Covid-19 on the wane By Susan Sandys

susan.s@theguardian.co.nz

The Ashburton Community Based Assessment Centre (CBAC) has reduced opening days as the district and the rest of New Zealand wards off Covid-19. Clinical lead Sarah Clarke said demand had dropped dramatically, as less patients were seeking coronavirus tests. It was unknown why this was, but it could perhaps be attributable to Mid Cantabrians being

less worried about having caught the virus, or there perhaps being less colds and flus around following social distancing and hygiene measures. She said as of May 13 the CBAC had undertaken 643 appointments, but last week there had been only about 50 tests, which was about two-thirds of what would usually be done in a busy week. At its peak, the clinic was operating six days per week, but

this had dropped to extended hours on four days – Mondays, Wednesdays, Fridays and Saturdays, with only urgent appointments on Tuesdays and Thursdays. Dr Clarke said any change to the CBAC’s future would be a decision made by her employer the Canterbury Primary Response Group, in discussion with the Ministry of Health. Future options could include moving off the site and becom-

ing a mobile clinic, remaining there and becoming a pop-up site if demand grew, or the centre’s testing function taken over by a designated general practice which had been done in some other areas where CBACs had closed. “But people need to rest assured that testing will always remain available, you will always have the ability to test in Ashburton,” Dr Clarke said. And if the Covid-19 landscape

changed for the worse, the clinic would just “pop straight up” and get straight back into testing. “We could easily triple the capacity of what we were doing at our maximum, we were only ever running one room and we have three,” she said. For the eleventh day in a row the Ministry of Health reported no new Covid-19 cases yesterday, and Mid Canterbury has had only three cases in total, all of which were notified in March.

■■ASHBURTON DISTRICT COURT

Six years jail for rape and stupefaction A Korean national who stupefied and raped a fellow foreign worker in a Rakaia tavern has been sentenced to six years in prison. Hyun-Jee Lee appeared before Judge Joanna Maze in the Ashburton District Court on Tuesday for sentencing on one charge of unlawful sexual violation by rape, and one charge of stupefaction, which he had pleaded guilty to at an earlier appearance. The Police’s summary of facts said Lee and his victim had met through their employment in Rakaia, and on August 8 he invited her to dinner and a movie at the Rakaia Railway Tavern where he was residing. The defendant took two steak dinners and two glasses of Guinness to the common room lounge on the second floor where they were to consume their dinner and watch the movie. He then administered a prescription drug to either the victim’s drink or meal. He offered her one of the meals and a glass of Guinness, which he had covered with a napkin which he told her was to keep it cold. The defendant refrained from eating his dinner, telling the complainant he had eaten earlier. The victim started eating and had two mouthfuls of Guinness when she started to black-out. Over the next two-and-a-half hours the complainant went in

an out of consciousness, and while she was in an unconscious state, Lee raped her. The victim drifted in and out of consciousness several times during the incident, with the first time being her waking on a single bed in a small room seeing her underwear on the floor and not having any power in her body to move. On one occasion she attempted to crawl to the top of the bed and knock on a window to ask for help. Before she could do that, Lee grabbed her and pushed her back from the window telling her not to do that and to lie down and rest. The victim did not recall the order of events, but on one occasion when she woke Lee was holding her face trying to kiss her and was telling her that he

loved her as she was trying to move her face away. Eventually Lee allowed the complainant to find her clothes and get dressed. He then walked her to the main hotel area where concerned patrons arranged transport home for her, believing she was excessively intoxicated. Crown Prosecutor Helen Bennett argued there were three clear aggravating factors in the incident, being the pre-meditation, the vulnerability of the victim and the extent of harm suffered. Judge Maze said when sentencing Lee that all three of those factors were high in this case. “There is evidence you preplanned this and the stupefaction and that you did verbally and physically enforce your control on her and did not allow

her to help herself when she attempted to do so,” she said. Lee’s lawyer Jeffrey McCall asked the judge to take into account his client’s early guilty plea, his genuine remorse and his isolation in New Zealand, with no access to immediate family or friends, and the fact he will likely be immediately deported upon his release from prison. Judge Maze gave a starting point of 10 years imprisonment for the rape charge, and a six year starting point for the stupefaction charge. After giving credit for his early guilty pleas, genuine remorse and isolation, she sentenced him to six years in prison for the rape charge and three years and seven months for stupefaction charge, to be served concurrently.

Local to stand in Wairarapa Former Mid Cantabrian, Mike Butterick has been selected as National’s candidate, standing in the Wairarapa for this year’s General Election. Butterick, who still has strong ties to the Mid Canterbury area including family, grew up in the region before moving to the Wairarapa in 1990. Butterick is the Meat and Wool Chair of Wairarapa Federated Farmers and is part of the Wairarapa Primary Skills Leaders group. He was the original spokesperson for the provincial lobby group FiftyShadesofGreen, advocating for changes in climate policies regarding afforestation of productive farmland. “It’s really exciting to be selected as NationMike Butterick al’s candidate for Wairarapa,” he said. “Wairarapa, alongside the rest of the country, is heading into some very uncertain times and it needs a strong National Government to help guide us out of this economic crisis. “I agree with new National Leader Todd Muller that while we should take some pride in the way the country has come through the health crisis, we now face an unprecedented economic crisis that will require a different set of skills. “Small business, from your cafes and hairdressers to your farms, vineyards and rural support businesses, are the backbone of this country and our economy.” Butterick replaces Alastair Scott who is stepping down at the election.

Protesting in the fight for justice By Susan Sandys

susan.s@theguardian.co.nz

Escalating protests may well strike fear into the hearts of Americans, but that fear is no different to what many feel on a daily basis. So says Annelise Diamond of Ashburton, who is currently living in Louisville, Kentucky, in the United States. African Americans were used to being scared of being unfairly detained and ill-treated, and the recent killing of George Floyd was a case in point. “Injustice anywhere is a threat to justice everywhere,” Diamond and her partner James Conti have penned onto a billboard, along with “Justice for Bre”. The first is a quote from Martin Luther King Jr’s Letter From The Birmingham Jail, written after the civil rights activist was imprisoned following a peaceful protest in 1963. The second refers to the Louisville shooting of emergency medical care worker Breonna Taylor in March as police executed a search warrant. Diamond said she was proud to display the signs in her vehicle as she drove around Louisville, and believed it was important to support the protests. “We are definitely not keeping silent,” she said. Diamond said the couple were soon to be back in New Zealand, and she was proud of the fact pro-

tests had been held throughout her home country in support of the cause on Monday. “I think the American justice system is broken, and it needs to be rebuilt,” she said. The situation in Louisville had already been tense following Taylor’s death, and the death of Floyd had only made things worse. Yesterday the situation was continuing to escalate, and she saw a military vehicle driving down the road and heard helicopters overhead. And news had just come through of the Louisville Metro Police Chief being relieved of duty after it was revealed officers involved in a fatal shooting at protests on Monday had not activated their body cameras. She believed protestors had mainly been peaceful, and were abiding by a 9pm curfew, however, police had been inflammatory. “It’s not a ‘please go back home’, it’s like ‘I’m going to throw tear gas in your face until you turn the corner’. They are being quite violent towards the general public.” Diamond said she had been talking to her American friends and they had remarked on how the things they were seeing around them was just like episodes from their history text books at high school, particularly the hard-line reaction to the Birmingham peaceful protests in 1963 led by King.

In brief Apprentice fees axed The Government has scrapped fees for all apprentices from July 1 in a bid to maintain trades training through the Covid-19 recession. The $320 million programme aims to stave off a sharp drop in training that occurred after the global financial crisis, when trainees plunged from 133,000 to 83,000. It will be funded out of a four-year, $1.6 billion package announced in last month’s Budget, which also includes a further $412m employer apprenticeship subsidy which has yet to be detailed. The measures will apply to existing apprentices and trainees as well as new signups, and will apply from July 1 this year until December 2022. Trainees will save up to $6780 for a NZ Certificate in Mechanical - NZME Engineering.

■■ MID CANTERBURY MUSIC

Nikita’s found her voice again By Heather Mackenzie

heather.m@theguardian.co.nz

Music first wove its melodic way into Nikita Hyde-Christensen’s life when she was at primary school and it has remained there ever since. “I started singing lessons when I was seven and did my first public performance at nine, after that I was hooked,” she said. Early on it looked like the talented singer and guitar player was going to head down the country genre road, but she said after competing in numerous country music competitions she felt that pitting one artist against another was not for her. “I am a lover of music and believe it should be enjoyable for everybody and not about I am better than you, so I stepped away from country music.” At 17, she formed a duo band with Ashburton’s Les Donaldson but after a year, the death of her father derailed her musical confidence and she found herself struggling with anxiety levels which made it impossible for her to perform in front of an audience in the same manner she always had. “It all got too hard. I stopped singing and even put down my guitar.” However, taking a complete break from music during this tough time was not something Nikita was up for, so she opted to be someone else instead. “I got involved with the Variety Theatre Ashburton. I found I could go on stage as someone else, I played Sandy in Grease,

but I couldn’t go on as Nikita anymore as I had too much anxiety for that.” As the saying goes time is a great healer and for Nikita that was true in part, but the confidence to pick up her guitar and microphone really came when she meet local band members Thomas Klever, Jonny Young, Daniel Wilson and drummer Simon Christensen, who asked her to join their covers band, Wishlist – and it turned out to offer her so much more than just music. “When I first joined up with them, I remember thinking the drummer seemed pretty cool.” Thankfully, that very same drummer thought Nikita was pretty cool too and over time their friendship developed into something more and just before the lockdown this year they tied the knot. “Simon was an amazing help in getting me back performing. He told me that if I didn’t pick up my guitar and sing again, I would regret it and I am really grateful to him for that.” Nikita said she remembers all the boys being really supportive and encouraging at her first rehearsal. “They understood how hard it was for me. “I knew this is what Dad would want me to be doing, and even now I sing songs that remind me of him.” Thanks to Simon, Wishlist and Nikita’s own determination, her confidence bump was flattened out and life in the music world picked up its pace again.

A couple of years ago the couple made the hard decision to move to Christchurch to further their musical careers. “We would love to be still living in Ashburton as we miss our families and friends, but at the moment it is just not possible.” The pair play together in their duo band, ToPeace, with Nikita on guitar and vocals and her husband accompanying her on drums. Wishlist is still going strong, with Thomas Klever and Jonny Young being swapped out for Daniel Hitchens and Ben Crosson. Either as a duo, or as a part of the band, Christensen can be found playing a mixture of private gigs and public ones in popular night spots in Christchurch, like The Carlton, The Bog and Boo Radleys. Playing together might sound fun for a husband and wife duo, but it doesn’t come without its moments, Nikita said with other band members known to roll their eyes when the pair bicker in a manner in which only a married couple can. “On the flipside, we know each other really well, and can read each other musically and that makes for a great sound.” In recent time, family commitments have meant Simon cannot always play mid-week, so Nikita has put her hand up to form a duo with Christchurch muso Jimmy McLaughlin – adding to an already busy schedule. A couple of standout career moments come to mind for Nikita.

First is being part of Ashburton’s Christmas in the Park and playing in front of such a huge crowd and also her involvement with musical theatre. “Sandy in Grease was my favourite role, I enjoyed getting in to character and pretending to be someone I’m not.” Due to Covid-19 restrictions the immediate future for live music is a bit up in the air. There are plenty of bookings for next wedding season and her duo combinations have some bookings coming in but it all depends on when things get back to normal. “We can’t do anything about it, just wait it out and see what happens.” Nikita said she enjoyed the slower pace of lockdown and how it provided more time to spend with family, but she’s had enough downtime now. “I just want to get back out there and play.” While all the bands Nikita has been involved with are covers bands, she has, however, been dabbling in writing her own music as well. Currently she has around 14 of her own songs that she is not sure what she will do with. “Covers make money and originals cost money, so I’ll wait and see what the economy does first. “At our wedding I sang one of my own songs, Rainbow, for my dad. I thought it was fitting I sing it in my wedding dress, as I wasn’t able to do a father-daughter dance with him.”

A man is in a critical condition after being hit by a car in central Hamilton late yesterday morning. Police were advised of a collision involving a vehicle and a pedestrian on the corner of Victoria and Ulster streets at 11.38am, a police media spokesperson said. A nearby office worker told the Herald an elderly man flew over the bonnet, smashing the windscreen of the car. After the crash, the man could be seen moving on the ground. A woman in her 50s was driving the silver Toyota Yaris involved in the crash. - NZME

Confusing messages National Party leader Todd Muller says the Government is sending confusing messages about the coming of Alert Level 1, with Prime Minister Jacinda Ardern and her deputy, Winston Peters, taking different positions. Muller said there was “so much confusion because the Deputy Prime Minister is telling you ‘let’s return back to normal’. He said Peters was taking an overtly different position to Ardern. Ardern has said that in view of New Zealand having had 11 straight days with no new cases, she would recommend a move to Level 1 on June 8, instead of waiting until June 22. Muller himself would not say when New Zealand should come out of alert level 2. “Ultimately, that is the advice that has to be discerned by the Cabinet,” he said. - NZME

Happy to be back National Party MP Simon Bridges has returned to Parliament for the first time since he was ousted as leader, saying he was glad to be back but yet to sort out what role, if any, he might take on. Bridges was beaten by leader Todd Muller in a caucus vote and has spent the last 10 days at his Tauranga home, missing Parliament for the week after his defeat. Arriving back yesterday, a fairly chirpy Bridges said he hoped to stick around for a while to come, again confirming he would stand in Tauranga in 2020. “When the going gets tough, the tough get going and I’m here to help to contribute as a member of this National team.” However, while Bridges’ former deputy Paula Bennett was given a front bench post, Bridges will be on the backbenches after getting no portfolios and no ranking in - NZME Muller’s reshuffle.

Mt Hutt skifield braces for snow By Susan Sandys

susan.s@theguardian.co.nz

Mt Hutt Ski Area is braced for a southerly storm and plunging temperatures. MetService meteorologist Chelsea Glue said a low was due to cross the country today through to Friday. A southwest change tomorrow would bring heavy rain and wintry temperatures to eastern parts of the South Island. There was a significant amount of snow forecast for the Canterbury hills, down to 600 metres above sea level, “which will be welcome news for Mt Hutt”. MetService forecaster Cameron Coutts added that the snow was forecast to fall down to 600 metres above sea level, which is in the foothills above Methven at 320 metres. “It’s an evolving situation, it may get lower,” Coutts said. Ski area manager James McKenzie said he was expecting 15 to 20 centimetres of snow at Mt Hutt on Thursday, and this would be followed by snowmakers launching into action. Currently there was only about a 10-centimetre base of snow on the mountain, so the

southerly would be welcome and help staff prepare ski trails leading into the June 12 opening. Snowmakers were ready, but had not operated yet with the conditions remaining warm. Despite a frost in Methven overnight Monday, the air temperature on Mt Hutt was a balmy five degrees. “It’s been really mild up here. It’s quite often the case you get these temperature inversions,” McKenzie said. But he was now looking forward to winter arriving in earnest. McKenzie welcomed the government’s announcement yesterday that New Zealand could move to Alert Level 1 as early as next week. This would mean the ski area would be opening when the country was at Level 1, and people who had bought midweek season passes, after full season passes sold out, would be able to upgrade these to full season passes. However, this would not happen immediately as staffing levels would have to be rearranged. “The more notice we can get about Level 1 the better,” McKenzie said.

Snow is forecast down to 600 metres above sea level tomorrow.

Hotel school closes after 34 years, blames border closures NZME An Auckland hotel training school is closing after 34 years because of the impact of closing New Zealand’s borders due to Covid-19. The Auckland Hotel and Chefs Training School in Newmarket has 60 students – about half domestic and half international. It has told the Tertiary Education Commission (TEC) that it will close on June 26 “due to the impacts of Covid-19 on its viability”. General manager Paul Anderson said his five tutorial and three management staff were told of the decision a few weeks ago and students were informed yesterday. “Our students returned to training when New Zealand moved to Level 3, with classes being divided between multiple kitchens,” he said. “With the Covid-19 pandemic there was a complete turnaround from high demand for trained chefs to virtually no demand for new trainees. “International border closures have also prevented international students from travelling to study.” The TEC is contacting all students to provide options for other institutions and said it “expects all learners to be able to transfer to a suitable alternative provider”. “A number of alternative providers are available for you to take on. Our focus is to make this process as smooth as possible for you,” it said. “Students will continue to receive any weekly support you are entitled to up until the date of closure and you can continue to receive these if you transfer to an alternative provider to complete your studies.” Anderson said staff are also being supported to find new jobs. The school says on its website that it was established in 1986 and is the only private

However, its last quality assurance report by the NZ Qualifications Authority in July 2018 said the agency was “not yet confident” in its educational performance. The school then had 15 staff and 172 students – 79 domestic and 93 international. “Achievement rates at Auckland Hotel and Chefs Training School (AHCTS) have been below targets and show a slight decline recently. Tertiary Education Commission targets were not met in 2016,” the report said. OUR VIEW

Matt Markham

EDITOR

Unrest may force political hands I

t’s pretty easy to feel frustrated right now, isn’t it? You’ve sacrificed a lot over the past few months and been told it’s for the betterment of our country and to stick by the rules and do your bit to help “flatten the curve’’. At every step we’ve been told what we can and can’t do. How we should do it and why we shouldn’t do it, so the least we should hope for is that those who are enforcing and telling us what to do will practise what they preach. When you constantly see pictures and videos of high-powered people clearly breaking the rules set down by the Government it’s frustrating – even more so when one of those images involves the very person at the centre of every message – the Prime Minister. Snaps of Jacinda Ardern standing close with her arm on the shoulder of strangers out in the streets have emerged from the weekend and it makes you wonder why we’re not at Alert Level 1 already. With actions like that it’s easy to understand why such a huge gathering of people came together over the latter stages of the long weekend to peacefully protest – effectively shunning the rules in place and showing that New Zealand is over it and ready to move forward. Something suggests that the next seven or so days and the direct actions taken by those responsible for deciding what happens next in the fight against Covid-19 might have far-reaching impacts not only on everyday people in New Zealand, but also the very people making the decisions. Elections can be won and lost in a heartbeat. We’ve seen it before and one thing we do know is that an impatient New Zealand generally won’t stand for anything more than what is necessary. It’s time we were let back out into our communities properly, allowed to go and watch club rugby or attend a show at the local theatre without having to cautiously keep an eye over the shoulder in case we get too close. The time is now, and it’s time to deliver.

YOUR VIEW

Covid-19: When things don’t quite fit the bill A

number of matters have been rushed through the parliamentary process following Covid-19. Some of these are sensible, and necessary. However, a couple of recent Bills have raised more than the odd eyebrow. Quite simply, they don’t fit the bill. At the top of our radar, and rapidly racing through the parliamentary process, are the latest version of the Resource Management Act Amendment Bill (RMA Bill), and the newly proposed Forests (Regulation of Log Traders and Forestry Advisers) Amendment Bill Neither are urgent. Neither are quite what they seem. In fact, one has quite rightly earned the nickname The Trojan Horse Bill. Firstly though, the RMA Bill. It was initially proposed to address some “narrow, simple, straight-forward matters” that could precede the full review of the RMA, without getting in its way. At every opportunity, however, the government has tacked on other things high on its wish list, none of which match the Bill’s original purpose. These include the fast-tracked freshwater planning process,

Kim Reilly

FROM THE FARM

and proposals giving the Environmental Protection Authority (EPA) the power to completely take over a local council’s compliance, monitoring and enforcement processes, even if the council objected. Federated Farmers opposed both these matters. They were far from being simple or straight-forward, and didn’t come with the appropriate cost-benefit analysis. Remarkably though, final recommendations on the Bill added even more changes, raising concerns within primary sector, legal, business, property and other industry entities across New Zealand. The Bill now gives local councils far reaching powers around climate change mitigation, which had never previously been proposed or duly considered. It means local councils, when drafting plans, or considering resource consent applications,

would have the ability to proactively prevent what they consider to be inappropriate development occurring, where they think it’ll contribute to the impact of climate change, either locally or nationally.     These proposals will have significant impacts on many resource users, most of whom will not even know that yet. Climate change mitigation is a matter that should be addressed at a national level, and it should be, and is, being considered and addressed as part of other legislation, including the comprehensive, wider review of the RMA currently under way. The RMA Bill has well outgrown its intent and purpose. It is no longer fit for purpose and should be shelved. Let’s await the RMA panel’s recommendations and properly consider the big picture of New Zealand’s resource management system, not add to the piecemeal, knee-jerk changes that have made the Act so unwieldy and complex over the years. The other Bill causing dissent is the Log Brokers Bill, which both Federated Farmers and the Forest Owners Association have strongly condemned.

In our view, it is a Trojan horse that could force farmers and foresters to subsidise local processing industries from reduced export earnings, at a time the government is trying to encourage the planting of trees.  Worryingly, the mad rush to get this through risks quite serious unintended consequences, including retaliatory action by the nations we trade with, not to mention added costs and more red tape to pass through. This is not the time for increasing uncertainty, or risking trade complications. Neither of these Bills are urgent, and neither should be rushed through. Let’s have a plan for New Zealand’s future; one that doesn’t include making knee-jerk decisions now that jeopardise the opportunities and gains before us. ■■ANZ BANK

Shinsei buying UDC Finance Japanese financier Shinsei Bank is trying its hand at buying ANZ Bank New Zealand’s UDC Finance unit almost two-and-a-half years after China’s HNA Group was blocked by the Overseas Investment Office. The $762 million sale price is $100 million more than HNA offered in January 2017, although UDC’s net assets rose 50 per cent between September 30, 2016 and March 31 this year from $424 million to $637 million. The price-to-book ratio of Shinsei’s offer is 1.2 times versus the Chinese firm’s 1.6 times. Shinsei’s offer is a $125 million premium to UDC’s net assets, compared to the $235 million premium three years ago. The deal is subject to regulatory approval and is expected to be completed this calendar year. ANZ has been trying to shed New Zealand’s biggest finance company for several years, and had a ready buyer in Chinese conglomerate HNA. That deal was scuttled by the OIO, which couldn’t work out who the relevant overseas person was from the information provided about ownership and control. At the time, HNA was under increased scrutiny after a debt-fuelled $US40 billion acquisition spree and it’s since been selling

assets to meet repayment of those loans. ANZ said the sale will free up $2 billion of funding the bank has provided the finance company. New Zealand chief executive Antonia Watson said Shinsei intends to preserve the existing operations and keep UDC staff. “The sale will also mean UDC will continue to operate as an independent finance company and enhance competition in the asset finance market,” she said in a statement. Shinsei chief Hideyuki Kudo said the acquisition was in line with the firm’s growth strategy and UDC would be a major asset for the group. “In the Covid-19 ‘new normal’, we are confident that UDC, as part of Shinsei Bank Group, will continue to grow and contribute to the development of the New Zealand economy and help people and businesses in New Zealand with their financial needs,” he said. UDC had net loans of $3.44 billion at March 31 and reported a first-half profit of $24.5 million in the six months through March. ANZ New Zealand said it will report a net loss of $73 million on the sale, after the release of goodwill. UDC Finance specialises in providing finance for heavy machinery.

■■SINGAPORE AIRLINES

Compiled by

Passenger flights resuming Singapore Airlines has announced it will resume passenger flights to Auckland and Christchurch from June 9. This will include twice-weekly services to Auckland and once-weekly services to Christchurch. Singapore Airlines first ceased operations to New Zealand in March, following the closure of national borders due to Covid-19. The airline did, however, continue with cargo flights throughout the lockdown period. “We are committed to ensuring New Zealand remains globally connected in a Covid-safe manner during these challenging times, whether it be keeping key trade channels open or allowing for essential travel to occur,” said Singapore Airlines general manager of New Zealand Kenny Teo. “Throughout the course of the pandemic we continued to operate our three-times weekly freighter services to ensure essential supplies reached New Zealand shores and exporters could continue to send their produce to markets around the world. “Last week we announced the introduction of fivetimes weekly cargo-only flights to Auckland to help meet increasing demand, and from Tuesday 9 June, two of these flights will operate as passenger and car-

go services, while the other three will continue as cargo-only.” The flights will remain subject to strict restrictions. “While borders around the world remain closed, these flights will provide important cargo capacity for import and export between the cities and our global network, while allowing those who have an urgent need to travel, or return home, to do so.” New Zealand continues to have strict conditions in terms of who can and cannot enter the country. In addition to New Zealanders who urgently need to return home, the Government has also made provisions for a category of border exemptions for foreigners deemed essential to a project of “significant economic value”. It was under this provision that James Cameron and more than 50 Avatar crew were controversially granted permission to recently enter New Zealand. Given tight restrictions would remain in place, Teo admitted it would be a long time before international travel would return to full capacity. “We continue to monitor the changing border restrictions globally and when appropriate, will make further changes to our minimum connectivity network,” he said.

■■COVID-19

Investors look forward to Level 1 The domestic market may gain on news that New Zealand could normalise nearly all activity sooner than expected and after Wall Street ticked up with US investors shrugging off domestic unrest and focusing instead on the economic recovery. Prime Minister Jacinda Ardern signalled New Zealand could shift to Alert Level 1 as early as June 10. Alert Level 1 is effectively life as usual with the borders still closed. Ardern had previously said the country would move no later than June 22. The comments came as New Zealand has registered no new cases of Covid-19 for 11 days. In the US, meanwhile, sentiment got a boost when

the Institute for Supply Management’s purchasing managers’ index lifted to 43.1 in May versus 41.5 in April. The faint signs of improvement suggest the worst may be over as many states loosen restrictions and people begin to return to work. The Dow Jones Industrial Average was up 0.4 per cent at 8am in Wellington, while the S&P500 was up 0.4 per cent and the Nasdaq had added 0.7 per cent. Markets largely overlooked ongoing protests in a raft of US cities over racial inequality and excessive police force. According to Reuters, the National Guard has been deployed in 23 states and Washington, DC.

■■RUGBY

South Africa heading to Europe? The drum beats are getting louder – South Africa will quit Super Rugby to join a northern hemisphere competition. But one South African writer has warned of the dangers, saying the country would be throwing its lot in with a second rate rugby tournament. Rapport is reporting that the Lions, Bulls, Stormers and Sharks could join Europe’s PRO14 by next year, or 2023 at the latest. The Cheetahs and Kings, dumped by Super Rugby, have already joined the competition involving leading clubs from Ireland, Wales, Scotland and Italy. According to Rapport, there is only room for five South African sides meaning one would miss out on a PRO14 place. Rival media outlet Sport24 reported: “With Super Rugby 2020 suspended (because of coronavirus), this has been an opportunity for Sanzaar to reflect and while the message out of the organisation has presented a united front, the mumblings of South African franchises cashing in for potentially more lucrative fees in Europe

has only gathered momentum.” Sport24’s chief writer Rob Houwing said the Covid-19 crisis, has “increased the ripples over South Africa’s future in (Super Rugby) when it is increasingly struggling for the credibility of old anyway.” But Houwing sounded a warning. “Naturally there will be travel, timezone and some financially-related pluses to such a shift. “You have to wonder, too, just how sustainable an all-Australasian Super Rugby would be, minus the obvious South African clout,” he wrote. “The considerable snag with PRO14, as I see it, is that it is in many ways only the ‘best of the rest’ in a UK/ European context, given that English clubs continue to campaign in the almost certainly still more blue-chip, England-specific premiership. “There are some extremely prestigious Irish and Welsh clubs and players, for example, active in the PRO14. “But without the cream of English (and French) teams, the PRO14 is just another tournament which can’t even be described as the premiers barometer, unlike Super Rugby in the south.” Former All Black Charles Piutau quit PRO14 club Ulster for the glamour English premiership.

Crowds may yet see game one Super Rugby Aotearoa could have crowds from day one. Prime Minister Jacinda Ardern yesterday told the Mike Hosking Breakfast that New Zealand would most likely move to Level 1 on June 10. The Super Rugby Aotearoa competition kicks off three days later when the Highlanders host the Chiefs in Dunedin. The following day the Blues and Hurricanes clash at Eden Park. Crusaders boss Colin Mansbridge said the original guidelines at that level had no restrictions on gatherings and plans were in place to have crowds for home games. “In the current rules that were issued as we started going into lockdown, it didn’t say anything about crowd limitation in Level 1. I think she [Ardern] has to clarify with cabinet what they are going to be. “On the assumption that it’s the same as what was issued previously, we’ve sort of done some planning as if we are going to have crowds,” Mansbridge said. The Crusaders have more time on their hands than the other four New Zealand franchises as they don’t host their first home game until June 28. Mansbridge said changes would have to be made such as the ticketing process where every person seated at the game would need to provide their contact details – while special awareness will have to be considered.

“I think once the gates are open, you might find the first game or two, assuming there’s not too much anxiety in the community, that people will want to turn up and maybe they will want to sit close next to people.” Hurricanes assistant coach Cory Jane said it would be great to play in front of loyal fans who have been through tough times. “To give back to people who have supported us and obviously we’ve been through a tough time where a lot of people, sponsors

and members, have paid but have missed out on a lot of rugby and Super Rugby. “It gives them a chance, the ones who have stuck with us and been loyal and supported us, gives an opportunity for them to get to the ground and watch some games. “That’s something we’ll look forward to. “Hopefully we can now go on and play well and win this competition for a lot of people that have suffered and missed out,” Jane said.

End of the line for the Sunwolves Time has run out for the Tokyo-based Sunwolves to join a Super Rugby competition that has been revamped because of the coronavirus pandemic. Rugby Australia issued a statement saying travel restrictions and border closures meant the Sunwolves wouldn’t have enough time to prepare for the July 3 kickoff. Regular Super Rugby was suspended in March after seven rounds of matches, leaving teams from five countries in limbo.

New Zealand will kick off a five-team domestic competition on June 13, and Australia’s four Super Rugby teams will join the Perth-based Western Force in a 12-week, five-team tournament Down Under. Australian organisers tried to get the Sunwolves into their competition, based on the fact the club was in the Australian conference in the regular Super Rugby tournament. “There are significant challenges facing the Sunwolves’ participation in this modi-

fied competition model which Rugby Australia, Sanzaar and the Sunwolves have been attempting to work through,” Rugby Australia interim chief executive Rob Clarke said. “However, the reality is, given the time frame available the team’s preparation for the competition would be severely compromised.” The Sunwolves issued a statement saying the implications of the Covid-19 restrictions and the changes to the 2020 season meant the end of the franchise.

Jaguares urged to go abroad Argentina’s rugby union (UAR) has encouraged Jaguares players to take deals overseas amid an uncertain outlook for Super Rugby due to the coronavirus pandemic, centre Jeronimo de la Fuente told ESPN. Super Rugby has been suspended since March and the future of this year’s competition remains in doubt due to travel curbs and border controls. “The UAR ... told us that if (a player) had an offer in the future, to take it to ease the economic issue a little,” De La Fuente said. “They told us that if we had any possibility of emigrating that we take it and that the UAR was going to be predisposed to help us to be able to travel. “Not that the UAR is going to let all its players go. “It will try to retain a base so that professional rugby remains in place, competing, and basically so that there’s some competition within the country where they can take Jaguares, Ceibos or Argentina XV.” Super Rugby’s governing body Sanzaar has yet to officially abandon the 2020 season, which was suspended after seven rounds. The Jaguares, Super Rugby’s only Argentine team and runners-up in the competition last year, have fewer opportunities on the home front, where the sport of rugby remains mostly amateur. UAR President Marcelo Rodriguez said he was “optimistic” about the Jaguares despite Covid-19’s challenges. “We are sure that in one way or another Jaguares will be put in a competition that is economically and financially sustainable for the UAR,” he told ESPN.

Duathlon series marching on

By Adam Burns

adam.b@theguardian.co.nz

Organisers of the Canterbury Duathlon Series have confirmed its first race will go ahead next weekend. However they say the events will look different under Covid-19 Alert Level 1 and 2. An increase to mass gathering limits from 10 to 100 people ensures the event is able to take place, an event spokesperson said. The event formerly known as the Ashburton Dualthlon will again be held at Rolleston’s Brookside Park. Race 2 and 3 are scheduled to be held on June 28 and July 12 respectively. “While we’re under the current levels with a Covid-19 health and safety plan for Level 2 and will be amended accordingly for all participants and spectators if changes happen between now and the event,” the spokesperson said. Organisers added numbers would be limited so entrants and spectators needed to register quickly. Each race comprises of a short and long course for all ages. The short course is made up of a 2.5km run or walk, a 14km bike and an additional 1.25km run/walk. The longer course features a 5km run, 28km bike and a 2.5km run. Race 1 starts at 10am on June 14. Kerr joins little sister in the White Ferns

Playing the men again an option

Wellington bowler Jess Kerr and Central Districts wicket-keeper/batter Natalie Dodd have been offered New Zealand women’s cricket contracts for the first time. They’re included in the 17-player list for the 2020-21 season. Of the players contracted last season, wicketkeeper/batters Bernadine Bezuidenhout (Canterbury) and Rachel Priest (Wellington) are the two who have missed out. Priest, 34, won back her White Ferns contract last year after having been dropped by former head coach Haidee Tiffin following the 2017 World Cup in England, but she hasn’t been offered one this season. Bezuidenhout has been omitted after missing out on selection to the T20 World Cup squad. Kerr and Dodd will be familiar to White Ferns fans; Dodd made her debut as a teenager in 2010, while Kerr has played both ODI and T20I cricket against South Africa. Both players have been in the contract frame for a while, earning Development Contracts in 2019-20. Kerr has also been part of the Emerging Players Programme and is the older sister of White Ferns regular Amelia Kerr. The White Ferns head coach Bob Carter said Kerr and Dodd fully deserved their new contract offers. “It’s an acknowledgment of hard work and perseverance from both Jess and Natalie, culminating in a fantastic opportunity ahead of them,” he said. “Jess was an excellent addition to the group last season and impressed the coaching staff with her work ethic and commitment. “We’re looking forward to her developing her game over the next 12 months. “Natalie has impressed over several seasons at domestic level, having been in the top echelon of run scorers while also showing her ability

Jess Kerr in action bowling for the White Ferns. with the gloves. We see this as an opportunity to work on her skills and hopefully build on an international career that started many years ago. “I’m happy that the majority of our group can remain stable as we look for continual improvement and application from all our players. “We have an experienced core of White Ferns and want to ensure our younger, less experi-

enced players have the chance to learn from them over the next 12 months.” Players offered central contracts for the 202021 season: Suzie Bates, Sophie Devine, Natalie Dodd*, Lauren Down, Maddy Green, Holly Huddleston, Hayley Jensen, Leigh Kasperek, Amelia Kerr, Jess Kerr*, Rosemary Mair, Katey Martin, Katie Perkins, Anna Peterson, Hannah Rowe, Amy Satterthwaite, Lea Tahuhu.

The world champion Silver Ferns may play against men again this year to help fill a void in their international netball schedule. The Quad Series, which was supposed to involve New Zealand, Australia, England and South Africa and scheduled to be played on both sides of the Tasman in September, has been cancelled due to the ongoing impact of Covid-19 on international travel. The Ferns lost two games to a New Zealand men’s invitational team last year before going on to winning the Netball World Cup in Liverpool. Netball New Zealand head of high performance Keir Hansen said they were keeping their minds open as they looked at organising internationals in October. “We’re looking at all our options, but obviously the Cadbury series was a successful event for us last year with Fiji, the men, the All Stars and the Ferns,” Hansen said. “The success of that series and the men’s involvement is fresh in our minds so we’re obviously talking about it, but we’re also thinking about what are the options, what would be of interest of our community and good for the Silver Ferns and our high performance programme as well.”

■■HARNESS RACING

Changing of the guard By Michael Guerin A successful comeback to racing for one of the north’s most successful harness stables is actually the beginning of the end. Well, officially anyway. Top father and son training team John and Joshua Dickie won two races when horse racing returned to the North Island for the first time in two months at Cambridge on Sunday. But after nearly 600 career training victories in New Zealand, John is getting ready to take his name off the stationery. “From next season it will be Joshua’s stable,” says John. “I will still be here, working as stable foreman and travelling foreman when needed. “And I still intend on being a big part of the business but we are looking toward the future and this is the next step toward that. “So we will have the same setup just with Josh as the official trainer.” John was one of New Zealand’s most respected trainers of trotters in particular when living in the Waikato but his career moved to the next level after he transferred to one of the country’s premier standardbred training facilities at Rosslands in Clevedon. He went into partnership with Joshua in 2014 and they have trained 236 domestic winners, exactly half of them being trotters. King amongst them was Speeding Spur, who won over $1 million including the Great Southern Star in Australia and the Rowe Cup, cementing his place as the best horse in John’s elite line of top trotters. “He would be the best and Last Sunset the next most talented but I have been lucky enough

Joshua Dickie to have some good ones.” Dickie says he always intended for Joshua to eventually take over the family business, but as well as still being heavily involved there he wants to potter around with a few thoroughbreds with his partner Lynda German. German already trains a couple of gallopers, and her son Lewis is making a big impression as an apprentice jockey in Victoria. “While the harness horses will still be our biggest focus I like the thoroughbreds and want to spend some time on them too. “And I also want to be able to tell Joshua that I might be taking a few weeks off every winter if I want to,” smiles the 59-yearold. The Dickies could continue their winning start to post-lockdown racing when it returns to Alexandra Park on Thursday night as they have trotters like last season’s Jewels runner-up Tricky Ric and Sertorius ready to go. The stable also have Inter Dominion heat winner Paramount King and Breeders Crown champion Kratos in training so Joshua won’t be lacking for trotting talent for his first season training in his own right.

Johns under fire for ‘joke’ The Matty Johns show has come under attack after making a joke about Hitler on Sunday night. As NRL fans continue to have fun with a promotion by the league allowing them to pay $22 to have a cardboard cut-out of their likeness placed in stadiums during games by sending in images of their dogs and even infamous serial killers, Johns’ show responded with a gag. They mocked up a photoshopped image of the crowd – which to be clear, wasn’t ever seen inside an NRL stadium – featuring the Nazi leader seated alongside other supporters. The CEO of the Executive Council of Australian Jewry, which acts as the voice of the Jewish community in Australia, slammed the joke. “This sort of stupidity, the casualisation of Hitler, Nazis, and by extension their crimes, is what leads to swastikas being graffitied throughout our cities and school kids being harassed with gas chamber jokes,” Alex Ryvchin tweeted. “@FOXNRLLive & @MattyShowsFox should tell their viewers it’s not on.” Dr Dvir Abramovich, chairman of the Anti-Defamation Commission, Australia’s leading civil rights organisation, also issued a statement. “This is bad taste and trivialisation of mass murder taken to the extreme,” he wrote. “When a monster such as Hitler, responsible for the deaths of millions of people, including 1.5 million children and more than 30,000 Diggers, features as a punchline and a gag on a sports show you know we have hit another low in the trivialisation of the Holocaust. “Nazi jokes should be completely off-limits and, the presenters and producers of the show crossed so many red lines, I stopped counting. Using Hitler to elicit a laugh is inexcusable, degrades the memory of those who perished in the Holocaust, and is hurtful to survivors and their children … “I hope that the people involved in this sorry episode reflect on their actions and apologise for a sketch that simply went too far.” Fox Sports has apologised

Matty Johns and is investigating how the gag got the go-ahead. “We are very concerned by an incident involving an inappropriate image shown as part of one of our live shows discussing NRL crowd cut-outs,” its statement read. “We are currently reviewing the circumstances and examining the action we need to ensure those involved understand it is not acceptable. We sincerely apologise for the offence the image has caused.” Johns released his own statement following the heavy criticism that flooded in following the segment going to air. “The segment on my Fox League show on Sunday in which we showed an image of Hitler in crowd cut outs was in poor taste and completely inappropriate,” Johns’ statement read. While some viewers defended the joke as comedy, it also ruffled the feathers of several Aussie sports journalists. AFL media veteran Rohan Connolly wrote “please tell me this didn’t happen” and “you don’t make jokes about Hitler”. Ex-Fox Sports reporter Laurie Horesh also questioned the decision. “Really @FOXNRL? That’s the joke you’re going to go with? That’s your gag? Hitler? You sure? You vetted that joke, and settled on Hitler.” Another former Fox Sports reporter Mark Gottlieb added: “People justifying this that it was a joke photoshopped in by the Matty Johns show don’t realise that that doesn’t actually make it acceptable. You know what’s not funny? Hitler. Hitler isn’t funny.” Victorian Federal MP Josh Burns replied to a screenshot of the joke which circulated on social media, saying: “Please tell me this didn’t actually happen.”

ARIES (Mar 21-Apr 19): While it is difficult to see beyond the environment one is immersed in, it is absolutely essential to personal responsibility. In a sick society, the status quo can be a terrible thing to uphold and protect. TAURUS (Apr 20-May 20): A person who doesn’t know his or her own motives can do as much harm as one who hides or is dishonest about them. To know what you want and why you want it is powerful and inspires trust. GEMINI (May 21-Jun 21): You value intelligence and realise that there are many different kinds. You’ll attract others who value intelligence and have similar or complementary kinds to yours. CANCER (Jun 22-Jul 22): However you treat yourself, you are inviting the world, either consciously or unconsciously, to treat you this same way. To bend over backward and give yourself respect and care is completely worthwhile. LEO (Jul 23-Aug 22): You give your love in many forms: in the support of your friendship, the generosity of your conversational style, your warmth and charm, or the forthrightness of your pursuit. VIRGO (Aug 23-Sep 22): What is keeping you from attracting the things you want? You’ll give the question some serious thought and come up with a strategy for adjusting your output to change the input. You’ll see what you can learn. SCORPIO (Oct 24-Nov 21): You want to help people and make them happy, but you also recognise that this is not your job, obligation or purpose. If you only make yourself happy, that’s one more happy person in the world. SAGITTARIUS (Nov 22-Dec 21): You show people what you value in the way you live. It is therefore unnecessary, or even detracting, to say much else about it. Your example speaks volumes. CAPRICORN (Dec 22-Jan 19): There’s something you want to know. You could take a class. CHALLENGES ahead for club rugby

The Mid Canterbury Rugby Union is hopeful that Covid-19 restrictions are relaxed prior to the start of community rugby on June 20. By Adam Burns

Further challenges could still be in store for community rugby volunteers without a softening of Covid-19 restrictions. The lack of a clear picture as to what conditions will exist in the coming weeks continues to cause headaches for the Mid Canterbury Rugby Union (MCRU) as it plans for a June 20 start. Alert Level 2 mass gathering limits of 100 people alongside

contact tracing requirements continues to come under scrutiny by the MCRU as it plans for community rugby in just over a fortnight. MCRU chief executive Ian Patterson said it was an issue yet to be ironed out. “We’re hoping that will be relaxed before we get under way, otherwise that’s a whole level of management on club volunteers that we’d rather avoid,” he said. However, Prime Minister Jacin-

da Ardern yesterday did not rule out a move to Alert Level 1 by next week. “We’re required to meet the Ministry of Health guidelines and to ensure it’s a safe environment for everyone. “If the requirements remain in place it certainly will be a challenge for everyone.” Sport New Zealand Level 2 guidelines say community sports games are subject to gatherings requirements for both indoor and

outdoor sports facilities which includes players, coaches, officials and spectators. Multiple gatherings can take place at the same event or facility, as long as they can be kept separated. Further to this, the Ministry of Health says groups can be separate through consistent 2m physical distancing when outdoors. He added the union was seeking clarification around such issues as close contact and casual

contact. “The workload difference in telling everyone to social distance and reminding them of that versus contact tracing for a crowd is light years for a volunteer organisation. “JAB want to get started, but under the current rules it’s going to be a nightmare to manage some of the venues with the amount of people at some of those lower grades. “But then it could all go out the window before we start.”
