Dangerous fires break out at school, Rhoddy’s Bay home JOHN CARTER john.carter@metroland.com Difficult fires in the back end of the former Alexander Reid School and a Rhoddy’s Bay home on River Road provided unique challenges for Arnprior and McNab-Braeside firefighters Friday and early Saturday. The Alexander Reid fire, which broke out about 5:45 p.m. Friday, had to be vented before it was safe for firefighters to enter the building. Firefighters were praised by Arnprior Mayor Terry Gibeau Monday for how quickly and efficiently they tackled the intense fire. The Neighbourlink Fountain community centre in the front of the building was saved from

the fire, but because of smoke damage has closed down until at least mid-July. McNab-Braeside firefighters were called in to assist the Arnprior crew fight the blaze for four hours. No sooner had they returned home, they were called to a grass fire caused by sparking power lines on Russett Drive. A couple of hours later, at 2:33 a.m. Saturday, the tired firefighters were summoned to a house fire at 2011 River Rd., where they faced a seven-hour battle against a fire made more hazardous than usual by a large amount of exploding ammunition and thick bush nearby (see Page 6). Continued from front In the Alexander Reid blaze, Arnprior fire chief John Okum reported neighbours smelled smoke and when investigating at the old school saw a plume rising from the building. The fire department was called at 5:49 p.m. and arrived to find heavy smoke billowing from the side of the structure. Because of the masonry block construction, trapped heat and gas built up inside, making for a “very, very hot fire,” Okum said. Even with protective gear, firefighters had to wait for the fire to be ventilated until they could enter, he added. “It was an extremely difficult fire to attack … we had to proceed with extreme caution.” Firefighters were worried a worker doing renovations might have been trapped in the building, as his car was parked out front. They were greatly relieved when the men showed up to retrieve his vehicle. Once the fire was vented, the fire department mounted attacks from both the front and back, moving cautiously as the heat had softened the metal joists making the roof unstable. McDonald and Mary streets were closed to allow firefighter room to tackle the blaze. Because of the size of the building and nature of the fire, McNab-Braeside firefighters were called in under the mutual aid agreement to assist with manpower and equipment. Later that night, Arnprior

There were no injuries to firefighters in either blaze, but “you had two community fire departments that were completely exhausted” by the next morning, Okum said. She thanked the centre’s volunteers and friends for their understanding and ongoing support. fire,” he said, noting it was done professionally and quickly. Okum said no cause has yet been determined, but the fire began in the back where renovations were taking place. Nothing has been ruled out, but there are no reasons to believe it was arson, he said. OPP guarded the site overnight until Okum could return the next morning to conduct an investigation. He has completed the physical examination and is conducting interviews in an effort to find clues as to the origin of the fire. Okum said a rough estimate of damage is about $200,000, as there weren’t many contents in the building. Materials being stored there by Wesleyan Arnprior Church were the main items destroyed in the blaze. The building had been earmarked to be transformed into condominiums by owner Waldo Hordichuk, but he had trouble receiving the proper approvals.

Limit lame ducks A canoe ride fit for a Prince Limit With the filing of sitting Arnprior councillor Mark Willmer to run again in the Oct. 25 election, it will take only one more incumbent to enter the race for council to avoid ‘lame duck’ status between Sept. 10 and Dec. 6. Not that it was a real fear. Judging from recent comments around the council table, most council members sound like they are going to run again. The issue arose Monday when council discussed the delegation of some of its authority to the CAO in case more than three-quarters (six) of the existing council decide not to run again. That would give council a lame duck status after the Sept. 10 deadline for filing nomination papers. The possibility arises again Oct. 25, when the lame duck designation takes affect if there are at least six new councillors elected. Again, that’s not likely to happen given the usual re-election success rate of incumbents in municipal politics. However, it does bring up the point, raised by Arnprior council Monday, that the province should change the timing of the swearing in of new councils. The moving of the election from mid-November to Oct. 25 has left an unusually long time between the vote and the taking office of new councils. It’s too late to make the change this year, but as Arnprior council suggests, it’s time for the province to move the swearing in of the new councils, and school boards, from early December to early November, if the October election date is to stay. The less time the duck is lame the better.

Arnprior resident Gary Carter was rummaging in his attic recently when he came across an Arnprior Chronicle newspaper from April 27, 1939. On the front page was a story entitled ‘Canoe which carried the Prince of Wales across Chats Lake almost 79 years ago now on display to public’. The find is timely with the re-enactment of the Prince’s visit only 10 days away. The Prince will arrive once again at the Robert Simpson Park beach at about 11 a.m. The community is invited to participate in a variety of festivities that will run from 10 a.m. to 4 p.m. Following are excerpts from story Carter found. “Almost 79 years ago H.R.H. the Prince of Wales, eldest son of queen Victoria, came to Canada to lay the cornerstone of the new Parliament buildings in Ottawa, and when the task was completed he expressed a desire to see what lay beyond Parliament Hill. “And so it was that the young Prince of Wales ... was driven in coach and four from the vicinity of Barrack Hill to Aylmer and there amid a colourful throng ... he set off with his retinue for Lac des Chats, on whose Ontario shore the youthful Daniel McLachlin had eight years previously taken over the sawmills first commenced by the Scottish laird, Archibald McNab, last chieftain of his clan, rehabilitated the business on sound principles and erected a beautiful home on the spot where once stood Kenell Lodge home of chief McNab. “By means of the historic narrow-gauge horse railways, built by the pioneers, the royal party scaled the heights at Chats falls, where once Champlain raised his cypress cross and named the land for the King of France. “There at the foot of Lac des Chats, a name given to the lake by Champlain, the Prince of Wales was met by a party of Mr. Daniel McLachlin’s rugged river men in the large bateaux of the day and was never welcome more manifest or generous. Appropriately, the address of welcome had

The Prince was in the first boat which was manned by John Vermette, John Lapeunesse and others whose names are not available and in the dozen others that followed sat the McIntyres, McGonigals, McGillivrays, ‘Black Donald’ McDonald, Campbells, MaFarlanes, and others, some from Gaspe, but most of them from Scotland and Ireland, who in that far-off day manned the mills, the timber drives and the forests of Daniel McLachlin. “The man who opened the gate at ‘The Hill’ that day to royalty was George Milne, who attended the festivities as a babe in arms. “In behalf the community, a welcome was ten-

dered to the regal party personally by the rugged Daniel McLachlin, who met the visitors at what is today the Arnprior wharf. “Ascending to the promontory in which the McLachlin home was built, the gay party gathered beneath a marquee erected for the occasion, luncheon was served among the pines on that hilltop, the Prince moved about and was introduced to many of those present. “A reception was held on the lawn overlooking Chats Lake and as an enduring reminder of his visit, the young Prince consented to plant a small oak as prophetic of Canada’s future greatness. “The property passed from the possession of the original owners some few years ago, but should you tarry there in that enchanted spot, the tree will still be pointed out to as the ‘Prince of Wales’ oak, broad and sheltering as any tree on the beautiful premises atop that historic hill. The canoe which carried the Prince and his party has been carefully preserved through all the years which have passed since the Royal visit to Arnprior and is now on display in J.H. Robertson’s store. Not a nail used in the construction of canoes in the early days, wooden pegs took the place of nails and the birch bark covering was bound with small green spruce roots, which, when split, were as pliable as buckskin and made as neat a job in lacing.”

Can you imagine people who spent a pile of money on a sign on the highway? “Not needed.” Then another pile on socalled fisherman. Now we read that he will help bring industry into this town. “What a joke.” After 20 years they are going to do something about irresponsible dog and cat owners and the only thing they’re worried about is they may lose some votes. No, we should have things changed in this town. People can only serve three terms and then be replaced. One-third of them to be replaced every election. Town should take responsibility To the editor: We have followed with great interest this water bill story in your paper. Last comment was if we don’t want to receive a huge water bill, we can put some money on it at any time. Why should we have to do this? We are not the ones who screwed up; it was not us who wanted the new meters installed. It was the Town of Arnprior. Therefore, they should stand up and accept responsibility for their error and cut the taxpayers slack on their water bills, not the other way around. Rick McCabe, Janet Sabourin Arnprior

Noise request backed Arnprior council supports a request by Cavanagh Construction for an exemption to the town’s noise bylaw to allow for all-night work on the new Highway 417 Madawaska Bridge. But they want nearby residents to know about it. The work under the exemption will last about five weeks and occur from 9 p.m. to 7 a.m. Monday to Saturday. Arthur Street and River Ridge Crescent could be most affected. They have until this Friday to arrange to address council on the matter Monday, when the decision will be made.


town deficit DEREK DUNN derek.dunn@metroland.com The Town of Arnprior’s 2009 budget went from black to red, and councillors are looking to the blue for an explanation. The surplus on the $9.8 million operating budget (excluding water and waste water) was $239,000. It is now a deficit of $106,000 after the OPP bill was presented at Monday’s committee of the whole meeting. “That’s the first I heard of it,” Reeve Walter Stack said Tuesday morning. “How did that happen?” The town and OPP have been without a contract since 2005. The trend for most of the years since saw the OPP bill remain about the same, even in a decline if inflation is included. However, this year the town was presented with a bill for an additional $345,000 over the allotted expenditure. It would represent another two per cent on top of the average tax bill. Instead, the town will take the money from its $375,000 levy stabilization reserve to pay it. There has been no spike in crime, so council wants a written explanation as to where the money is being used. Mayor Terry Gibeau is interested in seeing if Arnprior OPP is responding to calls outside town limits. He added that if any municipal department were to spend that amount over its budget, council would be asking questions to those in charge. However, he made the point that OPP do a fine job serving Arnprior. The town has failed on several occasion to get answers from OPP, but it shouldn’t be a complicated request, Stack said. “If there are real costs there, I see no reason why they can’t put it on paper real quick.” Stack said the town should move fast, perhaps this fall, to secure a contract with the OPP in order to resume some predictability in costs. “It should prompt us as a council to go back and get that contract signed,” he said, adding that he speculated a large bill was coming when he looked at last year’s numbers and saw the decline inch upward. The 2010 town budget is $13.2 million, including water and waste water.

Correction The $10,000 cost for a video and television segment on The Dimestore Fisherman was not borne entirely by the Town of Arnprior. The town contributed $2,000; business groups and others $3,000; and the province $5,000. A full breakdown should have occurred in the June 10 story ‘Knock, Knock: any pets?’ The Chronicle-Guide regrets any confusion that may have followed.

Canada Day in Braeside

Braeside is hosting its annual Canada Day festivities July 1. The event, the grand finale of McNab Days, begin with a Poker Walk at 9 a.m. at Robbins Confectionery. Float and bike judging will take

place at 10 a.m. at the fire hall before the parade begins at 10:30. There will be a barbecue, cake and family games beginning at noon at the Braeside RA Centre. It is one of several Canada Day cel-

ebrations in the area, with Calabogie’s running from 4 to 11 p.m. Pakenham celebrates Wednesday, June 30 with a Main Street parade at 7 p.m. and a variety show in the arena at 8 p.m.

Ammunition makes fighting fire tricky JOHN CARTER john.carter@metroland.com McNab-Braeside firefighters had to overcome exploding ammunition and exhaustion stemming from attending three fires within nine hours to prevent a house fire spreading to other homes in the Rhoddy’s Bay area early Saturday morning. Fire chief Rob Dodge said he was concerned the fire was going spread to nearby thick brush. “It could have taken off on us … thank God for the rain (this week),” he said. Dodge said the firefighters spent about four hours helping the Arnprior department fight the Alexander Reid blaze Friday evening, before returning to the hall for a quick supper. They were then called out to extinguish a grass fire causing by sparking wires on Russett Drive. Many were just getting to bed when they were called out at 2:33 a.m. to a home on fire at 2011 River Rd. When they arrived a garage where the fire likely originated had collapsed and the fire had spread to the house. “It was quite a challenge,” Dodge said, explaining the department concentrated on containing the fire that had spread to trees behind the house. The ammunition blast-offs continued for at least two hours, with bullets stored in metal canisters being the last to explode. Sparking power lines and a nearby

transformer added to the difficulty. Firefighters were concerned the homeowner might be trapped in the house, but he returned home from work around 3:30 a.m. not realizing his house was on fire. “It was good to see he was alive,” said Dodge. “Thankfully he wasn’t at home (when the fire broke out).” Neighbours said the homeowner is Andre LeBlond. Damage to the home is estimated to be at least $250,000. Horton and Arnprior fire departments were called in to help and River Road was closed to allow a pumper and porta-tank to be set up on the roadway. Dodge said water was pumped into four tankers from the department’s dry hydrant at nearby Red Pine Bay, which provided a quick water source. Once the fire was cooled down, firefighters used foam to contain the flames. The evening’s fires were the first major test for the department’s two new trucks and they passed with flying colours, said Dodge. It was a pleasure to be able to “flick a switch” on the new fire truck to get foam instantly, he said. Dodge said the devastation caused by the fire might make it impossible to ever determine an exact cause. However, there are no signs it is a suspicious fire, he said. Dodge said it was reassuring to have paramedics on hand to keep an eye on firefighters, especially the ones who were fighting their third fire that night.

Continue from front “To my best information, we are compliant,” said Tom Jones of Miller Paving. He told council the company has made several upgrades to address concerns by residents and Ministry of Environment. The company is doing a noise monitoring study this week and will share its information with the community once it is presented to the MOE, he said. Jones did admit the company uses a small generator throughout the night to keep the oil used in the asphalt process warm until the full operation begins each morning. If the company had a permanent plant, as it has applied for, it would justify running electric lines into the

quarry, doing away for the need for generators, he added. Popiel suggested Jones was “splitting hairs” by suggesting the plant is only partially running. “You’re still running the plant,” he said. “The township’s noise bylaw says you can’t run construction equipment at night. Why isn’t the municipality enforcing its bylaw?” Moore said he was told complaints about the early operation had been turned over to the MOE, because it licenses the plant’s operation. Deputy Mayor Elmer Raycroft, who suggested looking into acquiring a noise meter, said the key issue revolved around how much noise the generator made. “That’s why we should look

into getting a meter … then we’ll know,” he said, adding he is frustrated that council has been discussing the matter for three years without coming to a resolution. Popiel said a meter is a good step, but it doesn’t change the fact the township’s noise bylaw governs hours of operation not noise levels. Mayor Mary Campbell says the township’s noise bylaw is clear, but it runs up against the province’s approval of the asphalt plant operation. That and the fact the bylaw officer is not on duty when most of the complaints are received makes it difficult for the township to respond to residents’ concerns, she said.

Local Canada Day activities abound A number of festivities have been planned for July 1 as Arnprior and McNab-Braeside residents celebrate Canada Day. In Arnprior, the event kicks off with a Lions breakfast at the Masonic Hall from 8 to 11 a.m. The 31st annual Arnprior Canada Day car show begins next to the Quality Inn at 11 a.m. The Optimists’ decorated bicycle parade starts at 11:30 a.m. with participants riding from Grace-St. Andrew’s United Church to Robert Simpson Park for the Canada Day official opening at noon. A number of amusements follow all afternoon, including the celebrity dunk

tank and new this year Arnprior District High School’s A Year with Frog and Toad theatrical production at 2 and 6 p.m. Among the entertainers are Meaghan Shannon (who will lead the singing of O Canada), Zelda and the Zingers, Cassidy Whitelock, Jamie Bentz, Chris McComb, Jeanika Benoit, Brooke Coady, Epic Fusion, Stealing Summer and several returnees from last year. The local museum and archives will both have heritage displays. The Arnprior Rotary Club will hold its annual mad duck race, starting with the dump-in off the Madawaska Bridge at 2 p.m. The Canada Day celebration ends with a giant fireworks display by the bridge at dusk. Giving circle collects food bank items monthly The Arnprior Food Bank is receiving some much-needed ongoing support from a newly-formed giving circle. The public is invited to take part by dropping by the Ontario Early Years Centre in the Kenwood Centre this Sunday, June 27 between 1 and 2 p.m. and the last Sunday of every month with a donation for the food bank. A grassroots initiative, the Rumbly Tummy Giving Circle was started by the Friske family and friends in April as a way to help the food bank keep up with growing demand. A giving circle, which is becoming an increasingly popular way to harness community resources, is a gathering or circling of people to help address a need in a community. The giving circle participants collect canned and dry good food items over the month and drop

them off on the last Sunday at a special social gathering. Darlene Denis-Friske said the circle is growing with 22 families, two schools (Arnprior District High School and St. Joseph’s) and a couple of agencies joining the circle. Among those supporting the effort are Metro, the Arnprior Public Library, the Ontario Early Years Centre and Giant Tiger, which generously provided 200 shopping bags for all donors to kick-start the program. Denis-Friske said it’s important the food bank receives regular contributions because quite often donations wane after the Christmas period and during the summer. Every donation is important, whether it be one can or a bag full, she said. “Every food item helps.”

Des Anderson, from Algonquin College’s computer technician program, has been hired as a temporary ‘broadband tech mentor’ to the local business community. He will provide free advice and assistance to small business owners/operators, helping them get the most from their use of high speed Internet connectivity. Local businesses can call upon Anderson’s training and knowledge of locallyavailable computer-related resources to help adapt operations to the Internet. Computer system running slow? Don’t know whether to go wireless or hardwired? Having trouble maintaining a high speed connection? Wondering if on-line advertising would work for you? Seeking someone to build your business a web site? Wondering if you should be taking some specialized computer-related training and where to find it? Like some tips on how to become more efficient in day-to-day computer-related tasks? The tech mentor will answer these questions and more. Special education funding runs short

STEVE NEWMAN steve.newman@metroland.com New laptops and music programs for Grade 7 and 8 students are among the highlights in the Renfrew County District School Board’s $120 million budget passed last week. The lap-top initiative is for the new Grade 7 and 8 classes at Renfrew Collegiate Institute. The board still has to pass the newly-mandated PSAB (Public Sector Accounting Board) portion of the budget, which relates to assets depreciation. The cash component was passed June 14. “We wanted to make a clear statement to the system about our expenditures, so we’ve decided to do a two-stage process,” said board chairman Roy Reiche. Another highlight is the reintroduction of instrumental music to Grades 7 and 8 across the county, with specialized music teachers. The computer and music programming additions are being credited, in part, to the savings incurred by the introduction of the staggered-bells transportation system in the urban portions of Renfrew County this year. The public board saved an estimated $400,000 through the move. “There’s a lot to like about it,” said director of education Roger Clarke of the board’s 2010-11 budget passed last week. Reiche echoed those sentiments. The introduction of the two-tiered (staggered bells) busing system in other parts of the board in 2010-11, including the Arnprior area, will free up more money for classroom initiatives. “This year we’re anticipating saving another $150,000 with the implementation of staggered bells in Renfrew and Arnprior,” said Reiche. “That goes a long way toward improving student programming.” It’s nicer realizing those savings than having to provide more funds to make up for a deficit in transportation, he added. The decisions about bringing music back into the Grade 7 and 8 classrooms is music to many people’s ears, says Reiche. For years, he says he’s heard complaints from members of the public about the need for music and how its absence is such a loss for students and the community.

The Renfrew County public school board says its “most problematic funding envelope” is special education, with a shortfall that has escalated from $843,000

in 1998-99 to over $2 million this year. In its budget notes, the board states that the ministry of education is reviewing the funding model, but

to date “a new model has not been announced, and we continue to struggle to fund the services these students require.” The total budget consists

of 79 per cent for salaries and benefits, seven per cent for transportation, six per cent for departments and school budgets, and five per cent for plant facilities.

A teenager and senior citizen are facing major charges after two separate incidences in Arnprior. Arnprior OPP report Sgt. Paul Dowdall and Detective Constable Liam Watkins attended a home June 11 to investigate a domestic disturbance. A 66-year-old man has been charged with having dangerous weapons, pointing a firearm and criminal harassment. The accused appeared before the court and is currently released on bail. On June 15, Const. Rusaw, Const. Emon and Const. Pasta attended an Arnprior home to investigate a domestic disturbance. A 35-year-old man has been charged with assault and criminal harassment. In the past three weeks, Arnprior OPP officers have attended 15 domestic disputes and six family disputes. On 21 May, an Arnprior male was stabbed outside of his residence. Investigating officer Cst. Rothwell arrested and charged the suspect with aggravated assault. The accused, a 16-yearold male, is currently

in custody and cannot be identified due to the provisions of the Youth Criminal Justice Act. SCHOOL YARD FIRE OPP Const. Baranovskiy is investigating a fire June 14 at the play structure at Walter Zadow School. If anyone has information regarding this incident they are asked to call the Arnprior OPP at 613-623-3131 or the Upper Ottawa Valley Crime Stoppers 1800-222-TIPS. The Crime Stoppers phones are answered 24 hours a day and Crime Stoppers does not subscribe to call display. THEFT FROM VEHICLES Over the past few weeks several incidences of property being removed from vehicles have been reported to police. Many of these reports indicated the vehicles were unlocked and valuable property had been left in the vehicle. Ar nprior OPP remind people to remove all valuables from their vehicle and to lock their doors to prevent this from occurring.

Five members of the Renfrew County Paramedic Service are playing their part in this week’s G-8 Summit in Huntsville. White Lake’s Leslie Wirth, deputy-chief of emergency services for the county, wouldn’t disclose where they are or will be working. But she indicated the Renfrew County staff would consist of a duty officer and two crews of an advanced paramedic and a primary care paramedic. They will offer back-up to primary response teams June 21 to 27. “What we’re pleased with is having our staff gain this kind of experience and have the opportunity to offer their expertise,” said Wirth. “This helps us be more prepared in our own community. “It’s obviously a civic responsibility that all the surrounding areas are safe (during an event like this),” added Wirth, noting the paramedic service has served in a similar capacity for political events in Ottawa. The G-8 Summit is taking place June 25 and 26 at Huntsville’s Deerhurst Resort. The G-20 Summit is June 26 and 27 in Toronto. P r o t e s t groups are expected to attend both summits.

Ellen Gable Hrkach of Pakenham has been awarded the gold medal in Religious Fiction in the 2010 Independent Publisher (IPPY) Book Awards for her novel, In Name Only. Hrkach will be signing and selling books at the Arnprior Public Library this Saturday, June 26 from 1 to 4 p.m. To celebrate her IPPY Award, she will be giving away free copies of her first novel, Emily’s Hope, to everyone who purchases In Name Only (two books for the price of one) and will be donating a portion of the proceeds to the library. The author, who is originally from the Philadelphia area, moved to Canada 28 years ago after marrying her husband, James Hrkach.

At its May meeting, the board was told CassidyRouleau has written a children’s book entitled, Destiny’s Purpose. The story is about Destiny the alpaca that develops alopecia, a rare immune system disorder that results in hair loss. The story chronicles the trials and tribulations of the young alpaca, usually well-known for their gorgeous fleece, as he struggles with self-esteem issues. Cassidy-Rouleau has also created a teacher’s guide with a wide range of learning activities connected to the curriculum.

A Mass of Thanksgiving for the Sisters of Providence of St. Vincent de Paul was held prior to the reception. For the last 18 years Sr. Wilson, pastoral associate, has worked in and around Arnprior and countless visitors turned out to wish her well. In his homily, Rev. Patrick Dobec, who returned to the parish to celebrate Sr. Wilson’s retirement, paid tribute. “As teacher, principal and as pastoral

minister within our midst, Sister Nancy, you have been an instrument of peace and a source of inspiration for the people of God who walked in your company,” said Dobec. “On a personal note - but one I feel would be shared by many other priests who have served in this parish than k you for being the good and faithful friend that you are.” Rev. John Burchat, St. John Chrysostom’s new parish priest, is in Arnprior for the second time, having served as an assistant. He enjoyed his first stint in the community, during which he worked alongside Sr. Wilson. “It was wonderful to be here, especially working with Sr. Nancy,” said Burchat. “It’s exciting to be back 13 years later.” See PHOTO Page 21

From the get-go, a change in ownership of the Arnprior Junior B Packers means at least a few new perks for the players. Enzo Mastromattei of Dunrobin recently purchased the executive-owned team, and the businessman says he wants to make some improvements right away, including having the players travel on coaches instead of the usual school buses. Enzo, owner of Rockin’ Johnny’s in Kanata and Unique Import Auto in Carleton Place, will also offer players half-price meals at the restaurant.

Enzo had been looking to buy a team for three or four years when he heard the Packers might be available. After a few months of meetings and negotiations, it was a done deal. Stipulations included that he keep the team in town, which was always his intention, he said. “I bought it for sport and to have fun and to look after the kids,” said Enzo. “I want to give back to the community. Enzo has always loved hockey and his family has some history in Arnprior with son Christian, a goalie, playing here three years ago when he was 16.

Christian’s Junior B rights were owned by Arnprior and were traded to Westport last

year. Christian will return to Queens University and the Westport team this fall. Enzo is pleased that Bill Griese will be staying on as general manager and head coach and Glenn Arthur and Joe Zarb will be on hand to share coaching duties, as well. For now, Enzo is looking forward to August training camp and the upcoming season. He’ll be looking to increase community involvement, as well. He is impressed already with the calibre of the Packers’ volunteers and hopes more people will come forward and get involved. Griese is excited that Enzo’s

on board. “I think it’s great. He’s very energetic, he’s very positive,” said Griese. The timing couldn’t be better, either, with a dwindling group of organizers that has worked tirelessly for the past five or six years. “It comes at a time when the current executive is a very tired group,” said Griese. “Hopefully with this new ownership we can get some of the alumni and other people out to volunteer,” he said. He reminded potential volunteers that not only are executive positions available, but home and away game day volunteers are always required.

The Shoot for 60 competition pinned classes against one another from all over the region in a bid to see which was maintaining the healthiest lifestyle. The four-week contest had participants monitor and record their physical activity down to the minute. Pecaskie’s class finished second behind a class at Bell Public in Ottawa. Idol competition is expected to continue throughout the evening. Earlier that day is the second round of qualifying for the MyFM team. This mixed inter-club tournament is an alternate shot competition and always produces interesting results.

June 26 sees the continuation of qualifying for the Ladies Intersectional and Mulvihill Cup teams and June 27 brings the first round of qualifying for the Men’s inter-club teams. For Canada Day, the regular Men’s Night is being replaced with a Member/Guest day with a barbecue to follow. Golf, power cart and barbecue is $55 for guests, members pay only for power carts and the barbecue. Regular Men’s Night tee-times are cancelled for the week. Family-owned McGregor’s Produce is a business with a long, solid history in the area but that hasn’t stopped the owners from continually adapting and improving the operation to ensure its continued success. There’s a bumper crop of strawberries this year and a bumper crop of raspberries expected soon, explains Jim McGregor, who now runs the more than 30-year-old business alongside sons Ian and Cameron and other family members. Strawberries are ready this week at the Lochwinnoch farm, for purchase or to pick your own. Several area stands have been selling berries for the last couple of weeks. Strawberries did start growing about two weeks earlier than normal, but a Mother’s Day frost froze the early blooms. With cooler and drier weather, the berries are ready about the usual time. The farm includes 15 to 18 acres of producing strawberries. Along with the berries, the main crops include sweet corn, yellow and green beans and tomatoes. Some innovative changes have been made to the tomato operation, said McGregor at a press event/employee party last week. “This is what we’re most excited about,” he said, indicating the tomato patch. The McGregors are using raised beds, black plastic mulch and a drip irrigation

Author to launch novel in Burnstown Saturday JOHN CARTER john.carter@metroland.com Arnprior author Andrea McKay will officially launch her first book, Blue Night, Blue Day, this Saturday, June 26 at the Burnstown Affair of the Arts. McKay, who grew up in Arnprior and McNab-Braeside, will sign copies of her novel at the Neat Coffee House at 1 p.m. She is also one of several authors scheduled to give readings that afternoon.

Her book, which took several years to perfect, is published by the American firm, Strategic Book Group. The Burnstown book-signing is the Canadian launch of Blue Night, Blue Day. McKay used contacts made in her job as a government information management consultant in Ottawa to hook up with the publisher, which is headquartered in New York. She’s delighted with the result, noting the publisher pursues a tech-savy

Nature is remarkable in how She is ekes out a living in every conceivable way. Some animals eat live plants. Some plants eat live animals. Some animals eat dead plants. Some plants eat dead plants. And within each category specializations galore can be found. Woodpeckers, for example, are specialized for eating insects hidden in wood. Their beaks are chisels and their necks, jackhammers. Their skulls have shock absorbers and their toes possess crampons. Tail feathers are braces and tongues, extensible hands. Woodpeckers are specialized birds indeed. While all woodpeckers share these features, they do not share the same methods for dining. Pileated Woodpeckers excavate giant cavities into the heart of carpenter ant colonies. Downy Woodpeckers flake off small pieces of bark while Black-backed Woodpeckers completely strip trees. Some woodpeckers employ unusual feeding methods that do not involve digging into wood. Flickers probe their long tongues into anthills. Red-headed Woodpeckers capture insects on the wing, behaving very much like flycatchers. And then there are Yellow-bellied Sapsuckers. These birds prefer to dine on sap. To get at tree sap, they drill not one but a series of shallow sap wells all neatly lined up in rows. Recently I watched a Sapsucker digging wells in a large Basswood. Wells are usually found in birches, hemlocks, and alders, so I was surprised by the choice of tree. With the precision of a master finish carpenter, the woodpecker pecked out perfectly rectangular holes. The bird would peck on one side of a well site, then after a few strokes change its angle to work on the other side. After a few pecks to the bottom and to the top of the well, out popped a chunk of bark. A couple of precision blows refined the well. I suspected that if I measured the 40 or so wells, I would find little more than a couple of millimetres variance. They all looked identical. Rectangular wells are dug in birches and alders. However, wells dug in hemlocks tend to be round. Perhaps the rougher, platy bark of hemlock is not conducive to more geometric well digging. I left knowing that the sapsucker would return repeatedly to its wells during the following days. The sap would be extracted by the bird’s long tongue. Brush-like projections on the tip would

soak up the sap, which would then squeezed out when the tongue was withdrawn into the bill. Sapsuckers inadvertently provide food for other animals. Many insects including butterflies and moths drink the sap. Some become food for the sapsucker, perhaps like crackers in soup! I suspect Flying Squirrels enjoy the sap at night. Hummingbirds certainly take advantage of the boun-

ty, much to the woodpecker’s chagrin. Once I watched a sapsucker try to chase away a freeloader, which merely zipped around the tree and drank behind the sapsucker’s back until it was detected and chased away again! The long wait for care Ontario’s long-term care system is paralyzed, and failing its most vulnerable residents. More than 600 government funded homes are supposed to provide high quality, round-the-clock care to the frail elderly. But Metroland’s special report shows seniors stuck on record wait lists, entangled in bureaucracy and subject to pressure tactics that jeopardize their rights.

What the terms mean ALTERNATE LEVEL OF CARE (ALC): The designation for patients occupying hospital beds who no longer need acute care. About 60 per cent of Ontario ALC patients are waiting for a nursing-home bed.

very day Mimi Michel scans the newspaper classified section looking for death notices of people with Alzheimer’s at Ottawa’s long term care homes. “I’ve become an obit vulture,” said the Ottawa woman. “I check and see if someone has died from a preferred place and if the donation was to the Alzheimer’s Society.” Every death means her husband, Alain, moves up another rung on a list of people waiting for a bed at an Ottawa-area nursing home. And it’s a long list, said Mimi. Her 68-year-old husband has been waiting for a bed for over a year now, ever since he was assessed by a case manager from the Champlain Community Care Access Centre, which is responsible for placing people needing long-term care in eastern Ontario. “They always say at least two years (wait),” said Mimi. Alain is number 38. But he hasn’t moved up the list since April, said Mimi. He is one of 25,000 in Ontario waiting to break through near zero vacancy rates at nursing homes, with some facing a wait of more than 200 days. Until a long-term care bed becomes available, Alain will stay at a local retirement home, at a cost of $4,900 per month. Meanwhile, Mimi must provide the required personal care: taking him for walks, helping him with physiotherapy, helping him to brush his teeth and shower. It’s 24-hour care and it’s exhausting, said Mimi, who retired early to care for her husband. Every day she arrives at her husband’s retirement home at around 7:30 a.m. and stays until 5 p.m. or later. “I’m here all day everyday,” said Mimi. Help is expensive. A personal care worker, someone to just sit with Alain, charges more than $25.95 per hour; a registered nurse charges at least $52 an hour, said Mimi. The community care access centre provides eight hours a week of personal care for her husband. “If you don’t have any money you’re screwed,” she said. “Right now I’m digging through my savings and investments and I’m looking at possibly selling my house.” The year-long wait has been exhausting financially, physically and emotionally, said Mimi, adding that she is frustrated with the endless red tape involved in finding a placement. “It’s not only the bureaucracy on the placement side but the bureaucracy on the health side as well,” she said. Health Minister Deb Matthews agrees there are problems, but says it will take time to turn the system around. The province’s $3-billion-a-year network of government-licensed, publicly supported nursing homes is meant to provide highquality care to Ontario’s most fragile and medically needy residents. Situation Critical — a Metroland Special Report — shows a system in paralysis, with only one nursing-home bed in 100 available across Ontario, and with an average wait as high as 200 days in some areas. A $1.1-billion government program, created three years ago to make home support more widely and easily available, was supposed to ease the problem. Instead, wait lists have expanded, leaving more seniors in need of long-term care at home, and thousands more taking up hospital beds with nowhere to go. From 2007 to 2009, the average wait time for a nursing-home bed in Ontario more than doubled, from 49 to 109 days.

The provincewide tally of people waiting is now more than 25,000 and rising, doubled from 12,000 in 2005. The supply of new beds is static, with annual growth of less than 1 per cent. Only 900 more beds are expected to be available in nursing homes over the next 24 months. The average wait for a long term care bed in the Champlain region is 161 days. Only 35 per cent get their first choice of home. For hard-to-place seniors with a need for a higher level of care, waits can be two or more times the average. In rural areas and Northern Ontario, families may be separated by hundreds of kilometres, if there are beds at all. On average, less than 40 per cent of applicants get their first-choice home. Matthews, the health minister, says she is aware “we do have work to do in the access to long-term care homes.” “We know that people are waiting a long time to get into a long-term care home. But, we also know that with the right investments, we can actually keep people at home longer.” Matthews says the ultimate solution is to rely more on care at home, and to make more use of shorter-term “restorative” beds. By February, Ontario had 813 of the interim beds Matthews referred to, in nursing homes, hospitals or hospital-managed sites, and more are planned, the ministry says. In such placements, the elderly are “building their strength up, they’re getting healthier, and are actually, many of them, going home, those who would have otherwise thought they were going into longterm care,” Matthews said. LOCAL HEALTH INTEGRATION NETWORKS: The 14 LHINs are regional, nonprofit bodies funded by government to plan, disperse funding and co-ordinate services delivered by hospitals, long-term care homes and other agencies.

COMMUNITY CARE ACCESS CENTRES: The 14 government-funded CCACs are the agencies Ontarians must use to obtain home care, long-term care and other publicly delivered services.

LONG TERM CARE HOMES ACT: A new law to replace Ontario’s three previous sets of legislation: Nursing Home Act, Homes for the Aged and Rest Homes Act, and Charitable Institutions Act. Among many measures, the new law strengthens enforcement and clarifies how a resident’s care is to be delivered, monitored and reported. The government is giving $30 million in one-time funding to the long-term care sector to help it adjust to changes under the new act.

In 2009, Trillium had as many as 131 seniors earmarked for nursing-home care in its wards, and a “consistently gridlocked” emergency room, recalls Bisaillon. Bercaw had staff place coloured sticky notes on a wall to recreate every step in a patient’s journey to either a long-term care bed or home. There were 82, and only 16 added real value for the patient. It was an “ah-ha moment” proving Trillium’s processes needed a major overhaul. “We realized that it was just totally flawed,” Bisaillon says.

THE ‘LEAN’ TECHNIQUE STRETCHED TO THE LIMIT Efficiency consultant Ron Bercaw has adapted a Toyota assembly line technique to help streamline the process of getting Ontario’s elderly out of hospitals and into nursing-home beds. Bercaw first adapted the “Lean” technique to save a failing auto-parts plant he managed in Ohio, and then taught it to 30 Ontario hospitals and CCACs in the last 21/2 years. His tools include streamlining procedures he executed for the defence industry and at the Pentagon. Bercaw’s “kaizen” (“change for the better”) events help health administrators see unnecessary steps that prevent

When he was young Terry Williams never expected to face living his twilight years on the streets of Ottawa. However that’s just what the 66-yearold Newfoundlander was facing last October after a divorce and some financial difficulties left him with few options. An easy-going guy, Williams said he occasionally likes a beer and a smoke and looks forward to having his own space after eight months at the Ottawa Mission — a non-profit, faith-based client service centre, for the city’s poor and destitute men. “They were really good to me here,” he said. “They really help you if you want to help yourself.” With his hair combed and a clean black t-shirt framing a wooden cross he constantly works his hands over, Williams doesn’t look like your average homeless

man. But Williams — like so many in his situation — lost touch with the community, and with it, a lot of his support systems. “I never had no kids,” he said. Algonquin grad, Wendy McCarl says that while seniors only represent about five per cent of the Mission’s total clientele, it can be hard to connect them with the right services. “A lot of them don’t even have the basic things like identification,” she said. “And it can be hard to convince them that there is another way to live.” One of McCarl’s biggest challenges is finding housing, both for seniors and young men alike. There are thousands of people on the city’s subsidized housing list, with a wait time of seven years or more. Added to that the complexity of placing seniors who may need special at home care of closer proximity to health care services, the odds often seem insur-

mountable. Seniors make up eight per cent of the people using emergency shelter in the city during an average annual year according to an Ottawa Council on Aging report in 2008. As rental costs climb and housing becomes costlier, those numbers are apt to climb. The same report, using 2001 census data, suggests that 41 per cent of seniors who were renting were in inadequate housing to meet their needs, or were spending more than 30 per cent of their annual income on rent. Senior renters were spending an average of 45 per cent of their annual income on rent. “It can be tough to keep up as you get older because you can’t work as much to make more money,” Williams said. Williams added after moving into his own place and getting settled he plans to continue visiting the Mission for meals and to stay in touch with friends. And he may

Then there’s a fall raspberry that should be producing by late August until early October. The strawberry schedule, with the help of Day Neural Strawberries that differ from the June-bearing ones, is designed to have berries available as long as possible. “We will have strawberries in August and likely September,” he said

New this year is asparagus, a plant that takes two to three years to start producing enough for the business, explained McGregor. McGregor’s employs about 30 people in total, including 10 workers from Jamaica and 15 students who help operate the farm, seven roadside stands and five farmers market stalls. The family members are heavily involved in the operation, which pleases McGregor. “I’m working every day with my two sons, so I’m really enjoying that.
