Samoa fundraiser raises $2700 for measles crisis By Jaime Pitt-MacKay Jaime.p@theguardian.co.nz
Organisers have been blown away by the level of support the community showed for a fundraiser for the Samoan measles crisis over the weekend. A bake sale and barbecue was held at the Ashburton Farmers’ Market on Saturday, with all funds set to be donated to two charities on the ground helping to combat the measles crisis in Samoa. Organiser Kirsty Naish said they had raised around $2700 from the event, far more than they had anticipated. “I was expecting us to raise around $1000 so this is amazing,” she said. “The queue for the barbecue at 11am was pretty long and we had sold out of baking by 11am.” Naish said even after they had sold out of items people were still coming to the stall to donate money. The $2700 in New Zealand dollars works out to around 5000 Samoan Tala. The funds will be distributed to The Helping Hands Samoa and Samoa Victim Support, who are working on the ground in Samoa assisting with the response. The barbecue and meat was donated by ANZCO, while the baked goods were donated by members of the public. Tyrone Schwalger provided live music throughout the day, while a colouring station was set up for kids to write letters of support to be sent over to Samoa.

Earthquake risk only an app away By Sue Newman

Fifty buildings across the Ashburton District are now listed on a national register of earthquake prone buildings and identifying those buildings has been much easier thanks to a new app. The number of buildings on that register, however, is likely to be well short of the actual number that fall short of national building standards for earthquake risks as there are many tardy owners who have yet to complete engineering assessments of their properties.
The national earthquake prone building (EPB) register provides information about buildings that a council has determined to be earthquake prone. The owners of those buildings will have been issued with an earthquake-prone building notice which they must display on their building. The register has been created to make it easier for people to identify EPB buildings across New Zealand, but identification has just become much easier with a new EQ Prone app that was
launched recently. The app not only lists all buildings on the government’s building website, it will also send a notification if a person passes a building that isn’t up to standard. While buildings identified as being earthquake prone should have a sticker pasted on an outside wall stating their degree of compliance with building standards, not all owners have put those stickers up. The sticker will list the building’s rating against national building standards – less than 20
per cent, very high risk; 20 to 33 per cent, high risk; 34 to 66 per cent, medium risk. Across New Zealand there are 2865 buildings listed, with data taken from the Ministry of Business, Innovation and Employment’s earthquake prone building register. The app makes this information available to people as they a move around the country. If the council notifies a building owner that their property is potentially earthquake prone and an EPB notice is issued they
must provide an engineering assessment within 12 months, or provide other information to the territorial authority if they believe their building has been identified as potentially earthquake-prone in error. If the building owner does nothing, the council will assess the building at the lowest rating. It may also obtain an engineering assessment and recover the costs from the building owner. Turning on lunch for the masses By Sue Newman

Dan Lysaght’s Chrismas Day starts early and this year it will be huge. He’ll be on the job, cooking lunch before 7am and while that may be the case in many households around the Ashburton District, Lysaght’s lunch will be a whopper – 170 plus people seated around dozens of dining tables. For the past eight years he’s been part of the Community Christmas Lunch team, and this year registrations have hit an alltime high. Lysaght’s not fazed. With his mobile feast business, All Fed Up, he’s accustomed to being the man behind meals for many. He became Christmas lunch chef by accident, starting out as the provider of condiments, moving on to helping out and then somehow, he said, his hand went up and he ended up as head man. “I’m just fortunate I’m in a position to be able to do this with the equipment and the skills,” he said. Lysaght’s modest about his role in turning on lunch for the masses, saying it’s a huge team effort from the individuals and businesses that supply food to the big team of volunteers who help out on the day. juicy, perfectly cooked meat, Lysaght said. “This is all donated by families and individuals, about 30 of
them, and we’ve had one family giving us a ham for the whole eight years I’ve been involved. “It turns up hot, sliced and ready to go.” Christmas lunch for such a large number means top level organisation and many of the team have been on board for several years. That means the event generally runs like clockwork, he said. “It’s all a matter of being organised and Ann (Allott) and I know what’s needed and for me I’m just doing what I do for a job, so it’s really no big deal, but really it’s a great community effort. “For us, it’s about giving back to our community, one that’s been really good to us.” When the last meal is served, the community lunch is not over for Lysaght. He might leave the hall around 4pm and head home but the next day he’ll be back to ticking boxes. “On Boxing Day, while it’s fresh in my mind, I have a debrief to myself, do a summary, a fine tuning. That makes it really easy the next year,” he said. For Lysaght’s family, their Christmas meal is celebrated in the evening and it’s always a double celebration – he’s a Christmas Day baby. It’s a meal he won’t cook, saying he’s happy to sit back and enjoy his wife’s traditional fare. This year their son Brendon and his partner will be flying in from Melbourne to join them.

A surge in last-minute nominations will force the Ashburton District Council to hold a by-election for the single vacant seat on the Methven Commmunity Board. For the October local body elecitons, just four nominations were received for five available board seats. The council was then required to hold a by-election to fill the vacancy and called for
nominations. With just one lodged by the end of last week and nominations closing at noon yesterday, it appeared the district may have been spared a costly by-election. Three more nominations, however, were recieved by the time nominations closed, bringing the number of candidates to four. The by-election is estimated to cost about $14,000. This is the second time in re-
cent elections that the community board has been forced into a by-election. The last occurred at the 2013 election, but ratepayers were spared funding an election as just one nomination was received. Past board member and chair of the board, Liz McMillan, who is now the deputy mayor had earlier said she was at a loss to understand why there had been so little interest in board positions this

Tinwald crash brings traffic to a halt By Jaime Pitt-MacKay Jaime.p@theguardian.co.nz
Traffic was brought to a standstill through Ashburton around lunchtime yesterday after an accident stopped traffic flowing over the Ashburton River Bridge. Emergency services were called to a crash on Archibald Street between Carters Terrace and Wilkin Street at around 12.20pm. St John spokesman Gerard Campbell said one person was transported to Ashburton Hospital with minor injuries. Traffic was backed up along East and West Street on the Ashburton side of the bridge for over an hour, with the same on the south side. Ashburton Volunteer Fire Brigade Chief Fire Officer Alan Burgess said firefighters were not required to extract anybody from the vehicles, and were mainly needed to keep the scene safe. A police spokesperson said there were two vehicles involved in the crash, which blocked the southbound lane. Earlier on Monday morning emergency services were called to another minor crash just south of Ashburton on
State Highway 1, with St John assisting one person. Over the weekend firefighters responding to a vehicle fire on State Highway 1 on Saturday got more than they were expecting when it turned out the fire had been started by the vehicle crashing. Rakaia Volunteer Fire Brigade Chief Fire Officer Tyrone Burrowes said they had sent one truck to deal with a car on fire in the Bankside area on Saturday around lunchtime. When they arrived there was thick smoke coming from the vehicle and blowing across the road, forcing it to be closed for a short time, while fire had spread from the vehicle to nearby grass. “We discovered the fire was a result of a crash and the female driver was injured so a couple of firefighters treated her while others extinguished the fire in the car and in the grass,” he said. “We requested an ambo (ambulance) and she was treated for minor injuries.” Traffic was held up for around half-an-hour and a detour was put in place until one lane of the road could be re-opened.

Watch out for your batteries This Christmas many people will receive gifts which contain lithium ion rechargeable batteries, and Fire and Emergency New Zealand are warning people of their dangers. These batteries supply power to many kinds of devices including smart phones, laptops, scooters, e-cigarettes, toys, power tools and even cars. Fire and Emergency New Zealand’s national fire risk advisor Pete Gallagher says lithium ion batteries provide a large amount of power in a very small package. “But they do come with some risks so it’s important to take care when using them,” he said. “In rare cases, they can cause a fire or explosion.” “Sometimes batteries are not used the right way and this can increase the risk of a fire. Batteries not designed for a specific use can be dangerous. Like any product, these batteries can fail. They can overheat, catch fire, or explode.” Gallagher said it is always follow the manufacturer’s instructions and to only use the battery that is designed for the device, and that they are put in the device the right way.
For rechargeable batteries, they should only use the charger that came with the device, and do not charge them or devices like phones under your pillow, on your bed or on a couch. “Keep the battery contacts away from metal objects that could cause a short circuit and keep batteries at room temperature,” he said. “Don’t place batteries in direct sunlight or keep them in hot vehicles and store and charge batteries away from anything that can catch fire.” Gallagher said people should stop using the battery if they notice either a strange smell or a change in colour, too much heat, a change in shape, swelling, leaking, or odd noises. “Always make sure you have working smoke alarms to give you the earliest possible warning that something has gone wrong,” he said. “If it is safe to do so, move the device away from anything that can catch fire and call 111.” When it comes to disposing lithium ion batteries they should not be put in the rubbish, and should instead be recycled at a battery recycling location.
Boil water notice issued for Rangitata huts, campground The Ashburton District Council is advising residents and campers at the Rangitata huts and campground to boil their drinking water for one minute before consuming, after tests on the private bore that supplies the area detected the presence of E.coli. Drinking water, water used in food preparation and for hygiene purposes
should be boiled. People planning on staying at the campground in coming days are advised to bring bottled water with them if they do not want to rely on boiling their water during their stay. The precautionary boil water notice will remain in place until further advised.

Christmas spuds by the bagful The spud patch has become a second home to the team from the Plains Railway. They’ve been out there early morning following in the furrow as this year’s crop of Christmas potatoes is dug and bagged. While it might not be a bumper crop, it’s good enough to guarantee top new spuds for Ashburton’s Christmas tables and plenty of money coming into the preservation society’s coffers. About one and a half acres of agria potatoes were planted out this year, but the yield was hampered by a dry spring, with the rains coming a bit too late, plains member John French said. Potatoes will be freshly dug each day until Christmas Eve. The plains team is also the supplier of fresh Christmas peas, but this year, the pea patch burst into life early in the season and has already been picked with those lucky enough to pick themselves a bucket or two, looking to a Christmas with frozen peas on the menu.

The office Christmas party By Rosie Twamley
C
hristmas is a time where family comes together but it is also a time for workplaces and organisations to celebrate a year’s hard work and wind down for the end of the year. One way that workplaces do this is by having Christmas parties, also known as the office Christmas party. Historian Grant Morris of Victoria University has gone through the history of office Christmas parties and how they can show the changing culture of New Zealand. Looking at our British history allows us to try and pinpoint the first Christmas parties. In the late 19th Century some factories in Britain were holding Christmas parties, due to increasing unionism at the time, and employers wanting to make more of an effort to look after their employees. In the United States, Christmas parties gained momentum during the depression, as Christmas parties were held to bring joy to workers and to celebrate, which is still to a large degree what they are used for today. After World War Two, at a time when things were more prosperous in New Zealand and other allied nations, parties became the norm in the workplace. Morris claims this time was the golden age of the office Christmas party which went from the late 1940s right up to the 1970s. During this time there were fewer health and safety regulations or rules, so Christmas parties were a time to let loose and do whatever you wanted to. Another factor of this was the dynamic of having more women in the workplace after the war. The 1960s and ’70s were a time of questioning authority and traditional ways of doing things, which therefore affected the office Christmas party, which in the 1980s became more extravagant with a more liberal, diverse and open society.
There was even a tradition of having children’s Christmas parties for the children of the workers! Alcohol also played a large part in the traditions, today mostly on a smaller scale compared to this golden age. Party with the boss Today the parties have once again been shaped by the history that came before them. While it may seem normal for your boss to party with you because of their integration into open plan offices, in the more traditional era of a hierarchical society, office Christmas parties allowed workers and people higher up to be on the same level as each other, allowing more of a unified office when the structure would not have reflected that. Morris concludes that office Christmas parties do not play such a prominent role as they once did. They are no longer so extravagant, there is less effort going into them and this is not all such a bad thing. Workplaces are more open and have many other chances throughout the year to be social together, especially with an increase in social clubs in workplaces. The downside of health and safety, and the expense of Christmas parties, has influenced this decreased extravagance and effort, with Christmas parties being tamer, with people being more responsible than ever before. Ashburton’s history of office Christmas parties is one with a lot of gaps, much like New Zealand’s history of office Christmas parties overall. Yet, looking through the Ashburton Museum collection, I managed to find a few glimpses into the situation of office Christmas parties, which seemed to have followed the overall tradition of Christmas parties nationally. The link between Britain and New Zealand, with the traditions that are upheld, is enforced with
the reporting in the Ashburton Guardian in 1934 about the York House Staff Party, where the Prince of Wales played Father Christmas for his 70 staff and their wives and relatives. For clubs and kids Other parties were hosted by clubs and groups. On December 7, 1948, the Savage Club held their Christmas party at the Radiant Hall. I’m sure this one wasn’t for the kids! A newspaper article from the Ashburton Guardian on December 18, 1939, depicts multiple parties that had taken place recently. The president of the Waireka Croquet Club entertained members at their Christmas party, while the Mt Somers Women’s Institute held a Christmas tree party where each child received a gift at the hands of Father Christmas. Ashburton Oddfellows also held a children’s Christmas party where the children were given gifts by Father Christmas and the parents were entertained at supper. The theme that seems to run through these Christmas parties is that they were largely for children, as an article from the Ashburton Guardian notes in 1950: the Allenton Presbyterian Women’s Fellowship held a Christmas party where the children were entertained with a sit-down meal, a lolly scramble and some children even had vocal solos and piano solos, along with the singing of Christmas carols. One invitation, to Mrs T McArtney from the Mayor and Mayoress and Councillors of the Ashburton Borough Council to An Informal Christmas Social on December 17, 1964, seems more like the type of event that would fit into the golden age of Christmas parties. Christmas parties today mostly consist of going out for breakfast, lunch, dinner, or even afternoon tea, as a way for people to come together and celebrate. So whatever you are doing to celebrate Christmas, be it with work or a social group, I hope you have, or had, a great time.

Who says we don’t need a second bridge? I
f there were any doubts that a second bridge was needed across the Ashburton river, those doubts would have been dispelled early afternoon yesterday. Picture this. Just after mid-day, those who habitually travelled home for lunch were doing so, peak traffic time on a normal day. Add to that the hordes of people who were making an early start on their Christmas break. It was the perfect traffic storm in normal driving conditions, but add into the mix an accident just over the southern approach to the bridge and the result was chaos. For around an hour traffic was log-jammed in all directions. Somehow emergency services

managed to get to where they needed to be but that was it. State Highway shut. Gridlock. No one was going anywhere unless they were on foot. If ever an example of the vulnerability of our single bridge was needed, this was it. There will now be travellers from all corners of the country talking about their long, long delay in Ashburton, travellers talking about the idiocy of having just
one bridge across the river. What they won’t know is how hard we have been fighting and how hard we continue to fight for our second bridge. And what most of those affected will assume, is that fixing the problem should be in the hands of the NZ Transport Agency. Few will blame the council. It’s a state highway they will say, it’s a government problem. The solution is simple, they will say – build another parallel bridge. That’s not the answer we’ve been given, however. Our second bridge is on the radar, time frame unclear, but it, of course is in the wrong place. The transport agency tells us the problem is a local one, and the solution
must be a local one – a bridge off a largely residential street paid for, largely by ratepayers. If the agency would take a look above the horizon for a moment, it would become abundantly clear that yesterday’s problem was a national one. The motorists going nowhere weren’t all locals and it’s an odds-on bet if a quick survey was taken through traffic would outnumber local traffic two to one. Full marks to our district councillors for digging their toes in and making it clear they wouldn’t be footing the lion’s share of the cost of a second bridge. How that decision has been received is unclear. Reaction
from NZTA was zero. This year the council received a $94,000 grant from the Provincial Fund for a business case study on the second bridge. Clearly the scope of that study has to change. The council needs to go back to the drawing board, bring the four-lane, town centre bridge option back onto the table and go from there. Looking to the future, a second best location will do absolutely nothing for our town – or district. Once it’s built we’re stuck with it. This is probably our final opportunity to get the second bridge in the right place. Let’s grasp it with both hands. Yesterday’s snarl-up provided us with the ammunition we need.

Group tries for third wood venture By Gavin Evans NZME
China’s Guangxi Fenglin Wood Industry Group is in talks with Trust Tairawhiti to develop a wood processing facility near Gisborne. The firm, which had been planning a development at Kawerau, said it had recently signed a letter of intent to collaborate with the trust to develop a facility which ultimately could process up to two million tonnes of logs annually. Wang Gaofeng, chief executive of Fenglin’s New Zealand arm, said a feasibility study the company had been working on with the trust demonstrated the potential of the local forestry resource. “We’re keen to use our capital and expertise to help unlock that potential by investing in projects that add value to New Zealand’s exports and support economic growth in the provinces,” Wang said in a statement. “No-one from the trust, previously known as the Eastland Community Trust, was immediately available to comment. But it is actively trying to devel-
op more local wood processing in the region. It bought the closed Prime sawmill site at Manutuke, south-west of Gisborne, in 2015. Last year it sold the main mill to Far East Sawmills but retained the 22-hectare site as part of a plan to develop a processing cluster there. Far East received $500,000 from the Provincial Growth Fund toward the recommissioning of the mill, and in July, an investment of up to $19.5 million by the fund was announced to help develop the wood cluster. Regional Economic Development Minister Shane Jones said the volume of wood coming out of Tairawhiti during the next 15 years is “mammoth” and the region needs to find ways to extract more value from every log. While it’s still early days with the Fenglin proposal, Jones said the Crown may have a role in helping remove potential obstacles to the project, which may include increased power supply for an enlarged facility and transport of finished product, either through the port or by rail.
Work is already planned next year on studies of potential barge sites north of East Cape to help access logs that are otherwise landlocked by poor roads in the area, he said. Jones said he would work with Trade and Export Growth Minister David Parker to see what other infrastructure may be required and a seminar of interested parties is likely early in the new year. Wang’s statement didn’t detail
Fenglin’s proposal, which he said could create up to 300 jobs. In a statement to the Shanghai stock exchange last week, its parent company said it was looking at a particle board plant capable of delivering 400,000 cubic metres of particleboard annually. A formal land purchase or lease would be required, along with resource consents and Overseas Investment Office approval. Construction could take about two

Spending in the lead-up to Christmas is expected to surpass last year’s total today as Kiwis flock to retailers ahead of the big day. Pre-Christmas spending – measured from November 13 – is at $8.317 billion, up 3.4 per cent on last year to date, according to Paymark, which processes about 70 per cent of the Eftpos market. Last Friday was the biggest shopping day of the year, reaching $297.5 million through 5.1 million transactions, surpassing Easter Thursday ($263m) and Black Friday ($253m). But Paymark spokesman Paul Brislen anticipates more big spending to come, with Christmas
Eve expected to surpass last Friday. “We expect to see Christmas Eve beat this as well, so you’re looking at sort of a $300 million, at least, Christmas Eve looking at these figures.” Brislen said it can be a little hard to judge when Christmas Eve falls so close to the weekend – as it did last year, which resulted in Christmas Eve not being the busiest shopping day – but this year there was an extra day buffer. “It should be returning to that normal Christmas spending cycle of Christmas Eve being the busiest day.” Brislen said they have seen a change in traditional shopping patterns in December.
“What we’re seeing now is an interesting change off the back of Black Friday coming on as a retail event. “Traditionally what would happen is during December week by week the sales would ramp up slowly till you got to the craziness of Christmas Eve which is the busiest shopping day of the year. “[With Black Friday] we see a sudden spike at the end of November/beginning of December with the Black Friday weekend and then a quieter period for the first couple weeks of December and then back into it again as we get towards Christmas Eve. “[Black Friday] is becoming a very big part of the spending pattern for Christmas.”

Restaurant Brands is to pay $US73 million for 70 KFC and Taco Bell stores in Southern California as part of its US expansion plan. The acquisition includes 59 KFC stores and 11 combined KFC and Taco Bell stores as well as a head office facility. It is subject to the approval of Yum!, the owner of the KFC and Taco Bell brands, and also needs landlord approval for the assignment of store leases. Settlement is expected by March next year. “This acquisition provides Restaurant Brands with immediate critical mass and a capable and stable organisation in California from which we can further expand,” chief executive Russel Creedy said in a statement. The stores have annual turnover of $US95 million and a 12-month

years, it noted. In 2018, Fenglin was cleared by the OIO to lease 33 hectares at Kawerau from the Putauaki Trust to build a particle board plant. That was intended to produce about 600,000 cubic metres of board annually, cost about $180 million to build and be operating by 2020. The project, like an earlier one Fenglin investigated near Taupo with Contact Energy, was to have benefited from the local geothermal energy available at Kawerau. Wang said that, despite the best efforts of the parties involved, the company hadn’t been able to complete the lease with Putauaki due to the potential risk of subsidence at the site if it was developed for further geothermal generation by Mercury NZ. Jones noted that the original development discussions had been started by former Trade Minister Tim Groser and had had a “dinosaur-like gestation period”. While Kawerau would be disappointed by Fenglin’s withdrawal, he said it was important that the Gisborne opportunity be pursued if feasible.

Restaurant Brands chair Jose Pares said this is the next step in the company’s growth strategy. “The acquisition provides us with a solid beachhead in the US with significant opportunities for further development.” Restaurant Brands operates KFC, Pizza Hut, Taco Bell and Carls Jr fast-food stores and has operations in New Zealand, Australia and Hawaii. Its major shareholder is Mexico-based Finaccess Capital with 75 per cent. Restaurant Brands shares were unchanged at $12.30 yesterday and have gained 47.3 per cent year to date.

Government needs to pick up council funding recommendations L
ocal government is on struggle street financially. New Zealanders experience the impacts in various ways, whether through road congestion and lack of maintenance, slow and unpredictable environmental planning, challenged water supplies or high rates. These problems are big enough to have instigated a lengthy Productivity Commission inquiry into the funding and finances of the local sector, with a bumper final report released in December. Federated Farmers took a strong interest in this; the farming community has a long list of problems with their councils and our work on them is captured each year in the annual Federated Farmers Rates Report. There’s sometimes good news in it, but not often. This year we found that since 2000 the growth of rates has outstripped alcohol and tobacco price rises, a huge red flag in anyone’s estimation. The cost of rates to farm businesses – often somewhere between $20,000-$50,000 a year – motivated some hard work on the commission’s inquiry with submissions aimed at getting reform of the property value rating system, on the grounds that it is very old hat and inequitable, and also with the cost of new regulation being thrown at local government to enforce. In its final report the commission offered a central finding that local government’s rates and finances are fundamentally in good shape. No need for a radical reform, but fixes required to deal with the

afore mentioned problems and some others besides. This is a disappointment for the farming community. In truth, the high rates on farms, derived from land or capital value rating systems, are concealing profound problems of rating base sustainability in provincial local government. It feels as if this is helping everyone else kick the can down the road, and it’s a very big can. Underneath that hard-to-swallow finding though are some valuable recommendations that now urgently require the attention of the Minister of Local Government. Among the major ones is a recommended protocol between central and local government to end the practice of transferring responsibilities from taxpayer to ratepayer. The commission quoted some startling figures on this. The upfront costs of councils complying with the National Policy Statement for Freshwater, for example, were estimated to be between $1.4 and $2.1 billion, followed by ongoing costs of up to $59 million each year. Another was new drinking water standards, which could cost councils $384 million upfront. Something badly needs to happen here, or many smaller rural and provincial councils will be brought to their financial knees
Productivity Commission chairman Murray Sherwin by a smug government free to legislate in lofty ways. The present state of affairs – where government isn’t bearing the cost or risk – is in fact a recipe for bad regulation. The Productivity Commission says the Crown should pay its way. Amen to that. Of significance too is the commission’s proposal that rates should be targeted according to the benefit principle – who benefits, pays. Short of giving property value rates the boot, this would be the holy grail for farmers with those massive rates bills mentioned earlier. The commission settled on the notion that rates should be made up of targeted rates for specific services and, to help councils apply the benefit principle, a lifting of the present cap on uniform or flat per property charges. If it could be achieved in practice this would do a great deal to improve accountability in the allo-
cation of rates, but for it to happen it would need some serious legislation beyond the wishy-washy principles presently in the Local Government Act. Other big-ticket items were the pressures of tourism and climate change. Not much on the tourism front, where small rural councils are often on the frontline of costs while government collects the GST and the International Visitor Levy. The commission made the case for a revamped system of central government support, which is presently patchwork at best. On climate change, again co-funding is proposed for councils facing the challenges, particularly to regional infrastructure such as flood protection schemes – which already cost farmers an absolute bomb – and road networks. On roads the commission felt that insufficient money was finding its way from road user charges
to councils to assist with the impacts of logging trucks, a massive problem already in some districts that can only get worse if farm to forest advocates get their way. Above all the Productivity Commission’s work now needs some action. The last Labour government and the last National government both largely ignored the recommendations of the 2007 Shand inquiry into local government funding. That was over 10 years ago, but it could have made a real difference to the situation in which councils now find themselves. Nigel Billings is Federated Farmers Senior Policy Advisor. A
s another year grinds inescapably towards its conclusion, it is perhaps time to look back and consider what has transpired in the recent past and ponder how it may impact upon the upcoming year. If there was a theme that permeated many of this year’s conversations it would have to be the environment. There has been a steady build-up of finger-pointing and a desire to hold the farming community accountable for impacts upon the environment which has now been taken into legislation. The raft of regulations that have come into play in 2019 will likely be what the year is remembered for and there was an inevitability that something was going to happen and so it was no great surprise. Perhaps the most unfortunate aspect of the ongoing dialogue has been the lack of balance or appreciation on just how far the farming community has shifted its behaviour in recent years and the benefits that agriculture brings to the lifestyle of most New Zealanders. Climate change has been in the media on an almost daily basis and little of it about positive outcomes. This has culminated, yet again, with world leaders unable to make any real headway in getting responsible responses from the countries who are creating the worst excesses of carbon pollution. It makes the attempts of small nations who are trying to lead by example, at potentially the expense of economic benefit, look somewhat futile. Most people once they get past 50 tend to view politicians and their decision-making processes with a large degree of cynicism. As such when nothing much happens, we aren’t surprised and tolerate the status quo. I heard Billy Bragg say that “the antidote to cynicism is activism”. We have seen that occurring in youth around the world including New Zealand where they are leading the protest movement to try and avoid a future severely impacted by climate change. New Zealand may escape this route through the use of remedial legislation as has occurred this year otherwise farming could well become a major target, rights and wrongs aside. When medical journals such as The Lancet become outspoken about the role of
agriculture and call for worldwide reductions in livestock numbers and to plant pasture land unsuitable for crops into trees (sound familiar?) we know that our livestock systems are going to face increasing scrutiny and pressure to conform to a non-meat future. So, given we have had all this occur in 2019 it makes one wonder how will 2020 be different? The regulators hopefully will put their pens away for the time being and let the ink dry on 2019 paperwork. The good news is that the red meat sector is still experiencing high prices and these look likely to occur right through the season. Dairy is a bit more uncertain, but indicators are positive. Coarse wool seems to be a lost cause, but most have long since stopped relying upon it to pay the mortgage. The wild card for 2020 is the elections. So, a slightly quieter year ahead, widespread rain has fallen to help get through the dry periods ahead, so 2020 may be OK. Markets There was a sting in the tail of the last ‘real’ meat schedules for the year with drops of up to 35 cents for some classes. Even dairying took a hit on the GDT. The only bright spots were venison was unchanged and the finer end of wool had a very small rebound. Sheep Lamb and ewe schedules took the largest hits and these followed through to the saleyards. Works are basically setting schedules for where they expect to be next year. Wool Coarse wool continues to fail to achieve a meaningful value. However, a small lift in lamb, and the finer grades of wool. Beef A similar story to sheep but not quite as dramatic in the falls. Saleyards have had reduced numbers and prices there have also dropped away but may be driven more by quality or a lack of. Venison Schedules held but velvet showing a softening which is a concern. Dairy The dairy season continues to provide a bit to be concerned about with the latest Global Dairy Trade auction taking another dip. This one was considerably more than a fortnight ago. Overall prices dropped by 5.1 per cent.

Pan-fried salmon with broad bean potato ragout
■■ Bring a pot of water to the boil. Slice the potatoes and blanch for 4 minutes, then drain. ■■ Heat a pan with some of the oil and sauté the potatoes for colour.

■■ While doing so, heat another pan with a little of the oil and cook the salmon on both sides for about 6 minutes. ■■ Start with skin side down first, cook for 4 minutes then turn and finish off. ■■ Add the pancetta, onion and garlic to the potatoes and cook through. Add the beans and seasoning. ■■ To serve, place some of the bean and potato mix in a bowl, add the salmon, then top with more of the ragout.
■■ Drizzle with the curry dressing. Curry dressing ■■ Heat a pan with 50ml of the oil, sweat the onion and garlic. ■■ Add the curry powder, mustard seeds and vinegar (or verjuice) and mix well. ■■ Place the mix into a bowl and with a stick blender or fork, gently whisk in the balance of oil, coriander and seasoning to create a dressing. Harness racing is all about form, and there’s few with better form lines at the moment than Selwyn based horseman, Jonny Cox. The talented driver is riding the crest of a wave at the moment in the sulky and he’s hoping that there’s no chance of it breaking any time soon as he heads into one of the busiest times of the year for anyone involved in the racing industry. In the past 10 days, Cox has driven seven winners to elevate his season tally to 21 winners from just over one hundred drives, giving him one of the better strike-rates in the country. And he’s only just heating up. A big few weeks begins today at the Ashburton Trotting Club’s Christmas Eve meeting, where the former Southlander has a really strong looking book of drives, including one of the leading contenders for the day’s feature, the Ashburton Cup, in talented pacer, Nandolo. Good enough to line up in this year’s New Zealand Trotting Cup, the dour pacer has been in good form recently, winning the Geraldine Cup two starts back before running a brave second in the Methven Green Mile and Cox said the latter run could have been a winning run too. “I don’t think he saw Mikey Maguire come up the fence,” Cox said. “By the time he actually did, it was too late and the race was over. He was excellent though, he did a bit of work and kept fighting right to the line and probably would have gone close if he’d seen the other horse.” Today’s Ashburton Cup is a far cry from the Methven Green Mile though. Going from the grass track over a mile to stepping out on one of the fastest all weather tracks in the Southern Hemisphere over

Jonny Cox and Nandolo look a big chance in today’s Ashburton Cup. the ultimate distance of two miles is a big change up, but Cox is confident he’s got the right horse in front of him. “We know he’s a good stayer and we know that off the back of a good speed he can come off the back of them and really sprint, so I think he’s got a good chance. “There are a couple of nice ones in there, for sure – but he’s up to any of them and I think he’s got to be considered a big hope of winning it.” Nandolo is trained by West Melton horseman, John ‘Coaster’ Howe, who gives Cox two other strong winning chances at today’s meeting in Phoebe Onyx and Aladdin Sane. The two trotters are both extremely talented and while Alad-
din Sane is fresh up today, Cox is still expecting a big performance. “He’s a very nice horse and has a big future in front of him I think. “This week he might be a little vulnerable having not had a run for a while but his trial recently was excellent and I wouldn’t be surprised if he stepped out and won.” Phoebe Onyx had been a bit of a heartbreak horse, but Howe has worked the oracle with the speedy trotter and the last two starts have been excellent. “Coaster backed the work right off him and he’s thrived on it. “We were a bit unlucky not to win on Friday at Addington, I locked wheels with the winner just before the post.
“Driving him for that one run and having a cold shot at them seems to be the way to go with him so we’ll take that approach again.” Alongside the Howe trio, Cox also has drives at Ashburton today on Magical Mali, Dynamite and One Direction and he was particularly keen on the chances of the latter. “We haven’t had much luck really, and I thought we’re in a pretty winnable race so in terms of value, we’ve got a really good chance I think.” Today’s Christmas Eve meeting will see all the money from gold coin donations made for entry onto the course given to the Ashburton Branch of the Cancer Society.

Bowlers fail to fire

There was no progression to Bowls Canterbury’s Finals Weekend later in the season for the Mid Canterbury contingent competing in the Centre Pairs on the weekend, but there were some good showings from those in action. Playing across Canterbury on
Saturday in the section play stage of the competition a number of Mid Canterbury names featured among the players, including at Methven where the women’s pairs were played. There, Ashburton’s Rachel Davies and Wendy Suttie along with Allenton’s Sandra Keith and Noeline Woods stepped out onto familiar territory in a bid to earn
the right to make it through to the post section play stage of the competition on the Sunday. However, only Davies would. She and Suttie did the necessary to head to Belfast on Sunday morning to play, but that was where their bid stopped, out in the first round when beaten by Chris Kibblewhite from the Elmwood Park club.
Keith and Woods both failed to make it through to the next stage. In the men’s competition, Allenton’s Alec Crawford and Hinds bowler, Alan Hill both had teams engaged in the action. They played at Leeston against 14 other pairings in a competition where 64 pairings across four greens were in action.
Neither made it through to the tournament’s knockout stage the next day, but Methven’s Craig Carter, who plays out of Bowls Hornby did. He was also playing at Leeston on Saturday but like Davies, his day was short on Sunday, put out in his first game when he was beaten by Burnside’s Graeme Rees.

The Black Caps may beg to disagree. Wagner’s short bowling approach has worked time and time again against different teams and on different surfaces. Before the series in Australia, more than 64 per cent of Wagner’s test wickets were taken from short balls, according to Cricinfo.
