On International Security Issues “We live in a world of increasing inter-connectivity. But our people continue to face insecurity from cross-border challenges. In this age of globalisation, the concept of security must be people-centred. Therefore, transnational challenges–from people smuggling to human trafficking, from narcotics to pandemics, from natural disasters to illegal trade in arms and Weap-
ons of Mass Destruction materials–must rank high on our national agenda. The international community should redouble its collective effort to act forcefully against transnational crimes that exist in a world of increased inter-connectivity,” Prime Minister Yingluck said in her address at the UN General Assembly. In this age of globalisation, she said, “the concept of absolute security has become obsolete. Peace can never be achieved in isolation. We can only seek peace through common security and stability. We must work closely with friends in each region to strengthen their capacities in meeting their development goals. We believe that peace and prosperity of our neighbours is that of our own.”

We believe that dialogue with all stakeholders and groups is an important step forward. And we must continue on this path in order to achieve long lasting peace and stability.” On Human Trafficking and Transnational Crime Prime Minister Yingluck said, “as Thailand plays our part in promoting connectivity, we also realise that connectivity will sometimes be abused and this is indeed the case with transnational crime especially human trafficking. Thailand has not been free from this problem. But we are serious about tackling it. To this end, she said, Thailand initiated a Regional Plan of Action to Combat Trafficking in Persons in ASEAN to be developed in parallel with an ASEAN Convention on this issue. “We will also host conference to address the human trafficking challenge later this year to seek practical solutions for our region.”

Victorinox Pocket-knives and the SwissTool for Military and Security Services Since the dawn of warfare, various types of long or short bladed cutting weapons have been used by fighting forces. However, besides large combat blades such as bayonets, “kukri” or machetes or even the ubiquitous “parang” of Southeast Asia, soldiers also prefer handy multi-purpose tools or multi-bladed pocket knives, as they can be useful in many situations. Among the earliest multi-bladed pocket knives in service is the Swiss Army Knife made by Victorinox. The original version supplied to the Swiss army includes a knife blade, a reamer, a bottle-opener–screwdriver–wire stripper, and a can-opener– screwdriver. Through the years, Switzerland’s Victorinox had long dominated the military multi-bladed multi-purpose knife market. For many soldiers, the Victorinox Swiss Army Knife has become an indispensable and useful companion. Besides, obviously, the Swiss Army, these multi-purpose knives have been ordered and are official gear for soldiers of the military forces of several European armies including Germany and certain US military units. Here at Defense & Security 2013, the Victorinox company is displaying its range of military pocket-knives. To keep up with current requirements and technology, the Swiss company continues to offer new designs of their multi-blade knives to provide for almost any requirement. Typical are
variants of their recently introduced “one handed” knife set, with the usual mini-saw, screwdriver, tin opener and bottle opener. This lockable blade design has been ordered in many variants by many military and security forces throughout the world, and much of the Asia-Pacific region. Various models of Swiss Army Knives are standard issue equipment for troops and officers of several ASEAN countries. Victorinox’s multitools or the Swiss Tool series and variants have also been selected and issued to special forces and rescue units of the region. The technology involved in Victorinox pocket knives lay in the multiple use of each spring, which makes the Army Knife, a light but tough instrument. A special blade steel is used for both cutting blades, made of stainless chromium and molybden-alloy. The current Soldier knife is an evolution of the original Soldier—the first official knife of the Swiss Army. Designed by master cutler Karl Elsener and first issued in 1891, this sturdy, multi-functional knife is the standard by which all future Victorinox knives have been measured. It remains, today, the official knife of the Swiss Army. The latest version of the Soldier knife has been ordered by several European military forces.
Victorinox’s multi-purpose knives are also standard equipment for NASA space shuttle astronauts, police and special operations forces worldwide, discerning shooters around the world, and expeditioners around the globe. A multi-tool (or multitool) is any one of a range of portable, versatile hand tools that combines several individual functions in a single unit. The company’s pocket tools (Pocket knives/Multi-Tools) comprise over 400 different models with up to 50 functions are available from stock. Amongst them, heavy-duty models with locking device for blade and screwdriver, especially developed for the police, fire brigades, military and ambulance services. To meet newer requirements, Victorinox has also expanded its range by introducing the Swiss Tool series which is a multi-function plier-jawed tool. Lockheed Martin’s Gyrocam Systems
Lockheed Martin Gyrocam Systems, LLC specialices in optical surveillance systems for land, airborne, expeditionary, and maritime applications for both military and commercial customers. The company provides a complete, integrated surveillance solution for the armed forces’ requirements, including research and design, production, system integration, installation, maintenance and training. With this in mind, Lockheed Martin is dedicated in providing force-multiplying optical sensor systems to meet the current and future requirements of its customers. Lockheed Martin recently completed a series of successful demonstrations of its Gyrocam 15-inch Dual Sensor and 15-inch Triple Sensor in a realistic military maritime environment with the US Navy. The Gyrocam Systems product line include: Gyrocam 9 Series Specifically designed for expeditionary surveillance missions. The Gyrocam 9 Series includes thermal and high-definition colour imaging, laser pointing, geo-location, and eye-safe laser range finder for surveillance targets up to 20km away from the observer. The Gyrocam 9 is specifically designed for expeditionary surveillance missions. The product’s lightweight design makes it Soldier-transportable to the most remote locations. When deployed with the Gyrocam Lightweight Surveillance System (LSS), the Gyrocam 9
is a highly effective, covert surveillance asset. Two models are available–the 9L (with long-wave thermal imaging) and the 9M (with mid-wave thermal imaging). Gyrocam 15 Series Advanced, integrated, gyro-stabilised sensors systems. Through the use of longrange optics, Gyrocam camera systems can magnify up to 100 times what the hu-
Page 8 man eye can resolve. The Gyrocam 15 Series offers multiple optical and laser payload configurations to satisfy different mission requirements across airborne, land, and maritime applications. These configurations can include, but are not limited to, advanced thermal imaging, high-resolution colour, high-definition colour, and nextgeneration night vision technology. Laser illuminator/pointer and laser range finder options are also available to increase mission effectiveness and pinpoint targets in no-light conditions. Because the 15 Series gimbal is gyro-stabilised, movements and vibrations inherent with an image captured on a moving platform are eliminated, rendering clear and “rock solid” images. The Gyrocam 15 has been tested to MIL-STD810F and operates reliably in the harshest environments, from extreme desert heat to cold conditions in the high altitudes of the mountains, without any loss of capability or functionality. Gyrocam Expeditionary Systems Self-contained, complete surveillance systems designed for on-the-spot field deployment. The Gyrocam Lightweight Surveillance System (LSS) provides users with a new and unique portable situational awareness capability. It integrates a state-of-theart colour and thermal imaging system and multiple lasers mounted to a telescoping 24-foot mast, all of which is powered by batteries or the sun. The complete system is light enough to be carried in backpacks and rapidly transported to the most inhospitable locations. The LSS can be set up in less than 15 minutes, allowing the military to instantly monitor any activity within kilometres of their position, in absolute darkness. Perimeter Surveillance System The Gyrocam Perimeter Surveillance System (PSS) is a freestanding, portable, rapid-deployment surveillance system that includes a telescoping 32-foot mast, which can be raised and lowered in minutes, a choice of any Gyrocam optical sensor system, mounting kit, power supplies, and mobile command and control unit. Transportable Surveillance Centre The Gyrocam Transportable Surveillance Centre (TSC) is a turnkey mobile command center designed for rapid deployment and remote operation capabilities. The TSC can be equipped with any Gyrocam optical sensor system, mounted on a freestanding, telescoping 60-foot mast, and integrated with communications equipment for remote C2 activity. The full command centre includes up to two analyst stations, heating, and air conditioning. It is self-contained with power supplied by generator, shore power, or 24-volt backup power.

New Tanks and More Armoured Vehicles for Royal Thai Army The Royal Thai Army is being equipped with new main battle tanks and more armoured vehicles to beef up its firepower and mobility. In August 2013, UkrespectExport has been awarded a contract for the delivery of additional 21 BTR-3E1 armoured personnel carriers (APCs) to the Royal Thai Army (RTA). The contract covers supply of 15 locally assembled BTR-3E1 and six BTR3RK vehicles to Thailand. BTR-3E1 and BTR-3RK are upgraded and modified variants of the BTR-3E1 vehicles, which have been supplied to Thailand since September 2010. To date, Ukraine has reportedly supplied 233 BTR-3E1s to Thailand as part of a
ASEAN Nations to be Featured in Special “Collaboration” Seminar
One of the highlights of this year’s Bangkok show will be an international seminar entitled “ASEAN Defence Industrial Collaboration” which is scheduled on Wednesday, Nov 5, 2013. The special seminar will focus on the ASEAN Security Community–one of the main pillars of the Association of Southeast Asian Nations (ASEAN). The 10 ASEAN member countries will form the “ASEAN Economic Community” (AEC) in
2015. The ASEAN Defence Industry Collaboration (ADIC) is one of the key sectors of the ASEAN Security Community. The seminar’s main objective is to promote collaboration among ASEAN members with regards to defence production. Collaboration will be based on exchanges of experiences, knowledge and technical developments of defence capabilities among member states. Admission to the seminar is free and by invitation only.

Also, in order to jump start part of Thai’s defence industry, the company and the RTA are also discussing the possibility of joint assembly of the BTR-3E1s in Thailand. Based on the BTR-3U Guardian, BTR-3E1 is an 8x8 wheeled armoured vehicle designed to transport infantry troops, arms and supplies to the battlefield, simultaneously offering fire support from a turret mounted gun. Fitted with BM-3 turret, new engine, 14.5mm main gun and one coaxial 7.62mm machine gun, the vehicle is also capable of performing reconnaissance, combat support and patrol missions. BTR3RK is a mobile anti-tank carrier, featuring the four launcher “Barrier”, anti-tank guided missile (ATGM) system and a 12.7mm NSVT machine gun. Shipped from Odesa, Ukraine in the middle of August 2013, the vehicles are scheduled to undergo evaluations prior to entering operational service with the army later in the year. The first production tank MBT T-84 Oplot-M for Thailand was presented in Kharkiv (Ukraine) on June 26, 2013. Earlier, former defence minister ACM Sukumpol Suwanatat and his advisers made a trip to Ukraine in mid October 2012, which included a factory tour of the T-84 Oplot tanks. Successful Testing of Extended-Range Missile Confirms Denel’s Global Leadership Above: A Umkhonto missile launched from one of the test range’s launch pads. Denel’s Umkhonto surface-to-air-missile has successfully destroyed targets at a record range of 20km during a series of tests observed by local and international experts. This was the first live-fire tests carried out on the land-based launcher of the Umkhonto SAM, developed by Denel’s guided weapons division, Denel Dynamics. The tests were conducted, recently, at the Denel Overberg Test Range on the southern tip of Africa. Observers from nine countries joined officials from the Ministry of Defence, Armscor and the SANDF to witness the firing.
“Our local defence industry can develop products that are comparable and better than what is available in the rest of the world,” says Saloojee. “This contributes to the strategic capabilities of the SANDF and strengthens the high-technology proficiencies of the defence sector.”

Riaz Saloojee, Denel Group Chief Executive Officer says the successful testing of the recently modified Umkhonto missile demonstrated the company’s global leadership in the development and manufacturing of guided weapons. This was the first time an integrated air defence system developed entirely in South Africa was demonstrated.
Umkhonto in Service Now The Umkhonto SAM system was developed by Denel Dynamics for the South Afican Navy’s Meko A200-class frigates, and is in service in both Block 1 and Block 2 versions. The Block 2, with a range of 15km, is also used by the Finnish Navy aboard its Hamina-class corvettes and Hämeenmaaclass mine layers. The successful ground-based firing tests proved that the range of the Umkhonto has now been extended to 20km while the physical dimensions of the missile remain unchanged.
The newly-developed ground-based launcher now provides an alternative that can also be used by the South African Army for Phase 2 of its ground-based air defence system (GBADS)–a project that is also managed by Denel. During the demonstration three war-shot missiles successful destroyed low-cost aerial target systems (LOCATS), two at 15km range and one at 20km. The targets were launched from the range and flew out to the sea before turning inshore on an elliptical track. They were engaged by the Umkhonto missiles in their lock-on-after-launch mode. The RSR-320 Radar system, developed by Reutech Radar Systems, provided mid-course guidance updates to get the missiles within the range of their infrared seekers. In collaboration with its Brazilian partners, Denel is also developing and testing a new generation air-to-air missile, the A-Darter.

CZ P-09–Ceska Zbrojovka’s Latest Pride The CZ P-09, a new pistol manufactured by Ceska Zbrojovka of Czechoslovakia that was launched this year, is making its debut at a major Asian defence and security exhibition in the region with its showcase here at the Thai capital. The gun, nicknamed the “Guardian Angel” was developed in cooperation with armed forces from all over the world. In manufacturing the weapon, great detail has been placed to ensure the end user’s shooting comfort as well as accuracy and reliability in shooting is not compromised. The gun is a polymer-framed, hammerfired, full-sized (standard sized) service handgun having an impressive capacity of 19 + 1 rounds in cal 9x19. This feature is unsurpassed by any other 9mm service pistol. Compared to the compact P-07, the P-09 is a full size version of the former. The significant difference between the P-09 and its predecessor, the P-07, is the added barrel length and longer grip frame due to increased magazine capacity. Despite the considerably larger profile, the pistol is unusually well balanced when presented to a target. The Omega DA/SA trigger provides crisp single action trigger break, while providing the safety of a DA first-pull option. Its double action capability allows the first shot to be fired by simply pressing the trigger, with subsequent shots fired single action. The P-09 comes with three interchangeable backstraps along with an integrated 1913 Picatinny rail. These backstraps allow user to customise the pistol’s grip to their hand while retaining the natural point of aim, synonym with all CZ guns. As for the Picatinny rail, it makes the gun adaptable to low-light situations. The small backstrap is flat, while the large backstrap provides the distinctive CZ-75-type hump. The P-09 also has forward cocking serrations on the slide. The pistol was also shown at a sporting guns fair in Manila, Philippines recently.

Thales’s APAR Multi-Function Radar Performs Flawlessly on Danish Frigate The first Sea Acceptance Test (SAT) of Thales’s APAR multifunction radar on the new Iver Huitfeldt-class frigates of the Royal Danish Navy was a success. Thanks to the excellent cooperation with the Danish Defence Acquisition and Logistics Organization, this test could be completed in one week instead of a more usual three weeks. The test was performed with the first APAR delivered to the Royal Danish Navy, installed on HDMS Peter Willemoes. In December 2006, the contract was signed for the delivery of three APAR systems for the Iver Huitfeldt-class frigates. First Dornier 228 NG Delivered to Bangladesh Navy RUAG Aviation has delivered the first of two Dornier 228 New Generation (NG) aircraft to the Bangladesh Navy in June this year while the second unit was delivered at the end of June. The Bangladesh Navy’s Dornier 228 NG will be deployed for maritime air patrol and rescue missions along the country’s 580 km coastline. To ensure that the aircraft fulfil their missions effectively, they have been highly customised with special mission sensor equipment. This includes a 360° surveillance radar, Telephonics RDR1700B radar and operator console as well as HF, VHF/UHF and VHF FM radios. A search-and-rescue (SAR) direction finder, 6 observer seats and 2 bubble windows
–one on either side–further enhance the aircraft’s search and patrol capabilities.
Swiss Company Looks for 40 Dornier Multi-utility Aircraft from India
In a sign of the growing confidence in India’s aircraft manufacturing capabilities, Swiss-German RUAG Aviation is looking to purchase around 40 of the modernised version of the Dornier 228 multi-utility planes from state-owned Hindustan Aeronautics Limited (HAL).
According to Thomas K Schilliger, vice president (Commercial Programmes) at RUAG Aviation, the acquisition will be dependent upon new technology insertions into the aircraft’s manufacturing, for which his company would offer all possible assistance to its Indian partner.
The Bangladesh Navy’s Dornier 228 NG also come equipped with a door that can be opened in flight, as well as a marine marker and life raft. Thailand’s Chaiseri from Tank Tracks to Armoured Vehicles
Chaiseri is Thailand’s specialist for tracks and wheels for armoured vehicles, which has taken part in some of the biggest defence shows and has won businesses in the defence field throughout the world. At present, Chaiseri is one of the major military product suppliers for the Royal Thai Army. Having multiple facilities and experience in various products, Chaiseri has supplied their products to worldwide customers (more than 20 countries) with satisfaction guaranteed. Essentially Chaiseri is a producer of rubber, rubber-to-metal bonded parts, and metal products. Amongst its metal products include ammunition boxes for M19A1, M2A1, and M548 type weapons, and hand guards and magazines for M16 rifle. The company also specialises in wheels and support wheels for all types of tracked armoured vehicles including; US tanks: M41, M42, M48, M60, M88, M-107/110, M-109, M-1, APC M-113, Half Tank M-3, M-16, German tanks: Leopard I and II, British light reconaissance tank: Scorpion, French tanks: AMX13, Leclerc MBT and the Russian APC: BMP3. Chaiseri was also involved in the design and development and manufacture of tracks for Russian tanks: T-54, T-55 and T-59, tracks for Chinese tanks: T-69 and Chinese APC T-85 and track for British tank: Scorpion Track with replaceable pad and rubberised horseshoes. Chaiseri is a specialist in the repair, remanufacture and upgrade of all types of military wheeled vehicles, armoured tracked vehicles, automatic transmissions and engines of up to 2,000hp. Chaiseri introduced its own armoured vehicle design; the First Win 4x4 (FV) in 2009 and the new eight-tonne vehicle have been demonstrated at IDEX-2011 in the UAE. Designed with the insurgency and terrorist activities in Southern Thailand in mind, the vehicle are tailored to the demands of operating in areas where trees are cultivated, leaving no room for a Humvee to penetrate. The FW 4x4 is offered as an APC, a command and reconnaissance vehicle, or an ambulance. To date, 24 of such vehicles have been delivered to the Royal Thai Army and another 10 are being considered as a follow-up order.

Interview with Håkan Buskhe, President and CEO, Saab AB Today: Where do you see growth in the Thai defence market? Buskhe: We see the growth coming principally from meeting the immediate needs of Thai security both over the air and in the seas. There are significant acquisition programmes underway propelled by the necessity to network different forces and make deployment of the forces more efficient and intelligent. A good example is the entire Gripen package and the subsequent networking of the air defence system with the naval system. The growth will, therefore, come in the form of transformation to a high technology defence industry. Today: What role will Thai companies play in Saab’s market approach? Buskhe: We see long term growth being essentially driven by the Thai companies. We believe that it is important for the country and we have already entered into a strategic partnership with AVIA Satcom where we have taken a significant equity. We are transferring technology and know-how to the Thai companies but, more importantly, we are working with them to develop future technologies. Today: How do Saab’s industrial cooperation programmes actually benefit countries such as Thailand? Buskhe: Saab’s industrial cooperation programmes enable the creation of a strong domestic defence industry. This not only helps address national requirements, Thai companies can tomorrow become partners in global programmes since they are building on user experience of their own armed forces. Moreover, there is a very large spillover from all defence programmes into the civilian domain. Technologies being developed for fighter aircraft invariably go much beyond of just defence deployment. Today, there are a host of technologies that we use in everyday life that started off really as a defence system. Finally, and most importantly, it gives countries the ability to choose their technology partners independent of their strategic necessity once the domestic companies start becoming capable of developing their own products and solutions. Our success in some parts of the world is not merely because we are willing to transfer technology and the know-how but also to enable countries to become co-developers of technology.
Today: What role do you expect the regional headquarters in Thailand to play? Buskhe: The Bangkok office will operate as a hub for the region. Saab has offices in Malaysia, Korea, Singapore, Japan, Indonesia and Australia. The advantages in having a regional hub in Thailand are many. We are able to move quickly across the region. Also, most of our partners have some business relationship in Thailand that brings them here. The biggest advantage, of course, lies in the success of the fighter aircraft, airborne surveillance, military aerospace combat and control systems and naval programmes with Thailand which are testimony to the technology, compatibility and service ethos that Saab and Sweden bring to the region. Today: How do you see the ASEAN defence market shaping up? Buskhe: The ASEAN market is among the largest today. We see the ASEAN defence market evolving from dependence on a small group of suppliers based on strategic relationships, to an interest in cutting edge solutions that are customised to the
requirements of the country’s forces. Saab has identified Asia-Pacific as a focus market area where the company will significantly enhance its presence in order to participate in opportunities across the region. The move to deriving greater value and expecting greater value will ensure that the national defence forces give greater emphasis on acquiring solutions that are customised to their requirements rather than simply taking products off the shelf. Further, this will drive the process of indigenisation and localisation as industrial cooperation programmes are given greater national support.

MEADS Multifunction Fire Control Radar Tracks Tactical Ballistic Missile for First Time
In preparation for an upcoming dual-intercept test later this year, a Medium Extended Air Defense System (MEADS) Multifunction Fire Control Radar (MFCR) successfully acquired and tracked a Lance tactical ballistic missile (TBM) at White Sands Missile Range, New Mexico. This was the first attempt by a MEADS radar to track a live TBM. The X-band MFCR detected the Lance TBM soon after launch and maintained Dedicated Track Mode until shortly before
ground impact. This test characterised MFCR performance against a TBM-class target, and demonstrated the radar’s 360-degree rotating mode capability. “No other transportable air and missile defence radar provides the MEADS combination of 360-degree coverage, superior range and positioning flexibility,” said MEADS International President Dave Berganini. “We are looking forward to showing the capability that MEADS radars and launchers can add as part of an integrated air and missile defence network.” Planned for November 2013, MEADS will intercept TBM and air-breathing targets (ABT) attacking at more than 120 degrees to demonstrate capabilities not provided by sectored defences. The MEADS MFCR is a 360-degree
X-band, solid-state, active electronically steered array radar. It provides tracking capability against highly manoeuvrable low-signature threats, including short- and medium-range ballistic missiles, cruise missiles and other air-breathing threats. “The MEADS programme is continuing to meet its commitments,” said MEADS International Executive Vice President Volker Weidemann. “In the past few months, MEADS has successfully demonstrated radar cueing, interoperability with networked NATO systems, certification of the Mode 5 Identification Friend or Foe system, and acquisition and tracking of a TBM during the system’s first attempt.” MEADS International, a multinational joint venture headquartered in Orlando, Florida, is the prime contractor for the MEADS system. Major subcontractors and joint venture partners are MBDA in Italy and Germany, and Lockheed Martin in the United States.

Atlas Elektronik to Supply India Naval Sonars Leading German manufacturer of hightech maritime and naval systems, Atlas Elektronik, is in the process of closing a deal with the Indian Navy for supplying lowfrequency sonar systems for its warships that will help them detect enemy submarines, warships and torpedoes from a long distance. According to Atlas Elektronik lowfrequency sonars will help vessels locate enemy submarines, torpedoes and ships from very long range. The sonar specialist company was optimistic of bagging the contract for the Active Towed Away Sonars (ACTAS) which would be mounted on six Indian Navy warships. They said that the low-frequency sonars with active as well as passive operating systems would help ves-
sels locate enemy submarines, torpedoes and ships from a very long range and take suitable safety measures. Indigenous Capabilities India’s indigenous capabilities in developing and producing a range of sonars and a host of related systems is being carried out with the collaboration of the Defence Research and Development Organisation, Bharat Electronics Limited (BEL) and the Indian Navy. These sonars have been fitted on the Navy’s front line combat ships, sources in the Navy said. The Navy has 14 submarines but only eight are in operation at any given time. While 10 of them are Russian, others were supplied by HDW of Germany.
With over 100 years of experience in maritime technologies, Atlas Elektronik is likely to build more ACTAS systems later in India in partnership with BEL under Transfer of Technology (ToT) clause. Officials said that ACTAS could operate in deep as well as shallow waters. According to Indian Navy officials, with the capabilities of DRDO and BEL, India can develop new Heavy Weight Torpedoes (HWT) and maybe go in for a modern torpedo like SeaHake of Atlas. Torpedo Upgrade Atlas Elektronik is also engaged in upgrading over 64 SUT torpedoes, dubbed the most reliable and safe torpedo in the Navy’s arsenal. This will extend their life cycle by another 15 years, officials said. SUT torpedoes can be used from all Western platforms. The German defence firm is also in the process of modernising the four Shishumar-class submarines, bought from HDW. While two of them have already undergone the upgrade, two others are under the process. Last year, Atlas had set up its Indian subsidiary Atlas Elektronik India Pvt Ltd with headquarters in New Delhi with the aim of intensifying the partnership with the Indian governmental customer and to initiate and expand cooperative ventures with Indian public and private sector units. Since the 1980s, Atlas has worked closely with the Defence Ministry and the Navy, he said citing the example of delivery of four command and weapon control suites for the submarines of the Shishumar-class.
