There is a whole decision-making process that goes on with many potential buyers before they pick up the phone or email the agent. But is it well understood? The traditional model of selling will ask the buyer to make a commitment to the agent before they are able to progress any further and even decide whether they have any interest in the property. The salesperson holds on to all of the information and hence controls who gets to see it. The belief is that whoever holds the information, holds the power. If a buyer wants any more details to do any further research, they are encouraged to get in touch with the salesperson.

In the Ashburton Clean Air Zone, all older style wood burners* that are 15 years or older, can be replaced with a low emission wood burner, provided that a building consent is issued by District Council For more information, see in-store or contact Environment Canterbury Phone 0800 329 276 or email ecinfo@ecan.govt.nz. *That do not meet a 1 gram emission standard and are not on the authorised wood burner list.

You have seen it in the advert, “Call me to arrange your own private viewing” or “Get in touch for more details”. Now, wait a minute! The buyer probably isn’t ready! They would like to know more about the property before they indicate to an agent

Land Information Memorandum What is a LIM? A Land Information Memorandum (LIM) is a report prepared by the Council providing information from its records on matters related to the land and any buildings on a particular property.

What information does a LIM provide? Section 44A of the Local Government Official Information and Meetings Act (or LGOIMA) sets out the matters to be included in a LIM. In summary, the information can include: •

Special land features or characteristics such as erosion, subsidence, slippage, flooding and possible contamination

Information the Council holds on stormwater and sewerage drains

Rates (including any rates that may be owing)

Any consents, notices, orders or requisitions affecting the land or buildings. This includes details of building consents and resource consents from ADC

District plan zoning and any special provisions that relate to the land or buildings Any other information notified to the council by statutory organisations in terms of any other act, or by

network utility operators in relation to the Building Act Environment Canterbury also holds records about properties, including regional council consents, wells, water resources, natural hazards, pests and contaminated land. You can find out more about how to access this information by visiting the Environment Canterbury website.

Can I do the research myself? Members of the public can request information from a property file. Information from the property file may not comprehensive and the most up to date. Requests for information from the property files must be made in advance and council will make it available within three working days. The information will usually be sent via email with files over 5mb to be provided on a USB drive for collection from the Council office. The standard research and retrieval fee (found in our fees and charges) will be charged for obtaining a property file. A minimum charge of half an hour will apply.

Do I need a LIM if it’s an empty section? It is advisable to obtain a LIM even if you are buying an empty section. There may

be issues which are not obvious that may restrict the further development or use of the land. The site may be filled or prone to flooding. There may be a designation over the land or a protected tree. Development contributions may be payable for water and sewerage connections when you apply for building consent. These are some examples of issues you should be aware of before purchasing.

How do I order a LIM? You will need to complete a LIM Application Form and return it to us.

How soon can I get a LIM? Council will process your LIM request as quickly as possible. We always look to ensure all applications are processed within the required 10 working days so this should be the longest you need to wait.

How much does a LIM cost? Please refer to our website (www.ashburtondc.govt.nz) for information on our fees and charges. – Ashburton District Council

Beautiful broad beans

Henri Ham

AWAPUNI NURSERIES

I know it’s pretty easy and not too expensive to buy beans at supermarkets or farmers’ markets these days, but I really enjoy eating fresh beans from the garden. They taste great and it’s nice knowing exactly what’s gone on them in the process of growing. Broad beans are one of my favourite varieties to grow, and eat, of course. Like most other vegetables, you can grow broad beans from seed (actually it’s the bean itself). But I recommend growing from seedlings. Doing this shortens the time before harvest (around six fewer weeks) but, more importantly, takes out a lot of the hard work. Once seedlings get to you their root systems are well formed (yet still separate from each other), which means they’re almost guaranteed to grow well. Once you’ve got your seedlings, you need to find somewhere to grow them. I like to grow mine in one of our raised vegetable gardens, but they also grow well in pots. Make sure it’s full sun or partial shade where you plant. Broad beans are pollinated by bees, so it’s helpful to grow them near a beefriendly plant like lavender, rosemary or cornflowers. Next, it pays to check the pH level of your soil. Broad beans like the soil to be around 5.5 to 6.5pH.

Broad beans can be grown from seed, but they are quicker and easier to grow from seedlings.

Not sure what the pH level of your soil is? Most garden centres sell kits, alternatively there are also companies which will test your soil for a small fee.

Then simply dig a little hole and plant each seedling around 15cm apart in rows approximately 30cm apart.

If the pH level of your soil could go higher, try adding a little bit of lime from your local garden centre. If you’re not sure of the pH level, it wouldn’t hurt to add a little bit of lime anyway.

Once the plants are around 1m high you can stake them individually, but I prefer to put a stake at either end of the rows and loop a big piece of string around the whole lot to keep them growing together. Your

plants will lean against each other and grow across the ground.

closer to eight weeks. And if you live in the South Island, it will take a few more weeks.

Depending on the weather where you live and, as a result, the soil temperature, your seedlings will take around eight to 12 weeks from planting to produce beans ready for harvesting. If you live in the North Island you can expect your beans to be ready in

Harvest the beans when the pods are around 75-100mm long. When you’re finished, cut down the plants to the roots but leave the nitrogen-fixing roots in the garden or bed to give your next round of planting a nutrient kick-start.

Can bulb flowering be timed? By Paul Hoek, NZ Bulbs nzbulbs.co.nz

PHOTOS SUPPLIED

Can bulb flowering be timed for special occasions? More often than not, this question is asked in relation to a wedding. And I can understand why – growing your own tulips, lilies or other bulbs would save money and look fantastic in bouquets or in the background of photos. Unfortunately, the timing of bulbs flowering is heavily reliant on nature. And, as Cyclones Cook and Debbie have recently reminded us, nature and weather can be fickle and hard to predict in advance. So, the question of timing flowering for special occasions is one that is pretty well impossible for us to answer accurately. What I can do, is give you a bit more information about spring and summer flowering bulbs to help you decide whether or not it’s doable for your particular situation and region.

Spring flowering bulbs In a nutshell, spring flowering bulbs (like tulips, hyacinths and daffodils) can’t just be planted later to make them flower later. Without any artificial chilling, these bulbs have to be planted in autumn (makes no difference at which point in autumn) as they require all the chilling that comes with winter. Exactly when they flower will depend on how cold the winter is, how much rain there is, and how early or late spring comes. It’s also hugely dependent on where you are in New Zealand.

cause the immature buds inside the bulbs need to reach a certain development stage before they’re ready. And, they need to be chilled for a minimum of 12 weeks. So approximately August would be the earliest you could get tulips to flower – around three to four weeks ahead of normal. For potted daffodils and hyacinths you can start chilling earlier, in early March, and have flowers in early July. You can also get unplanted bulbs to flower earlier. But instead of putting them in at 9°C, you can put them straight in at 4°C. Do this in late March and then plant them out in late May, they’ll flower at least a month earlier than normal.

Summer flowering bulbs

The only way to make spring bulbs flower later than normal is to plant them in pots and and hold them in a chiller, progressively lowering the temperature from 9°C to 0°C over a period of 10 weeks. Then hold them at 0°C and take them from the chiller two to three weeks before you want them in full flower. This approach won’t work with unplanted bulbs. To make potted spring bulbs flower earlier, you can use the chilling method above and simply take them out early rather than late. But there’s only a small window in which you can make them flower earlier. Tulips can’t be chilled until late March be-

Summer flowering bulbs (like gladioli and lilies) are a little easier to manipulate into flowering earlier or later, as they don’t require a cold period to trigger their flowering. To make them flower earlier or later you can plant them earlier or later from July right up to Christmas – but only if you keep the bulbs in a good condition up to that time. The eventual difference in flowering time will not be as great as the variation in planting time from July to December. This is because the soil and growing conditions are cold in July to September, and bulbs

planted at that time will progress much slower than bulbs planted in October or November. Likewise, bulbs planted in December will flower much quicker as they are doing all their growing in warm soil and summer temperatures. Nevertheless, planting from July to December will see a spread of flowering times over around two to three months.

So, as you can see, forcing bulbs to flower for a set time or a special occasion is by no means an exact science. But if it’s still something you’re interested in, I leave you two questions to think about. Firstly, will it ruin the big day if the bulbs haven’t flowered yet, or are already past their best? And secondly, is it worth the risk?
