How congested is your city? Last month, TomTom released the results of its 2012 Congestion Index, which measures traffic congestion in 161 cities across five continents and compares it to congestion levels in 2011. This latest index has found that South Africa has an overall congestion level of 25% (which means that a journey in congestion will take approximately 25% longer). It also found that journey times in Johannesburg are, on average, increased by as much as 30%, with a 43 minute delay to be expected when driving in peak periods. TomTom believes that its Congestion Index is the world’s most accurate barometer of congestion in urban areas – and is based on real travel time data captured by vehicles driving the entire road network. The company’s traffic database contains over six trillion data measurements and, it says, grows by five billion measurements every day. The top ten most congested global cities, ranked by overall Congestion Level, in 2012 were:
UK motorists also hate tolls So it’s not just South Africans who do not trust toll funds to be used correctly and are hopping mad about the tolling issue. According to a new study, 91% of UK motorists do not trust their government to reinvest money made from tolls on new roads. According to a survey by the Institute of Advanced Motorists (IAM), 60% of British motorists do not support toll roads, and 79% of motorists would not support the introduction of tolls on existing roads. The study also found that 40% of motorists in that country would back more expensive tax discs instead of charging tolls on roads. Forty-one percent wouldn’t support toll roads even if other types of tax were reduced. IAM says that its research concluded that motorists are divided on using toll roads. Forty-seven percent said they don’t plan their journey to deliberately avoid using toll roads, while 44% do. IAM Chief Executive Simon Best said: “The cost of motoring is currently at an all-time high, and it’s clear that the idea of bringing in toll roads has no support among everyday motorists. A toll on motorways, our safest roads, may force motorists on to more dangerous rural roads, to save money.” “The government has a very hard job ahead to convince drivers that tolls are the only way to deliver new roads and improve existing ones. Only by reducing other motoring taxes can this policy gain the support of the motorist.”

Geely Chairman's very positive SA outing Last month, Chinese industrialist and Zhejiang Geely Holding Group Chairman, Li Shufu, returned to his homeland after an exciting and “very pleasing” visit to South Africa which he conducted following his attendance of the BRICS conference in Durban. The founder and Chairman of Geely Automobile, the biggest private automaker in China, visited the independent Geely South Africa after the conference, and also paid a visit to Volvo SA, the local subsidiary of the Swedish automaker taken over by his company in October 2010. He encouraged talks between Volvo and Geely SA for local collaboration in the short term and the investigation of further benefits such as local assembly. As far as Geely South Africa is concerned, Li undertook to “push the right-hand drive version of the GX7 SUV” and continue with a new bakkie project. He also expressed his wishes for Geely SA “to take up discussions with Volvo SA” for greater synergies, particularly with regard to shared back offices at this stage. “As always, it was an honour to meet him and spend some valuable time with him. I think he was suitably impressed with local operations, however, more importantly, he was particularly interested in South Africans’ love affair with SUVs and pickups,” said Geely SA Managing Director Henri Meistre. Described as “a very positive outing”, the 2013 South African excursion was Li’s first visit to the country.

UK new car buyers rather offset than go hybrid A new survey, which looked at UK motorists’ attitudes towards the environmental impact of car ownership, has found that almost 40% of respondents would consider offsetting the emissions of their vehicle, 10% more than would buy a hybrid or electric alternative. In addition, the costs of offsetting carbon emissions of a typical family car were overestimated by 300% by respondents to the survey. Nearly 1 500 motorists were asked a series of questions around concerns for the environment and steps car owners in that country could take to reduce their environmental impact. Asked ‘when purchasing your next vehicle, which cars would you consider purchasing?’ 38% responded with “a carbon offset vehicle”. The survey was conducted by What Car?, in association with CNI UK Limited – a company that focuses on generation, provision and distribution of voluntary carbon credits by contacting members of its 3 000-strong ‘Motoring Panel’. The survey researchers point out that it also illustrates that consumers are becoming increasingly concerned with environmental performance and the costs of poor performance, with nearly 60% stating vehicle efficiencies strongly influence their purchase decision.

van Zyl new CEO for Toyota in Africa Dr Johan van Zyl, President and CEO of Toyota South Africa Motors, has been appointed as the Chief Executive Officer of Toyota in Africa as part of a major restructuring announced by Toyota Motor Corporation (TMC). The move falls in line with the Toyota Global Vision - announced in March 2011 - which set a new strategic direction for the company, and calls for more “local initiative in management”. The new position will see all executive responsibilities assigned to Dr van Zyl, and will cover all aspects of the company’s vibrant automotive business on the continent, including product planning, sales, manufacturing and exports. Other major structural changes at TMC on a global level, include its dividing of operations into four distinct divisions - Lexus International (Lexus business); Toyota No. 1 (North America, Europe and Japan); Toyota No. 2 (China, Asia and Middle East, East Asia and Oceania; Africa, Latin America and the Caribbean); and Unit Centre (engine, transmission and other “unit”-related operations). Dr van Zyl’s previous position as Deputy Chief Officer of the Middle East, Africa, the Caribbean and Latin American region will now fall away, but he will retain his responsibilities as President and CEO of Toyota South Africa Motors.

Japanese vehicle recall
- Roy Cokayne
The recall of 3.4 million vehicles sold around the world by four Japanese motor manufacturers - because airbags provided by a supplier were at risk of catching fire or injuring passengers - also affects hundreds of Nissan, Toyota and Honda vehicles sold in South Africa.
The global recall includes vehicles from Toyota Motor Corporation, Nissan Motor Co, Honda Motor Co and Mazda Motor Corporation. However, a spokeswoman for the Ford Motor Company of Southern Africa, which distributes and markets Mazda locally, said none of its South African customers were affected by the recall of some Mazda models because of the faulty air bags. Toyota, Honda and Nissan said there were no reports of injuries or deaths because of the defective airbags, which were made by Takata, the world’s second-largest supplier of airbags and seatbelts. Reuters reported that US National Highway Traffic Safety Administration (NHTSA)
PAGE 10
documents indicated that Takata was aware of only six cases where an inflator ruptured in vehicles in the field - four in the United States and two in Japan - as well as six cases in salvage yards in Japan. Airbags are flexible fabric envelopes that inflate rapidly to cushion occupants in an accident. They were rolled out broadly in the mid-1980s and early 1990s, and are now required in most developed countries, with many vehicles offering multiple airbags. Veralda Schmidt, a spokeswoman for Nissan South Africa, said the recall affected 694 vehicles sold in South Africa, largely Nissan Patrol and Nissan X-Trail models, all manufactured between 2000 and 2004.
Roy Cokayne is a senior financial reporter for Business Report.
Schmidt said Nissan SA would contact customers affected by the recall to advise them to take their vehicle to their nearest dealer, where the faulty part would be replaced at no cost to the customer. Leo Kok, a Toyota South Africa Motors (TSAM) spokesman, said only Corolla models manufactured between 2000 and 2004 were affected by the recall. However, Kok said not all Corolla units manufactured in this period were affected because TSAM sourced air bags from several suppliers. It could therefore not quantify yet how many Corolla units were affected by the recall and was going through its manufacturing database to determine which units were affected, he said. Kok said TSAM produced about 120 000 Corolla units in this four-year period, of which about 60 000 units were sold in the South African market and the balance exported. He said it would take an hour and a half to replace the faulty part, which would be replaced at no cost to the owners,
and TSAM would contact owners of Corolla units affected by the recall directly.
CR-V models manufactured between 2002 and 2003.
Joeline Dabrowski, a spokeswoman for Honda Motor Southern Africa, said a small number of Honda units in SA were affected by the recall, which involved 1 047 Honda Civic units manufactured between 2001 and 2003 and 121 Honda
Dabrowski said - recall was a precautionary measure and Honda had not received any reports of injuries related to the faulty airbags. She said owners of affected vehicles would be contacted by letter requesting them to make an appointment with their Honda dealer.

Ford's Focus is world's best-selling nameplate
F
ord Focus is officially the world’s best-selling passenger car - that’s according to the final 2012 Polk global market registration data. The Ford F-Series pickup comes in third and Ford Fiesta comes in as the best-selling subcompact. Sales of the compact Focus totalled 1 020 410 cars worldwide according to the automotive data and trends forecasting leader. Market gains for Focus were driven by consumer demand in China and the United States. China registrations were up 51 percent last year, with the market responsible for just more than one out of four Focus vehicles sold globally according to Polk vehicle registration data. US Focus sales were up 40% in 2012, also contributing to the car’s global growth. In addition to holding the title of world’s bestselling vehicle overall, Polk data also confirm the Ford Fiesta earned the top spot as the best-selling subcompact car globally, with 723 130 registrations last year. Together, registrations of Ford’s small cars – Fiesta and Focus – totalled 1 743 540 vehicles in 2012, according to Polk.
PAGE 12
As Jim Farley, Ford Executive Vice President, Global Marketing, Sales and Service explains: “Focus and Fiesta represent the culmination of our One Ford global product strategy. Our global products are resonating with consumers – especially in the best-selling, most competitive segments – with their unique combination of fuel efficiency, high quality, rich content and fun-to-drive personalities. Through One Ford, we’re able to bring economies of scale and fantastic value to customers all around the world.” Global new vehicle registrations for the F-Series totalled 785 630 trucks last year, putting it in the No. 3 spot among all vehicles sold worldwide. F-Series has been America’s best-selling pickup for 36 straight years. “Since its launch in China in late March of last year, Focus sales continue to strengthen, with the car now ranking as the best-selling passenger car in China in 2012 for the first time ever,” Farley said. “With additional manufacturing capacity added last year, we now have a tremendous opportunity to further strengthen our global small car sales in 2013, with sales off to a very strong start already.”

RMI invites MIBCO to attend negotiations Recently the RMI sent out an open invitation to all employers falling within the scope of jurisdiction of the Motor Industry Bargaining Council (Mibco), to attend the negotiations with the trade union parties NUMSA and MISA at centralised level for a new main agreement – related to wages and other conditions of employment. This comes as the current wage and substantive agreement expires on 31 August 2013 (after three years). “The RMI draws its mandate from members, which agreement when gazetted and extended is applicable to non-parties/non-RMI members as well. Recent events in the collective bargaining arena and the widespread violent strike action in other industries has shown that the RMI and industry can expect a very challenging round of negotiations, the
process and negotiated outcomes of which would ultimately impact on the entire industry (RMI members and nonRMI members). “ “In preparation for the negotiations, the RMI believes that it is absolutely critical to have a strong mandate from the industry prior to approaching the
negotiations which begin in May 2013.” As such, the organisation has invited all employers, irrespective of RMI membership affiliation and status, to attend one of the many meetings it will be holding. Please contact the RMI to register for the events.

China to become the biggest PND and telematics market
A
s vehicle sales continue to rise globally, China is set to be one of the biggest markets for automotive telematics services as well as personal navigation devices (PND) and original equipment manufacturer (OEM) navigation systems. That’s according to a new report from Frost & Sullivan, which also found that all vehicle manufacturers are following the embedded approach to offer complete packages to clients who demand connectivity and telematics services in vehicles. The report, entitled: Key Trends and Forecasts for the Chinese Automotive Navigation and Telematics Services Market, also expects that an era of low-cost navigation will emerge with the partnership of OEMs and PND manufacturers. Mobile phone-based
PAGE 16
telematics, it believes, is to dominate due to high Smartphone penetration. The report continues that in terms of overall navigation systems (embedded, aftermarket and PND), demand is set to increase from 10.4 million units in 2012 to 21.0 million units by 2018. Real-time connected services and co-operation with OEMs will help maintain the vitality of PND in China. However, the aftermarket embedded in-dash market share is projected to decline due to the rising penetration of Smartphone navigation and OEM navigation. The number of Smartphone subscribers with navigation applications is estimated to expand from 93.2 million in 2012 to 400 million by 2018, making China one of the largest Smartphone navigation markets in the world. Higher
Smartphone penetration and interfacing solutions, such as MirrorLink, coupled with competitive pricing strategies will also motivate the need for Smartphone navigation in cars. “The Chinese market for telematics services will swell from 0.4 million subscribers in 2012 to nearly 4.0 million subscribers by 2018,” notes Frost & Sullivan Senior Research Analyst Krishna Jayarman. “As decreasing costs boost adoption rates, more domestic telematics services participants are expected to participate in the market, which will focus on customer retention for services after the free period.” “Developing new business models for the mass market automotive segment will be pivotal,” advised Jayaraman. “The idea is to offer navigation and
value-added connected services to the mass market segment to leverage the exponential auto sales in China.”
could reap significant market success on the basis strategic partnerships with Chinese players.”
With increasing value chain integration, industry cooperation is required to ensure the development of the Chinese telematics market. For instance, to retain some level of control over navigation revenues, the most promising strategy for OEMs would be to engage and collaborate with PND suppliers. Telematics service providers must find opportunities to bundle other valueadded services, as well as include basic requirements, to differentiate their solutions in the market. “Connected navigation will proliferate with the development of cloud computing and the integration of vehicle and consumer electronics,” concluded Jayarman. “Sales volume of Smartphones will grow swiftly and Smartphone Apps will have a bigger role in the connected car environment. ccording to Ford, its all-new Kuga that is making its debut locally will shatter the myth that an SUV can’t be green, high-tech, capable and exceptional all at once. The latter includes SYNC – the handsfree automatic tailgate - Intelligent All-Wheel Drive system, Active City Stop, Lane Keeping Aid, Blind Spot Indication System amongst others. As Ford Marketing Manager Gavin Golightly explains: “The all-new Kuga lineup is well-rounded and comprehensive with a host of fantastic features that make it the perfect choice for families. Driver assistance technologies are offered as optional extras and include Active Park Assist, Blind Spot Information System, Active City Stop, Lane Keeping Aid, and Lane Departure Warning. ccording to the Automobile Association of South Africa’s Head of Public Affairs, Gary Ronald, the driver’s seat comes with unique hazards. And sitting correctly when driving can reduce injuries in a crash. “In a crash, the driver of a vehicle has the least survival space of all the occupants,” says Ronald. “The pedals in the footwell can trap the feet, and column stalks and switches can cause hand lacerations and even broken fingers. But the biggest threat is from the steering wheel, which halves the survival space available to the driver compared to other occupants.” He continues that in early vehicles, the steering wheel was connected to the steering box via heavy brackets and supports, and the steering box itself was bolted to the chassis. These vehicles didn’t have seatbelts or crumple zones, meaning that millions of drivers who were flung against the steering wheel in frontal crashes died of chest and abdominal injuries. Research in the 1950s and 1960s led to development of padded steering wheels with impact-absorbing rims and collapsible steering columns. As crumple zone technology improved and seatbelts became more widespread, drivers became better-protected from steering wheel impacts. The development of airbags further improved protection for drivers,
and these and other safety improvements have been proven by decades of crash-testing. “Unfortunately, drivers don’t always adopt the best seating position to take advantage of all this technology,” Ronald comments. “One often sees drivers sitting too close to the steering wheel. An airbag inflates at around 300 km/h and this can be dangerous to a driver who is too close to the wheel.” He advises drivers to sit so that their chest is at least 30-40 cm from the wheel. “This gives the airbag enough space to inflate fully without injuring you - and then allows it to absorb impact energy by deflating as you make contact with it.” He also cautions against sitting too far away from the steering wheel, or reclining the driver’s seat excessively. “If you sit too far away, you won’t contact the airbag squarely in a crash, which could lead to additional injuries.” Airbags are a supplementary restraint system designed to operate along with the vehicle’s crumple zones and seatbelts to reduce impact forces on occupants. “If you’re not wearing a seatbelt, you may hit the steering wheel through the airbag in a severe crash, and you are also at risk of head contact with the windscreen,” he says. “Sitting at the correct distance from the steering wheel with your seatbelt fastened is the simplest way to minimise your risk of steering wheel-related injuries.”

AUTO SAFETY
AutoForum - May 2013
How safe are your shoes? “Automobile Association research in Great Britain (AAGB) shows that more than a quarter of drivers reported driving difficulties caused by the shoes they were wearing,” revealed Gary Ronald, Head of Public Affairs at The Automobile Association of South Africa (AA) recently.
AUTO SAFETY
“British drivers are some of the safest in the world, so if a quarter of them report trouble with footwear, we believe South African drivers might have similar issues,” continued Ronald. “Our warm climate means many people wear flip-flops, and the British survey makes mention of this. Almost one-third of respondents said they’d had trouble with flip-flops.”
PAGE 22
The dangers of driving in flip-flops range from trouble applying full braking to having them get stuck in the floor mats when releasing the clutch, brake or accelerator. They also leave the foot mostly exposed in the event of footwell deformation in a frontal crash. While footwear is unlikely to prevent these injuries, a decent pair of shoes may assist in reducing injuries in less serious crashes. The AAGB research also mentioned high heels in some detail; a fifth of women reported problems caused by high heels. However, 84% of women said they kept a spare pair of shoes in the vehicle for days when they were wearing heels but had to drive. “If you take off your heels in favour of more practical driving shoes, remember not to leave the heels lying in the driver’s footwell where they could slide
forward and obstruct the brake or clutch,” Ronald advised. He also reminded motorists to keep a small towel in their vehicles to dry the soles of their shoes if they had to walk through water to get to the vehicle. “Wet shoes can cause feet to slip off the pedals, which has obvious risks in the first few minutes of a drive, especially when leaving a car park with pedestrians milling about, or reversing out of a confined driveway.” The typical leather shoe worn by business people is a good choice for driving. It fits well without being uncomfortable, and is bulky enough to offer some foot protection in crashes. Running shoes and similar types of footwear are also ideal driving shoes. “It’s interesting that South African law doesn’t say anything about the footwear car drivers should be wearing,” Ronald commented. “However, the AAGB research shows that it’s a safety concern and we advise people to wear comfortable, close-fitting shoes when they drive.”

Ensuring your right to repair
I
n our modern free-market economy many manufacturers, in various industries, are now resorting to the courtroom to maintain marketshare and profitability. Intellectual property wars have become the central business premise used to ensure market dominance, not innovation, price competitiveness or quality of service in many instances. There is perhaps no better example of this business practice than the automotive industry, specifically with regard to replacement parts and components. A disturbing trend has grown in prominence around the world, as original equipment manufacturers (OEMs) have resorted to registering design rights over every component of their vehicles, including bonnets and bumpers, in an attempt to monopolise the aftermarket.
PAGE 26
- Ian Pluke
To govern this process, distinctions were made between aesthetic and functional design features. Aesthetic features are described in the Designs Act as features that are “judged solely by the eye”, while functional design registrations protect features that are new and are necessitated by function. However, when the Designs Act was amended to make provision for the registration of functional designs, it was also amended to exclude spare parts from its ambit. Section 14(6) of the act reads: “In the case of an article which is in the nature of a spare part for a machine, vehicle or equipment, no feature… of such article shall afford the registered proprietor of a functional design applied to any one of the articles
in question, any rights in terms of this Act in respect of such features”. Yet, sadly for consumers, OEMs have exploited design rights and registrations in an attempt to keep tight control over the vehicle repair and servicing industry, and ensure that the consumer has little choice. While design rights are important to protect intellectual property, their initial intended purpose was to reward innovation. However, design rights are now being used to stifle competition and secure industry monopolies, all at the expense of the consumer. In the face of sluggish economic growth and the associated decline in new car sales, car manufacturers around the world are trying to monopolise the after sales parts market by obtaining

restrictive aesthetic design registrations on visible components, which afford exclusive protection for up to 15 years. In addition to this anti-competitive behaviour, OEMs have also tried to ‘force’ design rights for auto parts through as aesthetic designs when they cannot be registered as functional designs. Over and above the intellectual property protections, motor manufacturers then insist that damaged or ageing vehicles still under warranty or motor plan can only be fitted with OEM-approved parts to maintain their cover. These actions could be seen as an attempt to protect their lucrative and long-standing monopoly in selling auto parts, especially as profit margins in the motor industry are weighted towards vehicle servicing and the supply of parts, as opposed to the actual sale of new vehicles. This notion was supported in a recent study conducted by France’s competition authority, where it determined that the country’s motor manufacturers “have a veritable legal monopoly on more than 70% of the sales of parts, and a duopoly with parts makers on the remaining 30%” of the market for visible parts such as mirrors, lights and bumpers. The study noted that French motor manufacturers also tend to generate higher profit margins from repair and maintenance than car sales. The authority said France, unlike other countries in the European Union, allows for copyright protection covering visible parts and that lawmakers should lift that protection. Motor manufacturers should also clarify warranty contracts regarding whether owners can service their cars outside the manufacturer’s own repair network without jeopardising their coverage, the regulator said. This is a notion being echoed in the United States, where manufacturers like Ford, Honda and Toyota are being taken to task over anti-competitive behaviour in the automotive parts market. In arguing their point, organisations like the Quality Parts Coalition are referring to the Magnuson-Moss Warranty Act of 1975 to support their calls for a more open parts market. The Act provides that any warrantor warranting a consumer product to a consumer by means of a written warranty must disclose, fully and conspicuously, in simple and readily understood language, the terms and conditions of the warranty to the extent required by the rules of the Federal Trade Commission (FTC). The FTC has enacted regulations governing the disclosure of written consumer product warranty terms and conditions on consumer products that cost the consumer more than $15. Under the terms of the Act, ambiguous statements in a warranty are construed against the drafter of the warranty. Likewise, service contracts must fully, clearly and conspicuously disclose their terms and conditions in simple and readily understood language. Most importantly for the motor industry, the Act states that warrantors cannot require that only branded parts be used with the product in order to retain the warranty. This is commonly

referred to as the “tie-in sales” provision and is frequently mentioned in the context of third-party parts. And it is not just the Quality Parts Coalition that is challenging the status quo on design patents and the monopolistic hold on the industry they give patent holders. A growing number of industry players and consumer rights organisations are starting to make strides in championing the cause of a more competitive automotive parts industry and the right of consumers to repair their vehicles at a lower cost. There is now a drive globally to ensure patent law preserves both competition and protects the consumer’s right to benefit from quality, lower-cost alternative replacement parts. This is because there is no reason why consumers shouldn’t have the option to use either the higher-priced original or a more cost-effective high quality generic part to repair or service a vehicle. The fact of the matter is that quality replacement parts can now offer the same level of quality at a vastly reduced cost to the consumer, with high quality generic parts costing in the region of 30-40% less than the OEM equivalent in some instances.
process of implementing legislative changes that govern the registration of designs and patents and better regulate the monopolistic behaviour of OEMs. This ability to choose quality replacement parts is already saving consumers up to $1.2 billion a year in the United States, for example. Most European Union countries, (with the notable exception of France) and Australia have already set a global precedent in this regard, but South Africa and the United States continue to lag behind. However, 2012 was a landmark year for the automotive parts market in South Africa, thanks in part to the efforts of Grandmark International, a local parts importer and distributor. A landmark legal ruling on a matter between Grandmark International and BMW SA has the
monopoly right BMW had sought to enforce over its design rights. This ruling has the potential to loosen the monopolistic stranglehold that OEMs and parts manufacturers currently have on the local parts market. This would significantly reduce the cost and increase the availability of spare parts, as both OEM and generic aftermarket parts would be suitable replacements. This would benefit local consumers in many ways, including reduced replacement and repair costs, as well as reduced short-term insurance premiums and excesses. Lower replacement costs would reduce the cost of insurance claims and also minimise write-offs, which conceivably means that insurers would be able to pass these savings back to consumers. These lower insurance premiums would also have the additional benefit of increasing the insurability of the growing number of low-to-middle income road users. This would benefit all South African road users as only about 35% of motorists in the country have car insurance. Short-term insurers have therefore been tasked to design a product that would suit the other 65% who cannot afford cover at current entry-level insurance premiums, which average between R400-600 a month. Given that around 40% of all premiums collected are motor related and 60% of the cost of motor repair is parts related, it is essential for the industry to get a handle on the cost of replacement motor parts.
A landmark legal ruling has the potential to reshape the local automotive parts market
There are also many reputable and established aftermarket spares suppliers that are committed to quality. These generic parts are manufactured in accordance with the original part specifications, through manufacturing processes that comply with international quality standards as measured by third-party authorities such as the South African Bureau of Standards (SABS), the International Organisation for Standardisation (ISO) and the European Conformity (CE), to name a few. In fact, many aftermarket parts come out of the very same factories and off the same manufacturing lines as OEM parts. These parts therefore offer a good value alternative to the OEM equivalent. Based on these facts many countries around the world have or are in the
PAGE 28
potential to reshape the local automotive parts market. In a protracted legal battle BMW SA initially claimed that Grandmark had infringed on certain of its intellectual property rights by importing and selling spare parts that were fitted to BMW models. However, Grandmark challenged the legitimacy of BMW’s design registrations in a counter-application, saying they did not qualify as aesthetic designs as the parts are functional in nature and lack novelty or originality. Grandmark also stated in court papers that BMW’s practice of registering designs for many of its vehicle parts, as well as aggressively pursuing replacement part suppliers who allegedly infringed its design rights could be deemed to be anti-competitive. The landmark judgement found in favour of Grandmark International. In addition to various rulings pertaining to the alleged intellectual property rights infringements, the court held that BMW had not proved any aesthetic features of its parts that warranted protection in the aesthetic register under the Designs Act. As such, the presiding Judge said it was not clear what merited the
Recent studies have also shown that price inflation in the parts market is escalating at around 20% per annum. In order to create a sustainable platform for motor insurance and increase the number of insured vehicles on the road the industry needs to control the biggest cost component without sacrificing quality or safety. However, by eliminating the possible use of lower cost quality automotive part alternatives through design rights, motor manufacturers are effectively removing the consumer’s right to repair.

The bloom is off the boom
I
used to be hooked on a computer game called ‘Railroad Tycoon’ that involved creating and building a railroad company delivering the right goods to the right stations as economically as possible. Every now and then, a newsflash would pop up on the screen saying: “The bloom is off the boom”. This meant simply it cost a lot to deliver less – and really is pretty much the same as is happening to our economy right now. Those economists who predicted a slowdown in car sales were right, and the fairly frenetic activity at the end of last year and into the first couple of months of 2013, has run its course. Sales have taken a dip. Some of this can be blamed on the Easter break that trimmed the number of sales days available as the first quarter closed, but pundits are still predicting a ‘softening of the market’. Interestingly though, Mike Glendinning, Director: Sales and Marketing at Volkswagen Group South Africa, says: “The

picture changes when one analyses the selling rate of new cars per day during the month. The selling rate per day of the new cars was 2.3% up on February 2013 and 4.5% up on March 2012.”
During March, 37 596 new cars were sold, which represents a decline of 1 400 units or a fall of 3.6% compared to the 38 996 new cars sold in March last year.
“The average selling rate of new cars per day in the first quarter of 2013 was 5.7% up on the average selling rate per day in the first quarter on 2012. This is probably a more accurate reflection of market conditions so far in 2013 versus 2012.”
Sales of Industry new light commercial vehicles, bakkies and mini buses at 14 794 units during reflected an increase of 189 units or 1.3% compared to the 14 605 light commercial vehicles sold during the corresponding month last year.
In fact, March last year benefited from only two additional selling days compared to March this year and this would have contributed to the decline in aggregate industry sales of 1 206 units or 2.1% to 54 946 vehicles from 56 152 units in March last year.
Sales of vehicles in the medium and heavy truck segments of the Industry at 1 015 units and 1 541 units, respectively, had recorded an increase of 32 units or 3.3% in the case of medium commercial vehicles, and a decline of 27 units or 1.7% in the case of heavy trucks and buses, compared to the corresponding month last year.
Overall, out of the total detailed reported Industry sales of 54 946 vehicles, 48 101 units or 87.5% represented dealer sales, 4.4% represented sales to the vehicle rental industry, 4.2% to government and 3.9% to Industry corporate fleets.
According to Naamsa: “The near term outlook for the automotive sector would be affected by upward new vehicle pricing pressure as a result of the weaker exchange rate and the April,

2013 increase in CO2 vehicle emissions taxes on cars and certain categories of light commercials.” “This could result in some moderation in the rate of growth in sales over the balance of the year. There were a number of factors, however, that should lend support going forward and these included the low interest rate environment, continued strong replacement demand, a highly competitive trading environment with attractive incentives, low debt servicing costs and high tech new model introductions.” “On the negative side, however, rising inflationary pressures facing consumers would dampen growth in consumers’ real disposable income. New vehicle exports and industry production, however, should register strong growth in 2013.” “We are continuously optimistic of low levels of market growth during the year,” says Glendinning.

Despite softening demand for new vehicles, sales of Peugeot passenger and light commercial vehicles showed an increase of 17% on February levels. The trend is mirrored when comparing year-on-year sales, with Peugeot SA’s year-to-date sales for 2013 showing an increase of 17.7% on the same period last year. “The March sales are heartening, and a welcome sign our consistent efforts on the customer car front are paying dividends,” says Francis Harnie, Managing Mirector of Peugeot SA. “Market conditions are not easy at present, and to show strong growth at this juncture is particularly gratifying.” Broken down, the first quarter activity looks like this: Market segment

AutoForum - May 2013 “March sales were boosted by several factors,” says Dr Johan van Zyl, President and CEO of Toyota South Africa Motors. “As the end of the quarter and the end of the fiscal for many public and private companies March traditionally sees large bulk purchases and final tender allocations. This is of course further supported by high retail activity from vehicle retailers who want to end the quarter in the black.” According to van Zyl, these positive factors are counterbalanced by increasing pressure on disposable income. Several fuel price increases and continued food price inflation has put a damper on household spending, which supports the view of lower vehicle sales growth in 2013.
“We expect vehicle sales to return to growth for the rest of the year, albeit at a much slower pace than in 2012. This expectation considers a lower rate of GDP growth and continued pressure on disposable income on the one hand and continued marketing, many new vehicle introductions and a low interest rate environment on the other,” says van Zyl.

The coming global aftermarket boom Total vehicle population to grow 30 percent by 2020. Frost & Sullivan recently held a free webinar that looked at what it has described as “the coming aftermarket boom” and which was led by Stephen Spivey, Programme Leader at the research house.
A
ccording to Spivey, total light vehicles in operation worldwide (passenger cars and light trucks) are set to increase by 30% by 2020. This growth will generate increased global demand for aftermarket parts and service to meet the maintenance and repair needs of so many more vehicles. However, in regions forecasted to have the highest vehicle population growth, there are often few parts and service options for vehicle owners. The landscape suggests there are emerging growth opportunities across the aftermarket value chain in many parts of the world. Spivey forecasts that growth in the overall vehicle population will drive demand for parts and service across the world, but particularly in China and throughout Asia. GDP per Capita has more than quadrupled in Brazil, China and Russia and has more than doubled in many other countries over the past 10 years, giving hundreds of millions more people the chance to own vehicles. In China, the number of vehicles per 1 000
PAGE 40
people has jumped from 15 to 58 between 2003 and 2010, with smaller increases in the other emerging countries. He believes that in China, the continuing economic growth will push the market by another 8% to reach the 20 million mark in 2013. SUV, pickup and premium vehicles will continue to be the buzz word for the Chinese market. Low vehicle penetration, increasing income levels and urbanisation will continue to push the market for vehicles. At the same time, economic growth of about 3.5% owing to the infrastructure developments for FIFA World Cup in 2014, slash in interest rates and local production of Brazil specific models will maintain the year-on-year growth in Brazil for 2013. Spivey quoted other expected growth rates as follows: • The replacement market and high customer confidence is expected to
push the Russian Light Vehicle market to join the 3 million club in 2013. Budget cars and premium models will continue to drive the market. • Rising inflation is one of the key reason to slow down the growth rate in the Indian market for vehicles. • Based on current trends, Asia will be home to one in three personal-use vehicles by 2020, while more mature regions will see their share of total cars and light trucks decline. He continued that the global aftermarket is ripe with opportunity, but there are also challenges to address, such as the lack of skilled labour and changes in the mix of vehicles that will require parts and service. The top 20 product categories only represents about half of all revenues, illustrating the total size and diversity of the aftermarket. He also sees a lack of aftermarket distribution structure in many regions of the world, suggesting possible lucrative opportunities to consolidate these

AutoForum - May 2013 players or invest in new start-ups. Spivey believes growth rates will be comparatively low in the early years of the vehicle life cycle, but the revenue potential will increase more as they age and enter the aftermarket in greater numbers. Key points to consider are : • The aftermarket is benefiting from the slow recovery of the economic recession. • More existing vehicle owners are keeping their cars longer instead of buying a new one, driving demand for maintenance and repair services. • Products in the maintenance categories are expected to grow at strong rates, including brake parts, tyres and exhaust components. • Some low-growth categories, such as batteries, lighting and starters/alternators are threatened by low-cost competition. Others include a wide range of different products including accessories, electronics, fluids, tools and remanufactured components as well as many others.

Advances in e-learning are making world-class learning available to more people across the globe than ever before. It’s now possible for anyone, whether on a farm in rural Africa or living in a city in Sweden, to virtually attend lectures at some of the world’s top universities – all they need is access the Internet to ‘sit in’ on classes at Harvard, MIT or Stanford. This has great implications for the fleet industry, which has a long history of success with e-learning.
F
or some time e-learning courseware has included video footage of teachers explaining course content. A new development that is taking the digital learning world by storm, ‘lecture capture’, is very similar. It simply means capturing video footage of live classes or lectures and broadcasting them free over the Internet. What is revolutionary about these classes is that anybody can ‘attend’ them at no cost. Harvard University was one of the pioneers of this type of free access to world-class learning and has been offering free broadcasts of lectures for five years which, in the online world, is a very long time. AutoForum - May 2013 Simulation training, a type of e-learning, is widespread in the fleet industry because it’s the most effective way to improve driver safety. Besides reducing injury to drivers, it reduces accidents, too. This keeps insurance premiums lower, while also reducing the need to repair and replace costly vehicles. E-learning needn’t be limited to driver training, however. It can and should extend beyond the training of heavy vehicle operators in the fleet industry because it offers a cost-effective way to train management, too. Research by US company certifyme.net has found that using e-learning rather than face-to-face trainer-led learning, organisations can save up to 75% on upskilling staff. At the same time, e-learning is available at any time, at any place, and on just about any device, meaning that heavy vehicle
drivers can study on the go and have the chance to advance in an organisation from the ground up. Some of the best universities that offer lecture capture are known as the “edX” universities, which include the Massachusetts Institute of Technology (MIT), the University of Toronto and the University of California, Berkeley. EdX, a non-profit enterprise founded by MIT and Harvard, offers a number of free online courses to students across the globe. At the same time, it uses its online platform to research how people learn and how technology is transforming – and can transform – campuses around the world. All you need to take an edX course is a computer and an Internet connection. MIT’s first edX course, Circuits and Electronics, had an enrolment of over 150 000 people from 160 countries.
Students who complete these courses and others like it receive “certificates of mastery” but don’t qualify for full degrees or diplomas. However, this doesn’t mean that you can’t get a full degree online. The American University of Wisconsin now offers a recognised degree that doesn’t require any class time unless practical components must be completed for the degree to be awarded. The University of Wisconsin is the first university to organise “massive open online classes”, or MOOCs, into a bachelor’s degree. Together the edX universities offer a number of business courses that could be a very useful resource for anybody undergoing business or management training – or wishing to do so in the future.
Automotive deals stall in 2012
A
utomotive mergers and acquisitions (M&A) activity in the first half of 2012 has given way to macroeconomic pressures, resulting in passive M&A activity in 2012 overall. That’s according to a recent PwC report in Driving Value: Automotive M&A Insights 2012.’ The automotive industry’s overall M&A deal volume declined 18% and deal value declined by 33%, compared to 2011. In comparison, in 2012, global cross-sector M&A activity declined less than the automotive sector, with deal volumes declining by seven percent and deal value declining by 17% compared to 2011. While some regions continue to show signs of stabilisation and profitability after the recession in 2008-2009, the economic crisis in Europe is still an ongoing issue of concern. Europe’s share of global automotive deal volumes is down for the second straight year, while Asia continues to grow its presence, becoming the largest acquirer region in 2012.
PAGE 44
With Europe’s debt crisis weighing heavily on the European automotive sector, automotive M&A activity declined in terms of deal volume and value when compared to 2011, when a total of 594 deals were completed for a disclosed value of $44.9 billion. The automotive sector transacted 98 deals during Q4 2012, marking the third straight quarter of decreasing deal volume. As Paul Elie, US Automotive Transaction Services Leader explains: “Uncertainty is hurting the deal value more than the actual recession. There is increased speculation resulting from the looming economic challenges in Europe and many unknowns in the regulatory environment. As soon as the macroeconomic environment improves, we likely will see a wave of pent-up demand resulting in increased deal activity.”
The PwC report also found that:

synergies such as technology and platform sharing through strategic alliances. Component suppliers saw steady transaction volumes in the first half of 2012, but declined significantly in the second half. The most active region for vehicle manufacturers was Asia, where 41 of the 97 deals in 2012 were transacted. The “others” category, including retail, aftermarket, rental/leasing and wholesale, etc., experienced a significant slowdown in 2012. Financial buyers’ share of M&A volume declined to 24%, which represented the lowest levels witnessed since the depths of the recession. Financial buyers continued to shift their focus away from Europe and toward US and Asian assets.

Europe stalled at 3.5 units below its 2007 peak. North American acquirers’ share of global M&A increased from 20% in 2010 to 27% in 2012, while North American entities achieved 34 out of 102 cross border deals. Asia made up more than one third of the global automotive M&A volume during 2012, with most of the activity transacted within its
own region. Emerging countries like China and India are likely to capitalise on the opportunity to acquire technology or market access at favourable valuations in Europe. Looking ahead, PwC’s positive outlook for M&A stems from the forecasted 30 million units estimated to be added to the industry between 2012 and 2019. Key factors predicted to spark
automotive M&A growth are: High levels of liquidity on corporate balance sheets; Strategic initiatives to expand market share and grow customer, technological and product portfolios; Resolution of Europe’s sovereign debt issues of its member states; Strong economic recovery and pent-up demand in developed countries; and Resumption of trend line economic growth in China and India.

Used car inflation down further
L
ast month, TransUnion released its Vehicle Pricing Index (VPI) for the first quarter of 2013, which indicated that used passenger vehicle price inflation slipped further into negative territory to -1.4%. This represents a significant drop from the 3.6% rise in price inflation in the same period last year. According to TransUnion, this contrasted with Q1 new car price inflation, which continued to climb steadily at 2.4%, slightly up from 2.1% in Q4 2012.
% Change (Y/Y)
The VPI is calculated from data received by vehicle risk intelligence company TransUnion on vehicle financing registrations from South Africa’s major 20% banks and vehicle finance houses, and is released quar20% terly. The VPI also includes monthly sales returns from 15% thousands of dealers throughout the country. As Auto Senior Vice President Mike von Höne explains: “Despite the widening gap between new and used passenger vehicle prices, there has been little relief for used market dealers as new vehicles continue to find increasing favour with consumers.”
TransUnion continues that this trend is evident from its used vehicle financial registration statistics. These are based on data received from SA’s leading vehicle financing institutions, verification enquiry volumes and dealer sales returns. The data indicates that the ratio of new vehicles to used passenger vehicles financed is narrowing. From an average ratio of 1.79 used cars for every new car financed in 2012, the used to new ratio dropped to 1.48 in February this year – its lowest level in more than four years. “The result is that used dealers are buying and selling used units at ever
lower prices – an indication that used car price deflation is likely to continue for the next few months. Nevertheless, the used market did experience positive overall growth in the first few months of this year.” “Given the weakening of the Rand – which could result in a slight acceleration of new vehicle price inflation – along with fuel price hikes and the inevitable introduction of toll fees for Gauteng motorists - it’s possible that the pendulum will once again swing back in favour of used vehicles in the current year,” adds von Höne.

The latest automotive technology
New Cyclist Detection system even brakes automatically
V
olvo recently announced what it says is a world first - technology that detects and automatically brakes for cyclists swerving out in front of the car. The new system forms part of the existing detection and auto brake technology and will be called Pedestrian and Cyclist Detection with full auto brake. Volvo points out that recent accident data has indicated that about 50% of all cyclists’ fatalities in European traffic are as a result of a collision with a car. The automaker’s new Pedestrian and Cyclist Detection technology is aimed at addressing these statistics. While there are no official cyclist injury/fatality statistics for South Africa, it’s a fact that the number is high – sadly proven by the death earlier this year of Burry Stander - and Pedestrian Detection is expected to be a sought-after feature. As Doug Speck, Senior Vice President Marketing, Sales and Customer Service at Volvo Car Group explains: “Our solutions for avoiding collisions with pedestrians and cyclists are unique in the industry. By covering more and more objects and situations, we reinforce our world-leading position within automotive safety. We keep moving towards our long-term vision to design cars that do not crash.” The system works by virtue of an advanced sensor system that scans the area ahead of the vehicle. If a cyclist heading in the same
PAGE 50
direction as the car suddenly swerves out in front of the car and a collision is imminent, there is an instant warning and full braking power is applied. The car’s initial speed obviously plays a large role in the outcome. If the collision can’t be avoided entirely, the brake application will at least slow the vehicle down as much as possible - a lower speed of impact means that the risk of serious injury is significantly reduced. Pedestrian and Cyclist Detection with full auto brake consists of a radar unit integrated into the car’s grille, a camera fitted in front of the interior rear-view mirror and a central control unit. The radar’s task is to detect objects in front of the car and to determine the distance to them, while the camera determines the object type. Thanks to the dual-mode radar’s wide field of vision, pedestrians and cyclists can be detected early on. The high-resolution camera makes it possible to spot the moving pattern of pedestrians and cyclists, and the central control unit continuously monitors and evaluates the traffic situation. The auto brake system requires both the radar and the camera to confirm the object. Cyclist Detection will be available in South Africa on all MY14 Volvo’s toward the end of the year.
Around View Monitor gives 360-degree vision
T
he average human has a field of vision of around 120-degrees, but drivers of the new Nissan Note will be able to see a full 360-degrees. That’s thanks to the automaker’s new Safety Shield system - a package of technologies that delivers a new level of driver assistance in the small car segment - along with the advanced Around View Monitor. Nissan says that the new technology allows drivers to know what it would be like to have eyes in the back of their heads, as the system gives owners unrivalled vision to help minimise the risk of accidents and to make manoeuvres easier and safer. Safety Shield incorporates Nissan’s Blind Spot Warning system, Lane Departure Warning and Moving Object Detection through its innovative convex-lens camera located, unconventionally, at the rear of the car. The camera provides drivers with over 180-degrees of visibility from a point just below the rear windscreen. The system also alerts drivers to potential dangers, such as a child walking towards their reversing vehicle or other vehicles hidden in blind spots.
Making use of a further three cameras - one on the front grille and one on each door mirror - the Note also features the helicopter view parking aid, Around View Monitor, giving drivers a bird’s-eye view of their car. The 12.7 cm dashboard mounted screen displays a full, virtual 360-degree view. The Nissan Note is the first car in its segment to offer this sophisticated yet easy-to-use system. Geraldine Ingham, Chief Marketing Manager for small cars for Nissan in Europe commented: “From talking to drivers through our research groups, we found that being able to see what’s happening around them is a key factor in making them feel safer and more confident when driving and manoeuvring. With this in mind, we wanted to develop a technology that gave Nissan drivers a better view of the road. Safety Shield and Around View Monitor have been engineered to enhance drivers’ vision and let them see more of their surroundings, helping to keep them safer and minimise accidental bumps and scrapes.”

onda has launched a new safety technology called the City-Brake Active System, which operates when the vehicle is travelling at speeds of less than 18 mph (around 29 km/h).The system uses a laser radar installed in the upper part of the windscreen to detect when a collision is imminent. If it deems there is a high risk of collision, it will issue audio and visual warnings to the driver. If the driver does not respond by taking appropriate action, the system then automatically applies the brakes. According to the automaker, the City-Brake Active System also protects drivers from accidental acceleration at speeds of less than 6 mph (around 9 km/h) or from standstill. If the

system determines that the driver has pressed too hard on the accelerator pedal, for example by mistakenly stepping on the accelerator pedal instead of the brake pedal, when there is another vehicle within 4 m of the front of the vehicle, the driver will receive audio and visual warnings and the City-Brake Active System will control engine output to restrict the vehicle from moving forward. The new system will be introduced on the Honda Fit, which will go on sale in Japan later this year. The introduction of this new technology to Honda models in the rest of the world has yet to be confirmed.

Scania’s service statement in KZN - Dave Scott
Even if your truck has the highest quality and best fuel consumption, without adequate parts availability and a service support network, downtime is a killer. And truck service facilities are massive investments. This is no less so for Scania South Africa’s brand new Durban branch which represents around R70 million CAPEX just off the N2 in River Horse Valley north of Durban central – it’s easily accessible from the freeway to accommodate 7-axle interlinks and 15 minutes from King Shaka Airport for the inevitable emergency parts shipment. It’s easy to make verbal statements of intent. And then there is a physical statement of reality and image that goes with installing and launching a modern truck service centre. That takes guts in this economic climate of diminished attitudes to fixed investment. Scania obviously has a confident eye on the future.
T
here’s also something about a Scania that lends itself to ‘bling’, a cultural characteristic of owner-drivers and self-made road-transport hauliers – flaming paintwork with chrome bull-bars and an aggressive ‘king-of-the-road’ appearance are the in-thing. The launch of Scania Durban was no less of an occasion. But it’s a deserved event and could not have come sooner. There are around 8 000 Scania trucks on Southern African roads – including 800 in Namibia – and the KwaZulu-Natal Scania population is approximately 1 250. Add to this the fact that Durban is the end of
the major port trunk route on the N3 and the route-servicing demand for support outside of KZN Scania fleets makes this an essential step forward. The 13-bay 2 500 m2 workshop can handle 26 trucks at any one time depending on full staff compliment. This includes a new feature, an ADR bay – what’s that? Says Bryan James, Regional Services Manager: “With the fuel companies generally having a Europeanbased parent company they will comply with the ‘European Agreement Concerning the International Carriage of Dangerous Goods by Road’ (ADR) and obviously Scania would Continued on page 56

want to assist our companies in being able to comply with these requirements. The decision to offer an ADR dedicated area/bay was easy.” This ADR bay is self-contained within the workshop and not just a cordoned-off area.
The good news according to Scania South Africa Managing Director, Steve Wager, is that “Scania has plans to incorporate trailer servicing”. Apparently they first need to ensure readiness before offering trailer servicing and the roll-out should commence during the second quarter of 2013. The 20 000 m2 facility is fully concreted and can handle full-length 22 m rigs that will improve overall safety of 56-ton combinations. Finally it’s all about people (they do count). Apart from top-class staff facilities, a truck driver rest area is a separate building away from the main building, allowing drivers to rest in a quiet environment. This is equipped
with bunk-style beds, air-conditioning, TV, small kitchen, plus ablution and shower facilities. Go for it Scania!

5th wheel earthing cable
‘Earthing’ the fifth wheel
M
odern trucks are very electronic. From engine management systems to stability, retardation and braking it’s all ‘black-box’ stuff. And all these systems have to be protected from spikes and shorts where truck original equipment manufacturers (OEMs) do their best to ensure product integrity. Aircraft makers are even better at it where they deal with lightning strikes on the airframe in the sky. Experience shows that South African trailers are generally badly maintained. There are a few exceptions but the overall neglect of trailers is also a wiring problem where the effect of side-cutters and insulation tape is evident in loose, hanging cables. Some truck OEMs, such as UD Trucks even insert a fusible link on the truck tractor side into trailer electrical connections – this is to prevent trailer short-circuits from flashing back into UD electronic systems, especially on the QUON range.
PAGE 58
- Dave Scott
It’s interesting how International extraheavy truck approach the problem of trailer shorts and spikes. All International truck tractors come equipped with a very prominent fifth wheel earth-cable – why? According to the International automotive engineers, ‘this is fitted to safeguard the truck electrical system. In the event of a trailer short-circuit the trailer will have a ground connection from the trailer chassis to truck chassis via the fifth wheel and fifth wheel earth cable. Depending on the severity of the trailer short-circuit (there is a high current supply to trailer ABS braking systems), the current applied to the negative connection could exceed the capacity of the negative cable in the trailer socket. This could cause a vehicle fire. Some trailers have high-current electrical tail-lifts, and this also protects the truck from any malfunction on these systems.’ Phew! This is shocking stuff!
This all makes much so much sense when it’s a simple maintenance-free device such as an earth-cable. But, of course, the contacts must be kept clean for the ‘earthing’ to be effective. We must then ask why do other truck OEMs not use the same method to protect their electronics – this fifth wheel earthcable does not appear to be standard practice in the market? I do know of a Freightliner incident where the truck powered down to limp mode and when the trailer was disconnected full engine power was restored – the root cause was the trailer. Just how many incidents International have managed to avoid due to their fifth wheel earth-cable will remain unknown but the logic and simplicity of the connection cannot be faulted. It doesn’t cost much and it’s not a ‘snake-oil’ idea where costly downtime and electronic failure can be avoided.

Underride guards – still a hot topic It’s a topic we at AutoForum have covered before, but new research has indicated the problem remains. Modern semitrailers, for the most part, do a good job of keeping passenger vehicles from sliding underneath them, greatly increasing the chances of surviving a crash into the back of a large truck, recent tests by the Insurance Institute for Highway Safety (IIHS) show. But in crashes involving only a small portion of the truck’s rear, most trailers fail to prevent potentially deadly underride.
M
ost semitrailers internationally are required to have underride guards. These are steel bars that hang from the backs of trailers to prevent the front of a passenger vehicle from moving underneath during a crash. Earlier research showed that the minimum strength and dimensions required for underride guards are inadequate, prompting the Institute to petition the US organisation, the National Highway Traffic Safety Administration (NHTSA) in 2011 for tougher standards. The Institute also asked the agency to consider applying the standards to other types of large trucks such as dump trucks that aren’t required to have any underride guards. Although NHTSA hasn’t responded yet, trailer manufacturers already are installing guards that are much stronger than the agency requires. These guards generally work well to prevent underride, except in crashes occurring at the outer edges of trailers, the crash tests show. One likely reason US manufacturers are installing guards that are stronger than required is a tougher standard that trailers in Canada have had to meet since 2007. More recently, IIHS crash tests have drawn attention to the issue, and at least one manufacturer has started
PAGE 60
selling a trailer with an improved underride guard since the tests began. To see how well the latest guards work, IIHS engineers put trailers from the eight largest manufacturers through a series of progressively tougher crash tests. All of the trailers had underride guards that met both US and Canadian standards. Both standards require a guard to withstand a certain amount of force at various points. Under the Canadian regulation, a guard must withstand about twice as much force as required by the US rule, at the point where it attaches to its vertical support. In each crash test, a 2010 Chevrolet Malibu struck a parked truck at 35 mph (56 km/h). In the first scenario, the car was aimed at the centre of the trailer. All eight guards successfully prevented underride, including one from Hyundai Translead, whose previous model failed a full-width test by IIHS. In the second test, in which only half the width of the car overlapped with the trailer, all but one trailer passed. However, when the overlap was reduced to 30%, every trailer except one from the Canadian manufacturer, Manac, failed. Manac sells dry van trailers in the US under the name Trailmobile. The Institute uses a 30% overlap for the most challenging
underride test, because it is the minimum overlap under which a passenger vehicle occupant’s head is likely to strike a trailer if an underride guard fails. “Our tests suggest that meeting the stronger Canadian standard is a good first step, but Manac shows it’s possible to go much further,” says David Zuby, the Institute’s Chief Research Officer.
The danger of underride All the improvements in occupant protection that have helped drive down crash deaths in recent decades count for little when the front of a passenger vehicle ends up under a truck. When this happens, the top of the occupant compartment gets crushed because the structures designed to absorb the energy of a crash are bypassed. The airbags and safety belts can’t do their jobs, and people inside can experience life-threatening head and neck injuries. The crash tests show how this occurs. The 2010 Malibu was an IIHS TOP SAFETY PICK, and in the 40 mph (around 64 km /h) moderate overlap barrier test used to evaluate the Malibu’s frontal crashworthiness, measurements recorded by a dummy in the driver seat indicated serious injuries
were unlikely. Similarly, in the underride tests in which the guards held up, the Malibu’s structure and airbags protected the dummy, and injury measures were generally low and not life-threatening. In contrast, when the guards failed, head and neck injury measures were so high that real drivers would have died.
Crash test results The Institute previously released the results of an initial round of crash testing on three semitrailers conducted in 2010 and 2011. The weakest guard tested at that time was from Hyundai. It met the US standard for strength, but not the Canadian one. When the Malibu hit the centre of the Hyundai trailer at 35 mph in a full-width crash, the guard broke, resulting in catastrophic underride. In 50% overlap tests, the underride guard on a Vanguard trailer allowed moderate underride at 25 mph and severe underride at 35 mph.
Since the initial evaluations, IIHS tested Hyundai and Vanguard trailers again after those companies made changes to their underride guards. Trailers from five more companies were also tested. All eight manufacturers now have underride guards meeting the Canadian standard, and none of the current designs had any difficulty passing the full-width test.
this structure as the underride guard’s attachment point means the vertical supports are located an average of 28 inches (71 cm) from the trailer’s edge.
Most passed the 50% overlap test, too. The exception was the Vanguard. The guard’s vertical support broke off the trailer when the guard was hit by the car, just as it did in the test of the previous design.
Manac, the only trailer to pass the 30% test, takes a different approach. The supports of its underride guard are attached to a reinforced floor and spaced just 18 inches (around 46 cm) from the edge. The Malibu and the dummy inside it not only fared better, but the Manac trailer also had damage estimates among the lowest of all the trailers. It required only a replacement underride guard.
Although the rest of the trailers passed the 50% overlap test, most had the same difficulty with the 30% overlap. The problem stems from the location of the underride guards’ vertical supports. On most trailers, the supports are attached to the slider rails, which run lengthwise under the trailer and allow the position of the wheels to be changed depending on the load. Using
“If trailer manufacturers can make guards that do a better job of protecting passenger vehicle occupants while also promising lower repair costs for their customers, that’s a win-win,” Zuby says. “While we’re counting on NHTSA to come up with a more effective regulation, we hope that in the meantime trailer buyers take note of our findings and insist on stronger guards.”

Longer, rounder truck cabs safer, cheaper New proposals regarding changes to truck cabs have been welcomed by London’s Transport Commissioner as well as the European Federation of Road Traffic Victims (FEVR) and Transport & Environment (T&E) campaigning groups.
F
EVR president Jeannot Mersch said: “Lorries have an infamous reputation when it comes to road safety, and rightly so. Currently, a frontal crash with a lorry is like hitting a brick wall. Design changes to the nose of the lorry cab will help to reduce severe injuries and save hundreds of lives each year. These improvements should be mandated for all lorries as soon as possible.” Transport & Environment Policy Officer William Todts, agreed, saying: “European lorries/trucks have been stuck in the past and this is costing Europe billions of Euros in wasted fuel. The proposal is a small step towards freight transport fit for the 21st century.” Following a a recent fatal cyclist/ truck collision in London, Mayor Boris Johnson said he wanted to ban heavy goods vehicles (HGVs) from the capital unless they were fitted with cyclesafety measures, including ‘skirts’ and special mirrors. The new plan would free up designers to develop deeper cabin skirts as part of a round, deflecting nose shape and extended crumple zone. The bigger cabs would also improve driver vision.
London’s Transport Commissioner Sir Peter Hendy welcomed the plan as a positive step forward, saying: “The revision of this directive allowing for greater visibility of cyclists and other vulnerable road users is an important step in the development of a safer and more efficient goods vehicle.” “We continue to lead the way in pushing for the adoption of safer lorries and safer lorry driving within the capital. We have been actively working with local and national government and the European Commission to adopt strict emission and safety standards for commercial vehicles.” The Commission acknowledged that current, 30-year-old, rules on truck weights and dimensions did not have energy efficiency or other environmental objectives in mind. And on safety, a Commission statement said: “In practice the current rules now actually prevent the introduction of innovative designs - such as more rounded cabins - which are essential to increase fuel efficiency and safety.” The existing EU directive restricting heavy goods vehicle weight to 44 tonnes maximum will not change
but current maximum length 18.75 metres will be increased - as long as the increase is in the cab section and improves safety and aerodynamic efficiency. That answers the current problem of HGV designers squeezing cab size to capitalise on load space. If approved by MEPs and EU transport ministers, they would be able to alter dramatically the current ‘brick’-shaped cab that rules out rounder, more streamlined front sections. Aerodymanic flaps could also be fitted at the back of the trailer without breaching maximum length requirements. EU Transport Commissioner Siim Kallas, unveiling the proposals in Brussels, said: “A brick is the least aerodynamic shape you can imagine, that’s why we need to improve the shape of the lorries on our roads. “These changes make road transport cleaner and safer. They will reduce hauliers’ fuel bills and give European manufacturers a head-start in designing the truck of the future, a greener truck for the global market.” According to T&E, trucks account for only 3% of the European vehicle fleet but they cause 25% of road transport emissions and are involved in 18% of fatal crashes, which kill approximately 7 000 people annually. A rounder truck front could reduce air resistance by 12% and improve fuel economy by 3-5% - an estimated saving of 1 500 Euro (around R18 000) per truck per year, as well as a significant cut in exhaust emissions.

Show Time Beijing’s Auto Maintenance and Repair 2013 As the worldwide economic situation lingers on, many equipment manufacturers in the automotive and repair industries have increased their focus on the Chinese market. This trend is evident in the number of international brands that exhibited at this year’s Auto Maintenance and Repair expo in Beijing. Regular exhibitors at the annual show included many of the biggest names in the global market, with over 100 000 m2 of exhibition space occupied for the show in a full seven halls. The event remains the largest in Asia and third largest worldwide. The number of Chinese companies exhibiting is also on the rise.

hat is not to say that the global pinch is not being felt in China – along with the new premier have come some penny pinching cuts, evident in the lack of pomp and splendour we have experienced in years past. Gone are the big opening ceremonies and VIP dinners, but rather the focus has shifted to attracting a larger audience from countries such as South Africa. Partnering with AutoForum, AMR offered free accommodation for this year’s show, and a number of distributors, buyers and even technicians were in attendance. The organisers claim over 4 500 out of the 55 000 visitors, from 68 other countries, came through the gates in the first days of April – even though the show fell on the Easter weekend. A dedicated VIP area with WiFi access, snacks and drinks and matchmaking facilitators also enabled better use of a visitors’ time at the show. Many of these attendees used the show as an opportunity to visit their existing suppliers in
China. David Barendse Garage Trade Supplies visited his supplier’s factory and came away extremely impressed. “When dealing with suppliers in another country, it is really difficult to know that the promises being made at deal time can actually be kept. After visiting our suppliers, I can only say that it has really built our confidence in their product, their technical facilities, the manufacturing standards and their ability to deliver for our clients.” Following the lead of all the big international shows, a training and technical exchange programme is also held as a feature, including this year’s Energy Saving and Green Repair seminar. As AMR continues to grow, AutoForum is proud to continue our association with the organisers, and actively participate in their continual efforts to improve the experience for international visitors. AMR 2014 is already 80% booked, so make a point of diarising next year’s show, from 26 February, and stay in contact with us for any special offers.
