The next round of water bills will be higher than many users expect, Arnprior council learned at Monday’s committee-of-thewhole meeting, but at least they won’t be due until the end of October. Back in late August when some users began receiving excessively high or low water bills, town council postponed payment until Dec. 31 and ordered staff to produce a report before the end of September. A little piece of Arnprior’s Gillies Grove will become part of the Museum of Civilization’s permanent collection this fall. Over the coming weeks a mold will be applied to a white pine at Arnprior’s beloved old growth forest on the Nature Conservancy of Canada (NCC) property and used to cover an architectural column at the Gatineau museum.

It will appear in an area dedicated to the nation’s logging history, which has a significant Ottawa valley component. Overseeing the work is West Carleton’s Geoff Wonnacott, head of exhibition preparation and display the national museum. “We wanted a mold from an old growth white pine to function as a disguise in the Canada Hall,” Wonnacott said. “I live in Kinburn and shop and get groceries there (in Arnprior) and walk the

Grove, so I thought it would have a tree that would work for us.” The latex mold will be applied to an older tree Wonnacott has already selected, a tree about 100 yards from the Division Street entrance with the top already broken off. There will be no longterm negative effects, he said, adding the work must be done before frost sets in. “The tree should look the same as before,” he said. See ‘PIECE’, Page 6

Crews oversee the installation of Arnprior’s new $2 million sewage pipe, which reaches just past the mouth of the Madawaska River. A town councillor said he was surprised the pipe didn’t go further away from the beach at Robert Simpson Park. Coun. Eric Burton said for that amount of money the town could have treated effluence on site at the nearby sewage treatment plant.

Continued from front A verbal report presented by treasurer David Pollard mentioned the newly installed and highly sensitive meters and how they detect even small leaks in toilets, taps and elsewhere. Because of that, and because it covers half the summer when users are watering plants and filling pools, he expects the next round of bills to come in a little high. However, none will be based on estimates, which are believed to have caused much of the frustration last time. “A lot will be higher than then will expect. The quality of meters is better,” Pollard said. “This last round of billing has caused a lot of frustration and for that we apologize.” Staff reviewed 1,200 accounts recently, many directly with the users. More than half the bills came in on par with estimates and past bills. Some consumers with erratic totals told staff they could find areas to conserve. Staff obtained the OK from councillors to postpone the next round of bills until Oct. 31, in part to give an auditor from KPMG time to report on the rocky transition from the old system to the new. “An independent review is needed. It’s important for the public to have confidence in us. That needs to come from an independent third party,” CAO Larry Donaldson said, adding meter provider Neptune will also participate in the final report to explain what went wrong.

Staff also plans to improve communications by adding a frequently asked questions section to the town website, and advertisements in local newspapers (see Page 10) explaining the water bills. Users will also receive letters of explanation with their bills. There was some discussion about returning to quarterly billing or moving to another system, considering the next billing period will be for November and December. Staff prefers the current system of billing every four months because it ends with the calendar year end and ensures taxes come at different times. Coun. Eric Burton insisted the next report be written and submitted to council before the meeting, not presented verbally. He also suggested council review the accuracy of bills before they are mailed. Others dismissed the idea as needlessly micromanaging staff. Still, Coun. Mark Willmer agreed that a solid communications strategy is needed on this issue. Donaldson concurred. Mayor Terry Gibeau said the issue is complicated, but in the end people will not pay for water they did not use. “Sometimes I’m criticized for being too supportive of staff, but policy decisions are made here (at council table),” he said. “You need to take responsibility for the decisions you make. Staff have gone well beyond in the hours they have spent on this.” The committee also agreed to have staff submit a written report next week.

The sewage pipe meant to bring Arnprior’s treated effluence downstream along the Ottawa River reaches just past the mouth of the Madawaska River, less than 100 metres from the beach at Robert Simpson Park. Laid Friday, Sept. 17, the close proximity to two Arnprior parks came as a surprise to Coun. Eric Burton, who along with others was under the impression the pipe would reach the middle of the Ottawa River. Burton was the lone member on council to vote against the $2-million pipe option. “It’s a sad day,” Burton said, upon learning of crews were placing the pipe in the river. “It does surprise me. For $2 million that must be a lot of pipe. The whole approach appears to be a shortcoming.” For the same amount of money, Burton would have preferred treating waste onsite at the nearby sewage treatment plant, not sending it down river for other municipalities to deal with. “Moving forward I hope we learn a lesson. We need to be looking at full solutions and not passing the buck,” he said. However, the province said Arnprior can no longer continue to pump its treated sewage into the Madawaska near the marina, and endorsed the plan to send it through a giant pipe to the Ottawa. Council got the OK that the treated sew-

age passes the Ministry of Environment standards, so went ahead with a 6-1 vote in favour of the current project. Burton concedes the new system will be better than what the town has now, but not as good as the option he championed. Reeve Walter Stack and Coun. Tom Peckett, who face Burton in the current race for reeve, both supported the pipe project. Peckett did not respond to an interview request on the issue before press deadline. Burton insists he took the time to read the complicated reports and asked the tough questions before the decision was made, but indicated the same may not have been true for his colleagues on council. “As upset as I am, I have a clear conscience. As a councillor I knew I should step up and learn to understand this issue and I did. I believe I was the only one who understood the full report and was asking these tough and technical questions,” Burton said. “To have an honest dialogue, people have to be considering different sides of the story. And I don’t think that happened here.” He said colleagues didn’t want to consider an additional study needed as a prerequisite to his proposal, figuring it would needlessly complicate the issue. “Yes, it was more complicated than just laying a pipe. But it’s done elsewhere, and there’s bigger issues at play,” he said. “This is a $2 million band-aid.”

“Somebody is going to get killed,” McNab-Braeside Deputy Mayor Elmer Raycroft warned the Renfrew County operations committee Sept. 13. Raycroft asked committee members for support in lobbying the province for a traffic light or some other safety device at the intersection of Highway 17 at Calabogie Road and McLean Drive. Four days later, a Renfrew man was seriously injured in a twovehicle crash at the intersection. “We’ll work with you (McNabBraeside council) on that,” said committee chairman Zig Mintha. “I can’t see why not. We have contacts with the Ministry of Transportation … it’s certainly a safety issue.” The committee was holding the last of its four meetings scheduled this year for outlying municipalities at the McNabBraeside township office. Raycroft said he’s concerned increased highway traffic volume, especially on Friday and Sunday afternoons, is making it difficult for people lining up to enter the highway on both sides of the intersection. “On long weekends, it’s bumper to bumper from Arnprior to there (intersection) and beyond,” he said. He noted he has also heard concerns about the Highway 17-Anderson Road intersection, “but this one is busier.” Raycroft said farmers, truckers and others are taking up to 14 minutes to cross the highway at peak times. When traffic is heavy, there is a vision problem for vehicles entering the intersection, he added. Increased traffic going to Cala-

A Renfrew man was badly injured last Friday afternoon, Sept. 17 in a collision at the intersection of Highway 17 and Calabogie Road. Todd Crapper, 37, was taken to hospital in Ottawa in serious condition after his car was hit by vehicle turning left onto McLean Drive. Renfrew Ontario Provincial Police report a 2003 Ford Crown Victoria driven eastbound by a 72-year-old Clarendon, Quebec woman turned left in front of Crapper’s westbound 1997 Plymouth Breeze at 4:07 p.m. One of the vehicles caught fire and had to be extinguished, along with the grass fire it caused, by the McNab-Braeside fire department. Highway 17, which is especially busy Friday afternoons, was closed until about 11 p.m., delaying many motorists either heading home or to the cottage for the weekend. Detours were set up for motorists. Crapper was taken to Arnprior Hospital, and then transferred to Ottawa.

Committee member and Greater Madawaska Reeve Peter Emon expressed his support, noting some of his township’s residents have also complained how difficult it is to access the highway sometimes. Renfrew Ontario Provincial Police community services officer Janice Sawbridge said that while last Friday’s crash didn’t involve a motorist trying to cross the highway, the intersection does get very busy at times. She urged motorists to resist the temptation to make a risky crossing, even if they have been waiting for a long time. It’s easy to misjudge the high speed of vehicles approaching on the highway, she said. “It (crossing when unsafe) could cost you your life.” Raycroft asked the county to join the township in asking the MTO to look at possible changes at the intersection. County public works director Dave Darch explained the county worked with the MTO to bring lights to Highway 17 this year in the Petawawa area after a request by CFB Petawawa and the town. “We can talk to the ministry about the feasibility of one here,” he said. McNab-Braeside Mayor Mary Campbell suggested the MTO will come up with a variety of suggestions, including perhaps a ramp. “There’s got to be more ways than one to skin a cat,” she said, adding the O’Brien Road intersection needs to be improved too. “It’s (the County Road) 508 intersection I’d like to see addressed,” replied Raycroft.

The other driver was charged with making an unsafe left turn. OPP Constable Marc Bennett is investigating the crash. Earlier in the week, McNab-Braeside Deputy Mayor Elmer Raycroft asked at a Renfrew County operations committee meeting for support in an effort to improve safety at the intersection. The township and the county will approach the Ontario Ministry of Transportation to see if traffic lights are feasible there.

THE DAWN OF A NEW BEGINNING

The priority and wishes for most citizens that I have spoken to in the last seven months, are overwhelmingly in agreement that major changes are necessary for any new council that is seated after the upcoming election in October, 2010 We all know that taxes, roads, sidewalks, sewer and water and fire protection are major issues. These core issues will be a priority that when new council will have to get a handle on, early in the new term of office. But let us stop and think about it for a minute. How many items listed above are you really satisfied with? After all; the present administration have had 3 years to put most of them in place and we are still waiting. Upgrading our sewage plant drags on, while sidewalks in some areas are almost unwalkable. The present Council is in hot water over the water bill fiasco, and is now trying the appeasement method to take the heat off the members who are, or will be, candidates in the upcoming election.

Ask yourself; who initiated new programs, who proposed new methods of getting better results in the existing programs. It’s easy to make promises at election time; but the Mayor, and a new slate of councilors, which will be elected, must be dedicated to take action and change the way our town operates for the next 4 years. 416247

In a unanimous vote, council approved transferring $5,367 from the Gaumond Bequest to help the humane society pay for “sterilizable surfaces.” A $1,000 in volunteer time was donated.

The conscientious voter should question all candidates prior to the election on what plans they have for our community over the next 4 years. What will they propose that needs change? How will they make those changes? As a council candidate, I pledge to you the voter; that I will be active in any makeup of your new council. I will not be a silent voice and I will speak my mind on all issues that cross the council table. Cancer run organizer handed rose at journey’s end 30-year run veteran completes trek from Kanata to Arnprior SHERRY HAAIMA shaaima@msn.com

Communities across Canada marked the 30th anniversary of Terry Fox’s Marathon of Hope on Sunday and Arnprior was no different, with the community coming together to raise $4,420 for cancer research. As morning clouds gave way to sunny skies, Arnprior’s small but dedicated group of supporters gathered to run, walk or just make a donation to the worthy cause that touches so many people. It was also a special anniversary for Arnprior run organizer Rita Cloutier, who 30 years ago, still living in the shadow of her own cancer diagnosis and subsequent recovery, pledged to complete her own marathon – a runwalk from Kanata to Arnprior to raise funds for cancer research. When she reached the final leg of her journey and arrived at the town hall, William Watt, son of Norm and Elta, presented Cloutier with a rose. This past Sunday, the couple presented Cloutier with a bouquet of flowers to mark the special occasion. The gesture was a special one, said Cloutier. “It certainly brings me back to that day,â€? she said. “I bet them I could do it.â€? Arnprior Mayor Terry Gibeau presented Cloutier with a certificate of recognition for her 30 years of involvement with the Terry Fox run. Cloutier was pleased with the day and thanked those who come out year after year to make the fundraiser a reality. “I’m really happy because last year we raised we raised more than $4,000 ‌ but that was with a special donation of $1,500 from the karate club,â€? said Cloutier. The group of participants was not large, but the spirits of those in attendance was high. “The size of the crowd doesn’t matter,â€? says Cloutier. “As long as they’re getting informed and doing the run for such a good cause.â€? Terry’s Team members Eileen Currie and Terry Jordan circled the track and enjoyed the day. “They had a wonderful time,â€? says Cloutier. “They were both so pleased.â€? Currie has just completed treatment for a second battle with lung cancer. Jordan is in remission after undergoing treatment for his lung cancer. Both stress the importance of the work that allowed for their treatments and the future research needed to cure more cancers. Cloutier pointed out that the

In Arnprior, incumbent reeve Walter Stack is being challenged by Eric Burton, Tom Peckett and Alex Winter. In McNab-Braeside, Deputy Mayor Elmer Raycroft is trying to unseat Mayor Mary Campbell. Horton mayor Bob Johnston is retiring, with newcomer Rod Ballantyne and councillors Dave Bennett and Rod Eady seeking to replace him. In Greater Madawaska, Reeve Peter Emon is facing Coun. John Pratt and JR Easton. Renfrew Reeve Audrey Green is being challenged by Coun. Kate Windle. In Admaston-Bromley, Mayor Raye-Anne Briscoe is up against Coun. Jack Kelly. McNab-Braeside deputy mayor candidate Christine Blimkie (Sauve) has called the township home all her life and is ready to sit down at the council table to represent the community she loves so much. Blimkie is the daughter of Ben and Mona Sauve, who operated Ben’s TV in Arnprior for years. “I have lived on the same lot and concession all my life and my mom and dad still live across the road,� says Blimkie. “I love our setting – the atmosphere here. Yes, we’re rural and we can retain the rural setting, but growth is a good thing.� Several other members of the large Sauve family live on adjacent property and in and around the township and in Arnprior. Family is definitely a focus for the 23year Nortel employee. She’s been married to husband Jeff for 24 years and has two university student daughters, Julie and Melanie. Blimkie has made a cou-

She has outwardly praised the area for years. “I’ve definitely been an ambassador for the area,� says Blimkie, who has seen five co-workers move to the area over the years. The township offers all the beauty of nature, yet is still close to sporting events, concerts and shopping, she says. “What I would really like to see is McNab-Braeside

Die-hard derby fans feeling the sting of the end of fair season, don’t despair, the Arnprior Agricultural Society has just what you’re looking for. Along with sponsors Ed’s Auto Parts and Salvage and M. Sullivan and Sons, on Saturday, Oct. 2 the agricultural society hosts the Fall Brawl, a demolition derby with some big cash prizes for the drivers who climb to the top of the heap. First-place winners in the eight and six-cylinder classes will pick up $3,000 each, while the four-cylinder winner gets $1,200, explains society president Jeff Desarmia. A petition to Arnprior council has ensured sidewalks will not be installed along Arthur Street until at least next year. At Monday’s committee-of-the-whole meeting, it was decided a developer did not have to put in the sidewalk on the north side of the street before winter. Instead, councillors have asked staff to cost out a second option that would see the sidewalk relocated to the south side. The move is in response to a petition signed by 44 of 47 homeowners along the stretch ending at Daniel Street. The petitioners argue there are few

children in the area to use the sidewalk two cars would no longer fit in narrow driveways; the link to Daniel would not likely ever be completed for seniors to use from the Villa Retirement Residence; among other reasons. Town staff argued having a development with no sidewalks would set a negative precedent. Others on council said in the future younger families might move in, and the cost of installing a sidewalk at that time would likely be higher. Mayor Terry Gibeau said sidewalks are part of the transportation system, and each is part of the link. It was noted that at least one young family lives on nearby John Findley Terrace.

Sullivan and Son is always a good supporter of the fair derby and the ‘guys’ will be on hand for the Fall Brawl to lend the same support. Organizers appreciate the help, says Desarmia. The town and the fire department are also instrumental in the event, he adds. Desarmia is hopeful the event will draw a big crowd. “If we get the weather, I think there’ll be no problem seeing 3,000 people,” he says. There has been widespread interest in the event already, reports organizer Scott Rancourt.

One former Arnpriorite now living in Calgary is scheduled to fly home to enter a car that Rancourt will have ready in time for his arrival. Drivers from Southern Ontario and beyond are also signing on to participate, says Rancourt. The Fall Brawl begins at 2 p.m. at the fairgrounds in Arnprior and includes food vendors on site and a dance following the derby. Local musicians Catalyst will provide the entertainment directly following the awards ceremony. FOR ARNPRIOR REEVE Many of you may recognize my name. I have been living in Arnprior for the last five years and practicing medicine in Ottawa for the last 15 years. After completing my training in Family Medicine, I went on to complete a fellowship at the University of Ottawa in Care Of the Elderly. Throughout my career in medicine, I have been able to fill many different roles, including being involved in direct patient care, teaching, and hospital administration. These diverse opportunities have provided me with a unique set of skills that I believe are crucial in a leader. One of my strongest skills is the ability to work in various work environments with professionals from different disciplines in the health care sector. This multidisciplinary environment allows for the open communication of ideas and therefore the development of strong plans that move forward. I will bring my ability to lead to the position of reeve but more important my ability to listen and see the bigger picture. I have had some first hand experience dealing with the current council and Town Hall. The biggest area for improvement is the need for a more transparent and inclusive process at Town Hall. We need the community to be allowed to be more involved at Town Hall by having community members sit on committees, having council meetings at 7PM instead of 5PM, allowing for a question period at each meeting, and having time regularly set aside for members of the community to speak with members of council informally. Town Hall and Council need to remember why they are there -- to represent all the people of Arnprior. These are things I will do. I will focus on fiscal responsibility and accountability to the rate payers of Arnprior. I will ensure that the town of Arnprior is living within it means and budget, just like we all have do in our personal lives. I will be open to and will seize all appropriate opportunities to increase our tax base, reduce the town’s foot print cost, and ensure tax increases are in line with the cost of living and not higher. The Promotion of Arnprior is essential for its survival. It is a great place to live with excellent municipal services at a fair tax/municipal services rates. It is also a great place to do business, with a Town Hall that is cooperative, responsive, and willing to partner with others for the benefit of Arnprior. A great place to visit but an even better place to live and do business is the message that needs to come from Council. I will promote Arnprior at the County level and will be a strong voice to ensure Arnprior reaches its full potential.

Op Shop doesn’t sell junk

While there may be only one winning candidate for mayor, and ultimately one leader responsible for making our community a better place, there are numerous youth who do just as much, if not more, without recognition. These extraordinary young people intuitively understand what the word “community” is really about and selflessly give their time to various causes, making them community leaders in their own right. So who are these youth and where can we find them? They are all over this community – volunteering with local groups, schools, churches and sports teams. It is just a matter of picking them out of the crowd. This newspaper strongly supports the Ontario Junior Citizen of the Year Awards here in Arnprior so we can provide recognition for such outstanding young people who are, and will continue to be, fine examples of leaders in our community. The awards program is co-coordinated by the Ontario Community Newspapers Association (OCNA), of which we are a member. Any Ontario resident aged six to 17 is eligible to receive an Ontario Junior Citizen of the Year Award. Please help us by nominating an individual in one of four areas: • A person involved in worthwhile community service. • A special young person contributing to their community while living with a physical or psychological limitation. • Someone who has performed an act of heroism in the past year. • Young people who show a commitment to making life better for others and those who do more than is normally expected of someone their age. Up to 12 nominees will be chosen as the final recipients of the provincial award and will be invited to a ceremony held in Niagara Falls in the spring of 2011. Each nominee will receive a certificate. The nomination deadline for the 2010 Ontario Junior Citizen of the Year Awards is Nov. 30. Lighten up, fireworks were fun To the editor: Re: Fireworks illuminate communication problem, Chronicle-Guide Sept. 16. It strikes us that people in Arnprior need to lighten up just a little bit. My mother and I were each in our Daniel Street North apartments when we heard the fireworks on Sept. 11. It was quickly apparent that that’s what they were – fireworks! Mom told me later that she thought that somebody must be celebrating a special day. At the time I wondered if I’d missed an announcement of some town event or commemoration of 9/11, as I tend not to be in the loop on these things. When the fireworks were over, we thought nothing more about it until we saw this article in the paper. To celebrate a wedding, the groom apparently did this as a surprise for his bride. What a lovely idea. How quickly it would’ve been ruined if there had been an announcement in the paper that there were going to be fire-

works. Half the town might’ve turned up to see them. Not what I would want for a private celebration. By the way, my mother (co-writer of this letter) is 82 years old and has enough common sense to recognize fireworks when she hears them. Their sound is quite distinctive. I would hope that any children who were scared had parents with enough common sense to reassure them, as well. We are told that all safeguards and laws were followed for this event. That’s all that is needed. Regulations and restrictions work really well when they are necessary and sensible to protect and safeguard the people. Concerning the story printed in the paper last week, “Junk passed off as a donation to hospital auxiliary’s Opportunity Shop,” I have a few comments. First off, I do want to thank the Chronicle-Guide for bringing to light one of our ongoing issues – junk being left at the back door in non-business hours. However, I did feel I was misquoted, as I am not one to use such bold statements and I don’t think in all my life I have used the term “I’d ring (sic) their neck.” I will admit all volunteers working at the Op Shop that day were upset about once again having to deal with items that cannot be used for resale. These items become our responsibility. It is simply unfair for the Opportunity Shop to have to pay to remove these items because the previous owner chose to avoid their responsibility and dump them with us. We want to continue serving the Partners in Caring Foundation by selling gently used items and not the junk featured in the picture taken by Mr. Dunn. LETTER TO THE EDITOR

Independent MPS have no power To the editor: I want to say “welcome back to the Valley” to Adam Lesco, whose letter you published Sept. 16 concerning “a political mess in our riding.” Adam, we need more young people like you in the Valley who have a genuine interest in government, have taken time to research the politics of the area and are willing to be active in bringing about change. But Adam, please, delve more deeply into the history of independent MPs. They are not the solution. They have no power and they have no influence. They seldom, if ever , get to sit on committees, which is where problems are studied and resolved. They don’t get to meet with party leaders and the public servants ignore them. They are not part of a pressure group and they have almost zero access to the people who make business decisions. And don’t think that a “party” of independents will get results – they usually vote against each other. History shows that on rare occasions, perhaps once in decades, the vote of an independent becomes crucial and then usually only for one issue. I do not know the name of any independent MP who made any significant contribution to more than one piece of legislation in the last 30 years. Sadly, independent MPs soon fade away because they find they can’t represent their constituents effectively. Sure, an independent MP can speak out robustly, even bombastically, provide some comic relief and make us all feel good. But that is not what we need in this riding. As a fourth generation resident of Renfrew County, having lived in Toronto, Winnipeg, Vancouver and smaller centres in each province, having worked over 30 years in government (three federal departments, five provincial departments) and having engaged in the politics of all three provinces, I chose to retire back to the Ottawa Valley 20 years ago. I make no apologies for saying that we have a growing storm of serious problems in Renfrew County and these problems have come to rest at the feet of our young children, our youth, our seniors and our small business operators. Go on the net and view the Champlain LHIN analysis of the Census data for Renfrew County. Talk to our educators, our medical personnel, law enforcement and municipal officials and to people in the woodlands, agricultural and commercial sectors. See ‘LETTER’ Page 11

As a recent political science graduate, Adam, I’m sure you will agree that to get things done you need to be able to understand and connect with people and you need to understand the intricate interaction of organizations. The fact that Christine Tabbert made the Dean’s List graduating from the University of Guelph with a Psychology major and earned the prestigious Dean Ivan C. Rand Award with her Law Degree from Western University confirms she’s got it. Her 10 successful years at the cutting edge of civil and commercial litigation proves she can use it effectively . Now Christine is moving on to

a much bigger calling. She has been discussing the issues of the riding with people of every age and background and has attended policy making conferences in Vancouver, Toronto, Windsor, Montreal and Ottawa. She has already had more ‘one-

on-one’ politicial discussions with her party leader than many MPs have in an entire term in office. We in this riding are finally on the way to having an MP that can help bring solutions to the problems of our riding.

The parishioners of Our Lady of Perpetual Help Parish in Braeside marked an important milestone in the history of both their parish and the wider community Sunday, with the blessing of the newly constructed church tower and belfry. The restored church bell rang out for more than 100 years at St. Alexander’s Church in Sand Point. Sunday’s ceremony was conducted by the Most Rev. Michael Mulhall, Bishop of Pembroke, assisted by a number of visiting priests. A luncheon followed in the parish hall for both parishioners, but also for the many friends and benefactors who had contributed in various ways to seeing the project to fruition. When, in 1986, it became necessary to build a new parish facility for the two communities comprising Our Lady of Perpetual Help Parish (Sand Point and Braeside), it had always been hoped that the bell from St. Alexander’s Church could be restored. Now, almost 25 years later (next year the parish marks the Silver Jubilee of the dedication of its new church), the dream has become a reality. A number of bequests were received including a legacy of $10,000 from the late Fr. Jack Quinn, former pastor of Our Lady of Perpetual Help Parish, as well as donations and contributions from various sources. In addition, the past year a number of major fundraisers were held from social teas to an Irish movie night featuring Waking Ned Devine and other so-

Despite concerns by Mayor Mary Campbell, McNab-Braeside council has decided another public meeting isn’t needed in the process to update the township’s comprehensive zoning bylaw. CAO Noreen Mellema suggested another meeting might be wise after council decided to return to old mapping data to determine Environmental Protection zones after several residents complained about increased EP designations on their land in the proposed bylaw. However, council voted 4-1 against holding another meeting, with Campbell opposed. Renfrew OPP are warning car-owners and hunt camp operators to be on the lookout for thieves. Several items were stolen from parked cars overnight Sept 18 in the detachment area. Stolen property includes CDs, a wallet and sunglasses. Police remind people to lock their vehicles at night, as thefts are often a crime of opportunity where the culprit targets only unlocked vehicles. Many seasonal residents are arriving at their hunt camps to discover break-ins, report police. In some cases the building has been damaged to gain entry. She suggested council should take one of three options: • eliminate EP zones all-together unless a landowner requests the designation; • revert the zoning bylaw to 1990 before the new mapping was done; • proceed using the new mapping, but visit each area where the EP zone is contested to judge the designation on a case-by-case basis.

That is why this issue boils down to a simple fact; either one supports the long-gun registry or one does not, it is as simple as that.”

Renfrew-Nipissing-Pembroke MP Cheryl Gallant kept up her campaign to encourage other MPs to vote out the long gun registry right up to Wednesday’s vote. That vote, taken after press deadline, was expected to be extremely close, with the registry predicted to survive by about two votes. In the House of Commons Tuesday, the MP, who has long fought to eliminate the registry, slammed northern MPs voting in favour of keeping the registry, saying they are turning their backs on their constituents. On the weekend, Gallant welcomed ‘Scrap the LongGun Registry’ campaigners to Renfrew County. The ‘Scrap the LongGun Registry’ campaign is there to remind MPs elected on the promise to end the registry to keep their promise,” said Gallant. “Unfortunately, pressure from Toronto is making some of those MPs forget how and why they were elected,” she said in a news release. “Unlike my opponents in the other political parties, I plan to stand proudly in my place and vote to get rid

Renfrew County United Way thinks big A strong showing of support from the local community at the annual United Way Renfrew County golf tournament Sept. 18 at the Madawaska Golf Course near Arnprior is indicative of the importance of the agency in the area, says executive director Dave Studham. The campaign blitz is underway, running from Sept. 1 to Dec. 9, says Studham, and it’s important the community gets behind the United Way so it can keep up its support of the local member agencies and other area projects in which it’s involved. GAINING FOCUS A series of public consultations in 2007 identified areas of focus in the county, including child poverty, youth, health services, safe affordable housing, transportation and seniors, explains Studham. UW is making strides towards improvements in those areas through its support of agencies in the county and also with com-

A database of services is also in the works. One of the projects on the horizon for the local United Way chapter is the reincarnation of a former Canadian Cancer Society fundraiser, the Festival of Trees. When the agency withdrew its Renfrew County chapter, the popular annual event was discontinued. The United Way thinks the unique event is a great fit for their agency. The Festival of Trees involved local businesses and agencies decorating donated Christmas trees that were ultimately auctioned off at a black-tie gala. The tentative goal is to host the festival in 2011, but there are possibilities for lead-up events this holiday season, especially at the many Christmas parades in the county. “We’re thinking big,” says Studham. “We also want to incorporate the entire county.” Businesses, agencies and groups from Arnprior and Renfrew to Barry’s Bay and Deep River will be asked to participate.

The focus on youth includes the creation of a Generation Next cabinet made up of young adults 18-35. “We hope to get representation from every community in Renfrew County,” says Studham. The chair of the cabinet will eventually sit on the board and actively participate, helping to work on youth issues and fundraisers. A series of youth focus sessions will also be held in the county. Homelessness is also an issue in Renfrew County, though many wouldn’t know it, says Studham. “It is a growing problem, but it’s hidden. A lot of people are shocked to learn there are people living on waterfronts, in bushes, under bridges and in alleyways,” says Studham. Because there are no shelters, homeless people in rural areas often head to bigger cities. Communication between neighbouring communities is key to helping

Renfrew County Catholic students excel Renfrew County Catholic District School Board officials expressed delight with the achievements of local students in the most recent provincewide tests. Pupils in the county’s Catholic schools garnered their highest marks in the last six years in seven of the eight test categories for grades 3, 6 and 9. They were also well above the provincial average in all of the reading, writing and math tests. “This is a phenomenal achievement that represents the ongoing commitment and hard work of our teachers and students,” said board chairman Bob Schreader. “These test results confirm that our board is providing an excellent learning environment where our pupils are challenged to peak performance,” he added. “In seven of the eight standardized tests, we are exceeding the provincial average by a considerable amount, and in the eighth category our results match the provincial success rate.” In Grade 3, the following percentage of students achieved test results at or above the provincial standard: • Reading: Renfrew County Catholic students, 75%; provincewide, 62%; • Writing: Renfrew County Catholic students, 85%; provincewide, 70%; • Mathematics: Renfrew County Catholic students, 78%; provincewide 71%. In Grade 6, the results were: • Reading: Renfrew County Catholic students, 79%; provincewide 72%; • Writing: Renfrew County Catholic students, 83%; provincewide, 70%; • Mathematics: Renfrew County Catholic students, 72%; provincewide, 61%. The Grade 9 math results were: • Applied course: Renfrew County Catholic students, 63%; province-wide 40% • Academic course: Renfrew County Catholic students, 82%; province-wide 82%.

The Arnprior senior boys Redmen football team took the Fellowes Falcons to school last Friday afternoon. ADHS thumped the Lanark-Renfrew High School Football League’s newest team 50-0 on the Arnprior field in the opener for both teams. The tenor of the afternoon was set early, as in the first play from scrimmage ADHS quarterback Adam Rueckwald hit wide receiver Brandon Firlotte for a touchdown pass. The Redmen continued to victimize the error-prone Falcons, scoring often on the way to the lopsided win. Tailback and kicker Jesse Andrews inflicted the most damage, scoring four touchdowns and kicking five converts, for a total of 29 points. Firlotte added two touchdowns

and fullback Brad Hammel one. The Senior Redmen have a bye this week and travel to Perth for their next game Sept. 28. The Junior Boys football team opens its schedule today (Thursday) at Notre Dame in Carleton Place. The next home game for both teams is the Turkey Bowl clash with RCI on Thanksgiving Sunday, with the Juniors playing at noon and the Seniors at 2 p.m. The Senior Redmen are coached by Al Luimes and David Herrick. Team captains are Rueckwald, Tait Van Wyk, Matt Crozier and Mark Moses. In other senior football action, RCI beat Carleton Place 14-0, Smiths Falls dropped Mackenzie 17-8 and St. John’s defeated Perth 9-1 in an all-Perth tilt.

The Arnprior Packers found teams from the Rideau-St. Lawrence Conference to their liking at the Eastern Ontario Junior Hockey League’s first-ever Fall Showcase Saturday and Sunday at the Bell Sensplex in Kanata. The Packers skated past the Char-Lan Rebels 6-2 Saturday afternoon, and then completed a 2-and-0 start to their 2010-11 season with a 5-3 decision over the Alexandria Glens Sunday morning. The contest with Alexandria was a rematch from last Boxing Day tournament when the Valley Division squad also prevailed over the Glens 4-0 en route to capturing the title.

Six different players – Taylor Collins, Teddy Suckow, Brandon Riopelle, Drake Clancy, Colin Bradbury and David Nelson – led the way on the scoreboard Saturday for the Packers in the win over Char-Lan. Sophomore Drake Clancy spearheaded the Packers Sunday with a hat trick and one helper in the triumph over Alexandria. Meanwhile, the Packers enter the season with an experienced veteran in the goal crease. “We got 21-year-old German Tsatsura in the off-season,” Packers coach and general manager Bill Griese noted. “He won a championship last year with the Ottawa Canadians.” Matt Gagne of Pembroke guarded the pipes in the Sunday morning contest.

“He stole the game for us in the first 20 minutes until we could get going.” Griese said of Gagne’s performance. “We have 11 rookies (in the lineup),” the coach added. “What got us through the two games on the weekend was our speed. We are a track team.” The Packers have two more games away from home before

returning to the Nick Smith Centre for their official home opener. Arnprior travels to the MaTe-Way Activity Centre to take on the homestanding Renfrew Timberwolves Friday at 8 p.m., and are in Stittsville Sunday for a 2:30 p.m. matinee with the Royals. Griese said the Arnprior-Ren-

frew match-up is always interesting, and this week’s clash should be no different. “We are looking forward to Friday night’s game,” Griese observed. “Renfrew is a much-improved team, so it should be a good test.” The Almonte Thunder provides the opposition on Friday, Oct. 1 at 8 p.m. when the Packers finally get to play at home.

It seems as if summer slipped away without saying goodbye. Currently the green veils of sumac and other plants are fading, revealing the brilliant colours that were hidden beneath. But autumn colour doesn’t come solely from the leaves of trees; the last of the wildflowers are putting on quite a show, with goldenrods and asters taking centre stage. Along wet creeks and damp shores another wildflower is also currently putting on great displays. This one owns blossoms that may not be as showy as those of New England Aster or Canada Goldenrod, but up close their beauty is far more intricate. Named for the profusion of dewdrops that adorn the plants at dawn, Orange Jewelweed is actually quite common in this part of Ontario. If any hummingbirds are still around, they will find the last of the Jewelweeds. The nectar in the spur at the back of the orange blossoms requires a long tongue to reach it and hummingbirds certainly have the right equipment.

Michael Runtz Nature’s Way Long-tongued Bees also find the plant irresistible. Jewelweed has a fascinating way of preventing its flowers from self-pollinating. When a bloom first opens up, it bears a large pollen-loaded male structure. Through time this structure falls off, revealing a green pistil (the female sex organ) that it previously covered. By being only one sex at any one time (many flowers bear both sets of sex organs at the same time), self-pollination is

not possible. Jewelweed has another trick up its petals. Its seeds are held in pods that when mature explode open at the slightest touch. Acting like slingshots, the pods’ strap-like sides violently eject the seeds up to a metre from the plant. This process, called ballistic ejection, gives rise the flower’s other name – touch-menot. While these two features might seem enough to give any flower special status, Jewelweed has yet one more surprising adaptation. In addition to the spectacular blooms that change from male to female, there is another type of flower. This one stays closed, looking like an orange bud. However, inside the closed structure are both sets of sex organs, and a closed flower never opens, producing seed from selfpollination. A year of planning and a solid organizational chart are expected to make the 2010 Carp Fair as successful as those of days gone by. “This year’s theme is Rural Roots,” said the fair’s co-president, Bruce Paul. The fair’s roots have never been in doubt. Unlike the latter years of the Central Canada Exhibition at Lansdowne Park, the Carp Fair board hasn’t let agriculture and rural traditions fade away in favour of entertainment and the midway. There are 147 years of tradition at stake. “The entertainment is only a small part of what we offer,” Paul said, listing the cattle, horse, pig and sheep shows as examples. “You can’t take 10 steps without running into agriculture.” The entertainment committee has been busy, booking acts such as Colin James, Tommy Cash and Chilliwack. A first-time event for Carp is a high-diving show – the Flying Fools perform three shows each day. “They dive 80 feet and at night they do it on fire,” Paul said. The fair opens today, Sept. 23, and runs through Sunday. Highlights include: * the heavy horse pull, Friday at 7 p.m.; * ceremonial parade Saturday at noon; * strongman competition Saturday from 1 to 4 p.m.; * garden tractor pull, Saturday at 7:30 p.m.;

* Western games, Sunday at 9 a.m. * the 4-H Club market hog auction, Sunday at about 3 p.m. Agricultural events at the fair draw participants who are familiar with livestock and farming, but non-rural attendees enjoy the shows too.
