BANGKOK: Visiting military top brass took time off from the busy schedule of proceedings at the Defense & Security 2013 exhibition to pay a courtesy call on Prime Minister Yingluck Shinawatra at Government House here. Yingluck is also defence minister. Among those who made the courtesy call were Gen Sir Nicholas Houghton, Chief of the Defence Staff, UK Armed Forces, Datuk Raja Mohamed Affandi Raja Mohamed Noor, Malaysian Chief of Army, Lt Gen Wai Lwin of Myanmar, Lt Gen Vo Van Tuan, Deputy Chief of the General Staff, Vietnam People’s Army as well as Rear Admiral Pascal Ausseur from the French Navy. ASEAN defence and security ministers including Malaysian Defence Minister Dato’ Seri Hishammuddin Tun Hussein and Singapore’s Minister of State for Defence Dr Mohamad Maliki Osman also made courtesy calls on the Prime Minister on the first day of the show. Also present were Gen Nipat Thonglek, Permanent Secretary for Defence and Chairman of the Defense & Security 2013 Organising Committee and GML Exhibition Managing Director M Gandhi.

Scanter 4100 Selected for Mid-Life Modernisation of Indonesian Navy Ship Ultra Electronics Command and Control Systems has been contracted by the Republic of Indonesia’s Ministry of Defence for the mid-life modernisation of the first of the Fatahillah Class corvettes. Terma’s SCANTER 4100 radar has been selected by Ultra for integration as part of the new Combat System. Terma and Ultra expect to finalize negotiations this fall, a statement released by Terma said. The SCANTER 4100 systems are considered technologically state-of-the-art and equipped with the newest software and electronics resulting in significant improved performance shared with the SCANTER 6000 radars. The radar supports operation of both UAVs and helicopters and provides unsurpassed small target detection – in close range and up until the radar horizon in all weather conditions. Air targets are detected to 96 nm and sea skimming missiles as they meet the radar horizon. The SCANTER 4100’s high resolution pictures offer unique situational awareness for all missions from Search and Rescue to missile detection.

Victorinox to Incorporate Wenger Designs, Wenger Knives No More Victorinox plans to incorporate pocket knives designed by its subsidiary Wenger, into its range of modern pocket tools to be marketed worldwide beginning next year. With this, the Wenger brand will no longer be in the pocket knife business. “Some commercially viable Wenger designs such as the ranger series will be incorporated into the victorinox catelogue. The others will be discontinued,” Victorinox’s international sales manager Paul Camenzind said. However, the Wenger brand will still be used in the other businesses such as travel gear, he added. Wenger, the other Swiss army pocket knife maker, was bought over by Victorinox in 2005 and since then has operated as company within Victorinox. Victorinox knives are well received by the security forces in the region and many had ordered our products in various popular models and in substantial numbers in the past years and they are still in service with them. This new move will boost Victorinox portfolio of products for both military, security and commercial applications. Denel recently concluded a $345 million (R3.5 billion) contract with Malaysia to supply a range of turrets and integrated weapon systems to be fitted onto infantry combat vehicles. “This has raised our profile in the region and emphasised the quality and versatility of our products and systems,” says Saloojee. “We are widely acknowledged as global leaders in artillery systems and unmanned aerial vehicles and are contributing to some of the most advanced missile development programmes currently in progress,” he says. Among the Denel products that will either be on display or demonstrated are: ●The GA-1 20 X 80mm multi-purpose automatic cannon, manufactured by Denel Land Systems. The rapid-fire weapon has proven its effectiveness in the landward defence arena and on helicopters and its naval-mounted version can be a valuable deterrent in the efforts to combat piracy in the Indian Ocean. Lockheed Martin Gets $113 Million Contract for USAF Helicopter SAR Training Simulators Lockheed Martin has recently been awarded a $113 million contract from the US Air Force (USAF) to design, develop, field and sustain aircrew training devices for HH-60G Pave Hawk search and rescue helicopters. Under the contract, Lockheed Martin will deliver eight HH-60G training simulators, spares and logistics support to the USAF as part of the Pave Hawk Equivalent Distributive Repeatable Operative Simulators (PEDROS) trainer programme. The simulators will be used to prepare aircrews for the full spectrum of personnel recovery, including combat search and rescue missions in multiple environments. “PEDROS brings a unique deployable training and simulation capability directly to the aviation warfighter,” said Monty Watson, director of aviation programmes at Lockheed Martin Missiles and Fire Control.

“We are leveraging manufacturing and logistics support from our Missiles and Fire Control business, as well as design expertise from our Mission Systems and Training business, to support the PEDROS training programme.” The HH-60G PEDROS simulator will be embedded with aircrew squadrons, giving them increased access to training and simulation scenarios, improving aircrew readiness and eliminating the need to travel to training facilities. The simulator reduces aircraft maintenance costs, saves flight hours and includes software upgrades and enhancements that increase speed and capability. It is also re-locatable to support long-term deployments. “Lockheed Martin has a legacy of delivering mission simulation and training systems for H-60 aircraft, including US Army and US Air Force special operations helicopters

and Air Force combat rescue helicopters,” said Vic Torla, business development director for training solutions at Lockheed Martin Mission Systems and Training. “The new HH-60G PEDROS simulators will provide affordable, on-site training options to keep aircrews certified and aircraft available for missions.”

Interview with Ryan Ives, Regional Director Thailand BAE Systems Today: What is the status of BAE Systems’ operations in Southeast Asia? Ives: We’ve been established in the region for many years and we have an installed base of equipment along with opportunities for future business in just about every ASEAN market. Malaysia, Singapore, Thailand, Indonesia and Brunei are all currently seeking a range of defence, aerospace and security solutions and so these are the markets where we currently remain most active. Today: So you see Asia as a market for the future compared to traditional markets in the West? Ives: Compared to the economic situation in Europe and the US, Asia’s economic outlook is distinctly more positive. That’s why you see so many new ‘global’ brands taking a position in the region over recent years. BAE Systems have been active for a long time here so we believe we are well positioned to help our customers develop their capabilities as part of their respective growth and development strategies. Today: What are BAE Systems’ activities in other parts of Asia, such as Japan, South Korea, India, China, and even Australia)? Ives: We have business development and customer support teams resident and active in Japan, South Korea and India. In

fact BAE Systems Australia is the largest defence contractor in that country with circa 6,000 people so our brand presence across the region is significant. We are also keeping a close eye on China for commercial business development opportunities only. The benefit of having global, and extensive regional reach is that the customer benefits manifest themselves across markets. We are able to link like-minded industries and partners to share opportunities and solutions. Today: What are the regional defence and security programmes that have attracted your company in recent years? Ives: With a range of products and services as diverse as ours we are confident that we can deliver solutions for most defence and security needs that may arise. The headline programmes are often related to major platform procurements across land, sea and air, but so much of our business is about supporting equipment, developing capabilities and delivering broader ‘integrated’ solutions that deliver the best possible value for our customers. If you can align the delivery of those solutions to the development long-term industrial partnerships– then your chances of success increase accordingly. We’ve demonstrated that time and again inMalaysia and Thailand and in sundry other markets worldwide.

Today: What is your view and forecast on the defence and security market, both defence and commercial, in the Asia-Pacific region? Ives: The changing face of perceived threats across the region is leading nations to review priorities in terms of how they protect national and regional assets. While the need for ‘front end’ defence products for armed forces, such as land, sea and air systems platforms remains, there is a shifting focus towards the defence of information; intellectual assets and financial and economic systems; ‘Cyber-security’ if you will.

Nexter Munitions is first and foremost the manufacturer of ammunition associated with systems developed by Nexter Systems. Ammunition are designed and qualified at the same time as systems, which guarantees efficiency, reliability and safety for users. The product family includes 155 mm and 105 mm ammunition (and 100 mm naval) for artillery systems, 120 mm and 105 mm ammunition for battle tanks, 90 mm ammunition for armoured vehicles and 40 mm, 30 mm, 25 mm and 20 mm ammunition for lightweight vehicles and guns onboard aircraft, helicopters and ships. After the multi-year contract awarded in December 2009 for medium calibre ammunition for the French Armed Forces, (production of 1,880,000 cartridges to 2016), the French Defence Procurement Agency once again awarded a multi-year contract in 2011 this time covering the needs of the Armed Forces for large calibre practice and combat ammunition for tanks (120 mm and 105 mm) and for CAESAR 155/52cal artilleries (extended range and insensitive version). This contract takes over from the first multi-year contract signed

in 2007 and the recovery plan contract of 2009. Deliveries are planned until 2018. The second and final stage of this contract has been awarded to Nexter Munitions in June 2013 which confirms the confidence of the French State, both the French Defence Procurement Agency and the Armed Forces, in the capabilities of NEXTER Munitions. Particularly, this second stage will be a production kick-off for renewed artillery round family including illuminating and smoke rounds fully compliant with the 155 mm 52 calibre international standard.

CZ-805 Bren–Modular, Multi-Calibre Assault Rifle

CZ-805 is a Czech assault rifle created in 2009 to replace the Sa vz. 58 in the Czech Republic armed forces. In 2010, the CZ 805 was selected as the next standard military rifle for the Czech armed forces, with production contract issued to the famous Czech arms factory CZ-UB in the city of Uherský Brod. The CZ-805 Bren has a weight of 910-855 mm when the butt is extended and 670mm when the butt is folded. It could accommodate 10,20 or 100 round box magazine. The gun uses 5.56x45mm NATO and 7.62x39mm cartridges. In the near future, 6.8mm Remington SPC cartridge will be used. The CZ 805 assault rifle is a modular, multi-calibre design, with an aluminum alloy upper receiver and polymer lower receiver / fire control unit. The magazine housing is a separate detachable unit, which can be replaced in the field as part of a calibre change. The weapon is gas-operated and

features a rotating bolt and a manual gas regulator. The CZ 805 also features quickchange barrels, allowing users to change calibres and barrel lengths according to the mission profile. There are short “carbine”, intermediate “standard”, long “marksman” and heavy “squad automatic” barrels available in each calibre. The fire control unit includes ambidextrous safety/fire selector switch, which permits single shots, 2-round bursts and full automatic fire. Charging handle can also be installed on either side of the weapon, depending on user preferences. In standard configuration, the CZ 805 will use proprietary 5.56x45 calibre 30-round magazines made of translucent polymer. Other magazine housings will allow use of STANAG or HK G36 5.56mm magazines, as well as various 7.62x39mm and 6.8x43mm magazines. The CZ 805 BREN utilises a well-proven locked breech principle with rotating

breech block and its automatic function is driven by combustion gases tapped from the barrel with option of two-stage regulation of piston mechanism. Interchangeable magazine housing secures, besides the use of the original transparent magazine made by CZ and the possibility to use all standard magazines for the M4/M16 weapons. The weapon enables the fire to be conducted in single shots, two round bursts, and full automatic fire. The receiver is fitted as standard with four accessory rails according to MIL -STD -1913. Fully ambidextrous controls together with easily reversible bolt operating handle allow this weapon to be used by left-handed shooters. The chrome-lined barrel ensures very high accuracy and durability. Other than the Czech republic armed forces, the CZ-805 Bren is also bought by the Egyptian and Moldovan governments.

Ceska Awarded in the Entrepreneurial Project of the Year Česká zbrojovka bagged third prize in a prestigious national competition Entrepreneurial Project of the Year 2012. Winners of the competition were announced by CzechInvest and the Ministry of Industry and Trade of the Czech Republic on Oct 3, 2013 in the premises of the New Town Hall, Prague. The Entrepreneurial Project awards the best investment projects of Czech entrepreneurs, supported by the Structural

Funds of the European Union and the state budget, which were carried out in the previous year. Eleven categories were up for grabs in the competition. Česká Zbrojovka won in the Energy Savings category with its project of optimising power consumption and reduction of energy demands in the production of Česká Zbrojovka’s Uherský Brod. Česká Zbrojovka’s project focused on

the reconstruction and modernisation of equipment with the aim of reducing power consumption and transfer losses. Residual energy will be used again in production, which will decrease consumption of input energy sources. Representatives from the government, regions and municipalities as well as prominent personalities from the Czech business community attended the award ceremony.

Caracal CAR 816 Makes Debut

Caracal International has proven itself be one of the must-watched defence company as it introduces its latest assault rifle, the CAR 816 at the Bangkok Show. The weapon uses gas-operated piston system with 5.56 x 45mm calibre, according to NATO specifications. The rifle comes with an option of 10”, 14.5” and 16” of barrel lengths to cater for the end users’ needs. The barrel is made with high quality Cr-Mo steel. It also

has the lengths of 10”, 14.5” and 16” with fully extracted butt stock, height of 228 mm with magazine and height of 68 mm and can accommodate up to 30 rounds of magazine. Page 13 ber grip of M16/M4 interface. It has adjustable 4 position butt stock, interchangeable also using the standard M16/M4 interface. Its muzzle is compatible with M16 Flash suppressor. Other nice touches include an in-house free-floating heavily-vented quad rail with a somewhat teardrop contour to it, putting the side and bottom rails close to the barrel and pushing the top rail up to match the receiver. The rest of the furniture is standard M4 with options for other configurations. Underneath the top rail is an adjustable 2-position gas piston that can be set for standard or suppressed use. The product is arising fast in the Asia, Middle East and some countries in the African region. The CAR 816 is now making its way in the Southeast Asia, presented for the first time BY Caracal International in Defense & Security 2013. Other than the CAR 816, Caracal International is also the leading manufacturer for a wide variety of pistols and rifles for military and defence purposes. Interview with Dan Enstedt, President & CEO, Saab Asia-Pacific Today: What is Saab’s ambition in AsiaPacific and what are the focus areas? Enstedt: The Asia-Pacific market is among the largest today. The defence market in the region is evolving from dependence on a small group of suppliers based on strategic relationships, to an interest in cutting edge solutions that are customised to the requirements of the country’s forces. We are in one of the few places in the world where the market is on the increase with all the countries in the region having an underlying economic growth. Saab has identified Asia-Pacific as a focus market area where the company will significantly enhance its presence in order to participate in opportunities across the region. For Saab, Asia-Pacific is a key market with large growth and partnership potential. Saab is committed to long term engagement in Asia-Pacific to serve and deliver the needs of various countries in the region. Saab products are in use in a number of countries in the region, for example Korea, Japan, China (AIS), Thailand, Malaysia, Singapore, Indonesia, Australia and New Zealand. Currently Saab is engaged in delivering on a number of programmes in Thailand as well as pursuing many individual opportunities in many other countries in the region. All of Saab’s business areas are active in Asia-Pacific, offering high-tech solutions and products such as the Gripen, Skeldar, Remote Towers, C4I, EW (Self Protection Systems), Signature Management, Aeronautical Platforms, Communication Systems, Surveillance systems, Fire Control and Radar Systems. Today: How does Saab expect to differentiate itself in the market? What are the aspirations of the countries in the AsiaPacific do Saab seek to address? Enstedt: Saab’s focus will be on building partnerships with the national industry, encouraging co-development, undertaking

transfer of know-how and capacity building to take advantage of the transferred technology. For example, in Thailand, Saab entered into a strategic partnership with AVIA Satcom by acquiring 37% ownership of the company. The cooperation with AVIA Satcom is in full operation since 2011. This is in harmony with the goals of national governments and armed forces which today seek greater value and give greater emphasis on acquiring defence solutions that are customised to their requirements rather than simply taking products off the shelf. This is driving the process of indigenisation and localisation as industrial cooperation programmes are given greater national support. These meet Saab’s approach of building partnerships in each country and teaming up with national industry. We see ourselves playing a key role in enabling creation of a strong domestic defence industry. This not only helps address national requirements, but companies in the region can tomorrow become partners in global programmes since they are building on user experience of their own armed forces.
