FATAL CRASH A McNab-Braeside man was killed in an early morning crash Saturday. Russell Stuart Raglin, 20, died from injuries suffered in the crash that sent two of four occupants to hospital. 12
The voters obviously wanted change and they got it. Five new council members have been elected in Arnprior and three in McNab-Braeside. While McNab-Braeside re-elected Mary Campbell mayor, two-term Arnprior mayor Terry Gibeau was narrowly beaten out by nine votes in his bid for a councillor position. Newcomer David Reid was elected the town’s new mayor, edging another newcomer, Jim Silye, by just over 200 votes. In a race drawn out an extra day because of a crash of the electronic voting system late Monday, sitting Arnprior councillors Nancy Black, Tom Peckett, Eric Burton and Jack Lammert all went down to defeat. The only incumbents re-elected were Reeve Walter Stack and Coun. Mark Willmer. A record-breaking 64.6 per cent of the electorate voted, one of the highest marks in the region. In McNab-Braeside, Campbell defeated Deputy Mayor Elmer Raycroft by 490 votes. She has a new-look council as the only other incumbent returned is Coun. Brad McIlquham. Christine Blimkie (Sauve) was elected deputy mayor, defeating sitting councillor Andy Dunlop by 295 votes and Coun. Jim McGregor is retiring. Rounding out the new council will be newcomer Robert Campbell and poll-topper Aldene Styles, who returns after a three-year absence. Under the electronic voting system, the turnout in the township rose from 42 to 48 per cent. While last hour overloading caused Arnprior to extend its voting period, and the suspense, 24 hours until 8 p.m. Tuesday, McNab-Braeside gave voters one more hour to vote because of the backlog. Reeve candidate Eric Burton said on the first election night that he made no predictions on who would win the race for mayor, reeve and five at-large council seats. But he did predict the race would end that night. “I expected it would be a decisive night. That was the only thing I expected,” Burton said. “Not this. We were told it was designed to deal with an election. There are only 7,000 people in town.” Burton was more charitable toward last-minute voters than some, saying the more the merrier. “We need to give everybody a chance to participate, the more the better,” he said. “I would have liked to have seen more people come out on the first day of voting (Oct. 18).” Farrow-Lawrence was asked if it is fair to voters who obeyed the original deadline? What if a candidate made a major gaff in the lead-up to the second deadline? She said it is beyond her realm to know all possible scenarios. “I can’t claim responsibility for all the what-ifs,” FarrowLawrence said, adding in her 25-years experience dealing with elections she has never came across such a dramatic turn of events.

32 OTHERS DELAYED Problems with Intelivote’s electronic system occurred in 32 other municipalities it serviced. Those municipalities, including McNab-Braeside, opted to push back the final hour to 9 p.m. (Renfrew went to 8:30 p.m.) to give voters encountering problems extra time to vote. Intelivote company president and founder Dean Smith said record voter turnouts occurred across the province, including Arnprior where at least 63 per cent of eligible voters cast e-ballots. He said the problem was two-fold: too many voters accessing the system at the same time and too many candidates accessing the system to track voter participation. The overload caused a server to lose configuration. The replacement server caused a lag, so instead of processing thousands of votes, hundreds were processed. “It shouldn’t have been a surprise so many would be accessing the system. But for the sake of a 57-minute hiccup, it is frustrating for a lot of people,” Smith said. “I don’t mean to say every vote isn’t important. It is. And for that we apologize.” Rumours ran amok during the confusion that followed. One can-

FarrowLawrence said that was true, but the PINs were in sealed envelopes – similar to those mailed out to other voters. They agreed to accept responsibility for voting on behalf of two individuals who couldn’t stay at town hall to wait for the system to get back on line.

Arnprior was the last municipality in Ontario to learn who won the local election. As tension mounted Monday evening at the Nick Smith Centre, with about 100 candidates and their supporters in the hall awaiting the 8 p.m. results, word began to spread that the e-voting system was breaking down. Soon after 9 p.m., town clerk and chief returning officer Jacquie Farrow-Lawrence walked in to read from a prepared statement. Too many people had attempted to vote by phone or online in the final hours of the election. “Due to the high volume of voting which took place in the last two hours,” she read aloud, “problems occurred with the electronic voting process, causing the system to come to a standstill.” Then, after consulting with chief administrative officer Larry Donaldson, she invoked section 53 of the Municipal Elections Act and announced the voting period would extend 24 hours. “It should be noted that in view of the public notification and extended hours for another day, the voting process will not be extended beyond 8 p.m. on Oct. 26.”

Newcomers abound on town council Continued from Page 4 Lynn Grinstead rode the driver’s seat on the winds of change that took over the council race, topping the councillor race. The radio sales representative and mother of four is eager to get down to fulfilling her promise to increase development. “I’m very happy, very excited to bring the town forward,” Grinstead said. “We have a lot of common goals and will work to them.” Regarding who was elected, she said, “It turned out exactly how I predicted.” Ted Strike, a past reeve and town employee, took the win in stride. He is eager to see the solar panel project on the Nick Smith Centre move forward. Dan Lynch credits Coun. Jack Lammert for encouraging him to enter the race. Lammert missed winning a seat back on council by 18 votes. One of the biggest surprises of the night was the election of town newcomer Lyle Anderson, who works on Parliament Hill. He credits his family for encouraging him to run, a neighbour on Wolff Crescent who showed up at his door to tell him to run, and the Arnprior Chronicle-Guide’s Leslie Osborne. “She worked with me on my ads. We went back and forth for five days to get the wording right,” Anderson said. “The bottom line is the town of Arnprior believed and trusted. Thank you very much.” The new council will be sworn in the first week of December.
Renfrew and Mississippi Mills have joined Arnprior in electing new mayors. John Levi was elected in Mississippi Mills, replacing Al Lunney, who retired. In Renfrew, Coun. Bill
Ringrose upset long-time mayor Sandi Heins. Peter Emon was re-elected reeve of Greater Madawaska and Don Eady is the new mayor of Horton, replacing the retiring Bob Johnston.
Former Arnprior councillor Margaret Whyte was one of three new councillors elected in Horton. However, Arnprior Legion president Ray Cunningham was unsuccessful in his council bid.

Election elation
It will take more than shopping to attract tourists
The worst part about the Arnprior election was – at the mayoral and reeve levels – too few seats for all the deserving candidates. Would that the town could have two mayors and two reeves. That said, voters did well to elect longtime resident, civil engineer, developer and family man David Reid to the mayor’s position. Reid is eminently qualified to do the job, in our estimation. He is tasked with building on the current council’s foundation of hard infrastructure. That requires a clear vision for where he wants the town to be in time for the 2014 election. He proved to us he has a solid vision when we asked, before the results came in, if there was an element from his platform he would like the next mayor to implement (should Reid lose). He talked about revitalizing the atmosphere in town, something that isn’t transferable. Only he could fulfil that vision of his. Reid confided his nerves get the better of him. “I’m a passionate guy. There’s nothing I can do about that,” he said. No doubt it cost him a few votes. We are confident he will come around to public speaking in short order. If this election was about change, the first person calling for it may have been Walter Stack. We are pleased to see him back in a familiar role. If he is smarting somewhat from the intense criticism he endured, hopefully he heeds the aphorism: what does not kill you makes you stronger. Council-elect is a fine balance between experience and enthusiasm, champions of progressive ideas and stalwarts of traditional values. To single out but one member, Mark Willmer, the one councillor who found shelter from the winds of change, we have but a small word of advice: It is time Willmer stepped into the leadership role we feel certain he can fulfil. As for the newly elected councillors ... congratulations. Try your best. Always put the town’s interests first, and you’ll do fine. The voters who came out the Nick Smith Centre both Monday and Tuesday night were treated to a little more drama than expected. But their elation was evident by the hearty round of applause as each winner’s name was read aloud. Congratulations to you, too. The majority got what they voted for.

No lobbyists at ADMH To the editor: Last week the Ontario Auditor General Jim McCarter released a report calling attention to procurement practices in regards to lobbyists, consultants and the freedom of information act within the hospital environment. On behalf of the Arnprior & District Memorial Hospital, I wanted to address any concerns members of the community might have about this. We pay close attention to how we spend our valuable dollars. We follow procurement guidelines set forth by the Government of Ontario including the supply chain guidelines. We partner with other hospitals and regional initiatives so can take advantage of ordering in bulk which reduces costs. When consultants or other outside service providers are hired, we also follow procurement rules and guidelines. The ER renovation campaign was our last big procurement. Before the process even began a pre-qualifying round for contractors occurred. The contractors who qualified were permitted to bid on the job.

At the same time, we also realized that such a big project needed additional controls, which we implemented for change orders. Changes that can impact cost usually go through the resource committee. ADMH has never hired lobbyists as that role is carried out by the CEO and the board chair. As for the Freedom of Information Act, our only concern lies in the potential cost surrounding the resources required. Universities, a sector that also falls under freedom of information, indicate that on average two additional staff people are required, an additional administrative cost that ADMH cannot afford. The Arnprior & District Memorial Hospital and the Grove Nursing Home do everything possible to spend health care dollars on our patients and residents, where it is most needed. To the editor: Everyone writes about stores, shopping and more shopping. About how big box stores would bring tourists here. It’s an obsession, and it’s not true. Arnprior’s future tourism must be centred on the outdoors. People from Ottawa (lots from other countries) would spend money on fishing outings, but they can’t rent a boat or get a charter boat. That’s the biggest complaint I get from out-of-towners along our shoreline trails. We need a couple of entrepreneurs. I spent a weekend in little Sharbot Lake a few years ago. The motel on the lake rented me an aluminum boat for the weekend. They were smart! Quebec has young entrepreneurs who strung up cables (like a giant clothesline) through the bush and call it a zip line. People drive up and line up to use it. It’s popular around the world with young people. We have several bush areas around town that could be leased out to young entrepreneurs for ziplining. I wonder what happened to our regattas. Boat owners came from the States and all over to compete. People by the thousands watching and motels and restaurants busy as hell. That’s gone now. Bring it back. What about snowmobile races like in northern Ontario towns? We have a fairground track and huge airport grounds to hold races. Get competitors from Ontario and Quebec. They’ll spend money. Face it- Arnprior is boring for tourists and for us. Shopping, shopping, shopping, it’s all we talk about, but it does not keep men happy, only the wives.

To the editor: I know that the local media will be overloaded with letters and comments about the recent election because the town voted for massive change. The residents of our town had enough of the shenanigans associated with the past regime and their perceived lack of understanding, vision and concerns that face our town. So change is what has occurred and time will tell if the new slate has what it takes to ‘turn things around here’ or it will be a continuation of the past. What I really want to say to the new council is please hold your visions and ideas in place and work to see them through. But remember that everyone who ran for office had ideas about how to make Arnprior a better place to live and some of those ideas should not be dismissed as political fodder that was on a particular candidate’s platform.
One idea worthy of further exploration that Doug Smith advocated was a tourist information centre in the area that would profile and promote the NCC, Arnprior, counties of Renfrew and Lanark, etc. Such a place is needed to promote our area in a professional way and these centers actually work as they are designed to do. As things stand, Arnprior doesn’t even make the various tourist brochures that circulate on a regular basis as a town, let alone with assets to showcase. We need to make Arnprior a destination area for tourism and that means making our green spaces and the rivers we are privileged to live beside attractive for visitors, new residents, business, etc. That is but an example of what I mean. To new councillors who claim to be good listeners, they must be folks who not only listen to others. Listening is a very polite thing to do, but our elected officials must ‘hear’ what
Democracy alive and well in Arnprior To the editor: It has been a great honour to serve the community as a councillor for the past four years, and I give my sincere congratulations to everyone who stood for election this year. The nature of the contest is that we cannot all win, and that we well know when we sign up. The fact that almost 65 per cent of voters cast their ballot in this election (more than double that in the city of Ottawa) speaks volumes about our vibrant political culture, and the health of our democracy. In my view, this election was about two principle matters; encouraging growth and managing services. I truly believe that the council-elect is up to the task and will meet with great success. Being active in this beautiful small town of ours has meant wearing many hats. Though in December I will remove my councillor’s hat, I will continue to be active in many other ways and look forward to crossing paths with you again. Above all, I want to congratulate Reeve Walter Stack for his re-election. We all worked hard to catch him, but he proved to be the best man for the job. I am proud to have had the opportunity to work with him, and know that he will keep Arnprior’s best interest in heart when tackling the issues at the county table. Thank you. KEEPING THE FAITH “They’ve kept faith with me and I’ve kept faith with them.� Campbell said the new council represents the traditional values of the township. It’s got a “good balance,� she said, noting the women-men mix and the addition of members with business skills. Campbell said she will be proposing a number of ways council can better consult with ratepayers on issues of importance to the township. Discussion forums, task forces and advisory committees all can play a role, she said. “Some people have time to participate for a short time, others for a longer time.� With changes in society and new more complex demands on municipal government, it’s more important than ever to involve citizens in decisions, she stressed. Campbell said she found while campaigning that people in the township are generally happy with the way things are run. “Then our focus should be to
determine what to do to keep them happy.� There is concern about protecting water sources, and not just from people along the Braeside ridge, she said. “People want to balance the environment and growth.� There is also concern about the township’s adding a public works director, she said, adding the reasons for the move were not explained very well. Campbell said despite the horrendous “mess� caused by the overloading of the electronic voting system around the province, it did show its worth by helping boost voter turnout from 42 to 48 per cent. Raycroft was philosophical in defeat, noting he’s had a good run of 27 years of service on school board and council. However, he was unhappy about the crashing of the electronic voting system a couple of hours prior to the close of voting. People had trouble voting both by phone and Internet, he said, adding that he would have preferred the township have at least one traditional paper ballot box to go along with the new system. Before the results were announced, Raycroft said he would like the new council to put back money taken from the roads budget for. McNab-Braeside should also approach the new Arnprior council to see if it can come to a deal on servicing a new subdivision that could bring up to $1 million in development fees for the township, he said. Raycroft said in his extensive door-to-door campaign, he found many people supportive of the need to attract more development to the township as a way of keeping property taxes under control. He also said that people tend to feel the debate over the proposed expansion of the Braeside quarry has been taking up too much of council’s time and has gone on too long.

Deputy mayor candidate Christine Blimkie (Sauve) stressed thoughout the municipal election campaign that township council needed a fresh outlook. The electorate agreed, electing three new council members, including Blimkie Monday. “We’ve got an awesome, awesome council,” said a beaming Blimkie, who was successful in getting elected in her third try. “We have a really good mix.” The daughter of well-known township residents and former Arnprior shop-keepers and community activists Ben and Mona Sauve said the fact her family has such a long history in the township probably played a role in her defeating Coun. Andy Dunlop by 295 votes. She said she isn’t making any major pronouncements. “I’m going to stay quiet and listen for awhile,” she said, adding her job is to represent the views of her constituents. “New sets of eyes were needed,” she said. “We need new ways to solve problems.” About 75 people, including all nine candidates, outgoing councillor Jim McGregor and acclaimed public school board trustee Norm Hazelwood, gathered in the main McNab-Braeside fire hall Monday evening waiting for the results to be brought over from the municipal office. The suspense was drawn out as a province-wide overloading of the Intellivote system caused last-minute voting problems and prompted township CAO Noreen Mellema to extend the voting period an hour. Mellema noted she had urged voters to cast their ballots early,
but there was quite a few voting in the last couple of hours. Dunlop said he didn’t have much sympathy for those voting at the last minute. They were advised to vote earlier, he noted. The outspoken Dunlop, whose health problems might have played a role in the result, said he is indebted to a strong team of a dozen supporters who distributed 2,800 brochures around the township on his behalf. Aldene Styles, who led all votegetters with 2,140, said her message of teamwork and common sense obviously struck a chord with voters. “We need to keep it simple … don’t fix what’s not broken,” she said. She said she has already begun to catch up on council issues, so she can start contributing right away “and live up to the community’s expectations.” Styles said she is looking forward to being back around the council table after a four-year absence, as she feels voters have elected “a good working council.” Incumbent Brad McIlquham, who was second with 1,989 votes, said he thought the result will be a “great council that will have no trouble working together as a team” and moving ahead on a number of important programs. Newcomer Robert Campbell, who finished third with 1,648 votes, said most ratepayers he talked to agreed with his stand that taxes are too high. “I’m not sure what we can do about them … but hopefully council has a role in keeping the lid on,” he said. Campbell said he is confident that he can work co-operatively with all the elected councillors. “I know all their families,” he said.

Max, Casey Rock for CHEO guests Are you ready to rock? Sonia Mullins-Forget and organizers of the second annual Rock for CHEO fundraiser sure hope so. Last year’s event in Arnprior raised more than $6,000 and Mullins-Forget figures a new format and increased interest could bring in double that this year. Along with friends and family who help to organize the event, several special guests will make this weekend’s event extra special, says Mullins-Forget. Among those expected are Max Keeping and Arnprior’s own Casey Corbin, who brings his comedy act to the stage this Saturday at 7 p.m. The fundraiser is Mullins-Forget’s way of giving back to the community and to agencies that have made a big difference in her life. “CHEO and the Heart Institute have been two institutions that my family has been fortunate to have in our lives when unfortunately we’ve needed them,” she says. The former Arnprior resident, whose parents still live in the area, says everyone has been quick to get on board for the event. “There’s been an outpouring of support,” says Mullins-Forget. There will be events held Friday and Saturday evenings at St. John Chrysostom Parish Hall. Friday night is kids night beginning at 3 p.m. Earlier this week, Mullins-Forget was headed out to Saunders Farm on a mission to select some prime pumpkins for Friday evening’s carving contest, which

Nicolas Ruszkowski VP, Communications Ottawa Hospital In 1992, I moved in with my Polish grandparents; Babcia (grandma) and Dziadzio (grandpa). Before long, I noticed my grandmother’s calling as a person who communicated, rather frequently, with Ottawa’s hospital establishment. One day, I found a file folder that belonged to Babcia. It was literally bursting at the seams, filled with two dozen letters to hospital CEOs around the city. “Wait times are too long,” she wrote. Why are emergency departments so busy? Why don’t I have easier access to my patient records? Can you do more to manage the pain I’ve had since my hip replacement? Are those child-like people in white lab coats really doctors? Now, in my role as Vice-President, Communications and Outreach at The Ottawa Hospital, I often think of Babcia. Wait times, high occupancy, patient records,

She would hate that we still deal with the same problems, but she’d appreciate our progress. She would love writing to one hospital CEO, instead of three, since the merger of the General, Civic and Riverside hospitals into The Ottawa Hospital. She would be impressed to know The Ottawa Hospital serves 1.2 million Eastern Ontarians, and sees more patients in a year than any other academic health science centre in Canada. She would remind me that hospitals, imperfect or not, were always there for her and Dziadzio. Fractures were painful, but surgeries allowed my grandparents to walk well into their nineties. She would want to know what hospitals do, in spite of their challenges, to ensure they still provide the comfort, care and hope our communities need to keep thriving. A McNab-Braeside man has died in hospital because of injuries he suffered when his car went off Highway 60 near Douglas early Saturday morning. Renfrew OPP report a black Camaro went out of control and flipped several times before landing upside down about 3:25 a.m. Two of the four occupants were transported to hospital, one by air ambulance in serious condition. On Sunday afternoon, the driver, Russell Stuart Raglin, 20, of McNab-Braeside succumbed to his injuries at the Civic campus of the Ottawa Hospital. Raglin had grown up in Arnprior, but his family had recently moved to McNab-Braeside. Raglin was a listed organ donor whose organs went to save the lives of several individuals, says the OPP. One of the four occupants in the car, one female, 19, of Renfrew, sustained a broken arm. Police say the other two occupants, a male youth from the Arnprior area and a female youth from Renfrew, sustained minor injuries. All four were wearing their seatbelts, says investigating officer Const. John Windle of the Renfrew OPP detachment. Tire marks appeared on

A black Camaro flipped over several times about 3:30 a.m. Saturday on the outskirts of Douglas. The driver, Russell Stuart Raglin of McNab-Braeside, later died in Ottawa hospital from injuries received in the crash. the right shoulder of a mild turn, before the car crossed the road and ran along the shoulder, then the ditch, for another 150 metres. The car flipped several times before ending up on the other side of wired fence. Speed and perhaps alcohol are believed to be factors in the crash that brought OPP technical traffic collision officers to the scene by about 6 a.m. Members of the Douglas
and Renfrew fire department also appeared on the scene. Traffic was diverted for several hours from the accident scene, at the intersection of Highway 60 and Rice Line. Visitation for Raglin was held at the Boyce Funeral Home Chapel, at the reception centre on 138 Daniel Street N., Arnprior from 2 to 4 p.m. and 7 to 9 p.m. Tuesday. A private family
Russell Williams case has Arnprior connection OPP Det. Insp. Chris Nicholas was the lead investigator in the case against Russell Williams, who has been convicted of two murders and is serving two concurrent life sentences. Nicholas at one term served as an OPP officer in Arnprior. Commenting after the sentencing, Nicholas told the Toronto Star, “In general people of his
nature are taken down into solitary confinement, kept by themselves.” The paper reported that the detective had teared up as Jessica Lloyd’s family spoke of the agony they live with after her murder, but Nicholas was unmoved by Williams crying during the former colonel’s statement before the court prior to sentencing.

Quick action by McNab-Braeside firefighters prevented a potentially dangerous fire from exploding out of control last week. The fire department responded to a shed on fire at 90 Mitchell Lane off Flat Rapids Road in the township last Thursday about 3:45 p.m.

Arnprior’s Historic Theatre
The Dodge family of McNab-Braeside has donated a defibrillator for the Braeside R.A. Centre in memory of Bob Dodge who died in March. Rob Dodge, the township’s fire chief, said the family agreed it would be fitting to put donations made on his behalf to the defibrillator, which had been requested by card players using the facility. “We felt it was the best spot for something in dad’s memory that would benefit the community,” he said. Taking part in the presentation at the Oct. 19 township council meeting are, in front, Bob Dodge’s widow Doreen with granddaughters Patti Dodge and Kaileigh Wright; and in back, from left, Bob Dodge’s children Lynda Wright and Rob Dodge and Rob’s wife Elizabeth, as well as Lois Rosien, who is accepting the defibrillator on behalf of the card players.

About 30 Braeside Ridge residents and supporters held a onehour protest Saturday against emissions coming from the temporary asphalt plant at the Braeside Quarry. The group, mostly members of the Friends Addressing Concerns together in McNab-Braeside (FACT-MB) group, also said they have made a formal request to the Ministry of the Environment to lay charges against the quarry’s owners, the Miller Group, under the Environmental Protection Act “for causing adverse effects in residents of this community.” In a letter to the MOE’s Steve Burns, FACT spokeswoman Norma Moore contends that asphalt plant emissions “have caused ‘the loss of enjoyment of the normal use of our property.” Noxious odours from chemical emissions from the plant “have made it impossible to work or simply be out-of-doors” and “noise at night has interrupted sleep patterns,” she maintains. She writes that the adverse effects occurred in fall 2009, spring and summer of 2010 and have begun again this fall. “We’re tired of the MOE dragging its heels,” Moore said at Saturday’s protest in front of the Miller Group office on Madawas-
ka Boulevard in Arnprior. She said the Ministry of Natural Resources and the MOE have indicated they agree the emissions are illegal, but are doing nothing about them. Meanwhile, the Miller Group maintains it is living up to its responsibilities under the law and its certificate of approval. The FACT group has asked for a meeting with ministry and Miller officials, but that has yet to come about. Moore said area residents have concerns about both emissions getting into the air and the water system. An asphalt plant shouldn’t be an allowed use on sensitive alvar lands, she added. “This beautiful alvar is threatened by quarry expansion and industrialization,” she said. “Dust and fumes will harm the rare species such as the Orchids. Aggregate extraction will destroy many hectares of irreplaceable habitat.” If the quarry is allowed to expand to four times its current size and add permanent asphalt, concrete and wash plants, it could have major adverse effects on nearby groundwater aquifers, she said. Moore said that many people believe the concerns over the plant have been resolved. Hay wagon stolen from Lochwinnoch field Renfrew OPP report that sometime overnight on Oct. 20 someone stole a hay wagon from a field on Lochwinnoch Road in Horton. OPP Constable John Sucee is investigating. Sometime overnight on Oct. 22, two vehicles were damaged while parked on Jim Barr Line in Horton. Rear tail
lights were smashed and one tire was flattened. Renfrew OPP responded to six domestic disputes last week. One man was charged with assault and choking and another male was charged with assault. No criminal offences occurred in the other four incidents.
McNab-Braeside council will wait for a report from its bylaw enforcement officer before deciding whether to take any action against the owners of the Braeside Quarry under its noise bylaw. Mayor Mary Campbell told council Oct. 19 that there has been a rash of new complaints about noise and odour since a temporary asphalt plant began operating again in the quarry several weeks ago. She suggested council should take one of three options: enforce its bylaw as it stands, review the noise bylaw, or host a community meeting in an attempt to have the two sides come up with a mutually agreeable solution. Deputy Mayor Elmer Raycroft said that as council has instructed its bylaw enforcement to investigate, it would be premature to make any decisions before receiving his report. Township CAO Noreen Mellema noted that bylaw officer Jim McBain had indicated he
could act under the current bylaw if the decibels are too high. However, he is on holidays at the moment, she said. She suggested council should review the bylaw to ensure it is not banning noise, such as that from emergency generators, that it doesn’t want to prohibit. Raycroft cautioned council to be careful as making the bylaw stricter might inconvenience many more people than just the quarry owners. “We can only guess right now (without the report),” he said. “By helping some people, we don’t want to create havoc in other areas.” Coun. Andy Dunlop said he’s been told by a resident that the plant emits a constant hum. Campbell noted the meeting to give direction to the bylaw enforcement officer was held behind closed doors. However, council will receive the report in open session, she promised. Council agreed to hold off on making any decisions on the bylaw and its enforcement until it receives McBain’s report.

The Arnprior District High School Senior Redmen football team chalked up two more victories last week. The Seniors hit the road to defeat Mackenzie Mustangs 27-4 and St. John’s Spartans of Perth 40-17. The wins ran the Redmen record to 6-1, keeping them to within one game of undefeated Smiths Falls. The Redmen finish their regular season hosting Carleton Place Golden Bears (1-5) this Friday, Oct. 29 at 3 p.m. at the ADHS field. The Seniors will host a semi-final playoff game against either RCI or Almonte Tuesday, Nov. 2. Meanwhile, the Junior Redmen split two games, defeating the Perth Blue Devils 27-7 and falling 14-6 to St. John’s of Perth. The Juniors record is 2-4, although two of the loses are due to forfeited games. The Juniors also host Carleton Place Friday, with their game starting at 1 p.m.

The Arnprior Packers own a lofty perch today. They hold down top spot in the Valley Division of the Eastern Ontario Junior Hockey League. The Packers – 8-3-and-2 – enjoy a single-point edge on the defending division champion Perth Blue Wings atop the Valley loop following a road win and homeice tie on the weekend. Arnprior doubled the count on the Pontiac Juniors 8-4 in Shawville Friday night. On Sunday, the club was held to a 44 deadlock by the improving Almonte Thunder at the Nick Smith Centre. The Packers had their goal-scoring boots on in Shawville Friday, but they experienced a slow start before they got rolling. The Pontiacs struck for two goals in the first eight minutes before goaltender Matt Gagne and the Packers settled down. The Packers pushed back with four goals before the opening stanza ended, and added three more in the middle frame
before coasting to victory. Taylor Collins and Colin Bradbury both fired home hat tricks to spearhead the Arnprior attack. Ryan Eady and Stephen Bayliss collected singles. Eady also added two assists and earned points on the first three Arnprior goals as the Packers overcame the early 2-0 deficit. “Matty Gagne kept us in there in the first half of the second period until we could get going. We were all right after that,” Packers coach and general manager Bill Griese observed. At Nick’s place Sunday, the Packers and Thunder combined for seven second-period goals inside of a 15-minute span with Arnprior netting four. Unfortunately for the Packers, Almonte netminder Jeff Stout stalled their offence the rest of the way. However, Arnprior goalkeeper German Tsatsura did likewise to Thunder shooters and the game remained deadlocked through the five-minute overtime. The temperature hovered around 3 degrees Celsius and a blustery wind made it feel much colder, but runners from schools throughout the region were ready to compete at the 2010 Renfrew County cross-country championship Oct. 22 at Renfrew’s Ma-Te-Way Park. By the time the last runner crossed the finish line, the Arnprior Redmen had earned themselves a solid third-place overall finish with 38 points. ADHS was just two points behind the number-two ranked General Panet Panthers of Petawawa. The host Renfrew Collegiate Raiders captured their 15th consecutive Renfrew County crosscountry title with 48 points. The Redmen were among the top three in just about every race. Arnprior won both the midget girls and girls overall aggregate trophies. They were second in the junior and senior girls divisions, while the Redmen landed third in the midget and senior boys, as well as in the chase for the boys aggregate hardware. The only place where the Arnprior Redmen name did not appear was in the junior boys class. Individually, Redmen runners had two second-place finishes: Jamie Burnett in the three-kilometre midget girls run in 14 minutes 17.4 seconds, and Rowan Morris in the 5-k midget boys event in 19:43.4.

The annual Arnprior and District Breast Cancer Support Group dinner celebrated its 12th anniversary this year and shows no signs of slowing down with more than 800 people served at the Oct. 19 event at St. John Chrysostom parish hall. Organizer Elta Watt couldn’t be happier with the results. There’s still money coming in, but more than $10,000 has been counted so far, a total with which organizers are thrilled. “We are very happy,” says Watt. “We had a lot of new people and familiar faces and everybody just loved it.” A definite highlight came courtesy of Arnprior’s Bill McAllister, who raised $5,000 for the cause. McAllister was “arrested” at the dinner by a couple of Arnprior’s finest men in blue and whisked off to Hair Zone where he was relieved of his hair, beard and mustache. It was to much applause and cheers that a shaven McAllister returned, keeping his head covered until MyFM’s Lynn Grinstead helped out with the big reveal. “That was an exciting night for everyone,” said Watt. “We’d like to express our thanks,” she added. “We’ve got such a wonderful community.” From the sponsors to the volunteers and on to the diners, everyone works together each year to make for a successful event.

Figs are tasty fruits that boast many health benefits. They can be an important component of a balanced diet. Figs have been grown and enjoyed for centuries. About 50 Arnprior District High School band students and their parents and other adult volunteers held a successful apple pie fundraiser Oct 5-6, using up 40 baskets of apples to make 800 pies. The effort raised $5,300 for the school’s band. It will go towards transportation costs A pie-making production line of students, parents and other volunteer helpers was key to next spring when the band the success of another ADHS band apple pie fundraiser. Don’t forget to register for the Babysitter’s Course no later than Monday, Nov 1. Our class is almost full, but if there is room, we are cutting off registrations on Monday. Do not miss out, register now. The course is on PA Day, Nov 5 from 9 a.m. to 5 p.m. Cost is $40. We have teamed up with the Arnprior Curling Club to help promote Little Rocks Curling. For the first night of Little Rocks curling, try it out for free. In order to receive this opportunity, you must register in advance at the Nick Smith Centre. Registration is due no later than Nov 1. It is free to register. This program will take place Tuesday, Nov 2 at 4 p.m. at the Curling Club. This Friday is our first Youth Aquafitness Bootcamp.
Youth in Grades 4 and up are welcome to join us for the night. It runs in place of our regular public swim from 7 to 8 p.m. Join Debbie Gibeault for a fun, hip pool time workout. This program is open to Grade 9s as well but be prepared that Debbie is going to make it harder on you. This program is $5 for the night, or free for those in Grade 5 or 9 with their pass. By the end of this week, all Grade 5 and 9 students will have received their Community Access Pass. Grade 9 pass use started already, but Grade 5 pass use will start Nov 1. This excludes the early access to the free Aquafitness. The only change to Grade 9 passes is that there is a change in Shinny schedule (not Jr. Shinny though). Shinny is Monday, Tuesday and Friday from 3 to 5 p.m. and Wednesday and Thursday from 3 to 4 p.m. We made an error on our brochure, but to make up for it we scheduled in more shinny. Always make sure you call ahead, just to double check.
It’s flu season again. Influenza, or the flu, is a respiratory illness that people get during the fall and winter. People of any age can get the flu. Sickness usually lasts for two to seven days, but some people are ill for weeks. In extreme cases people develop complications and have to be hospitalized. The Renfrew County and District Health Unit is encouraging most people to get a flu shot. If you live, work or go to school in Ontario, it’s free. Unless there is a medical reason not to, everyone age six months or older can benefit from getting an annual flu shot, says the Health Unit. There will be no separate H1N1 flu shot this year, as it is included in the flu vaccine. Tips to stay healthy: • Get your flu shot; • Good hand washing is the best way to prevent the spread
of flu viruses. Wash your hands with soap and water thoroughly and often. • Keep an alcohol-based hand sanitizer (gel or wipes) at work, home and in the car. • Cover your mouth and nose with a tissue when you cough or sneeze and throw the tissue out. Cough into your upper sleeve if you don’t have a tissue. • Avoid large crowds of people where viruses can spread easily. Stay home when you are sick. The Health Unit is offering flu vaccination clinics across the county beginning Nov. 1. There will be clinics at the Nick Smith Centre in Arnprior from 2 to 7 p.m. on Tuesdays Nov. 9 and Nov. 23. This winter will be a fun one with the programs we have lined up. Snowmobile courses, curling, among so many more. Want to learn to snowmobile? We are offering the Ontario Federation of Snowmobile Clubs’ youth snowmobile course. This course is through OFSC and the Ministry of Transportation to teach youth 12 and up how to safely drive a snowmobile and to give them the certification to drive. This is a oneday course from 8:30 a.m. to 3 p.m. on Sunday, Nov 7. Registration is ongoing but must be done directly through Kayla at the Nick Smith Centre. ADMH’s Partners in Caring Foundation is the recipient of the Knights of Columbus Christmas Card campaign. Every year, through the Catholic Church, volunteers sell religious themed cards and donate the

Plans can be wonderful, but they need teeth to be implemented. That was one of the themes of Renfrew County economic development manager Mitchell Wilkie while presenting a draft version of the county’s five-year economic plan to county council Sept. 30. The county is continuing to focus on such critical economic development issues as maintaining railway service and extending Highway 417 across the county. Goals of the five-year plan include having an active economic development website by 2011 with active demographic data to attract business to the area, said Wilkie. “We want to lobby where we can,” added Wilkie, noting the need to also attract regular airplane access to the county. He said regular airport access would facilitate travel for thousands of guests to AECL (Atomic Energy of Canada Ltd.) and civilian flights to Canadian Forces Base Petawawa. McNab-Braeside Mayor Mary Campbell called the economic plan “excellent” while acknowledging the extent of economic challenges. “It’s a good opportunity for us to jump on the bandwagon,” added Bonnechere Valley Mayor Zig Mintha. The biggest improvement in economic development, says Wilkie, will be broadband improvements to make “good highspeed access” a reality for 95 per cent of eastern Ontario residents by 2013. Right now he estimates only about 60 to 65 per cent of Renfrew County’s population has highspeed access. Meanwhile, Hwy. 417 extension remains critical to future economic development, especially if railway service is curtailed, said Wilkie. “Big manufacturers need to be within 20 minutes of an extended highway, which is why there’s more industry in Arnprior and Renfrew, where they’re closer to 417.” Losing the railway, said Wilkie, would definitely “change the dynamics of the county in the short term. We want to be able to attract bigger industrial development that may depend on the railway.” County dollars for economic development, meanwhile, have remained similar for the past five to seven years, says Wilkie. This reality, therefore, means the county has to leverage its funds for marketing and special projects while continuing to lobby for federal and provincial government funding. The county budget process for 2011 is just starting, while the 2010 budget contained $24,700 for special projects (including Taste of the Valley events, investorimmigrant attraction, and work-
motion of agri-business financing and programs, hosting workshops, marketing investment opportunities and possible trade missions abroad. Recommended activities under green economy development include support of renewable energy opportunities, lobbying for better grid capacity, hosting investment tours and encouraging the use of alternative energy, especially biomass. 417000

It may have been overcast and cloudy on Saturday, but nobody felt it at the Arnprior Public Library. After months of renovations, the public was invited to celebrate the newly expanded library. Funded through various grants and generous donations from the community, the renovations include a new staircase and elevator leading to the second level, where a café offers coffee and hot chocolate, and one can enjoy the adult fiction titles next to a fireplace. It is also comprised of a new meeting room and The Corridor, where local artistic talent is displayed. Upstairs boasts a new literacy station, vibrant floors and seating, and new books for the children’s section. The old teen aisle has now become the Teen Zone, including comfy new chairs, open space, online resources, free Wifi, magazines and easybrowsing for books. The publicaccess computers on the main floor have been updated, and a vision reader now magnifies reading material for the visually impaired. The music section has been modernized, as well as the main level meeting room with a new flat-screen television. All these new additions were celebrated by both staff and the community on a day that kicked off with an opening speech by Arnprior Public Library Board chairman Neil Salminen, and included a family concert by Doug Barr, face painting, a showcase of local musical talent in the café,
games and activities for teens in the Zone, and a meet-and-greet with The Corridor artists. Both the mayors of Arnprior and McNab-Braeside praised the renovations. McNab-Braeside mayor Mary Campbell maintained that besides the pool, the library was one of the reasons people move to Arnprior, and the new renovations will attract new users as well as offer current ones expanded range of opportunities for use. Terry Gibeau concurred, stating that alongside water and sewer, the library is one of the top-used facilities in town, and the fact that the renovations were done while climbing out of a recession shows how much faith the community has in its library facility. But the renovations are just the beginning. The library hopes to revamp its children’s programming to include tween/teen events. Library staff thank the many participants who helped them reach this point: the funds from the 2010 Infrastructure grants, the Town of Arnprior’s Library Expansion Reserve Fund and development charges, Arnprior Public Library Board with the Colonel James Albert Gaumond Bequest, Ontario Ministry of Culture Investment in Libraries 2010, 2009-2010 Student Associations at Arnprior and District High School, the Main Street School of Music, and the Arnprior Duplicate Bridge Club. One thing remains for sure: the library is very central to the community. As Salminen stated in his opening speech, “This is your library. You should feel at home here.”

Nothing wrong with being a birdbrain We often use animal terms when describing a fellow human. Sometimes they are complimentary; “wise as an Owl” and “eagleeyed” certainly fit that bill. Others are less flattering, and calling someone a ‘birdbrain” is near the bottom of the list. However, if you analyze the behaviour of certain birds, this moniker can be quite complimentary. Watching birds at my feeders in recent days has reinforced just how clever some birds are. Currently certain species are stocking up for leaner days ahead. In particular, Blue Jays and Black-capped Chickadees are stashing lots of extra seeds for later consumption. Chickadees fly off with one seed at a time while the jays fill up their crop, the pouchlike part of the oesophagus under their throat. But the storage of seeds is not the indicator of intelligence that I am thinking of. It is how those birds deal

with seeds that is of interest. I have several different bird feeders of which two are the squirrel-proof type. Those feeders have weight-activated perch bars that shut off access to the seeds when a certain weight exceeds the activation threshold. You adjust this threshold so that small birds eat with impunity while squirrels and larger birds, such as jays, are denied a meal. Mine are set at that level.
Recently a couple of jays have cracked the code. At first they would land on the bar and leave emptybeaked. But then one discovered that if it flapped its wings as if it was taking off, it could elevate itself and bring the perching bar up enough to lower the seed barrier. With wings flapping furiously, it would bend down and pluck a prize from the feeder. I observed another jay that was formerly unsuccessful watching with intent interest the successful bird. Then when its turn came, it repeated the newly observed trick and it too was successful. Fortunately for the chickadees, only a couple of jays thus far have solved the weightactivated barrier. And those jays only grab a couple of seeds at a time, a sparse number in comparison to what they accomplish at my other feeders. There they vacuum down sunflower seeds; five pounds of seeds
vanishes in a matter of hours. So that explains my comment about birdbrains, at least in reference to jays. They demonstrate the ability to solve problems and learn from others. But what about the chickadees? In their case “intelligence” is reflected in the ability to store hundreds of seeds and later recall where they stashed them. They also remove a storage spot off their list once they visit it. While one can convincingly argue that this is programmed behaviour and not intelligence, there is something behind this behaviour that is fascinating nonetheless. During the fall, the hippocampus of the chickadee brain grows larger. This is the part of the brain that deals with spatial memory. Being a birdbrain is not so bad after all!
