Gillies owners may take town to OMB Environmental designation in official plan protested DEREK DUNN derek.dunn@metroland.com The Gillies Home owners say they will take their case to the Ontario Municipal Board (OMB) if Arnprior’s official plan – approved at Monday’s council meeting – is not changed. Ron MacIntyre and Alex Winter have sent numerous letters and voiced opposition to the official plan for months now, specifically in relation to their property surrounded by the Gillies Grove. They say it was zoned R1, a residential designation, when they bought the property from the Oblate fathers; it was a dealbreaker for them if the designation were to remain open space.

Arnprior man killed in rollover on Highway 417 JOHN CARTER john.carter@metroland.com An Arnprior man was killed in a rollover on Highway 417 east of town Tuesday morning. OPP report Ronald Levesque,
41, was partially ejected from his pickup truck and pronounced dead at the scene. When OPP Ottawa Traffic Detachment officers responded to a report of a vehicle leaving the westbound lanes of High-
way 417 near the Galetta Side Road about 5:50 a.m., they found the pickup overturned in the ditch. Police say the driver had lost control and speed is being considered a factor. The highway’s westbound

After obtaining R1, the couple went ahead with the purchase of the over $1-million historic house. However, today, less than five years later, the town has approved the county-produced official plan that sees an environmental protection designation returned to the property. “It basically makes the property unsalable,” MacIntyre said after an earlier meeting. Planner Robin Smith explained the town is simply following the county’s advice and guidance. The county assured the town the property is not hindered or restricted beyond what is its current status. McNab-Braeside disaster relief cheques in the mail, committee disbands JOHN CARTER john.carter@metroland.com The campaign to help the victims of last July’s flash flooding in McNab-Braeside raised $60,616.06. With the provincial government doubling that, the McNabBraeside Disaster Relief Committee has distributed $181,848.18 to 13 claimants, mailing the cheques last Friday. The volunteer committee wrapped up its activities Monday thanking the public for its support and being thanked for its efforts. “Your heartfelt donations in our community helped many families recover from the July 24 disaster,” said committee chairman Neil Stewart. The committee’s special advisor David Root said the distribution of funds appears to have claimants satisfied, as the formula was clearly explained to them all. He applauded the committee for its
“wonderful” work. In return, Stewart said Root’s expert advice helped make the committee’s job easy. He also thanked the township staff for all their help in ensuring the process went smoothly. Ministry of Municipal Affairs and Housing’s area municipal advisor Steve Sellers attended the final meeting to present the committee members with plaques of appreciation “for all your hard work. You did a wonderful job … we appreciate everything you did,” he said. The committee members admitted there were challenges along the way, but agreed they worked well together. In one of its last moves before disbanding, the committee decided the list of donors should remain on the McNab-Braeside website for another month, then be eliminated to reduce the chances of other organizations using it.

DEREK DUNN derek.dunn@metroland.com After one term on Arnprior town council, Eric Burton has decided to campaign for reeve in the lead-up to the Oct. 25 election. “There is a lot more we can do to attract industry and create local jobs,” Burton said. “That is the number one issue in this election” A lifelong Arnprior resident, Burton said he remembers a time when local titans such as Tommy Sullivan and Robert Simpson would aggressive pursue economic activity, luring many of the major manufacturers that have remained. It is well and good that council has approved spending on “hard” infrastructure – meaning underground pipes that, politically, don’t pay off like a new play structure – but more is needed. As the town’s first link to county council, Burton said he would continue his work of drumming up grant money and motivating staff and private citizens. Burton, while starting a family this term of council, led council on the following files: • Creation of the Ottawa River Summit, a group of public bodies and non-governmental organizations uniting this August; although staff and colleagues opted against hosting the event, Burton was important to its growth.

opment officer who serves both the town and GACC. · Sat on the Ottawa Valley Tourism Association for one year. “Slowly and surely, by working with my colleagues on council, staff and the media, I’ve been able to create partnerships with the business community and funding sources from other areas,” Burton said, adding that he is glad to see youth program he worked on before joining council become a multiple award-winning part of the municipal government. However, Burton was one of the strongest opponents of bringing a retail power centre to the highway, although most of his influence was exercised behind the scenes. However, he insists municipal politics has nothing to do with party politics. To reconcile his pro-business work with the social issues-focused NDP, Burton said he believes in justice issues. Council gives project another extension Developer complains to council about poor communication from town DEREK DUNN derek.dunn@metroland.com Arnprior town council voted against a staff recommendation at Monday’s meeting and granted a oneyear extension to the subdivision planned for Madawaska Boulevard and Jack Crescent. Town planner Robin Smith argued the high-end condo units known as Livingeasy Homes, proposed by Bruce Yateman, were granted a one-year extension in the past because of a downturn in the economy. (He offered the same reason this time around.) Since then, there has been little progress on a number of issues raised by the town, including lack of engineering plans and water main crossing plans. Also, the town has enough other residential development plans in the works to reach its 10-year planned capacity. “This development is not considered large in scale,” reads Smith’s report. “Due to the lack of progress on any design work and the scale of the development and other options available to the owner to achieve a development, staff would recommend that the developer be advised that council
is not prepared to support a further extension.” Calling the $10- to $15-million project small didn’t sit well with Yateman, who was allowed to speak at Monday’s council meeting. He said he spent $100,000 recently on new architectural plans to zero in on seniors 60 years old and beyond, rather than the original plan of attracting early retirees. Until that is settled, Yateman said, there is no point in him pursuing design and water main changes. “We are quite sure we’ll get retirees with money from Ottawa. It’ll be a huge benefit to the downtown core,” Yateman said, adding that densification would save the town on infrastructure dollars. “There is a large difference between urban sprawl and what I’m doing.” He said the town sends mixed messages with Mayor Terry Gibeau and public works director Janet Collins contradicting one another, noting that only hours before the meeting he was informed of Smith’s recommendation. “I’m very disappointed with the lack of communication,” Yateman said. “The communication is very
weak and I’ve gotten very inconsistent messages.” Coun. Tom Peckett wanted to defer making a decision until Gibeau returned from holidays. Coun. Jack Lammert said the accusation of poor communication was “all hearsay to me.” However, councillors Mark Willmer and Eric Burton along with Reeve Walter Stack all agreed the town will not suffer by granting the extension. PEGASUS EXTENSION The Village Creek Subdivision, a Pegasus Development project near Campbell Drive and Highway 417, received approval for its one-year extension from both staff and council. Smith said Pegasus has provided designs and plans, although more is needed on how it will deal with drainage and fire flow issues. “They seem to be very proactive in moving this project forward,” she said. “Staff have spent a lot of time with them on it.” However, Lammert said he is concerned with changes within the company. He convinced colleagues to have staff assure any costs the town has put toward the project will not be lost.

Don’t hug the hogweed Look before you leap. Into an embrace with giant hogweed, that is. The nasty weed has hit the news big time in the last week after the Arnprior Chronicle-Guide ran a story warning people not to get too close and personal with the giant plant that has made an appearance in the region. Since then media outlets all over Ontario have run stories warning that getting too close to giant hogweed can give you blisters and even cause blindness. Reports of hogweed sightings have poured in from all over Renfrew County, including nearby Horton, as well as from West Ottawa. So we’re surrounded. As a result of the publicity, government officials are urging people to report sightings to the invasive species hotline set up by the Ontario Anglers and Hunters in conjunction with the Ontario Ministry of Natural Resources. The number is 1-800-563-7711. There is also hogweed information at the website www.invadingspecies.com/Invaders. Obviously, it’s wise to be on the lookout for the giant weed when enjoying the great outdoors. But there’s no reason to get too excited. Running through clusters of hogweed in your bathing suit or rubbing up against it is dumb, just like it is to roll in poison ivy. But Hogweed won’t leap out and attack you. And because of its size, it’s hard to miss. Exhibiting common sense is the best way to make sure you don’t become a giant hogweed victim.

Prince and the Prior magical To the editor: On July 3 in Arnprior’s Robert Simpson Park, close to 2,000 people witnessed the exciting, successful and very gratifying culmination of several months of planning and hard work by the Prince of Wales 150th Committee, the original 11 signatories and that of all those who took part in the Prince and the Prior reenactment. From my own perspective - and apparently many others - it looked, sounded, tasted, smelt and felt like 1860 and I doubt the scene would have been much different on the day of the Prince of Wales visit to Arnprior 150 years ago. I know that Heritage Canada chose well in supporting this venture and we all sincerely appreciate the added support of the Corporation of the Town of Arnprior and the many local business’ and service clubs who contributed to this event. This was very much a production, but on this occasion there were no curtain calls and no credits in the program to any of the players in this show, but I would be remiss in not offering my heartfelt thanks to absolutely everyone who took part in this mammoth production and for the energy and enthusiasm everyone gave so freely of. If I were to name everyone, I would no doubt miss a key player in this very public forum, but I would like to say that this event benefited from the best of the best volunteers whose numbers swelled to more than 350 at the last count. Their amazing work included acting, animating, auditioning, catering, hosting, translating, street-decorating, meet-

Changes make intersection unsafe This feedback was sent to the Ministry of Transportation via the following link on Saturday, July 10: www.mto.gov.on.ca/ english/feedback/signs.shtml. It is inevitable a fatal accident will needlessly occur soon on Highway 17 at Campbell Drive (Arnprior). The ‘air-patrolled speed’ signage (both the English and French) on the shoulder of Highway 17 west is now impeding the line of sight to determine eastbound traffic (from the southbound stop sign at Campbell Drive). As part of construction of Arnprior Hwy 417/17 twinning, the intersection at Campbell Drive and Highway 17
was recently expanded to include east and westbound left-turn lanes. This has resulted in the stop signs/lines being moved back on Campbell Drive. Prior to this redesign, the signage did not impede the line of sight of eastbound traffic coming over the knoll – it does now, so that by the time you realize there is traffic approaching, you have already committed to entering the highway. The only way to get a clear line of sight now is to ease forward into the westbound lane. Please make removing, or moving the signage further west along shoulder of the road your priority this week!

The Galilee Centre is changing its focus and seeking a new executive director. The Arnprior centre’s board of directors announced July 5 that it is refocusing the organization’s approach to its mission and has, therefore, restructured the leadership team to meet the new requirements. In a news release, the board says it determined after several weeks of discussion “that it must focus its efforts on Galilee’s core purpose as an inclusive spiritual life centre at the heart of a community where people are encouraged and enabled to nurture their personal and spiritual growth.” Nicole Levesque will serve as interim director until a leader is found with related education, knowledge and expertise “to help build this community as well as develop and lead spiritual programs that support the centre’s key goals.” The board expressed its thanks to outgoing executive director Danielle Raymond for the energy and enthusiasm she brought to the role, “and wishes her well on her life’s journey.” The news release describes Galilee as an inclusive spiritual life centre, rooted in Christian tradition and managed by directors who are inspired by shared values and a common mission. The mission is to create a community that provides an environment, programs and services “to nurture people’s personal and spiritual growth, enabling them to contribute to a healthier world.”

JOHN CARTER john.carter@metroland.com The growing traffic congestion through Arnprior at the start of summer weekends appears to have been a factor in a four-vehicle crash last Friday afternoon that left an Orleans man with serious injuries. Ottawa police say the crash in the westbound lanes of Highway 417 near the County Road 29 exit just east of Arnprior could best be described as a four-car rearender. A driver apparently not realizing the traffic ahead of him was stopping because of a back-up through the lights in Arnprior crashed into the car ahead,

which caused the chain reaction collisions. Four men were injured, with the Orleans driver airlifted to hospital in Ottawa where he was in critical condition at last report. Police note the highway construction in the Arnprior area is also contributing to stop-and-go traffic. As well, there is eastbound congestion on late Sunday afternoons of summer weekends. Both eastbound and westbound lanes of the highway were closed for nearly seven hours after the 4 p.m. crash Friday, with traffic rerouted on the County Road 29 off- and on-ramps. The OPP is asking anyone who witnessed the crash to call 1-888-310-1122.

Continued from front Levesque was an Arnprior resident, who also reportedly lived in White Lake for a time. It was the fourth fatal crash on roads east Arnprior in the past seven weeks, two in the last 10 days. On May 20, 18-yearold Katrina ‘Kay’ Lyman of Arnprior was killed on
County Road 29 between Pakenham and Arnprior. On July 2, Jarett Dorzek, 28, of White Lake, was killed when his car went off Waba Road between Pakenham and Waba. A 45-year-old driver was killed near Carp in June and there were at least two other serious crashes in West Carleton last month.

McNab-Braeside council has cancelled next week’s regular meeting, but will start its Aug. 3 session earlier to deal with fallout from its comprehensive zoning bylaw public hearing. At council’s July 6 session, Deputy Mayor Elmer Raycroft successfully moved to cancel the July 20 and Aug. 17 meetings, citing the need to give township staff a break. CAO Noreen Mellema, who is off on sick leave, won’t be back full-time until midAugust, he noted. After a discussion on how best to deal with public input received at a comprehensive zoning bylaw review open house July 7 and public meeting July 14, council agreed to begin its Aug. 3 session at 6 p.m. to discuss possible changes to the draft version. Mayor Mary Campbell said council should get on with the process as staff has recommended the new bylaw be passed before the election campaign. Raycroft warned against rushing the process, noting there are landowners, including a group on Campbell Drive, that are upset with proposed frontage changes. “If we need more time, we should take more time,” he said.

Resident takes concerns over cracks in new sidewalks to council Leonard Cohen sang, “There is a crack in everything. That’s how the light gets in.” Unfortunately, not everyone is that optimistic. Dominik Gaillardtez sent a letter to council saying he took photos of 50 cracks, many
unique and large, around less than one-year-old sidewalks on Harrington, Harriet, Bell and Ottawa streets. “Clearly, something went wrong with this aspect of the construction project,” Gaillardtez wrote. “Just a few years down the

Tempers were flaring before the vote, as MacIntyre attempted to address council without permission. He wanted to know that every member understood what they were about to agree to. “This is not proper,” shouted Coun. Tom Peckett as Deputy Mayor Eric Burton banged the gavel to resume order. “I agree with you. It’s not proper,” MacIntyre fired back. While waiting outside council chambers to question election candidates, before the meeting ended, MacIntyre said the town misrepresented itself when they were in talks to purchase the Gillies Home. “They went and sold us a bill of goods,” said MacIntyre, a law-
yer, adding they will review the sale and are prepared to lodge a complaint with the OMB. Burton was the only councillor to speak with the couple afterward. He said it was his understanding the environmental protection designation denotes that a slope stability study is needed to ensure the land is safe to build upon. MacIntyre and Winter recently dropped a case against the town at the Ontario Human Rights tribunal. They had charged employees with homophobia. They are careful to add that they have no problems with other members of the community or the Township of McNabBraeside, to which they also pay property taxes. “This has been a pattern for five years with this town (administration),” MacIntyre said. “McNab-Braeside has been professional and transparent.”

Arnprior fly-in breakfast attracts large crowd, raises $2,500 The Canadian Owners and Pilots Association (COPA) Flight 33 spokesman Mike Asselin reports the Arnprior Airport Flyin Breakfast Sunday attracted close to 1,000 people and raised about $2,500. The money goes to various airport projects and the promotion and protection of general aviation in Renfrew County. A total of 61 airplanes flew in to the event, including a good mix of certified, home-built, ultra-light and even a private fighter jet trainer owned by Bobby Hanson of Smiths Falls COPA Fight 33 served about 750 breakfasts ($6 for eggs, ham, homemade hash browns, white or whole wheat toast, watermelon, coffee, tea, orange juice or water) and estimates that close to 900 to 1,000 people attended the event. Asselin explained the layout of the event was modified this year to accommodate a greater number of visitors and considering the turnout, the association is happy the changes were made. A particular success story is the shuttle vehicle that toured the airport to view the airplanes and shuttle people to the

vehicle and airplane parking, he said. This is a feature COPA will try to maintain and perhaps expand upon, he added. An new participant this year was the Arnprior Fire Department, which added viewing interest and increased safety at the event. Chapman Aviation provided aircraft rides for $25 and its planes were busy giving rides well into the afternoon. Asselin noted the weather was perfect for the event with clear skies, low wind and warm but not too humid. All aircraft arrived and departed safely from the airport without incident. “Many thanks to all the folks who supported the event and hope it met their expectations,” Asselin said. “A special thanks to all the many volunteers who are critical in making lighter work for all hands involved,” he added. Asselin said the association is interested in getting feedback from the community in order it can continue to improve the event. The likely date for the next COPA Fight 33 Fly-in Breakfast is July 10, 2011.

Bluegrass band next up for concerts in the park Shady Blue to perform Sunday JOHN CARTER john.carter@metroland.com An Arnprior area bluegrass band, Shady Blue, will fill Robert Simpson Park with old-time music this Sunday, July 18. The band, which was formed in 2006, has a repertoire of traditional bluegrass, old-time, gospel and swing music. The five-member band is known for its lively, vibrant sound. It is the featured band in the third of a series of summer concerts in the park, sponsored by the Arnprior Economic Development Committee and partners. The concerts run Sundays from 2 to 4 p.m. Shady Blue is led by fiddler Peter Dawson, who is an inductee in the North American Fiddler’s Hall of Fame. He was staff fiddler for the radio show Wheeling Jamboree in West Virgina and has been a session fiddler for the Grand Ol’ Opry in Nashville, Tennessee. He is joined by Vic Chartrand on the claw hammer banjo and mandolin. Chartrand has enjoyed jamming with the likes of Norman Blake, Doc Watson, Don Reno and Bill Keith. The band’s vocalist Jocelyne Cleroux has been singing and performing for most of her life. She has made recordings for the CBC as well as being a session vocalist for the Marc Sound
Recording studio. She is also a very gifted song writer Doug Hill on stand-up bass and backup vocals has played music professionally for a number of years and is a founding member of the Bytown Bluegrass Band. Guitarist Don Mann’s friendship with Czech flatpicker, Slavek Hanzlik, allowed him to learn his craft from one of the best. Shady Blue has performed at many festivals and concerts. Its “energetic set” of toe-tapping music at the International Plowing Match at Crosby received rave reviews. BAND CHANGES The Concerts in the Park series has undergone several changes since the lineup was first announced in the spring. Carvalho, which launched the series July 4, will be back July 25 instead of Aug. 1 as first announced. The Arnprior Community Choir, originally scheduled for July 25, will not be performing in the series. Gary Patrois, who entertained July 11, will return Aug. 1 in place of Trashed Taxi. Dennis Harrington and friends will play Aug. 8 as scheduled, but Catalyst, a new classic rock/country band fresh off an appearance at the Arnprior Fair, will play instead of Hyrd Gunz at the wrap-up concert Aug. 15.

Motorcyclists to ride for arthritis
Arnprior businesswoman Peggy Hodgins-MacGregor and the Northern Old Bastards Vintage Motorcycle Club are holding a motorcycle ride in support of arthritis research Saturday, July 17. The Arthritis Ride & Roll, “a ride for those who can’t,” will begin in Renfrew and wrap up in Portagedu-Fort. Registration will be held at the Renfrew Tim Hortons-Wendy’s Renfrew from 9 to 11 a.m. ($20 per bike and $10 a passenger). A relaxing ride through the Ottawa Valley follows, with participants choosing their own routes as long as they stop at a minimum of four of the five checkpoints. All proceeds go to arthritis research to find a cure for the ailment that afflicts more than 4.5 million Canadians. The event ends in the afternoon at Portage’s Lakeside Hotel & Bar with a barbecue, 50/50 draw, door prizes and three rolls of the dice for those who stopped at the checkpoints. There will be a $200 dice prize and cash prize for most pledges raised. Creator/facilitator Jen Charbonneau of Arnprior is hosting the selfesteem/healthy body image summer camp for girls age 8 to 12 years in Carp, Ottawa, Arnprior and Petawawa throughout July and August. She coaches women of all ages who are challenged with food and body conflict and self esteem/acceptance issues. Charbonneau lives in Arnprior with her husband and three children, ages 18, 16 and 14. Because Campanale is building a new subdivision near the Baskin Drive school, part of the revenue obtained should go to pay for the playground equipment, content principal Angie McGrath and school council members. School representatives have asked to meet with town officials near the end of August to discuss the matter.

MP backs easing of census collection The federal government is no longer forcing Canadians to provide census information, says Renfrew-NipissingPembroke MP Cheryl Gallant. In a news release Monday, Gallant expressed support for the recently announced government policy change that respects the individual choice of citizens when it comes to the collection of personal information for the Canadian Census. It will no longer be mandatory for individuals to complete the ‘long’ survey, she noted, adding that participation will be

Federal Liberal leader Michael Ignatieff will visit the Renfrew-Nipissing-Pembroke riding Aug. 9 as part of the Liberal Express summer tour. Local Liberal federal candidate Christine Tabbert made the announcement shortly after the tour’s launch on Parliament Hill Tuesday. “I am looking forward to welcoming Mr. Ignatieff to the riding this summer to show the people of Renfrew-Nipissing-Pembroke why we’re the only progressive, compassionate and responsible alternative to the Conservatives,” said Tabbert. Renfrew-Nipissing-Pembroke MPP John Yakabuski slammed the Liberals’ latest “flip-flop on their so-called Green Energy Act” last week, saying it will hurt thousands of Ontario farmers and small energy project investors who have applied to build solar energy projects on their land. The flip-flop could have been avoided if the Liberals properly planned out the Green Energy act, says Yakabuski, the Conservatives energy critic. The McGuinty Liberals promised to invest in small ground mounted solar projects by offering a feed-in-energy tariff of 80.2 cents/kWh. When more than 10,000 potential producers applied for projects on their land, the Liberals dropped the rate to 58.8 cents/kWh, said Yakabuski. “We have said all along that the so-
called Green Energy Act was not properly thought through, rushed into effect and poorly conceived – this Liberal flip-flop on solar projects is proof,” he added. “The Liberals are making it up as they go along and as a result thousands of Ontario small energy project investors and farmers who planned on getting one return on their investment will get significantly less, putting future projects in jeopardy.” As of July 1, 2,300 applications for ground-mounted solar projects under the Green Energy Act’s MicroFIT program had been approved. There are more than 10,000 applications waiting to be processed. According to the Ontario Power Authority, approved ground-mounted solar projects will receive the old rate of 80.2 cents/kWh while future projects will be paid 58.8 cents/kWh.

More money needed for long term care

T
he answer to gridlock across Ontario’s longterm care system is an injection of new money, elder advocates say. For nursing-home operators, a top priority is the fulfillment of a long-standing promise from the province to fund more staff. Ontario’s Health Quality Council, a watchdog agency, sees more assisted-living homes as a potential pressure relief valve for overwhelmed nursing homes. For thousands of Ontario families battling the system’s long waiting lists and cumbersome bureaucracy, any relief measure would do. “I think the first thing that is needed are more homes,” Denise Riekstins of Toronto wrote in a typical e-mail response during research for Metroland’s special report. “The waiting lists are ridiculous, especially for newer homes. I also think that more thought should go into how to improve home care, maybe make it more affordable, so the person can stay in their home as along as possible. Institutional homes are certainly not like home.” Health Minister Deb Matthews says quality improvements are taking hold now in all nursing homes, with a focus on reducing traditional health risks such as falls and bed sores. Efforts to make more home care available as an alternative are in progress under a $1.1-billion program created in 2007. More short-stay beds are being created, to help reduce the number of seniors placed permanently in long-term care. Such “restorative” beds, as Matthews calls them, allow elderly people with short-term needs to be placed temporarily
in nursing-home beds to regain their health, and then go home. But what exactly has to happen to produce real change? “I think more time,” Matthews said. “I mean, it does take time to change a system.” Christina Bisanz, CEO of the Ontario Long Term Care Association, believes in a conversion that would see nursing homes become a “hub” for all types of care. With the right kind of planning, she says, Ontario’s existing 625 homes could feature day programs for the frail elderly who have dementia or chronic diseases, “to help them to live in the community as long as possible.” Bisanz said nursing homes can become “more than just the residence where 24-7 care is given.” In some Ontario long-term care homes, that’s already happening. At Shalom Village in Hamilton, residents pump iron to help maintain functional mobility. Shalom’s health-club concept was originally regarded skeptically by potential funding bodies, said Pat Morden, the home’s chief executive. A longterm care home is traditionally viewed as a place of restful care. That’s changing. Experts in the field of gerontology say such workouts help prevent falls and other debilitating mishaps, and can also improve cognitive ability. Benefits flow to the home and the resident. Attitudes about what longterm care settings should be like and what services they should offer are changing rapidly. Researchers are looking at ways to incorporate brain-benefiting music classes and computer games, and body-strengthening practices such as yoga and tai chi, into daily routines to make the final years of life more rewarding, positive and healthier. Morden has witnessed the ca-
pacity of activities such as music to reactivate mind and spirit. One resident who had a musical background but was debilitated by Parkinson’s and dementia began to participate in the home’s long-standing drum circle. He hadn’t spoken for two years. “He was in the drum circle and he was drumming, and he was sobbing,” Morden said. “He just sobbed and sobbed. And then gradually he took over the leadership of the drum circle. That’s the magic, to find those moments for people, at some level.” Demands on long-term care in Ontario are mounting as the population ages, and as a more affluent and informed population demands better care and more services. Expectations of long-term care
have steadily increased in recent decades, said Dominic Ventresca, director of seniors services for Niagara, who oversees eight municipally run homes. Residents who grew up during the Depression were content with “a bed and a meal,” and an occasional visit from a doctor or nurse, Ventresca said. Ontarians now expect care that is above that base level, Ventresca and others said, with a greater selection of meals and activities, and more timely service — not just having nursing or personal support available, but having it delivered in a timely way, such as more frequent changing of diapers and other incontinence products. Gerry Phillips, Ontario minister responsible for seniors said that the province is also encouraging development of tech-
nology — from high-tech pushbutton devices to summon help or monitor health, to low-tech kitchen sinks people in wheelchairs can use — that could help seniors stay home longer. As demand for senior-friendly devices grows, Phillips said, costs should go down. In a decade, the first of the baby boom generation will hit 75. By 2036, the number of Ontarians 75 and over will rise to 2.2 million, from 850,000 today. Seniors will outnumber children in the future, and one might expect that a scramble to build as many new nursing homes as possible would be under way. But that’s not what the province is doing, contrary to what some experts on the elderly advise. Indeed, the focus is on aging in place. Ontario elder advocate Doris Grinspun said Scandinavia incorporates the elderly into dayto-day life, and embraces them as vibrant members of the community. Every senior in Denmark gets a phone call at 75. “Happy Birthday!” says the nurse on the line. “We’d like to discuss how to help you stay in your house as long as you want.” Grinspun, cochair of the Elder Health Coalition, an adviser to the province of Ontario since 2004, said “we haven’t made enough progress” on helping seniors age gracefully at home, and there’s no time to waste. In many places, small steps and shifts in attitude are inching toward a future where it’s intended that most Ontarians won’t need a nursing-home bed, no matter how long they live. Long-term care in Ontario is undergoing “total renovations,” and elder advocates Concerned Friends of Ontario Citizens in Care Facilities said it is pleased with the province’s new patientcentred direction, said Phyllis Hymmen, the group’s president. “There’s a lot of encouraging things happening,” she said, adding people are still afraid of what the future may be like, “but increasingly less so.”

Humane Society, Pedigree team up on dog adoption drive The Arnprior and District Humane Society has teamed up with the makers of Pedigree dog food once again in the third annual Pedigree Adoption Drive campaign that aims to raise awareness for shelter dogs in Arnprior and across Canada. The Arnprior and District Humane Society plays a vital role by providing food, shelter and medical care along with a second chance at finding a loving family to local dogs, taking in 71 dogs in 2009 alone. According to the Ottawa Humane society, since June there have been 75 calls regarding dogs left in hot vehicles. I often see dogs in the back of pick-up trucks roasting away. Remember, that the bed or liner of pickup trucks, whether metal or plastic, can burn the pads of dog’s feet. Those especially affected by the heat and humidity would be seniors, pregnant, nursing, overweight and sick pets. If your pet seems lethargic, restless, has a loss of appetite, refuses to play, is panting excessively or is vomiting and you suspect your pet is suffering from heat exhaustion, call your veterinarian as soon as possible.
OPP: LAP PETS A NO-NO Just recently the OPP mentioned in the newspaper that it was an offence to have your pet sitting on your lap while driving a motor vehicle. Since this report was published, I have witnessed several infractions. Dogs can become road kill on the inside of your windshield. They can inhibit the use of your foot pedals and they can distract you. Not only are you putting their lives in danger you are also risking your life and the lives of others. It comes down to the same argument. If you don’t have to have your pet with you, than leave them at home or if you would like to have them along for the ride at least purchase a doggy seat belt and secure them to the seat. Doggy seat belts and pet carriers (carriers can be securely attached by pulling the seat belt through the handle) can be purchased at any pet store. Pet advisory for hot and humid weather With the temperatures well into the 40s, I cannot emphasize how important it is to keep pets indoors between 10 in the morning and four in the afternoon. Do not under any circumstances leave you pet in a vehicle for any length of time. Even in the shade or with the windows down, a vehicle can quickly reach over 40 degrees. Animals left in hot vehicles can suffer brain damage, organ failure and a painful death. Do not exercise your dogs on hot and humid days. If you must head out for a run leave you dog at home. Try running in a fur coat and you’ll know how your pet feels. Short-haired dogs and cats are susceptible to sunburn. It would be a good idea to rub a little children’s sun tan lotion on their bodies, especially the belly since the heat from the ground can reflect up burning the more sensitive underbelly. Facing a dog that has a clear intent to defend its family and territory remains an everyday challenge for letter carriers. Unfortunately, unrestrained dogs of all shapes and sizes still have a “biting” greeting in store for the letter carrier. Last year in Eastern Ontario alone, Canada Post recorded 16 incidents involving dogs,

CLRCS president Esther Roberts welcomed everyone to the meeting. She thanked the staff and managers of the different departments for their care and compassion for the clients. “Our staff has been busy learning about our new residents and keeping up with the growth and development of all our clients,” Roberts said. “It is wonderful to see all the activities that our clients participate in and the positive feedback from clients and their families.” “Thanks to all staff and management,” added executive director Jennifer Creeden. “Their work on the committees allows us to give the best care, welfare, safety and security for the individuals that we support.” There are 110 staff members at CLRCS, which covers Renfrew and Arnprior. Noreene Adam, Eastern Ontario representative for Community Living Ontario, also addressed the gathering of about 40 people. The goal of Community Living Ontario is that all persons live in a state of dignity, share in all elements of living in the community, and have the opportunity to participate effectively, she noted. “It’s a person’s right and be included in the community,”
Adam said. “Instead of being segregated, adults should be considered employees who contribute to their communities.” Creeden announced that Community Living will be opening a Therapeutic Sensory room. “It will be located at the Arnprior Day Care for adults and children to go to experience and enjoy,” she said. “The benefits of Therapeutic Sensory are a resource to improve the quality of life for people and families with disabilities and other limiting conditions.” The sensory room is extremely therapeutic for both children and adults with sensory processing disorders from mild to severe. The room houses specific sensory equipment and activities to benefit sensory processing difficulties. It is both calming and stimulating. Therapeutic Sensory treatment helps the senses of sight, hearing, touch, taste and smell, as well as vestibular and proprioception. Vestibular (ear canal) is the sensory system that provides the dominant input about movement and equilibrium. Proprioception is the sense of the orientation of one’s limbs in space. Its input comes from nerves from inside the body rather than on the surface. Proprioceptive ability can be trained, as can any motor activity. “A session in the sensory room usually lasts 20 to 30 minutes at a time, although everyone’s different,” staff member Sandy Shean said. People in the general population can also benefit from the environment.

White Lake’s Dave Connelly wins season opening race in Peterborough After the first two attempts at starting the 2010 Lucas Oil Sportsman Cup were thwarted by Mother Nature, she finally smiled on Peterborough Speedway this past weekend giving White Lake resident Dave Connelly his first win of the year. Connelly has been very active in raising money with his ‘Fuel for Kids’ program for elementary schools all over Ontario with Metro stores including Arnprior. As part of the program, he visited St. Joe’s Catholic School in Arnprior
this year. Last weekend he took his 500-hp Schneider’s Hot Rod to Peterborough Speedway for the opening round of the 2010 Lucas Oil Sportsman Series, Ontario #1 professional stockcar series. “The car was great, we were super fast off the trailer. It was really, really hot down there and very difficult to get any grip with the track temperatures so high” said Connelly. “But I started on the front row and put the hammer down and never

For most birds, raising young is a major expenditure of energy. Nests require as many as a thousand material-gathering trips. Eggs are kept uniformly warm until they hatch. And hungry mouths demand an endless supply of caterpillars and other foods. One local bird forgoes all this effort. It never carries a twig or beak-full of mud. It never presses its skin against hard shells. And it never stuffs food into babies’ mouths. That bird is the Brown-headed Cowbird! So if a cowbird abandons all parental responsibilities, how does it produce as many as 40 young each year? The answer is simple – it uses surrogate parents. These, however, do not get paid for their services and, in fact, often pay a costly price. Birds that raise young cowbirds often do so at the expense of their own young. But before you condemn the cowbird, think for a

She spies on other birds, watching carefully for nest-building activity, then patiently waiting until the nest is left unguarded. As soon as the opportunity arises she darts in and lays an egg. While laying can take up to an hour for some birds, a cowbird drops an egg in a mere minute or two. Then she slips away as quickly
and silently as she arrived. Because cowbird nestlings grow more quickly and are usually larger than their nest mates, they garner most of the food. Just last week I found a Song Sparrow nest containing two very healthy cowbirds and a dead, starved sparrow behind them. So why do birds raise young cowbirds at the expense of their own young? The answer is simple – they cannot tell the difference. The complexity of the cowbird is well exhibited after the nestling stage. Young cowbirds can be raised by any of a couple of hundred species. Thus, young cowbirds can be reared on diets that differ according to their host’s preference. And during their infancy cowbirds only hear the songs of their surrogate parents. Despite this, when cowbirds grow up they seek out their own kind and sing their own song (which spans four octaves in mere milliseconds, leading one

Another fox with mange was recently reported in the Dunrobin area. Mange is a skin disease found in mammals. It is caused by a mite that burrows beneath the skin. Dogs are susceptible, but it rarely affects people.
Car collides with bear At around 10 p.m. on Monday, July 5, Ottawa police were dispatched to a motor vehicle accident involving a bear. The driver told police she was heading northbound on Galetta Side Road when a bear suddenly ran in front of her car. Despite the driver slamming on her brakes, the car collided headon into the bear. Surveying the accident scene, police found small bits of blood and bear scat on the roadway, and a cracked front left headlight and dented driver’s side door on the car.

Perrault caught a 4.13-lb. pike to win the top prize in the adult category as well as the Ryan Baskin Memorial Trophy. He also won the trophy last year in tournament, which is in its fifth year. Five other top fish prizes were given out at the final weigh-in at the Arnprior Fairgrounds. JOHN CARTER john.carter@metroland.com About 30 army cadets were in the spotlight recently at their fourth annual Ceremonial Review. Members of the Arnpriorbased Royal Canadian Army Cadet Corps paraded before reviewing officer LieutenantColonel Rick Hoyland and their own officers at the Nick Smith Centre. After the inspection, the cadets engaged in a number of displays showing off to the reviewing officers, as well as friends and family members, their fitness and some of the talents they learned over the winter. Six major awards were presented. Lt.-Col. Hoyland presented the Top Senior Non-Commissioned Officer (NCO) award to Warrant officer Broderick Smith. Bombardier Katherine Damphousse received the Top Junior NCO award from the Squadron’s commanding officer Capt. Jo Babin. WO Smith shared the Fitness Award, presented by Mark Atherton, with Bdr. Rianna Warren. Capt. Amy Belbin, the cadets training officer, presented the Most Improved Cadet award to Mbdr. Jace Martin.
Sgt. Stefan Hoerdt earned the Best Dressed Cadet award, presented by Garry Dowd. Capt. Janet Tobio presented Best Attendance awards to Martin and Bdr. Cody Carson. As the review came to an end, cadets were congratulated and given words of wisdom from the dignitaries. Lt.-Col. Hoyland praised the cadets for their performance and said the instruction they received, especially in regards to organization and teamwork, will help them later on in life. Capt. Cadets earn awards, promotions, summer camp placings Continued from Page 39 The cadets have obviously put in a great deal of hard work, Porter said, adding they will find the summer camp experience “very rewarding and beneficial.” The Legion supports the cadets financially, with a significant annual contribution. After the speeches, the reviewing officers toured static displays set up by the cadets in the community hall. The full name of the cadet corps, which formed seven years ago, is the 2360 First Air Defence Regiment (Lanark and Renfrew Scottish) Royal Canadian Artillery Royal Canadian Army Cadets Corps. The Corps will resume meetings Wednesday evenings this fall at the Nick Smith Centre. Trudeau lives up to his name during Valley visit STEVE NEWMAN steve.newman@metroland.com His dad, Pierre Elliott Trudeau, attracted huge audiences. He was one of Canada’s most popular prime ministers, but he also attracted opposition for other decisions, like his evoking of the War Measures Act during the October 1970 FLQ Crisis. His son, Justin Trudeau, wasn’t alive then, but he has grown up to become a teacher, a father, a politician, as well as an appealing speaker. He was certainly the latter last month during a visit to the Upper Ottawa Valley. Trudeau, 34, received a positive response from the student body at Renfrew Collegiate Institute. And he received more of the same that morning from a group of about 100 people attending the annual general meeting of the Phoenix Centre, at the Best Western Renfrew Inn. The irony of today’s society, said the parent of two young children and the Liberal MP in the Quebec riding of Papineau, is that the 24-hour news cycle has not empowered people, especially youth. Often, he says youth feel overwhelmed, disempowered and unimportant, largely because of the size of today’s global society. “We are facing a planet that is challenged on a scale and (is) a type we’ve have never had to deal with before,” said the Liberal Party’s opposition critic for youth and multiculturalism. The global sense of society is underlined, he said, by the reality of knowing one’s underwear comes from Malaysia, lithium batteries from Tibet and juice from South America. And the future isn’t necessarily as bright for today’s youth as it was the previous generations of young people, he argued, meaning we may have to rethink what we take for granted. At the same time, he said the world needs people who act, react, and pro-act with long-term activities in mind that will help the world. dreamers … who aren’t afraid of challenge … who aren’t caught in their comfortable rut (like many adults).” He acknowledges young people haven’t figured our their groove yet, but suggested they might not if older members of society don’t start showing youth that they matter. He says young people get a bad ramp for being disconnected and cynical, and admits they are from time to time. THEIR VOICE ISN’T HEARD But he says they’re also frustrated because their voice isn’t heard. Is it any wonder, said Trudeau, that young people aren’t much interested in politics, that only one in five in the 18-to-25 age category, actually vote. That’s not their fault, insisted Trudeau. “When I talk to young people, it’s very clear the fault doesn’t lie with them, but the fault lies with politics, with politicians.” The reality, added Trudeau, is that we can’t “cookie-cutter our kids anymore … that the paths to contributing to society are going to be so varied and so unique to every individual.” Furthermore, Trudeau emphasized that being a consumer doesn’t necessarily make one a productive member of society. “A productive member of society,” he insisted, “is someone who creates … is someone who has things
Justin Trudeau addresses Valley folk. to offer that go beyond the products that we have to sell or buy.” And why not have those things come from all citizens, including youth, since “our greatest resource is the hears and minds of Canadians themselves.” “We will,” he added, “only succeed if we manage to draw the very best out of every single individual.” Demonstrating a sense of humour, he said there are pressures because
of his dad, “but it really depends on where I go,” because in some places people have unbelievably low expectations. To which he added: “The one thing I will be eternally grateful to my parents for is both of them were very well focused on giving me the tools to be the best me … My father never expected me to go into politics. My mother prayed most of her life I would never go into politics.” One of the students in the audience, Alec Charkavi of Pembroke, said he found Trudeau’s talk “inspirational. I get what he’s saying because I understand when he talks to us. He doesn’t talk to us like lower-class people.” More importantly, the 17-year-old, who is toying between the careers of poet and physiotherapist, said Trudeau’s talk told him that “I shouldn’t try to be what I’m not. Be my own person and strive to be what I want to do in life.” Ron Parker, the Phoenix Centre president for 2009-10, was also impressed. Asked what he took from Trudeau’s talk, he replied, “Our children are our most precious and important asset, and they need a place in decision-making today so they can create dreams that turn into policy and opportunity of the future.”

The Renfrew Downtown BIA is hosting a 1950s, 1960s Rock ‘N’Roll celebration this Saturday, July 17. The featured act, Eddie and the Stingrays, will hit the stage from 6 to 10 p.m. Elvis tribute artist Dan Burgess will perform on the downtown stage at various times between 1 and 5:45 p.m. Renfrew’s own rockers, the Downtown Boys, perform inter mittently between noon and 4:45 p.m. The festival also features remote car races, a moon bounce, old car show, horse and buggy rides, Wiggles and Waggles, dunk tank, Beaver Tails, root beer floats, food vendors and participation by local restaurants and businesses. Bring a lawn chair to the stage at Raglan Street and Renfrew Avenue for a day of musical entertainment. The festival replaces last year’s Go Bananas event and before that the Lumber Baron Festival.

ALISON BELL Cycling enthusiasts from across Mississippi Mills and beyond rolled into Pakenham recently for a show focused not only on the sport, but also the bicycle as part of a healthy lifestyle. “It’s not all about racing. It’s about an alternative form of transportation,”

explained Jeff Mills, one of the event’s organizers. “It’s about getting out there and discovering neighbourhoods, preserving the environment, and it’s about physical and mental health.” The inaugural show – named Bicycle World – came to be after Pat Browne, an avid cyclist, shared a copy of a cycling magazine with Mills and some other riders. Mills read the magazine and realized there’s more to bicycling than racing. From there, the group decided to organize the show. “There were shows in Toronto and Montreal, but nothing in between. We figured why can’t we have one here. Just because we’re a small town doesn’t mean we can’t do it. We’re starting off small,” said Mills. Cycling enthusiasts were invited to bring their bicycles to the show for a free tune-up, learn about trails throughout the region, cycling and the environment, and more. There was even a display of bicycles from the past century. “I’m a collector. I collect anything I can get my hands on,” explained Arnprior’s Jimmie Moore, owner of several of the bicycles on display. He may have a large collection of items in storage, but Moore also rides many of the bicycles. “I purchased this unicycle in Texas. I think it was used in a circus. I try to ride it, but it’s harder (to ride) than it looks,” he said. Moore can be seen riding around Arnprior on a CCM single-speed men’s cruis-
er from the late-1930s. The bicycle was made in Weston, Ont. and boasts one of the earliest uses of cotterless cranks. “This one is a comfortable ride. (Old fashioned bicycles) are very interesting to me. They’ve covered so much ground. “They’re not like the bicycles we see today, that you can ride for 100 kilometres and switch gears on. “Now this one …,” Moore said, pointing at a 1930s bicycle with wooden rims.

Carp musician brings legend of Gram Parsons to life A theatrical concert about Gram Parsons, the original cosmic cowboy who lived fast and died young, comes to the Valley July 21, thanks to Stone Fence Theatre. The music show, which insiders describe as the “hot show of the year,” most recently played to a sold-out audience at the Ottawa Cisco Bluesfest and to an enthusiastic reception at Hugh’s Room in Toronto. It stars Carp area musician Anders Drerup. Grievous Angel: The Legend of Gram Parsons was inspired by Ottawa writer Michael Bate’s interview with the doomed singer/songwriter in Boston in March 1973. Sadly, it turned out to be Parson’s last recorded conversation, as he OD’d six months later. Bizarrely, his body disappeared and was cremated, according to his wishes, at Cap Rock, California. Stone Fence Theatre is bringing the show to Eganville as part of a series of special summer events that complement its theatrical season. “It’s a show that Valley music fans will love,” says the company’s producer, Ish Theilheimer. “It played to full houses and standing ovations in Wakefield and Almonte, where we saw it. It features some of the Valley’s top musicians in a unique musical play that will really get people talking.” Parsons was described by the magazine Allmusic as “enormously influen-
tial” for both country and rock, “blending the two genres to the point that they became indistinguishable from each other.” Although his name isn’t well known, his recordings with groups like the Byrds and the Flying Burrito Brothers shaped the sound of country and rock music. The show’s music is instantly recognizable to music fans. Bate’s musical play stars Drerup, an up-and-coming young actor/singer/ musician, as Parsons. He tells about his life and his music, and explains what drove him to go out in a haze of glory in a cheap motel on the edge of the Mojave Desert, nearly 40 years ago. The musical score is by Parsons, the Rolling Stones, Hank Williams, the Louvin Brothers, Chris Hillman, Chris Etheridge, Merle Haggard, Bob Dylan, Dan Penn, Elvis Presley, Ric Grech and Bob Buchanan. The play features a five-piece band, including Tom Martel, from Wilno and legendary pedal steel player Al Bragg of Ottawa and Kelly Prescott, in the role of Emmylou Harris, who was a protege and singing partner or Parsons. The show will tour California and Oregon in October. The show starts at 7:30 p.m. at the Eagle’s Nest in the Eganville Community Centre.
