Cathaoirleach’s Message It is a great privilege for me as Cathaoirleach of Wicklow County Council to introduce the 2015 Yearbook and Diary, which outlines the diverse range of activities of Wicklow County Council and the services it provides. 2014 was a historic year in local government which heralded the end of Town Councils and the formation of a new and enlarged membership to Wicklow County Council. As Cathaoirleach of the Council it was my great privilege to welcome President of Ireland, Michael D Higgins to County Wicklow, in September of this year, to officially launch the Council’s new Homeless Accommodation facility at Wicklow Town and his visit to Wicklow Historic Gaol. I am delighted that the efforts of a number of Tidy Towns Committees in County Wicklow were recognised when the results of the National Tidy Towns Competition were announced in September, 2014. Aughrim was awarded the Gold Medal in their category and both Wicklow and Arklow Towns were awarded a bronze in their respective categories. Bray also received the Purple Flag award. I would like to pay tribute to all Tidy Town Volunteers across the county for the wonderful effort they put into keeping their towns and villages attractive and tidy and wish them continued success in 2015.

The People of County Wicklow are entitled to the best possible service the Council can provide. In 2014 the Council improved accessibility for pedestrians and cyclists in Greystones, provided a new Skate and BMX park in Blessington, a new playground on Bray Seafront, and a new skatepark and outdoor gym in Wicklow Town. The elected members of the Council are also very aware of the significant pressures faced by the business community and in July 2014 the Council established the new Economic Development & Enterprise Support Strategic Policy Committee which will assist the Council in the formation, development and review of policy in this area. Congratulations to Ashville Media Group on this excellent publication and I extend to all citizens of County Wicklow the very best of good wishes for 2015.

Chief Executive’s Foreword I am delighted to welcome the publication of the 2015 Yearbook and Diary. Notwithstanding the challenges we faced in 2014 with budgetary reductions across all Directorates, there have been many achievements such as the provision of new community playgrounds, supports for the County Arts Programme, Library Service and the Community Awards Scheme. Significant changes took place in 2014 as a result of the Local Government Reform document ‘Putting People First’ which brought town government in Bray, Arklow, Wicklow and Greystones to an end and provided for the establishment of Municipal Districts in these locations and also in West Wicklow. We were delighted to welcome Taoiseach Enda Kenny, TD to officially launch the Wicklow Local Enterprise Office (LEO) at Wicklow County Campus in May of 2014. The Wicklow LEO is part of a new nationwide network of 31 LEOs which will deliver an improved system of local enterprise supports to start-ups and small businesses across the country. The Offices are located at Wicklow County Campus where IT Carlow, working in partnership with the Council, provides Higher Certificate, Diploma and Degree Programmes for some 250 students.

In June 2014, 32 new County Councillors were elected to Wicklow County Council, and I look forward to working with the Cathaoirleach and Elected Members along with the members of the newly formed Strategic Policy Committees and Corporate Policy Group in 2015, to provide a quality service to the people of Wicklow. The County Council comprises of 32 members elected from five municipal districts (i.e. Arklow, Baltinglass, Bray, Greystones and Wicklow). Council meetings are held each month with the exception of August, when there are no meetings.

The aim is to ensure that the local economy and community benefits from filmmaking. County Wicklow has been a favourite film location for many decades and the CWFC has an extensive track record including ‘Lassie’, ‘Becoming Jane’, ‘The Tudors’, ‘PS, I Love You’, and ‘Vikings’. The CWFC acts as a one-stop-shop between filmmakers and the local authorities by arranging permission to film in public places and assisting with road closures. A very extensive digital slide library of locations in the county is searchable on the CWFC website (www.wicklowfilmcommission.com). The CWFC is also responsible for the marketing of tourism related to our film heritage. Three film trails have been developed throughout the county linking locations that were used for films such as ‘Excalibur’, ‘Braveheart’, ‘Ballykissangel’ and ‘King Arthur’. Franchise Register of Electors Under the Electoral Acts, Wicklow County Council is charged with preparing and publishing the Register of Electors for the county every year. A Draft Register is published on November 1st annually and, following a period for display and amendment, a final Register of Electors is published on February 1st of the following year. This comes into force on the 15th February.

Higher Education Grants Wicklow County Council acts on behalf of the Department of Education & Skills in administering the Student Grants Scheme. As part of the Student Grants reform programme, a single unified student grant scheme was introduced to cover all study from PLC through to Postgraduate level. The development of a single scheme was enabled by the Student Support Act, which was signed into law in February 2011. Training & Development The Training Section addresses the training and development needs of management, staff and councillors. STRATEGIC OBJECTIVE - From 1st January 2014 Wicklow County Council have been operating a Service Level Agreement with Irish Water for the operation of Water Services in Wicklow County. In participating in the National Water Reform programme, Wicklow County Council will continue to meet the following strategic objective: “To provide and maintain drinking water and wastewater facilities to meet existing and future demand, adhering to the principles of sustainable development.”

Waste Management Services STRATEGIC OBJECTIVE - “To protect and enhance the natural environment of County Wicklow in accordance with the principles of sustainable and balanced development, in partnership with all sections of the community, having regard to national and EU policies and programmes”. • Enforce Environmental Legislation and the Polluter Pays Policy • Facilitate the Provision of an Effective Waste Collection and Disposal Service through the Waste Collection Permitting System • Waste Management Plan • Implement the Strategies set out in the Litter Management Plan • Increase environmental awareness and responsibility through the Council’s Environmental Awareness Programme • Provide and maintain reuse and recycling facilities, which incorporate education, throughout the county • Promote ethical and sustainable routes for all recovered materials

The Finance Section is responsible for ensuring that adequate financial accounting/management systems are in place. This involves: • Providing timely and accurate financial information and advice for all users. • Assisting and participating with the management team in strategic decision-making. • Actively pursuing cost effectiveness and value for money practices in all activities. • Developing and promoting good financial practices. • Monitoring and identifying all sources of income at local, regional, national and European levels. • Management and financial accounting. • Development of the Financial Management System. • Preparation of statutory reports including: • Annual Budget • Annual Financial Statement (Annual Financial Accounts) •Three-Year Capital Investment Programme.

Strategic Objective: “Strengthen and enhance financial management and the optimisation of resources throughout the organisation.” The Finance Department plays an important role in the support and delivery of services in Wicklow County Council. It deals with the financing and the financial management of the Council’s operations, both of a revenue and capital nature, across all divisions. The primary objectives of the Finance Department of Wicklow County Council are to: • Achieve the financial objectives of the Council’s Corporate Plan. • To provide and promote the best financial management and practices throughout the Council. • Manage the financial affairs of the Council. • Ensure that statutory and financial accounting principles, which apply to all County Council financial transactions, are complied with. • Ensure that adequate internal controls are in operation to safeguard the assets of the organisation and ensure, as far as possible, the accuracy and reliability of the accounting records. • Ensure that value for money is achieved throughout the organisation. Payroll This service involves the processing and payment of wages, salaries, and pensions for all staff of Wicklow County Council. This includes the administration of statutory and non statutory deductions and making all relevant returns to statutory and other bodies. Including pensioners and councillors there are approximately 1217 staff members on payroll.

Superannuation This section deals with the administration of the pension scheme for all staff. Estimates of future pension entitlements are calculated on request.

Accounts Payable Wicklow County Council operates a central invoice processing function. Invoices are matched with approved purchase orders and processed for payment on a weekly basis. Creditors’ accounts are monitored and all statutory tax returns are processed. Accounts Payable is responsible for making payments for goods and services to trade suppliers, payment of Higher Education and other grants, and staff expenses.

Finance & Motor Taxation Department Accounts Receivable This section is responsible for the administration and debt management of the following: • Housing Loan Accounts; • Commercial Rates; • Other income streams. Payments can be made to our Revenue Collectors through your bank and at the Revenue Collection Office. The collection desk is located at our headquarters in Wicklow Town and the opening hours are Monday to Friday, 9.00am5.00pm (including lunchtimes). Cash, cheques and debit/credit cards are accepted.

Non-Domestic Water Metering Project Office The National Water Services Pricing Policy requires that all non-domestic customers be charged for water and wastewater services on the basis of metered consumption. Wicklow County Council bills all non-domestic users based on the volume of water consumed on a quarterly basis.

Internal Audit Internal Audit is defined as an independent, objective assurance and consulting activity designed to add value and improve an organisation’s operations. It helps an organisation accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes. Internal audit is an integral

part of the corporate governance process and contributes to the effective administration of the organisation through providing an independent review function to management.

Insurance The Finance Department has responsibility for the Council’s insurance portfolio. This includes arrangement of appropriate insurance cover, payment of premia and processing of insurance claims.

Procurement This section is responsible for overseeing Wicklow County Council’s compliance with local, national and European procurement legislation and guidelines. It works in close conjuction with the regional and national procurement sectors.

Motor Taxation Motor Taxation services are offered in Bray, Blessington and Wicklow. Opening hours are as follows: Wicklow: Monday - Friday Open: 9.00-15.30 Bray: Tuesday, Wednesday and Thursday Open: 10.30-14.00 Blessington: Tuesday Open: 09.00-12.30 and 14.00- 15.30 Customers can renew their motor tax online at www.motortax.ie. This service is available 24 hours a day, 7 days a week.

Housing & Corporate Estate Housing Provision “To facilitate the provision of sustainable, high quality social, affordable and cost effective housing accommodation to meet the existing and likely future needs responsive to the requirements of all categories of persons in the county.” The general approach is that those who can afford to do so should provide housing for themselves, through the range of options available to them, and that those unable to do so would have access to social housing provided by the local authority. Housing & Corporate Estate’s strategies are enshrined in the Council’s Corporate Plan. These strategies are also echoed in the strategic objectives of the County Wicklow Housing Strategy and the Ten Year Strategic Plan for County Wicklow, ‘Outlook’. Wicklow County Council’s Housing Directorate promotes a range of housing options to assist households in accessing affordable dwellings of good quality, suited to need, in a good environment and in so far as possible at a tenure of choice. Support is provided through a range of options, namely: Social rented accommodation: Social Housing provided at a rent related to income. • Rental Accommodation Scheme (RAS) • Short Term Leasing/Long Term Leasing Paths to Home Ownership: • House Purchase Loan • Mortgage Allowance Scheme Housing support for those with special accommodation needs: • Homeless accommodation and supports; • Traveller-specific accommodation; • Grants to adapt housing for the needs of older people and people with disabilities; • Mobility Aid Grant schemes • Supported housing schemes developed in partnership between Wicklow County Council and a number of Approved Housing Bodies (Voluntary Housing).

Maintenance of Council Housing Stock The Housing Directorate is responsible for the maintenance of its housing stock of 4,300 houses. This includes: • Electrics check and repairs/rewiring where necessary • Plumbing checks • Replacement of kitchen units/sanitary ware where necessary Estate Development Residents are encouraged to participate in the management of their estates, to take ownership and be proud of where they live. The Housing Directorate works with a large number of resident associations and individuals in assisting with the improving and overall running of the estates. An average of 40 small grants are awarded annually to cover general maintenance as well as specific projects. Tenancy Support The Housing Directorate has assigned a member of staff as Tenant Liaison Officer to address breaches of tenancy and anti social behaviour. This work is undertaken with the support of the Gardai throughout the county. The Estate Development Officer supports the Tenant Liaison Officer in addressing some of the more serious cases. Control of Horses The Housing Directorate employs contractors for the provision of services related to horse control in Co. Wicklow as per the Control of Horses Act, 1996. Funding for this service is recoupable from the Department of Agriculture. Corporate Estate The Housing Directorate has a responsibility to manage, protect and develop the headquarters of Wicklow County Council (County Buildings, Wicklow). Additionally the Directorate is heavily involved in the development of a Property Asset Register for the county in conjunction with Finance and Information Systems. Building Control The Housing Directorate has a responsibility to encourage best practice and innovation in building design and construction standards in County Wicklow as well as providing a healthy and 2015 Yearbook and Diary

Housing & Corporate Estate Environmental Services safe working environment. This includes ensuring compliance with the Building Control Act, 2007 and Building Regulations. Under the Building Control Act, 1990 the Housing Directorate is obliged to carry out inspections in respect of all new developments. The Housing Directorate carries out inspections on a random basis. In addition to Building Control, the expertise and knowledge of the Building Control Team is being used in inspection of rental properties under the Private Residential Tenancies Board Registration Scheme. Health and Safety The Wicklow County Council Health and Safety Policy has been established to ensure that in so far as is reasonably

practicable, everyone who works for or on behalf of Wicklow County Council does so in the safest and healthiest conditions possible. The Housing Directorate has endorsed this Health and Safety Policy as being applicable to all Wicklow County Council operations within the Housing Section. Appropriate resources are being made available to allow the Policy to be effectively carried out. The detailed arrangements for the implementation of the Policy are set out in two Ancillary Safety Statements. The first is the Ancillary Statement for the Office Staff of the Housing Section and the second is the Ancillary Statement for the Housing Maintenance and Outdoor Working Staff.

Online Services ICT is a key business support for all areas of activity by Wicklow County Council. The IS Department is responsible for the development, management and consolidation of the Authorities ICT infrastructure.

Local Area Networks Local Area Networks have been deployed in approximately 20 County Wicklow local authority sites. These include County Buildings, the municipal district headquarters in Arklow, Blessington, Bray, Greystones and Wicklow together with the area offices, recycling centres, fire services headquarters and both the library headquarters and branch libraries.

Plans for 2015 include: Each LAN is connected to the County Wide Area Network using a variety of connection methods ranging from digital leased lines to private fibre circuits and wireless.

Wireless Network The wireless network was installed and commissioned during 2006 which greatly improves delivery of services from County Buildings both to the outlying offices and to the staff and customers of the Council.

Egovernment iGIS Most local government services have a spatial context and the Council continues to focus on gathering and sharing spatial information. Considerable work has been done during 2014, and will continue through 2015, to digitize the Property portfolio of the Council. Wicklow GIS team is working with the other sections to prepare mapped datasets for public availability under the INSPIRE directive, and continues to work with other agencies to collate and publish local information. iPlan Wicklow County Council implemented a Planning administration system in the mid 1980s and the database which has evolved contains all Planning data since then. Day to day processing of applications, retrieval of planning application data and preparation of base data for forward planning are 40

VPN Wicklow County Council joined the Government VPN in 2000. Most local authority sites across the country have now also connected. In time, all sites will be connected to VPN. The VPN manages voice traffic within and between County Wicklow sites and between each local authority, state agency and Government department. This also facilitates shared access and services across our infrastructure which is beneficial to departments such as Motor Tax.

Library Service Wicklow County Library service has continued to make advances in its library automation programme over the last number of years. Assistive technology has been implemented in HQ and four branches to enable visually impaired/blind customers to have full access to all services. The Mobile Library, which continues to visit areas across the county, has full internet access.

Major Emergency Management I.S. continues to play an important role in the Major Emergency Management for Wicklow County Council. In the event of a major emergency the relevant I.S. staff would be mobilised and would begin to setup the On-Site Coordination Centre. Planning Section Goal

Unauthorised Development

“To provide for proper and effective planning, balancing the need for sustainable development, the rights of individuals, the protection of the environment and the social and economic needs of each area.”

Unauthorised development may be defined as development which is being carried out without, or not in accordance with, the required planning permission. All complaints relating to unauthorised development must be made in writing and addressed to the Enforcement Officer.

The Planning Section is responsible for implementing the provisions of the Planning & Development Act, 2000 (as amended). This involves the preparation and review of the County Development Plan, the consideration of applications for planning permission, the control of development and the enforcement of planning legislation.

All complaints must be dealt with in accordance with Part VIII of the Planning and Development Act 2000. Copies of all issued correspondence will be sent to the person making the complaint in order to keep them informed.

Development Plan

Geographic Information System (GIS)

The Development Plan is a blueprint for the development of the County. It sets out development policy, objectives and criteria along with zoning for land.

All current planning applications are marked on the GIS system. This enables the Planning Section to search for applications by site without the name or address of the applicant. It is also used to check whether or not there have been any previous applications on the site. The system includes information relating to applications from September 1987 onwards.

The Plan covers the entire county with the exception of Bray, Arklow and Wicklow. In some towns there will also be a Local Area Plan, which is a more detailed plan for that particular area/town and will contain zoning and objectives.

Planning Applications If a person wishes to carry out a development, an application for permission must be made to the Planning Authority for the area, unless the development is an exempted development. Wicklow County Council deals with applications for the entire county.

Exempted Development All developments require planning permission unless it is an exempted development. All exempted developments are listed in the Planning & Development Regulations, 2001. Most of the exemptions contain certain conditions and limitations. There are also further restrictions on development listed under Article 9 of the Regulations.

Weekly lists of all planning applications received and decided can be viewed in the Planning Offices, in the libraries or on the Council’s website at www.wicklow.ie/Planning/weeklylists.html.

Online Planning Search Facility (www.wicklow.ie) An online search facility has been provided by Wicklow County Council and gives access to planning related records held electronically by Wicklow County Council since 1987. With this facility, you can monitor applications by reference number, name or development address. You can also produce reports on decisions due, decisions granted and decisions refused.

variety of link roads to tie into the existing road network. On completion there will be huge advantages in travel times and road safety to both local and inter urban (Dublin/Wexford) traffic. The new dual carriageway will be constructed over a period of approximately 24 months with an expected completion date of July 2015. SECTION B – N11/M11 UPGRADE WORKS Section B of the N11 Arklow Rathnew PPP Project is the Design and Construction of the upgrade works on the existing N11/ M11 in Counties Wicklow and Wexford. The site is located adjacent to the N11/M11 between Junctions 20 and 23. The works involve installation of new emergency phones, gantry signs, drainage and ductwork in the N11/M11 verges over a distance of approximately 32km.

Road Maintenance Road Construction N11 ARKLOW/RATHNEW PPP The Contract for the PPP concession for the N11 Arklow/ Rathnew PPP was formally awarded to BAM PPP PGGM Infrastructure Cooperatie on 30th April 2013. The PPP concession provides for the following construction works: A. Construction of the N11 Arklow Rathnew Dual Carriageway Scheme. B. Upgrade works on the M11 Arklow/Gorey Link and on the M11 Arklow Bypass. C. Construction of the M11 Gorey Service Area at Inch in Co. Wexford. D. Construction of the N7 Newlands Cross Interchange. SECTION A - N11 ARKLOW/RATHNEW PPP PROJECT Section A of the N11 Arklow/Rathnew PPP Project is the Design and Construction of a 16km section of the N11 dual carriageway in County Wicklow. The route commences at the northern end of the Arklow Bypass and ties in at the southern end of the existing Rathnew/Ashford dual carriageway. The works will involve building two new grade separated junctions (located at Jack Whites Pub and the Beehive Pub), eight bridges and a

Wicklow County Council undertakes a programme of road resurfacing and restoration works during the summer months each year, which is funded via grants from the National Roads Authority and own resources. In addition a programme of repairs to bridges on regional and local roads is carried out using a combination of contract and direct labour. This is also funded by a combination of grants from DTTaS and own resources. N11/M11 MAINTENANCE All maintenance operations on the N11/M11 north of Ballynabarny to the county border with Dun Laoghaire Rathdown County Council are now undertaken by the GSJ Consortium under the National Roads Authority Motorway Maintenance and Renewals Contract (MMaRC). These operations include but are not limited to incident response services, routine maintenance operations, winter service operations and certain capital renewal works as necessary. BAM PPP will be responsible for providing the same services for the N11 between the N11 Arklow Bypass north of Junction 20 and the County Wexford Border.

Transportation and Roads Wicklow County Council currently carry out all necessary maintenance operations on the section of the N11 single carriageway between the two other maintenance operator areas.

Health and Safety The Transportation and Roads Directorate is committed to promoting Health and Safety as an integral part of its operations, and will be assisting where appropriate with the new policies and procedures being implemented nationally. Training of staff continues to be a priority to ensure compliance with all legislation and best practices.

Road Safety Education A road safety plan for County Wicklow 2010 – 2014 was produced in 2011. The Road Safety Together Committee which includes members of the Gardai, Fire Service, Road Safety Authority and National Roads Authority and Council Official meets on a quarterly basis to review road safety in the County.

Cycleway Infrastructure Wicklow County Council is working to install network cycle schemes for the larger towns; Bray, Greystones and links to the Dublin network. It will also incorporate improvements to the infrastructure in Wicklow, Arklow and the smaller towns and villages to encourage cycling. These schemes are funded by the National Transport Authority.
