Water reforms set to cause problems By Heather Chalmers heather.m@theguardian.co.nz
New Government freshwater reforms could derail the progress already made on improving water quality in Canterbury, Federated Farmers’ Mid Canterbury president David Clark says. “The new regulations coming in over the top of what Environment Canterbury already has in place will waste farmers’ time and ratepayers’ money,” Clark said, in a joint statement with other Federated Farmers’ Canterbury leaders. Clark, along with North Canterbury president Cam Henderson, Jason Grant (South Canterbury) and Jared Ross (North Otago) said several of the new rules were not workable. “But more than that, in Canterbury the National Environmental Standards for Freshwater is simply not needed. Not because we don’t have intensive
farming, but because our current regional plan already deals with improving water quality in a much more targeted and effective way.” The ECan plan already contained provisions to control land use intensification and ensure good management practices were adhered to for all farm types, including for intensive winter grazing. All forms of nitrogen fertiliser, not just synthetic, were accounted for. “Canterbury farmers and the regional council have contributed years of work and considerable financial investment to implement the plan and drive real change on farm that will lead to improved water quality over time,” Henderson said on behalf of the four presidents. The new national standard uses different rules to the current regional plan, which means many farmers will likely need to reapply for their consents and rewrite their farm plans, which
will then require re-auditing. “We are talking years of council work to reassess farms. That means more staff and ratepayer funding and extra time and money from farmers too – all to end up where we started. And in the meantime, action on improving freshwater quality stands still. “This time and resource would be better spent on continuing to help farmers implement their current plans, and further developing the regional plan to be even more effective,” Henderson said. Under ECan rules, dairy farmers in the Hinds Plain water management zone were already working to reduce their nitrogen loss by 15 per cent by 2025, 25 per cent by 2030 and 36 per cent by 2035. Under the Government’s new freshwater regulations, dairy farmers must also limit synthetic nitrogen fertiliser applications to 190kg of nitrogen a
hectare from June 1, 2021. Canterbury is by far the region most affected by the new nitrogen cap, with DairyNZ estimating that 600 dairy farms in the region currently exceed this limit, by an average of 60kg/N/ ha. The Canterbury Federated Farmers presidents will be writing to Environment Minister David Parker asking him to let Canterbury farmers get on with the task of improving water quality by acknowledging the new freshwater standard is being met by the current regional plan. Agriculture Minister Damien O’Connor has already had to make some adjustments to winter grazing rules after these were found to be unworkable, particularly in Southland. O’Connor has said that government would continue to make adjustments where regulations were impractical or unclear.

Collins works her magic The First 1000 Days policy – what it means
By Susan Sandys susan.s@theguardian.co.nz
Judith Collins worked her way into the hearts of Mid Canterbury mums and babies when she visited Ashburton yesterday. Stork Network at Allenton hosted the National Party leader. Not only was Collins making a $226 million policy announcement, she gooed and gaaed with babies and toddlers and even let one wee dot, eight-month-old Millie, chew on her finger. “I’m just a teething ring,” she joked as Millie gurgled, laughed, and thrust the politician’s finger to her mouth. Covid-19 appeared to quickly become a distant memory for the Aucklander, with a following media scrum not helping in making social distancing impossible in the cosy premises, and there was barely a masked face to be seen. “Do you remember when yours were two and a half weeks?” National spokesperson for social investment Louise Upston asked Collins as the pair talked to Cassy Verney and her baby Monty. The mother of one did, but not much, because she was so tired at the time. The Stork Network’s coffee shop at the doorway had been welcomed by Collins as she walked in, where she ordered a small flat white. Stork Network education manager Zalie Doyle showed Collins around the premises, talking about the retail shop and its associated services including car seats, parent education and support. Doyle told the Guardian she was flattered that Collins had chosen the independent organisation’s venue for the policy announcement. She explained Upston had visited last year to hear mothers’ concerns, and asked Stork Network if they could host the announcement. Doyle had not yet read the First 1000 Days policy, as the announcement itself was to be about 10 minutes later at a media stand-up on the pavement outside, but she was enthusiastic about its sentiment. “We know the first 1000 days are so important, you can’t argue with research. Well mums are good mums,” Doyle said. At the media stand-up, Collins said it was lovely to be in the Canterbury region on her first proper day out campaigning post-Auckland lockdown. Standing alongside the “great team” she had with her – Upston, Rangitata candidate Megan Hands, education/early childhood education spokesperson Nicola Willis and Waitaki MP Jacqui Dean, who were all mums – she said they were all positive about the announcement. “I think – how tough it is for a first-time mum, your milk is coming in, you have stitches, and not knowing what you are do-

PHOTO SUSAN SANDYS 030920-SS-022 ing, and being in charge of a teeny weeny baby … I think it’s wonderful we are putting emphasis on the first 1000 days,” Collins said. She was friendly and upbeat in the face of media questions, but proved true to her alter-ego, crushing any suggestions from one representative raising the spectre of Labour being able to convince voters they were
better economic managers than National. “Good luck to them. It’s like me deciding I want to be part of the Silver Ferns, yeah, okay.” Similarly she had no concerns the late appointment of a Rangitata candidate would dent the National Party’s majority in Rangitata, with Hands a well-known and energetic candidate.
The First 1000 Days policy centres on National’s pioneering social investment approach and establishing more targeted spending to create better human and economic returns in the long run, Collins said. “Our package will give parents control and choice over the type of support they receive, regardless of their situation or parenting experience.” It includes the introduction of parents being able to take their paid parental leave at the same time if they prefer, where currently just one parent at a time is able to take this leave. The First 1000 Days package also includes up to $3000 for all expectant mothers to be used for commissioning services supporting their child’s first 1000 days, and up to $6000 for mothers and babies with higher needs, as well as enhanced pre- and post-birth screening to identify developmental concerns and trigger early intervention services, three-day stays for all new mothers at their postnatal facility, a child passport which will be an enhanced version of the current Well Child/ Tamariki Ora book to ensure early action can be taken in addressing additional needs, and a National Centre for Child Development.

Garden competition axed By Sue Newman sue.n@theguardian.co.nz
Most are octogenarians, some even older, but when it comes to gardening, their passion remains undimmed by age. They’re members of the Ashburton Horticultural Society, members who are dwindling in number and this year they’ve made a huge collective decision that could rock their club’s foundations – the 2021 Ashburton Garden Competition will be canned. It’s not a decision they’ve made lightly, president Joy Jaine said, but with 12 or 14 members to do the job of organising and running the event, it’s all become too much. And, for an organisation that has its roots in the soil of 1891, it’s a sad day, a day that could well signal the organisation’s demise is close. Gardening might be going through a revival after the Covid-19 lockdown, but that’s showing no signs of translating into new members for the 130-yearold organisation, Joy said. “In its heyday there were people who’d come in from way out in the foothills, they’d come on shingle roads to meetings, in pony traps. It was a social outing, a highlight of their month.” The society was founded as a way for keen gardeners to share their knowledge, to swap seeds and plants and to take part in competitions where they could exhibit vegetables and flowers. But it was also about fellowship. Those same activities continue today, she said. People were still buying plants, still gardening but hooking them into the society seemed impossible, Joy said. “We have to look at our future – do we have one?” She’s been a member since 1963. Her mother-in-law Isabel had been a member for years, with son Jeff driving her into town from Carew to meetings. That became Joy’s job and she too became a member.
In brief Covid costs In its wrap up of business for the year to June 30, the Ashburton District Council was looking at a balance sheet that was $4 million below budget in income. This shortfall was largely from the loss of fees and charges during the Covid-19 lockdown. On the opposite side of the ledger it also had expenditure that was down $3.6 million and councillors agreed that while the year might not go down as a good year for business, the financial outcome was better than expected.
Tinwald Domain income Covid-19 and weeks without campers has cost the Tinwald Domain’s camping ground a $70,000 income shortfall. However, with a solid amount in its reserves account, it will be able to balance its books without the need for a loan.
Making do With a move to its new headquarters within two years, the Ashburton District Council is asking staff to ‘sweat’ their current computer hardware and software as long as they can. The plan is to push the life of existing equipment to ensure the move to the new building can be made with new equipment.
Low, low interest rates Trevor Gamblin and Joy Jaine, two stalwarts of the Ashburton Horticultural Society with trophies that will now be put in storage with a decision made to cancel next year’s garden competition. PHOTO SUE NEWMAN 020920-SN-6274 The annual garden competition that once attracted huge numbers of entries, is a relatively new event for the organisation. It was started in the early 1960s by Ian Bonisch, superintendent of the Ashburton Domain and his head gardener Bob Lloyd. That event saw members involved in organising the event and assisting judges. But back then numbers were strong. “Go back in time and you’d get 100 at meetings from around Mid Canterbury, but today our membership is not big enough to cope, and the new members we’ve had over the past few years, you’d count on one hand,
past president Trevor Gamblin said. He belongs to Ashburton’s fuchsia society and said it’s in the same situation – older members and dwindling numbers. With a resurgence in gardening, particularly vegetable gardening, Trevor reckons the society and the knowledge its members have accumulated over decades is even more relevant today, he said. In the garden competition’s original format, society members drove every street in town identifying gardens that were worthy of making the short list. That task is impossible for just
12 elderly people. The garden competition might be off the calendar and the half dozen trophies that have been awarded annually for the past 60 years put into storage, but the society is not giving up on life – yet. It plans to change its meetings from evening to afternoon in the hope that might entice some retirees or younger people to join. It knows the glory days of garden competitions may never return, but Joy and Trevor believe there is still a need for an organisation where people can share knowledge and share their love of growing things.
Rivalry between home buyers fierce By Sue Newman sue.n@theguardian.co.nz
Fierce competition among potential buyers is creating a red-hot housing market in Ashburton, one where the bidder with the most cash and the fewest conditions inevitably wins. Deadline sales are the order of the day, with many properties attracting multiple offers and while that might be creating a happy market for sellers, it’s creating the opposite for buyers who often find themselves stretching their resources to secure the property they want says Ray White salesperson Kim Miller. Deadline sales have become the go-to tool in a market where price is dictated by demand, and if interest rates take the predicted plunge to less than 2 per cent, the market will only get hotter, she said. Economists are predicting the current low of 2.55 per cent is likely to continue its downward spiral over the next six months, anticipating it will settle around 1.8 per cent next year. While very low interest rates were great for first home buyers, securing a mortgage
Kim Miller was still a challenge for many, Miller said. “Banks are being very tough and although interest rates are low their criteria for lending are quite stringent.” In a market where there were often multiple offers on a property, an 11th hour call by a bank for an independent valuation before signing off a loan could mean a delay that
could cost a purchase, she said. “It’s a long time since we’ve seen the market with multiple offers, but it does mean we have a supply and demand issue, there’s just not enough stock.” There was strong activity across all price brackets, but movement was a little slower for higher priced homes, Miller said. “The biggest market is for properties under $400,000 and we are seeing a significant number of buyers wanting something around $300,000, but we just don’t have those properties.” Traditionally the market kicked off at the start of spring, but this year that sales surge had started when the Covid-19 lockdown ended and just continued, Miller said. “We’re also seeing people who made some decisions during lockdown around not needing a big home any more. They gave considerable thought to their lifestyle and perhaps decided to sell and pay off debt.” Those sellers added to low interest rates were creating quite a different real estate environment, but across the board it was one that was marked by a significant shortage of listings and keen buyer competition, she said.
With interest rates continuing to fall, the Ashburton District Council’s finance team are heading into new territory when it comes to borrowing money and it may need to change some of its investment and borrowing policies to allow it to work in a market where floating rates are the winner, and where it may end up paying the bank to look after its investments.
Carry over funds A combination of the Covid-19 lockdown, delays in securing consents, the weather and staff resources will see the council carry over more than $15 million worth of work that is classed as either committed or necessary into this financial year. The majority of this work is capital expenditure, with the largest area of carried over expenditure in commercial property, $4.4 million, transportation, $4.364 million and wastewater projects, $1.871 million.
Council insurance The council’s insurance bill for the current year sits at $916,062, up just 3.4 per cent on last year. It’s been a policy renewal of rises and falls with its general liability and professional indemnity taking a 38.8 per cent hike to $48,526. crime and fidelity insurance has also risen by 12.9 per cent. Personal accident cover has risen 11 per cent and this covers both staff and councillors, providing money for the council to hire replacement staff or to hold a by-election for a councillor who is injured if either are unable to continue in their roles. While cyber attacks might be increasing, the council has not increased its cover in this area but will spend money to provide extra protection for its own systems. The most common area of claim for the council is with its motor vehicles.

‘Miracle cure’ for sick cat By Heather Mackenzie heather.m@theguardian.co.nz
Former Mid Cantabrian Christine Mackenzie has been making a name for herself in the vet world, but her notoriety shot to a whole new level a couple of weeks ago when she saved the life of Juan the cat. Juan’s owner brought him into Picton Vets, where Mackenzie is based, when she noticed her cornish rex cat (hairless) behaving oddly, twitching occasionally and urinating frequently. Several theories where tossed about, but when Juan’s blood test came back, and the blood count was through the floor, Mackenzie knew he was losing blood and time was of the essence. “He was a very sick cat who needed a blood transfusion.” In a perfect world the clinic would have matching cat blood on hand, but this is not a perfect world and so they didn’t. “Cats often have cat aids or other diseases that makes them unsuitable to be a donor and we didn’t have time to carry out all the usual tests.” With Juan’s life hanging in the balance and an anxious owner pacing the waiting room floor, a fast solution had to be found. Mackenzie’s partner, Geoff Simpson, fired up his computer and after a quick internet search hit upon xenotransfusion, the transferring of blood from one species to another. Mackenzie and Simpson agreed that this was the cat’s only chance, so phoned a friend and her dog, Sue, donated 60ml of blood. It was smiles all round when Sue’s blood proved to be the answer everybody was hoping for and slowly, over the next few days, Juan improved. Over the next week Mackenzie said she and Simpson kept a close eye on the feline, even going into the practice during the night to check on him. We couldn’t relax until he was well enough to go home, Mackenzie said. “I could have sent him off to another practice where they would have monitored him overnight, but Geoff and I had put all the work into saving him, so we didn’t want anybody else to get the recovery rewards.” For Mackenzie the whole process was well worth it. “The best part for me was hearing him purr again and then sitting up wanting food.” In the 11 years of owning Picton Vets, Juan is not the only animal the vet practice have gone above and beyond to help. It is not unusual for Mackenzie to have wekas, the odd penguin or wood pigeon recovering at home in her spare bathroom. Covid-19 lockdown proved to be a busy
time as well. Mackenzie put it down to people being at home more and noticing things they thought didn’t look quite right with their pet. “The streets of Picton were completely deserted, even the police were driving around looking for something to do, and here we were with people lining up. It looked like party central down our street.” Mackenzie said at times the lines of people and their pets got a bit much. This one particular day she said she had people and pets everywhere when a man rocked up and wanted a harness for his dog. “I had a cat with a sore foot there and a rabbit struggling to breathe in the corner, so I said to him ‘is it urgent?’ ” He replied all his gear was still in transit, including the harness for his dog and he needed one. “I told him to come back tomorrow when one of the nurses would be on hand to help him out.” It turned out he was the new policeman who had just arrived in town and needed the harness for his police dog. “Sometimes I find it easier to deal with the animals than the owners,” she said.

PRESS BENCH
Cleanup ongoing 10 years after the earth shook I t’s been 10 years since the earth shifted on its axis in Canterbury, since we were pulled from sleep early morning by a 7.1 magnitude earthquake. And in those 10 years, the face of Ashburton’s town centre as we knew it has changed – dramatically. Gone are many of our old buildings and those that are still standing are as likely to be empty as they are places of business. Others have been demolished and in their place are yawning gaps.
By Sue Newman From the Press Bench
Through all of this the Ashburton District Council has had a critical role to play. Its building team’s job has been to keep tabs on the buildings that are earthquake-prone and to ensure building owners do the right thing, that each building left standing is a safe building. The task was – and continues to be – enormous. Even though
many of our older buildings appeared okay, the council was faced with ensuring their owners did what was required – commissioned an engineering assessment, filed that with the council and took whatever steps were required to ensure their public spaces were safe. Not every building owner was keen and over the past 10 years the council has, through encouragement and coercion worked to tick all the boxes. It’s still working through that process.
The problem for building owners is that all of this costs money. And that leaves the council caught in the middle. It’s doing what’s required by the Ministry of Business, Innovation and Employment under the Building Act, ensuring every building determined to be earthquake-prone is on the list and displays the appropriate warning sticker in an obvious place, but in doing so, it’s effectively calling time on some of those buildings. A fair swag of the 49 currently
on the register have an earthquake strength rating of between 0 and 20 per cent and that indicates a hefty investment is needed, either to bring them up to a safe level by 2025 or to have them demolished. Check the list and locations, that list includes just about every old building on East Street and the town centre’s side streets. Check the list on the MBIE earthquake-prone building register website. It makes interesting reading.
Scene set for what was to follow By Sue Newman sue.n@theguardian.co.nz

.45am, September 4, 2010. Dairy farmers were rising for the day, but most of the Ashburton District was asleep. And then the earth moved and it kept moving, rolling for what seemed like minutes. It was, in fact, just 40 seconds, but in that brief time our world was shaken. Lights were flicked on, cellphones picked up, friends and family contacted and cell towers shut down under the deluge of calls. A 7.1 magnitude earthquake, with its epicentre 10 kilometres deep near the central Canterbury town of Darfield, had hit Canterbury. It was of such a force, reports that it had been felt flooded the Geonet lines from around New Zealand. As strong as that earthquake was, the damage to buildings around Ashburton was light. And even in Christchurch damage was far lighter than the magnitude of the quake would suggest. No lives were lost, but people and buildings were badly shaken. What no-one could know at the time, was that, that first quake and the aftershocks that followed, laid the foundations for the wholesale devastation of buildings across Canterbury that would come in February. The September earthquake spared human life, but its mirror in February did not. That second quake may have shown a lower register on the Richter scale, at 6.1, but it was more violent, and much shallower at 5 kilometres. And perhaps most damning, it occurred mid day and was centred on Christchurch. It’s impact, however, was felt across Canterbury, in thousands of buildings damaged and in its death toll of 185. In the days following the September quake, while the focus was on Christchurch, Ashburton was not spared. With a swag of elderly buildings in the town centre, many with parapets and unsupported verandah, the evacuation signs were quick to appear. The mad scramble for alternative premises began as businesses were forced to relocate until engineers reports signalled those buildings were safe. In the following months it was the quickly recruited teams of EQC assessors who were carrying the load. Claims were lodged in
the thousands as property owners sought compensation. And while wholesale demolitions did not become a part of life in the district until after the February quake, the first signs of damage clearly appeared in September. Setting in motion a chain of events that over the following years would see buildings demolished, buildings left vacant, others living on borrowed time. There would be several rebuilds but in many cases vacant lots now dot our townscape. Ten years down the track, Ashburton’s town centre is a very different place. Recovery has been slow and the final chapters of the earthquakes’ impact are still to be written. Along the way plans have been made, plans have been scrapped and many old buildings with low earthquake strength rates are still standing. Ten years down the track there is still work to do. About 50 public buildings are listed as needing strengthening work to meet earthquake standards. Some of those have a rating of less than 20 per cent and for their owners, that means strengthening work or demolition must be completed by 2025. The September 4 quake might have been brief in duration, but its impact will be felt for decades. Above – When part of a brick wall was dislodged by the September 4 earthquake, it signalled the future demolition of a group of buildings on Burnett Street. These were replaced by the new Holmes complex.

What you can do with all your rubbish By Heather Mackenzie heather.m@theguardian.co.nz
Recent changes might have left many scratching their heads over what to do with the stuff that is now not allowed to go into the yellow bins, but Mari Swindley from Ashburton Timebank says there are plenty of things you can do. “Old electric blankets, once the wiring is removed, can be turned into ironing board covers, bags can be made from soft plastics, or leather samples can be turned into soles for slippers.” If you need buttons for something, Swindley suggested rather than buying new, shop at the
resource recovery park instead. “You could find an old shirt with fantastic buttons, the fabric could be used to make a bag, decorate a boring t-shirt or, if all else fails, a house duster.” Lesley Ottey from Eco Educate points out that we, as consumers, should be focusing on refusing, reducing, reusing and rethinking way before we lift the lid on the yellow or red bin. “Upcycling ahead of recycling,” she said. “That doesn’t mean we have to return to our grandparents’ age and keep absolutely everything,” Ottey said. “That would make hoarders of us all.” Ottey would rather we stop, take a step back and think where will this go at the end of
its life, can I repair it, re-gift it, or upcycle parts, or all of it? If the answer is no to all of those questions then she suggests we may want to look around for an alternative. “Quite often better quality items can be found in second-hand places and they cost next to nothing.” Both Ottey and Swindley agree tackling the issues of reducing our personal contributions to landfill and the reduction of soft plastic waste is huge. Swindley and her Timebank mates are helping through classes like the one they held recently in conjunction with Eco Educate on reusing and recycling at the resource recovery park. “Once people are shown what
ARBORISTS
can be achieved with some cotton, a pair of sharp scissors and some know-how, they are only limited by their imaginations.” Ottey suggests tackling household waste issues one issue at a time. “Pick the low-hanging fruit first and then take a step-bystep approach.” She also suggests asking for help when needed. Hillary didn’t climb Mt Everest by himself, he had help from Tenzing and the right equipment and knowledge, she said. “We live in an amazing county and we are all in this together. “If we all do our little bit, great things can be achieved.” “Be kind, be patient and keep upskilling,” Ottey said.
The ever-present threat of Covid-19 and the current Alert Level status has seen one of the most popular family day outs in Mid Canterbury postponed this weekend. Every Father’s Day, the Plains Railway and Historical Museum open their doors to the public for families to come and enjoy the venue with special offers available for all the dads out there in the community. But with New Zealand still stuck in Alert Level 2, the day planned for this Sunday has been pushed back a few weeks in the hope the levels will be eased and gathering numbers are able to be increased. In a statement on their social media pages this week, the organisation advised of their decision. “Due to the ongoing corona virus related lockdown conditions implemented by the government, we feel it is best that we postpone our Father’s Day event for Sunday, September 6,” they said. “We will reschedule for Sunday, September 20, so hold tight a couple more weeks and bring Dad along on the 20th for a train ride and a nice day out.” The railway and museum hasn’t been opened since the first lockdown earlier in the year and many families, particularly youngsters are itching to get back out to the venue to enjoy what it has to offer. Carriages, tracks and buildings have received their annual winter spruce up, while also over the break general maintenance has been carried out, carriage seat backs have been recovered and the new rural display shed for the tractors is nearing completion. The Father’s Day promotion sees all fathers gaining a free ride on the vintage railcar with any fare-paying child. As well as the special promotion, a number of other activities and entertainment will be available on the day.

OUR VIEW
Progress, perhaps we are making some By Matt Markham matt.m@theguardian.co.nz
P
rogress, it’s something we desire, something we need and something we so desperately want – but don’t you always feel like you’re waiting for things to happen? It just seems like we’re always waiting for something to be finished, or something to even start in the first place and then when it does get under way it feels like it takes forever. Finding yourself in that kind of mindset is a bit of a funny thing and if you’re anything like me, it happens often. Progress on the Covid-19 front seems to be lagging. After such a golden run of new cases, we’re seeing a scattering of new ones each and every day and finding just where we are actually advancing things in that field and moving to wipe the pandemic off our shores again seems non-existent. Locally, I’ve been thinking about the progress in our neck of the woods too. The hot pools in Methven, the revitalisation of the Ashburton CBD, they are all making some form of progress, but gee – doesn’t it feel like it’s taking forever? The Cass Street situation at the moment is an interesting one and it must be having a big impact on the businesses within that area, as navigating your way through the cones and fencing almost requires a university degree. To the naked eye, we’re getting nowhere – but take a closer look and you’ll be surprised with what you see. Yesterday, I took a walk around the Ashburton CBD to soak up some of the beautiful sunshine and it was evident that we’re making progress, while equally as evident that we still have a very long way to go too. Things are starting to look good, and there’s no doubt that once completed this new central business district we will be greeted with is going to be really sharp and impressive. Perhaps the arrival of the first month of spring is making an impression on things because it wasn’t just me either. Everyone else seemed overtly friendly too. While in the colder months, most people keep their head down for fear of frost bite, there were welcoming smiles and enthusiastic greetings at every corner yesterday. What a nice change, a bit of progress there for sure.
YOUR VIEW Leaking buildings Today is Thursday and it is a beautiful sunny spring day here in Ashburton – the sky is not leaking! That got me thinking about the planned new administration building for our District
Council and Library. I cannot wait to see the completed project, it should be awesome! History (at my age, recent history) has shown us that some buildings, depending on design, are prone to leaking within their confines. The present administration building
leaks (as far as I am aware), the present library leaks, our lovely new museum and art gallery leaked. Leaking buildings cost big money to remedy – see where I’m going with this? I am just hoping that the people tasked with the new administration
building project have some cast iron guarantees in place that the finished project will not be prone to leaking or any other problems that would require additional expenditure to resolve after the building is signed off. Grahame Kelly

Gobsmacked by ‘Covid side-effect’ By Phill Hooper Off the air
I
t’s a tough road to travel when you’re looking for some positive news around Covid-19. The news that steroids could be a lifesaving treatment is one of the bright spots from the week’s news. One of the saddest stories I stumbled across this week is this wee gem from England. The Covid-19 lockdowns around the world have sparked fears that many people may be living in quarantine with violent partners or spouses. A new study reveals a different disturbing pattern growing in isolation: young children abusing their parents. Researchers from the universities of Oxford and Manchester find this “hidden” problem is intensifying during the pandemic, with the number of violent episodes skyrocketing by 70 per cent. The study of more than 100 families and 47 social workers reveals many mums and dads believe the months-long quarantine is making already volatile homes even more unstable. Parents say being confined at home is creating a “cabin fever effect”. For some, this “pressure cooker” environment leads to violent outbursts. Researchers say social workers are reporting a 69 per cent increase in referrals for families suffering child or adolescent-to-parent violence (C/ APV). More than 60 per cent of the social workers believe the severity of these violent incidents are increasing too. What’s causing children to abuse their parents? If you are anything like me, you’ll be screaming at the paper
“LACK OF RESPECT”. But no, it appears we are wrong, and the study authors (tree huggers) point to the major changes in the daily routines of millions as a trigger for this behaviour. Dr Caroline Miles says many of these children are often suffering from traumas, adding that isolation is likely aggravating an already bad situation. Making the problem even worse, the report finds many parents are reluctant to report their child’s violent behaviour. While some parents say they
don’t want to be the cause of their child having a criminal record, others fear bringing more people into the situation will only increase their family’s risk of contracting Covid-19. Stop the bus here just a second! I know there are some legitimate mental health issues at play in some of these cases. But I also worry that some people hide behind the mental health banner and even use it as an excuse for unacceptable behaviour. What I would really like to
know is how many of these cases were down to a complete lack of respect towards their parents? How many of these “thugs in the making” know their parents have very little comeback these days? I thought when kids stopped getting a smack on the bum at home or the cane at school all of these issues were supposed to stop, not increase? If I’d even thought of being violent towards my parents when I was a wee fella, I would have got a couple of stripes across my butt and spent some time in my
bedroom reconsidering things. Is it time for us to do some reconsidering around our discipline actions, or do we keep adding to the rod for our backs? The Kiwi way through Covid-19
T
he well of loneliness is a soul destroyer. With the second wave of lock-downs happening across our country, the level of hopelessness is bringing a lot of people down. Add to that, this heady cocktail of uncertainty about Covid, finances, business, jobs, isolation etc. It’s not surprising that people are feeling pretty miserable. My daughter is studying in Auckland and, because of the lockdown, she is staying there. She’s in her room all day doing her online classes (as are her two house mates). These kids aren’t interacting a great deal, they are hiding away doing their work. She often feels lonely, down and lethargic. She’s fed up that she’s not yet had one term in class, she’s desperate to do her course with other like-minded people all in the same room. I hear her discontentment. A simple situation that can be relatively easy to fix, but the frustration is very real and easily overwhelming. Parents not able to work because their jobs are affected,

elderly couples too afraid to venture out to their usual haunts, online schooling where parents are home all day long with little support, businesses unable to operate in their normal way, causing huge financial stresses. I’m sure you know what I mean. Not one of us is left unaffected by these strange circumstances. I am hearing a lot of statements such as “because of Covid I can’t do …” and “I’m so fed up that I can’t …” and often “Everything feels so uncertain”. It’s all discouraging. The focus is entirely on the problem – what can’t happen, what hurts, what it’s restricting. And yes, it is horribly limiting, it’s changed the flexibility and freedom we, too easily, took for granted.
What will it take to change this? I have this little philosophy I call TurnAround. It goes like this:
When you stare at a problem, a problem is all you can see – there is NOTHING else. When you turn your back on the problem (TurnAround) and take a good curious look around, you can start discovering where some of the solutions may lie. What if we chose to see some of the possible alternatives that we had completely ignored in pre-Covid days for whatever reason? What if we got inventive and noticed solutions that seem a little far-out-there and so far outof-the box they might actually be worth trying? What if we looked at our values and started to see some of the toxicity of them, and made a readjustment to hone-in on the more meaningful and more satisfying? Possibilities don’t lie in the everyday mundane and they, certainly, don’t lie in problems. Possibilities happen when we let ourselves go free to explore and wander through the landscape of our minds, and conjure up ideas, prospects, a different point of view and potential opportunities.
I have travelled the world a fair bit, I was very fortunate with the nature of my engineering career to get that opportunity. When I landed in New Zealand almost two decades ago, I fell in love with this national way of thinking: “I wonder how I might fix that with what I’ve got in the shed.” I’m not in any way trying to dumb it down, because it’s a brilliant trait! Time and time again, I came across New Zealanders who would fix things from what was lying around. They would think about it, try stuff out and find a perfectly feasible (if not quirky) solution. That’s like the cherry and cream on my cake with a fabulous drizzle of chocolate sauce! I LOVED THAT INGENUITY! It blew my mind! It does to this day. It’s so universal to Kiwis. I haven’t encountered it in quite the same way anywhere else. It’s a gentle, steady (almost quiet) confidence that says “I can do this, how hard can it be?” What’s not to love?! So, when you see the effects
and frustrations of people through this pandemic, consider bringing out that fabulous Kiwi way of thinking in you. Look at the potential possibilities that are lying (only slightly) hidden out of view and how you might solve the situation you, and others, are in. Lend a hand, make a call, arrange something, think about how and what you could do. It’s not likely to be straight forward, but with a nudge here and a nail there, and a “Hmmm how can I use this?” all in the mix, what might we do if we chose to? How can we reinvent this situation for good? Remembering all the while, that crisis calls us to grow. Sahera Laing is a mental fitness consultant, columnist and speaker. New normal for resthome visits By RNZ
There are strict new protocols in place when it comes to visiting loved ones in a resthome. Just turning up for a visit is not on. Kiwis wanting to visit loved ones in aged care facilities are being asked to be patient as the industry unveils its “new normal” due to Covid-19. Many New Zealanders are fresh out of Level 3 restrictions and keen to see family but were now being confronted with stricter control measures due to the vulnerability of those at facilities. However, while most care hospitals remain closed, residents living in retirement villages were able to live a more free lifestyle. In announcing Auckland’s level 2.5 on Sunday, Prime Minister Jacinda Ardern warned Kiwis not just to “pop into an aged care facility” from Monday, no matter where they were in the country and warned of “very strict settings”. Simon Wallace, Aged Care Association chief executive, said there was now a “new normal” for Kiwis visiting resthome facilities, and long gone were the days of just turning up and expecting to see a loved one. “The new normal for visiting a resthome is that from now on those visits will be tightly managed and by that, that means family making an appointment time with the resthome to see their loved one,” Wallace said. “It means a limitation on the number of visitors, a very small bubble of perhaps one or two at a time, keeping them short, for example 30 minutes.” All other infection, prevention and control measures – including

he new Toyota Hilux will offer fans an improved driving experience when it arrives later this year, with a facelifted exterior, more powerful engine and additional smart phone connectivity features. Over the decades, Hilux has been improved with more powerful turbo-diesel engines, refined transmissions, comfort, and convenience features. The new Hilux continues to advance with new technology while maintaining its reputation for being a tough, dependable unit on the farm, in the bush, at slippery boat ramps, on the worksite or on steep coastal roads with a caravan in tow. From September, the improved Hilux features a bolder, tougher-looking face on wide body SR, SR5 and SR5 Cruiser variants, and a beefed up 2.8-litre turbo-diesel engine with 15 per cent more power. This noticeably improves acceleration and overtaking. An extra bonus from the re-designed
diesel engine is greater fuel efficiency which has been improved by up to 11 per cent. “The Hilux legacy is built on its unbreakable bond with its owner,” says Toyota Chief Executive Officer, Neeraj Lala. “Over three decades, the Hilux has had a special connection with our loyal customers in New Zealand. “The total commercial segment is down by 29.1 per cent year to date, but Toyota commercials are down just 16 per cent as loyal customers return to a brand they trust in tough times.” Under the hood, the turbo-diesel’s power has been increased to 150kW while peak torque on diesel automatic models has been ramped up by 11 per cent to 500Nm. The power increase was achieved through modifications to the cylinder block, pistons, turbo design and cooling system. Inside, the touchscreen has been upgraded to an 8-inch display and the audio system now includes Apple CarPlay® and Android Auto™.

evealed at the London Design Museum, the Trident design prototype marks the beginning of a new modern chapter for a legendary name, introducing a new triple-powered dimension to the competitive middleweight roadster world. This new entry point into Triumph’s award winning Triple roadster line-up will be competitively priced to deliver great value for a new generation of riders. It will arrive in Triumph dealers for spring 2021. The Trident design prototype comes as a result of a four-year development programme led by a dedicated team in the design facility in the UK, Triumph’s global headquarters, where every single Triumph is designed and prototyped. Conceived and developed by the Hinckley design team, with additional styling input from Rodolfo Frascoli, the Trident brief was focused on delivering a distinctive, dynamic and attractive new take on Triumph style and attitude. Working with Rodolfo, a passionate Triumph fan who has brought Italian design flair to the Triumph design language – most notably with the latest generation Tiger 900, the team focused on evolving what a contemporary Triumph should be, building on our recognised strengths and design DNA, the character and distinctive original style. Following our ethos to develop all aspects of a design in harmony, from the style, to the ergonomics, integrated technology and engine performance the Trident brief centred on delivering the complete motorcycle for the perfect ride. Introducing an all new contemporary take on Triumph style & attitude, the Trident design presents a pure, minimalistic form, with clean lines and uncluttered features that incorporates Triumph’s design DNAndents and key cues from the iconic Speed Triple’s muscular poise. The Trident is built around a compact powerful Triumph triple engine, designed to bring all the advantages of a triple to the category for the first time, with the perfect balance of low down torque and top end power.

STORIES WITH LEGS
Memories of a Morrie By Bernard Egan
I
MOTORING WRITER
t’s really neat to know our stories often bring memories to mind. Maybe we’ve mentioned a particular car which readers can associate with, or perhaps they recall similar experiences to the tales we’ve told. Take for example the story of the little mouse that roared. In his own delightful way Neil, the owner of the little blue Fiat 500 which featured in the story, explained why he had bought the car. Neil had owned a 1952 Ariel 500cc single cylinder machine which he was very proud of. He went on to say: “About the mid 60s I began seeing a young lady whose mother made it clear, that she was not at all keen on motorcycle travel for her daughter! Clearly something had to be done so in 1966 I sold the motorbike (for 50 quid) and bought a new Fiat Bambina car. “Two door, sun roof, 500cc twin cylinder motor, 50 miles per gallon (about the same as the bike). “It cost 670 pounds and as I had been with the bike I was very proud of it”. For Dot Banks, this was a reminder of why her late husband Lester bought a car. Dot has reminded us we told that story back on 23 May 2012, and she produced a copy of the article which contained these words. Lester told us seeing an early Douglas motorcycle on display during a Wheels Week display brought back memories of earlier times, when he and his brother owned motorbikes which provided their means of transport to various places, such as church on Sunday. As well as both having motorbikes, Lester and his brother also had sweethearts in Rangiora. But during a ride home on a particularly wet Sunday night, Lester decided bikes were better in fine weather, and the very next day he sold his motorcycle and bought a Morris car. However Lester said any discomfort was worth it, and he and Dot went on to enjoy a wonderful marriage. Just as Neil and Janice have after going on
an extensive honeymoon road trip in their Fiat 500. Two weeks ago in a “tale from the backseat” we recounted the delightful story of two sisters who surprised their other sister who was sitting in a Morris Minor outside a country dance with her new boyfriend. The two sisters hopped in the back seat of the Morris initially to tease their sister, but much to their delight found a box of chocolates which the new boyfriend had bought as a gift for their sister. A gift she didn’t get to enjoy because her sisters did that for her. Another delightful story involving a couple who have enjoyed many years of happy marriage after their first date in a Morris Minor. The cars mentioned – the Fiat 500 and the Morris Minor – bring back happy memories for this writer. Somehow, which looking back seems nothing short of miraculous, Warwick Protheroe and I packed everything needed for a camping expedition into his Fiat 500, and headed to Akaroa for a wonderful summer holiday. It was one of several enjoyable trips in that car which provided a valuable lesson. The top speed of a Fiat 500 is around 100kmh, and it was wise to cruise a little slower that than. But in Warwick’s hands while we weren’t driving all that fast, because of his skill at maintaining a consistent speed we always seemed to cover distances in good time. It’s a great lesson, which often comes to mind when some speedster roars past on the first passing lane between here and Christchurch, only to be one car ahead at the Rolleston traffic lights. Only recently this writer was reminded of the great little vale green Morris Minor, which was a faithful companion for over four years. The Morris acquired the name Mervie, how and why escapes the memory now, but it was quite poignant that the person who spoke of it remembers the car by name – 47 years on. The next two owners are two sisters who have happy memories of the little green Morris. I guess many of us have owned or own cars which deserve a special place in our lives, and it’s great when we hear and can share stories about them.

OPINION
Nostalgic feeling of big guns in provincial colours By Jonathan Leask jonathan.l@theguardian.co.nz
W
ith no international rugby anywhere on the horizon, this weekend’s North v South match may be the best we get in 2020 in terms of international rugby. The return of New Zealand rugby’s mate against mate fixture might be just what we need, albeit a week later than it should have been. It’s a chance for the All Black hopefuls to stake a claim to be included in coach Ian Foster’s squad on Sunday – even though at this stage it may just be a paper squad, with no matches looking likely this year at this stage. The Super Rugby Aotearoa set
the standard. The bruising encounters still featured free-flowing attacking rugby, and for the fans’ sake I hope this resonates into the inter-Island derby – but takes it up a notch. Afterall this is the best of the best. Seeing them train in their provincial colours this week, including Beauden Barrett in his father’s Taranaki jersey, has the North v South tie in nicely to the forthcoming NPC. After the success of Super Rugby Aotearoa, the NPC is lining up a booming competition considering most of the All Blacks will be donning provincial colours, for some part at least of the campaign. As well as the current All Blacks, there are several former All Blacks adding further intrigue
to the national comp – Kieran Read at Counties Manukau, Julian Savea in Wellington, and Nehe Milner Skudder in Manawatu. I’m yet to hear if Dan Carter, who had signed on for the Blues, will be making a shock appearance in the NPC – but it won’t be with Canterbury after they named their squad on Wednesday. The host of current and former All Blacks running around in the NPC gives the competition a nostalgic feel. During the lockdown I filled the desperate void of no sport by rehashing highlights of All Blacks games. Included in the trip down memory lane was watching a young Savea score a hat-trick on debut against Ireland in 2012, and he ended up scoring a
further 43 over his 54 caps before being superseded by the next big thing on the wing – Reiko Ioane – in 2017. Remember how electric Nehe Milner Skudder was in 2015? Well a series of knee injuries cut short his career, and likely his speed, but it would be great to see him in some space for the Turbos. The current All Blacks are, at this stage, only available for the first two rounds, but their presence for the duration of the NPC hasn’t been seen since the 1990s when rugby turned professional. I, for one, can’t wait to see what the NPC looks like when each union has its full arsenal available, hopefully playing in front of bumper crowds – when we get back to Alert Level 1 that is. Canterbury, as always, has
a strong squad, currently nine players with All Black caps, but to the north the defending champion Makos are stacked – David Havili, Will Jordan, Sevu Reece, Mark Telea, Shannon Frizell and more, almost a Super Rugby squad. But that’s what this year’s NPC can offer. A diluted version of the Super Rugby Aotearoa, with more teams. A full-strength NPC makes for enticing viewing. The question is whether the big guns from the North v South match will feature for the long haul. Either way in the oddity that is the 2020 sporting environment, the hope is the All Black trial can live up to expectations, and set the tone for whatever is to follow.

Te Akau team targets Timaru Te Akau Racing’s annual southern spring sojourn begins in earnest at Timaru today with trainer Jamie Richards unleashing five of his 12-strong first wave of travellers. Richards will produce Lethal, Bordeaux Le Rouge, Remington, Phantom Witness and Khafeef at Phar Lap Raceway as he seeks to
build fitness for his team heading towards the lucrative New Zealand Cup Week meeting at Riccarton in November. Richards’ father Paul has travelled south to supervise the team as he has done for the past two years, using Riccarton as a base. “We sent eight down with Dad last week and we sent another
four down yesterday,” Richards said. “They are horses we think are looking for better ground that we can work through the grades towards Cup week. “Bordeaux Le Rouge is our only three-year-old down there at this stage but there will be three-yearolds heading down shortly to target races like the Canterbury

eye-catching fourth resuming at Taupo last month. “He’s going well. He’s much improved as a gelding and as an older horse,” Richards said. “He was really good at Taupo. We’ve just tweaked his headgear to keep his mind on the job and we think he’s up with our best runners on the day.”

ARIES (Mar 21-Apr 19): Conflicting tensions, opposing emotions and polarities abound today. Even so, finding common ground or a mutually agreeable compromise won’t be nearly as hard as you think it will be. TAURUS (Apr 20-May 20): We misremember to construct narratives that put us in control of our fate. Who is to say that’s not the better way of thinking of things? Wherever there’s a choice, put yourself in the driver’s seat. GEMINI (May 21-Jun 21): Who gives you care and support? If many do, you’ll be torn about where to put your attention. If you’ve a lack of support, consider where you might assemble some. CANCER (Jun 22-Jul 22): If just about anyone can do it, then you probably won’t want to. You are feeling your individuality in a big way and you’re simply in no mood to be lumped into the masses. LEO (Jul 23-Aug 22): Maybe you don’t revel in your solitude, but you have a healthy tolerance of it that keeps you from making terrible choices for out of fear. Solo missions are actually enormously pleasurable for you now. VIRGO (Aug 23-Sep 22): There is nothing great or meek about leadership; it’s just a position, the same as “support team member” is a position and “service provider” is a position. Today’s questions: Which position do you want? LIBRA (Sep 23-Oct 23): At any given moment, you are riding somewhere on the wheel of feelings, though you seldom stop to identify the space. Is it inspired or silly? Bored or competitive? It will be a valuable if not liberating thing to note. SCORPIO (Oct 24-Nov 21): Focus on building relationships and everything else will fall into place. Don’t worry about making inroads with the right people. There are no right people. Just start where you are. SAGITTARIUS (Nov 22-Dec 21): When a person is distant to you in the moment, you wonder what or whom it is that they are close to. It is possible to be distant to everything. CAPRICORN (Dec 22-Jan 19): Complain if you need to. Venting is healthy if done in the right way. Also try on this question to see if it helps: What if you’re right where you’re supposed to be, doing exactly what’s needed? AQUARIUS (Jan 20-Feb 18): It’s frustrating not to know what people need from you. But once they clearly convey their expectations, you’ll decide what you can agree to and follow-up by hitting every mark. PISCES (Feb 19-Mar 20): There’s someone you find invigorating. Yet, for mysterious reasons, you may avoid this person. Just because a feeling is good doesn’t mean it’s comfortable.

COOLING HIS HEELS By Adam Burns adam.b@theguardian.co.nz
There is more to life than sport – especially during these times. That is certainly the way Ashburton multisport hero Matthew Clough views things, despite toiling his way to the top of his sport. After battling his way back from a serious injury last year, the 20-yearold decided he was going to take the year off to focus on his studies, following this year’s Coast to Coast event. “I hadn’t had a proper break for about four years,” he said. “I would race the summer season over in New Zealand and then I’d be training towards world champs which would be around the New Zealand winter – so I’d be training 365 days a year almost. “I decided that I was going to give the body a rest.” With Covid coming along to throw sporting competitions and events into disarray, the timing was strangely well-suited as far as Clough’s plans for a competitive breather. He accepted the award for Outstanding Senior Sportsperson at the Mid Canterbury Sports Awards via a video call from his Dunedin flat earlier this year. Clough, who has donned the silver fern abroad in recent times, said the crisis still cast some doubt over his career in the short-term. “Nobody in the world knows when it’s all going to go back to normal, and when overseas travel is going to be allowed. “It’s real uncertain times at the moment, not just for me, but for everyone else in the world.” After an eventful 2019 highlighted by a world title triumph at the World Under-20 Cross Tri Championships in Spain and a serious injury, taking some time out physically is probably a rather wise decision as Clough works his way through a Bachelor of Commerce degree at Otago University. Clough knows all too well that the risk of injury is never beyond the realms of possibility. Not wanting to risk anything, he prudently opted to wait until he had
returned from his world championship engagement in April before playing football with his hall of residence buddies. He returned from Spain a world champion; however after a fortnight back he ended up in A&E with a broken ankle after being struck down at football practice. “I was like, now is probably the best time for it to happen. “I just had it in the back of my mind that I wasn’t going to play in case something happens, and that reinforced that point.” While the injury in a way was timely that it occurred on the right side of a world championship showing, the damage was significant enough to put the squeeze on preparation for this year’s Coast to Coast. “I had eight months (until the Coast to Coast) and I’m in a cast for eight weeks,” he said. “I had to teach myself to walk, then run. “It was quite a struggle.” It was October until Clough was able to run properly, before tearing into training for the Coast about a month later. A month before Coast to Coast he went for his first off-road run since breaking his ankle. “I ran about 10 kilometres, not very long compared to what you do in the Coast. “I got back home that night and it was swollen and bruised, and got up the next morning and I was struggling to walk.” After some prompt physiotherapy, he got in enough training to line up at the event back in February, where he finished third in the open category in the two-day individual event and fourth overall after registering a time of 11hrs 50mins. It was a remarkable accomplishment considering he was content with simply finishing the race more than a month out. “I’m such a competitive person, I can’t just muck around and do this slowly,” he said. “I gave what I got.” With no concrete plans to resume training, Clough is now enjoying a deserved break as he completes his studies and assesses his future options amid some uncertain times.
