Asian activists and leaders founded ACDC in 1987 in response to the needs of Asian Americans in Greater Boston. Much of our work to date has focused on Chinatown; however, as the community changes, ACDC is growing to meet new needs and is expanding its programs to serve ever-diversifying communities throughout Greater Boston. During the past two decades, the organization has distinguished itself by promoting a development model of mixed-use, mixed-income real estate with a high percentage of affordable housing. Its developments are now home to over 800 residents and more than 300 families. Mission Statement

The Asian Community Development Corporation, a community-based organization, is committed to high standards of performance and integrity in serving the Asian American community of Greater Boston with an emphasis on preserving and revitalizing Boston’s Chinatown. The Corporation develops physical community assets, including affordable housing for rental and ownership; promotes economic development; builds capacity within the community; and advocates on behalf of the community. 亞美社區發展協會 (ACDC) 旨在以社區 為基礎,以保護和振興波士頓華埠為工 作重點,致力于為大波士頓亞裔社區提 供高標準、高質量的服務。協會積極開 發社區的有形資產,包括供出租和出售 的平價住房、促進經濟發展、培養領導 人才等,從而充實社區實力,為社區爭 取權益。

Dear friends,

The fiscal year 2009 was a year of transition, challenge, and achievement for the Asian Community Development Corporation. Co-founder and long-term board president, Caroline Chang stepped down from her role, giving way to a new leadership structure that will serve us well into the future. Jeremy Liu, ACDC’s executive director for the past five years, was honored as a 2009 Barr fellow and recently announced that he has accepted a position to lead the East Bay Asian Local Development Corporation in Oakland, California. While we will miss his irrepressible spirit and entrepreneurial leadership, we wish him well. The need for ACDC’s long-standing efforts to provide secure, affordable homes and to help build healthy, sustainable communities has become increasingly evident this year. The 2009 Greater Boston Housing Report Card finds that despite declines in the absolute value of homes in the Greater Boston Area, it has actually become relatively more expensive to than in other parts of the country. ACDC is responding to these challenges by moving forward with Parcel 24 and 6 Fort Street and continuing to pursue potential developments that meet the need for affordable housing in Chinatown and beyond. As part of that effort, ACDC continues to operate the only bilingual homeownership education and counseling program in Boston that provides language support in Cantonese and Mandarin. ACDC has emerged as a leader in innovative community development programs that utilize tools for community members to be effective advocates for their neighborhood’s future. This year, 30 youth leaders from A-VOYCE, ACDC’s youth development program, expressed their voices as live radio DJ’s and neighborhood tour guides. Chinatown community members can now easily access neighborhood data through online tools developed as part of HD-OD, a pilot project that aims to better connect residents and business owners to economic development opportunities. As one of 19 projects worldwide to receive funding from the John D. and Catherine T. MacArthur Foundation, our newest project, Participatory Chinatown, seeks to improve civic engagement through a replicable 3D visualization tool linked to planning practices shaping Boston’s Chinatown. Our progress reflects ACDC’s greatest asset: the broad base of supporters that have sustained our work towards the realization of a shared mission. ACDC extends its sincere gratitude to all who have supported us and made our work possible over the past year. 綜合屋主計劃 Comprehensive Home Ownership Program (CHOP) The Comprehensive Home Ownership Program (CHOP) helps prospective first-time home buyers navigate the home buying process, with an emphasis on serving limited-English speakers. CHOP is currently the only program in Boston to provide financial education and homeownership counseling in Mandarin and Cantonese. Through workshops certified by the City of Boston and the Massachusetts Housing Partnership, CHOP introduces clients to housing finance options and other facets of the home-buying process. Housing and finance professionals volunteer to speak at workshops to offer their expertise in the field. For those seeking additional support, trained staff members provide individual counseling sessions.

Improvement of client relationship management system Salesforce.com was implemented as a new system for management of client contact information in addition to individual client counseling records, attendance of workshops, payment of membership and other information that will be used to track client data.

Development of a clear program logic model and outcomes strategy As part of a larger effort in organizational development throughout all ACDC program areas, we developed clearer performance and impact measurements, while accounting for potential program changes and growth as a result of economic and real estate conditions.

Additional workshop about the logistics of completing an application for a home ownership property In partnership with the Jamaica Plain Neighborhood Development Corporation, we provided a 3-hour workshop about the detailed steps towards completing an application, using the Creighton Commons development as an example.

Technical assistance to Cambodian Mutual Assistance Association in Lowell, MA In the Spring of 2009, ACDC provided consulting services to CMAA towards efforts to establish their in-house housing counseling services for the large population of Cambodian Americans in Lowell and nearby cities.

亞裔青少年社區進步之聲 Asian Voices of Organized Youth for Community Empowerment (A-VOYCE) is a youth leadership development program for Asian American high school students in the Greater Boston area. The year-long program begins with a comprehensive ten-session curriculum in community development, cultural identity training, and marketable skills. The curriculum includes guest speakers from the Chinatown community, interactive creative workshops, and peer trainings with youth from other community and non-profit groups.

a-voyce A-VOYCE youth move from theory to action as guided walking tours of Chinatown or producers of a weekly public affairs radio segment focusing on Asian-American youth issues. These programs not only provide youth with leadership opportunities and interaction with the public, but also serve as a means of demonstrating the power of an individual’s voice in a community.

Chinatown Human Development Overlay District 中國城人力發展複合規劃區 In partnership with the Metropolitan Area Planning Council (MAPC), ACDC is developing one of four national pilot sites for a Human Development Overlay District (HD-OD) in Chinatown. HD-OD is an innovative comprehensive community development model designed to help residents who are vulnerable to the effects of development better plan and make decisions for their future. HD-OD will be a conduit for developers and the Chinatown community to match their needs and resources through a coordinated collaborative effort. Developers would benefit from improved community relations and a reliable local source for employees. Families, small businesses, and local organizations would be informed in advance of specific jobs, housing, and other opportunities, giving them time to prepare for these changes.

ACDC, MAPC, and its local partners will open a central neighborhood site that connects Chinatown residents and small businesses to a continuum of services that will stabilize their lives in the short-term, as well as serve as a clearinghouse for information on economic opportunities, jobs, and housing generated by local development to improve their quality of life in the long-term. To streamline the delivery of services, an information sharing framework will be developed where local agencies can collaborate and utilize development-related information to help their clients.

In May 2009, ACDC organized the 3rd Annual Celebration of the Asian Pacific American Heritage Month in the State House, an annual tradition that honors the contributions of Asian Pacific Americans to the Commonwealth and raises the awareness of the APA community. This year, in addition to a statewide gathering where state officials, legislators and community advocates shared their voices for equitable planning for the stimulus resources, a two-week long design exhibit features Asian American designers and architects was also presented at the State House by ACDC and the Asian American Designers Forum (AADF). Both events were sponsored by the State Asian American Commission (AAC).

Expanding Language Access Consulting Engagement with the City of Boston

參議波士頓市政服務 ACDC will be working with the City of Boston to evaluate options for incorporating multilingual access to the Mayor’s 24-Hour Hotline. The Hotline provides Boston constituents a phonebased method of reporting problems and making service requests of city agencies, but is currently only able to serve English speaking callers. The expansion of language access would enable thousands of limited-English residents to connect directly with the City to request services and resources, increasing their civic participation and improving their quality of life. Languages would potentially be selected based on need, and as Asians are one of

the fastest growing immigrant groups in Boston, ACDC would help the City of Boston expand direct tangible resources into the Asian American community. This project will build upon ACDC’s previous experience with “Speakeasy”, a pilot project that linked a network of well-informed, multilingual volunteer guides to limited-English speaking Chinatown residents through a free, telephone based hotline. The outcome of this consulting engagement with the City will consist of two plans - one for a proposed implementation, as well a plan outlining methodology for evaluating an implementation’s success. Within the fiscal year, ACDC secured funding from the Barr Foundation to support its consulting time with the City of Boston over the next year.

Affordable, Sustainable Development 不動產發展

Addressing the regional need for affordable housing

Despite uncertainties in the economy, the ACDC real estate team remained at the forefront of affordable housing development and achieved significant project milestones. The fiscal year 2009 marked the midpoint of our five-year strategic plan built on a sustainable business model that addresses the regional need for affordable housing. ACDC successfully diversified its portfolio of large-scale, mixed-income projects with a pipeline that includes its first development outside of Boston’s Chinatown: 6 Fort Street in Quincy, MA. Meanwhile, the Parcel 24 development team made significant strides forward on ACDC’s largest project to date. The design moved from the conceptual to schematic phase while remaining respondent to the Community Vision. In the fall of 2008, the team successfully secured major permitting and zoning approvals and additional commitments for public funds.

For the second consecutive year, the ACDC-affiliated team won 1st place in the Federal Home Loan Bank’s Affordable Housing Development Competition, which pairs graduate students with local non-profits to propose affordable housing projects in their respective communities.

A Leader in Sustainable Development 可持續性發展的領導者 ACDC’s real estate development is grounded in principles of Smart Growth and sustainable design, creating transit-oriented developments that maximize affordability. At the nationally recognized GreenBuild 2008 event, ACDC participated in a sustainable building charrette, where Tim Doherty, along with architect Iric Rex of Mostue & Associates and Mike Small of Landmark Structures, facilitated a discussion exploring ideas for “greening” ACDC projects. In late January 2009, the Parcel 24 project, which will be LEED Silver certifiable, was selected by the American Architectural Foundation (AAF), in partnership with United Technology Companies (UTC), to participate in their pilot Sustainable Cities Design Academy. Janelle Chan, and her fellow Parcel 24 project members Jefferson Poole and Lillian Lew-Hailer, presented the project and engaged in discussions to further optimize the design and discover best practices and emerging trends applicable to the project.

Parcel 24 Parcel 24 will provide 325 rental and homeownership units, with the exceptional goal of 50% of all units affordable. In addition to receiving an extraordinary amount of local support for its programming and design, the Parcel 24 project was recognized as a significant model for green development. The plan includes terraced open space, ground-floor commercial and community space, and underground parking incorporated into a neighborhood-sensitive, sustainable design.

6 Fort Street is a 34-unit family rental residential development in Quincy, MA. The project will represent the adaptive re-use of a vacant and disinvested commercial building in a transit-oriented, Downtown Quincy Center location. The program responds to the new Quincy Center Zoning District’s Design Guidelines, while remaining sensitive to the surrounding, smaller-scale commercial and residential neighborhood.

Community Organizing & Planning 社區組織和規劃 Parcel 24 24號地段 The continued community organizing effort of Parcel 24 realized major gains in FY09 as several key project milestones were achieved. ACDC mobilized community residents, businesses, and organizations to demonstrate the overwhelming support for Parcel 24 to the Boston Redevelopment Authority. The widespread backing for Parcel 24 helped to secure critical zoning and permitting approvals at a city level, and low income housing tax credits at a state level, enabling the project to continue through pre-development.

Policy Advocacy 政策倡導 ACDC continued active leadership role in the regional equitable development movement. As a member of Action for Regional Equality, a coalition of affordable housing, transportation and environmental justice advocates, this year we devoted our energy to the statewide advocacy for a green recovery by lending our voice to a series of discussions with the Governor’s Office on how to ensure the equity lens on the stimulus spending and participating in a study on statewide green workforce development policies.

ACDC also joined the regional tobacco control policy advocacy this year with focus on smoke-free housing policies. We lent support to the city regulation that banned the sale of tobacco products in pharmacies and stores on college campus and a state legislation that mandates new housing developments to dedicate a percentage of units to be smoke-free. As part of the Parcel 24 community organizing efforts we conducted focus groups and survey in Chinatown on the perceptions of smoking in affordable housing developments.

Human Capital Planning is a core function of the pilot HD-OD program which requires seamless collaboration amongst planning, development and social services. Our organizing effort focused on coordinating with main community service providers to form a client intake process and begin to develop an information sharing methodology. This methodology will allow HD-OD to track and assess individual family and small business, aggregated agency client, and aggregated Chinatown community outcomes over the course of the pilot project.

After helping the Chinatown Gateway Coalition to kick off the 2010 Chinatown Master Planning (CMP) in the previous fiscal year, ACDC has continued its support to the project by serving in the staff team and Technical Committee. ACDC helped in the creation of the Oversight Committee and selection of a consultant to facilitate the CMP process, and provided a Chinatown GIS database to the project that enhanced technical capacity for a community-led planning process.

land use planning through digital media Participatory Chinatown was selected as one of 19 winners of the 2009 Digital Media and Learning Competition, administered by HASTAC and supported by the MacArthur Foundation. The project is a collaborative effort of the Asian Community Development Corporation (ACDC), Emerson College, and the Metropolitan Area Planning Council (MAPC). Participatory Chinatown seeks to improve civic engagement through a replicable 3D visualization tool linked to planning practices shaping Boston’s Chinatown. NEIL CHIN, A LIFELONG ADVOCATE FOR CHINATOWN ACDC would like to honor the accomplishments and memory of Neil Chin, one of our founders, who passed away earlier this year. Neil Chin leaves behind a legacy of service to ACDC and our community. His commitment to the neighborhood outlives him in the form of active organizations where he influenced change and help shape who we have become as a community. Throughout his life Neil was a tireless advocate for affordable housing. He was a member of the Oak Terrace Committee which paved the way for Oak Terrace, the first housing project to be built in Chinatown in 24 years. He headed ACDC’s Metropolitan Committee, helping to develop the Metropolitan and bring 251 units of housing to Chinatown. A longstanding ACDC board member, ACDC renamed its office to the Neil Chin Community Development Center on June 5, 2006 in recognition of his service to the organization. “Neil was a mentor and friend until the end…he was and is like family to so many in the community that his real name was “Uncle Neil”. He gave me and others, I know, the courage to do what is right in the face of all that is wrong and unjust.” – Jeremy Liu
