. The facts prove this theory: 53% of men aged between 65 and 74 consider themselves very active, active or moderately active which represents approximately the same percentage as in much younger men.

Welcome to 400 Bell Street Pembroke ON

It’s quite evident that today’s seniors are in the process of transforming their image. Not only do they pay more attention to their health but they are also getting more and more involved in the latest technologies. Sure enough, the number of people aged 65 to 74 making use of Internet has doubled since the year 2000. These seniors see it as a way of staying in contact with the rest of the world, with their friends and their community. All these observations are very positive for the future considering that seniors will represent 21.2% of the population by the year 2026.

613-623-6133

392681

These days it seems that older Canadians are more educated than they have ever been. The last decade has seen an impressive growth in education levels and, according to Statistics Canada, this trend will continue for several years to come. From 1990 to 2006, the percentage of men, 65 years and older, who did not complete high school fell considerably, passing from 63% to 46%. What’s more, the number of people, both men and women, with postsecondary diplomas is constantly on the increase. And what can be said of the numerous changes in the 55 to 64 age range, where the proportion of women holding a university degree has more than tripled, reaching 17%, while men have raised the bar to 22%. Of course, there is a reason behind these surprising statistics. Postsecondary education became much more accessible at the beginning of the 1960’s and the effect of this is starting to be felt. The generation known as baby boomers, who are now reaching their sixties, have had a big influence on recent postsecondary education statistics. These baby boomers will gradually replace preceding generations, asserting themselves as seniors with much higher levels of schooling. There are many positive consequences to a higher level of education as it has been directly associated with better physical and mental health, a more active social life and a much higher chance of avoiding financial problems during the retirement years.

Somatics touted to help mobility, fight pain Information session planned for June 10 at Galilee Centre Novagaia Wellness Centre certified Yoga teacher Paula Vibert and the Galilee Retreat Centre are combining to offer an introduction to somatics June 10. For a freewill donation to the Galilee Centre, pain-suffers can experience somatics in a class from 7 to 8:30 p.m. Vibert says somatics, which she calls the missing link in health care, can help those experiencing chronic pain or loss

of mobility. She explains that in the presence of stress, muscles tend to contract. Over time, with the accumulation of stress, the reflexes get triggered repeatedly, and an habitual muscular contraction sets in. As a result, people can lose the ability to voluntarily relax muscles. Vibert says it can be treated by simple somatics exercises designed to repro-

Age

June is Seniors’ Month,

an opportunity for all Ontarians to recognize and value the contributions made by seniors every day in communities across the province. Seniors’ Month is an annual celebratory tradition in which the contributions of seniors are acknowledged and honoured throughout the province. Ontario’s population aged 65 and over is projected to more than double from 1.8 million, or 13.7 per cent of the population in 2009 to 4.1 million, or 23.2 per cent, in 2036. The growth in seniors’ share of the population will accelerate after 2011 as baby boomers begin to turn age 65. Seniors’ Month events include award ceremonies, recognition events, socials and seniors’ information fairs. Ontario is one of the best places in the world to grow older. Ontarians across the province are encouraged to join in the celebrations taking place in their local community to recognize and thank older Ontarians who have worked hard and continue to contribute to the prosperity that we all enjoy today.

Arnprior driver charged with impaired driving after public complaint An Arnprior man is facing several charged after being stopped by Ottawa OPP May 24. Officers responded to a driving complaint 4:58 p.m. on Highway 417 westbound near Palladium Drive about a brown Ford F-150 weaving on the highway. Officers caught up to the vehicle at Panmure Road and arrested the driver. The 51-year-old Arnprior driver has been charged with impaired driving, driving with over-80 mgs and three counts of failing to comply with an undertaking. He was held in custody for a bail hearing May 25. Officers from the Ottawa Provincial Traffic Detachment were out in full force over the Victoria Day weekend trying to increase public compliance with safe driving measures. Officers targeted aggressive drivers, those who drink and drive, and those who don’t buckle up. Ottawa OPP officers charged 83 drivers for speeding, seven drivers for using a hand-held device, 45 drivers for various other infractions to the Highway Traffic Act and one driver for not wearing his seatbelt. Following a collision May 24, a 24-year-old Ottawa man has been charged with stunt driving. His driver’s license was seized for seven days and his vehicle was impounded, also for seven days.

Each week we feature animals from the Arnprior and District Humane Society that are up for adoption.

Dragon slayers There is a trail system live in your backyard Spring has now slipped into the past tense. Summer flowers have replaced the blooms of spring ephemerals and the pathetic cries of begging nestlings have taken the place of the melodious songs of migrant birds. The arrival of a new generation of songbirds has done more than signal the end of migration. It has instigated myriad displays of ruthless plunder and remarkable courage. Even if you have not heard the high-pitched complaints of nestlings, you have likely seen evidence of the presence of baby birds. Every time an American Robin flies past with a worm dangling out of its beak, you can be assured it is heading for a nest. Once a bird’s eggs hatch, it spends a phenomenal amount of time gathering food to stuff down the throats of its youngsters that own insatiable appetites. A major source of nutrition for many nestlings is now available in wetlands and along the edges of rivers, streams, lakes, and ponds. When you see Redwinged Blackbirds or Common Grackles (those long-tailed blackbirds with yellow eyes and purplish heads) walking along a shore or hopping across lily pads, you are witnessing the exploitation of that resource. Currently, armies of

Michael Runtz Nature’s Way dragonflies are emerging from local waters and they are a major source of food for many baby birds. Now, in the air a dragonfly has little to fear from most birds apart from large flycatchers such as Eastern Kingbirds and Great Crested Flycatchers. But in the teneral phase, the short-lived stage that starts when the moment it breaks free of its nymphal prison, a dragonfly is extremely vulnerable. All dragonflies spend the main part of their life in the water as gill-breathing nymphs. But after a year or so they leave their aquatic world and, depending on what species they are and the habitat they are leaving, the nymphs crawl onto rocks or up the stems of emergent plants such as cattails.

Then takes place one of the most amazing transformations of life anywhere on this planet. The back of the nymph splits open and through this slit an air-breathing dragonfly emerges. But many of the newly emerged dragonflies never take wing for they immediately get grabbed by birds, some even before they fully escape their nymph body. The sharp-eyed blackbirds seem particularly adept at capturing newly emerged dragonflies. Red-winged Blackbirds and Common Grackles are not only highly devoted to feeding their young. They are also dedicated to defending them. Whenever a large bird flies over their territory, regardless of whether that be a field or a marsh, they attack it. Recently I have watched blackbirds fearlessly attack American Crows, Common Ravens, Redtailed Hawks, and Northern Harriers. This aggressive behaviour, which usually includes all available birds, is known as mobbing. I guess that behaviour makes these courageous birds not only dragon slayers but also giant chasers! Recent sightings include a Sandhill Crane in a field with a flock of Canada Geese near Braeside.

that dogs can use To the editor: Re: Arnprior Chronicle-Guide issue May 21 and May 27, Re letters to the editor: Dog park good news, but trail needed. Well I have great news. The trail system is in place and, guess what? The Town of Arnprior owns it, which is a great tribute to Councilman Eric Burton’s recent motion re conservation lands. What you see here falls into that category, albeit there are some corporate folks around who could “come inside” to see it a reality e.g. Sandvik, Pillars, Campanale Realty and the Sullivan Group. The trails are clear, safe, are presently utilized by dog owners who know of its existence, and for an estimated cost of $10,000 could make this entire area accessible to not only responsible dog owners, but the physically disadvantaged as well. What is here is a treasure trove of nature. Turtle Pond with its inhabitants of turtles, beavers, muskrats, ravens etc. It also has wild asparagus and other special flora, etc. Others who are aware of this area are none other than the Land Preservation Society of the Ottawa Valley. They have funds in their bank account and what a special initiative it would be to cost the improvements necessary for the ‘Turtle Pond’ Nature Trail. While the Gillies Grove is an important asset to the area, so is the Macnamara Trail and this area too. Think ‘big’ here. Arnprior can and should be a ‘green’ destination area.

Letter writer Thomas Charbonneau submitted several photographs of local trails where dogs are welcome. With the proposed White Pine Festival and, hopefully, a more positive attitude to the Gillies Grove than presently seems to exist, Arnprior is a winner here. For my part, I am at present a volunteer who is keeping trash, etc. out of this area and cleaning trails, etc. I am waiting for the opportunity to make this special place a ‘reality’. A recent clinic hosted by the West Carleton/ Arnprior Sox was a big success. On hand for the event, from left, front row are Brady Gauvreau, Tyler Brown and Josh Ferguson and middle row Toby Sutherland, Joey Gribbon, Jordan McLaughlin, Braeden Howard, Charlie Armstrong and back row, Cindy Kirby, Sean Gribbon, Chuck Brown, Warren Wilson and Mike Ferguson. Missing from photo are Colin Ryan, Brennan Ring, Patrick Healey, John Maika, Blair Hyke, John Russell and Jared and Travis Wilson.

Sox season in full swing SHERRY HAAIMA shaaima@msn.com Organizers of the West Carleton-Arnprior Sox little league organization are pushing ahead to re-energize the league. Players, parents and coaches are out and about spreading the word that local baseball is alive and well. “The league was at 120 kids and now it’s down to 40,” said president Chuck Brown. The revitalization plan includes clinics, fundraising and hopefully a trip to Cooperstown to visit the Baseball Hall of Fame. Team members recently helped out at a Legion bingo to

show their gratitude for a donation and they would like to get involved in similar events. Their first outing to a competitive tournament this past weekend was promising with the team finishing third in the East Nepean event. The Sox hosted a recent skills development clinic at A.J. Charbonneau Public School and Brown says there will be more in the future. The players are working hard to improve their skills and the proof is evident on the field. “We’re already seeing results,” he said. For more information, call Laurie Dupuis at 613-240-5680 or visit wcasox.com.

STEVE NEWMAN steve.newman@metroland.com The words mentor, friend and leader continually resurfaced in farewell comments to recently-retired County of Renfrew chief administrative officer Norm Lemke. About 30 staff members, in addition to county council members and staff managers, attended the May 26 session of county council at which Lemke also received an honorary gavel from County Warden Don Rathwell. A lot of the credit for the county’s deserved status as a professional, wellrun organization goes to Lemke, said Arnprior Reeve Walter Stack. Petawawa Mayor Bob Sweet said, “Thank you for who you are and what you’ve done,” before wishing Lemke well with a Scottish saying that he roughly translated as: “Long may smoke go up your chimney.”

Retired County of Renfrew chief administrative officer Norm Lemke. Admaston-Bromley Mayor Raye-Anne Briscoe called it a bitter-sweet moment, while Horton Mayor Bob Johnson thanked Lemke for years of leadership. Killaloe, Hagarty and Richards Mayor Janice Visneskie said the respect accorded Lemke in municipal circles was noticeable when she first attended the Eastern Ontario Wardens Caucus as the county warden a few years ago. She also thanked him for being her mentor and

Renfrew County, where he noted that he worked with 24 wardens over 29 years, and the opportunity to grow in the workplace. In briefly encapsulating his experiences as CAO, he said two of the rewarding times for him were the development of the new Miramichi Lodge past provincial standards, and the creation of Renfrew County Place as a paramedic base station that also became a home to various county and non-county services, and a revenue-generator for the county. With a near tear or two shedded, Lemke said thank-you again before stepping away from the microphone. He then received an honourary gavel from his former administrative assistant, Rose Gruntz, on behalf of Warden Rathwell. As a final salute, several staff managers donned facemasks bearing Norm Lemke’s photograph, as if to say, “You’ve influenced us in such a positive way.”

for getting her out of certain problematic situations. Head, Clara and Maria Mayor TammyLea Stewart expressed thanks for Lemke’s guidance and friendly nature. Greater Madawaska Reeve Peter Emon recalled two particular incidents. One was in Lemke’s role as a negotiator who “adhered to the principals of dignity and trust,” and to Lemke’s cultivation of a “culture of inclusion and political savvy” at the County of Renfrew. McNab-Braeside Mayor Mary Campbell identified Lemke as her “plumb line and benchmark for CAOs … I’m going to miss you dreadfully for your advice.” Renfrew Reeve Audrey Green wished Norm and Heather Lemke a long and enjoyable retirement, and recalled how the veteran CAO remained calm, never raising or lowering his voice, while helping people any way he could.
