Currently, Jalisco is a state that stands out in México by its business force, directed by great leaders that transformed their dreams into a reality that created jobs, wealth and welfare to society. In this edition, you will meet six entrepreneurs with great careers that made a positive contribution to the integral development of our state and our country. It is my pleasure to present in this issue a special interview to a great leader that thanks to his legacy, heritage, cultural vision and business undertaking in the academic world, made the world turn around to see Jalisco; Raúl Padilla. Information technologies revolutionized the way of doing business, and even more, they have modified the way of living and creating a society. This issue dedicates a great part of its content to top ted (Technology, Entrepreneurship and Development) where Jalisco and Mexico create more and more edge-cutting proposals.
Luckily, we had the collaboration of the Inter-American Development Bank’s cio, Nuria Simo, who tells us about the technological transformation to promote innovation in Latin America. The work of the Ministry of Innovation, Science and Technology (sicyt by its Spanish acronym) is also very important. Headed by Jaime Reyes Robles, whose achievement is narrated in this pages, as well as the way in which he consolidated our state as the Capital of Innovation. A section that you should read carefully is “Entrepreneurs”. There you will read about the marvelous stories of young entrepreneurs that are making a difference in the business world thanks to their new way of facing challenges and giving solutions. TECHNOLOGICAL TRANSFORMATION TO PROMOTE INNOVATION IN LATIN AMERICA AND THE CARIBBEAN - Nuria Simó, cio of the Inter-American Development Bank -
After almost a decade of economic growth, Latin America and the Caribbean need more innovation to advance their levels of development and reduce inequality. To do so, countries should take action to improve competitiveness, bringing innovation to all levels, and generating an increase in productivity; the great unfinished business of our region.
To support the transformation our economies need, the Inter-American Development Bank (idb) is conducting a thorough internal technological renovation to improve processes and corporate and operational systems. These improvements will allow the idb to manage development projects more efficiently by supporting, facilitating collaboration with customers. In order to meet the needs of governments and businesses, which require more and better solutions in these times of macroeconomic uncertainty, we have addressed a profound renewal that is based on four main pillars: 1. Redesign corporate processes and replace several outdated systems in 2015 for financial, procurement and budget management.
This process will continue in 2016 with the incorporation of human resources management. 2. Redesign the operational processes and replace several outdated systems using the latest available technology, the new system is being developed in phases with deployments that began in early 2014 and will continue until the end of 2016. 3. Migration to systems using cloud technology for all employees of the Bank, giving our institution greater flexibility and agility to respond to the challenges of the region in the coming years. 4. Renew the management of data and information by adopting the latest technology and providing users with self-service tools to design and get their own reports and dashboards; and
promote open data and the use of analytics to better manage resources and decision-making based on high quality information. As Chief Information Officer of the idb since April 2014, I am pleased with the progress in each of these four pillars. I am also proud of the information technology team that, with their professionalism and commitment to the region, has made possible this in depth renewal. However, changes do not end here: the digital revolution offers a unique opportunity for the idb to support countries and companies in Latin America and the Caribbean to innovate and create opportunities to boost productivity and regional integration.

We all have wondered what the future awaits us and how must we prepare for this challenge. Like never before, the digital economy of the 21st century will allow the world citizens to define and improve their surrounding, learning, collaboration and exchanges in a local and global way, influencing with greater autonomy in their future.

Jeremy Rifkin (2014), in his work The Zero Marginal Cost Society, The Internet of Things, the collaborative commons and the eclipse of capitalism, speaks of a change in the economic paradigm. The innovation and the information and communication technologies (ict) have generated an efficiency level in the elaboration and delivery of goods and services that make the marginal production cost tends to zero; let’s consider the current cost of producing and delivering music or books in Internet. This new model implies challenges and opportunities for those people that have participated for years in the chain of traditional value: edition, style correction, printers, wholesalers, retailers, etc. This applies to other sectors and raises the need to redefine the business models. The Internet of Things (IoT) is a technological paradigm that will allow communication and interaction of the digital, physical and the virtual like never before, thus, their use will offer greater visibility, efficiency and convenient decision-making in diverse fields. The IoT European Research Cluster (ierc) is an organism whose aim is to address the large potential for IoT-based capabilities and to coordinate the

convergence of ongoing activities of all actors; it also describes possible applications and binds together information on global projects. In Mexico, there’s are an increasing interest and ongoing specific actions from the government, academy, chambers, associations and industry in the subjects of innovation, ict, Internet of Things, entrepreneurship, digital inclusion and other elements that define a digital economy. Faced with this scenario, the network collaboration is the most important concept since it applies for people and things. The trend is that everything will be “smart”, in other words, it is expected an intelligent performance based on information. The government’s main challenge will be to ease the citizen’s access to Internet; the academy will have the mission to understand the opportunities for the young and professionals in the new economy, to offer them guidance and the proper training. The main challenge of the industry is to identify the competitive advantages and the sustainable business models, whereas the young face the challenge of understanding the context, define their future and of preparing themselves to reach it in this global competition.

The Internet of Things (IoT) is produced in every sector with multiple uses for the benefit of society. Thus, there are smart cars, refrigerators and clothes that represent an evolution of the Information and Communication Technology (ict), which are continuously developing and will hardly be able to stop. The talent of TapatĂos and the vision of the state government regarding technological matters stand out, since many of the smart products, such as automotive systems, shoes, shirts, clocks, among other wearables, are produced in Jalisco. In addition of the Ministry of Innovation, Science and Technology, Jalisco also has a digital agenda with the goal of making connectivity accessible to

all social classes and, mainly, to give the people a positive content such as health and education in benefit of the most vulnerable classes. Additionally, the technological development also means an important area of opportunity for governmental institutions and the private sector. Both face the great challenge of anticipating which sectors will the workers be distributed to, whom in the medium term will be displaced by technology. Jalisco is among the three states of Mexico –the others are Yucatan and Mexico City- that have moved forward in the creation of an ecosystem where local talent can work in the innovation and technological development so they can be translated into a better quality of life.

Women represent more than 50% of our country’s population and their inclusion in the enterprise scope, although it’s not recent, it’s still very limited as far as the number of entrepreneur women in relation to the number of men that choose to be independent.

Nevertheless, new areas of opportunity have opened for the female sector, this will drive them to venture and found a company. Thus, we find women who have created their own companies and concepts in different areas, going from the gastronomical sector, such as restaurants, bars and bakeries, to those who have dare to go further. For instance, manage a fleet of airplanes, create boutique hotels and promote mountain tourism, without leaving aside the fashion industry; where we find outstanding designers of clothes, jewelry, leather, footwear and accessories. Women have become highly productive and visionary; they have innovated by training themselves and going beyond in order to dare to face new challenges.

In Jalisco we have an important bouquet of entrepreneur women who, without neglecting their vocation of mothers, wives, daughters and sisters, became company leaders and learned to face their fears. Many even have had the opportunity to represent our country abroad, contributing with brightness and prestige to Mexico. Fortunately, nowadays public and private institutions turn their looks to see the women, recognizing their great potential and talent, which creates new companies. Without a doubt, they are the new Amazons that nourish and renew our homeland, constituting a new generation that will contribute to the takeoff and development of our country in this 21st century.

EDUCATION TO WIN Jorge Vergara Founder of Grupo Omnilife In Mexico work is hard and dreams are big. Streets are filled with talented people, skillful students and potential entrepreneurs. The question is: How to encourage the next generation of Mexican entrepreneurs? The great Jaliscience entrepreneur, Jorge Vergara shares his vision on business education in the country and tells us the commercial strengths of the state that saw him grow and made him succeed. With the integration of the first school of entrepreneurship in America, young talent will be able to aspire to a new lifestyle where leadership will become a quality to create companies. Grupo Omnlife’s president points out that we must change the “study and you will succeed” paradigm, not because it is incorrect, but because we have come to a point where job creation has raise as a barrier for the young people’s success, this means that we have a great number of graduates without jobs. “It is time to direct the national educational programs towards entrepreneurship by projecting and encouraging the students’ ideas for the creation of a new generation of entrepreneurs. If there is the willing to do it, then there is the possibility to make it happen.” Both, old and new entrepreneurs must keep in mind that the long-term business vision is the correct one. In developed countries, it is normal to talk about project with a 30 years term goals with objectives that involve an integral growth that creates jobs and wealth for the common good. Mexican entrepreneurs must leave aside the short term vision and focus on creating a new company for a lifetime; a company for society. “Jalisco stands out by its excellent quality of manufacture and labor force. We have responsible and educated people.” With a great career and international presence, Jorge Vergara insists in the importance of changing the Mexican business culture based on teaching and helping. Clear examples of Guadalajara’s quintessential vocation are the exhibitions, niche where the city has positioned itself as a convention center of México and Latin America.

BELIEVE IN MEXICO TO CREATE IN MEXICO Manuel Herrera Vega National president of the Confederation of Industrial Chambers (concamin) Recently, the president of concamin participated in the federal government’s work tour through the Arabic Peninsula and he shared three key points for the development of a competitive industry in Jalisco. “People should believe in themselves and believe in Mexico. We have the potential to grow at the same level as the world’s main economies. We are convinced that our country will grow until it is positioned in the top seven economies of the world”. The industrial sector has a big challenge ahead, a task that needs a great alliance for a new generation of industrial politics formed by three pillars that join productive chains with the combined efforts of the government, academy, creative people, and researchers who create ideas to make a change. The first pillar consists on impelling competitiveness and productivity. Mexico has made its way in the global trade framework, which drives it to look for alternatives that distinguish it from its rivals. But, how will it achieve the task? The answer takes us to the second pillar; added value. Innovation and design are quintessentially the added value of international productivity; both have been present in the world’s greatest commercial companies. Despite denominations, sectors or categories, innovation is the main factor of competitiveness in companies. In Jalisco, we are aware of it; this is why great institutions such as the Ministry of Innovation, Science and Technology, as well as mind, were created. Both institutions are examples of the government and private sector’s commitment to boost the industry’s added value. Finally we have the productive linkage. The national content of Mexican exports is 30%, in other words, 70% of the country’s exports are imported. By attaining a local supply chain, we will generate a supply for the exporting sector and create productive activities for the entire population that can strengthen Mexico’s commercial and industrial identity. “Sectors with a great potential must be linked to technological trends. Business owners and entrepreneurs must believe in Mexico and create in Mexico.”

MAN DETERMINES HIS OWN FATE Raymundo Gómez Flores Founder of Grupo Empresarial G: Controller of Minsa, Dina, Almer and GIG “Mexico has just transformed, the country’s economic activity has great possibilities. New generations will take advantage of this Mexico since they are more motivated and better prepared. It is time to welcome them.” His opinion aims to nationalism, the strength that the Mexican industry has, built with effort and years of hard work to establish itself as the supporter of its citizens –young people mostly- that are preparing to reveal the country’s economic leadership. There is a generation gap among the experienced and the new entrepreneurs, which is a long-term opportunities incubator for an integral development in the areas of education, trade, and economy among others. This movement started with the structural reforms of the federal government, that, without a doubt opened a scenario that is good for the consolidation of the Mexican business force. “The challenge for the young entrepreneurs is to work hard, get trained, study and prove their abilities to the business world.” Talk about Jalisco is to talk about a land of opportunities, of one the main economic centers in the country; this is why it is considered as the leader state in business tourism. In Guadalajara leaders are shaped, people who lead the country in an active way. It is a city with excellent advantages where there aren’t general rules to success; everyone makes their own way to success. “With or without mobile phones, we do what we want to do, but must be willing to do it.” Raymundo Gómez Flores strongly believes that man determines his own fate, a truth that never changes and that allowed him to continue his business career in spite of the recessions and economic crisis he has faced.

LONG-TERM PROJECTS José Medina Mora Icaza President of Coparmex Jalisco and CompuSoluciones From the perspective of José Medina Mora, President of Coparmex, the attraction of international investment from the main firms of electronics and high technology has only been possible due to the strengths and advantages that the state offers. The first advantage is the numerous universities of Guadalajara’s metropolitan zone that allow the talent development that companies require, as well as its communication routes and internet connectivity areas. Areas where Jalisco maintains its national leading position with the biggest number of places with free internet connection. Two more strengths for Jalisco’s technological ecosystem are its quality of life and the setting of anchor companies that have created the development of a whole supply chain that attracts new capitals as well. Furthermore, Jalisco has opportunity areas to reach a better development in technological industries and to attract new investments. Some of these are the development of specialized talent –engineers in particular, the addition of new air cargo direct routes to Europe and Asia and the increase of bandwidths and life conditions in Guadalajara. Another big opportunity that we have in Jalisco is the substitution of imports through development programs for local suppliers. We have to align the supply chain to provide more national content in an industrial development plan in the states and Mexico. “Jalisco must take advantage of our innovations and business ventures to reach new business models that distinguish us from other states.” A future vision and the long-term setting of goals are also essential for the development of Jalisco and Mexico. Education is the base of good society and now that we have seen the government’s high commitment in examining the teachers and their training, I believe that now it is going to be very different.” To Jaime Enrique Michel Velasco, right now, opportunity areas are in the field and in infrastructure development. “An integral organization of the productive chains is necessary, as well as support to farmers to achieve selfsufficiency of supplies, which are currently just imported products. “Jalisco must focus in developing the necessary infrastructure that allows it to have a greater competitiveness for the next 30 years. It has a strategic place in the establishment of individual levels in life.” Innovation is one of the main paths to promote a change, and the key to innovate lies in making new and different things. The greatest authority of the first private university in Mexico, points out that people’s health and happiness, financial security, opportunities, and social status are affected by education. Jalisco must achieve optimal conditions in educational systems to reach the integral development of its citizens, as well as meeting their needs on basic and higher education, strengthen the offer of specialized technical training and increase the offer of higher education. A strategic aspect is to encourage the learning of foreign languages, English in particular, which is connected with competitiveness, social mobility, jobs, better salaries, and access to the international business world. Startup Weekend World
For the second time, Jalisco was host of wobi on Entrepreneurship, thanks to the joint work of the Chamber of Commerce of Guadalajara and the Ministry of Economic Development (sedeco by its Spanish acronym). For two days (Nov. 24-25), more than 3,500 young people and entrepreneurs interested in undertaking, gathered in Auditorio Telmex to show their business innovating projects.
Create one startup in 54 hours? That was the weekend experience from November 13-15, where resources were facilitated to transform ideas into reality.
The event was formed by workshops and startup alley and it had an excellent program of activities in the main stage that included exhibitors such as Steve Wozniak, co-founder of Apple; Ben Casnocha, co-founder of LinkedIn and Gustavo Santoalalla, winning musician of the Oscar, Golden Globe and Grammy.
Beginning Friday, ideas that were developed during the following days were slowly arising, and by Sunday night, those ideas took shape and appeared were submitted to a jury impelled by Google for Entrepreneurs. Makers, Fashiontech, Drones, Health, Social Innovation, Gaming, Fintech and Champs were the ones that integrated the greatest Startup Weekend of the world.

Conferences, concerts and special activities were the program of this magnificent event that promoted subjects of impact investment, smart cities and connection with Silicon Valley among others. Jalisco Campus Night A night filled with creativity, community and networking, focused on building bonds among the entrepreneur community that gives continuity to the successful edition of Campus Party Mexico. Important speakers from the different industries related to technology and social ecosystems were present since September. Eugenio Perea from PerSe Capital, Alexander McKelligan from vr-mx Studios, Mark Alazraki of “We, the poor” and Maria Makarova from Technovation are some of the names of the speakers that seek to change the world through innovation and technology. UNDERTAKING IS MORE THAN JUST A PASSION Antonio Lancaster President of the Coordinating Council of Young Entrepreneurs from Jalisco (ccejj by its Spanish acronym). Antonio Lancaster, young and dynamic doesn’t only represent Jalisco’s entrepreneurs, but he is also part of the network of young people that revolutionized the national economy. If there was a dictionary edited by Antonio Lancaster, what will be the definition of Mexican entrepreneur? Someone that makes decisions and takes constant risks driven by the opportunities that rise along the way. Is someone that creates, develops and comes out of the comfort zone. The Mexican knows that undertaking is more than just a passion. As an entrepreneur, you have experienced the process of creating a company out of an idea, do you consider Jalisco as a land of opportunities? Totally, the state’s privileged location allows it to be a global enterprise. Currently, the business development has been promoted through infrastructure and promotion for investments. Faced with the challenge of undertaking, what do you recommend to new entrepreneurs to lower the risk of investment? I would recommend them to set their own pace and don’t get carried away by promises, always have something to back you up. Don’t ask for a big loan, learn to save money. To reduce the risk of investment, my main advice is that after undertaking, you should move forward one step at a time in the company’s development with firm steps and without acquiring big debts. CREATIVE REVOLUTION OF GUADALAJARA’S URBAN SURROUNDINGS Uno de los proyectos más trascendentes en Jalisco es Ciudad Creativa Digital (ccd), una ambiciosa propuesta que incluye un ecosistema urbano destinado a impulsar y catalizar la industria creativa, tecnológica, cultural y social.

area’s infrastructure and economic activity, as well as a positive articulation in the social sphere.
One of the most important projects in Jalisco is the Creative Digital City (ccd by its Spanish acronym), an ambitious proposal that includes a urban ecosystem destined to promote and catalyze the creative, technological, cultural and social industries. Located in the heart of Guadalajara’s historic center, ccd proposes the transformation of the urban appearance and the promotion of the area’s economy through specific programs in matters of technology, infrastructure, safety, sustainability and reinforcement of the social structure. The project’s master plan has the characteristic of being dynamic, since it is designed to achieve
the highest standards and to respect the duties of different official regulations.
How did CCD start? This project arose from the need to increase the country’s exports. Studies are made in the country to identify which sector has a greater growth; showing the creative media and the Information and Communication Technologies (ict) as industries with a growth above the world’s gross domestic product (gdp).

This is how this project was born. A project that catalyzes ideas through urban renewal as key element for investment that includes structures with corporative purposes, housing and public spaces, among others. The first step is the Creative Complex, composed of three buildings with four parking levels. The first level will be rented by companies from the technological sector that will operate in the area.
How will CCD affect the environment? The sustainable development is taken into account in the infrastructure design. Air conditioner at ground level, ventilation and natural lightning, solar energy, efficient use of water treated in buildings as well as active projects of road mobility and the flow of visitors are also taken into account. cdd’s urban structure will create favorable
conditions in the area, such as connectivity, a broad internet bandwidth, video surveillance,

economic recovery and other actions that will provide an attractive life style to the area.
How will this promote Jalisco’s economic force? Historically, Jalisco is an excellent provider of human talent. The creative, electronic and agro-industry sectors have grown in a great way thanks to the academic and professional offer of the best universities, which produce an exceptional mental labor. This talented team works for transnational corporations as a developer of wealth and patents that, unfortunately, don’t stay in the country. In this context, Jalisco demonstrated its Auge by becoming one of the entities with greater job creation, attraction of Foreign Direct Investment (fdi), and the best index of exportation. Jalisco also broke annual records in contribution to the Gross Domestic Product (gdp) of the last 11 years with a 6.4 percent.
9th China LAC Business Summit The 9th China-LAC Business Summit contributed with an important economic income to the state with more than 80 million dollars in product transaction and with great possibilities for the globalization of Jalisco’s brand.
The relations with the international community are a key piece in Jalisco’s economic development. With this in sight, the ninth edition of the Chinalac Business Summit was carried out in the extraordinary facilities of the Palace of Culture and Communication (palcco by its Spanish acronym). This business forum was a result of the diplomatic relation of the Presidency of Mexico with China, in which aspects concerning the tequila exportation and the production of berries were contemplated, as well as the commercialization of products from the agro-industrial and textile sector. More than 2,000 people participated as representatives of the private initiative, academic sector and the government, where 74% of the attendees were Mexican and 20% Chinese.
The event had 200 stands that along with conferences and panels, meant an important economic income of 80 million dollars in product transaction and great possibilities for the globalization of Jalisco’s brand.
5th OECD World Forum The Organization for Economic Co-operation and Development (oecd), along with the National Institute of Statistic and Geography (inegi by its Spanish acronym) carried out the fifth edition of the World Forum of the oecd, which analyzed specific examples of social development of the nations. The event focused in the subject “Transforming policies, Changing lives”, in addition to the presentation of the report “Measuring the well-being in the Mexican states”, including conferences regarding employment, income, health, home and security.

In the last ten years the use of Internet among the Mexican population increased in a significant way, going from 13 to 51 million cybernauts. The Federal government took advantage of this tendency through the National Digital Strategy, to modernize services and proceedings in a virtual way that allow an open government, transparency and access to useful information. In the digital era, time can be saved and the competitiveness of the country can be increased by eradicating inadequate practices and replace them with information in open formats like open data. National Digital Strategy
Nowadays, Mexicans have developed a close relationship with technology. In Mexico is located what some experts denominate the “Latin American Silicon Valley”, due to the importance of this sector in the economy and social life. This is how the administration of Mexico’s president, Enrique Peña Nieto, implemented an action plan in which technology and innovation contribute to the country’s development. Discover the impact in the relation citizen-government.
What is it?
A plan of action that is implemented by stages during the current six year term of office with the objective to promote the adoption and development of Information Technologies and Communication among Mexicans.
What changes will it bring to the citizen?
The Ventanilla Única Nacional program (www. gob.mx) through which the citizens will be able to receive services of the National Catalogue of Proceedings through digital means stands out. In addition, the government’s website will be useful for the citizen as a means to communicate in an open, transparent and inclusive way; offering apps and tools like the submission of complaints.
How will the entrepreneurial force be supported?
Through integral strategies, the plan will impel the electronic commerce and the mobile banking. In addition, data generated through the ICTs will be used to promote the development of msmes, as well as innovating economic activities.
Which other objectives are there?
Improvements in services and public sectors are taken into account. Education: the educational offering through the online platform of large-scale open courses will be extended in: MéxicoX (mxtelevisioneducativa.gob.mx). Culture: promotion and access to the cultural agenda through conaculta. Health: implementation of the Electronic Clinical File, as a system of register, as well as mechanisms of Telesalud and Telemedicina, to increase the range of the health public services.

In the international context, different governmental organizations have displayed successful cases in electronic tools. According to the investigation of

Index of Electronic Tools of Local Governments, made by the Mexican Institute of Competitiveness (imco by its Spanish acronym), in more than 60 American cities, a digital app is used to report faults of the public services. Thus, in Santiago de Chile exists an online tender system; in Barcelona, a system of payment of procedures and in New York, a map of economic activities by zone.
A good electronic government strategy is one in which the citizen can receive inspections, obtain permissions, ask for services, and participate in tenders, as well as paying taxes and proceedings.
The system of electronic government in Mexico has significant advances. The general results of imco’s investigation, which evaluates 45 municipalities and 9 delegations in the use of electronic tools and information for the citizens, places the cities of MÊrida, Colima, Hermosillo, Zapopan and Aguascalientes, in the first places, emphasizing benefits in information, interaction, transaction and experience of the user.

A future where creativity and knowledge of people are the main treasure, this is the inspiration that guided Raúl Padilla López, President of Fundación Universidad de Guadalajara a. c., to make Jalisco to transcend in the arts and culture. In this edition of Auge, he tells us his next step: The Intellectual Center and the first Certified District in Mexico. Learn more about the view of a man that has contributed to culture, creativity, and to the development of Guadalajara’s economic force.
Raúl Padilla López was born in Guadalajara in 1954. During his presidency in Universidad de Guadalajara, he impelled a great academic reform that promoted the decentralization and autonomy of the highest house of studies in Jalisco by joining the campuses and offices through the University Centers and the Red Universitaria Jalisco. This action encouraged promising projects that now are the insignias of our city. Jalisco is considered the core of the culture in Mexico, how does Raúl Padilla encourages the cultural development in the Mexican society? Science, culture and knowledge are fields and social practices that go along and give feedback to each other. I have dedicated most of my professional career to the strengthening of these three cores of human development through high impact projects for Universidad de Guadalajara and Jalisco that, with a local origin, have already reached a global impact. What does it mean to you to represent the most important cultural events in Jalisco? To me, it is an honor to lead a part of the efforts that made in Jalisco for a future in which creativity and knowledge of its people are our main treasure and strength, and mainly, a future with highest levels of welfare and justice for everyone. Universidad de Guadalajara has consolidated as the main institution destined and committed to the state’s cultural and scientific development. If we add our great festivals, such as fil, ficg and Papirolas to the daily offer of our alma mater, there is no doubt that the extent and reach of the academic community is preponderant inside and outside Jalisco.
Which are the most significant challenges that you have faced by promoting Jalisco as the Mexican core of culture? As it is known, Jalisco is a privileged state when it comes to national identity symbols. All of them have a close and deep relation with our history, people and our land. Supported in these roots but always looking further, we fight for a symbol that beats in the future. A future where more Jalisciences will have the idea of becoming a state with a strong collective building in knowledge and innovative ideas. A wellinformed population that takes part in the fate of its territory is our main desire. The last edition of the International Book Fair (fil by its Spanish acronym) exceeded all expectations, this year it will celebrate 30 years without interruptions. Where did the idea of making a book fair come from? Did you ever think about the great success that this fair will have? Both, its origin and success are born from Jalisco’s society, from its needs and dreams, its challenges, work, and commitment with the project. In short, it comes out of the appropriation that each one makes of the fair. Currently, parents that came when they were children, come with their children. If we think about it, this can help us see the intense social procedures that Jalisciences live in culture as well as in other areas, and where I personally see good times coming.

Latin America is the guest of honor for the next edition of fil, how was this decision made? Which role does Latin America represents in culture? At least to us Mexicans, Latin America is our big house, our common cultural space. In this vast territory, we can distinguish and relate many historic events and cultural benchmarks that are common in the different nations that constitute Latin America. This is why it is very important to us to make the great party with all our “great family”, many of these beloved relatives are countries that have been with us in previous editions (Chile is an outstanding example). We want it to be an unforgettable moment, and I am sure that it will be. Now that fil has reached its consolidation, it recreates and redesigns itself, what is its destination now? Where is it going? The consolidation speaks of its right handling and orientation. We hope that it will be the quintessential place of encountering of the different agents and networks involved in the

development of the written culture. The greatest facts of the fair are the appropriation by the book lovers and that it is an authentic cultural oasis for the community of Jalisco. Just a few days away from the most solid celebration of films, ficg 31 changes its venue to the heart of UdeG in av. Vallarta. How does this change impel the cultural tourism in Guadalajara? In the International Film Festival in Guadalajara (ficg) we are aware that this event has established itself as an essential part in the life of the citizens of Jalisco, and that without a doubt, it is also part of its metropolitan identity. This is why, as of this edition, we have decided to return to the heart of the city; return to our origins. This year we will use significant places of the city, such as Rectoría of Universidad de Guadalajara, Cineforo, Museo de las Artes, Teatro Diana, Paraninfo UdeG, Rambla Cataluña and Teatro Jaime Torres Bodet, to mention just a few, which will be venues of the festival. This way we will reach a greater number of people and we will get even closer to those that want to enjoy the great variety of activities that we have prepared.
How does the Ibero-American film industry moves forward given the invasion of the media in Hollywood, and recently in Bollywood? As you know, the national film industry is experiencing a boom thanks to the success of several Mexican creators in the film industry of the world’s popular films. Their success is also due to the national thriving tradition in the industry and to the infrastructure built in this time, as well as to the training and education of professional agents in this field. ficg has been a space where this development has its correlate. In general, the Ibero-American film industry is moving forward. Mexico is the perfect example of it. According to the National Chamber of the Cinematographic and Videogram Industry (canacine by its Spanish acronym), Mexico is the 4th country with most movie attendance in the world. We must take advantage of this and strengthen this cultural trend, as well as to keep moving forward to the Festival’s consolidation as a strategic project for the social, cultural and economic development of our city.

Jalisco is a creative and cultural state in the way to a new economic route: Economy of Ideas. Since 2004, Universidad de Guadalajara along with the Government of Jalisco and the Government of Zapopan, created the Trust fund for the Centro Cultural Universitario, a place where our institution strengthens the performance of its three main functions, which are education, research and spread culture. Centro Cultural Universitario expands the economic route of the state and the region. It is a project that attracts tourism through the creative economy. This way we open a space to show Mexico’s natural wealth and capitalize its infrastructure.
What does ccu means to Raúl Padilla? What do you expect from this great event? The Centro Cultural Universitario creates pride and a sense of belonging to our city and to our community. It is everyone’s development and we can all benefit from it. It strengthens the city in a cultural, creative and moving vocation. It shows us to the world. It moves the state into the attraction of investment and talent. This is good to the state and to Mexico. It makes us grow bigger. How is ccu conformed? What benefits will it bring the economic sector in Jalisco?
How to build a truly creative city?
It is an urban district where people will work, live, study, and have fun and at the same time will create welfare and a life of high quality to our community with a regional impact that will benefit 22 million people that live in the Center West region of Mexico.

In the most recent edition of the International Book Fair (fil by its Spanish acronym), Guadalajara celebrated the written expressions in the XII International Gathering of Writers of Indigenous Languages, where the assistants experienced the mysticism and ancestral wisdom of the native towns of Mexico and the rest of America. The languages Zapotec, Mayan, Wixárika, Purépecha and Tojolabal mixed together with the Mapuche and Panamanian poems thanks to special guests, such as ‘Aitsarika Angélica Ortiz López, Victor Terán, Sol Ceh Moo, Fabricio Gaxiola Moraila, Arysteides Turpana and Elicura Chihuailaf, among others.
The written literature and oral tradition stood out with each activity as part of the millenarian knowledge kept in the memory of the elders, waking up the society’s interest in knowledge, appreciation and pleasure for the verbal arts expressed in other languages. The event finished with the Award Ceremony of Indigenous Literatures of America (plia by its Spanish acronym), award that recognized the career of writers in indigenous languages in a continental level, granted unanimously to the writer from Chiapas, Josías López Gómez, who writes in Bats’il k’op or Tseltal.

Crossing by sea and land along the bay of Tenacatita (formed by the beaches of Manzanilla, Boca de Iguanas and its homonym) we can see a great amount of animal species like clams, octopus, roseate spoonbills, dolphins and crocodiles. The atmosphere of Tenacatita, embarked us on the adventure with an intense sun that warmed up our skin after plunging us into its transparent waters dyed of greenish and celestial tones.
Our senses were delighted by the beach of thin and golden sand, at the same time that we spiritually connected with its natural surroundings, framed by the great diversity of flora and fauna; a complete sanctuary of numerous birds. Formed by 11 islands and their characteristic cove, Punta Pérula will pamper you with its waters of light swells and palapas; a place where you will enjoy a gastronomy of fresh fish.
To talk about beaches is to talk about Jalisco. With 351 kilometers of coast, the state has demonstrated its leadership in sun and beach tourism thanks to its privileged location, infrastructure and natural beauty.

Feria del Vergel: A showcase that attracts cultural shows of the Mexican states as well as states from abroad. Costa Rica and Colombia were the countries invited in the 2015 edition. In addition, there is the mariachi gala, cuisine and pyrotechnics that characterize Atotonilco.
Regarding the industry, these factories deserve a special emphasis: Tequila 7 Leguas, Don Julio, Don Nacho, El Viejito, Quijote, Reserva de los González and Tequila el Patrón, the only tequila with premium category in the world.
The people of Atotonilco are very proud of their roots, says the municipal president Miguel Ortega Guzmán, who is an enthusiastic promoter of the development of this locality, which is part of the region Altos de Jalisco.
Altogether, tequila companies produce 26,000 liters daily, among which we found recognized brands of great prestige. The eggnog “Atotonilli” is also produced, famous in Mexico and abroad.
As authority, Miguel Ortega desires that each Atotonilquense can build their own success story through different support programs. He is a president that worries about health, reason why he offers the social health service to the most exposed groups of the population, in addition of promoting jobs in the industries of the region for the families of Atotonilco.

National Encounter of vintage cars: More than one thousand collection cars gather in the regional park Los Sabinos. Organized by the Atoto Classic Club association, this gathering has established itself as one of the most important vintage cars showcase in the West of Mexico. (9 - 10 April 2016)
It is also known as “The orchard of the Altos de Jalisco” for its lush vegetation and for the prodigy ground that made it famous in the production Persian lime. Currently, Atotonilco is the main exporter of Persian lime in Jalisco. However, Atotonilco is also is a town filled with culture and unique traditions. TALPA AND MASCOTA MAGIC THAT CATCHES YOU
The magic of the certified towns is spreading throughout Jalisco. Two more municipalities earned the official label of “pueblo mágico” (magic town). They are Talpa and Mascota, which stood out in religious and ecological tourism.
Talpa de Allende Its name is in honor of the independence hero Ignacio Allende and to the Nahuatl term that means “above the ground” or “high ground”. Life here spins around the connection of the natural and the spiritual world; its surroundings are covered in wildlife and in its heart beats a strong worship to Virgen del Rosario de Talpa. With a legacy of hundreds of years, once you arrive to Talpa you will see the famous Arch of Talpa and the Basilica de Nuestra Señora del Rosario de Talpa, a sanctuary flanked by columns and filled with curtains.
This cult is the beginning of the town’s festivities where the Day of la Candelaria stands out. Over the years, this day has become the regional fair of Talpa’s pilgrimages (January 25 - February 2), along with the pilgrimage in March in honor of Señor San José. Walking on the streets you will immediately sense the delicious smell of birria and the traditional candies from family recipe books as well as the fresh aroma from the Bosque de Arce, the biggest forest in Latin America with more than 56 hectares of pines, tree ferns and maple trees.
With more than 3.5 million visitors per year, the tourism in Talpa has diversified. In addition of the religious festivities, you will be able to enjoy ecotourism activities such as the Aranjuez waterfall, Cerro de la Guerra and the tree of Chilte, which is the main source for the traditional handcrafted figures. Talpa de Allende is the driving force of economy of the towns of Ruta del Peregrino (pilgrimage route), comprised by the municipalities of Ameca, Guachinango, Mixtlán, Atenguillo, Mascota, Talpa and San Sebastían del Oeste.

Mascota This town is an important part of Ruta del Peregrino and Ruta Mágica de la Sierra. It rises among deers and snakes to make us enjoy its traditions and its cultural and natural attractions. The customs of Mascota come to life on Sunday nights in the main square with live music in the kiosk; the meeting point for locals and foreigners. Men walk around in the opposite direction to women in the main square leading to the romanticism and flirting while the bells of the Temple’s big tower announce the blessing of the Holy Sacrament.
Walking by Hidalgo street you will find houses with big walls and gates that form small and triangular gardens that characterize the town’s environment. Pozole and the kindness of the neighbors will make you feel at home. You can’t miss the Mascota river, Arroyo de la Plata and their beautiful lakes that are nourished by springs and undercurrents. The main lake is Juanacatlán, which is thought to be a flooded volcanic crater whose water comes from an undercurrent and small springs.
One of the town’s biggest attraction are the cycling routes where you can enjoy the beautiful scenery and immerse yourself throughout the region. You can also venture out to extreme activities such as hiking, trail run, take a boat trip, practice kayak, jet ski and even take a ride in a quad.

EDUCATIVE INTERVENTION IN THE INDUSTRY OF TECHNOLOGY AUGE AND EDUCATIONAL PROMOTION
Jalisco has an excellent public and private infrastructure that eases the academic development of high level professionals. This is helpful to the technology sector, which receives technicians and engineers that are destined to direct a strong industry that in 2015 registered more than 19 billion dollars in exports.
One of the greater priorities in the Ministry of Innovation, Science and Technology (SICyT by its Spanish acronym), is the public higher education. With thirteen technological institutes, two technological universities and one polytechnic university, more than 21,000 students received education from an academic group of 1,800 teachers through a technologyoriented educational system. In spite of this, the enterprise sector’s demand on human talent is greater than the educational offering, reason why new reforms are needed, as well as innovation in academic projects that can stabilize the labor and student force. Digital University. Taking the conversion from analogical to digital as an example, the university will start up the economy of knowledge, where education is transmitted through real projects that determine the kind of knowledge that the student needs, rejecting the unnecessary or irrelevant projects for the student’s education. Therefore, the time spent in classrooms and classes will be reduced. Dual education. Students will leave the classrooms to go to the industries; there they will pass 65% of their time as students. This will reduce the impact suffered when
they graduate and it will try to integrate them into the professional world. It is estimated that only 45% of the graduates have a job directly related to their field of studies, but the hope is that with this model of education, the number will increase up to 85%. The development of technological institutes that work as pole of regional economic and social development is promoted thanks to the connection between the different campuses of Universidad de Guadalajara and the institutions that form the SICyT, thus, taking advantage of the wealth of each of the 12 regions in which Jalisco is organized, to make the access to technology easier to companies. In Mexico, we are used to import technology and apply it later. In other words, while we are recognized as an exporting region of products of the primary sector, we are seen as great importers of products of the secondary sector. The Dual Education model tries to promote a cultural change in society in order to develop our own technology and to create a monetary flow that will promote the Mexican economy.

JALISCO WITH A FORWARD-LOOKING APPROACH AND LEADERSHIP In Jalisco, with a forward–looking approach and leadership in the era of knowledge, the authorities and private initiative created the country’s first cluster of robotics. The goal is to promote, attract and show the capacities of the regional surroundings to undertake innovating projects, including the transfer of knowhow, as well as economic support through government funds.

Currently, robots play an important role in popular culture thanks to science fiction and its projection in literature and movies. Nevertheless, it is a technological sector that registers a solid growth that emerges as one of the most impressive industries in the near future.
Growth in all senses According to information from the Ministry of Economic Development (sedeco by its Spanish acronym), the electronics sector registers an amount of almost 20 billion dollars in exports. This shows that the industry of high technology continues to grow in Jalisco, bringing along projects such as the Robotics Cluster and the increase of professional academic courses on engineering. All these in order to give support to
the 650 technological companies which developed in the last decade. Located in the building Mexico Innovación y Diseño (mind by its Spanish acronym), the cluster is formed by the Ministry of Innovation, Science and Technology (SICyT by its Spanish acronym); a network of enterprises, research centers and institutions of higher education. The concept was born in 2013 during the Week of Mexico in Taiwan, starting operations in 2015 by creating a series of events to benefit the society through training, project development with private and public funds, productivity, representativeness, legal and tax consultancy services, as well as the knowledge production, intellectual property and startups.

Playing today, generating value tomorrow During last year’s autumn with special guests and more than 150 participants, the Jalisciense Robotics Match took off in the facilities of the Instituto Tecnológico de Zapopan (itsz by its Spanish acronym), which is one of the actions that were carried out by the state authorities to science and technology among children, teenagers and young people. The purpose is to let them have a closer approach with robotics and awaken their abilities in the area, as well as to forge themselves as engineers in the future. It is important to demonstrate that this type of events were successful thanks to the outstanding work of the young Jalisciences in the global competition of robotics, organized by the National Aeronautics and Space Administration (nasa) and the Massachusetts Institute of Technology (mit), in which 179 teams of 14 different countries participated.

REMOTE ASSISTANCE: ELDERS AND DISABLED PEOPLE
In Jalisco, the Cluster in the Medical Hospital Industry moves forward in its path to innovation and technological development with a high impact in society, this is why the cluster has started a new project based on software and hardware specialized in remote assistance, as well as a modern call center. This will allow the offering of preventive care for the elders and for disabled people through panic buttons and remote assistance devices based in Communication and Information Technologies (cit).
The project is ready for its pilot implementation stage in Guadalajara. It will give free service to 500 people that will be able to access to monitored information on physical, psychological and social activities through two devices: Panic buttons activated in case of a medical emergency. The user will be able to activate it during a critical moment and it will immediately redirect the call to the call center through the platform Galeno. The alert will be sent to five previously assigned numbers. This way we can assist and intervene when needed. Proactive calls promoting health and its follow-up through qualified personnel. These are calls for the promotion of specific campaigns that are linked to the Health Ministry, as well as a follow-up on medical treatments, interest for the mental state of the patient and different activities focused on the prevention and care.
The project is supported by different international proven models such as Fundación Once in Spain, (currently Ilunion by its Spanish acronym), with which a link of cooperation exists for the transfer of knowledge and technology, making it suitable for the specific needs and characteristics of the inhabitants of Jalisco. A similar model of assistance for this vulnerable sector doesn’t exist in the country. A model that allows people to have a remote, strict and permanent monitoring with the help of technology making it easier for them to stay home and dignify their life standards and lifestyle without invading their privacy. The population that will be benefited from this remote assistance can be wide. According to numbers from the 2013 census made by Inegi, in Jalisco there are 671,323 people over 60 years old, which represents the 9% of population. IJAM, PROMOTING RESPECT AND INCLUSION FOR THE ELDERS With the goal to promote the special and priority attention for the elders, IJAM (by its Spanish acronym) evaluates, designs and applies public policies in the areas of health, employment, economic promotion and recreation in order to promote respect and social inclusion.
The hiring of personnel of 60 years and over is rare in our country, unlike other nations where it is very common to find the combination of experience with youth.
The Jalisciense Institute for the Elders (ijam by its Spanish acronym), as part of the Ministry of Development and Social Integration of the Government of Jalisco (sedis by its Spanish acronym), is a decentralized public organism that began its activities on August 28, 2013. The director of the Institute, Alma Salas Montiel, with the instructions of the Governor of Jalisco, Jorge Aristóteles Sandoval, has carried out a series of agreements with different public and private organisms, settling down bridges that are helpful for the improvement of the conditions of the elders in the state.
Activities that contribute to the recreation, physical, artistic, social and human development are carried out in the state’s municipalities, in addition of the free legal advice and assistance. ijam is linked to the Social Programs of dif, sedesol, sedis, coedis, ineejad and inapam by its Spanish acronyms. Currently, there’s a population of 671,000 elders in Jalisco, many of them don’t have a job or a pension, neither their own economic resources nor from relatives to help them to survive.

Mexico experienced a demographic transformation in which the number of people of 60 years and over increased. For this reason, the structured public policies focus on giving attention to this segment of the population. By definition, the art of undertaking is an action that covers all sectors of human activity, from business to the world of sports. Especially in soccer, starting a career is a challenge that begins at an early age and is filled with sacrifice, commitment and mainly, effort.
Undertaking can become a habit. I, as a soccer player, can relate my sporting activity with daily life. In other words, when you are in the field, your mission is to score a goal into the opponent’s goal area by kicking and avoiding obstacles. Life is the same, by undertaking an activity or a new business; you must overcome tests and have the eyes on your target.
It gets very difficult when you know your value and great potential but your work is not recognized. In times like these, it is necessary to change your perspective and focus all efforts in yourself, in competing with yourself and overcoming your records so when the time to shine comes, you will be more than ready to beat your rivals.
There is a winner and a loser in each game, competition or world cup. You can’t always win, but you can always learn. At the beginning, we suffer with each defeat, but we must make the commitment to ourselves to get up and face all challenges. In soccer, we have very clear that even though we don’t win the title; the team must recover with energy and get back to the next game with more strength and character to successfully rise from defeat. In soccer, life and business, it is not always possible to achieve goals. Sometimes, things go well but if not, you must keep fighting.
Soccer is a very dynamic sport with great speed. To be named as the second fastest player in the world is an advantage that has taken me to stand out in the soccer field, but that’s not everything in the world; you can’t be the best without effort and hard work. Many define success as the top of power and wealth; however, I think that succeeding in life is to achieve the goals you set out as a kid. I believe in God, my success comes from him. It is an honor to be part of the First Division of Mexican Soccer, at such an early age.

JALISCO, NATIONAL LEADER IN SPORT IN THE INTERNATIONAL SIGHT
For the sport in Jalisco, 2015 had no precedents. The athletes demonstrated their dedication and courage by prevailing in the main national matches and highlighting the name of Jalisco, which was recognized by its strength in several disciplines.
As part of its sport path, Jalisco had an excellent contribution in the medal ranking of 2015 Pan-American Games Toronto; even obtaining the direct pass to the next Olympic Games of Rio 2016 in some categories.
With this exemplary performance, Jalisco stood out as a champion of the President Award, granted by the National Sport System (sinade by its Spanish acronym) to the state with the best results in the National System of Competitions.

Competing to win The effort and discipline of each athlete were reflected in the results of 2015, promising a 2016 filled of success and direct passes to the world’s greatest event: Olympic games Rio 2016. In addition to obtaining the President Award, Jalisco broke the record of medals obtained in the National Olympics 2015, with a total 1,024 medals. Throughout 2015, Jalisco’s athletes participated in 106 international events, obtaining 306 medals; 105 gold, 99 silver and 102 bronze; placing the state as a protagonist in world-wide events.
Recognized athletes For the second time, the diver from Jalisco, Iván Alexander García Navarro received the State Sports Award, which is granted by the Federal Government through conade to the athletes with the most outstanding results throughout the year. Similarly, volleyball player Samantha Bricio, was elected as Player of the Year 2015 by the American Association of Volleyball Trainers (avca), honor that adds to the one of National Player of the Year by EspnW, in addition to the nomination of Player of the Year of the Pac-12 Conference, as well as being part of the All-American selection.
