UK Looks for Regional Partners at Defence & Security 2013 Over 25 UK companies involved in some of the most cutting edge technologies in the defence and security sectors are visiting Defense and Security Asia in Bangkok Thailand, many for the first time. The UK theme is “Partnership” as UK companies look to build new industrial joint attendance by UK companies at the exhibition. It reflects the continuing importance of Thailand as a longstanding industrial partner. The UK delegation is led by General Sir Nicholas Houghton, Chief of the Defence Staff for the UK Armed Forces. Royal Thai Army to Beef Up Armour, Firepower and Mobility By M Ghazemy Mahmud The Royal Thai Army plans to buy main battle tanks, more armoured vehicles, self- propelled howitzers and drones to boost the army’s firepower, its Comanderin-Chief Gen Prayuth Chan-ocha said. The list of equipment to be bought also include combat helicopters, engineer vehicles and the modernisation of exisiting weaponry including anti-aircraft gun systems. “As for the military budget in fiscal year 2014, the RTA requires an allocation of about $3.5 billion for personnel emoluments and other expenditure outlays, such as implementation, investment and supporting budgets. The expenditure is in line with the plans to reinforce the combat readiness and to implement the modernisation of the army. This budget has been reduced from the last fiscal year,” he said in an exclusive interview with Asian Defence Journal. He said the future procurement plan has been earmarked for the army’s combat forces. One-third will be spent on high technology weapons upon need. Another one-third will be allocated for repair and maintenance for those equipment in combat forces. For future armament procurement between the year 2014 to 2016, the plan is to procure 196 BTR and 40 main battle tanks (MBT), Gen Prayuth said. Be-
tween the year 2016 to 2018, the plan is to procure military engineer vehicles, 155mm self-propelled howitzers, Unmanned Aerial Vehicles (UAV) for armoured units and the repair of anti-aircraft gun sytems. “The RTA has procured military equipment from both domestic and international industry players in order to achieve interoperability under the strategic ideology of security cooperation in both regional and global stages. Moreover, the procurement process has allowed the RTA to sustain military support and maintenance of all procured equipment, which include the line of production without relying on any specific country. In the near the future, the Ministry of Defence (MOD) and the Royal Thai Armed Forces (RTARF) will go through the process of further developing the national defence industry in order to decrease the procurement of military equipment from foreign countries,” Gen Prayuth said. “The RTA is interested in procuring new MBTs to replace the current M41 deployed in four battalions. The RTA is currently in the process of procuring 49 OPLOT MBTs for one of the four battalions. As for armoured vehicles, the RTA is in the process of procuring 236 BTR fighting vehicles for six infantry battalions from the 2nd Infantry Division. If the RTA is able to receive the allocated budget from the government,
we will be able to efficiently mobilise and execute offensive tactical operations when necessary. Gen Prayuth said the RTA has established a plan for air combat readiness for helicopters and attack helicopters. “Currently, all the services of the RTARF are facing budget constraints. The RTA has addressed this issue by prioritising the allocated budget to develop one out of three fighting components of the RTA in order to efficiently meet the requirements of the prioritised missions such as border defence. Other fighting components will receive the necessary allocations to train and maintain combat readiness; moreover the RTA has also developed a Management Information System (MIS) in conjunction with research and development of logistics to meet the requirements and achieve greatest benefit of the current equipment,” he added. In his message to participants and exhibitors, Gen Prayuth said, “at present, the Royal Thai Army is reqired to adapt and develop itself in all dimensions in order to increase its military potential and capabilities to confront all threats that the nation, as well as the world community, is facing. This will lead to better, and more effective army that can perform its assigned duties of protecting the main institution and safeguarding the people more effectively while mantaining stability and happiness of the Thai nation.”

Defence Technology Institute or DTI has unveiled its latest mock-up of 8x8 armoured vehicle, code named Black Widow Spider 8x8, at Defence & Security 2013 in Bangkok for the first time. DTI has completed technology development phase and displayed their infantry fighting vehicle configuration. The vehicle has been designed to provide protected firepower and mobility. With modularity design concept, the vehicle can integrate various mission payloads, weapon turrets and counter measures as operating environment changes. The monocoque structure constructed from welded steel provides a protection against explosive and anti-tank weapons. An enhanced protection is achieved by add-on armor. It can carry a squad of 11
plus a commande and a gunner with suspended seats. The project takes advantage of Thailand’s global automotive industrial capability through Public-Private Patnership, enabling localised Through-Life support. DTI armored vehicle is in alignment with Prime Minister and Defence Minister Ms Yingluck Shinawatra’s initiative of national research and development strategy. Other key features shown by DTI are realistic shooting simulator and twin-tail rotors VTOL UAV. Victorinox Eyeing New and Repeat Orders from Asian Forces by MG Mahmud
Victorinox, known for its original Swiss Army Knife and of late, various modern pocket tools, is eyeing for more repeat and new contracts for the supply of its specialised knives to several Southeast Asian military and security forces. Victorinox’s Paul Camenzind said: “Our knives are well received by the security forces in the region and many had ordered our products in various popular models and in substantial numbers in the past years and they are still in service with them.” He said the military versions of the various Swiss tools and knives had already attracted the interest of the armed forces of Malaysia, Singapore, Brunei, Indonesia and many other countries in the Asia-Pacific region. Most of this are based on our range of popular knives such as Trailmark, Outrider or Soldier’s knife models. These knives are modified to meet user requirements. “We are working at getting more followon contracts to replenish inventories of existing users and also in getting new large scale user forces,” he said. Major users of Victorinox military knives who issue them to personnel in the thousands include the Malaysian Armed Forces (MAF), the Singapore Armed Forces (SAF) and the Royal Brunei Armed Forces (RBAF).

In Service Now Currently, the Scorpion is in service with the Vietnamese Ministry of Interior, Philippine National Police, Indonesian Armed Forces and the Royal Thai Police. According to CZ spokesman, Jiri Skrabal, the Thai defence ministry is also looking to acquire the weapon to equip its army. The programme is still in negotiation stage and the company is holding its breath for a positive reply from the Thai government possibly by December this year. The CZ Scorpion EVO3 A1, is the third generation of the sub-machine gun of the Scorpion family, which first came into the market in 1960. It is difficult not to admire the gun in 9x19 mm. Among its great features is that it is light, with just 2.77 kg in weight. Also, users could focus on the designated target with both eyes open, giving the sense of awareness of his surroundings. The weapon also comes with a semitransparent magazine, allowing the user to keep track of the number of bullets. A beauty of the magazine is that it is durable, where

Latest Updates On the latest CZ updates, Skrabal also announced that the IPSC shooting team will participate in a competition with the Royal Thai Armed Forces in December this year. CZ is currently holding demonstration of the Scorpion as well as its P-09 Duty guns at its booth, G25 on this year’s Defense & Security exhibition. The demonstration starts at 2.00 pm daily from Nov 4-7, 2013.

Saab’s partnership with AVIA Satcom is a key to increased engagement in Thailand. Saab, through AVIA Satcom, is able to offer products and services by a local company, with locally-developed technology and by local resources. The naval contracts awarded to Saab for retrofitting of the HTMS Naresuanclass frigates and HTMS Chakri Narubet have boosted the partnership significantly. These programmes include significant local content including software development, system integration, verification and test in-
stallation and setting to work. All these are carried out by AVIA Satcom together with Saab. Denel’s Latest Systems Showcase
Denel Group Chief Executive, Riaz Saloojee said on display for the first time in the region is the GI-30 30mm CamGun and the M10 – 60mm breech –loading mortar, both designed and manufactured at Denel Land Systems in Lyttelton. “We are confident that the GI-30 will impress and excite the industry and visitors. It was developed as part of our contract to deliver a world leading infantry combat vehicle for the South African Army.“It will be the main weapon system on the South African Badger ICV but can be easily fitted into other turrets on the market,” says Saloojee. The new systems were first launched at London’s DSEI exhibition last September. Stephan Burger the CEO of Denel Land Systems (DLS) says both the GI-30 and the M10 mortar system are global leaders in their fields with unique features that are not yet available on other systems. The GI-30 is an externally driven electromechanical cannon, utilising a drum-cam to cycle the breech to chamber rounds and extract spent cartridges. This reduces gases in the confines of a turret and improves the controlled firing rate. DLS designed the GI-30 to fire link-less 30 x 173mm ammunition through a dual feeder – a world-first for this kind of weapon. As a single-shot weapon, it is also unique for its sniper mode of operation. It is fired from a closed-breech position, which offers more accurate fire because no movement takes place immediately before the round is fired. It has an effective range of 4 000
metres and can fire up to 100 rounds per minute. The GI-30 CamGun uses SAPHEI, APFSDS (Armoured Piercing Fin-Stabilised Discarding Sabot) and TPT (Target Practice Type) ammunition types, designed and manufactured by Denel PMP, another company in the Denel Group, as well as ammunition from Oerlikon and Nammo. Ammunition is replenished from the supply inside the turret. Burger says the 60mm Long-range mortar system was also developed in parallel with the Badger but can easily be adapted to fit into most standard turrets. Its range of 6 000 metres at sea level makes it’s the world leader in its class. Another unique feature is its range of el-
evation -- from -5° to +70° -- which allows it to be employed in a direct fire application. The M10 long range mortar represents the latest innovation in Denel Land Systems’ well-established and renowned ballistic products. The new features make it an ideal weapon system for peace support operations and the changing nature of modern conflict in urban or other close environments. With its compact size and low recoil (54kN), the mortar can be fitted to light vehicles such as a pickup truck or even a boat. The system can provide a sustained rate of fire of six rounds per minute or eight rounds per minute at one minute intervals – for 250 bombs.

First F-35 for Australia Takes Shape in Fort Worth Lockheed Martin and the Royal Australian Air Force (RAAF) celebrated the beginnings of the first F-35 Lightning II for Australia Oct 7, 2013 at Fort Worth, Texas. The aircraft, designated as AU-1, officially began the mate process, where major components of the aircraft are joined together to form the aircraft’s structure. AU-1 will then make its way down the assembly line and roll out of the factory for delivery to the RAAF in the summer of 2014. Jeff Babione, Lockheed Martin Vice President and Deputy Programme Manager for F-35, highlighted the ongoing partnership between Lockheed Martin and Australia. “Today marks a new beginning for tactical aviation for Australia,” said Babione. “Lockheed Martin is proud of our long and storied relationship with Australian aviation, and now, the F-35 will ensure that the relationship with the RAAF and Australian Industry remains strong for decades to come.” The global supply chain for the F-35 currently has 14 Australian companies under contract and building parts for the F-35. Australian industry is expected to gain up to $6.3 billion in industry opportunities over the life of the F-35 programme. Every F-35 built will have some Australian parts and components.

The occasion also marked a longstanding history between Lockheed Martin and Australia’s Defence Forces, beginning with the Lockheed Vega, F-111 and continuing with the F-35. Australia’s first two F-35s, now in production, will be delivered to the RAAF next year.
The F-35 Lightning II is a fifth generation fighter, combining advanced stealth with fighter speed and agility, advanced mission systems, fully fused sensor information, network-enabled operations and cutting-edge sustainment. Three distinct variants of the F-35 will replace the A-10 and F-16 for the US Air Force, the F/A-18 for the US Navy, the F/A-18 and AV-8B Harrier for the US Marine Corps, and a variety of fighters for at least 10 other countries.

Greater Fire Power With Nexter’s CAESAR
The CAESAR system is now in service in five countries. It is combat proven by the French Army in Afghanistan operation, and has demonstrated its operational capabilities with other users. The French Army has used it under the United Nations operation in Lebanon, and now in service in Saudi Arabia. CAESAR also forms part of other nation’s armed forces namely the Indonesian, Denmark and the Royal Thai Army’s artillery. In October this year, Nexter Systems has been awarded a new contract to provide logistics support services for the French Army’s CAESAR truck-mounted 155 mm self-
propelled howitzers of the French Army. The contract, with estimated cost of $132.7 million will run through a span of nine years. This success demonstrates that the performances of CAESAR satisfy the most demanding requirements from many armed forces. Nexter Systems and its heritage organisations has been working in the defence industry for more than 200 years and the company delivered its first gun in 1764 and has since acquired a very broad know how in guns and artillery systems. Its modern systems are now capable of meeting the requirements of land, naval and air forces.
The Board of Directors of GIAT Industries Approves the SNPE Acquisition Project
The Board of Directors of GIAT Industries, parent company of the Nexter Group, met this Thursday and approved the acquisition of all the equity of the SNPE with the aim of reinforcing and consolidating the industrial sector and also to strengthen the Group supplies. Ultimately, this merger will also promote European consolidation of the powder and explosives sector. This project aims to develop Eurenco (a subsidiary of SNPE) and its expertise for the benefit of all its customers; in this respect it will preserve the autonomy of the SNPE subgroup with regard to Nexter Systems and its subsidiaries. In order for this takeover to take effect in 2013, there still remain steps taken with competition authorities to be concluded as well as regulatory procedures to inform the employee representative bodies associated with them.

Rosoboronexport to Strengthen Ties with Prospective Partners in Southeast Asia Rosoboronexport, a subsidiary of the Rostec State Corporation, will present a wide range of defence equipment for all military services at the Tri-Service Asian Defence & Security Exhibition, Conference and Networking Event “Defencse & Security 2013” to be held in Bangkok on 4-7 November 2013. The greatest interest is expected to be taken in the Gepard 3.9 and Project 11356 frigates, Amur-1650 submarine, Podsolnukh-E over-the-horizon surfacewave radar, Yak-130 combat trainer jet and multi-purpose helicopters as well as BTR-80A armored personnel carrier, a police version of the Tigr armoured car and several modifications of the BMP-3 infantry combat vehicle. A full gamut of Russian anti-air weapons, such as the Buk-M2E mobile and Igla-S man-por-
table air defence missile systems, also have great export potential for SouthEast Asia. Special emphasis will be made on talks with Thailand partners. Military technical cooperation between Russia and Thailand was started in 2009 by delivering the Kalashnikov assault rifles for police forces and continued later by signing contracts for the procurement of the Mi17V-% helicopters and Igla-S man portable air defence missile systems. In 2013 supplementary agreements to already signed contracts were concluded. Rosoboronexport also plans to discuss projects for joint development and marketing of weapons and military equipment and setting up of licenced production with major regional manufacturers. “Nearly half of Russian arms exports
go to the South-East Asia and Asia-Pacific region, but we are sure that there are still many growth areas, considering comprehensive plans of some states for armed forces modernization. We are also prepared to vie for a few niches in new markets even against very strong competition. We have the required experience and, what important is, our equipment effectively performs most critical missions in harsh climatic and combat conditions. When it is really necessary, politics retire into the background” said Viktor Brakunov, head of Rosoboronexport’s external relations department and head of the delegation to the exhibition. Rosoboronexport will also present products of the Zlatoust machine-building plant, in particular the Kedr submachine-gun.

ASELSAN’s Range of HF Radio Communications ASELSAN’s new HF radio equipment has been developed as a part of software defined networking radio development programme. The radios cover the HF band of the frequency spectrum and provide digital secure voice and data communication capability to military users in land, naval and airborne platforms. Available in different configurations for land, naval and airborne platforms, the radios carry the same HF waveforms with TRANSEC and COMSEC capabilities; thus, interoperable for secure communication over HF channels. In this regard, ASELSAN is a major contender in the world with their new HF radio system solution to all strategic and tactical communications requirements for all platforms with full interoperability among the armed forces. The main features that are available to all platform radios are highlighted as: ● HF Radios provide digital communications in the 1.6-30 MHz HF frequency band. Built-in digital encryption is available for both voice and data services in addition to conventional analog operation.
● The radios employ MELPe voice coding in accordance with the specifications of NATO as per STANAG 4591. This advanced voice coding allows high quality digital voice communication in the HF channel providing communications even in the most difficult HF conditions. ● Radios support synchronous, asynchronous and IP data communication using built-in single-tone modem, which accommodates the NATO STANAG 4539, modem waveforms. Available data rates are from 75 bps to 12800 bps. With the use of robust waveform in short message service (SMS) and the Operation Code transmission capabilities, ASELSAN HF radios ensure “last-ditch communications” in very hostile channel conditions even when voice communication is not possible. In the changing HF channel conditions, selection of the operating frequency has a paramount importance. Use of the latest HF Technology for Automatic Channel Selection (ACS) and third generation Automatic Link Establishment (ALE) capabilities enable ease of use and efficient operation.
The NATO STANAG 4538 compliant ACS and ALE implementations greatly reduces the need for employment of experienced HF Radio operators, while the user-friendly man-machine interface (MMI) guarantees ease of use and reduces the need for extensive operator training. Available HF radio configurations include: ● For land: 20W Manpack/Vehicular HF Radios and 150W Vehicular/Base Station HF Radios. ● For naval: 150 W, 400 W and 1000 W HF Radios and VLF-HF Receiver. ● For Airborne: 150 W HF Radio. Developments in digital technology have enabled the use of complex digital modulation techniques, where advanced coding and error correction algorithms have been applied to overcome HF channel difficulties such as fading, multipath and interference inherent with the analog HF radios. Use of software defined radio architecture in the HF radios has enabled interoperability between all forces by the use of the new digital SDR HF waveform.

AW159: New Multirole Military Platform
The AW159 is the new multirole military platform in the 6-tonne category for the 21st century battlefield, building on the pedigree of the Lynx and Super Lynx. Designed with the same attributes that have made these latter the world’s best maritime helicopters in their class, the AW159 is set to claim this title. The strengths of the AW159 have been acknowledged by the UK MoD, that is replacing previous variants of the Lynx helicopter, and the Republic of Korea Navy which will do the same with its Super Lynx MK.99/A. With over 450 aircraft built, the Lynx family has faithfully served almost 20 nations for decades in both maritime and land operational domains, with various versions of the type in operations in Asia, Europe, South America, the Middle East and Africa in the large variety of the most demanding environmental, weather and operational conditions. As the latest and most advanced evolution of the Lynx and now under evaluation also by a number of other governments, the AW159 features a new marinised airframe, greater payload (at least 20% more than any other Lynx version for increased mission effectiveness) and maximum gross weight (6,000kg with a growth option to 6,250kg compared to 5,300kg of the previous Super Lynx series), all new avionics, new mission
sensors and new generation weapon systems. Information superiority is core to the type, bringing together advanced sensors, communications and data management systems. A true force multiplier, the network enabled AW159 have the ability to autonomously detect, identify and engage surface, land and sub-surface targets using a range of modern sensors and advanced weapon systems including a combination of next generation air-to-surface missiles, torpedoes and door-mounted heavy machine guns. The helicopter has a comprehensive and highly capable integrated avionics suite, enabling advanced navigation, communication, theatre integration and stores management functionality. The mission sensor options include a state-of-theart 360° AESA radar, active dipping sonar, electro-optical imaging, electronic surveillance measures and an integrated self-defence capability. Dedicated all new mission systems and avionics with a modern digital glass cockpit for high situational awareness and low crew workload, self-defence suite, engine exhausts with built in IR suppression, strong structure and high degree of crashworthiness as well as two powerful CTS800-4N engines for improved hot & high performance ensure high survivability. The AW159 offers long range (963km) and high endurance (4:30 hrs).
AW159 benefits from an on-condition maintenance policy with scheduled (preventative) maintenance kept to a minimum to reduce operating costs and increased aircraft availability. The AW159 allows reduced lifecycle costs through a reduced number of components with increased service life, enhanced reliability and maintainability and HUMS (Health and Usage Monitoring System) diagnostics system. Considerable cost/effectiveness is ensured by compatibility with ship deck handling and manoeuvring as well as support equipment.
