On behalf of the Chamber, welcome back from summer vacation! This edition focuses on the tremendous opportunities, programs, and stories of economic impact in Delaware County. Our partners and county officials recently rolled out a terrific marketing tool at www.delcopa.org which shows our growing economy and the county’s advantage over surrounding competition. Standing as the fifth most populated county in Pennsylvania, Delaware County’s plan helps recent grads interested in business who are seeking out startup assistance. We want to keep them here and not have them go to the city or surrounding counties.

Speaking of startup assistance, we are delighted to highlight the US Small Business Administration’s new loan authorization limit increase. Inside this month’s edition you’ll find more information on the 7a Series Lending. Here are some basic details: Who is eligible? Just about any Small Business operating in the United States. There are a few ineligible industries, and typically small business is defined by the SBA as having 500 or fewer employees. What can the loan be used for? Loan proceeds can be used for long or short term working capital needs, to purchase machinery/equipment, to purchase or renovate real estate for the business, or to refinance existing business debt. Borrowing ability, term and interest rate? Maximum borrowing ability is $5M under this program. Terms are Generally 25 years on property, 10 years on machinery/equipment, and up to 7 years on working capital. Since the loan is only guaranteed by the SBA, the rates are negotiable with the lender. SBA does have ceiling guidelines on allowable interest rates for variable and fixed loans.

Delaware County Council toured the Marcus Hook Industrial Complex (MHIC) on Feb. 3 to witness first-hand the revitalization of the former refinery and discuss Sunoco Logistics’ plans for further development at the site. We are positioned for growth and success.” “The word ‘edge’ implies a position of superiority or preference and is meant to invoke excitement at the many opportunities and advantages in Delaware County,” said Delta consultant Deborah Tollett. “The ‘Get the Edge’ core brand is supported by five sub-brands that represent vital pieces of the overall county’s story that are critical to the brand as a whole.” Councilman McBlain said the “Edge” identity is one piece of an evolving process designed to spark and sustain growth in Delaware County. “This is an evolving process. First we developed the 10-year plan. This unveiling of the brand identity is just one in a series of rollouts,” he said. “The Commerce Center is researching the development of a small business incubator and establishing community improvement zones.” McBlain said that the Local Economic Development Plan targeted the potential for growth on the waterfront. As efforts are made to attract industry to those areas, ‘The Edge’ campaign gives everyone a leg up when they are making their pitch. “It also demonstrates that County Council is committed to fostering economic growth, working right alongside our businesses, universities and workforce. This is a collaboration, meant to give everyone ‘The Edge,’” he said.

Delaware County Commerce Center Delaware County’s visionary leadership is committed to creating a collaborative business environment where businesses can grow and thrive. To effectively facilitate collaboration, the Delaware County Commerce Center has been established as the central location for business and economic development information and assistance in Delaware County. The Delaware County Commerce Center strives to create an innovative economic climate by supporting businesses, encouraging investment, and spurring job creation in all industries. They work directly with companies as a point of contact, guiding companies through available location, financial programs and support services. Certified as an Economic Development Organization by the Pennsylvania Department of Community and Economic Development, the Delaware County Commerce Center provides administration and assistance to most loan and grant programs offered by the state.

This award-winning agency operates as an umbrella organization for the administration of various economic development boards, authorities and certifications including:

■ Delaware County Economic Development Oversight Board (EDOB): Formed by Delaware County Council in 1990, the EDOB is charged with encouraging economic development in the county. This entity does so through facilitating the retention of existing companies, and assisting in the formation of and attraction of new businesses, contributing to the vitality of all economy within Delaware County. As well, it is the management authority for all of the other agencies under the Delaware County Commerce Center.

■ Delaware County Industrial Development Authority (IDA): The IDA is an authority established pursuant to the provisions of the Industrial and Commercial Development Authority Law, and the Economic Development

Finance Law. It is organized for the purpose of encouraging economic growth and development within Delaware County. The IDA issues revenue bonds and notes for the financing of industrial and commercial projects through third party sources.

■ Delaware County Industrial Development Corporation (IDC): The primary function of the IDC is the promotion, encouragement and development of industrial and manufacturing enterprises in the county. It also acts as a conduit for low interest loans made available by the Commonwealth of Pennsylvania’s Industrial Development Authority for eligible businesses.

■ Delaware County Redevelopment Authority (RDA): The RDA acts as the vehicle for condemnation and development within the county. In certain circumstances, it has the power of eminent domain for private development. It also administers the county Brownfield’s pilot program.

Mom-mom’s Applesauce Cake By Doug Eddy, Martindale’s Natural Market

Economic growth in America has been an up and down process, especially for middle class Americans. Trying to make ends meet on a daily basis is a true struggle. One example of this are my grandparents, who struggled to put food on the table while trying to raise three kids on a salary of just a few dollars a day. Because of this my Mom-mom would take seasonal surplus ingredients and make amazing meals. One of my favorite recipes was her applesauce cake. She would take older rotting apples, create applesauce, and then delicious cake from that. Every year we’d enjoy this as a treat at holiday dinners. This recipe is an example of human ingenuity to create culinary surprises when financially pressed. Thanks Mommom! A few added ingredients were added to help spice things up a bit. I’d also encourage you to choose fresh local, organic, and fairly traded ingredients when possible because sustainable choices help the planet and our local economy.

CAKE 1 ¼ cup pearled barley 2 cups all-purpose flour 2 cups sugar (or coconut sugar) 1 ½ cups applesauce ½ cup butter, softened 2 eggs 1 ½ teaspoons baking soda

1 ½ teaspoons ground cinnamon 1 teaspoon vanilla ½ teaspoon baking powder ½ teaspoon sea salt ¼ teaspoon ground allspice ¾ cup golden or Thompson raisins ½ cup chopped pecans

1. Heat oven to 350°F. Grease and flour 13x9-inch baking pan; set aside. 2. Combine all cake ingredients except raisins and pecans in bowl. Beat at low speed, scraping bowl often, until ingredients are moistened. Beat at high speed, scraping bowl often, until smooth. Stir in raisins and pecans. 3. Pour into prepared pan. Bake 35-40 minutes or until center is firm to the touch and edges begin to pull away from sides of pan. Cool completely.

FROSTING 1/3 cup butter 3 cups powdered sugar 1 ½ teaspoons vanilla

2 to 3 tablespoons milk ¼ cup chopped pecans

1. Melt butter in 1-quart saucepan over medium heat. Continue cooking, stirring constantly and watching closely, 4-6 minutes or until butter just starts to turn golden. (Butter will get foamy and bubble.) Remove from heat. Cool completely. 2. Combine browned butter, powdered sugar and vanilla in bowl. Beat at medium speed, gradually adding milk and scraping bowl often, until frosting is smooth and spreadable. Frost cooled cake. Sprinkle with pecans.

Building Healthy Communities in Delaware County As Pennsylvania’s largest Medicaid managed care organization, Keystone First has a rich history of helping people get care, stay well and build healthy communities. In addition to saving money in Delaware County, Keystone First aims to bring money into the area and recirculate it into local businesses. They contract with local vendors and suppliers to deliver on critical business needs, and have developed the Mentor Protégé program to help small businesses become stronger and more vibrant business partners. Using their proven training program, they provide small, disadvantaged, minority- and women-

owned businesses with the tools they need to grow their businesses and thrive in this competitive market. The company has firsthand knowledge about business operations in Delaware County.
