If you’re planning your summer schedule, thinking about your next business trip, or maybe even heading into strategic planning, you’ll be happy to know the Chamber is providing you with seamless, convenient access to a number of new programs. Our refreshed website allows Members to connect with educational programming, networking events, and on-line training opportunities important to the business community. We want to be sure that you have all the tools you need for the best business-building experiences possible. I want to remind you that, believe it or not, your computer screen may be getting in the way of your business success. While we may use technology to stay connected to inventory and existing customers, when it comes to meeting potential business patrons, the digital world obscures the thing that matters most: Trust. To get a pulse on the county’s business professionals, occasionally ditch the laptop for the tabletop. The premise of networking is simple. Before heading into the office, over the lunch hour, or while having a beverage after work is the ideal time frame. It is a low pressure setting where you can actually talk face-to-face. Businesses Look To
DELAWARE COUNTY FASTEST GROWING COUNTY IN THE SOUTHEAST Delaware County Council is committed to sustaining the great businesses that call Delaware County home, and to promote job growth, opportunity and community vitality into the future. As counties across the nation struggle with economic shifts, Delaware County has developed a 10-year Local Economic Development (LED) strategy that provides a roadmap to the future for the county’s economic success. The agency overseeing implementation of that economic strategy is the Delaware County Commerce Center, a one-stop shop for all economic development activity, located at 100 West Sixth Street in Media. The Delaware County Commerce Center assists businesses in many ways, including commercial or industrial property searches, loan incentive programs, workforce development and acting as a liaison to local municipalities and state agencies. When a new business wants to relocate to this region, it is the Commerce Center staff members who highlight why Delaware County is the best location.
Brainstorming for Fast, Effective Results When two refineries closed in Delaware County, it was the Commerce Center staff, under Director of Commerce J. Patrick Killian, who worked to brainstorm alternative uses, working with government off icials and business leaders to turn the situation around. The Commerce Center was at the forefront in the development of a soccer stadium in Chester. “We are proud of our ability to respond quickly to the needs of businesses and will gladly give any company examples of how we are able to take businesses through the relocation or expansion process with ease,” Killian said. The County’s One-Stop Shop In 1990, Delaware County Council created the Commerce Center to manage all existing development agencies. The Commerce Center and its administrative arm, the Economic Development Oversight Board, administer the following: • The Area Loan Organization • The Delaware County Industrial Development Authority • The Delaware County Redevelopment Authority • The Delaware County Industrial Development Corporation • The Waterfront Industrial Development Authority, which owns PPL Park in Chester >> DELAWARE COUNTY REGIONAL NEWS SUMMER 2014

continued from page 7 Many different funding vehicles and programs exist under Pennsylvania law to perform specific development tasks and administer particular programs. In many counties different programs are administered by multiple agencies. In Delaware County, that agency is the Commerce Center. The Commerce Center is the initial point of contact for all state loan programs administered by the Pennsylvania Department of Economic and Community Development, including Pennsylvania Industrial Development Authority loans. The Center, through the county IDA, issues Industrial Revenue Bonds and functions as an Area Loan Organization for state Small Business First Loans. The Commerce Center is part of a multi-county consortium that coordinates federal Small Business Administration lending programs. The Oversight Board administers a local revolving loan fund using federal Community Development Block Grant money, which targets businesses that create jobs under specific federal low to moderate income guidelines. In addition to the wide array of funding programs, the Commerce Center has lead responsibility for all business retention, attraction, site selection and countywide growth. The Redevelopment Authority and Industrial Development Authority both act as sponsoring agencies for State Capital Redevelopment projects. Working with the County Workforce Investment Board,

the Commerce Center was the lead agency in the 10-year Local Economic Development (LED) strategy.
Sustained and Future Growth “In today’s competitive and challenging economy, we felt it was critical for Delaware County to look ahead, and to develop a sound economic strategy that continues the county’s growth in a positive direction,” said County Council Chairman Tom McGarrigle. “We looked to our Commerce Center to position Delaware County to be innovative, competitive and successful. We have many assets in the county, and we understand the timely issues that impact our economic stability that in turn impact our families, our businesses, our schools and our communities.” Killian remarked that the LED positions the county for sustained and future growth and innovation. The initial three priorities of that strategy are: 1. Creating a marketing program 2. Creating a program to improve older commercial districts in the county, and 3. The development of a cutting-edge business incubator. These goals are being addressed by the Center and contracted consultants. Efforts are well underway on all three initiatives. I was very nervous, but I said to myself, I am not here to eat and stand by the wall. I stuck my hand out and said hi, what do you do? I also met one of my first clients who liked the fact that I walked up and said hello.

Getting business owners in one place for networking is nice. But soon you make friends, and your friends become your clients. Then your clients say, ’I have a friend who can help you and send you a referral.‘
