Capital Gains Tax strongly advocated by the Greens and Labour as a means of strangling property values and by doing so, allowing more buyers into the market. However looking at the property market in Australia you would see that CGT is not stopping the deals being done. Capital gains tax is already applied to property trading. The qualification is based on the intention. If the intention is to buy and sell property for a profit CGT applies. This is essentially property speculation, it is popular and it’s taxed Mark Allred (via the individual’s income tax). Borer, a major pest By Shane Woods BY SHANE WOOD
Wood-boring insects are a major pest in New Zealand, and there are up to seven species that could be hard at work in your home. The most common is the common house borer (Anobium punctatum), although a close relative, A lavomaculatum, appears to be more common in Canterbury. However, all wood-boring insects need attention and now is the ideal time for treatment of timbers to remove infestation. Although you may not notice the tiny beetles that may be gnawing away at your home, you will notice the tell-tale holes that borer leave in your woodwork. Adult females lay up to 100 eggs on bare timber or in old flight holes. The eggs hatch after 4-5 weeks and the larvae spend the next 2-4 years tunneling inside your woodwork before exiting as adult www.pggwre.co.nz

beetles through a flight hole 1-2mm in diameter. Making this escape is their final wood destroying act. They emerge in order to breed, will not eat any more timber and will die within 3-4 weeks. As New Zealand homes get older, the damage to timber accumulates and attacked timber become progressively weaker. It is not uncommon for weatherboards, floorboards, joists and other structural timbers to need replacing due to weakness caused by borer. You may also need to make repairs to ensure other untreated timbers remain dry as the holes and labyrinths created by borer larvae also allow water to penetrate, increasing rot. Borer like seasoned or moist untreated timber and are often found on the south side of buildings or in floor timbers as these areas are prone to damp. Pre-treatment of timber with pre-
servatives gives complete protection, and some wood is naturally resistant to attack, such as macrocarpa. The only long-term treatment for borer is a residual surface application of a product including insecticide or preservative. The treatment must last longer than the lifecycle of borer and can only be used on bare timber, so you may need to strip the timber of any paint or varnish before treatment. Airborne treatments (such as bombs, misting or fogging) will only kill the adults when they are airborne (November to March) and won’t stop the larvae from eating away at the inside of your timber. If you see evidence of borer in your weatherboards, there is a good chance the borer is more extensive than it seems. This is because borer tends to attack from the inside of the boards. The only long-term solution is to replace the
affected weatherboards and treat the framing timber while the wall is open. Fumigation with methyl bromide will eradicate infestations but is only suitable for furniture or properties that can be completely sealed. Fumigation also does not provide residual protection so you will also have to use a surface treatment. Where fumigation is not possible or practical, control is by treatment of exposed timbers and injecting flight holes with residual insecticide. Treat any bare wood with solvent based insecticidal borer fluid. Solvent-based insecticides using turpentine or kerosene will penetrate deep into the timber and will kill larvae as they eat the wood. The insecticide also prevents adults laying eggs on the surface. This should protect the wood for many years.
Solvent-based insecticides smell, so there are now water-based options available. However, these do not penetrate as deeply and will not give as good long-term control. Inject flight holes in painted, varnished or polished timbers with aerosol injection fluid. The aerosol forces insecticide into the labyrinth created by the borer larva, killing any larva in the labyrinth or nearby. It also prevents adult beetles laying eggs in the flight hole. During each flight season set off borer bombs in roof voids and subfloor areas and go away for a nice long weekend. Below: Wood affected by borer - borer like seasoned or moist untreated timber and are often found in floorboards which are prone to damp. Backyard bounty Homes of old traditionally had a fruit tree in the yard, but as property sizes have reduced and people have become time-poor, the old timber of yesteryear has been dug out from the roots and replaced with low-maintenance garden beds full of bark and grass.
However with advances made in dwarf and grafted fruit trees, it’s never been easier to own an orchard in your own backyard. Having a full fruit bowl is one of the delights of living within a country that grows some of the most delicious fruit in the world, but as we learn more about pack-house procedures, we can be forgiven for wondering exactly how fresh our store-bought fruit really is. Homes of old traditionally had a fruit tree in the yard, but as prop-
erty sizes have reduced and people have become time-poor, the old timber of yesteryear has been dug out from the roots and replaced with low-maintenance garden beds full of bark and grass. However with advances made in dwarf and grafted fruit trees, it’s never been easier to own an orchard in your own backyard. Growing your own fresh fruit, sunripened and picked straight from the tree is one of nature’s delights, and many are re-discovering this simple pleasure by planting smarter. Mini
fruit trees are set to become the next big thing in backyard gardens, as they produce crops of full-sized, delicious fruit, and are so easy to grow you can even put them into pots. The selection available on the market is rapidly growing, and already there is a large selection to choose from. The possibilities for intensive tree fruit planting are endless. You can plant more than one tree into a hole, resulting in an area which produces a mixture of varieties, and in some types of fruit that require a male and

ents to grow. In some cases you will actually be removing 80% or more of the fruit, but this will ensure the fruit which does grow will be healthy and delicious.
Many dwarf varieties grow well in pots or half wine barrels, so consult with your nursery about the best sized pot to allow for adequate space for the roots.
With some pre-planning, advice from your local experts and some time on the end of a shovel, you can have year-round fruit gracing your dining table for years to come.
If you aren’t a confident grafter, you can even purchase pre-grafted tree varieties. It is actually possible to purchase an apple tree that grows three varieties of apples on the one tree, or even crazier, a tree which will grow both peaches and nectarines. The varieties of grafted trees are quite extensive, so with some clever planning, you can end up with multiple varieties of fruit, which will grow at different times of the year, meaning year-round fresh fruit for you and your family. Trees require a well-drained position where they will reach plentiful sunlight and protection from strong wind. For best results, ask your nursery for advice on each particular tree before you plant it, to ensure it receives adequate nutrition from fertilisers and mulching. When the tree begins to produce fruit the size of a pea, you should thin the fruit, meaning that you remove the majority of fruit from large clusters to ensure the fruit you leave has room and nutri-

Prices and sales volume lift Data released recently by the Real Estate Institute of NZ (“REINZ”) shows there were 52 more farm sales(+10.2%) for the three months ended May 2014 than for the three months ended May 2013. Overall, there were 564 farm sales in the three months to end of May 2014, compared to 498 farm sales for the three months ended April 2014 (+13.3%). 1,881 farms were sold in the year to May 2014, 26.2% more than were sold in the year to May 2013. The median price per hectare for all farms sold in the three months to May 2014 was $25,018 compared to $20,499 recorded for three months ended May 2013 (+22.0%). The median price per hectare rose 1.8% compared to April. The REINZ All Farm Price Index fell 0.1% in the three months to May compared to the three months to April, moving from 3,378.6.7 to 3,374.0. The REINZ All Farm Price Index adjusts for differences in farm size, location and farming type compared to the median price per hectare, which does not adjust for these factors. Eight regions recorded increases in sales volume for the three months ended May 2014 compared to the three months ended May 2013. Ba y of Plenty recorded the largest increase in sales (+24 sales), followed by Northland (+17 sales) and Otago and Southland with seven sales each. state of the rural sector with a lift in volumes and prices as compared to the same period 12 months ago”, says REINZ Rural Spokesman Brian Peacocke, “However, acknowledging the approach of winter and the seasonal slowdown in activity, the tail-end of the season is experiencing a shortage of stock and a hint of caution as the mix of an easing in the dairy payout, increasing interest rates and compliance issues cause purchasers to be more thorough with their due diligence investigations.” Noteworthy points include: • Steady activity in Northland for dairy, finishing and grazing properties • Solid sales numbers for grazing units in the Waikato • Very strong activity with kiwifruit orchards in the Bay of Plenty over the last 3 months • Solid activity from South Island buyers in the Hawkes Bay sheep and beef market, albeit compliance issues resulting from the Regional Council Plan 6 is having a cautioning impact on the market • Local and offshore interests competing for available property in Canterbury where again, environmental issues are a developing issue causing a degree of caution and concern • Due in part to the sales of Solid Energy properties, a strong market and increased numbers for finishing and dairy support units in Southland where local buyers continue to dominate a market described as “fully firm” Grazing properties accounted for the largest number of sales with 40.4% share of all sales over the three months to May, Finishing properties accounted for 21.6%, Dairy properties accounted for 16.8% and Horticulture properties accounted for 9.8% of all sales. These four property types accounted for 88.7% of all sales during the three months ended May 2014.

Demand for quality blocks with good homes on 1 – 2 hectares is outstripping supply, and there is increasing demand for bare land in the 1 - 4 hectare range. • Good demand and sales activity in central Waikato for properties in the $1.3m plus range where Auckland purchasers have been particularly active • Steady sales volumes in the lower North Island

Rockets away TOD PALENSKI
In our household we tend to eat a lot of warm and hearty meals at this time of year. Typical winter veges like broccoli, cabbage, and silver beet feature high on the menu and we don't have as many salads as we would during summer. But sometimes a leafy side or main dish is just what you feel like and it's nice to be able to pick something straight from the garden that meets the bill. And this is where one of my favourite salad herbs comes into play – rocket. Rocket can be grown all year round and has a mild peppery flavour, which tastes great in a salad, added to pasta or the top of a pizza, in a sandwich and the list goes on. And, what's more, it's incredibly easy to grow and maintain a crop of. In fact, at the end of its life cycle, or if the weather gets too hot, it will probably just self-seed in your garden and establish a new crop of seedlings. Next time you’re down at your local supermarket or Bunnings grab yourself some of Awapuni’s rocket seedlings. Alternatively, jump online to the herb section of our website
at www.awapuni.co.nz and get some of this half-hardy annual delivered direct to your door. Add a few more bundles so you’re ordering six or more and we’ll even deliver for free to a non-rural address or for just $4 to a rural residence. Once you've got your seedlings dig through some compost into the area you plan to plant. Or add some good quality potting mix if you're planning on planting in large containers (approx 25cm or more deep). Then plant each seedling around 20cm apart. Remember to water lightly after you've planted. At this time of year make sure the area you're growing your rocket in, or the spot you plant to place your pots, gets a good six hours of sun a day. In summer, choose an area that doesn't get hit by the midday sun to avoid sending your plants to seed. Watch out for snails and remove old or yellowed leaves to help your plants continue to flourish. Remember to harvest the leaves often. This will stop your rocket going to seed too early and encourage new leaves to shoot up. Simply pick the outside leaves straight off the plant. And, if you want a continuous supply, keep planting new seedlings every few weeks. Tod Palenski Awapuni Nurseries www.awapuni.co.nz
