WELCOME

FROM THE DESK OF DAVID BLACK PRESIDENT & CEO

WHEN OBAMACARE (formally the Patient Protection and Affordable Care Act) was debated, the Harrisburg Regional Chamber & CREDC opposed the act because it did nothing to address the drivers of health care costs. These drivers include medical malpractice/tort reform costing consumers malpractice insurance premiums – as well as the costs doctors and hospitals incur for practicing expensive lawsuitavoidance medicine.

care. So what can we do in the Harrisburg Region, an area with exceptional health care facilities and medical professionals? It should start with an educated consumer. We all need to become better educated health care consumers. Because most of us receive health insurance through our employers, we fail to understand the connection of health care to the cost of the premium paid and cost of service provided. We need to be more responsible consumers of health care. A number of us are overweight which leads to a number of diseases, particularly as we age. For some reason, many of us still smoke cigarettes, particularly young people. Someone explained to me the rationale between the proven connections of cardiopulmonary disease and cancer to the “enjoyment” of a cigarette. If your lifestyle includes certain risks you choose to engage in, should you pay more in insurance? My

We all need to become better educated health care consumers. On June 28, 2012, the US Supreme Court ruled that Obamacare was legal. Let’s be clear however, the Patient Protection and Affordable Care Act is about providing insurance coverage for all, not affordable care. It does have some patient protections, but there is no free lunch (or insurance) with this program either. of life of the patient. These are decisions we all need to make for ourselves rather than expecting our children, or even worse, the government to make our decisions based on regulations from the IRS. Discussions, education, and living wills need to be connected to the health care debate. We are blessed in this region with well trained medical professionals and legal counsel who can advise us on these matters. Politically, health care has been on the table many times in the past which is a lousy place to deal with it. We need to face it – health care starts with us and the many decisions on how we live our lives, decisions we can control along with other factors that we cannot. It doesn’t matter how good the health care systems are here if we don’t take care of ourselves. Our decisions also need to play a role in determining costs of both insurance and health care. That should also apply for those who do not have insurance and cannot

afford health care, but will under Obamacare. If we, the taxpayers, are to provide health care for the indigent, they need to take responsibility for their own lives as well. The ability to access quality health care is a reasonable expectation for Americans in the 21st century, however it is not a constitutionally guaranteed right, nor should it be. It must involve individual personal responsibility and reasonable (minimal) government involvement. It must provide the health care industry with the ability to generate money for research and salaries for doctors, medical technicians, and equipment manufacturers. Capitalism helps to drive competition and innovation in health care, which in our case enhances our quality life while creating quality jobs in our region. n

ECONOMIC DEVELOPMENT NEWS

NEW ZEALAND BASED COMPANY EXPANDS TO HERSHEY By Brittany Brock, Finance Specialist

THE LIFE SCIENCES INDUSTRY IN THE REGION CONTINUES TO GROW! Pacific Edge (PEDUSA), a New Zealand based company listed on the NZX, has recently established its US subsidiary in the Hershey Center for Applied Research (HCAR) in Hershey, PA. The new location will house its US headquarters as well as Clinical Laboratory Improvement Amendments (CLIA) certified laboratory. The company plans to begin offering its Cxbladder™ test to urologists in the US early next year and anticipates bringing a significant number of new jobs to Central PA over the next three years. At peak capacity, the company has estimated they will employ up to 100 people in this new business. Pacific Edge is a biomedical company that was founded in 2001 with a goal of developing simple to use, non-invasive, highly accurate diagnostic and prognostic tests for early detection and management of cancer. The company combines state-of-the-art molecular biology, micro-array technology and proteomics with world-class tissue banks and clinical data along with proprietary analytical software to identify unique gene and protein signatures for targeted cancers. The company’s first product is Cxblad-

der™, an easy and accurate method for detecting bladder cancer using a small urine sample. This easy-to-use, non-invasive test is highly accurate and can help in the early detection of bladder cancer and to better monitor and manage a patient’s disease. Pacific Edge is also developing a pipeline of products for the early detection and management of other cancers including gastric and colorectal cancers and melanoma. Pacific Edge has already begun to commercialize Cxbladder™ in New Zealand and Australia. It will soon begin to take Cxbladder™ to the markets in Spain and Portugal which will be followed by other European markets.

The next significant market is the US. The US is of course the largest market opportunity for Pacific Edge and molecular diagnostics is well understood among the clinicians and practitioners. The company has spent significant time and resources preparing for its commercial start-up in the US and is very excited about bringing its advanced technology to the US market. Locating to the Central PA Region was an easy decision for Pacific Edge for a plethora of reasons. It is an ideal geographic location convenient to the Northeast corridor from Washington, DC to Pacific Edge new Boston, MA with a throughput molecular high concentration of diagnostics laboratory. key medical and academic centers. The Hershey Center for Applied Research (HCAR) offers a beautiful suburban setting with access to a well-educated and stable workforce. HCAR also offers stateof-the-art facilities, professional staff, and tremendous resources. “The location is ideal for us, strategically located in close proximity to key major metro areas, medical centers and academic institutions,” says Jackie Walker, CEO of Pacific Edge Diagnostics USA. “The HCAR team has been instrumental in introducing us to outstanding resources at the Penn State Milton S. Hershey Medical Center and the local community, as well as helping to facilitate our construction and commercialization start-up activities. We are excited to work with key urologists in the area and to hire some outstanding employees from the highly skilled regional talent pool in Central PA.” The Hershey Center for Applied Research received a $6 million Redevelopment Assistance Capital Program (RACP) grant, part of

which has been used to help fund the fit out of Pacific Edge’s space. HCAR is located in a Keystone Innovation Zone which enables Pacific Edge to be eligible for state tax credits as well. All of this combined with the close relationship with Penn State Milton S. Hershey Medical Center and Penn State College of Medicine and its wealth of resources make this a perfect location for PEDUSA. Pacific Edge is the second international company to locate to the Hershey Center for Applied Research in the past year. The first company, vivoPharm joined HCAR in September 2011. vivoPharm is a contract research organization from Adelaide, South Australia that provides clinically predictive integrated preclinical services in different disease areas (with a focus on cancer) to the biotechnology and pharmaceutical industries. With construction completed in 2011, vivoPharm now occupies 5,800 square feet of space in Building 1 at HCAR. They expect to employ over 40 people within the

next 18 months. The Hershey Center for Applied Research is a public/private partnership that is leveraging regional assets for the benefit of its tenants. HCAR is a catalyst for the creation of a high technology knowledge community in Central PA. They provide resources and facilities to assist high technology companies, service providers, academic entities, and non profits, from early stage startups to mature companies. The Capital Region Economic Development Corporation (CREDC) has been

instrumental in the development of HCAR since day one. CREDC assisted HCAR in obtaining a $5 million Business in Our Sites loan and grant package in 2006 for the initial construction of Building 1. Additionally, CREDC is currently administering and managing a $6 million Redevelopment Assistance Capital Program (RACP) Grant from the Commonwealth of PA and a $1 million Economic Development Administration (EDA) grant from the Federal Government for various fit-out projects in Building 1. n

of a business is an increasingly more important factor in location/expansion decisions by business leaders. The value of our region's health care resources is a key factor that gives the Harrisburg Region a competitive edge in quality of life issues,” and that is how Dave Black and his team at the Har risburg Regional Chamber & CREDC explain health care resources in site selection discussions with businesses looking to expand or locate here. “Our region,” Black explains, "is home to three outstanding health care organizations that provide businesses, large and small, and their families, with exceptional quality, excellent access, and competitive health care costs.” "All three organizations – the Penn State Milton S. Hershey Medical Center, Holy Spirit Health System, and PinnacleHealth – provide our employers with some of the finest facilities services, and pricing available anywhere. in how our region is perceived as a place to do business." This article looks at all three and how their leaders perceive their institution's roles in keeping our community and our residents healthy and competitive.

Sister Romaine Niemeyer, president and CEO of the Holy Spirit Health System, explained that Central Pennsylvania offers a well travelled and well educated medical community. “Our health care professionals could easily and proudly work in any health system in America; yet they have chosen to serve and work here in the Harrisburg region.” “Frankly,” Sister Romaine emphasized, “there is no reason for residents of our

community to go anywhere else for their health care. Between our three health care systems, we can take care of any health situation that may arise, and do it as well as anywhere in America.” Michael Young, president and CEO at PinnacleHealth in Harrisburg, gained his experience as a health care CEO in diverse markets. Prior to moving to Harrisburg in 2011, he served health care systems in Lancaster, Buffalo, and Atlanta. When asked about the advantages our region has because of our outstanding health care providers, Young explained that for at least the last twenty years, assessing the cost and quality of a community’s health care services has been a critical part of a company’s long-term, strategic planning. “When a company is interested in locating and investing its facilities, equipment and payroll in a community, its CEO usually asks about the community’s schools, then they ask about its health care services: access, costs, and quality. CEOs have a vested interest in the well-being and productivity of their

employees, so they want to know that the region offers easy access to the best care.” “In Central Pennsylvania, the cost of health care is well below national averages and the quality provided is well above national averages. This benefits an employer’s bottom line and makes it more likely that their employees will access care when it’s needed – especially preventive care.”

Dr. Harold Paz is CEO of Penn State Hershey Medical Center, the region’s academic medical center, and dean of Penn State College of Medicine. He noted that our nation will soon face a critical shortage of doctors; perhaps as many as 90,000 doctors short by 2020. “Fortunately for Central Pennsylvania, because of the well-regarded medical school here at Penn State Hershey, and the large numbers of interns, residents and fellows who receive their advanced medical training from us and from the other hospitals in the region, we are able to retain a significant number of our medical residents when they make their decisions on where they are going to practice medicine.” Dr. Paz mentioned that of all the medical schools in the Commonwealth of Pennsylvania, Penn State’s has the highest percentage of graduates who stay and work in Pennsylvania; specifically in Central Pennsylvania.

October 2012 marks the 83rd season of the Harrisburg Symphony Orchestra (HSO). The orchestra was originally established by a group of dedicated volunteers in the throes of the Great Depression. The first concert took place on March 19, 1931 at William Penn High School. The Forum, where HSO currently calls home, was opened during the end of 1931 – and HSO has been playing there ever since. Presently there are 80 players under contract with the Harrisburg Symphony Orchestra. Over the course of a typical season, more than 250 professional musicians will perform with the HSO. Although only eighty-nine percent of the symphony’s musicians live in the Harrisburg region, by virtue of its geographic location, the orchestra has access to a rich pool of professional freelance musicians. These musicians live in large metropolitan areas such as Baltimore, New York City, Philadelphia and Washington D.C. – all within a two to three hour drive of Harrisburg. region. “The city is so livable,” stated Malina. “The quality of life is very high, the cost of living is affordable and most everything my family and I need and want is available.” Now entering his 13th season as Music Director, Malina began playing the piano when he was five years old. When he was in middle school, he discovered that he had the remarkable ability to sight-read music. Malina became the default accompanist for all of his school functions and community shows; this led to him becoming the music director in high school and conducting operas when he attended college. He actually didn’t decide to pursue music as a career until his senior year of college. Maestro Malina has had many great accomplishments over his career, one of which includes winning a Tony Award (with Billy Joel); he was one of the creators (with Twyla Tharp) of the Broadway musical, “Movin’ Out.” Musical talent also runs in Malina’s family. His wife, Marty, played double bass – that is how they met. His 12-year old daughter plays cello and will be playing in

the Harrisburg Symphony Youth Orchestra1 this year; his 10-year old son plays piano. “I teach neither of them,” Malina said. “That would be a recipe for disaster.” Ticket prices for the Harrisburg Symphony Orchestra vary depending on the seating area. Prices range from $12 to $70. Substantial discounts are given to subscribers. To learn more about one of Central Pennsylvania’s cultural cornerstones, its musicians and events, or to purchase tickets please visit www.HarrisburgSymphony.org. n _____________________ 1 The youth symphony was established in 1953 to provide training and the opportunity to perform symphonic music to the youth of Central Pennsylvania. Presently, there are two orchestras: an 80-piece full symphony orchestra made up of high school-age students (conducted by Gregory Woodbridge), and the Junior Youth String Orchestra made up of middle school-age students (conducted by Krista Kriel). Participation is by competitive annual auditions. Young musicians from all over the mid-state participate.
