MAYOR DECLARES Mary Campbell has announced she will seek another term as mayor of McNab-Braeside and Terry Gibeau is expected to do the same shortly in Arnprior. With just over two weeks to go before the nomination deadline, McNab-Braeside has its first three municipal council candidates, including Campbell who will seek a second term as mayor. Also filing papers in the last week for one of three council positions are incumbent councillor Brad McIlquham and former councillor Aldene Styles. In Arnprior the list of candidates has swelled to 11 with Lynn Grinstead the seventh to join the race for five councillor spots. 5, 6, 14
After a flood of calls and visits to town hall from residents last week, Arnprior council moved quickly Monday to plug the problem of dubious water bills. By noon on Friday alone, more than 200 messages from irate homeowners were left at town hall. Some residents said their bill doubled or even tripled to $1,200, and in one reported case above $2,200. But not all the bills were on the high side. Coun. Tom Peckett said a 19-unit apartment complex was blessed with a $50 bill. Another woman tapped the town for a $900 credit. “They don’t seem to know what they’re doing,” said Betty Adams while standing outside town hall Friday, shortly after discussing her bill. At Monday’s regular meeting of council, town treasurer David Pollard explained to a room of some 25 residents the change-over from a mishmash of indoor and outdated meters to the new automated system. Then council decided on three actions: • the due date to pay is extended from Aug. 31 to Dec. 31; • staff will review all bills (with or without clients present) and report to council by September’s end; • town hall hours will be extended to evenings and possibly weekends for staff to meet with residents. Pollard said numerous problems are associated with the 2,770 water bills, sent out July 28. Estimates were used in some cases for up to three bills. See SEVERAL PROBLEMS, Page 3

And a great effort has been made to ensure everyone has a chance to attend, with free buses running regularly on Saturday from a number of stops in town. “We’re trying to get out to all the seniors homes,” said Smith. There have been a few cancellations to note, explained Smith. The Friday evening glow ball golf tournament, Saturday’s airport events and the beach volleyball tournament will not be taking place. Continued from front If the initial estimate was wrong, the next two would also be wrong, leading to a plus or minus on the most recent “actual” bill. All bills from today forward will be based on actuals, not estimates, Pollard said. Other problems involved printer difficulties. Others still may have occurred when numbers were manually entered into the new system, council was told Over an 18-month period, beginning with newer homes acting as test sites, a new automated software system for remote reading of external water meters was implemented. It means meters are read in four hours, compared to the costly and tedious act of entering homes over a three-week period. But that first system from a company the town has worked with for 15 years was too slow, leaving staff scrambling to get another while in the estimates period. “As we learn how the system works it will get better,” Pollard said. Coun. Jack Lammert wasn’t pleased to hear Pollard talking about some bills arriving quarterly, some over a two-month period and some over four months. He said he would like to see a monthly billing system. “Don’t make it so complicated. Make it simple,” he said, as someone at the back of the room shouted “It’s too late.”

OPP continue to wait for postmortem results from a body found in the Ottawa River a year ago this week. Sandra Paulen, a cleaner for Donald Banes Cleaning who usually worked at Pillar 5 Pharma, died on Aug. 23, 2009. Her body was found west of Robert Simpson Park on Aug. 24, 2009 at about 2 p.m. She was reported missing by a friend earlier that day. Although any unexpected death is treated as suspicious, Paulen’s has not left an indication of homicide, said Const. Liam Watkins. That may be also be the reason for the delay in getting results back. Violent crime-related deaths bump others down the queue. “It’s still the same situation. We have no new information on that case. They’ll get to it when they get to it,” Watkins said. “You can’t let a homicide sit there.” Paulen was 54 years old and lived in Arnprior.

length of time it took to implement the system. Mayor Terry Gibeau, fresh off vacation, redirected complaints from staff to council. “I’m sorry. It’s our fault,” he said. “It is not staff that is making these decisions. We are.” One resident said missing in the entire affair is the “human element.” He said town staff should have been more sensitive to huge water bills going out with little warning. He added that Monday night’s reaction was part venting too. Residents with water bill concerns who haven’t contacted town hall are encouraged to do so. Arnprior town staff will bring up individual billing histories and explain the situation. With files from Nevil Hunt
Lammert was also upset to learn staff knew for weeks that at least 150 homes have leaks, but didn’t mention it to owners. Pollard agreed that the sensitive new system will spot running toilets and dripping facets. It will be identified and followed up in the future, he said. The town has some tracking tablets for owners who suspect a leak. Coun. Tom Peckett suspects the problem could be insurmountable, and that in the end the town might have to cover any losses. “We drink it and move on,” he said, adding that a “substantial amount of time” be given to pay bills, interestfree. Reeve Walter Stack said it should be between 12 and 18 months, the same

The gazebo on Elgin Street near Arnprior town hall will have to come down, councillors learned at their regular meeting Monday. After a tenant at 122 Elgin St. pleaded with council on Aug. 9 to let her keep the gazebo out front of the building, despite complaints of excessive drinking nearby, it was decided to defer the decision. The town has since learned it doesn’t own the land, the County of Renfrew does. “It’s theirs to deal with,” CEO Larry Donaldson said. The landlord was expected to have the letter ordering the gazebo’s removal earlier this week. Coun. Jack Lammert took time to say he didn’t appreciate Coun. Eric Burton encouraging the tenant to speak before council. “I have nothing against delegations, but I was very surprised this even came out,” he said. Mayor Terry Gibeau said now that he is back, the procedural bylaws will be followed. Burton couldn’t find a colleague to support his idea to send the tenant a letter of explanation for why the gazebo must come down.

JOHN CARTER
john.carter@metroland.com
In response to several complaints by residents about expanded environmental protection (EP) zones on their properties, McNab-Braeside council has agreed to revert to the previous boundaries, even though planner Bruce Haworth pointed out they could be based on out-of-date mapping. The decision came near the start of a lengthy council discussion Aug. 17 over public comments on the township’s draft comprehensive zoning bylaw that is designed to bring it in line with the official plan approved earlier this year. The move to return to the old mapping lines for EP zones was supported unanimously by council (Mayor Mary Campbell was away at the Association of Municipalities of Ontario convention) and seemed to be received well by most of the 25 people in attendance. However, township CAO Noreen Mellema said she recommends council hold another public meeting on the issue as the planner feels the EP switch could be interpreted as a major change to the draft bylaw. The now dropped changes reduced the EP zone on some properties. However, as their owners were likely happy with
that change, it’s not likely they attended the Aug. 17 council meeting. Now that the changes they anticipated have been eliminated, they might be upset and should be given a chance to speak up before council passes the new bylaw, the argument goes. Mellema also noted there may be ramifications to having the township’s comprehensive zoning bylaw differ from the official plan and the fact some of the EP designation is based on outdated mapping. During the public consultation process, close to 20 residents argued the expansions of the EP zones, which restrict building, were unfair mainly because they were based on water courses that only exist for a brief time or have changed since the aerial mapping. Haworth offered to review the designation on every property subject to a complaint. However, councillors Jim McGregor and Brad McIlquham argued the changes aren’t necessary as the old EP boundaries have worked well for years. “We should use the old lines as much as possible for the EP zone unless it doesn’t make sense,” said McGregor, who moved the motion to revert to the old EP boundaries. Coun. Andy Dunlop said the bylaw should reflect wishes of property-owners, but cautioned it should be based on correct data.
Lot size debate bogs down A lengthy and sometimes impassioned debate over proposed lot size and frontage changes in the McNab-Braeside draft comprehensive zoning bylaw has ended in stalmate. Council eventually passed a motion that allows existing undersized lots to be developed if a hydrogeological study shows septic and drainage wouldn’t adversely affect neighbours. However, despite pleas from some property-owners, council didn’t implement a grandfathering clause that would allow the same consideration for properties that have not yet been severed. The new limitations on developing certain lots, particularly a number in the Campbell Drive area, had sparked protests from some property-owners and concern from a couple of councillors. Councillors Elmer Raycroft and Andy Dunlop suggested residents who had bought their properties many years ago with an eye to severing off a piece to fund their retirements shouldn’t be prevented from doing so if the severed lots could handle well and septic services. “If a study shows a lot can sustain a home, what’s wrong with that (allowing it),” said Raycroft. Coun. Jim McGregor explained the increased size was recommended to protect neighbours who would be impacted if developments are allowed on lots too small to accommodate the services. There is already a process in place to allow such lots if owners provide studies to prove they are feasible, he pointed out. However, his motion to support the planner’s recommendation that the increased lot size and frontage remain in the bylaw died for a lack of a seconder, leading to his second motion that was passed.

Lynn Grinstead wants to take her passion and enthusiasm for her home town to the next level by serving on municipal council. Grinstead, an account executive with MyFm Radio, became the seventh candidate for the five councillor positions when she filed her papers Monday. It is her first run for municipal office. She says becoming a councillor would be a natural progression from her extensive community involvement. “I see it as the next step ... a way to give back to the town I love,” she said. Grinstead said Arnprior council could do with a shake-up. “It’s exciting to see new names coming out to run,” she said. “New eyes, ears, new ideas, a new dynamic on council with new personalities is what the town needs.” Grinstead (nee Cloutier) was born and raised in Arnprior, graduating from Arnprior District High School. While concentrating on raising her family of four boys, she has stayed involved as a director of the Greater Arnprior Chamber of Commerce and the Arnprior Agricultural Society and co-chairman of St. John Chrysostum’s Raising the Roof fundraising campaign. Her enthusiasm for the town leads her to believe that more can be done to promote its “amazing attributes.” She said she supports new development for the town on all fronts – residential, commercial and industrial. “We need diversity to open up the town more ... and we have to let everyone know we’re open for business.” As a mother to four boys, she says she knows how difficult it is for them to find work when layoffs have forced adults to take employment usually filled by students. “We need more jobs.” Grinstead said that as a people person she is willing to listen to concerns and raise them at the council table. She said she works well with others but is not afraid to speak her mind. “There will be no second-guessing where I stand,” she promised.

Dan Lynch wants to bring some of the success he’s had as manager of the Arnprior Airport to the new role he is seeking as town councillor. The airport property was worth $140,000 in 2002. Today it is worth $3.95 million. “So we’ve increased it a tad,” Lynch said, a retired military man who moved to town in 1988. “I think I can make a difference. I think we need to change the old guard; get some people with no (bad) attitude who aren’t stagnant.” He said “tough decisions” should have been made in the past, and that “more fiascoes” are coming in the future. For example: the gazebo sitting on municipal property near town hall should have been dealt with; the water bill system has taken a year-and-a-half to set up, but is a disaster, he said. Lynch, whose grown children have remained in the area, said building solid relations with neighbouring municipalities is crucial, and cited the three-way representation on the airport board as an example of how the relations can work effectively.
ers, Lynch said better communication could have headed them off. “They (homeowners) brought it upon themselves in the beginning,” he said. “You can say one thing about (Mayor) Terry Gibeau: he shoots from the hip, for good or bad.” Lynch ran for the last council. Observers say he lost out because he didn’t do enough door-knocking. He denies not getting his name out enough, saying he was the first to sign up at the time. The problem was that Nancy Black is a perennial favourite; Mark Willmer has plenty of experience at the municipal level; Jack Lammert presents an easily digestible black-and-white perspective; Tom Peckett was well-known for owning the Sears outlet; and Eric Burton was endorsed by Gibeau. Lynch said he has the drive to make it this time around. “I’m very proud of this town,” he said. “We can’t get bigger (if we) always wait and see what is going to happen.” A past president of Legion Branch 174, Lynch is also a member of the Golden Valley Seniors and was awarded the Town Crest in 2008. He also sat on the Military Run and naming of the Veteran streets committees.

I do not ask for this privilege lightly. Please let me start with my personal background. I was born, raised, and educated in Ottawa, while my wife Deborah was born in Renfrew. After a short stint in Calgary, Debbie and I settled down in Arnprior, where we chose to raise our family and become part of the fabric of the town we grew to love. I established a homebuilding business that would leave footprints in the area and make us proud to be members of our local society. In 1978, I convinced 13 business men and women to come together and establish the ‘Greater Arnprior Chamber of Commerce’. I’m also proud to have been chosen as the Chamber’s 1st elected president. Shortly afterwards, Debbie and I would go out on a limb to present the first and finest “Ottawa Valley Spring 409361
Home Show” that has not experience such success since, drawing more than 3000 visitors to our community for this event. There were many spin offs for merchants who promoted their goods and services at these shows. Accomplishing such advancements is not really difficult, but it does take a lot of initiative and perseverance. If there is no drive in our elected officials, how can we expect to achieve our goals? That is why the electorate must judge who in the past has stepped forward into the limelight and who has not. Those who do not participate, take away a seat from those who will initiate new visions for the future in our community. I believe that I have a track record of carrying out initiatives that will benefit our community. I ask you-the-voter to select me as one of your Councilors on Monday, October 18th 2010 thru October 25th 2010. I pledge to represent you diligently through the next 4 years. With telephone and/or by the Internet, voting has never been easier. Doug Munro is an official candidate for election to Arnprior municipal council.

Campbell seeks second term as M-B mayor JOHN CARTER john.carter@metroland. com
Mary Campbell: eyes second term. and in-house catering service. She said she believes in the priorities expressed by ratepayers in the Vision 2027 document, including maintaining rural lifestyle and sense of community, protecting the environment, and promoting the area’s heritage. “Those are our core values ... that’s who we are,” she said. However, those values will be threatened by external forces if council doesn’t take steps to deal with them, she said. Campbell said council needs to anticipate the effects changes such as stricter provincial policies on water and resources and rising energy prices will have on property-owners. Avoiding
has an important role to play in encouraging economic development in its rural areas. Campbell said township council should also make better use of the expertise of provincial ministry officials. She said McNab-Braeside can survive as a rural municipality by supporting its agricultural base, developing recreation and eco-tourism, and encouraging more
home-based business for the growing numbers wanting to share the rural lifestyle and avoid the commute. “We need to be a welcoming place to start a new business,” she added, noting the expansion of high-speed Internet in the township has helped in that regard. “We need more jobs here.” When council is pro-
active, as it was in leading the broadband project, taking advantage of infrastructure stimulus funding and encouraging McNab Days, it benefits the township, Campbell said. “People should demand more from their
government than roads, garbage and dog tags,” she said. “Council needs to have the backbone to tackle the hard questions ... to anticipate provincial policy changes so we can protect our rural lifestyle.”

Mary Campbell is running for a second term as mayor of McNab-Braeside with the hope the majority of residents support her vision for the township as a strong independent rural municipality. To ensure that McNab-Braeside survives that way, council needs to be pro-active in encouraging economic development and anticipating financial, environmental and social changes affecting it, she said. “This election is about our future,” she said. “We have some hard decisions to make as a community.” Campbell, who filed her nomination papers Aug. 19, won the mayor’s chair in 2006 in her first run for public office. Her family stretches back five generations in the township. With an MBA in international marketing, Campbell has worked in business development in the high-tech sector, more recently running her family’s 100acre beef operation in conjunction with a bed and breakfast
knee-jerk reactions when complex issues arise requires thought and consultation, she stressed. She is disappointed that after a promising start for council with the Vision 2027 process, the amount of public consultation dropped off dramatically. The only non-mandated public input meeting hosted by council has been the Olympia Homes session, she noted. “That’s not good enough.” She said council is missing the boat by not encouraging more input from the many talented people in the township. “We can’t limit (decisions) to five (council) people who meet on Tuesday nights,” she said, adding she would like to see council form economic development and environmental advisory committees. McNab-Braeside can learn from initiatives by Greater Madawaska and Madawaska Valley to take advantage of a growing number of recreational tourists and active retirees, she said. As well, it could make better use of the county’s economic development department, she said, adding that county council

rnprior council didn’t have much choice in putting a freeze on the water billing process until the many anomalies can be worked out. At least it has recognized the ‘human element’, as one resident called it at council’s meeting Monday, by putting the collection process on hold to give staff, council and residents time to figure out what’s going on. The province has mandated that municipalities bill out their water and sewer services on a userpay basis, leading to new automated water meters designed to improve the fairness of the system. However, judging by the water bills many Arnpriorites received last week, the system is far from fair. Council has reacted to the outcry, showing it does indeed pay for people to speak out. It’s just the latest in a number of billing concerns by area residents regarding sudden jumps in their utility bills. Many natural gas customers on the equal billing program were zapped with large bills earlier this summer when the company miss-estimated usage. Hydro bills have risen about 20 per cent to many customers this summer, and more increases are inevitable. While we’ve received a temporary reprieve in gas price increases, the latest prediction is that gasoline will hit $2 a litre in two years. With all these increases hitting citizens, many of whom are on fixed incomes, it is imperative that governments recognize the ‘human element’ when making decisions on how to deal with rising costs of their own.
Sign concern resolved To the editor: Re: White bar is where to stop (Chronicle-Guide, Aug. 12). Firstly, I seriously doubt that those who are aware of my driving and riding experience would place me in the ‘nervous driver’ category. Secondly, I have been living on Campbell Drive (north of the highway) for the past 21 years and am quite familiar with the intersection - during particularly high peak traffic times, crossing the highway and following through on Campbell Drive to White Lake road is the only reasonable option. See TRAFFIC VIEW, Page 9

Council needs to support local industry, Badham’s deserved greater consideration To the editor: Last week I had the honour of representing Arnprior at the Association of Municipalities of Ontario (AMO) annual general meeting and conference. The week was full of keynote speakers and expert panels addressing issues facing our communities. I made a special effort to attend the sessions on economic development to hear from industry leaders how other communities are attracting investment. There was one common thread through all of the presentations: attracting investment starts with retaining and expanding the existing industries in our community. Arnprior has been blessed to have a strong industrial sector. Now more than ever we need to show our support for local businesses and encourage them to let us know if there is anything we can do to support their continued operations here in Arnprior. Never again should we let

another Calcutron or Zomax leave town without a word at the Council table. These jobs are too important to our residents and businesses. Recently a local business tried to make a bid on important repair work at the Water Pollution Control Centre. Indeed, Badham’s Machine Shop has a long history here in town and they have been there for us when we needed them before. As a ratepayer themselves, they know that every extra dollar spent on unexpected repairs is another dollar on water bills. If indeed Badham can do the job at the lowest price with the least cost, we must get the parts back into Arnprior and let them get to work right away. We simply cannot afford to put an extra penny onto the water bills at the expense of local industry. Eric Burton Arnprior councillor Reeve candidate
To the editor: Well, isn’t this interesting. Now all of a sudden the Town or Arnprior wants to be involved in what is going on with the NCC’s property known as the Grove. Interesting that when the two gay men who own the Gillies House went to the Town of Arnprior for help regarding the repeated homophobic motivated harassment and attacks coming from the NCC’s property and the Town of Arnprior’s trails system, the Town of Arnprior did nothing and, in fact, stated that they could not do anything because it was private property. But I should be fair and mention one action the Town of Arnprior’s Glenn Arthur took. When the new Gillies house owners asked the Town of Arnprior to update its trail system maps to no longer direct people onto their property (it should be noted that Arnprior staff never once asked the owners about allowing the trail to continue), Glenn Arthur went through the extraordinary effort to send two workmen out to put up large florescent orange signs in the Trail Kiosk around town stating ‘temporarily closed due to maintenance’, which had the desired effect to build resentment towards the new owners of the Gillies house and support the misinformation that the new owners wanted the NCCGrove closed to the public. So, now the Town of Arnprior and Glenn Arthur have big plans for the Grove and trail system. Interesting that the top items on his list are to do with the signage around the Gillies house property and the Gillies houseowner’s right-of-way to Division Street – all of which are not even within the Town of Arnprior. Interesting when motivated how quickly the Town of Arnprior can jump to action and how creative Glenn Arthur can be at addressing issues he is concerned about. My advice for the Town of Arnprior and Mr. Arthur is to stick to your own boundaries as stated during the Human Rights Tribunal of Ontario hearing, that the Town has absolutely no jurisdiction outside the Town of Arnprior’s boundaries. So, Glenn Arthur and the Town of Arnprior, your list of projects in the Grove include many items outside the town boundaries and to no surprise they are all designed to interfere with the right-of-way and the property of the Gillies house owners – yes the two gay men who live and pay taxes to both Arnprior and the Township of McNabBraeside and who are entitled – like every other land, home owner or tenant – to the right to enjoy their home and property free from harassment and violence. Fellow citizens of Arnprior, with the coming election it is time for change and not more of the same. Let’s all get Arnprior on the right foot and move past this Klan type mentality that resides in Arnprior’s town hall.

Traffic view restored Continued from Page 8 Also being familiar with the driver handbook, I note its final instruction was omitted by the writer: ‘wait until the way is clear before entering the intersection’ – the signs impeded that judgement. Nevertheless, my position does not need to be clarified any further since a liaison to the MTO and I attended at the intersection on July 25 to review my concerns, and the two signs were moved further west a few days later. (The liaison also indicated the Campbell Drive sign on the eastbound shoulder was set back a few days prior to our meeting as a result of the observation on the first photo that was taken and published by the newspaper). The line of sight is now clear from either side of the intersection, and although there will always be the potential for human error in judgment or lack of patience, the location of the sign(s) can no longer be a mitigating factor if an accident were to occur. To the editor: We at Stone Fence Theatre want to thank you and the Government of Canada for the confidence you have shown in the Eastern Ontario Development Program (EODP). We are dismayed, however, to learn that this important program so helpful to rural communities like ours may be eliminated. With the help of EODP and Renfrew County Community Futures Development Corporation, our company became an enduring heritage institution and a cultural touchstone, creating fulland part-time jobs for more than 100 people over the course of our eight-year existence, helping many young people develop their abilities and careers. Every year we bring hundreds of thousands of dollars into our local economy attracting tourists from all over Canada and the world. Investments from EODP were crucial in helping us get launched. Thanks to the boost we got at the beginning from EODP, we now self-supporting. It is examples such as ours that demonstrate the compelling effect that the EODP has had on Renfrew County. Unfortunately, the program is schedule to end on March 31, 2011 and its renewal is uncertain. We ask that you continue to support this influential initiative that represents an important federal presence in rural and remote communities throughout Eastern Ontario.

Friday auction in Arnprior to help schools in Haiti Distressed by what he saw in Haiti, Rhoddy’s Bay artist, David Lawrence is holding a Hope for Haiti fundraising auction in Arnprior this Friday, Aug. 27. The auction will be held at the Arnprior Masonic Hall at 7 p.m. Viewing will begin at 5:30 p.m. Lawrence is raising funds to help pay for teachers desperately needed to keep schools going in the earthquake-ravaged country. In his month and a half in the country this spring, Lawrence said he found the situation to still be chaotic in many areas, with earthquake relief donations generously made across the world often not getting to those who need it most. So, in conjunction with Pastor Mark Redner and the Carleton Christian Assembly in Kinburn and Grace International, he is raising funds that will go directly to help Haiti’s children. Lawrence’s long-term goal is to raise $23,000 to pay 15 teachers’ salaries for one year (or $1,500 per year per teacher). A few of the items up for bid include an eight-ball pool table, antique 1954 western flyer bicycle, 12-foot aluminum boat, fishing gear, car cover, dinner for two, pizza, shoes and gift certificates. Keeko and Yoshi were found running down a highway together, they are obviously from the same home. They are good together but dislike other dogs and are not suited with young children. The shelter would like to see these two beautiful dogs placed together and will reduce the adoption fee for the right home. Keeko is about six years old and Yoshi is about three years old. They are housebroken and well-behaved, have lots of energy and enjoy going for long walks. Both are affectionate and friendly, they know some basic commands and would benefit from more training. They are typical huskies and can be quite vocal so a home in the country would be ideal. They enjoy each other’s company and will make a wonderful addition to their new home. Supplies the shelter needs: Whiskas meaty selections dry cat food, dry kitten food, paper towels and bleach. AUGUST BOTTLE DRIVE: Empties Can Fill Bellies fundraising event. Drop your beer, wine and liquor empties at the shelter 490 Didak Dr., Arnprior, and you’ll be helping all the animals in our care. Proceeds help with expenses such as vaccinations, veterinary care, spay and neuter surgery. McIlquham files for councillor position JOHN CARTER john.carter@metroland.com
Brad McIlquham became the first sitting councillor to file his nomination papers for the Oct. 25 election in McNab-Braeside Friday. McIlquham, who was first elected to council in 2006, was joined in the race Monday by former councillor Aldene Styles. Styles served on council from 2003 to 2006, when she ran for deputy mayor only to lose to Elmer Raycroft. McIlquham, who sells restaurant equipment and builds restaurants, lives in Braeside and has been active in various recreational pursuits. He has been council’s recreation committee chairman for the past three years. He said he is running again to build on the progress made by the current council as well as complete several projects begun in the last term. “I think I bring a common sense approach to issues, he said. McIlquham said council needs to plan for and encourage the growth spurt that will come as the Highway 417 four lanes extend through the township. “Most of council is pro-
Brad McIlquham: running for second term. business and I hope that continues ... we need jobs and more development to keep taxes down. McIlquham said he is proud of several improvements initiated by council, including the expansion of high-speed Internet in the township. “It is really important ... some people weren’t buying property (in the township) because of it (lack of high-speed), he said, adding council must keep pushing to have the remainder of the township serviced. Council also needs to encourage the township’s
excellent fire department by continuing to ensure it is property equipped, support the training initiatives it has implemented and show appreciation to the volunteers, he said. McIlquham notes now that improvements at the Burnstown Beach are well underway, it’s time to redevelop a beach at Braeside so people can swim there in the summer. He also wants to ensure the continuation of stable funding for outdoor rinks at Braeside, McNab school and White Lake, as well as for a new rink in Pinegrove. He said council has made its own proceedings more open and transparent. The public question/comment period at the end of meetings has given ratepayers a chance to speak their piece to council, he said. He said the fact council has representation from all over the township has helped ratepayers accept that McNab-Braeside is a united township. “I think they realize that all areas will be looked after ... all concerns brought forward will be dealt with ... that we’re all here for the common good, he said.

Despite an ominous weather forecast, rain held off for the 10th annual Caitlin Stewart Memorial Highland Dancing Competition in Arnprior Sunday. Caitlin, an avid highland dancer, may well have been smiling down from the heavens to ensure the event ran smoothly. “It was just amazing. It was awesome,” said Renee Stewart, who lost her daughter Caitlin in November 1998 in a car accident. Renee and co-organizer Jan Oakes have been running the event at picturesque Robert Simpson Park since its inception and they were pleased to do so once again, juggling the schedule a bit to speed things up in case of rain. “I can’t believe that for 90 per cent chances we didn’t get any rainfall,” said Renee. “For 10 years we haven’t had to go indoors.” Dancer of the Day honours went to Hanna Jackson and Shawna O’Neill, who shared the Caitlin Stewart Award. The event is something the highland dance community looks forward to each

year. “They’re just an exceptional bunch of people and they enjoy coming every year,” said Renee. Some 95 dancers converged at the park for the Aug. 22 event for a day of friendly competition and reconnecting with friends. The event gives Stewart a chance to reconnect with Caitlin’s friends each year, many of whom share a story or memory with the grateful mom. “It’s so special,” said Renee. She has used the event to highlight the importance of organ donation. Caitlin’s corneas were donated, and Renee takes some solace in the fact her daughter’s memory lives on in those who received the gift. She addressed the crowd Sunday to underline the importance of the cause and offer pamphlets and forms for those interested in taking the next step to ensure their organs would be donated should the unthinkable happens. “The response was very good. Nobody wants to think about something bad happening, but it’s important to be prepared,”

Arnprior arena attracts players from far and wide NEVIL HUNT nevil.hunt@metroland.com
They come from California, Kamloops, Chicago and Sweden. A growing international mix of players descends on Arnprior each August, and the Nick Smith Centre is their hub. Most are Montreal Canadiens prospects or draft picks. The draw is the coaching. Local skating coach Paul Lawson works the players on one ice surface while Canadiens skills coach Tim Turk directs players on the other rink, concentrating on shooting skills. During the week, players spent two hours each morning with one coach and two hours every afternoon with the other. Turk is believed to be the NHL’s only shooting coach. “We break it down to technique,” Turk said after Tuesday morning’s twohour training session. “You want to disguise your shot and have your body ready to react. You need to use the right thing at the right time.” Among those brushing up on their skills were Montreal prospects Mathieu Darche and Ryan White, both of whom played for the Habs during the past season. Ottawa 67’s defenceman Cody Ceci attended too, and Lawson said he will become a household name as next year’s NHL draft approaches. Following two hours under Lawson’s direction, Arnprior native Will Colbert showed the effects of the drills, sweating away before getting changed. “I’m out here for a really good skate,” Colbert said. Colbert, played defence in the San Jose Sharks farm system the last two years and is now a free agent. The 25-year-old said he’s seeking a team for the upcoming hockey season. Lawson said Colbert has the skills to play pro for a long time. “He has a tremendous skill level,” Lawson said, “and he wants to get better.” Lawson said the camp has become more popular during its four-year history because the players want to improve their game as the new season
Packers open training camp, need volunteers PETER CLARK peter.clark@metroland.com
Training camp is nicely underway for the Arnprior Junior B Packers. Hopefuls for the 2010-11 edition of the Packers took to the ice this past Sunday and Tuesday nights at the Nick Smith Centre, and will do so again this evening (Thursday) from 9 to 11 p.m. Coach and GM Bill Griese and the coaching staff will also conduct training camp sessions Tuesday, Aug. 31 and Thursday, Sept. 2, both from 9 to 11 p.m., as well as the following Tuesday and
Thursday nights. Off the ice, the Junior Packers are in search of volunteers to help with the upcoming 2010-11 season. Needed are front door staff, 50-50 sales, bar (smart serve required), security, timekeeper and scorekeeper to cover when the regulars are not available, music, and general duties. A certified trainer is also required. Contact Bill Griese at arnpriorglass@ bellnet.ca or ajbp@bellnet.ca if interested in helping the Packers out with any of the above duties out this year. More information is available on the Packers website.

is held in Arnprior),” Lawson said. “(Parks and recreation director) Glenn Arthur and his staff are really accommodating.” GOALIE TRYOUT The NHL regular season begins on Oct. 7. Montreal Canadiens draft picks and minor league professionals swirl around the rink at the Nick Smith Centre in Arnprior, their skates making loud scrapes as they go from standing still to top speed in a few strides. When they shoot, they shoot hard. And self-proclaimed beer league goalie Dustin Phillion is trying his best during hockey trainer Paul Lawson’s annual hockey camp. The Fitzroy Harbour resident picks up his game and stops a few shots, but plenty more flash past him and into the net. Phillion is cannon fodder, and he knows it. He’s only in the net to offer a bit of challenge as pro and future-pro hockey players go through their drills. After Tuesday morning’s two hours of slap shots and wrist shots, dekes and deflections, he knows his role: “I’m just the pylon.”

Valley high school league expanding again PETER CLARK peter.clark@metroland.com
Arnprior will be the first opponent for the newest member of the LanarkRenfrew High School Football League. The senior ADHS Redmen, which made it to the semi-finals last year before losing to eventual champions Smiths Falls Red Hawks, will host Fellowes Friday, Sept. 17 at 1 p.m. in the season-opener for both teams. Fellowes is bringing high school football back to Pembroke after a 15year absence. After opening in Arnprior, the team will play its first home game Sept. 23 against last year’s league finalist Perth Blue Devils. Fellowes football head coach, Keith Roach, admits his team is facing a tough challenge to start the season. “Our players are going to face two very good football clubs from schools that have a long history with the sport,” he said. “As an expansion team we recognize our players are still learning how to play the game, and taking on two of the top teams in the league will be quite an ini-
tiation, but also a good test of where we stand in the league.” Each team will play an eight-game regular season with the top four clubs in the senior division making the playoffs. The semi-finals are scheduled for early November with the league championship game being played Nov. 5. Since Fellowes’ application to the league was unanimously accepted by the league directors, the school’s principal Brian Baird has been impressed with the amount of community support received by the school. “We have a dedicated group of community volunteers who are committed to raising the funds necessary to purchase equipment for the players, and to ensuring that a football program is sustainable for many years to come,” he said. The decision to re-introduce football to Fellowes comes at a time when several high schools in Ontario have expanded or reinstated the sport. Community volunteer, Chris Cooper, said the Canadian Football League has experienced a renaissance and that has result-
ed in more football being offered through minor and high school programs, and an expanded interest in Canadian University football. “Bringing football to Fellowes is an exciting opportunity for students at the school and our group is committed to make it happen,” added Cooper. The coaching staff for will be led by Fellowes teachers P.J. Weller and Roach. Both men have experience coaching high school sports, and Weller played university football in the United States before returning to Canada to begin his career as a teacher. They will be joined by Cooper, who has coached in a minor football program in Carleton Place for the past two years, and John Scott, who will act as a special advisor to the coaching staff. The Lanark-Renfrew High School Football League included nine schools in 2009, including three Renfrew County high schools. ADHS, Renfrew Collegiate Institute and MacKenzie High School in Deep River all have teams in the league.

Meanwhile, the McNab-Braeside Minor Ball bantam/midget level players wrapped up their house league fastball season July 26. The girls split the winnings. Metro took the league trophy while McCrea’s Heating and AC captured the playoff round with a win in a close game three. The league issued a special heartfelt thank you to coach Randy Jahn, who is retiring after this season. Jahn has been involved in McNab-Braeside Minor Ball for 10-plus years, serving as parent, president, coach and dedicated volunteer. The boys division finished with Micksburg Twins as the champions, as they defeated Four Seasons Carwash. Steve, Barb and Kris Blimkie presented the Mitchell Blimkie Sportsmanship Award to the Micksburg team, as their players consistently demonstrated sportsmanship in the 24-game season. McNab-Braeside Minor Ball thanked its new sponsors (Four Seasons Carwash, McGonigal Construction, Arnprior Legion), regular sponsors (OPG, Sport Renfrew) and volunteers for a successful season.

NEWSPAPER ADVERTISING gets read. gets remembered. gets results
With so many advertising mediums dividing the attention of potential customers, newspapers remain the most effective source for reaching consumers. Why? Simply put, newspapers reach more people, more often. Highly portable and highly visible, newspaper ads go with people and stay with them. That means your business is more likely to be on their minds when they’re in the market for related products or services. When it comes to spending your advertising dollars, make the choice that’s tried and true: newspaper advertising works harder for you.

Has the Arnprior cougar (or hybrid cat) moved south, or has he a relative in the Madoc area? Joe Gillan of White Lake was visiting in the Belleville area recently when he noticed a photograph of a mysterious animal in the Aug. 12 Community Press newspaper. The caption explains that Rob Thoms saw the animal, described as being about 36 inches tall with cat-like ears and face, just north of Madoc. Perhaps it’s the same type of animal seen near Arnprior, suggests Gillan.

clothes for the heavily clouded night sky was kind to us). Each time we failed to elicit a response, our anticipation that we would hear wolves at the next location intensified. Alas, we completed our final howling sequences and the night remained silent. Despite not hearing wolves, the crowd was most appreciative. After all, just venturing out at night to an area where wolves run wild is in itself a rare privilege. Howling is one of the main ways wolves communicate, but we really have no idea what they are saying. Maybe next year on the Bonnechere Howl we will have an opportunity to find out! The Nature Number is 613-3872503; email is mruntz@start.ca.

Wolves attract our attention. To many they are mysterious creatures that epitomize the wild. When we meet a wolf, we are drawn into an untamed world, one that is increasingly difficult to find. That is why Public Wolf Howls, originating in Algonquin Park in 1963, have enticed more than 120,000 people to venture into the night to listen for their howls. This past weekend I led the Annual Bonnechere Park Wolf Howl, an event that I have conducted since the early 1990s. Fashioned after the world famous and much larger Algonquin Public Howls, a presentation on wolves (held in Bonnechere’s Davenport Centre) is followed by a short drive to some good howling locations. Unlike the Algonquin events, scouting for wolves is not done prior to the night of the Howl. If the scouting for the Algonquin Howls, held on the two nights prior to a potential Howl, is unsuccessful, the Howl is cancelled. Also, the Bonnechere Howl visits not one but several locations if wolves are not heard at the first. This year our entourage was the smallest since the Bonnechere Howls began. The main and likely only reason was the weather. What was initially forecasted to be a sunny weekend turned out to be one of the wettest recorded for that date. Many campers packed up their tents after a couple of days of rain dampened more than their spirits. Others changed their plans before the arrival of the weekend. Despite the weather, approximately 75 eager participants filled the Davenport Centre and then headed out in a small cavalcade of cars to the wilds of the Basin Road in southeastern Algonquin. Our first stop was historic Basin Depot, where we were treated to the aerial artistry of Little Brown Bats and American Woodcocks. Despite our vocal efforts, no wolves replied. That was not unexpected for wolves have huge territories (on average, 180 square kilometres) and they could be in any part of their territory at any time. Usually to hear a wolf you have to be within a couple of kilometres of it, so the odds are slim of randomly stopping and having wolves reply to your howls.

Members of Renfrew County’s educational and social service communities are joining together this week to develop new skills to support local youth. From Monday through Thursday, the focus has been on restorative practices and restorative justice, which are a modern approach to the ancient practices of helping people face the real consequences of their actions and build relationships with the people around them. “It’s not doing something to somebody or doing something for somebody, it’s doing something with somebody,” said Ron Groskleg, resource supervisor for Family and Children’s Services of Renfrew County. “It’s a positive approach to help youth learn from their experiences,” he added. “It can be done as a justice measure after the fact, or it can be done as a talking circle to build a culture of openness and caring.” Family and Children’s Services has joined with the two English Renfrew County school bards and 403989 the Phoenix Centre for Children and Families to provide four full days of training in restorative practices.
