ley July 17, the Arnprior Fair Aug. 5-8 (Page 9) and the White Pine Festival Aug. 27-29. Arnprior certainly is a happening place.

A White Lake man, known for his dedication to his young family and community, was killed last Friday when his car veered off Waba Road. Jarett Phillip Dorzek, 28, died at the scene of the crash, which occurred about 9:45 a.m. Dorzek is the father of two young sons, Cayden and Owen, and his wife Kelsey Eades is expecting their third child. “It’s a real tragedy,” said McNab-Braeside fire chief Rob Dodge. Dorzek joined the volunteer fire department shortly after the family moved from Arnprior to White Lake a couple of years ago. “He’d jump in to do any task you asked him to,” said Dodge. “He was hard-working and very community minded … he was a real family man … he was a good lad.” Township staff said he was always cheery and friendly when dealing with them. Dodge said the family has

asked that Dorzek be given a firefighters funeral. A service will be held this Friday, July 9 at the Boyce Funeral Home Chapel. Lanark Jarett Dorzek Ontario Provincial Police report they were notified Friday morning that a vehicle had left Waba Road between Waba and Pakenham in Mississippi Mills. The route has numerous curves, especially after it pulls out of the farmland southwest of Pakenham. It was reported that Dorzek, who was alone in the vehicle, was returning from a trip to town and was thrown from the vehicle when it went off the road. See FATAL CRASH, Page 3

The Cannington residence at 146 Bayview Lodge Rd. east of the White Lake village was consumed by the fast-burning fire. Damage is estimated at about $200,000. McNab-Braeside fire chief Rob Dodge said the amount of damage makes determination of a cause difficult, but it appears the fire started in the kitchen. He said a passer-by saw smoke coming out of the house. As he was calling 911, a women returned home to find her home ablaze. Let there be lights On Sunday afternoon, the Highway 17 traffic streaming through the Valley into Ottawa was backed up from Arnprior to at least Seahawk Homes at times. With Canada Day landing on Thursday, it was in practical terms a long weekend. Traffic outgoing from Ottawa was staggered, but the return was brutal with the traffic as bad as most can remember. Adding to delays is paving on Highway 17 west of Arnprior. The clogging of Highway 17 has drivers seeking alternatives, which has led to more traffic on Burnstown and River roads. The increase in motorists using the BurnstownCalabogie-McLean-River road route between Renfrew and Arnprior, along with more traffic heading to the race track and other attractions, is causing safety problems at the intersection at Highway 17. McNab-Braeside Deputy Mayor Elmer Raycroft makes a good point when he suggests it’s time for the Ministry of Transportation to consider a traffic light at the intersection. At peak traffic times, drivers are waiting a considerable time to cross the highway. Hopefully it won’t happen, but there’s the danger a frustrated motorist will make a misguided attempt to cross the highway. No doubt the MTO is reluctant to put in a light before the four-laning arrives in that area. However, it has put in temporary lights before, the most recent example being at the Gillan Road intersection east of Renfrew. The increased traffic and the growing danger at the Calabogie RoadHighway 17 intersection certainly makes a traffic light there worth considering.

Coverage boost for town’s tourism To the editor: The Town of Arnprior is surrounded by beautiful forest and rivers and is a paradise for anyone who enjoys the outdoors, yet this gem is unknown to many people. When we are discovered, many people ask why Arnprior doesn’t profess its greatness. Arnprior’s natural beauty is an attraction for any tourist. To boost the tourism potential of Arnprior, the Town of Arnprior in cooperation with the Greater Arnprior Chamber of Commerce, the Arnprior Economic Development Committee, the Arnprior Downtown Business Association, and a grant from CFDC, invited Dimestore Fishermen to enjoy fishing in our community. The Town of Arnprior was the lead on the project. However, each group contributed to the cost of the Dimestore Fisherman’s visit. Yes, the total cost was $10,000, but it is excellent value for money. The great fishing and natural beauty of our area can now be seen on a half-hour TV show that

plays on multiple TV networks throughout the summer and in reruns and is available for download on the web. In addition, the community received promotional DVDs from Dimestore Fisherman to use to promote the area. With over $300 million being spent by visitors in our province every year, it is increasingly important for Arnprior to actively promote what it has to offer. Increases in tourism lead to new businesses, more jobs, increased product availability, and a host of other benefits. While some criticism has been received regarding the Town’s spending, it is important to recognize the value of not only promoting our town, but also the exceptional quality of life that community events such as the Prince and the Prior and many other events provide residents and visitors.

With reference to your article in the Arnprior Chronicle-Guide of July 1, I wish to respond to Councilman Lammert’s remarks about my recent letter to the newspaper regarding parkland in Arnprior. First of all, I never suggested that such a project would be done “in a week.” I know that these things take time to evolve. I was simply suggesting that there are resources here in Arnprior that exist that will meet needs

My name is Marjorie O’Donovan and I’m here from England visiting my daughter and her family. I wrote to you when I was here four years ago and I felt the need to write to you again and brag about my lovely holiday. I have never been to a place in my life where everyone is so kind. I am very impressed with the level of politeness I’ve received from the town. They have made me feel overly welcome without hesitation. This has been the best holiday of my life because of the wonderful people in this country. I am equally impressed with the beauty in every corner of this country. Canada is the cleanest country I have visited and the breath of clean air every morning is refreshing. The space you have is overwhelming from what I’m used to. The people are some of the nicest I’ve ever met. We had a lovely police escort when we got lost near Prescott. I’ve also never had so many people open doors for me. Even in the heart of an earthquake, we had kind people offering to help. If I was in my younger years I would honestly consider moving here.

Only one councillor showed interest in dog park To the editor:

Last Saturday Arnprior was transformed into a dazzling kaleidoscope of Algonkin first natives in traditional canoes; period costumed re-enactors and townsfolk; shiny horsedrawn carriages; gun salutes; princely speeches and much, much more. My husband and I took great delight in dressing up in costume, as did many others. It was a hugely fun event from start to finish, a photographer’s dream, and a very positive influence in bringing visitors to the town. I sincerely thank Janet Carlile for being the brains behind this unique event and I hope we stage others in years to come to build on its resounding success.


Steven Grail of Arnprior submitted this photograph of the Canada Day parade in about 1960 in memory of his grandfather Fred Russell. The photograph shows the Baker’s Chevrolet Auto float with the famous Mac’s Melodiers entertaining. Grail notes it was during the glory days of the Newbyrne Hotel, seen on the right. In those days Arnprior was a small town full of proud people, he said.

O Canada, indeed To the editor: I wanted to write in regards to Canada Day in Arnprior, particularly the giving event at the Giant Tiger Parking lot. What a great display of patriotism. Here we have a few giving freely without holding back. I’m talking about the free entertainment by two guys on guitar and their special guests (bravo), not to mention the volunteer workers and the free food. That’s right, free. Wow, in this day and age, hats off to all of you.

Hot dogs and drinks were purchased and donated by George Harrison and the great hamburgers were donated once again by Mr. Howie Lebrun. Thank you, Howie. They were great. Howie pointed out that it was Scheel beef and that he had help from Cory Scheel. If this act from these great Canadians fails to say I’m proud to be from Canada, then I don’t know what does. Cars should have been kept away from park To the editor: It was with much anticipation and interest in the Prince and the Prior re-enactment that I hoped, so much, would resemble other such events that I have observed in other locales. I must admit that there was a certain amount of trepidation that invaded my thoughts, because of Arnprior’s history of functions going bad, being poorly attended or unsupported, as is the case, for whatever reasons, of past local events. Things appeared to be progressing swimmingly and I followed with interest as the event approached. Thoughts of volunteers preparing for and period costumes being created for the upcoming re-enactment, put to rest much of my anxiety. I recently came across a Chronicle from 1939, regarding the Prince’s visit in 1860 and an accompanying write-up regarding the occasion. This timely find whet my appetite even more, with regards to what I hoped would be a defining moment in Arnprior’s evolution. When Saturday July 3 eventually arrived, I attended the event at the park. Initially, things appeared to get off to a good start. Although the crowd was rather sparse to

begin with, I was still hopeful that Arnprior had advanced in its progress towards the success that one observes in places such as Perth, Merrickville or even Almonte and many other equal or smaller venues. Volunteers in period costumes mingled with the crowd, introduced themselves as whatever character they were portraying and did a wonderful job of enlightening those attending the event. Now for the downfall. As the party in canoes approached the shore, people were permitted to intermingle with those portraying characters actually involved with the procession. People in their Tshirts and ballcaps, cell phone cameras, cut-off jean shorts with their designer dogs in tow moved in, unrestricted, obviously un-informed about remaining out of the scene which was being depicted by these volunteers who had invested so much time and effort. Although the police were in attendance, I saw absolutely no effort to control automobile traffic. Why so many cars were allowed in the park is beyond me. Gary Carter Arnprior

Community Policing to hold bike auction Saturday Arnprior Community Policing will auction off the Arnprior OPP’s recovered bicycles and other general property items this Saturday July 10 at 11 a.m. at the Arnprior Mall. There are about 20 bicycles that have been found, abandoned or turned into police for a variety reasons. They have

gone unclaimed for at least three months. The bicycles are all sizes, colours, makes and models, and in variety of working order. Auctioneer Bernie Lynn will hold the sale in the vacant store near Val’s Coffee Shop. All proceeds go toward Community Policing’s many programs.

Each week we feature animals from the Arnprior and District Humane Society that are up for adoption. 3709 Bruno Do you have room in your home and heart for Bruno, a big, loveable, silly four-year-old, neutered Bullmastiff mix? He was a stray who was brought to the shelter. Bruno loves tummy rubs, is fully housebroken and has good manners. He knows some basic obedience commands, but is sometimes too stubborn to obey them. He is a large, strong dog who requires a home with lots of space, preferably with a fenced yard. An owner with large breed experience would be ideal. Bruno enjoys going for walks, but does need more leash training. He is good with some other dogs as long as they are calm and well behaved. He may be too intrusive for most cats. Bruno would be best suited with older children as he can get a little carried away when playing, he does not realize his own size. # 3708 Bodi This adorable little pooch will make a wonderful companion. Bodi is a two-year-old, neutered Lhasa Apso/Poodle mix who was found abandoned at the shelter. He was in terrible shape and had been badly neglected. After several baths and a new haircut, Bodi is now looking for his forever home. He can be quite affectionate once he knows you and is an energetic little dog who enjoys daily walks. He gets along well with small submissive female dogs but has issues with other males. He is good with cats. Bodi would be best suited in an adult-only home and will require regular grooming to prevent matting. Bodi is housebroken and doesn’t seem to be an excessive barker.

The purpose of the application is to sever part of Lot 3, Plan 49, to create a residential lot. The property to be retained contains a multi-unit apartment dwelling. The property to be severed is vacant land. The application for severance proposes to sever an area of approximately 496.5 square metres with a frontage of 21.3 metres on McLachlin Street and a lot depth of 21.5 metres. Arnprior OPP are seeking a man who tried to rob Fraser’s Tires on Madawaska Boulevard early Monday, July 5. Police report that at about 2 a.m. a lone male, entered the premises and tried to go behind the counter to the cash register. A physical altercation ensued between a store employee and the suspect, who gave up the robbery attempt and fled on foot. This is an ongoing investigation and anyone with information is asked to call the Arnprior OPP at 613-623-3131. DRUG STORE BREAK-IN OPP Sergeant Paul Dowdall is investigating a break-and-enter at Clancy’s Drug June 27. Suspects broke into the drugstore and stole various prescription medications. Anyone with information regarding this crime is asked to call the Arnprior OPP at 613-6233131. DRUG CHARGES On July 2 during a routine traffic stop, Arnprior OPP Constable Pasta arrested and charged a 19-year-old McNab-Braeside teenager for possession of a controlled substance. Police report 16.9 grams of marijuana were seized from his vehicle. The accused is scheduled to appear in court Aug. 25. On July 3 during a routine traffic stop, Const. Dunfield, arrested and charged a 17-year-old male from Arnprior with possession for the purpose of trafficking. Police report 10 grams of cocaine and associated paraphernalia were seized. The accused is scheduled to appear in court Sept. 13. The accused, a young offender, cannot be identified due to the provisions of the Youth Criminal Justice Act. On July 5, Const. Cameron, arrested and charged another young offender, a 17-year-old male from Arnprior, for possession of a controlled substance, possession for the purpose of trafficking and possession of property obtained by crime. DRIVER NABBED On Canada Day, Sgt. Paul Dowdall charged a 20-year-old McNab-Braeside woman with speeding and being a G2 driver with blood alcohol above zero. She was issued a three-day driving suspension. FRAUD CHARGE On June 25, Sgt. Dowdall arrested and charged a 50-yearold woman with three counts of fraud for using NSF cheques to purchase fuel. She will appear in court Aug. 18.

Renfrew OPP are alerting boaters that they can expect to see officers on marine patrols on area waterways in the coming weeks and months. To date, officers have issued tickets for possession of open alcohol on

the water, as well as for not having a spotter while tubing. Officers will also be checking boaters to ensure they have an operators card, as well as sufficient life jackets for everyone on board.

The Arnprior Public Library will be closed next week (July 12 to 16) for renovations. The library expansion project will provide greater access to the book collection and offer additional Internet stations, a second meeting space, community art space and even a small café. “During the closure, contractors will be replacing the flooring in the foyer. This will force

the closure of our book drop as well,” said librarian Karen DeLuca. “This is the first disruption in service since construction began at the end of April. The entire project is expected to be completed by early August,” she added. The Arnprior-McNab-Braeside Archives in the lower level of the library will also be closed July 12 to 16.

Chalk up another inspiring “triumph” for the Arnprior and District Breast Cancer Support Group (ADBCSG). Thanks to backing from the group and a $28,200 Ontario Trillium Foundation grant, the Prior Chest Nuts unveiled the Kahula, their new dragon boat, and paddling equipment in front of an enthusiastic crowd at the White Lake Marina June 27. The Chest Nuts are a group of Upper Ottawa Valley breast cancer survivors that have taken up dragon boating for fun, exercise and therapy as they fight off the disease. Several speakers, including Renfrew-Nipissing-Pembroke MPP John Yakabuski, stressed activities such as dragon boating have improved survivors’ lives both physically and mentally. Having a dragon boat available for breast cancer survivors in the Arnprior-Renfrew-Pembroke area will enrich their lives, say supporters. L.A. Schmidt, a dragon boat gold medalist from Dunrobin who was guest drummer for the dragon boat’s launch, pointed out a recent study indicates breast cancer survivors engag-

ing in dragon boating had a 55 per cent better chance of the disease not re-occurring than those who didn’t. “Despite what some medical experts have recommended ... upper body exercise is a good thing (for cancer survivors),” she said. Arnprior Mayor Terry Gibeau, who announced to cheers the town will hold a dragon boat festival as part of its 150th anniversary festivities in 2012, praised the ADBCSG for helping all breast cancer sufferers who need support. “They know no barriers,” he said, noting the group assists people regardless of religion, economic status or race. “No other group that I know has done so much to build consensus and engender support in the community as the Arnprior and District Breast Cancer Support Group,” said McNab-Braeside Mayor Mary Campbell. This latest venture is another “triumph” for the group, she said. “I commend the members of the ADBCSG and the Prior Chest Nuts on their commitment and dedication to helping breast cancer survivors in the Ottawa Valley region,” said Yakabuski. “We are indeed fortunate to have fine people like you in our area providing support

and understanding for women who are experiencing or have experienced breast cancer and I thank you for being there.” Yakabuski also thanked the Ontario Trillium Foundation’s Eastern Ontario grant committee and Renfrew County program manager Alex Wojtow, who was on hand for the ceremony, for recognizing the strength of the application. The applicants responded by thanking the local officials and the Trillium Foundation for the support, the Arnprior Lions Club for providing a barbecue and the White Lake Marina for hosting the event. After the speeches, piper Bobby Smith led the Prior Chest Nuts crew down to the dock where the Kahula was eased into the water. To the strains of the song Take it Away, the paddlers left for their inaugural ride around the bay. Suzanne Bodnar of the Kingston Chestmates breast cancer action dragon boat team was on hand to explain that Take it Away was written as a poem by one of its members, Deb Schutt. Now released on a CD, it is a “celebration of breast cancer survivor dragon boaters” and has become an anthem connecting and inspiring them “all over the world,” Bodnar said.

One of Canada’s top rock bands April Wine and new motorsport and exotic animal shows are among the many offerings that will make up this year’s Arnprior Fair. The Arnprior Agricultural Society unveiled the attractions last week for the 156th Arnprior Agricultural Fair, which runs Aug. 5 to 8. Volunteers have been busy organizing the events, which include exciting new attractions as well as old favourites. In the spirit of adding new excitement to the fair, directors are pleased to introduce new events, including the addition of a Thursday night line-up highlighted by the Edge Motorsports’ extreme thrill show. Local musician Gary Patrois will provide the Thursday entertainment. For children and animal lovers, the fair will feature Bowmanville Zoo’s exotic animal shows Friday, Saturday and Sunday afternoons. There is also going to be a bingo and entertainment by Gamut Friday, a busy day that will wrap with the April Wine concert. New events Saturday include ‘Lunch Box – Deal or no Deal’ for the kids, Circus Delights and other family entertainment.

The returning favourites include agricultural and other exhibits, a team penning competition Saturday and Sunday, beef and dairy shows, 4H shows, and Saturday’s always popular Demolition Derby. Other entertainers include Catalyst and Simon Clarke’s A Touch of Class. Fair directors say they are “confident these events will be a fun part of the family entertainment at this year’s fair, and look forward to seeing everyone there.” Advance gate and ride passes will be available soon. Arnprior District High School celebrated its firstever June commencement ceremony last Monday. Valedictorian Heather Boersma delivered an inspiring message to her peers. “These past years were embodied with Redmen spirit and pride. An event fit for a prince

Robert Simpson Park was awash in a sea of hoop skirts and top hats July 3 for the Prince and the Prior, just as it must have been in 1860 as thousands gathered for Prince Albert Edward’s visit to Arnprior. The re-enactment is being deemed a success, says organizer Janet Carlile, curator of the Arnprior and District Museum. “I have received some amazing comments from some people. It was just wonderful,” said Carlile. “I think, for the most part, a good 2,000 people enjoyed themselves.” Special guests for the event included several First Nations representatives and Martin Hill, deputy commissioner of the British High Commission. Carlile said she was really pleased with the participation of the First Nations representatives, which was a late development in the day’s itinerary. “It was a really welcome surprise. They added so much to the event,” she

The menu, which included chilled smoked tongue and duck terrine, was based on the original food served to

the prince and his entourage by McLachlin and his family. “They did a very good job with a difficult menu. Foodies should be very proud,” said Carlile. One of the high points for Carlile was just before the crowds started to gather.

“I looked around and it was just a sea of hoop skirts and top hats,” she said. “It really was the costumes that made it.” The costume team, led by Cathy Rodger, Joanne Delmer, Sue Hodgins and Ingrid Harris, did a fabulous job. Carlile is extremely grateful to the many volunteers who came together in all areas to make the event a reality. “Without them, it just wouldn’t have happened,” she said. The day included a Bertie Bear Tea Party for young visitors, live entertainment, a lumberjack show and a host of food and product booths. Events ran smoothly for the most part, with the usual minor snags and challenges, said Carlile. The event was a good learning experience. “It’s a good dry run for the 150th (anniversary) of the town in two years time,” said Carlile. While there had been speculation Queen Elizabeth might make an appearance and the invitation had been extended back in January, it wasn’t to be. Even without an appearance, the royal buzz with the Queen visiting Canada only helped build excitement for the event, said Carlile. British deputy commissioner Martin Hill was impressed with the event. “It’s been wonderful, they’ve put on a wonderful show,” said Hill. “It’s a great honour to be invited to be part of this.”

Pilots hosting annual fly-in breakfast July 11 Aircraft of all shapes and sizes will be on display this Sunday, July 11 at the Arnprior Airport. The Canadian Owners and Pilots Association (COPA) Flight 33 is holding its annual Fly-in, Drive-in, Bike-in, Walk-in breakfast from 7:30 to 11:30 a.m. As well as a hearty breakfast for $6, people can view the visiting planes up close and chat to their pilots. Pilots from flying clubs from all over Eastern Ontario

and even further afield visit Arnprior for the breakfast, which has been a major summer event on pilots’ agendas for at least 20 years. Last year, more than 600 breakfasts were served to aircraft enthusiasts. COPA official Mike Asselin points out the breakfast is run by volunteers and funds raised support the promotion of general aviation and Arnprior Airport projects. The road construction in the area shouldn’t be a problem.

Undeterred by an underwhelming turnout June 27, organizers of Stretch by the River are already talking about ways to attract more people to the event next year. “It’s unfortunate that the attendance at the Stretch did not do justice to the effort and quality that went in to it,” said McNab-Braeside Mayor Mary Campbell. “We will have to rethink this one.” Jane Brownrigg, regional manager of the University of Ottawa Heart Institute, which sponsors the event with the Renfrew County Paramedics and Ontario Power Generation, agrees. The exercise event, which started last year with the first Stretch by the River in the Braeside area, is still in its infancy, she noted. However, there are some promising signs for the event, which is spreading throughout Renfrew County. A Golden Lake Stretch was held Wednesday with walks planned for Barry’s Bay and the Pembroke area. A proposed walk between Renfrew and Calabogie on the K&P Trail is generating a great deal of interest. Brownrigg said Stretch by the River organizers would like to build on the overwhelming success of the winter walking program at Arnprior District High School, which had 477 registered participants when it closed for the summer. If publicized well, a Stretch by the River soon after the walking program’s break could attract many of those participants to an outside exercise event, said Brownrigg. Noting Rick and Bailey Rogers enchanted participants at Red Pine Bay with their music between the 4 and 7 p.m. walks, she said a free concert will also be considered as a way to bring in people.

Care for seniors keeps them active in community The Arnprior District Memorial Hospital is partnering with Island View Retirement Suites to bring care into the community for area seniors. “This partnership is supportive of one of the hospital’s strategic plan goals and we’re proud of this important collaboration and its benefits for seniors in our region,� said ADMH CEO Eric Hanna. “A recent study by the Ontario Health Quality Council shows that the Champlain LHIN has the longest long-term care waiting list in the province and we want to support seniors in our region to help them stay in their homes as long as possible or until additional longterm care beds are built.� The Arnprior Mobile Geriatric Day Hospital has recently moved from the Grove Nursing Home to Island View Retirement Suites on Jack Crescent. Individuals are referred to the outpatient program, assessed and assigned to a health care team to address any ongoing issues. When seniors come to the ADMH emergency department, they may be seen by the Geriatric

Part three of the four-part series Situation Critical explores seniors’ concerns about the care they receive in long-term care homes, and a representative example of those who experience exemplary care. THIRD IN A FOUR-PART SERIES

By Rob O’Flanagan When a visitor pounds on the metal door of his no-frills, $550 a month apartment, George LeLievre slowly, painfully answers. That he is able to unlock the heavy door and swing it open with enough energy to flash an inviting smile and offer a “Please, come in,” is a remarkable feat, given the number of complex medical conditions that reside, or have resided, in this frail 67-year-old man’s body, and considering the number of times the tough Hamilton senior has walked a tightrope around the mouth of his grave. A broken back, five hernias, tuberculosis, colitis, lymphoma, at least two heart attacks and coma — LeLievre’s scar tissue draws a map of a tough life lived hard, of a body ravaged by manual labour, tobacco and drink. One of 17 children born to Pearl LeLievre and her husband George Sr., of Kirkland Lake, LeLievre is a living, laboriously breathing anomaly: He walked out of a long-term care home and returned to life in the community. Ministry of Health and Long Term Care statistics from 2009 show just 11.6 per cent of residents across the province were discharged to a private home. The average stay for more than 75,000 frail elderly in 625 provincially supported nursing homes is three years. During LeLievre’s year and a half in Victoria Gardens Long-Term Care, the sound-of-mind senior said he was witness to a situation that was as much detention centre as home, where residents were left in wheelchairs in front of televisions morning to night, and where, he said, the recently deceased were left in their beds for hours in plain view of visitors. LeLievre said he was provided a bare minimum of medical care and personal attention, despite his serious needs. “Seven-thirty in the morning they give me my medication,” said LeLievre, sitting at the kitchen table of his sparsely furnished flat, pictures of his large family on the walls, a cigarette burning in his bony fingers. “Then at noon, I get my medication. And four o’clock, I would get medication. And that’s all they done for me.” Ranka Stipancic, administrator of Victoria Gardens, on Victoria Avenue North, defended the level of care at the home. While she wouldn’t speak to LeLievre’s case specifically, citing privacy regulations, she said the home has been caring for residents with high-intensity medical needs for years, and that the province has a special program that helps defray

the costs of that care. Current Ministry of Health records (from May) show Victoria Gardens performed better than the provincial average on inspections over the last four years. Stipancic said round-the-clock registered-nursing care and staffing levels are adequate to meet the care requirements of residents. LeLievre’s view of his time at the government-licensed home in the Landsdale neighbourhood reflects concerns expressed by patients, families and elder advocates during research for Situation Critical, Metroland’s special report on long-term care. While Ontario’s most urgent problem is that tens of thousands of its most medically needy, fragile seniors are stuck, sometimes for years, on unbudging wait lists for a nursing-home bed, barriers to care can also arise once a senior secures a place in long-term care. Years of understaffing and pressure from the influx of increasingly older residents with more complex medical and personal needs leave staff gasping to cope with the demands. The average age of residents at admission is 80, and about 73 per cent have Alzheimer’s or other dementia. It can be overwhelming for front line personal support workers just to meet the daily living needs of the majority of residents, leaving those more able to fend for themselves. A skeletal figure with sunken cheeks and large, animated eyes, LeLievre said he often had to change his own colostomy bag in the nursing home despite chronic back problems. He continues to battle cancer and heart disease. “When I needed help to change my colostomy bag, I’d say, ‘Can I get some help to do that?’ They’d say, ‘With you in a minute.’ Then it was, ‘Oh, it’s my smoke break.’ Or it was, ‘Oh, dinner hour, can’t do it now.’ I wind up changing it myself.” Stipancic, the home administrator, said some residents choose to change their own colostomy bags. For those who are physically and cognitively capable, “the staff will provide teaching in order for the residents to maintain their independence.” Personal support workers assist those who need help with the procedure, she added. LeLievre said the dead were neglected during his stay. When a roommate passed away, the deceased man was left in his bed for hours. “There’s no courtesy there to pull the drape around him,” he said. “He lay in that bed all night until maybe 11 o’clock in the morning … That’s not the only one I seen, I seen many of them go that way.” Stipancic said when a resident dies in a long-term care facility, a physician is notified to come to pronounce death. Every tenth death is investigated by a coroner. “We can’t move the body until either the physician or the coroner have been here,” she explained, adding the body is

always screened with privacy curtains as part of postdeath care. An end stage of the health care system, long-term care is generally acknowledged as the place where those who need 24-hour personal and medical assistance go to live out their last days. Despite the large number of people residing in homes, those who study long-term care say it remains largely an out-of-sight, out-of-mind sector. “I think long-term care has been marginalized from mainstream health care,” said Kevin Brazil, a professor in McMaster University’s department of clinical epidemiology and biostatistics, an expert in long-term care and care of the dying. “It has been sort of bracketed and pushed aside.” Implicit ageism and a “sanitized culture” that distances itself from the realities of death and dying contribute to the marginalization, he added. A Residents Bill of Rights (included in the health ministry’s Long-Term Care Act) has long been in place to protect those living in long-term care settings, and a new and expanded version of the bill, containing more than 25 rights, will be in place this summer. But those rights — the right to be properly clothed and groomed, to privacy, to participate fully in care decisions, to engage in activities good for mind and body, and provision for family and residents’ councils through which complaints can be made — are widely overlooked and often violated in homes across Ontario, advocates for the elderly say. Homes post the Bill of Rights for residents and families to see, but there is pervasive fear of repercussions for complaining. “There are a few things about long-term care that are barriers to the enforcement of any standards or any rights,” said Natalie Mehra, director, Ontario Health Coalition, “and one is that residents are afraid of repercussions for complaining, the same as their families.”

First-hand accounts of the conditions and quality of nursing homes cover the exemplary as well as the questionable. A 2009 survey by the Ontario Health Quality Council found 60 per cent of families rated the care of their loved ones in nursing homes as good. Wendy Renault, whose mother, Janet, 86, lives in Willowgrove Long Term Care Residence in Ancaster (operated by Chartwell Seniors Housing REIT), is a representative case. She said her mother trusts the workers, smiles at them, hugs them and holds their hands. “I figure that’s the best testament to the care she gets here,” the daughter said. Chartwell officials spoke of the absolute need for empathy and compassion in long-term care. “Most of the people that work in this field are here because this is really what they want to do,” said Linda Schertzberg, Willowgrove administrator. “You have to be a strong individual, because we deal with death. They are here for eight hours a day with intense one-on-one with the people they are working with. So they become close to the residents.” Administrators in long-term care homes plead lack of funding and staff as a root cause in cases when care is less than optimal. “I don’t want to cry about money,” said Pat Morden, chief executive coach of Hamilton’s Shalom Village, a progressive home with a good reputation. “But it is pathetic what we get, and it’s not enough to do what you (the public) want us to do and what we want to do.” The Ontario government is currently overseeing a review of funding, but there is no indication yet of what steps — if any — come next.

Renfrew County Legal Clinic is seeking Candidates for its Board of Directors The Renfrew County Legal Clinic is a non-profit corporation funded by Legal Aid Ontario, and governed by a Board of Directors which is elected by the membership at our Annual General Meeting in October. We are looking for candidates who want to support the work of the Legal Clinic. The Board of Directors is responsible for the overall governance of the Legal Clinic. The Board determines policy, including determining the legal needs of low income people in Renfrew County and deciding on the best use of the Clinic’s resources to meet those needs. The Board oversees the Executive Director, who is responsible for the day-to-day running of the Legal Clinic.

Weller to replace Rowat at St. Joseph’s

The Renfrew County Catholic District School Board has announced Jody Weller will take over as principal of St. Joseph’s school in Calabogie. Sept. 1 Weller replaces Mary-Lise Rowat, who will become the new principal at St. Joseph’s School in Arnprior Sept. 1. “Jody’s belief is that all students can

Arnprior student chosen to be valedictorian at St. Joseph’s STEVE NEWMAN steve.newman@metroland.com Arnprior student Nigel Grinstead gave an entertaining address as valedictorian of the Grade 12 class at the St. Joseph’s Catholic High School graduation ceremony June 24. The 17-year-old Grinstead spoke for the 80-some students at the ceremony that included an hour-long Mass and the presentation of more than 70 bursaries and awards. If Grinstead’s valedictorian address is any indication, he will do well in his comedy studies at Humber College this fall, as he had the crowd of several hundred listening and laughing at his innovative address. “As valedictorian, it is my duty to show wisdom beyond my age and offer profound, thoughtprovoking insight to the present life as well as the near future. “Unfortunately, I do not have the capacity to provide this kind of insight, so I went about writing my speech in a way that would cater to this. “When I see the word ‘wise’ I think of a few things: Gandhi, Buddha, senior citizens and fortune cookies. At the time I was rather hungry, so the more viable option seemed to be, without a doubt, the fortune cookies.” After a trip to the local Chinese restaurant, Grinstead had a bulk order and inspiration for five pieces of advice for his fellow students. His opening fortunate-cookie based advice was: Many receive advice, but only the wise profit from it. As Grinstead pointed out, it takes a smart person to know everything, but a brilliant person to keep learning after they think they know everything.

“For our whole high school career we’ve been taking advice from those we look up to,” he advised. “Don’t take this for granted, acknowledge the fact that everyone is always learning. Don’t pass up the opportunity to use someone else’s experience for your own gain; we’ll all grow to better people that way.” Other advice included: 1) All your hard work is going to pay off; 2) Aim high, the sky’s the limit; and 3) Enjoying means sharing. Regarding the latter, he said “accomplishments mean nothing if you don’t have people to share them with and celebrate. This (graduation) is a huge moment of success for you as an individual, and the feeling is great. Be sure to relish it, and allow others to take part in your happiness both now and in the future.” Lastly, he advised: Don’t be bitter, deceptive or petty. “To be bitter or deceptive,” he explained, “is only going to limit you in the long run by burning bridges that may not have been strong to begin with.” Before thanking his parents, teaching staff and fellow students, he also noted the importance of CGEs, or Catholic graduate expectations, and how they have helped “us become mature and kind-hearted people.” The CGEs, as part of the Catholic school system, “addresses our need to learn both logically and religiously. students graduate The Arnprior Adult High School held its graduation ceremonies June 23 with more than 30 students graduating from both the continuing education and PAL sites. For those in attendance, it was very proud moment for them as they walked up on stage to receive their high school diplomas Loran Young, the principal of the Adult High School and Continuing Education program, talked to the graduates about what it took for them to succeed. “We are very proud of all of you,” he said. “You committed yourselves to a hard task and delivered. What you have accomplished will open doors for you.” He thanked Gail Flick, Sue Bruemmer, Darcy O’Brien and Taryn Gallagher for all their hard work and dedication to the students. Roger Clarke, the director of education for the Renfrew County District School Board, brought greetings from the board. He was pleased he had the opportunity to share in the celebration of this important milestone in the graduates’ life. “So many lives have been changed because of your commitment,” he said. “Congratulations on your hard work and dedication.” A number of individual awards were handed out during the ceremony. High school student shares Dominican experiences A former student returned to John XXIII June 25 to testify that their contributions to a school in the Dominican Republic are making a difference. Audrey McMann, now a Grade 11 student at St. Joseph’s High School, shared

her experiences in the Caribbean county. She was part of a school trip to the Dominican in February, when students painted home and replaced windows in schools among other jobs. The trip was inspiring and worthwhile, she said.

John XXIII students continued a tradition started 24 years ago by presenting $1,435.79 to the Grey Sisters to help with funding improvements at a rural school in Antonci in the Dominican Republic. Taking part in the presentation at a year-end assembly, from left, are Sister Catherine O’Shea, Sister Susan Daly, Grade 2 student Adam McCuaig, Grade 6 student Ben Riopelle and (behind) former John XXIII student Audrey McMann, who is now attending St. Joseph’s High School. Sister Daly told students that the money raised annually by the school in Arnprior has provided a number of valuable additions that Canadians tend to take for granted such as library books and a well so students don’t have to walk a long way for water. Their Dominican counterparts are very appreciative of the John XXIII students’ generosity, she added. Sister O’Shea said that the Dominican students are anxious to learn as it is a “passport for a better life.” The Sisters, who have both frequently visited the Dominican and Haiti, also thanked the students for contributing to Haitian earthquake relief. Teachers head back to school in Arnprior for French course Elementary public school teachers are going to summer school this week in Arnprior to upgrade professional skills in the teaching of French. Like most jobs, the teaching of core French can be more effective if it is supported by the right resources. Exploring a variety of strategies and hands-on activities that will motivate Grade 4 to 8 students, organize reading sessions and help students make sense of what they are reading

and thinking is the focus of a French as a Second Language course for elementary teachers that is being held at A.J. Charbonneau elementary school in Arnprior this week (July 7 to 9). Participants are the Elementary Teachers’ Federation of Ontario’s (ETFO) Summer Academy. They are among the more than 2,000 teachers registered to take part in about 70 curriculum courses across the province in July and August.

ETFO’s eighth annual Summer Academy is funded in part by the Ontario Ministry of Education. The three-day course in Arnprior is one of a broad range of professional development opportunities offered by ETFO in partnership with its locals and many district school boards across Ontario. Courses are planned and taught by ETFO members and designed to provide teachers with practical skills and resources to use in their classrooms.

With water levels lower than usual, a large turnout was expected last month at a Lower Ottawa/Madawaska stakeholders meeting hosted by Ontario Power Generation. Yet only a handful of local residents gathered at the June 8 session aimed at maintaining public trust and keeping the lines of communication open between the public and OPG. The manager of operations at the Chenaux Control Centre, Chris Tonkin, says the small crowd at the presentation is a good indication that OPG is doing its job of getting important information – including safety messages – out to the public through other mediums. During the opening of the meeting, he informed everyone that OPG had received approval of a Madawaska Water Management Review from the Ministry of Natural Resources. A core group of individuals had formed an advisory committee and worked on the plan, which was approved in April. Donald Ferko, water management engineer, then took the floor to speak about the water levels for a major portion of the presentation. OPG utilizes special instrumentation to go out and regularly measure snow depths each winter in more than 100 check points. However, even with heavy snowfalls and large accumulations, it doesn’t mean there will be abnormally high levels along the water systems come spring. “Snow is an important factor, but doesn’t necessarily affect how much will melt and end up in the rivers,” he said.

He used data collected in 2001 as a good illustration where some areas saw almost five times the average measured snowfall. “This would be an indicator that there would be a high potential for flooding.” But little rain fell in late April and May and the snow ended up evaporating instead of melting and running off into the rivers, lakes and streams. This year has been almost the opposite. Snow levels measured in most areas were either on average or just a little lower than average and then there was an exceptionally dry spring with fluctuating temperatures, which caused what snow we had disappeared into the atmosphere. “In fact, we’re approaching historic lows for the May-June time period,” said Ferko. “Snow certainly plays a factor but snow does not paint a whole picture of what’s going to happen in the spring.” It’s all depending on the sequence of events that happen following the winter, Ferko summed up.

Free fishing weekend extended The provincial government has expanded its Family Fishing time frame from a weekend to more than a week this year. Ontarians can fish licence-free for nine straight days July 3 to 11. They can fish on their own or at a local derby or festival. The most prominent local event is the fifth annual Ryan Baskin Fishing Derby headquartered at the Arnprior Fairgrounds July 10. The Calabogie Fish and Game Club fishing derby, headquartered at Barnet Cottage on Calabogie Lake, will also be held July 10. “We welcome the expansion of Ontario’s licence-free family fishing weekend to nine full days, including two weekends,”

says Ontario Federation of Anglers and Hunters executive director Mike Reader. “We really hope that families will take advantage of the opportunity, in conjunction with National Fishing Week, to get out on one of Ontario’s thousands of spectacular lakes and rivers and experience the joy of fishing together.” All Canadian residents may fish licence-free in Ontario waters during Family Fishing Week, but non-residents require licences. Participants have to follow conservation licence limits. The province says about 1.3 million anglers fish in Ontario each year for the province’s 160 species of freshwater fish, spending $2.5 billion in the process.

Council bans fishing from Reid Bridge on Clayton Road DESMOND DEVOY desmond.devoy@metroland.com Mississippi Mills town council has banned fishing from the Reid Bridge along Clayton Road. “I think that a sad day has come when we prohibit people from fishing off of a bridge in a rural area,” Coun. Jane Torrance said June 28. She asked if a sign could instead be erected at the bridge warning motorists to be aware of people fishing off the bridge. “It seems to me that

we get one complaint and we’re passing a bylaw,” she added. Coun. Val Wilkinson agreed with Torrance, to a point. She indicated that the Reid Bridge is narrow and the speed limit along that portion of Clayton Road is 80 km/h. “I’d like to see the speeds on our rural roads reduced to 60 km/h,” Wilkinson said. “I share the sentiment (with Torrance). I just feel that the road is too fast.” Coun. Alex Gillis stressed the ban was necessary from a liability per-

spective. “From an insurance point of view, I’m not sure where we are,” said Gillis. Coun. John Edwards noted it was still possible for people to fish underneath bridges and beside them as well. “Some of the bridges are on rural roads with very low (traffic) volume,” said Edwards, Coun. Garry Dalgity pointed out there is another safety issue when it came to people fishing off bridges, that some people were hooking cars instead of fish when they cast off.

Arnprior District High School graduate Amy Dean has a busy and exciting summer ahead. Dean, 19, was chosen to be part of the U19 Ontario rugby team, and is playing games across Ontario with the squad. It’s the first time an ADHS player has reached such a high level, says coach Glenn Wallace. Dean, who has played rugby at ADHS for the past five years, is quite active, counting soccer, snowboarding and canoeing as hobbies. As a Grade 9 student, she decided to try rugby because it looked like fun and she liked the contact aspect of the sport. “It was really new to me and I thought it was a lot of fun,” she says. “There’s always something you have to work on.” She enjoyed the bonding experience with her teammates at ADHS. “You just get very close with everyone that you play with,” she says. She says she was quite shocked when asked to join the U19 team. ADHS played with teams from Ottawa, one of which was Mother Theresa, coached by Denis Blondin. After one game, Blondin spoke to the Arnprior girls about the tryouts and Dean joined a few teammates at the Ottawa event. She was then invited back to another tryout in Oakville. Next came the email inviting her to be a part of the team “I was kind of shocked by that email,” says Dean. In terms of her favourite position to play, Dean is known for her versatility. “I’ve played a lot of them but right now I’m inside centre,” she says. The commitment to the U19 team includes practices every Sunday and games all over Ontario. The travel is extensive but since the coach and about five other players are from

Glengarry Bhoys headline Almonte Celtfest The Ottawa Valley region has a great legacy of music, song, and dance traditions and is a rich heartland of Irish traditional music-making. This great music legacy will be showcased at the 14th annual Almonte Celtfest this weekend (July 9-11) in Gemmill Park. Headlining Celtfest 2010 are The Glengarry Bhoys, recipients of the coveted 2009 Celtic Instrumental Songwriters Award. The four ‘Bhoys’ from Glengarry County play a blend of original pop songs and fiery dance tunes of Irish, Scottish and French-Canadian origin. On Friday evening. July 9, Almonte’s pubs will feature “sessions” as they do in Ireland and Scotland when skilled musicians drop in with their instruments and create a musical atmosphere rich in energy and tradition.

On Saturday in the Old Town Hall, Celtfest, partnered with the Ottawa Valley School of Traditional Music and Mississippi Mills Music Works will offer a variety of Celtic music workshops for fiddle, piano accompaniment, bodhran, whistle and Irish flute and step-dance. Celtfest Saturday night’s concert in Gemmill Park will kick off at 6:30 p.m. and features performances from the Monday Night Fiddlers, The Skirmish, Herringbone and the Kyle Felhaver Band. Animals in the heat Personally, I do not like heat. In fact, if it was not for the rich assortment of dragonflies and butterflies that enliven summer walks, I would prefer to skip this season completely. However, we do have ways of escaping the heat. Fans and air conditioners have been working overtime these past few days. Many of you enjoyed waterside retreats and I spent as much time as I could in my canoe perusing cattail marshes. Although our wild neighbours have fewer options when it comes to extreme temperatures, they also employ some ingenious ways of staying cool when the mercury soars. Some of their adaptations are really not that different than the ones used by us. Many animals keep much of their activity confined to the early and late hours of the day when the sun’s effect is less direct, and seek shade during the rest of the time. A few create their own

shade. Dragonflies raise their abdomens high in the air and arch them over their backs to cast shade on their head. Thus their bodies serve as living umbrellas. On hot sand you generally walk (or run!) on tiptoes, keeping most of your tender foot from contacting the hot surface. Tiger Beetles, those day-active hunters that chase down prey on scorching sand, also step up when the sand gets hot. Their elevated bodies allow more air to flow between them and the sand. Because they look as if they are standing on stilts, this behaviour is known as “stilting.” Birds stay cool by staying in the shade. They also compress their feathers against their body so that heat escapes more readily. Their wings are spread open to expose more undersurface to the air. Smaller birds pant to pump more air through their large lungs and air sacs to remove body heat; larger birds such as owls pump more air in and out. The pumping action

of their throat is known as “gular fluttering.” If water is available, birds take baths. Ducks must seldom get hot! This might suggest that animals living in the water do not need adaptations for staying cool but many actually have them. Any body part that has a small volume but large surface is ideal for losing heat so when animals need to cool down they pump more blood into that part. Beavers own tails that are tailor-made for this function. Those pancake-flat structures can lose heat at any time of year, so in winter the blood flow to the tail is drastically reduced. A few animals even use fans. Honeybees work collectively and use their wings as fans, pushing warm air out of the hive and cooler air in. In June 2009, the Canadian heritage designation seemed a breath away, following the signature by then Ontario Minister of Natural Resources Donna Cansfield and the signed nomination papers for heritage status by federal Environment Minister John Baird. These signatures had followed the April 17, 2009 approval of the nomination by the Canadian Heritage Rivers System board. All that was needed to complete the deal was the signature of new Environment Minister Jim Prentice during his scheduled appearance at a Parks Canada conference in June 2009. However, Prentice didn’t appear, and the deal remains incomplete, without Prentice’s signature. About eight years into the local project, Renfrew County’s most famous river remains without the Canadian heritage status, and without a trademark many Renfrew County councillors believe would boost regional tourism tremendously In a carefully-worded presentation June 29 to Renfrew County council, Ottawa River heritage committee members Fred Blackstein and chairman Larry Graham came to ask for council’s support and to offer solutions and suggestions. Without using the name of local Conservative MP Cheryl Gallant, both committee members suggested the designation won’t happen without her support. It is also known this project was the brainchild of former, local Liberal MP Len Hopkins. Last year, Gallant expressed her concerns about how the designation would negatively impact people’s

Renfrew County Council awarded several tenders last week, including one for a culvert on Lochwinnoch Road in McNab-Braeside. That contract was won by Ottawa’s Goldie Mohr Ltd., which bid $153,688, or half of the next lowest bid. The work will be done on the McGregor culvert, known as structure No. C125. The Calabogie patrol yard contract for winter sand went to Thomas Cavanagh Construction, with a bid of $5,966 beating out Douglas firm, R.J. Selle Sand & Gravel by nearly $1,000. Three other companies had considerably higher bids. B.R. Fulton Construction of the Renfrew area was awarded the contract for hot-mix paving and related work on a 1.8-kilometre stretch of Brudenell Road in Killaloe, Hagarty and Richards Township. In June, Nolan accepted the nomination to the executive committee of EMSCC. ing this prestigious status include the Rideau Waterway, and the Humber, Mattawa, French, Athabasca, Arctic Red, Thames, North-Saskatchewan, Upper Restigouche and Yukon rivers. Speaking of the Ottawa River that famous explorer Samuel de Champlain travelled about 400 years ago, committee chair Graham said: “Arguably it is the greatest river in this county, if not in this country.” Whatever it takes, Graham and Blackstein say they would like to see the river heritage designation occur while the committee’s honorary chair, local aboriginal elder William Commanda is still alive. He was 90 when the project for river status began. As Graham said, “We’d like to see it completed in his lifetime.” The real hold-up, appears to be the lack of Gallant’s sign-off. “It’s within her scope to make this happen,” said Graham. The same day (June 29) county council unanimously approved a resolution, to be sent to Prime Minister Stephen Harper with a brief covering letter, asking for immediate approval of the designation documents, “thereby allowing the Ottawa river to be recognized as the great and historic river that is truly is.” That resolution was moved by RayeAnne Briscoe of Admaston-Bromley and seconded by Bob Sweet of Petawawa. The same resolution says the river has “represented a vital waterway for our first Nations communities and … played an integral role in many of the key events constituting Canada’s history.” The resolution also points out that a 100-person volunteer committee has worked on this project for thousands of hours and done widespread consultation with numerous stakeholders. This is the second such letter written to the prime minister. Another was written in 2008 that apparently resulted in Minister Baird signing the nomination papers for the Ottawa River’s Canadian heritage status.

Hart Stores celebrates its 50th anniversary this year with a kiddies colouring contest and a fundraiser for children. As a wholly Canadian owned chain of value oriented department stores across central and eastern Canada, including Arnprior, the Hart organization is proud to have chosen to support the Foundation of Stars with its fundraiser. The foundation is a benevolent organization that has over the years distributed $60 million to help fund medical discoveries that will revolutionize medical treatments for children. If you’ve visited your Arnprior Hart store lately, you will have noticed their display of ‘adorable’ teddy bears, appropriately named ‘Harthur’. Hart will donate $5 for each teddy bear sold in their 90 stores in Central and Eastern Canada. The proceeds will be donated to Foundation of Stars to help fund pediatric research “and help save the lives of our most valuable asset, our children.” In addition to the teddy bear promotion and a teddy bear colouring contest for children, each store is holding a special contest. As prizes, Hart will be awarding a $500 gift card to a lucky winner in each of its stores and as a grand prize, someone will win a $5,000 gift card randomly chosen from entry ballots received throughout the chain. Anybody can enter and no purchase is necessary. Drawing for the $500 gift card will be held Saturday, Aug. 7 at 4:05 p.m. at the Arnprior Hart store. in Lanark Highlands, called police regarding the theft of his aluminum boat from the shoreline. The owner advised police that he was away on business from June 6 to 11 when the theft occurred. Missing was a 16-foot aluminum boat, in excellent condition, with hull identification 32E30800. The boat was located pulled onto Crown Land beside the Lowny Lake campground. The owner was advised of his boat’s location, but when he went to retrieve his boat he discovered that was once again stolen.
