COMMUNITY overview

Otsego County is located in southcentral New York, 60 miles northeast (via I-88) of Binghamton, 70 miles southwest (via I-88) of Albany, and 65 miles south of Utica. Oneonta, the only designated city in Otsego, is located along four exits of I-88. Cooperstown, the County Seat, is located just twenty miles north of Oneonta. The current population of Otsego County is stable at 61,000. Oneonta’s population is now at 14,000. The village of Cooperstown has a population of about 1,800.

TraNspOrTaTiON – Commercial Air Service is available in Albany, Binghamton, Rome, and Syracuse and Otsego County is served by two relatively small airports: Oneonta airport (391 Airport Road, Box 721, Oneonta, NY 13820; 607-431-1076) and Cooperstown-Westville airport (982 State Route 166, Cooperstown, NY 13326; 607-286-9013).

The county transit system, Otsego Express (“Gus the Bus”) provides countywide service on a fixed route system. Oneonta public Transit (OpT) operates between Cooperstown and Oneonta hourly in addition to providing bus service in and around Oneonta. The Village of Cooperstown operates a trolley to transport visitors from perimeter parking lots on Routes 80 and 28 to the National Baseball Hall of Fame and Museum and other points of interest.

MEdia – Otsego County is served by one daily newspaper, The Daily Star, and by several weekly newspapers, The Freeman’s Journal, Hometown Oneonta, and The Cooperstown Crier. The county is home to Townsquare Media, which operates WZOZ (103.1 FM), WKXZ (93.9 FM), WDOS (730 AM) and WSRK (103.9 FM). Also serving most of Otsego County is WCDO (1490 AM / 100.9 FM) in Sidney.

GOVErNMENT – Otsego County is governed by the 14-member Otsego County Board of Representatives. These representatives annually elect a chairman from their membership who serves as Otsego County’s Chief Elected Official. The Board creates, develops, and enacts legislation through a series of standing committees.

The City of Oneonta operates under the City Manager-Council form of government. The City Manager is the Chief Executive Officer and the Chief Administrative Officer. The Common Council is made up of eight Councilors, with one elected from each of the eight wards.

Otsego County has one city, Oneonta, 24 towns, which are are governed by town boards (which consist of a supervisor and four council members), and ten villages, each governed by a Board of Trustees (the Mayor and two to six trustees).

ENErGY – Otsego County is generally served by the New York State Electric and Gas (NYSEG) Corporation, a Rochester-based subsidiary of Iberdrola USA. NYSEG serves approximately 85-87% of the Otsego County’s population. The Otsego Electric Cooperative serves the remainder of the county.

HisTOrY – The rolling-hill country of southcentral New York was home to the Iroquois League of Nations, which lived throughout southern New York and the Mohawk Valley from at least 1450 CE, but recent archeological findings indicate the presence of native people as early as 4,500 BCE in the area known today as Otsego County.

White settlers are documented to have arrived at Cherry Valley in 1740 in the NE corner of Otsego County. For the first several decades – until the Revolutionary War brought an influx of settlers into southcentral New York – the total population of settlers in what was to become Otsego County did not exceed 900 settlers.

Otsego County was one of three counties split off from Montgomery (the other two being Herkimer and Tioga). Otsego County was officially established on February 16, 1791, with Cooperstown as its county seat, although at the time the village of Cherry Valley was much larger. The original county consisted of three large townships: Cherry Valley in the northeast, Otsego in the northwest, and Harpersfield in the south.

By 1830, the population reached 51,361. Between 1792 and 1849, the 24 towns that exist today were formed. During the Civil War period, the county’s population reached nearly 60,000 where it has remained during the last century and a half.

In its early years, Otsego County was a national leader in the production of hops for breweries.

Inexpensive water power encouraged the import of cotton to produce textiles at numerous mills.

Until the 1880s, Otsego County remained agrarian and isolated.

It was not until the arrival of the railroad that the county began to change. Several railroads were constructed, including the Albany and Susquehanna, later called the Delaware and Hudson, an interurban line that extended from 7

Oneonta to the Mohawk Valley, and the Ulster & Delaware Railroad which brought freight and passengers to and from the Hudson Valley and Oneonta. After 1865, with the location of a large roundhouse and several repair shops, the railroad helped transform Oneonta into a growing and prosperous village.

Small factories also prospered in the area.

Railroads eventually declined in importance. Passenger train service stopped in Oneonta in early 1963. To replace the economic significance of the railroad, new jobs

and prosperity were created by Oneonta’s successful encouragement of growth for Hartwick College and the State University College at Oneonta. arEa TOpOGrapHY, WaTEr, sOil aNd WEaTHEr – Otsego County, located in the foothills of the northern and western fringe of the Catskill Mountains, comprises just over 1,000 square miles. The county’s hilly terrain includes numerous small mountains, all less than 1,000 feet in height.

The headwaters of the North Branch of the Susquehanna River flow south from Otsego Lake into the Catskill Mountains in a southwesterly direction. Along with Otsego, there are three other lakes in the county – Canadarago, Gilbert, and Goodyear.

Winters are typically brisk and snowy. Spring is short, going from chilly days to warm ones over just three or four weeks. Anyone who has ever lived in or visited Otsego County will tell you that we have great summers, day after day of warm days and cool nights. Fall is a long, beautiful season, marked by spectacular foliage displays and steady, warm daytime temperatures.

Otsego County is home to a diverse mixture of industrial, manufacturing, and hightech enterprises, existing side-by-side with retail, educational, and healthcare institutions – and with 1,000 square miles of land there is plenty of room for new businesses to grow and prosper in Otsego County. The wide variety of products manufactured here includes communications equipment, integrated circuits, pharmaceuticals, transportation equipment, plastic, wood and rubber products, and food and beverage processors.

MaNufaCTuriNG – Opportunities abound for companies to build upon Otsego County’s current base of electronics, plastics, medical manufacturing and healthcare facilities in order to capitalize on the cluster of relevant technology companies being launched in the Capital Region, New York City area, and New Jersey. aGriCulTurE – In recognition of the important role agriculture plays in the economic and cultural life of the residents of Otsego County, the County Agricultural and Farmland Protection Board, with assistance from the County Planning Department, has developed an impressive plan to protect, preserve, and enhance agriculture and family farming.

BusiNEss parks – There are three designated industrial parks in Otsego County, including the Pony Farm and River Corp Industrial parks in Oneonta, conveniently located on I-88. The Richfield Business Park, under development in Richfield Springs is on Route 20, and is less than 12 miles from the New York State Thruway.

OTsEGO NOW – Otsego County, New York is poised for an economic boom, and Otsego Now, an impressive partnership of the key economic development organizations in Otsego County, is positioned to help it grow. Otsego Now is made up of the County of Otsego Industrial Development Agency (COIDA), the Otsego County Capital Resource Corporation (OCCRC), and the Otsego Now Workforce Training Center. Otsego Now’s mission is to attract and retain business investment from established and growing firms that will bring high-paying skilled jobs to our community.

larGE EMplOYErs – Otsego County’s largest employers – our hospitals, colleges, and insurance companies – equally contribute to Otsego County’s economic activity; consistently giving Otsego County one of the lowest unemployment rates in central New York State.

Complementing these larger-employer jobs is a high percentage of employment in the construction industry, and also in the retail and service sectors. Service occupations make up 17% of the jobs in the county, and retail jobs are nearly 11%.

although the population of Otsego County is just over 61,000, we are fortunate to be served by two major hospitals (in Cooperstown and in Oneonta), several nursing homes, and numerous inpatient and outpatient clinics, along with several specialized facilities. MajOr HEalTH faCiliTiEs – All of the residents of Otsego County are served by the Bassett Healthcare Network, which connects comprehensive care and related services to people living throughout central New York. The hub of Bassett’s network is the Bassett Medical Center in Cooperstown, which, in addition to traditional hospital-based care such as a birthing center and inpatient medical and surgical care, also offers sophisticated outpatient diagnostic and treatment capabilities.

Bassett Medical Center is where people in the region come for advanced care, such as: open-heart surgery, daVinci robot-assisted surgery, specialized cancer treatment, advanced vascular care, trauma care, neurosurgery, and advanced orthopedic and spine care. This nationally recognized tertiary care hospital houses the Bassett Heart Care Institute and the Bassett Cancer Institute.

In addition to Bassett Medical Center in Cooperstown, Bassett Healthcare Network operates four other community hospitals: A.O. Fox Memorial Hospital in Oneonta, Cobleskill Regional Hospital, O’Connor Hospital, and Little Falls Hospital.

The Bassett Medical Group also staffs over two dozen community-based primary care centers throughout eight counties. Bassett’s 20 school-based health centers across four counties provide medical, mental health and preventive dental care to children.

OTHEr HEalTH faCiliTiEs – Otsego County government maintains a Public Health Nursing Service and FOCUS Rehabilitation and Nursing Care. In the private sector, there are the Clara Welch Thanksgiving Home, Oneonta Nursing and Rehabilitation Center, The Plains at Parish Homestead, Robynwood Home, Hampshire House, and several smaller facilities.

COMMuNiTY rEsOurCEs – For families and individuals with special needs, Otsego County offers abundant resources, including Pathfinder Village and The Arc Otsego. pathfinder Village, located in Edmeston, is one of the premier settings for the care and treatment of citizens – mostly young – with Down syndrome. The 19 building, 187-acre campus is designed as a village, containing residences, diagnostic and treatment centers, vocational training centers and socialization techniques and training.

The arc Otsego offers a comprehensive network of community-based programs and services to over 450 individuals, of all ages, with a trained and dedicated staff that encourages participation in all aspects of community life.

Please see the “Human Service Agency” category on page 40 in the Buyers’ Guide section of this book for a list of resource providers. a CariNG COMMuNiTY – The Family Services Association, Salvation Army, the Boys and Girls Club, Habitat for Humanity and several churches are very active in fulfilling community needs. Meal programs are held six days a week in Oneonta.

The Community Connections Food Bank – supplying food pantries to 12 locations across Otsego County – and several other hard-working organizations, are all part of the effort to alleviate hardship and poverty in Otsego County, improving the quality of life for all residents.

Otsego County has long had a solid reputation for outstanding educational facilities, complete with well-equipped and professionally staffed public schools, an excellent selection of private schools for all ages, and two outstanding colleges.

priVaTE sCHOOls – There are six private schools in Otsego County, serving various age groups, including two, Lighthouse Christian Academy and Oneonta Community Christian School, that serve all grades.

• The Brookwood School, Cooperstown • Pathfinder Village School, Edmeston • Lighthouse Christian Academy, • Oneonta Community Christian Oneonta School, Oneonta HiGHEr EduCaTiON – Otsego County may not be all that large in terms of our population but we are home to two exceptional colleges – Hartwick College (1,500 undergraduate students) and SUNY Oneonta (5,800 undergraduate students) Hartwick College in Oneonta is a nondenominational, private, four-year liberal arts and sciences college. The college dates back to 1797 when Hartwick Seminary was founded as the first Lutheran seminary in America with the proceeds of John Christopher Hartwick’s will. In 1927, Hartwick Seminary expanded into a four-year college and was offered land

by the city of Oneonta to move to the current location. Hartwick College annually attracts students from about 30 states and 22 countries.

Hartwick College offers 31 majors leading to a Bachelor of Arts or Bachelor of Science degree. In addition, it offers 11 special minors (minors also are available in almost every major); pre-professional programs in law, medicine, engineering and allied health professions; and five cooperative programs in engineering, law, business, and physical and occupational therapy. Hartwick’s three-year bachelor”s degree program allows qualified students to receive a degree in three years, as opposed to the traditional four. Since its launch in 2009, the program has sparked national interest for cost savings and quality.

SUNY Oneonta, located in Oneonta on a gorgeous, wooded campus, is a highly selective college offering their students a variety of liberal arts and sciences majors, pre-professional, and teacher preparation programs, and provides a wide range of bachelor’s and graduate degree programs.

Many of their academic programs hold additional national accreditations, including those in Business Economics, Education, Music Industry, Human Ecology, Dietetics and Chemistry.

SUNY Oneonta was ranked No. 16 on the 2014 U.S. News and World Report list of “Best Colleges in the North,” and named to Kiplinger’s Personal Finance magazine’s list of "100 Best Values in Public Colleges” for eight years running.

Over 3,000 students live in the 15 residence halls. Dining services at SUNY Oneonta are offered by Sodexo, and the college’s residential dining halls were the first in the country designed specifically for Sodexo’s Campus Crossroads program.

HaNds-ON lEarNiNG Hartwick College’s Center for Craft food & Beverage (CCfB), New York state’s first and only brewing industry resource for testing, education, and business development, supports small and mid-sized breweries, malthouses, farms and other craft food and beverage producers. services provided by the Hartwick College CCfB include quality testing for beer and brewing raw materials, technical support, and training.

The center provides Hartwick students with experiential learning opportunities, including internships for current students who are interested in gaining hands on experience in the development, analysis, and testing of food and beverages.

The Hartwick College CCfB is partially funded by a grant from the appalachian regional Commission.

The College was also awarded an incentive from Empire state development Corporation through New York state’s Consolidated funding application process.

Each year about half a million visitors travel to Otsego County to visit the world famous village of Cooperstown, home of the baseball of fame, and the home of one of America’s best known early writers, James Fenimore Cooper. Even if baseball is not “your thing,” (but who would admit that?), the village of Cooperstown, at the southern end of picturesque Otsego Lake, is well worth your time. A walk about the village brings you past lovely Victorian homes, gardens, village shops, and a great deal of history. Within or close to the village you’ll find:

The National Baseball Hall of fame and Museum is every fan’s “Field of Dreams,” with three memory-filled floors payingtribute to the game of baseball. The Hall of Fame is open daily year round with the exception of Thanksgiving, Christmas and New Year’s Day. The fenimore art Museum, operated by the New York State Historical Association, presents changing and permanent exhibitions of American Folk Art, North American Indian art and artifacts, Hudson River School and 19th-century genre paintings, and American photography.

tic, historic buildings on the grounds, including a tavern, a farmstead, a printing office, a pharmacy, a blacksmith’s shop, a doctor’s office and a general store. The Farmers’ Museum is home to the Empire State Carousel, a hand-crafted merrygo-round which celebrates New York State’s history, culture and environment. legendary Baseball – Cooperstown is the home of the Abner Doubleday Field, the first baseball diamond in the United States (1839). Players of all ages travel from across America and from many foreign countries to play day games (no lights) on Doubleday Field. Cooperstown Dreams Park, home of the American Youth Baseball Hall of Fame, is a major summer baseball destination for young players (12 and older). The park is a baseball tournament facility with weekly tournaments involving 96 teams. Players spend a week at Cooperstown Dreams Park learning, practicing, and playing baseball. It is the opportunity of a lifetime, and a must-experience for any child who loves baseball! Cooperstown All Star Village is a world-class family baseball resort located just outside the birthplace of baseball, Cooperstown, New York. Their baseball summer camp offers tournaments on major league style baseball fields for kids.

parks, CaMpGrOuNds & WaTEr aTTraCTiONs – Otsego County owns and manages 3,600 acres of county forests and parks. These lands are managed for forest products, preservation of wildlife, camping, picnicking, hiking, and other activities. There are 16 county-owned sites. In addition, the county maintains several forests, which contain more than 40 miles of woodland roads, providing venues for hiking, snowmobiling, cross-country skiing, horseback riding, and paths for ATVs. sTaTE parks – There are more than a dozen private campgrounds in the county, in addition to these four outstanding state parks: Gilbert lake state park is one of the largest state parks in central New York.

Camping facilities include cabins, electrical hookups, and primitive campsites.

Glimmerglass state park, located on beautiful Otsego Lake in northern Otsego County, has nearly 600 acres of land developed for picnicking, camping, hiking.

The Wilbur and Betty davis state park in Westford is just a short drive from Cooperstown and features an extensive network of hiking trails and a woodland stream. robert V. riddell state park offers more than 1,000 acres of forested woodlands in the Susquehanna River valley near I-88.

WaTEr aTTraCTiONs – Otsego, Goodyear, Canadarago, and other smaller lakes comprise over 6,800 acres of water surface available for outdoor activities. One can sail, fish, motor, or ski on nearly every lake. The lakes support all the traditional game and pan fish, along with these added incentives: the famed Otsego Bass (a form of Cisco or lake whitefish) and landlocked salmon are present in Otsego Lake, while Canadarago Lake is home to the Tiger Muskie, a hybrid of the Northern Pike and Muskellunge. The Susquehanna River, its tributaries, and many smaller creeks (300 miles of trout streams) make an excellent fish habitat, which supports bass, walleye, bullhead, trout and pan fish. Taking advantage of the Susquehanna River, the General Clinton Canoe Regatta, the nation’s best flatwater canoe race, attracts a highly appreciative national and international audience.

It has an inhouse production company, The Oneonta Theatre Stage Players, shows movies, and hosts musical and arts productions.

The foothills performing arts and Civic Center – Located in downtown Oneonta, this state-of-the-art performing arts and cultural center provides southcentral New York with top flight performing arts, modern educational and conference facilities, and a home for many of the area’s existing arts groups and artists.

MusiC The Glimmerglass festival – The Festival, an annual summer season of operas at the Alice Busch Opera Theater on Otsego Lake eight miles north of Cooperstown, is the second-largest summer opera festival in the United States.

The Cooperstown Chamber Music festival – The Festival offers an opportunity to hear internationally renowned artists performing a rich and innovative repertoire of masterworks, lesser known treasures, and contemporary compositions.

The Catskill symphony Orchestra – Typically holds five concerts per season, under the direction of Maestro Charles Schneider, to an audience of over 3,500 patrons.

The Catskill Choral society – This Oneonta-based chorus of more than eighty men and women draws members from surrounding communities and provides workshops, apprenticeships, competitions, chamber singers, and more.
