The Arnprior Agricultural Society is bringing harness racing back to Arnprior. The announcement, made by society president Jeff Desarmia at the opening of the Arnprior Fair last Thursday, was met with enthusiasm by local officials. A solar energy company will build a large new barn at the fairgrounds to make the return of racing possible. The society is looking at having six to eight race days, likely every second Saturday, from May to September, Desarmia said. He said having a successful enterprise at the fairgrounds should dispel rumours the society is considering selling the land. “With this, there is no need to sell the property,” he said, noting the society turned down a purchase offer from a developer in June. McNab-Braeside Mayor Mary Campbell congratulated the society, noting there is the potential of many spinoff benefits for the area. “I’m really excited about the race days,” she said. Such innovative thinking will help “grow our rural presence” in a time when it is increasingly difficult to be a distinctive rural community, she added. See RACING, Page 3

Continued from front Arnprior Coun. Eric Burton said the initiative is the type of thing the town needs to attract new business and jobs to town. “We should be looking at our strengths and developing them,” he said. The fairgrounds are a “tremendous asset” and the fair board should be encouraged and supported in its efforts to develop the potential of the land, he added. Desarmia explained Hay Solar will build a 200-foot barn with a 6,000-sq.ft. solar panel roof on the front half of the fairgrounds. The barn will be outfitted with box stalls for the horses, he said, adding it will become a horse training facility. Hay Solar has built many similar barns generating green power, but this is the first one for an agricultural society, said Desarmia. As a result of the partnership, the fair board will receive a barn for free, while the company gets to keep the power generated. The society intends to apply for funding expected to be made available in a new five per cent purse levy by Harness Racing Ontario to promote the sport in the province. The Arnprior bid
Austin Squires keeps calves corralled during Saturday’s team penning competition at the Arnprior Fair. Because of the facilities at the Arnprior fairgrounds and the availability of cattle, the Ottawa Valley Team Penning Association now operates out of Arnprior. Photo by Sherry Haaima would need about $80,000 and $120,000 to get racing re-started, Desarmia said. Also on hand for the announcement was Hec Clouthier, who stepped down as executive director of the Ontario Horse Racing Association in April. Clouthier, who is running as an independent in Renfrew-Nipissing-Pembroke in the next federal election, said he is optimistic the effort will be
successful, as Arnprior has deep roots in the sport. If the association board approves allocation of five per cent of the purse to promote the sport, Arnprior has a good chance of receiving some of the money, he said. He said Desarmia’s uncle Bruce would be proud of his efforts to revive the sport locally. “I know you’ll have horse racing again on
DECORATION DAY- ARNPRIOR CEMETERIES Albert Street Cemetery & Malloch Road Cemetery Sunday, August 22, 2010 (4th Sunday in August) The Decoration Day for Arnprior is held annually on the fourth Sunday in August, in memory of loved ones resting at the Albert Street and Malloch Road Cemeteries. A non-denominational memorial service for both cemeteries will be held at 2:00 p.m. on Sunday, August 22, 2010 at the Albert Street Cemetery. Please be advised the gates at the Albert Street Cemetery will be closed on Decoration Sunday in order to avoid traffic problems. Madawaska Golf Course has generously donated a golf cart for individuals that require assistance. There will be a Town employee available to drive visitors to their destination. For your comfort we recommend that you bring your own lawn chairs. Persons wishing to decorate graves are asked to remove flowers and/or holders by September 1, 2010, after which time they will be removed by Town staff. 408276
your beautiful track in your beautiful town,” Clouthier said. Desarmia said recent track, plumbing and other infrastructure improvements at the fairgrounds, thanks to help from Cavanagh Construction and Antrim Contracting, have paved the way for this latest initiative. More upgrading is planned this fall. At the fair’s opening ceremonies, Burton congratulated the fair board volunteers for keeping the event alive. “Your hard work makes this possible,” he said, adding the fair “brings people (in the area) together.” He noted Arnprior enjoys celebrating its heritage and that will only increase with Renfrew County celebrating its 150th anniversary next year and Arnprior doing the same in 2012. Burton also delivered congratulations from Renfrew-Nipissing-Pembroke MPP John Yakabuski. At Monday’s council meeting, Burton again praised the fair board. “They have a lot of work ahead of them,” he said. “But I think it’s really great they are pushing that ball forward.”
ADMH front entrance to close next Thursday Continued from front People requiring an accessible entrance will need to enter the hospital through the new-look look Emergency Room (ER) area, which will be open to patients next Tuesday, Aug. 17. Everyone else who is not an ER patient or who does not require a special accessible entrance should use the back entrance. This entrance is now being used by most people who park at the back of the hospital. The hospital suggests all visitors park at the back. The short-term parking lot is available right outside the ER for urgent cases. Phase three of the ER redevelopment project will begin Aug. 19 with the closing of the front entrance. The blue canopy will be removed and changes to the front of the building will begin. The completion of phase two of the ER redevelopment project signifies the opening of a new waiting room, children’s play area, triage desk and admission desk. That is expected to be open for patients at 1 p.m. Aug. 17. Besides the changes in layout, the hospital will also be following the guidelines set forth by the Canadian Triage and Acuity Scale (CTAS) in admitting patients to emergency. The CTAS allows emergency department doctors and nurses to triage (assess) patients according to type and severity of their symptoms. This will ensure the sickest patients are seen first, notes the hospital. When a patient enters the ER, they will be assessed first by a nurse and then will be registered at the admission desk, instead of the other way round. The rest of the construction project is expected to wrap up early next spring.

Three-way stop signs suggested An idea by Frieday Street resident David Thompson has the support of Coun. Tom Peckett. Thompson would like to see three-way stop signs erected at the busy intersection of Ashbury and Frieday streets. He said Frieday Street is used as a shortcut to and from fast food outlets on Staye Court Drive; measures to slow traffic on other roads have rerouted traffic; parkgoers’ safety is at risk; and plans for more residential developments in the area have convinced him of the need for more stop signs. “I think that is a good spot for one,” Peckett said. Reeve Walter Stack suggested a westward pointing one-way sign may also help. Staff will produce a report for council to consider.
Policy limits activities, says candidate DEREK DUNN derek.dunn@metroland.com
Incumbents and new candidates are on equal footing when it comes to campaigning rules, but some remain unhappy with the policy passed at Monday’s Arnprior council committee-of-the-whole meeting. The policy, which is similar to one in place during the last municipal election, reads that no one is allowed to use town facilities, equipment, supplies, services staff or other resources for any election campaign or campaign-related activities. Controversy arose when mayoral candidate Doug Smith began advertising at the Nick Smith Centre and incumbent Eric Burton held a rally at Robert Simpson Park. An exemption has been made for those renting the park’s gazebo, which Burton did. However, Smith was told he cannot wear clothing with lettering that promotes his campaign at town hall, where town clerk Jacquie Farrow-Lawrence is expected to maintain objectivity. In a lengthy email to FarrowLawrence, Smith asked if the policy prevents him from campaigning in parks, on sidewalks, at the marina and other municipally-owned property, as he has done for many months. Farrow-Lawrence, who has 25 years of experience in running elections, said the policy is typical and isn’t meant to undermine the democratic process.
Emergency secondary sites approved Arnprior and McNab-Braeside have agreed to renew an agreement that sees each municipality’s emergency operations centre become the other’s alternate site if necessary. The three-year agreement took effect Aug. 1.

Doug Hill: rights ‘infringed’ “That’s not the intent of the policy,” she said. “If we start receiving complaints from people, depending on the nature of the complaints, we will work to protect residents from harassment.” She said Smith is free to wear campaign clothing at sporting events and other public places besides town hall, but his plan to set up a booth across the street will likely be rejected. Smith vowed to violate the policy

by campaigning on public property at 122 Elgin St. when the policy goes into effect after Aug. 23. “This policy makes much of my campaign against the bylaw. I can’t even hand out flyers,” Smith insisted. “I will be breaking this bylaw.” Resident Doug Hill attended the meeting specifically to witness council’s passage of the policy. He said the wording means candidates can’t even discuss the election on sidewalks, which he argues are municipal properties that fall under the policy. “They think they can tell me what I can and can’t say, what I can and can’t wear, where I can and can’t go: no way,” said Hill, who doesn’t intend to run. “This reminds me of close to a banana republic and the bullying that takes place in this town has got to stop. There’s too much of it.” Hill vowed to contact a civil liberties organization to see if an infringement of charter rights has taken place. Candidate Joe Zarb also expressed some concern over the policy, but was holding out for further clarification. However, of the four councillors at the table while the decision was made – Tom Peckett, Jack Lammert, Reeve Walter Stack and Deputy Mayor Eric Burton – only Lammert offered a comment after the unanimous decision. “I’m very happy with the changes,” Lammert said.

Fair thee well
White bar is where to stop To the editor: Re the Campbell Drive/Highway hazard (Chronicle Guide, July 29). Having once lived on Campbell Drive, my curiosity led me to see what the commotion was about the moving of a stop sign. If you are a particularly nervous driver, you should go out at the White Lake Road intersection for your own safety. I agree with the writer that turning left to go west, could offer a challenge at busy times. On the subject of sight-lines, I think you should review a few intersection rules where there are stop signs. These signs are not placed necessarily ‘where’ you are required to stop. The wide white bar across the driving lane is where you ‘must’ stop. These bars are placed out close to the highway and provide ample views in both directions. If you stop at the stop sign, you must still stop at the White bar. If there is no White bar, then you must stop prior to the edge of the roadway or pavement prior to entering that roadway. ive the Arnprior Agricultural Society credit. The group of volunteers that brings you the Arnprior Fair each August has tapped into the drive for solar energy and a revived interest in horse racing. The society is proving to be proactive and innovative in its efforts to ensure the fair survives. To do so, it has turned to one of its traditional strengths – harness racing. With one of the best, and oldest, race tracks in Ontario, the move is a natural one. After all, it wasn’t that long ago the horses and their drivers were racing around the Arnprior track. Society president Jeff Desarmia explains the fair’s addition of Thursday activities this year is part of the overall plan to accommodate harness racing in the future and restore the fair to the four- or five-day event it once was. The society realizes it needs to be proactive to survive, he said, noting many of Ontario’s 201 fair boards are considering cutting back their events or disbanding all-together. “We don’t want that to happen here.” With its harness-racing initiative and a solar barn to be built on the property by next spring, society board members has taken a major step to guarantee a bright future for the fair and the fairgrounds. Good for them.
Hogweed raised important issues To the editor: Just a note to say thanks for the excellent coverage you gave to the occurrences of giant hogweed in Renfrew County and other parts of Ontario. I believe you saved many people a trip to their local hospital’s emergency department, and gave many others an explanation for injuries that they had previously sustained, not realizing that they had been exposed to hogweed or wild parsnip. The media coverage has definitely stopped the spread of giant hogweed here in our county, and probably in other parts of the province as well. An added bonus is you’ve raised the question of who should be dealing with invasive species, and how much of an economic, health and environmental impact they are having on our province. McNab-Braeside aquifers are vulnerable
To the editor:
That perennial question has come up again in McNab-Braeside, how much development should we encourage? More development means more taxes, right? Not so fast; do we have the resources for unlimited development? According to Deputy Mayor Raycroft at a discussion in Council last Tuesday, the aquifers in the township, such as the ones in the Braeside Ridge, have been there for thousands of years and will continue to be there for any expansion requirement. That opinion is not shared by a qualified expert, hydrogeologist Wilf Ruland, who has studied these aquifers, saying that the Braeside aquifers are definitely exhaustible. In fact, he estimates that the amount of water available in the aquifers is 600 million L/yr. He has gone even further and performed a water balance for the area, clearly stating that there will not be enough water for the proposed development in the area and the present needs of local residents. One local well driller has said that the static level of wells in the area are typically 25’ below normal levels.

So how does the deputy mayor intend new residents to have abundant clean water? Will municipal water sources have to be developed next? The cost to the taxpayer would be incredible and, if forced on new residents, it would mean that no one would ever be attracted to this township. And what of aquifer contamination? I’m afraid Mr. Raycroft did not want to listen to examples I gave of a local contamination and the Walkerton aquifer tragedy, as, according to him, ‘They don’t count’. We do not want the future development and well-being of our township left to Deputy Mayor Raycroft’s opinion, rather than the facts. We need to put protecting our groundwater resources as a priority of this township, just as it is with the provincial government. The Premier of this province intervened on our behalf when we told him we were concerned that our aquifers were threatened. The province does take groundwater protection seriously. What surprises me is that at the May 18, 2010 council meeting, Deputy Mayor Raycroft expressed concern that spills by AECL into the Ottawa River were disregarded as ‘an insig-
nificant amount’. He stated, ‘What damage over time could be done to the river? At what cost?’ He was concerned about contamination of the Ottawa River, which is not the source of McNab-Braeside residents’ water. Why has he no apparent concern for the contamination of aquifers which provide clean drinking water to so many of the residents of McNab-Braeside? I learned another disturbing fact at the council meeting. We could easily lose nearly half a million dollars in government grants along with our rural status if our population grows much more. Losing close to half a million dollars in grants is a pretty important reason to consider all future development very, very carefully. How would the present residents bear the burden of this shortfall? Do the taxpayers know the consequences of uncontrolled development? When we elect a new council this fall, we will be looking for candidates who are prepared to listen to the facts and to act on them, rather than on their own personal opinions.

Arnprior council jumped gun on sewer plant repairs LETTER
time may have been afforded me to quote. It is very unclear whether the machine was in Arnprior or not. Now to costs. In the town’s chosen path, my addition includes three weeks shipping sewage at $7,000 per week ($21,000), $100,000 is admitted to be the cost of eight weeks temporary dewatering system rental and they have shipped the machine to Saskatoon where an estimate is to be formulated for repair. The price is expected to be $30,000 in one figure I saw. I conservatively get $151,000 and this doesn’t include the cost for J.L Richards reports or the cost to run a 100-kw generator for eight weeks or shipping costs to Saskatoon and back. I would like to say upwards of $200,000. Had they approved or even appeared interested in my esti-
mate, I could have repaired it for maximum $22,500 in not more than three weeks for a total cost including sewage shipping of $43,500 maximum. I will close with a quote from Town Hall that morning. I had said that it was ill-informed to decide who will repair the machine without all quotes in. I said: “You all work for public opinion here.” Larry Donaldson retorted: “We don’t work for public opinion here, we work for the Town of Arnprior.” Couldn’t have summed it up better myself. And by the way, thank the next blue collar town employee you see for their exasperated efforts towards fiscal restraints. Dwight Badham Badham Machine Shop Arnprior

he would meet with Janet. I called Janet and left messages on the 23th, and again on the 24th offering my help with this problem. No returned calls. I called again on the 26th, spoke to her personally. She explained there would be ‘warranty issues’ if I got involved in the repair. I found this odd because if there were warranty issues, why would any of this be a taxpayers’ problem. On the 27th, the temporary sewage plant arrived and the centrifuge was being prepaired for shipment. On the 28th, the newspaper first broke the news indicating Arnprior had a problem since July 14, possibly earlier than this. The town had admitted to
$7,000-per-week to ship sewage and rented a portable sewage unit complete with 100-kw diesel generator at a cost of $100,000 still nothing fixed. Finally at 4 p.m. on the 28th, Janet Collins called and officially asked for an overview of our repair method and quote. It was to be readied for a special council meeting on the 29th. But I was not informed of the time. At 10:30 a.m. on the 29th, I hand-delivered a quote to the offices of the mayor, Janet Collins, Larry Donaldson, Mike Trumble and both the newspapers later. I was told it was too late. Council had decided at 8 a.m. to officially ship the machine to Saskatoon for repairs. One would think that with a $22,000 job at stake, I would have delivered a quote on time, even though Janet admits not enough

Continued from Page 8 Perhaps this will stir either the provincial or federal government to action – a lack of a strategy, and the lack of a level of government being responsible for invasive species, is a glaring omission in this province right now. I think we have something in the neighbourhood of 185 invasive species in the Great Lakes basin alone. Now, if only we could get you all interested in using wood to produce energy instead of solar or wind.

To the editor (and taxpayers of Arnprior): I was asked to become involved in the centrifuge issue originally by the ‘blue collar’ employees of the town. They were upset by how expensive and complex this repair had become. At one point this machine was either going to Texas, Saskatoon or Waterloo. On July 21, I viewed the parts that were damaged. All the damaged parts were disassembled by the sewage plant employees, already by this date, but the machine remained on its base. It was upon inspection that I was told that this same problem occurred in 2009 - the machine was repaired on site by a factory authorized repair technician and now a mere one year later - the same problem has arisen again. Apparently the machine had made noises for quite some time before being fully out of service. The parts I examined, while damaged badly, were in my opinion definitely repairable and a complete set of replacement bearings, seals and ‘o’ rings were in stock at the sewage plant. This would remove any uncertainty of installing the wrong parts. The machine itself did not require removal from its base, only component removal for repair. On July 22, Mike Trumble, waterworks supervisor, arrived at my shop. I explained my method of repair and assured him I was confident and capable. Mike told me he was ‘sold’ on us making the repair, but ultimately Janet Collins was to make the decision. Mike left advising

left, and Travis McCormick lost their trampoline in a wind storm that suddenly whipped through their McLean Road property in McNab-Braeside Aug. 3. The winds blew the trampoline over the barn and into trees at the edge of the property, where it lodged about 40 feet up in the air. Below, the boys’ grandfather, Len McOrmond, with the trailer the wind turned around at the boat that was also blown into the trees.
Trampoline takes flight in wind storm JOHN CARTER john.carter@metroland.com
The power of the wind storm that whipped across the farm lands on McLean Drive in McNab-Braeside was evident at the McCormick residence. A trampoline was deposited 40 feet up in a tree, a tent trailer was swung around, a skiff was pulled off a trailer and carried across the field, and a couple of large trees were uprooted. “It was an unreal storm,” said Len McOrmond, Tracy McCormick’s father who was home at 1799 McLean Dr. just before 3 p.m. Tuesday, Aug. 3 when the wind and rain hit. ”It was amazing.” He said the wind caught him by surprise as it came from the north, which is
unusual. “Oh man, did it come,” he said. He was so busy trying to prevent the barbecue from blowing off the patio that he didn’t realize the trampoline had blown over the barn and landed across the field up a large tree. It must have been close to 100 feet in the air to clear the barn, said McCormond. As it was, a leg came loose and damaged the roof. McOrmond noted it was one year and one week after the wild storm of July 24 that flooded parts of the township, including their property. The McCormicks are philosophical about the storm, noting no one was hurt. However, it doesn’t appear the trampoline is salvageable, even if they could get it down. “Perhaps we’ll leave it there and put lights on it at Christmas,” chuckled McOrmond.

McNab-Braeside council agreed Aug. 3 to a few changes to its proposed comprehensive zoning bylaw in response to public input. In most instances councillors agreed with planner Bruce Haworth that changes aren’t warranted. H o w e v e r, council only got through just over one-third of the issues raised at the open house and public meeting on the bylaw. Therefore, a special meeting was called for Tuesday, Aug. 17 at 7 p.m. in council chambers to discuss the rest of the items. Among the issues still to discuss is a request by some Campbell Drive residents to limit frontage changes to new property-owners moving into the area. Much discussion Aug. 3 revolved around concerns that expanded environmental protection zones would restrict property use. Some argued changes are based on water courses that only exist briefly in the spring.

Former reeve runs on pro-business platform Lions propose gully DEREK DUNN
He sees an active role for government to play in stimulating the local economy by luring companies to town. It is a view that contrasts with some on council who believe government’s role should be limited to creating the foundation for business to thrive. “Commercial and industrial development doesn’t seem to be happening. The last major developer (Smart Centres’ boxstore proposal near Highway 417) seemed to go away,” he said. “I’m not sure anybody is talking to local industry.” Strike has five goals he wants to accomplish, if elected: · reduce capital expenditures to ensure a sustainable debt load; · road maintenance must keep up with growth; · sidewalk construction and replacement are needed; · revenue from a solar project on a town facility shows promise; · better communication with residential developers is crucial. Husband to Beverly and grandfather of three, Strike has lived in Arnprior since 1949. When asked to describe the town to an outsider, he looked off to the distance and his voice grew shallow. “It is the best town in the Ottawa valley,” he said. “The most attractive, with two rivers. The people are extremely friendly. It’s just a great place to live.”

A former municipal employee and onetime reeve wants to help attract more businesses in order to lessen the burden on Arnprior’s residential taxpayers. Ted Strike is vying for one of five councillor spots on Arnprior town council in the Oct. 25 election. His competitors as of Monday are incumbent Mark Willmer, Doug Munro and Joe Zarb. However, few can claim to have more knowledge of town affairs than Strike. After a 24-year career as director of public works and engineering, he was an Arnprior councillor for three years, then reeve for another three. “I know what I’m getting into,” Strike said. “I know how to get things done and how to approach people.” But he hasn’t always enjoyed success in politics. The last election saw him lose the mayoral race soundly to Terry Gibeau by 1,276 votes. He opted not to run for mayor this time for fear of not having the ability to dedicate the time and energy needed for the job. “It’s too demanding for what I want right now,” he said. “I’m prepared to give it my best and the time it needs at the council level.”
Ted Strike: running for Arnprior council. Not one to level criticism against the current council, Strike, nevertheless, said he doesn’t agree with “a lot of decisions” made over the last four years.
Arnprior Reeve Walter Stack was successful Monday in having town staff hold off the awarding a contract to a company whose bid came in significantly higher than a competitor’s bid relating to a waste management plan. The town wants to explore more opportunities to have residents divert waste from its landfill. Coun. Jack Lammert signalled once again his frustration at targeting residential waste when little is done to control institutional and commercial waste. See REEVE, Page 13

The Arnprior Lions Club is interested in paying for and building a culvert from Alan Drive Park to the mall in order to create a pedestrian path. If completed, the project would reduce the number of shopping carts and other debris tossed into the gully to create makeshift bridges. Together with Environmental Action Council, the Lions Club sought council’s “show of support” for the project at Monday’s Arnprior council meeting in order to begin collecting donations. However, while all councillors at the meeting were pleased to hear a service group offer to take on a project that government is likely responsible for, most expressed caution when it came time to endorsing it. Coun. Jack Lammert said it would be “premature” to say anything before a town report detailing the issue is submitted to council. The mall owner must also be consulted. Public works director Janet Collins warned that restrictions will be placed on the property, though she couldn’t provide details before an environmental assessment was completed.

A woman sobbed before Arnprior councillors and pleaded with them at Monday’s regular meeting not to force her to remove the tent-like gazebo outside her home. “Can I please keep my gazebo where it’s sitting,” said Lynda Normandeau, who rents at 122 Elgin St. across from town hall. “I’m a friend to everybody. Let me please keep my gazebo.” Trouble is, the gazebo technically sits on town property and neighbours complain that excessive drinking and fighting are regular occurrences. Coun. Tom Peckett took issue with Normandeau appearing at the council table. He was interested to know who advised her to come. Others at the table distanced themselves from Peckett’s approach, saying they welcome all delegations regardless of whether they are building owners or tenants. (Absent were Mayor Terry Gibeau and councillors Nancy Black and Mark Willmer.) Deputy Mayor Eric Burton made a point of congratulating Normandeau for exercising her democratic right to speak before elected officials. Council decided to postpone a decision for two weeks while staff prepares a report. The gazebo will remain where it stands until then. Burton, Reeve Walter Stack and Coun. Jack Lammert agreed that alcohol issues are for police to correct.

A downtown business group is officially without a chairperson. Owner of the now closed Attic Toy Shop, Bill Mitchell, stepped down from the Business Improvement Area. He no longer owns property in town, but his mark will remain for championing the Wednesday farmers’ market along Elgin Street. It is expected to expand in the future. Mitchell also rallied opposition to a Smart Centres plan that could have seen Walmart open near Highway 417. M e a n wh i l e, council approved the 2010 final BIA tax levy of $31,855. The amount is up from previous years, but the levy on businesses is about the same because the difference is made up by increased assessment values.
Cambium Environmental’s bid came in 13 at $26,495. Stack convinced colleagues to have staff clearly state the advantages to going with AECOM before council agrees to the expenditure.
Continued from Page 12 The latter is largely a provincial government responsibility, Stack conceded. However, it was the awarding of a $40,000 contract to AECOM that caught Stack’s attention. He pointed out that

Arnprior council has approved the hiring of a certified water-wastewater operator on a six-month contract to help staff during construction at the town’s water and sewer plants. However, the decision didn’t come without debate, as two council members suggested the term be limited to 90 days. The contract worker will cost the town an estimated $22,000. CAO Larry Donaldson said the recommendation stems from “everything that is going on at our two plants and now the centrifuge (breakdown).” An extra person at this time would be a “significant help to us,” he said. Public works and engineering director Janet Collins reported that staff are having difficulty keeping up with their regular duties because of extra work related to the construction, testing and commissioning of new equipment. Construction often requires plant operators to be in training sessions and helping the contractors and consultants, she explained. Collins noted the department had been running an employee short since May until a new hire started Aug. 1. Reeve Walter Stack questioned whether the cost of the contract worker could be charged to the upgrading project budget. Treasurer David Pollard cautioned council against allocating operating costs to a capital budget and Donaldson agreed it would be difficult to justify. “We’re not dedicating a person to help the contractor,” noted Collins. Coun. Mark Willmer wondered if the idea is to eventually make the position permanent. Collins said the hire is definitely for six months. Once construction is finished in March, the operations should be more efficient, negating need for more staff, she noted. “It boils down to health and safety issues,” said Coun. Tom Peckett. “We can’t allow things to lag behind when staff are being trained.” However, the contractor might not be needed for six months, he said, suggesting the motion be less specific, stating up to six months. Coun. Nancy Black questioned whether the town would get a suitable operator if the contract time is limited, arguing six months is “appropriate and reasonable.” Stack suggested the town look for a recently retired operator. He and Peckett moved the term be 90 days, with a possible extension to six months. However, with councillors Black, Willmer and Jack Lammert voting against, the amendment was defeated 3-2. The original recommendation to hire a contract operator for six months was then approved 3-2.

The McNab-Braeside Fire Department has issued, for the first time, a fine under the Fire Code for failing to maintain working smoke alarms. The move comes after a resident of a Burnstown home was lucky to escape an early morning blaze July 19. Firefighters responded to a report of a house on fire on Burnstown Road at about 4:30 a.m. Upon arrival, crews were met by the homeowner who had escaped the smokefilled home minutes before. The fire originated in the basement and smouldered for some time before it grew and fully filled the home with smoke. “Due to the lack of warning by not having any working smoke alarms, the fire went undetected and progressed to the point that the resident had to escape through a window in the basement after seeing and smelling smoke,” said McNabBraeside fire prevention officer Karen Barsoski. “The potential for the loss of life was very likely in this situation and we are very fortunate that this did not result in a fatality.” As a result of the fire, the lone occupant was treated in hospital for smoke inhalation. The fine for failing to maintain working smoke alarms is $235. “We hope it is the first and last ticket we have to issue,” said fire chief Robert Dodge. “Owners need to take their safety seriously and make sure that their homes are compliant with the Fire Code. “This fire is a prime example of why

We will continue to do so and even more after this incident.” For more information on fire safety and smoke alarms, call Barsoski at 613623-5665.

Riding strikes a chord with Liberal leader Corn roast an event to remember: Ignatieff shaaima@msn.com
The local stop on the Liberal Express Summer Tour was certainly one to remember, says federal Liberal leader Michael Ignatieff. “There are moments in a politician’s life that are just a blur because you do six meetings a day. You shake a lot of hands you can’t remember,” said Ignatieff. “And then there are evenings that you remember all your life.” Local Liberal candidate Christine Tabbert hosted Ignatieff and the tour at a corn roast at her family’s Laurentian Valley Sunny Hillcrest Farm Aug. 9. Between 400-500 people gathered for the event at the picturesque property. Volunteers barbecued and roasted corn and visitors enjoyed entertainment as cows grazed in the background. “I’ll remember being here in the setting sun with these two beautiful tents, everybody at trestled tables,” Ignatieff told the crowd. “Everybody friendly, respectful, glad to be here.” From the start, it was a memorable experience. Ignatieff thanked hosts for a “most unforgettable welcome” that included being piped along the lane of the farm. “Half of me is Scottish, so when I get piped down the road by a Scottish piper, it stirs me right up,” he said. Ignatieff greeted those gathered, shaking hands and speaking with many of the people assembled. The Liberals and the summer tour aim to bring civility and fun back to politics, he said. “I’ve tried to shake every hand in the house, I’ve tried to kiss every baby that didn’t shrink away in horror,” Ignatieff said. “Because I love politics and I love
doing it this way.” Rural issues were a focus of his address. “Part of the reason it matters so much to me to take politics to this farm – the Tabbert farm – is to say loud and clear in every riding in the country that rural Canada matters to the Liberal party,” Rural areas are important for a lot more reasons than just the fact agriculture is such a vital industry, said Ignatieff. “Some of the deepest and truest values of Canadian life are most securely guarded in rural Canada,” he said. When he visited the RenfrewNipissing-Pembroke riding four years ago, the divide between rural and urban Canada was an issue, he said, and some things haven’t changed. Young people often have to leave to fund adequate employment, health care is lacking, and

Agriculture, health care, jobs among rural issues raised ers,” said Tabbert. And not just the Liberal Party faithful were among the crowd, she said. “Everyone came out to get a chance to meet the leader and see what he has to offer.” Many in attendance had a chance to meet with Ignatieff and his wife, including Roger and Gillian Danby of Arnprior, who were impressed with the couple. “I think he hit the right chord here,” said Roger. “Certainly a lot of people really appreciate him coming up to the riding. I think he made political headway here.”

Continued from Page 18 “That means we have two Canadas – one who’s online and one who’s not online,” he said. The Liberal Party has made a clear commitment to end that digital divide and invest in rural health services, said Ignatieff. Tabbert welcomed Ignatieff to the riding and said it was an honour and a pleasure for her family to host the leader. Since her nomination in September 2009, Tabbert said she has been working for change. “We have been working very hard traveling all over this very vast riding,” she said. “We’ve had coffee parties from Eganville to Douglas, Waba to Arnprior, Deep River to Pembroke.” She urged voters to choose change instead of “a government that really shows us by their actions that they’re more interested in governing based on idealogy than on knowledge and facts.” The Liberal express has traveled over 20,000 kilometres this summer, said Tabbert, reaching out to people across the country. She was pleased to welcome Ignatieff and showcase her roots. “I have friends here, I have family here, I grew up right here and I went to local schools nearby,” said Tabbert. “I really want to ensure that future generations are fortunate enough to enjoy the kind of rural upbringing that I enjoyed in this riding.” While Ignatieff was too busy at the event to sit down and enjoy a meal, Tabbert said she was sure to send a box of the fresh local corn, grown by her brother Scott Tabbert, back on the bus for he and his wife to enjoy. She was pleased with the attendance. “I was pleased to see a very broad cross-section of Renfrew-Nipissing-Pembroke vot-

Buy corn, help the blind The Choroideremia Research Foundation Canada (CRFC) is taking part in a corn stand fundraiser in Arnprior during August to raise funds to find a cure or treatment for this blinding genetic disease. The organization is partnering with the Arnprior Curling Club, which is helping to staff the stand next to Wes’ Chips on Madawaska Boulevard. The stand will be open every day in August. Choroideremia attacks the retina. Night blindness is an early symptom followed by loss of peripheral vision, depth percep-
The Choroideremia Research Foundation Canada (CRFC), formed in August 2004, was granted charity status by the Canadian government in 2005, allowing Canadian donors to receive a receipt for income tax purposes. It has no paid employees and all work is performed by dedicated volunteers, keeping overhead costs to a minimum. The CRFC’s Scientific Advisory Committee has awarded research grants in 2008 and 2009, and is currently considering additional proposals for research grants using the considerable funds raised. In addition, the CRFC is building linkages with key Choroideremia researchers, and other national and international organizations. The CRFC is dedicated to helping researchers find the cure. With the public’s help, it will give hope to those currently affected and those likely to be affected in generations to come.
Selling corn to raise money for blindness research and the curling club purchase fund are, from left, Andre Post of the Arnprior Curling Club; David Furgoch, who is visually impaired, and Amy Furgoch. They will be selling Hudson’s corn next to Wes’ Chips on Madawaska Boulevard in Arnprior every day in August. Three-quarters of the profits will go to blindness research and 25 per cent to the curling club’s fund to buy the facility. Photo by Leslie Osborne

tion and eventual blindness. Currently, there is no cure or treatment, but the technology of gene therapy holds great promise for those affected. Researchers in 2005 successfully created a Choroideremia mouse and this milestone opened the door to a better understanding of the disease and the development of a gene-based therapy. However, funding is required to keep this work going. For more information on the fundraiser, call Arnprior event co-ordinator David Furgoch at 613-623-9121 or email furgoch@ sympatico.ca.

Football, Al Jazeera on Cogeco What do Al Jazeera and the National Football League have in common? They are two of the five new digital channels Cogeco Cable is offering its Ontario customers. As of Aug. 5 the majority of Cogeco Digital Television customers can get access to AMC, the NFL Network, Big Ten Network, CosmoTV and Al Jazeera English. Al Jazeera English is an award-winning 24-hour news and current affairs channel. With more than 60 bureaus around the world, Al Jazeera English provides independent and impartial news for a global audience, says a Cogeco release. The NFL Network is the first 24-hour, sevenday-a-week television network dedicated solely to the football league.
With well over 30 different varieties from which to choose, shoppers can either check out the differing characteristics with the vendor or do their own
research by participating in such events as tasting and rating different garlic types, learning about garlic cultivation, or finding out more about the use
of garlic in the kitchen from a number of demonstrations given by local area chefs. Garlic braids, plain and fancy, will be available and for those
with an interest in creating their own decorated braid, Wolfgrove Garlic’s John Moore will be on hand to demonstrate how to “do it yourself.”

Beware vampires! It’s time for the ‘Stinking Rose’ to come into its own. This weekend, starting at 8 a.m. Saturday, Aug. 14 and 10 a.m. Sunday, Aug. 15, Carp Farmers’ Market will showcase garlic in all its forms, varieties and uses at its traditional, popular Garlic Festival, the largest in Ontario. The festival runs to 3 p.m. both days. Admission is free, parking is free and the events are free. Ten out-of-area garlic growers will complement the already large number of regular market vendors to showcase the pick of this year’s garlic crop from what has been, for most growers, an exceptionally good year yielding a high quality product. More than 25 local garlic growers will participate. Only area growers can sell at the Carp Farmers’ Market, meaning all products offered for sale will be from within 100 miles.

The Arnprior Northern Credit Union continued its tradition of support for the Arnprior Library’s summer reading program for children with another $500 donation recently. Taking part in the presentation, from left, are Credit Union delegate Norma Marcellus, Credit Union manager Wayne Lavallee, Arnprior Library’s children and teen services librarian Carolyn Swayze, and Credit Union delegate Denis Lacroix. “We’re committed to supporting youth in Arnprior,” said Lavallee, noting the Credit Union has been backing the program for at least 10 years. “We believe in the worth of the summer reading program.” Swayze said the program got off to a late start because of construction, “but we’re making up for lost time.” It would be difficult to hold the program without the “generous support” of donors such as the Credit Union, she noted. At the same time, out of the woods from where the call was originating flew another Sharpshinned Hawk. Unlike the first, which sported a pink-barred breast, this one bore brown streaks down its bel-

skills in catching food on the wing. When the training is over, however, young hawks are not very successful in catching prey. But if prey is abundant they have a better chance of catching enough to survive. That is where timing comes into play. By the middle of August, songbird migration is well underway. Young northern birds are less wary than resident birds, and thus are more easily captured by hawks. By learning how to hunt just as a plethora of inexperienced migrants arrives in their area, young hawks have a better chance of surviving until

ly. It was a juvenile. When its offspring flew beneath its parent, which was flying about 45 feet above the ground in our backyard, the adult opened its talons and dropped a small bird. Still flying, the young hawk reached out with both feet and plucked the falling bird from the air. It then flew into the woods to enjoy its meal while its siblings continued pleading for their turn to be fed. Quite reasonably you might be wondering what does timing have to do with this? Well, I am thinking about the timing of this interaction. After hatching, young hawks are fed strips of meat torn from the prey by their parents. When they begin to fly, some young hawks are taught to hunt. Adult Sharp-shinned Hawks and Peregrines drop prey, sometimes injured but still alive, to their young while they are flying. This hones the youngsters’

In Nature some things happen largely by chance. When one of a fireweed’s 70,000 seeds lands in a perfect habitat and germinates, chance is at play. Chance, too, is involved when a starving wolf pack stumbles across a moose that died after falling through the ice. But for most phenomena in Nature, chance plays a lesser role, with timing being the principal factor. The blooming of spring flowers is timed to exploit the sun before the tree leaves block it. Moose mate in the fall so that the birth of their calves coincides with the arrival of summer-long fresh green growth. For these events, chance has little to do with when they occur. Last week Ann and I kept hearing an intermittent, highpitched cry. At first we thought the sound was made by young Osprey that fly overhead at this time of year. But then we realized the sound was coming from

Going green at the Pakenham Fair The Town of Mississippi Mills is celebrating local flavour at the Pakenham Fall Fair, this Saturday, Aug.14. In addition to its traditional events, the historic agricultural fair is welcoming a new speaker series featuring local experts discussing a variety of topics related to going green and eating local. The series is included in the fair’s $3 admission, and runs between 10 a.m. and 4 p.m. in the upper hall at the Stewart Community Centre. Not convinced that eating organic isn’t a load of manure? Janet Duncan of Almonte’s Dunbrae Farms, specializing in organically raised beef cattle, argues the contrary in her aptly named talk ‘Why Eat Local?’. The extraordinary health payoffs of organic food are outlined by Naturopathic Doctor, Katherine Willow, the owner and founder of Carp Ridge Ecowellness Centre in her presentation ‘Healing Yourself with Real Food’. Convinced of the benefits and want to try your hand at producing your own food? Get your garden started using organic recycled compost. Learn how to convert your food waste into nutrient rich soil from Gerrie Baker of Westport’s The Worm Factory in her demonstration ‘Garbage to Gardens’. Feeling more adventurous, Wayne Senior of Kilburn’s Upacreek Farms introduces you to his feathered friends in his talk on ‘Raising Backyard Chickens’. Know of the health benefits of herbs and spices but don’t know where to begin? In their presentation ‘I Grew Them Now What Do I Do With Them?’, George and Gerry of Almonte’s The Herb Garden point you in the right direction. Samantha Hart of Jasper’s Funny Duck Farms teaches you the difference between teas, infusions and tinctures as well as the useful herbs that can be found in your yard and used for skin care in her talk ‘Herbs: They’re Not Just For Cooking!’. The Speaker series schedule can be found on the back cover of the Pakenham Fall Fair show schedule and prize list booklet located on the Town of Mississippi Mills’ website www.mississippimills.ca. The fair makes it easy to begin your journey into healthy eating with its well picked bunch of local vendors and crafters.
