RICS Emergency Budget Submission: Capital Gains Tax Will Deter New Investors Nearly three quarters of Welsh Chartered Surveyors believe that raising capital gains tax will deter much needed new investment in the property market, according to the Royal Institution of Chartered Surveyors (RICS) in Wales. As part of its emergency budget submission, the professional body is calling on the Government to introduce taper relief* based on the length of time buy-to-let investments have been owned. A total of 77 percent of surveyors in Wales believed that raising CGT would discourage buy-to-let investors in the private rented sector, the third highest ranking region in the UK. Only 15 percent of surveyors disagreed with eight percent still unsure. RICS has also called on the Government to ensure that public sector asset cuts are strategic, sustainable and focused, avoiding a damaging “slash and burn” approach.
Key recommendations include: • The Government must recognise the lead-in times for change in property, and focus on a strategic plan for major, sustainable runningcost savings, while using market intelligence to seize disposal opportunities • Continue mapping the total public sector estate to identify and eradicate surplus properties and inefficient space usage. Accelerate the development and recognition of asset management skills across government, with professional body and private sector help. We can only hope that the government will take note.
RICS Report: House Prices Edge Up In June Commenting on a recent Nationwide House Price Index, Simon Rubinsohn, RICS chief economist said:

Beautiful South once sang, “This could be Rotterdam or anywhere”. Well the way shopping centres attract soulless chains of restaurants, fast food outlets, and High Street brands you could sometimes be forgiven for not knowing which city you were in. What makes Cardiff different to say, Bristol, is that we still have independent shops and restaurants. We are fortunate that St. David’s 2 shopping centre has room for an independent restaurant: ‘Sale Pepe - the Italian Kitchen and Bar’. Owner Simon Kealy (also of ‘The Old Post Office’ restaurant in St. Fagan’s) has opened recently, a haven against the ubiquitous chains. The restaurant uses local, seasonal produce in their risottos, pasta and pizza dishes. A good example of “from field to fork” policies that reduces the food-miles and helps strengthen the local economy. Simon trained as a chef in Italy so in addition to the ‘usual suspects’ he’s also included dishes from the Marche region, no fake accents and dodgy moustaches here for that, “Justa like a mamma use
to make” experience. Italian cuisine has a long tradition of superb vegetarian dishes so ‘veggies’ can also eat here with a clear conscience. Popping in for a quick bite or leisurely “people watch” isn’t a problem as the opening hours are Monday to Sunday, 9.30am to 10pm. The portions are deliciously satisfying and the prices are reasonable (starters £3.80, main dishes £8-£16 and the mouth watering desserts £5). As you would expect the wine list is predominantly Italian. The staff are very friendly and allowed you to take your time and enjoy the food and ambience. I hate it when the staff look bored and uninterested, as if they would rather be elsewhere. It’s never a good advertisement for the quality of the meal. Fortunately, Simon seems to have got the balance right with his team and eating here is an enjoyable experience. As an antidote to the hustle and bustle of life or the “shop till you drop” visitors to St. David’s 2, I would recommend going to Sale Pepe. Good food, reasonably priced, Simon and his team are making a difference to the quality of life and making the “world of shopping experience” a much more palatable experience.

Al Fresco Recipes
Extracts From ‘Picnic Hamper’ By Jane Price
Serves 4-6
200g (7 oz) sun-dried tomatoes 200g (7 oz) marinated black olives 200g (7 oz) marinated eggplant (aubergine), chopped
Preparation Time: 10 minutes Combine the sun-dried tomatoes, olives, eggplant, artichoke and capsicum.
200g (7 oz) marinated artichokes
Toss through the basil.
200g (7 oz) sun-dried capsicum (pepper)
Drizzle with a little balsamic vinegar.
3 tablespoons chopped basil balsamic vinegar, for drizzling
Makes 25 1 tablespoon oil 400g (14 oz) minced (ground) pork 230g (8]/2 oz) tinned water chestnuts, drained and finely chopped 125g (4]/2 oz) tinned bamboo shoots, drained and finely chopped 6 spring onions (scallions), finely chopped 2 tablespoons dry sherry | 1 tablespoon soy sauce | 2 teaspoons sesame oil 2 teaspoons oyster sauce | 2 teaspoons sesame oil | tiny lettuce leaves, such as cos (romaine), iceberg or witlof (chicory/belgian endive) chopped mint, to serve
Sauce 2 tablespoons plum sauce | 1 tablespoon
Preparation Time: 25 minutes Heat the oil in a frying pan or wok, add the pork and cook, stirring, o high heat until brown all over. Break up any lumps of pork with the back of a fork. Add the water chestnuts, bamboo shoots and spring onion. Toss well and cook for 1 minute. Combine the sherry, soy sauce, sesame oil and oyster sauce. Add to the wok, toss well and cook for 2 minutes. Remove from the heat. To make the dipping sauce, combine all the ingredients in a bowl with 2 tablespoons of water. To serve, put about 1 tablespoon of warm pork mixture on each lettuce leaf. Sprinkle with the chopped mint. Drizzle the sauce over the top.

NOTE: The pork can be prepared early in the day and refrigerated. Reheat to serve. The dipping sauce can be mixed the day before and refrigerated.

1 red chilli, thinly sliced 1 tablespoon sesame oil 250g (9 oz) beef eye fillet 7 Lebanese (short) cucumbers
Salad 1/2 lemon grass stem,
white part only, finely chopped 60 ml (2 fl oz/’/4 cup) lime juice 1-2 red chillies, thinly sliced 2O g (3/4 oz) mint, finely chopped 2O g (3/4 oz) coriander (cilantro) leaves, finely chopped 1 tablespoon fish sauce

Combine the marinade ingredients in a bowl. Put the beef eye fillet in a non-metallic bowl, pour in the marinade and refrigerate for 2 hours, or overnight. Allow the meat to return to room temperature before cooking. Heat a barbecue grill plate or chargrill pan and cook the beef. Cook for 7 minutes for medium, or until done to your liking. Allow to cool, then slice into thin strips. Combine the salad ingredients in a bowl and add the beef strips. Cut off the ends of the cucumber and cut into 3 cm (l]/4 inch) thick slices. Using a melon bailer, scoop out the flesh from each slice to make a ‘cup’ about 1 cm (1/2 inch) thick Fill each cup with the Thai beef salad. NOTE: Prepare the salad and scooped out cucumber slices separately and refrigerate, then fill just before serving.

Living The Dream Leona Lewis the biggest British pop star of recent years, winner of The X Factor in 2007 and first female British artist in years to conquer America and the world with a six-million-selling debut album will be Live at the CIA in Cardiff on Monday 5th July. A striking young woman with a strong vocal resemblance to the young Whitney Houston and a large mop of blonde corkscrew curls, Leona was born and raised in the Islington area of North London, she won a talent show at the age of 13 and devoted herself to music thereafter, eventually graduating from the prestigious BRIT School for Performing Arts and Technology. While working as a receptionist and pizza waitress and writing her own material, Lewis auditioned for The X Factor in the summer of 2006 and won by a landslide. Her debut single, a soulful cover of Kelly Clarkson’s ‘A Moment Like This’ was the number one single in the U.K. at the turn of the year, including the coveted ‘Christmas number one.’ Along with her TV-driven U.K. success, Leona signed an American recording deal with Clive Davis’ J Records in February 2007. By the end of the year, she had launched her debut album, Spirit, in England, and watched it go to the top of the charts (along with the single ‘Bleeding Love’). The American release followed in 2008, and with similar success; it reached the top of the Billboard 200 and received a Grammy nomination for Best Pop Album. An impressive CV, for someone from a reality show. But what is Leona Lewis really like? The public perception of Leona is quiet, shy and unassuming. But how accurate is this opinion? It would be great to create vegan clothing and accessories.” Ed: “I understand that you have quite a fondness for Wales, particularly Barry; What did you like best?” Leona: “Yes I love Barry island, I used to come down every weekend as a child, I love the pleasure park but my favourite is Barry Island Quasar.” Ed: “I have to ask about Simon Cowell, is he still as involved with your career, and is he happy with the results so far?” Leona: “Well, I’m very fiery and very passionate. We don’t argue, we debate. He really respects people who know what they want. We’re more alike than you might think.” It may be hard to equate the friendly, gentle Miss Lewis with TVs Mr Nasty, but then, as Leona keeps insisting, “people don’t really know me at all.”

DVD Reviews by Alan Mount
An Embarrassment Of Riches As I have mentioned before in my review column there is no greater supporter of classic British TV of the past than Network DVD who seem to have access to a veritable goldmine of fondly remembered and unfairly forgotten cherishable nuggets from the golden days of the box in the living room long before reality TV became... well, a reality.
The Count of Monte Cristo One of the earliest successes of ITV was the famous ‘Robin Hood’ series starring Richard Greene which is available from Network but their new releases from the late 50’s stable of swashbuckling adventure shows include ‘The Count of Monte Cristo’ which is an absolutely splendid series rich in production values cramming as much action as is possible in each 25 minute episode of which there are 39 in this 5 disc boxset. Based on the novel by Alexandre Dumas George Dolenz plays the fabulously rich Count of the title who battles injustice all over 19th century Europe in stories that are well written and acted and come highly recommended by me.
Sword of Freedom In a similar vein but only available as a Web only release from www.networkdvd.co.uk comes ‘Sword Of Freedom’ set in 16th century Florence at the time of the infamous De Medicis. This features Edmund Purdom as painter Marco del Monte who regularly outwits the villains of the piece with a wit as sharp as his sword. Perhaps not quite so rich in production values as ‘Monte Cristo’, “Sword of Freedom” is probably more well remembered by TV viewers of a certain age who will enjoy looking out for early appearances of TV stalwarts like Patrick( Dr.Who) Troughton and Peter (Jason King) Wyngarde. Again available in a finely packaged boxset of 39 episodes this is your only chance to obtain a real gem of a series which is unlikely ever to be seen again on TV so visit Network’s regularly updated website immediately and discover the treasures it contains.
The War Lord If your taste for finely mounted historical swashbucklers extends to movies as well then you will find few better than Eureka Video’s ‘The War Lord’ which is one of the finest examples of the genre. Charlton Heston brings his usual strength and gravitas to the role of the 11th century Norman warlord sent to maintain peace in a land plagued by invaders only to find that his love for a local maiden pledged to him on her wedding night by an ancient law leads him into severe tests of his courage and loyalty whilst battling both barbarians and his fiercely ambitious brother. Famous for the rousing and unforgettable score by Jerome Moross Eureka’s DVD release of THE WAR LORD is the best this movie has looked since its cinema release in 1965. A superb movie.
The Prime Of Miss Jean Brodie Moving away from the age of swords to the more sedate setting of an Edinburgh School for girls in the 1930’s we have at last the DVD release in the UK for the first time of the 1968 Oscar winning ‘The Prime Of Miss Jean Brodie’. Acorn Media’s August release sees Maggie Smith in her most famous role as the inspirational teacher who leaves an indelible impression on the hearts and minds of the girls she moulds into the ‘crème de la crème’ of the Marcia Blaine Academy whilst simultaneously dealing with the romantic entanglements with male teachers that she faces in her prime. This is a truly exceptional film from director Ronald Neame who died recently at age 99.

Cruise Control By Victoria Patterson Buying a second-hand car can be a minefield, but we caught up with Elliot Lynn, Managing Director of Cardiff Cars, to get the lowdown on what we should be looking out for before parting with that hard-earned cash… Be aware that, in general, German and Japanese vehicles tend to retain their second-hand car value better than others, and I’d advise investing in a diesel car if you’re looking to get the best value for money. Make sure the vehicle is HPI clear - this is a background check that will let you know if the vehicle has been stolen, previously written off, or if there is any outstanding finance. Ensure that the car’s registration and chassis number corresponds with those on the registration document.
Check for any blue smoke coming from the exhaust as this could be a sign of engine wear.
When viewing the vehicle, walk around the car and look at it from all four corners to check for any obvious signs of crash repairs, and check the boot, carpets and around the windows for any water stains that could indicate a leak. BMW 3 Series Check that the condition of the car reflects the mileage, and check that the odometer for numbers that are out of line as this is a sign that the mileage may have been tampered with. Examine the condition of the tyres for tread depth and uneven wear that could indicate the wheels are not correctly aligned. Make sure all the car’s electrical components work correctly - including seats, mirrors and sunroofs.
Ask to see the car’s full service history and any repair receipts - be wary of any refusal to produce these documents. Always test-drive the car yourself. Listen out for any unexpected noises, and make sure the gear changes are smooth, the car drives straight and the brakes are efficient. If you’re buying from a dealership, do your research on the company and check their feedback and testimonials to get an idea of their reputation. Always find out if the car comes with a warranty - and be aware that the Trading Standards Agency states that by-law you are entitled to a 3-month warranty.

A Fun Filled Weekend Bridgend County Show is celebrating, for the first time, three days of fun packed activity full of loads of things to do for visitors and exhibitors. The Show will start with an extra day on Friday 9th July, as well as its annual weekend of Saturday 10th and Sunday 11th July. Bridgend County Show offers visitors a wider range of entertainment with main ring performances and a variety of entertainment to occupy all the family. Visitors will have a choice of livestock to see at the Show this year including a selection of Pigs, Sheep, Goats & Poultry. Secretaries from the Goat Show, Poultry Show and Dog Show will be pleased to discuss their specialities with all visitors to their marquees.
For the last eight years the County Show has been held at Pencoed College. This recent venue has proved very popular attracting visitors from across the UK and abroad. It provides ease of access from the M4 at junction 35 and abundant free parking for many thousands of visitors who attend.

Flat Holm, once a sanctuary for monks, Vikings, Anglo-Saxons, silver miners and smugglers, is now a mix of ruins from bygone eras and modern sustainable living. Life Is A Rollercoaster! A great day....
....or evening out for all the family! Overlooking the beautiful Whitmore Bay, Barry Island Leisure Park has over 30 rides and attractions for all ages. Barry Island's Leisure Park, which featured in the BBC comedy Gavin and Stacey, has been taken over by wellknown funfair family, the Studts. Vernon Studt has spent the last couple of months replacing old equipment and rides with new and exciting attractions for the whole family. The Studt family came over from Bavaria in the 1800s and established themselves as horse dealers before moving into the showground business. Jacob Studt came to Barry and opened a small fairground in Holton Road Barry. Late in the 1880s he opened one of the first fairgrounds on the

sands at Barry Island, which comprised of two small roundabouts and a miniature railway. With such an impressive pedigree I am sure that Vernon Studt will make Barry Island Leisure Park a worthy family attraction once more. Many people now know about Barry Island, thanks to Gavin and Stacey, and this huge TV show has already attracted visitors far and wide. With the Leisure Park now re-opened it’s set to be the place to be seen this summer. The Leisure Park will be open everyday 12.30-8pm during the school holidays and weekends, weather permitting, and with easy access via road and rail and a lovely sandy beach just a minute away, you are guaranteed a fun filled day for the whole family!

‘What's Occurin’ in Barry In Roman times farmsteads existed on the site of Barry Castle and Biglis and there were verbal reports of discovery of a cemetery including lead coffins with scallop-shell decoration. Both St. Baruc's Chapel and St. Nicholas Church have re-used Roman bricks and tiles incorporated in their building fabric. A Roman villa was discovered in Llandough and in 1980 a Roman building consisting of 22 rooms and cellars in four ranges around a central courtyard was excavated at Glan-ymôr and is believed to be a third century building associated with naval activity. The Vikings launched raids in the area and Barry Island was known to be a raider base in 1087. Flat Holm and Steep Holm islands in the Bristol Channel have their name ‘Holm’ name derived from a Scandinavian word for an island in an estuary. In recent years Barry has gained a somewhat dubious reputation, but hopefully with new developments and many visitors, people will realise that Barry has much to offer. Barry enjoys panoramic views of the Bristol Channel, and is close to the rural Vale. It is close enough to Cardiff to enjoy

the resources of the city, but without the disadvantages of having to live in the city. It is large enough to provide its residents with many facilities lacking in some smaller communities. As well as leading High Street brands Barry also retains a high percentage of independently owned retail shops and leisure attractions. From Children's shops such as Smolannys, Ruckley's, Miss Holmes and the newly opened Wish to gift shops, florists and boutiques such as Butterflies, Anastasia Beads, Bryls, and Aspirations. In recent years there has been a lot of development in Barry. The waterfront has already seen new housing developments springing up and earlier this year the Barry Consortium unveiled plans to increase the number of bars and restaurants and leisure facilities too. Of course Barry has seen its profile raised to new levels with the success of Gavin and Stacey. The newly opened leisure park is certain to be a hit this summer and seasoned favourites such as the Barry Island Quasar all add to making Barry a thoroughly entertaining town.

Cymraeg Eich Dewis Chi - Welsh It's Your Choice Over 60% of the world live their lives bilingually. There are 6,912 languages spoken in the world today (not including Klingon). Welsh is the third oldest language spoken in Europe. A greeting in Welsh was included in the 55 languages on the voyager Golden Research chosen to represent Earth when it was launched by NASA in 1977 and has just left the Solar system to travel the stars. Linguists have shown that being bi-lingual can give people a head start by learning another language you and your children will be enhancing your mental abilities. Being bi-lingual makes it easier to learn other languages. But… …we don't speak Welsh Neither do the parents of most of the children in the majority of bi-lingual schools in Wales, and you'll find that most of the children come from English-speaking homes - and they're doing just fine. Even if you don't speak Welsh, your attitude towards the language can make a world of difference. You can still encourage and praise your child's Welsh - ask them to sing

the new song they learned today; watch his/her favourite children's programme on S4C - and ask them to tell you something about them. You may just pick up some Welsh yourself! …what about their English There's no need to worry. If you look at exam results in Wales - even for English language and literature - those in bi-lingual schools are consistently better than the national average. It's been shown that children in bi-lingual schools develop their writing skills more effectively than children in English medium schools. By the time your child leaves school, they'll be fully bi-lingual and be able to follow college or university courses in either or both languages. …won't they be confused Learning languages - even one language - can be a confusing business for children. It's quite normal to hear small children say funny things like "mouses", "hims car", and "I goed". By trying out words, children work out the rules and find out about how languages work. The same sort of thing happens with two languages. Sometimes small children will use the two languages in the same sentence, and say
things like "mine's the beic melyn", and "daddy's reado'r newspaper". It's a normal stage of bilingual development and will pass - it doesn't mean that they can't speak either language properly. Like any other aspect of learning a language, children very quickly categorise words and meanings in the right place. The words may be mixed up, but your child certainly isn't! ‌what about homework? You can help your child with their homework and by making sure that they’re given the time and a place to do it by themselves. They'll be able to tell you about their work in English, and then do it in Welsh. That's not a problem - it could well make it easier for them to understand the subject.

Chicken Nugget Pockets
MAKES 2 2 pitta pocket breads 2 tablespoons low-fat mayonnaise 2 large lettuce leaves, shredded 2 tablespoons corn relish 6 chicken nuggets
MAKES 6 3 English muffins, split in half unsalted butter 3 tablespoons chunky tomato-based pasta sauce 90g cooked bacon, cut into strips 60g grated cheddar cheese 1). Preheat the oven to 240°C (475°F/Gas 8).
1). Carefully split the pocket breads open. 2). Spread the mayonnaise on the inside of the
bread. 3). Fill the bread pockets with lettuce. Spoon
the relish over. 4). Grill (broil) the chicken nuggets for 3 minutes, on each side. Leave to cool. 5). Put the nuggets into the pockets and wrap with baking paper to hold.
Tomato, Tuna and White Bean Pasta
Instant Mini Pizzas
Lightly spread the muffin halves with butter.
MAKES 2 50g small bow-tie or other small pasta 90g chunky tomato-based pasta sauce 100g tinned tuna in spring water, drained 2 tablespoons drained, rinsed tinned cannellini beans 1 teaspoon chopped drained, rinsed capers in brine 1 teaspoon finely chopped basil

Mosaic Picture Frame you will need... Materials: Thick card or pre-cut cardboard mount, scraps of coloured paper, PVA glue or glue stick. Tools: Scissors, Ruler pencil.
1. Cut rectangles of tissue paper measuring approximately 21x19cms. Alternatively you can make the flags any size you prefer.
2. Fold a piece of tissue in half and then in half again. Make little cuts into the folds in the paper - small cuts work best.

Kakuro
How to do ‘Kakuro’ Puzzles Kakuro are similar to crosswords in that there are black cells and white cells. In some of the black cells you will find little numbers which refer to the "run" of cells adjacent to them, either across or down. These little numbers are your clues and are the total to which the numbers you will put into each "run" should add up to. You must fill each run with numbers from 1 to 9, using each number no more than once in each run. For example, if the total of a run must be 4, you cannot use 2+2, but must use 3+1. Use logic to work out the order in which you must write in the numbers so that all the runs are correct. Kakuro puzzles are a little complicated to explain, but if you have a go you will be able to work it out!
