CONSIDERATIONS FROM DAVID BLACK PRESIDENT & CEO, HARRISBURG REGIONAL CHAMBER & CREDC ROSS SHAFER, THE KEYNOTE SPEAKER AT THE CHAMBER & CREDC’S 2015 ANNUAL DINNER SAID IT. REMEMBER? “IT’S NOT WHO YOU KNOW, IT’S WHO KNOWS YOU.” He was right on target with that comment as a key component of his larger message about being relevant. You might ask, “Then how do I make my business more relevant?” That’s easy; get more involved with the Chamber & CREDC. The Chamber & CREDC has been around the Harrisburg region since 1883 initially as the Board of Trade, and we celebrated 100 years as a chamber of commerce last year. We’ve been and continue to be an integral part of the history and growth of our region. We are still where businesses, not-for-profits and government leaders go for information, for help with financing build-

ings, site selection, referrals to sister agencies like the SBDC or Ben Franklin Technology Partners, for up to date government affairs information and contacts, for networking opportunities and a whole lot more. In June, Governor Wolf joined over 350 members at the Farm Show Complex to talk about his budget and vision for Pennsylvania at our 2015 Governor’s Breakfast. Earlier in April, the Governor and I spent some time together talking about our region and its issues, his budget, our families, and things he wanted to know to help him better understand the region and to be a better Governor. Say what you will about the Governor, but as a long time York County businessman he knows the value and connectedness of chambers of
commerce and the regions they serve. It probably helped that he served as Chair of the York County Chamber as well. We sincerely appreciate his time and his ear. The point is, however, he came to us to both learn and share – another example of someone coming to the Chamber & CREDC for information and insight. Governor Wolf is not the only government leader who welcomes opportunities to interact with the Chamber & CREDC membership. So far this year, we have heard from our State Representatives and State Senators, held roundtables with Congressman Scott Perry, participated in an event for Republican members of the US Senate and US House during their retreat in Hershey. These meetings were not held for political purposes but to share the pulse

and concerns of our region’s business community. We participate in several statewide coalitions like Compete PA, the Coalition for Sustainable Communities, and others. We receive calls from local, state, national and international media outlets who are taking the pulse on our region’s economy, industry clusters, and other issues. We recently were featured in an article in the Reading Eagle about public safety in smaller cities (like Harrisburg) in Pennsylvania and among other comments, we gave a very positive shout out to our Harrisburg Police Chief Tom Carter. We host about 80 events every year where we discuss the economy, human resource issues, marketing and advertising, and any number of other business topics, most with little or no charge for our members. We offer large and small networking opportunities at our major events, as well as smaller (150 of our members on average) monthly Business After Hours at various member locations. We are in the business of our region’s business. We are one of a unique group of about 70 chambers nationwide who have earned the U.S. Chamber’s 5 Star Accreditation, which recognizes our work and the success of our operations. However, we are always looking to learn, to share and to work with partners in moving our region forward economically. We are a resource for our members and our business community. We are the only organization in the region that is focused on building your business AND our region. We are a team, a collaboration of large, medium and small businesses working together, collectively

funding our operation to give the Harrisburg region an identity, focus and sense of community that is so important in being competitive in a more global economy. NEW FACE of the

As one would expect in the Capital Region of the nation’s sixth largest state, there are a wealth of law firms and attorneys practicing throughout the region. Combined, the bar associations in Cumberland and Dauphin County list almost 2,000 individual attorneys as members, with about two-thirds of those attorneys based in Dauphin County. Many of the larger firms are located within walking distance of the Capitol in downtown Harrisburg. (Thirty-two law firms and legal services in the Capital Region are members of the Harrisburg Regional Chamber & CREDC.) 4

Across the Commonwealth of Pennsylvania, now with a population of about 12.8 million, there are about 50,000 attorneys, or 39.2 attorneys per 10,000 residents, which is about the national average. According to a 2011 report by the New York Times, as with almost every state in the nation, Pennsylvania has been and is continuing to graduate many more new attorneys than the market requires. In the case of Pennsylvania, our eight Pennsylvania-based law schools, including two here in the Capital Region (Widener University Commonwealth Law School and Penn State University – Dickinson Law), currently graduate about 1,100 more new attorneys per year than the market requires. But even though law schools across the Commonwealth are reducing class sizes to more accurately match the number of new attorneys with available openings, there are still thousands of young men and women across the Commonwealth who are in the process of completing their undergraduate degrees, studying for and taking their LSATs, and applying to one or many law schools. Even though many Pennsylvania lawyers tend to work well past normal retirement age, there are certainly going to be excellent, entry-level opportunities for newly graduated law school JDs every fall at law firms throughout the Capital Region; opportunities that will give these young, newly-graduated Pennsylvania lawyers the chance to do meaningful research, engage with mentors to learn the legal profession, and eventually become valuable partners in the firms they joined right after passing the bar examination. Three relatively new Harrisburg attorneys, Dana Chilson, Matt Curran, and Nathaniel Flandreau, agreed to be interviewed for this article on the new face of the legal profession

in the Capital Region. Dana Chilson, with the large firm of McNees Wallace & Nurick (100 attorneys in downtown Harrisburg and 130 in total in five other offices), and Nat Flandreau, with the smaller firm of Nauman, Smith, Shissler & Hall (six attorneys at the oldest continuously operating law firm in Harrisburg), are recent graduates of Penn State University – Dickinson Law in Carlisle. Matt Curran, with Rhoads and Sinon (55 attorneys in downtown Harrisburg and another office in Exton), is a recent graduate of Widener University Commonwealth Law School. Each of these new attorneys spent at least one summer as a summer associate with the firm that eventually hired them to come to work after graduation.

to their networks, strong references, writing samples, and, if all works out well, full-time job offers. Of the three new attorneys we interviewed for this article, only Nat Flandreau at Nauman Smith had attorneys in his family. In Nat’s case, both of his parents practice law
opportunities that will give these young, newly-graduated Pennsylvania lawyers the chance to do meaningful research, engage with mentors to learn the legal profession, and eventually become valuable partners. As we talked about how each of them came to work in the Capital Region, in downtown Harrisburg specifically, each of these new attorneys particularly emphasized the time they spent as summer associates. They said their summer associate positions, spent following the first and second years of law school, helped them clarify what kind of law they wanted to practice and the kind of firm they wanted to join upon passing the bar examination. Dana Chilson, in particular, commented the challenge for her was getting the right summer associate experience. Dana explained that she was coached to appreciate the summer associate experience. It is important for the law firm that hires summer associates because they need to use that ten-week summer experience to help it decide whether to give those associates offers of full-time employment, by assessing their fit with the firm’s culture and their ability to be good lawyers. The summer associate’s goal is to evaluate whether that law firm meets their career goals, and also come away from the summer experience with key attorneys to add

in the Philadelphia area. Matt Curran and Dana Chilson had no family or close friends encouraging them to study law. But even for Nat Flandreau, studying law and working for a law firm was really not on his radar. Indeed, after graduating from Penn State with a degree in Psychology, Nat decided to take a year off before determining what he wanted to do. Nat’s a skilled carpenter and had worked summers for a construction company in Delaware County while attending Penn State. “I decided I was not ready to make a decision about law school so I worked at what I knew best, carpentry, until about Christmas when I made up my mind to go to law school,” Nat said. “I have fond memories of hiding out and studying hard for the LSAT. LAW SCHOOLS in the Capital Region The Capital Region is home to two of the eight law schools located in the Commonwealth of Pennsylvania. – Widener University Commonwealth Law School and Penn State University – Dickinson Law.
Widener University Commonwealth Law School is the ABA accredited law school of Widener University. The school operates on two of Widener’s campuses, one in Wilmington, Delaware, and the other in Harrisburg. As of July 1, 2015, the campuses separated into law schools that operate independently of each other, while still remaining part of the university. The 22-acre Harrisburg campus is located minutes from the state capitol and downtown Harrisburg. The campus is also home to the Widener Law & Government Institute, which specializes in the study and improvement of government law. The incoming class of students for fall 2015 for the Juris Doctor (JD), full-time, 3-year, program, is expected to be limited to 75 students. Penn State University – Dickinson Law, located in Carlisle, is one of two independent and fully accredited law schools of the Pennsylvania State University. Dickinson Law in Carlisle offers J.D. and LL.M. degrees. Named for Founding Father John Dickinson, the Law School was opened by Judge John Reed in 1834, making it the seventh oldest law school in the United States and the oldest law school in Pennsylvania. In 2000, Penn State and The Dickinson School of Law merged. Until 2014, Penn State’s Dickinson School of Law operated as a single law school with two campuses – one in Carlisle and one on Penn State’s main campus in State College. In the summer of 2014, Penn State received approval from the ABA to operate the two campuses as two distinct law schools (now known as Penn State Law and Dickinson Law), both of which share the history and achievement of The Dickinson School of Law. about staying in Pittsburgh, near Duquesne University where Dana graduated with a degree in political science, they were looking for a community and a law school that was geographically convenient to their two
West Shore near Camp Hill, but went off to The Ohio State University in Columbus, Ohio on a baseball scholarship, graduating with a degree in finance and planning to get an advanced degree as an architect. As with

For Nat Flandreau, whose parents had met at Dickinson Law in Carlisle, he knew all along where he wanted to study law. It was always Penn State’s Dickinson School of Law in Carlisle. For Dana Chilson, Dickinson Law in Carlisle made sense to her and her future husband, David Chilson. Although they thought
families (located in western and north central Pennsylvania) and that was also convenient to Washington, DC and New York City. “Dickinson Law in Carlisle has a great reputation,” Dana said, “and when I was accepted there, David and I moved to Carlisle. I studied law and David eventually moved his small business from Bradford County to Cumberland County. That’s been home for us ever since.” Matt Curran grew up on the
Dana Chilson, Matt had no first-hand, family connections with the legal profession, but just like Dana, one course at Ohio State proved decisive to his future career choice. “I took a business law course from an adjunct professor who is a prominent Ohio attorney. Prior to that course I had no thoughts about becoming a lawyer, but as the note of thanks I wrote him later said, his course and the way he taught it changed my life. I told him that thanks to him I am now an attorney.” Dana Chilson had a similar one-course experience at Duquesne University. She said, “I was all set to get my Ph.D. in Political Science until I took a constitutional law course as an elective and fell in love with the idea of becoming an attorney.” Based on its outstanding reputation in the Capital Region, Matt Curran decided to attend Widener Law. “Everything I had heard about Widener was positive, “ Matt said, “and so many of the attorneys here in Harrisburg are Widener graduates that it made sense to me to stay here in the Harrisburg Region, close to friends and family. Plus, Widener is just fifteen minutes from home.” Matt Curran admitted, as did Nat Flandreau, that the first year of law school was a challenge, but by the mid-point of that first year, they learned that law school was just what they were hoping it would be, and like Dana

Chilson, they found a law firm to work with that has helped them realize that a career as an attorney is where they were meant to end up. Dana Chilson said that what most impressed her about the constitutional law class she took at Duquesne University was the thought process behind the cases they were studying. “I realized at the end of the course that this is something I could be good at, and so, after passing the LSAT, the rest is history. For David and me, who knew little or nothing about Harrisburg and the Capital Region, this region has been a most pleasant surprise. We love it here. Our home in Shermansdale is perfect for us; it is close to David’s work and an easy commute for me to downtown Harrisburg.” Nat Flandreau is the only one of the three young attorneys who is not married. Like Dana Chilson, Matt Curran married his college sweetheart, Kelly McGee, and they live in Camp Hill. Nat lives in the midtown section of Harrisburg and walks twenty minutes from his home to his office on Third Street across from the Capitol every day. “In the winter,” he said, “I put on my boots and a heavy coat and make the walk regardless of the weather. Midtown is a great place to live and it is rapidly getting better. It is exciting to live in Midtown.” All three of these young attorneys are now working with the firms that gave them summer associate opportunities. Dana spent her first summer with the Pennsylvania Office of the Consumer Advocate, part of the Attorney General’s office, and her second summer at McNees Wallace & Nurick. For Dana, that summer associate experience gave her the opportunity to learn what it would be like to work at

a large firm and what it would be like to live here in the Harrisburg region. Dana, Nat, and Matt commented that their summer associate experiences solidified what they had been taught in law school. That is, that law school shapes the way you think but it does not teach you how to practice law. In the case of all three of these exceptional young attorneys, they are now learning how to practice law through the help of the men and women at their law firms; from a diverse collection of mentors. In Nat Flandreau’s case, he landed a position for his first summer with Judge James Nilon, a Delaware County Court of Common Pleas judge. “For me, working with Judge Nilon for ten weeks that first summer was a real eye-opener. I learned that what happens in a courtroom is not exactly what they were teaching me in the classroom.” Nat spent his second summer at Nauman Smith. Nat said that because of the size of the firm, he understood there was little prospect of a full-time job offer at the end of law school. But for Nat the summer associate position was more about expanding his legal skills: “I had some feelings about what I wanted to do as an attorney but that summer at Nauman Smith gave me an opportunity to experience different parts of the law. Everyone at the firm was just so good about helping me learn.” Then, fortuitously for Nat, one of the firm’s attorneys took a new job in Washington, DC and suddenly there was an opening. “Now two years in, I am starting to come to grips with what I want to specialize in,” Nat said. Nat is also taking Amtrak to Philadelphia two nights per week to take courses at Temple
University Law School. He’s studying for an advanced degree (an LL.M.) in tax law, which is a need his mentors at Nauman Smith identified at their firm. Matt Curran spent both of his law school summers at Rhoads & Sinon in downtown Harrisburg. “They told me,” Matt said, “they had a need for a new attorney with a business finance background and that drove me to want to work for Rhoads & Sinon. While I have been here, I have learned that this is a law firm with long-standing relationships in the business community and even though I have only been here for two years as an associate, trying to specialize in mergers and acquisitions, I have been delighted to learn how this firm’s history ties us into the community. The wealth of experience we have here is exceptional. Here on the twelfth floor in our general business practice, I am surrounded by mentors who have been pivotal in helping me learn how to become a productive attorney.” Although Dana Chilson and Nat Flandreau made similar comments about their experiences with the law firms they are working with and the mentors that are helping them develop their careers, here’s how Matt Curran put it. “I am at the point where I have a lot of good people around me. I am where I am at now because of the people I associate with – family, friends, and co-workers.”

“Make no mistake, CommunityAid is a non-profit with a money problem: we have it and have to give it away. We need the community’s help in finding those worthy non-profits and, specifically, new locations across Pennsylvania to house one of our clothing collection bins,” stated Bob Hauer, Director of Public Relations. “Host a bin and you’ll help a non-profit receive a significant, predictable, and consistent amount of funding without donating a dollar them self.” CommunityAid is a faithbased non-profit organization with the primary purpose of raising funds for distribution to local schools, churches, synagogues, temples and non-profit charitable organizations. They aspire to serve the community by creating good paying jobs and providing onsite training and coaching for
their employees; they desire to improve the quality of life for individuals and families in the community by providing clothing and cash grants directly to their partnerships formed by churches and non-profit charitable organizations. CommunityAid’s executive director and founder, Glenn Chandler, identified a need to assist small non-profits with funding and found his previous experience running thrift stores to be the perfect mechanism. Hauer said, “Glenn believed CommunityAid could empower the non-profits to promote the partnership and encourage clothing donations to their benefit. Chandler also recognized the need for affordable clothing in the communities we serve and to create quality jobs.” “We currently have more than 400 non-profit partners who receive support from

CommunityAid based on donated clothing and the success of our thrift stores,” added Hauer. With nearly 1,000 clothing bins across Pennsylvania and northern Maryland, they receive a significant amount of clothing each year. “Unfortunately, demand for quality clothing (especially for children) continues to exceed what we receive,” he commented. Each clothing collection bin is marked for a specific nonprofit. The more clothing donated into that bin, the more funding the non-profit receives quarterly. “St. Jude Children’s Research Hospital benefits through our partnerships with local radio stations, specifically Bob 94.9 in Harrisburg,” Hauer said. “For one week, Bob 94.9 encourages people to increase their clothing donations into any CommunityAid bin to benefit St. Jude...and the community
backs that cause in a big way.” How can the business community get involved? “The easiest way is to host a CommunityAid clothing collection bin. It takes up no more than a parking place (or the grassy area near a parking place) and provides hundreds to thousands of dollars annually to a local non-profit,” Hauer said. “Choose the local non-profit you’d like to support and we will do the rest. We collect the clothing from those bins 2-3 times a week...or more if necessary. CommunityAid bins are always clean and never overflowing with donations. We need the “stuff ” too much to just let it sit.” Currently, CommunityAid has stores in three locations – Mechanicsburg, Hanover and Selinsgrove. “In late 2015, CommunityAid will open its fourth thrift store, this time in Lancaster. The store will be inside the former Weis Markets along Rohrerstown Road. We anticipate making a grand opening announcement by August or September,” Hauer added. SUMMERTIME IS
CONSTRUCTION TIME

WHEN MOST PEOPLE THINK OF SUMMER, THOUGHTS OF FUN POOL PARTIES, TASTY BARBEQUES, AND EVENING CAMPFIRES OFTEN FILL THEIR HEADS. For me (and hopefully others), images of bumpy pavement, “slow” signs, and orange cones cross my mind because in Pennsylvania, summertime is construction time. This summer, in particular, is already proving to be a busy time for road and bridge construction. Here in our tri-county region, projects are especially plentiful. Whether it’s the replacement of the West Main Street Bridge in Perry County, the resurfacing of Routes 147 and 225 in Dauphin County, or the interchange upgrade of the I-83/PA-581 bottleneck, travelers are bound to come across – and likely be stuck in – multiple construction projects spanning the course of the summer and even into the fall. The increase in activity is largely due to the new transportation dollars provided through Act 89, a comprehensive multi-modal funding plan passed by the General Assembly and signed by the Governor in November 2013 to infuse more funds into Pennsylvania’s crumbling transportation infrastructure system. According to the Pennsylvania Department of Transportation’s (PennDOT) 2014 Annual Report, more than $800 million was invested in additional road and bridge projects. Over 1,600 miles of state roads were repaired and more than 80 additional bridges were improved. By year 5, it is anticipated that more than 10,000 miles of roadway and roughly 7,000 bridges will be improved or rebuilt.

In October 2014, PennDOT partnered with Plenary Walsh Keystone Partners to execute the state’s Rapid Bridge Replacement Project, a Public-Private Partnership (P3) to replace 558 bridges across Pennsylvania. All construction was required to have begun by this summer and must be completed within a 36-month window. Twenty-three bridges in Cumberland, Dauphin, and Perry counties are included on the Final Rapid Bridge Replacement Project Bridge List, which can be found on PennDOT’s website. Act 89 also provided for the creation of a new Multimodal Deputate and Multimodal Transportation Fund, which increased transit funding and established dedicated funding for air, rail (passenger and freight), port, and bicycle-pedestrian projects. In March, the Chamber & CREDC launched Live The Life You Want – an integrated marketing campaign intended to help brand the Harrisburg region and emphasize that the area is a great place to live, work, and play. The campaign focuses on the recruitment and retention of talent by communicating cost of living advantages, quality of life, education, recreational choices, the arts and culture scene, and over 100 active job postings.
The Live The Life You Want website – the hub of the campaign – features local business testimonial videos, personal endorsements of the region, bragging rights about our area, current job posts, and an engaging video of the story of Anna & Ben – two graduates who choose different paths for their future (spoiler alert: one stays in the Harrisburg area and one does not). The campaign also includes social media, public relations, and digital advertising to help increase awareness. Live The Life You Want was inspired by a challenging January 2015 statistic from the Pennsylvania Department of Labor and Industry that there are only .4 available workers per every advertised job opening in this three county region (Dauphin, Cumberland, Perry). There are more jobs available in the region than qualified workers to fill them.

If the talent market is tight then the Harrisburg region runs the risk of not maintaining a competitive edge. The Chamber & CREDC decided to take the lead in identifying methodologies and strategies to address the problem. Local advertising agency Top Flight Media (TFM) was selected for the campaign’s creative and public relations. During the development of Live The Life You Want, the Chamber & CREDC engaged a Blue Ribbon Panel, a strategically-selected group of its most influential large as well as small business partners, to help weigh in on the campaign messaging and tactics.
The Chamber & CREDC is partnering with regional companies in order to promote the site. Currently, Hershey Entertainment & Resorts, Pennsy Supply, PPL Corporation, GIANT Food Stores, LLC, Sara Bozich.com, Capital Blue Cross, Penn State Milton S. Hershey Medical Center, The Burg, Milton Hershey School and Highmark Blue Shield have signed on as partners. Partner companies will receive a

dedicated page on the site that includes information along with a custom video specific to their trade/company. The HERSHEY HARRISBURG REGIONAL VISITORS BUREAU has hired a new vice president of operations, Sue Kunisky, to fill the void left by Sharon Altland, who is now leading the Pennsylvania Farm Show Complex and Expo Center.
