DEAR FRIENDS AND COLLEAGUES, Four years have already passed since the last ETUC Congress in Paris, and yes time passes indeed very quickly. In Paris the ETUC affiliates, you all, did me the great honour to elect me as President of our proud organisation. Reading back the words of the then outgoing President, my good friend Ignacio Fernández Toxo, I have to admit that times have not been that easy these past four years. Although the ETUC managed to obtain some important results, not in the least the acceptance of the European Pillar of Social Rights, the upcoming European Labour Authority, to name only two, the general political climate has not really improved. Yes the economic situation has improved somewhat, yes there is a more general doubt about the usefulness of austerity measures, but the social situation in our countries has not equally improved. We are today still confronted with global neo-liberal policies and tendencies and continued attacks on social security systems, trade union rights and collective bargaining systems. After the generally successful “Europe needs a Payrise” campaign of the past Congress period, the ETUC is now planning a more general campaign to support overall collective bargaining rights and systems. A much needed campaign because collective bargaining is and remains the core business of trade unions everywhere. So yes there is still much work to do. The newly to be elected Secretariat, together with the new Presidency and the support of all affiliates will have to continue their efforts to transform this Europe of ours into a much more social Europe in which workers rights are finally treated at the same level as the economic market and the financial elements. We also will have to continue to transform the ETUC even more in a real trade union at the European level, not only capable of lobbying, but equally of negotiating and taking action when needed. Trade Unions need to show their strength. This Congress in Vienna comes right in front of important European elections. The ETUC has prepared a concrete list of priorities for the next European parliament. Priorities that very ambitiously want to push Europe in the right direction. For the moment it remains unclear what will be possible in the next period. The rise all over Europe of right wing and populist parties is worrying. Even the extreme right wing, racist and xenophobe parties gain influence and importance. What will be their impact in the European parliament? The traditional fractions will undoubtedly still have a majority, but probably with the need for a much larger coalition. This will also have its effects on the Presidency of the Commission and the Commissioners appointed by the different governments. The fear remains that we will have a general less social climate in both parliament as well as commission. All this means that the ETUC still has a lot of work to achieve. But I am not a pessimist in nature. The trade union movement has always had to fight for the rights of the workers, and this will continue to be the case. The trade union movement is strong and capable of overcoming all difficulties. So I wish the new Secretariat and Presidency all the best and I wish all of you a continued strong support for the ETUC and a very successful Congress. Let’s make the ETUC the motor for a successful and strong and especially social Europe. In solidarity Rudy De Leeuw ETUC President

It is also an enormous privilege because I am proud to work for the trade union movement - to be fighting for higher wages and social justice for working people - and to do so at European level where so many important decisions are taken, and where there is a real battle about the future direction of the European Union. I am proud of what we have achieved in the last four years, but I am very conscious that there is so much more to be done. Superficially we seem to be in a paradoxical situation: Europe is out of the economic crisis but is gripped by social and political doubt. We know very well the reasons - Europe’s economic recovery has not benefitted many working people, many of the new jobs are precarious, inequality has increased, work is no longer a guarantee of a decent life, austerity has damaged public services, national Governments cannot agree a way forward for many of the issues facing Europe today. That is why many working people, and many trade union members, are turning in frustration and anger. It is the responsibility of the trade union movement, the responsibility of all of us, to give back a future to believe in to working people. This is the best way to defend democracy and the European project. Congress takes place at a particularly important time for the European Union - at the start of the European elections opening on May 23. The results will shape the next five years - not only in the composition of the European Parliament but also the appointment of the new European Commission. Whatever the outcome of the elections we must continue to fight for a more social Europe that offers a fairer deal - a renewed social contract - to working people. We must show working people that positive change is possible, and that Europe can be a force for social progress. We must show that extreme nationalism offers no solutions to any of the big issues facing us today. We have achieved some important gains that will help us: the European Pillar of Social Rights, the new - and revised - Directives in the social fields, and the other initiatives coming from the Pillar. Without the ETUC they would not have been achieved. But this can only be the start. We need to keep strengthening the trade union movement, we need to ensure collective bargaining in all EU member states, we need to persuade the EU to go much further in implementing the Social Pillar, in achieving a Just Transition, in defending democracy and ensuring higher wages and quality jobs - and we need to start at Congress by adopting our Action Plan and Manifesto. I wish you all an enjoyable and stimulating Congress, constructive debates and a common commitment to make decisions and work together to achieve a fairer Europe for workers. I thank the ÖGB and all ETUC staff who have made our Congress possible in the beautiful city of Vienna, and all affiliates who will make it a successful Congress. WELCOME MESSAGE
It is an honour to have led the ETUC over the last four years, and an even greater honour if I am elected at Congress to lead our European trade union organisation for another four years.
DEAR COLLEAGUES! It is an honor for the Austrian Trade Union Federation (ÖGB) to welcome the delegates of the ETUC Congress in Vienna. We are very happy for three reasons that this is the venue where the course for the future will be set: First and foremost is the direction of the EU: In a few days, EU citizens will vote for a new parliament. Depending on the outcome of these elections, some important questions will be answered: are we making a turn towards a social Europe? Or are we moving towards a Europe of national egoism, populism and attacks on workers’ rights? In these last days before the elections we have to send a strong signal from Vienna to all voters: Let us use the choice for a social Europe! So that the social pillar is more than just a marketing gag! Let us show that social rights count more than economic freedom! This leads to the second reason: Brexit. Brexit is a typical example of how people are misled by populist politicians. The understandable dissatisfaction of many who witness social injustices, rising rents, and wage and social dumping has been exploited. Once again, it is the workers who are harmed by this Brexit chaos. Rights to social protection, such as occupational health regulations or many participation rights are at stake. Therefore, our full solidarity must be with the workers in the UK - and we will fight side by side with the unions in the TUC! Thirdly, I would like to thank you for the signal you have set by choosing Austria as the congress venue. We have had a new government for more than a year now. It has abandoned the tried and tested Austrian Social Partnership: of employees and employers negotiating at eye level. An example of this was the decision that was made on a working time law which not only makes the 12-hour day a standard case, but also severely restricts the co-determination rights of works council members. The planned reorganisation of the health system will also weaken employee participation - a deeply rooted principle for over 150 years. The European Presidency of the Austrian Federal Government has also been sobering experience from the workers’ point of view. Under the motto “A Europe that protects”, protecting workers from wage and social dumping was not an issue. Here Austria would have a massive need for action: Wage dumping is now more the rule than the exception. More than 50% of the posted workers in the construction sector are cheated out of their wages. The penalties for this are hardly enforceable - in a single border region in Austria, only 2 000 Euros from a total of one million euros in administrative penalties were imposed on Hungarian companies known for wage dumping. Yet still the European Labour Authority was not on the European agenda and could only prevail with much pressure from the unions, the Parliament and the President of the European Commission, Jean Claude Juncker. All of this shows how important it is for us to speak out for the workers with united forces! I look forward to a congress that will point the way and send a strong common message from Vienna to all Europe: We, the unions are fighting for a social Europe, for good work and for a good life for the people of Europe! The Workers’ Group comprises representatives from national trade unions, confederations and sectional federations. Its member represent over 80 trade union organisations - the vast majority of them affiliated to the ETUC or its sectoral federations.

The Workers’ Group key priorities have always been the defence of the fundamental freedoms and labour rights. Over the years, our members have been rapporteurs of many important opinions making recommendations to the European Institutions, as established by the Treaty on the European Union Art. 13.4

The Youth Committee will provide information at its stand about the findings of its projects on fighting precarious employment in Europe, the implementation of European youth employment policies at national level, and coordinating collective bargaining stratagies for improving the conditions of young workers. DATE AND VENUE The ETUC 14th Statutory Congress will take place from 21 to 24 May 2019, in Vienna.
AGENDA R atification of affiliations and observer status decided by the Executive Committee since the 13th Congress. Examination and adoption of the 2015-2019 Activity Report. Amendments to the Constitution. Examination and adoption of the Resolution(s), Manifesto and Action Programme. Elections of the members of the Executive Committee, the President, the Vice-Presidents, the General Secretary, the two Deputy General Secretaries, the three Confederal Secretaries and the five Auditors.
DELEGATIONS The number of delegates from the national trade union confederations will be based on the payment of their membership fee for the year 2019 (first half of the year); and for the European trade union federations, on the basis of their declared membership in 2018. These organisations may designate deputy delegates whose number will not exceed one third of that of their nominated delegates. The Women’s Committee and the Youth Committee will appoint 10 delegates each. The FERPA and the Interregional Trade Union Councils (IRTUCs) are entitled to be represented by 10 delegates each with speaking rights for all and with two votes for each of these two delegations. EUROCADRES is entitled to be represented by 10 delegates with speaking rights for all. E ach member organisation with observer status is entitled to be represented by three delegates with speaking rights. ll organisations must ensure that their delegations reflect the gender composition of A their affiliates. In any event, the difference in numbers of members of either gender in each delegation shall not be higher than one. If a delegation is not gender-balanced, its voting rights will be reduced proportionally. Member organisations are required, wherever possible, to include young people (up to 35 years) in their delegations and a report will be presented to Congress on this matter. Member organisations are entitled to invite a limited number of observers, a maximum of one for organisations with up to 250 000 members, three for organisations with up to 500 000 members and six for organisations with more than 500 000 members.

T he Presidency will be comprised of the Steering Committee. T he Congress will be chaired by the President assisted by two other members of the Presidency. T he Presidency will consider any suggestion or complaint from delegates about the Congress. It may delegate that task to an ETUC officer.
DEBATES All agenda items will be introduced by the General Secretary and the members of the Secretariat, except for the elections which will be introduced by the President. Speaking rights Delegates with speaking rights may take the floor based upon a written request to the Presidency. Delegations will intervene only once during any single debate except if a personal matter is involved. Speaking time Speakers are allowed a maximum of four minutes in each debate. To ease the Congress proceedings, the Presidency can propose to further limit the time allowed for each intervention. Due to time constraints, the Congress Presidency can propose to close the list of speakers or the discussion. In the first case, only the listed speakers and the member of the Secretariat in charge of the particular topic will have the floor. In the second case, only the member of the Secretariat in charge of the particular topic will have the floor. The member of the Secretariat in charge of the particular topic will have the opportunity to present his or her concluding remarks prior to the vote. Points of order A delegate may raise a point of order at any time. The maximum speaking time allowed in this case is three minutes. The ongoing debate will be interrupted, and the motion will be discussed with one speaker in favour and one against, each with a maximum speaking time of two minutes. The motion will then be put to a vote. Emergency resolutions Emergency resolutions pertaining to important or urgent events which are not included in the Congress documents may be submitted to the Presidency by the affiliated organisations until 6 pm on 22 May. The Presidency will meet to study these emergency resolutions and decide whether it is appropriate to recommend them for discussion during the plenary session. For each of those emergency resolutions recommended for discussion in plenary, the proposer will be given three minutes of speaking time followed by a 15-minute debate and a vote. To ease the Congress proceedings, the Presidency can propose to limit the time allowed for emergency resolutions.

Proposals for action, amendments and emergency resolutions which obtain less than two-thirds but more than half of the votes cast will be referred to the Executive Committee for consideration and decision. Elections All mandates expire during the Congress. The General Secretary will make proposals for the composition of the Secretariat, the President and Vice-Presidents. The vote for the election of the President, Vice- Presidents, General Secretary, Deputy General Secretaries, Confederal Secretaries and Auditors will be by secret ballot. At the end of the Congress, the new Executive Committee will meet in order to elect the Steering Committee.

DEFINING THE NUMBER OF DELEGATES 7. At he beginning of the Congress the credential report (prepared by the Secretariat) will be presented. 8. In order to determine the number of delegates, all delegates who registered and signed the list will be considered, whether they are present in the room during the vote or not. 9. In practice, we allow one representative to sign for whole delegation and collect all badges and voting cards. 10. The delegates of the organisations in arrears of payments of affiliation fees for the first half of 2019, will lose their right to vote and will not be counted when verifying the number of delegates. 11. The gender balance will be examined based on the registration list, taking into consideration full delegates. 12. If a delegation is not gender-balanced, its voting rights will be reduced proportionally (delegation of two men/women only will keep one vote, delegation of three men/women only will keep two votes, delegation of four men/women only - two votes, delegation of four comprising 3 men/1woman (or vice-versa) - three votes, etc).

13. The documents will be debated and voted on chapter by chapter :
a) Tuesday, 21 May, afternoon: Introduction and chapter I. b) Wednesday 22 May, morning: chapter 1 and 2, afternoon: chapter 2 and 3. c) Thursday, 23 May, morning: chapter 4, afternoon: chapter 5 and 6. d) Friday, 24 May, morning The Action Programme and the Vienna Manifesto. 14. In order to keep to the timetable, scheduled business not finished during the allocated session will normally be remitted to the EC for later consideration. 15. Organisations that wish to speak to their amendments should notify the Secretariat in advance, so as to be placed on the speakers’ list. They will have the right (time permitting) to one speaker per chapter and may address any or all of their amendments within that chapter. ORDER OF VOTES ON THE AMENDMENTS 16. The Executive Committee recommendations indicate either ‘accept’ or ‘oppose’. 17. ‘Accept’ means the EC supports the amendment. 18. ‘Oppose’ means the EC recommends rejection of the amendment. 19. Voting will take place on the amendment itself, not on the recommendation. 20. As the Congress “shall endeavour to reach the widest possible measure of agreement”, abstentions will be allowed and will be counted to determine if an amendment has obtained two-thirds majority. 21. Voting on the amendments will take place on each of individual amendment within the chapter, followed at the end by the vote on the whole chapter. ELECTIONS OF THE GENERAL SECRETARY, SECRETARIAT, PRESIDENT, VICE-PRESIDENTS AND AUDITORS 22. Elections of the General Secretary, Secretariat, President, Vice-Presidents and the Auditors take place during lunch break on Thursday, 23 May 2019. The voters cast three ballots, one for each of the three elections (General Secretary and Secretariat, President and Vice-Presidents, Auditors), each on a separate ballot paper with the printed names of candidates. The voters tick the box next to the name of candidate(s) they wish to support. When voting has finished, all ballot papers are counted on the counting table, for one election at a time, in the following order 1. General Secretary and Secretariat, 2. President and Vice-Presidents, 3. Auditors, by the tellers from senior ETUC staff. The movers of the candidates can nominate scrutineers to be present and observe the counting. When all ballots are counted and the results agree, the result is transmitted to the President for announcement on Friday, 24 May 2019.
